[00:44:29] monthly amount to be paid to the parents of martyrs.

[00:45:33] age group, sentence reduction may not
[00:45:35] be applied at the discretion of the judge, depending
[00:45:39] on the severity of the crime. With the 18-article law proposal,
[00:45:42] the penalties to be given to families who cause
[00:45:46] their children to commit crimes will also be doubled.
[00:45:49] The severity of the crime, the manner in which
[00:45:52] it was committed, its purpose,
[00:45:55] and the criminal's record will be examined. For a perpetrator
[00:45:59] who commits a serious crime and is between
[00:46:02] the ages of 15 and 18, a sentence can be given

[00:46:09] regulation prepared by the AK Party for criminals
[00:46:13] under the age of 18 has started to be discussed
[00:46:16] in the General Assembly of the Parliament. With the regulation,

[00:46:22] process" will be used instead of "child pushed into crime"
[00:46:26] for perpetrators. The upper limit of sentences
[00:46:29] will be increased for all criminals under the age
[00:46:32] of 18. For criminals in the 15-18 age group,
[00:46:36] the upper limit will be 27 years for crimes requiring
[00:46:40] aggravated life imprisonment, and 18 years for crimes
[00:46:43] requiring life imprisonment. According to the proposal,
[00:46:46] parents who fail to provide care for their child may
[00:46:49] face up to 2 years in prison, and those who
[00:46:53] endanger the child's safety and health may face up to
[00:46:55] 3 years in prison. Those who cause their child
[00:46:59] to access weapons by not ensuring safety are also
[00:47:03] subject to up to 3 years
[00:47:03] in prison.
[00:47:07] With the regulation, a precaution mechanism will also be established
[00:47:10] for children at risk. In cases such as severe
[00:47:13] disability, psychological illness, and contagious diseases,
[00:47:17] a report will be prepared within 24 hours

[00:47:25] decision. For children under the age of 15 who
[00:47:28] are involved in a judicial process, a social investigation
[00:47:31] report will also be mandatory. A rating system specific

[00:47:41] will guide families by classifying games according to age
[00:47:45] groups and content. Digital games are now an
[00:47:48] important part of children's daily lives,

[00:47:59] horror elements in game content, negative language,
[00:48:03] hate speech, obscenity

[00:48:16] step to protect children from harmful content.
[00:48:19] The National Digital Game Rating system developed
[00:48:23] by the Social Institute will be Turkey's first
[00:48:26] National Digital Game Rating system. This system
[00:48:30] has content identifiers. Within the system, there
[00:48:33] are content identifiers that define behaviors that may
[00:48:37] be risky for children or define different situations
[00:48:41] in a game. Parents also decide whether it is suitable
[00:48:44] for children by looking at these labels. The application
[00:48:48] differs from international rating systems. It
[00:48:50] takes into account Turkey's cultural structure and children's
[00:48:54] developmental needs. Different systems are already used
[00:48:58] in different countries, but it also needs to be
[00:49:01] suitable for our culture.
