[01:00:59] prepared within the scope of the goal of a Turkey without terrorism was submitted to the
[01:01:03] Parliament Presidency. It was also announced with a press statement made by AK Party Group Chairman
[01:01:06] Abdullah Güler and his companions. AK Party and MHP, with

[01:01:54] regulation that will be valid for 6 months, a temporary regulation.
[01:01:58] The regulation will cover some crimes such as establishing, managing,
[01:02:02] being a member of, or knowingly and willingly aiding the PKK KCK terrorist
[01:02:05] organization, as well as terrorist propaganda and providing
[01:02:09] financing. The proposal also brings regulations regarding
[01:02:12] investigation and prosecution processes and execution
[01:02:15] processes. Let's mention that ongoing
[01:02:19] investigations and prosecutions that require a prison sentence of up to
[01:02:22] 15 years can be deferred for 5 years, and those over
[01:02:26] 15 years for 10 years. In addition, for finalized
[01:02:30] executions, sentences under 15 years can be deferred for
[01:02:34] 5 years, and those over 15 years for 10 years.
[01:02:37] In addition, an important step is being taken to eliminate
[01:02:41] the deprivation of rights arising from sentences and
[01:02:45] cases. Requests for removal can be evaluated
[01:02:47] after 2 years for 5-year deferrals, and after 3 years for 10-year deferrals.

[01:02:54] is as important as what is.
[01:02:58] Let's state that the draft law does not
[01:03:00] cover any terrorist organization except PKK, KCK.

[01:03:14] Those who committed crimes before June 1, 2005,
[01:03:17] that required life imprisonment or aggravated life

[01:03:27] are excluded from the scope of the regulation.
[01:03:30] They will definitely not be able to benefit from the regulation.
[01:03:33] The proposal will begin to be discussed in the Justice
[01:03:36] Commission at 3:30 PM on Friday. First, there is a

[01:07:54] continued patiently. Being one of the members of that commission
[01:07:57] is very important for me, because being a part of the solution
[01:08:01] to an important problem that created serious problems
[01:08:04] for Turkey in a historical process
[01:08:07] is of course exciting at the point we have reached.
[01:08:11] Because politics
[01:08:14] has taken over the solution of this problem. I especially
[01:08:18] want to emphasize this. If you notice,
[01:08:19] eee
[01:08:22] yesterday, you know, its name also resembles,
[01:08:25] it was the National Solidarity, Brotherhood and Democracy Commission,
[01:08:29] you know, the name of our commission. When you look at the law submitted
[01:08:33] yesterday, it was a draft law on strengthening national solidarity
[01:08:36] and social integration. We also see that there is a
[01:08:39] consensus there, that is, AK Party, Nationalist
[01:08:43] Movement Party, HÜDA PAR, DEM, and other parties
[01:08:47] signed by 360 deputies. You will see
[01:08:50] that when it comes to the parliament, I think it will be accepted
[01:08:54] with a higher number.
[01:08:56] A great opportunity has arisen to solve Turkey's
[01:09:00] most important problem. Of course, it falls to
[01:09:03] us, the deputies, to evaluate this opportunity,
[01:09:07] because the eyes of the Turkish nation
[01:09:11] will be on the parliament for a few days, and the eyes
[01:09:14] of the world will also be on it, because you know,
[01:09:18] everyone will look at whether politics in Turkey
[01:09:22] has the capacity to solve this problem or not. From this perspective,
[01:09:25] we are going through a historical process. Maybe we are not aware
[01:09:28] of it because we are in it, but in the coming
[01:09:32] process, they will say, "Look, Turkish politics
[01:09:35] has intervened, solved this, reached a consensus,
[01:09:39] been able to make common decisions about the future,
[01:09:42] put aside its political differences,
[01:09:46] and when it comes to Turkey, it has been able to take a clear
[01:09:50] stance and unite." And being a part of this process
[01:09:53] is also exciting, let me tell you, it's exciting. So,
[01:09:57] Professor, now we are talking about a dual mechanism. There
[01:10:00] is a mechanism to be established under the chairmanship of the Vice
[01:10:03] President, and there is also a mechanism in the Grand National Assembly
[01:10:07] that concerns you. A monitoring committee will also be established
[01:10:11] here. The laying down of arms will be announced with a decision of the National
[01:10:14] Security Council, and the process will begin like that. As you
[01:10:18] know, it's a draft law consisting of 12 articles. Two articles
[01:10:22] are related to implementation. When you look at it, you can see
[01:10:25] the content in 10 articles.
[01:10:29] defined. You know, when a law is
[01:10:33] passed, it doesn't immediately come into force. Let's say that
[01:10:36] because you can see that there are some mechanisms there.
[01:10:39] Let's say, what is the aim here? Let's state
[01:10:43] the aim. The aim is to cover
[01:10:46] the terrorist organization, PKK, KCK,
[01:10:50] and all related formations. This is an independent
[01:10:53] draft law, let's say that. It should be seen as a solution
[01:10:57] package put forward for those within this scope.
[01:11:00] So, how will this happen, you ask? Now, let's say this
[01:11:04] law passed through our Grand National Assembly. You know, it was proposed
[01:11:08] yesterday, and on Friday, it will go to the commission. Discussions
[01:11:11] will be held, and then, of course, there is a path to be followed
[01:11:15] here. You know, the National
[01:11:18] Security Council needs to
[01:11:22] confirm something. Yes, in the process
[01:11:25] after this law is passed, you know,
[01:11:28] a council will be established consisting of security
[01:11:31] units. I won't list them all one by one, but we see that
[01:11:35] it's a council with representatives of important state security
[01:11:39] units. The National Security Council, the aim here is the
[01:11:42] liquidation of PKK and KCK formations
[01:11:46] and the laying down of arms, because this needs to be especially
[01:11:49] emphasized. This is the aim. Now, there will be those
[01:11:52] who want to provoke this. I can see them, let me tell you,
[01:11:56] some people who try to use this for their shallow interests,
[01:11:59] that is, they don't see the cost of Turkey's past
[01:12:03] 50 years at all, and they act by thinking
[01:12:07] about their tiny, shallow interests
[01:12:10] today, without thinking
[01:12:12] about the lives of future generations. We see that this
[01:12:16] is happening. There is no general amnesty, there is no special
[01:12:19] status for individuals, no special status is given to anyone,
[01:12:23] there is no such thing. But now, the aim here is
[01:12:27] the liquidation of PKK, KCK, and their formations,
[01:12:31] and at the same time, the laying
[01:12:36] you ask? When this happens, the National Security Council,
[01:12:39] you know, will say that: "Yes,
[01:12:42] this terrorist organization, along with its formations,
[01:12:45] has dissolved itself and laid down
[01:12:48] its arms." And as soon as the decision
[01:12:52] of the National Security Council is published in the Official
[01:12:56] Gazette, you know, the process begins. There is such a situation.
[01:12:59] Also, you know, here, of course, politics, what did I say
[01:13:03] at the beginning of my speech, it is very important that politics
[01:13:06] takes over this issue. We will also show the capacity
[01:13:10] of political capacity in Turkey to solve important
[01:13:13] problems. And here, of course, the commission ran this for
[01:13:16] a year, you know, 21 meetings, 137 people,
[01:13:20] institution representatives, individuals.

[01:18:29] the legal process? Of course, the
[01:18:30] main goal of the proposal
[01:18:34] is to create this legal ground to combat terrorism.
[01:18:37] In this context, what will the framework law provide?
[01:18:41] Ms. Sezen, when I look at the first article in the law proposal,
[01:18:44] the most important article for me right now is this:
[01:18:47] "The purpose of this law is the detection by security
[01:18:51] institutions that the PKK, KCK terrorist organization and all
[01:18:54] related formations have ended their actual existence
[01:18:57] and laid down their arms and surrendered their
[01:19:01] ammunition." So, what is important here?
[01:19:04] The laying down of arms by terrorist organization members
[01:19:08] in Iraq, and especially in Syria, the integration
[01:19:12] and elimination of the terrorist organization's presence there
[01:19:15] by the Syrian administration, the Damascus administration.
[01:19:18] Again, look, it's not just talking about laying down
[01:19:21] arms; it's talking about ending its actual existence.
[01:19:24] That is, the European structure. The European
[01:19:28] structure of the terrorist organization. We are talking
[01:19:30] about a broad structure that includes associations,
[01:19:33] lobby groups, media organizations, and financial networks in
[01:19:37] the activities of the PKK terrorist organization in Europe.
[01:19:41] So, the actual structure in this European structure,
[01:19:43] which is known to be active in countries like Germany,
[01:19:47] France, Belgium, and Switzerland, must also end its activities.
[01:19:50] This activity must also end. It's not just about
[01:19:54] clearing the organization's camps in Iraq and completely
[01:19:57] surrendering their arms. I think the European structure
[01:20:01] is also involved in this.
[01:20:05] We must reiterate this. In this
[01:20:07] sense, Ms. Sezen,
[01:20:11] for investigations or prosecutions that require
[01:20:14] a sentence of less than 15 years,
[01:20:17] or for convictions received, there will be a 5-year
[01:20:21] postponement period. For crimes requiring
[01:20:24] a sentence of 15 years and above, investigations,
[01:20:28] prosecutions (which means a criminal
[01:20:32] case that has been filed), or if there is a final
[01:20:35] conviction, for crimes requiring a sentence of more
[01:20:39] than 15 years, there will be a 10-year postponement
[01:20:43] period. If during the postponement
[01:20:46] period, this terrorist organization
[01:20:49] member who surrendered, does not commit another
[01:20:53] terrorist crime during the postponement period starting from the postponement
[01:20:56] decision, then the prosecutor's office will
[01:21:00] decide on non-prosecution in the open investigation.
[01:21:03] If there is an open criminal case, a decision of dismissal
[01:21:07] will be made. If there is a final conviction,
[01:21:11] and no new terrorist crime is committed during
[01:21:14] the postponement period, then the sentence will be
[01:21:17] deemed to have been executed. So, for those who have received
[01:21:21] sentences, or whose cases or criminal
[01:21:24] proceedings are ongoing, the framework law has actually
[01:21:27] chosen a very important path.
[01:21:31] In this sense, I think the proposal has also been prepared
[01:21:34] very meticulously. Especially
[01:21:37] a 6-month, sorry, a 6-month
[01:21:41] application period has been foreseen. If a written application
[01:21:45] is made within this application period,
[01:21:48] then this process will be initiated. The confirmation
[01:21:51] and detection mechanism is also important. Especially,
[01:21:54] a council will be established under the chairmanship of the
[01:21:58] Vice President, and this council, together with
[01:22:01] this, will completely monitor
[01:22:05] and control the process.
[01:22:10] Yes, it will actually function as a very important
[01:22:14] control mechanism, Ms. Sezen. There will actually be two different
[01:22:18] councils here. As you said, a committee under the chairmanship
[01:22:21] of the Vice President. Of course, there will be a monitoring
[01:22:25] commission in the parliament. Actually, the main purpose here
[01:22:28] is to ensure the continuity and permanence of this control
[01:22:31] mechanism, isn't it? That is, the "Turkey without Terrorism"
[01:22:34] process will be followed with these two commissions.
[01:22:38] Yes, especially the council to be established under the
[01:22:41] chairmanship of the Vice President is very comprehensive. It includes
[01:22:45] ministries, the National Security secretary, general secretariat,
[01:22:48] that is, a coordination, here the monitoring
[01:22:51] and evaluation of the implementation of the law, a
[01:22:55] that is, not just a monitoring, but a control and
[01:22:59] auditing mechanism as a tracking commission
[01:23:02] consisting of the highest institutions and ministries of our state,
[01:23:05] will be formed, especially. it will evaluate the reports it receives
[01:23:09] regarding confirmation and detection and make decisions.
[01:23:12] Again, the commission
[01:23:15] in the Parliament will also make recommendations
[01:23:18] if necessary, only as recommendations. it will be able to make
[01:23:22] comments or recommendations. Previously, the commission had done a very
[01:23:25] valuable job, here a significant report
[01:23:29] was prepared with the listening of all civil society
[01:23:32] organizations, institutions, and organizations,
[01:23:35] which the commission carried out. It consists
[01:23:39] of 12 articles, ending the de facto existence
[01:23:42] of the terrorist organization. Look, not just laying down arms,
[01:23:46] but also its European structure, including its financing,
[01:23:50] media, and efforts to recruit people for the organization
[01:23:54] through associations, etc. All its networks,
[01:23:57] including its European structure, and the camps
[01:24:01] of the organization in Iraq, must lay
[01:24:04] down their arms completely and promise to the judicial

[01:24:19] they commit a terrorist crime again during
[01:24:22] this deferral period, the process will revert
[01:24:25] to the point where they applied,

[01:24:33] decisions, their execution will continue exactly as
[01:24:37] they are, or if there are ongoing investigations
[01:24:40] or criminal cases, if a crime is committed
[01:24:44] again during the deferral period, these
[01:24:46] investigations and cases will continue from where
[01:24:50] they left off. When we look at the scope,
[01:24:53] crimes such as establishing and managing a terrorist
[01:24:56] organization, being a member of an organization, knowingly
[01:25:00] and willingly aiding it, and making propaganda
[01:25:04] for an organization, as well as crimes committed
[01:25:07] under the law regarding the prevention of financing
[01:25:11] terrorism, are within the scope. There is a
[01:25:14] very important article excluded from the scope,
[01:25:17] namely intentional homicide crimes committed
[01:25:20] within the scope of the organization,
[01:25:23] and investigations and prosecutions for
[01:25:27] crimes requiring life imprisonment and aggravated
[01:25:30] life imprisonment before June 1, 2005,
[01:25:34] will be excluded from this scope. This means
[01:25:37] that the sacred memories of all our martyr
[01:25:40] and veteran families have actually been protected,
[01:25:44] especially due to the police station raids
[01:25:48] and other incidents before 2005,

[02:47:01] Anadolu gözlemevi yerleşkesi bulunuyor. Burası
[02:47:05] oldukça önemli bir tesis, yıllardır süren
[02:47:08] bir yatırım. 4 metre çapındaki aynasıyla
[02:47:12] Türkiye'nin en büyüğü ve burası Türkiye'nin
[02:47:15] uzay ile ilgili çalışmalarında çok önemli bir işlevi
[02:47:19] yerine getirecek. Bu tesisle ilgili son
[02:47:22] gelişmeleri konuğumuzla konuşacağız Profesör Doktor Cahit
[02:47:26] Yeşilyaprak Türkiye Ulusal Gözlemevleri müdürü. Hocam

[02:47:50] çalıştırdık, yani hizmete aldık eee, ilk ışığımızı da
[02:47:54] optik anlamda aldık, şimdi ise esas bilimsel anlamda ilk
[02:47:57] ışık almak için de eee bu yaz boyunca eee
[02:48:01] odak düzlem aygıtları dediğimiz aygıtların yüklenmesi ya da
[02:48:04] entegrasyonunu yürütüyoruz şu anda bir yandan da testlerini yapıyoruz çünkü
[02:48:08] malumunuz optik bir hassasiyetle devam etmek zorunda
[02:48:12] bu konuda sadece bir çalışma yürütülüyor hem gece hem
[02:48:15] gündüz bu çalışmalar da biter bitmez bu yıl sonuna doğru bilimsel
[02:48:19] anlamda da gözlem çağrısına çıkmayı planlıyoruz artık tabii Türkiye
[02:48:22] uzay araştırmaları noktasında oldukça önemli
[02:48:25] yatırımlar da yapıyor bu noktada Doğu Anadolu gözlemevi
[02:48:29] yerleşkesi Türkiye'nin bu uzay araştırmaları
[02:48:32] noktasında nasıl bir eee işlev görecek bundan da bahseder misiniz

[02:48:39] bilimleri kısmında. beyiz esasen ama Milli Uzay programımızda da bize

[02:48:46] olarak bu konuda hem uzay bilimleri astronomi astrofizik anlamında da
[02:48:49] gözlem yapılacak bir altyapıya sahibiz. işin gerçeği uzay
[02:48:53] durumsal farkındalık yani yapay ya da doğal uyduların gözlenmesinden tutun
[02:48:57] da güneşle dünya arasındaki uzay havası diye
[02:49:00] tanımladığımız bölgedeki fiziksel ve kimyasal süreçlerin
[02:49:03] elektromanyetik spektrumun farklı dalga boylarında buradan
[02:49:06] veri alma e yerleşkelerimizden farklı türden verileri eee
[02:49:10] görevlerini yerine getirmeye çalışıyoruz, çok teşekkür ediyoruz,

[02:54:05] artık bu milli yetkinlik
[02:54:08] hareketinin tam anlamıyla adına yakışır

[02:54:54] dayanan bir ülke konumuna taşımıştır.
[02:54:58] Bugünkü küresel ortam Savunma
[02:55:01] sanayini çok daha kritik bir hale getirmiştir. Bugün
[02:55:05] artık dünyada her yerde güvenlik konuşuluyor.
[02:55:09] Maalesef böyle bir küresel
[02:55:11] ortamdayız. Jeopolitik gerilimlerin
[02:55:14] yükseldiği, güvenlik endişelerinin
[02:55:17] arttığı, risklerin, belirsizliklerin yükseldiği bir
[02:55:21] ortamdayız. Bunu bölgemizde de çok sıcak bir
[02:55:24] şekilde yaşıyoruz, hissediyoruz. Ve
[02:55:27] bu ortamda savunma sanayinin önemi eskisinden çok
[02:55:31] daha fazla anlaşılır hale geldi. Dünyada
[02:55:35] artık bu işler çok konuşuluyor. Özellikle
[02:55:38] Avrupa tabiri caizse uyandı, çok daha
[02:55:41] fazla Savunma sanayine yatırım yapmaya
[02:55:44] çalışıyor. İşte biz bu
[02:55:47] ortamı çok önceden fark edip yola
[02:55:50] çıkan bir ülkeyiz. Bu anlamda da Sayın
[02:55:53] Cumhurbaşkanımıza, ben bir cumhurbaşkanı yardımcısı olarak
[02:55:57] değil, bu ülkenin bir vatandaşı olarak
[02:56:01] yürekten şükranlarımı sunmak istiyorum. Türkiye
[02:56:04] bugün yola erken çıkmış olmanın
[02:56:08] avantajını yaşayan bir ülkedir.
[02:56:10] Başkalarının yeni fark etmeye başladığı bu
[02:56:13] alan yıllar öncesinden
[02:56:17] siyasi, güçlü bir siyasi iradeyle ortaya konmuş
[02:56:20] ve geliştirilmiştir. "ve bugün geldiğimiz
[02:56:24] noktada bu yola erken çıkmanın avantajını
[02:56:27] yaşıyoruz, nitekim geçtiğimiz
[02:56:31] günlerde NATO zirvesi gerçekleşti biliyorsunuz,
[02:56:34] yine bu mekanda, külliyede eee
[02:56:38] bu güzel etkinlik yapıldı,
[02:56:40] Ankara'mız NATO'ya ev sahipliği yaptı,
[02:56:44] dünyanın en büyük uluslararası
[02:56:46] organizasyonlarından ve hem organizasyon
[02:56:50] olarak hem de içerik olarak..." "Bugüne kadar
[02:56:53] yapılmış belki de en iyi NATO zirvesi oldu,
[02:56:57] içeride, dışarıda çok büyük takdir
[02:56:59] topladı, ilk defa bu NATO
[02:57:02] zirvesinde Savunma sanayi.
[02:57:05] forumu resmi programın bir parçası haline
[02:57:09] getirildi, o programa ben de iştirak
[02:57:12] etmiştim, eee çıkışta da sayın
[02:57:15] Rutte, NATO genel sekreteri, bundan
[02:57:18] sonra bu organizasyonu yapacak ülkelerin işi zor
[02:57:21] dedi, yani Türkiye'nin koyduğu standartları
[02:57:25] sağlamaları kolay olmayacak filan gibi sözler de sarf
[02:57:28] etti. Dolayısıyla orada da savunma sanayimizin
[02:57:32] görünümü bir kez daha eee.
[02:57:35] ortaya kondu ve uluslararası alanda
[02:57:38] savunma sanayimizin geldiği yer çok daha büyük
[02:57:42] bir eee platformla
[02:57:44] duyurulmuş oldu, görülmüş oldu, hepimizi
[02:57:48] gururlandıran bir tablo yaşamış olduk.
[02:57:51] Bugün bu kazanımları daha ileriye taşımanın,
[02:57:55] teknolojik üstünlüğümüzü korumanın ve
[02:57:58] geleceğin rekabet ortamına hazırlanmanın yolu
[02:58:01] yarının teknolojilerini geliştirecek,
[02:58:05] üretecek ve sürdürülebilir kılacak yetkin
[02:58:08] insan kaynağına sahip olmaktır. Kritik
[02:58:12] teknolojilerde dışa bağımlılığı azaltmanın
[02:58:14] yolu kritik bilgi ve becerilerde de
[02:58:18] dışa bağımlılığı azaltmaktan geçmektedir. Bu
[02:58:22] nedenle yetkinlik açığını en az
[02:58:25] teknoloji açığı kadar kritik bir
[02:58:28] milli güvenlik meselesi olarak

[02:59:36] became world champions as a team. Our national team, the Crescent-Stars,

[02:59:43] returned home with a total of 36 medals, writing its
[02:59:46] name at the top in this field. We worked at school
[02:59:49] for at least two and a half to three hours
[02:59:53] every day the school was open for the championship. In addition, we worked continuously
[02:59:57] for one to one and a half hours at home until
[03:00:01] the championship. This is how success came. Merve Mutlu became world
[03:00:05] champion with 111 words per minute in the juniors, and Nisan
[03:00:08] Maya Tunçoğlu with 133 words per minute in the youth. We displayed
[03:00:11] beautiful achievements as a country. We are very
[03:00:14] happy with my first place and the rankings of my other
[03:00:18] friends. Medals also came one after another in the
