[01:05:15] In the examinations, it was found that some companies [01:05:18] that are major suppliers in the markets [01:05:21] used their market dominance to show product [01:05:24] supply as lower than it was, and costs [01:05:27] as higher than they actually were. It was determined that they created [01:05:30] false costs by issuing fake producer receipts and thus manipulated [01:05:34] prices upwards in the fresh vegetable and [01:05:37] fruit market, thereby gaining unfair [01:05:41] profits. Also in this context, [01:05:44] in the investigation carried out regarding the crimes of price manipulation, [01:05:47] opposition to the tax procedure law, forgery of documents, and [01:05:51] laundering of assets derived from crime, arrest warrants were issued [01:05:54] for 41 suspicious executives of [01:05:57] 41 major distribution companies. [01:06:01] In 22 provinces, simultaneous searches were initiated [01:06:04] at a total of 19 workplaces and residences. [01:06:08] Justice Minister Akın Gürlek, in the continuation [01:06:11] of his statement, said that no stage of the chain [01:06:14] extending from the field to the table will be allowed to be turned [01:06:18] into an unfair profit opportunity over the labor of our producers [01:06:22] and the budget of our citizens. They either produce more the next year or give up [01:08:33] production. Yes, that happens. [01:08:36] If you exploit the producer here, [01:08:39] if you act in a way that harms the producer as much as possible, [01:08:43] then what will happen? If you remember, there are many [01:08:46] news reports that are reflected in the public, where producers [01:08:50] give up production. Why? Either the product is left in their hands, [01:08:54] or we see that there is an organization that tries to buy the product [01:08:57] at a very low price. Well, when we look at it, [01:09:01] under normal circumstances, we as a country had previously [01:09:05] introduced a rule. It was said that you would write the price [01:09:09] you bought from the producer, you would write the selling price, [01:09:12] and for every product, when we entered the market, [01:09:16] we would see those small white square papers. There, we were supposed to see [01:09:20] a price scale regarding who the producer was, [01:09:23] where it was bought from, how much it was bought for, and how much it was sold for. [01:09:27] However, unfortunately, some individuals or some [01:09:30] people, and we see this in this operation, by making multiple [01:09:34] transfers between different companies [01:09:37] with the price taken from the producer, present [01:09:40] a completely different price scale at the end. [01:09:43] What does this mean? The fact that 1029 [01:09:47] producers were listened to, that farmers' statements [01:09:50] were sought, whether the price there [01:09:53] was a real price or not, how many carriers there were [01:09:57] in between, whether these things were further increased [01:10:01] with fake invoices, with fake companies, [01:10:04] is being investigated within this investigation, Rasim Bey. [01:10:08] Well, while this is being investigated, is it enough [01:10:12] for the crime of price manipulation, as defined in Article [01:10:15] 237 of the Turkish Penal Code, that prices are merely high? [01:10:18] No, we have a situation called the prohibition of competition. [01:10:22] In terms of competition, anyone can sell their product [01:10:26] at any price they want, but if you do this [01:10:29] within an organizational framework, as an organized [01:10:32] structure, by manipulating [01:10:36] the labels of the product you bought from the farmer there, [01:10:39] or by producing false news, or by holding it back, [01:10:43] or by trying to introduce a different price to the market, [01:10:47] or trying to design all companies in the market, [01:10:51] then we can talk about this crime here. For example, [01:10:54] consider a workplace. A workplace can sell [01:10:57] its own product expensively, but if there is one distributor [01:11:00] in a market, and that distributor [01:11:04] does this, then let's give the example [01:11:08] of Istanbul, since we experienced it in Istanbul. If a product [01:11:11] that comes to the Istanbul market starts to be sold expensively [01:11:15] in the market, then it has to be sold expensively throughout Istanbul. [01:11:19] Yes. So, can we say that the organization [01:11:23] there is actually an operation aimed at the source of the problem [01:11:27] regarding whether there is a real price scale? [01:12:46] Now, of course, [01:12:49] it is an irrational approach [01:12:53] to limit this success to studies conducted [01:12:56] in periods like 1 or 2 years. [01:12:59] This is not a scientific explanation. [01:13:02] First of all, we need to see what is measured [01:13:05] in such programs, in such international [01:13:09] rating mechanisms, [01:13:12] and we need to analyze what is lacking in the education system [01:13:16] in Turkey. [01:13:20] In 2001, when the Justice and [01:13:23] Development Party was founded, [01:13:26] our President made suggestions. [01:13:30] He says that Turkish youth, Turkish children [01:13:33] do not deserve to receive education [01:13:36] in such crowded classrooms, [01:13:39] in such poor physical conditions. [01:13:42] Starting from the idea that we have to offer [01:13:46] much better, [01:13:48] in the party program of 2001 [01:13:51] and the government program of 2002, [01:13:55] it was committed that education would be brought [01:13:59] to the desired level in terms of physical capacity [01:14:02] according to international indicators. Well, how can you do this, [01:14:05] or why didn't your predecessors do it, why couldn't they do it? [01:14:09] Now, I am a political scientist. In the international [01:14:12] arena, a country's position in terms of democratic [01:14:16] indicators, in terms of democratization [01:14:19] trend is measured by [01:14:22] the country's financial resources, that is, which areas [01:14:25] are allocated more resources from the general budget. [01:14:29] That is one of these parameters. For example, in the 2012, [01:14:32] I mean 2002 budget, the Ministry of National Education [01:14:36] was in 4th place. More resources were allocated [01:14:39] to other areas, [01:14:42] but during both our President's [01:14:45] premiership and presidency, [01:14:48] in all budgets, [01:14:50] the largest share from the general budget was allocated to national education. [01:14:54] So, we were always first. Let me put it this way, the share allocated [01:14:58] from the general budget increased from 7% to 15%. [01:15:01] This is now an important indicator for us, and with this, [01:15:05] during AK Party [01:15:09] governments, first of all, the school needs of our children, [01:15:13] that is, in terms of the number of students per classroom, [01:15:16] necessary steps were taken [01:15:19] for the construction of a healthy education environment [01:15:23] in our schools. Look, we have given these figures [01:15:27] in other broadcasts as well. In 2002, [01:15:30] in Turkey, approximately [01:15:33] our students have 357 thousand classrooms, [01:15:37] we have 357 thousand classrooms. [01:15:39] Let's look at it this way, [01:15:43] this 357,000. Turkey is a country [01:15:45] where natural disasters are frequent, especially earthquakes. [01:15:49] When we consider the schools destroyed by earthquakes, [01:15:52] the classrooms we lost [01:15:55] due to other natural disasters, [01:15:59] and the classrooms we demolished [01:16:01] and rebuilt because they had completed [01:16:05] their economic life, let's assume that about [01:16:08] half of these 357 thousand classrooms were lost in this way. [01:16:11] We have about 150-200 thousand [01:16:15] classrooms remaining from before. Now, [01:16:19] in line with the parameter I just mentioned, [01:16:22] the first thing we did was to increase the number of classrooms [01:16:25] and create prosperous environments where our children [01:16:29] do not sit 3 or 4 people in a row, [01:16:32] but can comfortably take notes and listen to their teachers. [01:16:36] Currently, we have nearly 760 thousand classrooms. [01:16:40] Now, we need to look at it this way, Mr. Şenol, [01:16:42] we assumed it dropped to 200,000 [01:16:46] earlier from 357,000 classrooms. Today, we have increased [01:16:49] it to 760,000. [01:16:53] That means we have added approximately 500,000 [01:16:56] additional classrooms. This is very important. [01:16:59] This is an important [01:17:01] parameter. [01:17:04] Second, there were problems with access to education. [01:17:08] I'm talking about those dates, our children did not have [01:17:11] a mechanism to continue to middle school [01:17:14] after finishing primary school. They couldn't come from their village [01:17:17] to the district center, or similar problems were experienced. [01:17:21] Now, steps were taken to overcome problems [01:17:24] with access to education. What did we do? [01:17:28] We introduced a transportation system. [01:17:31] That is, for our students who want to continue [01:17:34] their education but have transportation problems, [01:17:38] we put in place a transportation system, we increased the dormitory [01:17:42] capacity of our schools. Therefore, in this sense, [01:17:44] we have brought [01:17:46] Turkey up to international indicators in terms of access to education. [01:17:50] For example, in 2002, the rate of continuation to secondary education [01:17:53] was around 50%, now it is over [01:17:56] 90%. Access to pre-school education, [01:17:59] which was 11% in 2002, [01:18:02] is over 80% today. These are very [01:18:06] important parameters. We have seriously solved [01:18:09] this issue in terms of access to education. Another important issue [01:18:13] in terms of the quality of education [01:18:16] is the number of teachers. That is, if the number of students [01:18:20] per teacher is expressed in numbers like [01:18:23] 30, 40, then that teacher [01:18:26] friend has no chance of establishing [01:18:29] that relationship with students in that class. [01:18:32] So what did we do? Approximately 80% [01:18:36] of our teacher friends [01:18:39] currently registered in the system were appointed during AK Party governments. [01:18:43] While we had around 500,000 teachers back then, 540,000 teachers [01:18:46] in 2002, today we have 1,260,000 teachers, including [01:18:50] teachers in private schools. Now, these figures are very [01:18:54] important figures. That is, the number of teachers increased, [01:18:57] the infrastructure improved, and this [01:19:00] reflected positively on PISA scores. It's not just [01:19:04] these, I'm continuing with a few more things. Let's move on from this question [01:19:07] if you allow, because this is important. [01:19:11] I mean, I'm not in such a megalomania [01:19:14] that I say we fixed this in the last [01:19:18] one or two years. I'm not in that. [01:19:21] These steps taken [01:19:23] since 2001, look what else we did, [01:19:27] regarding teacher qualifications, in 2014-2015, [01:19:31] we did a very comprehensive study on teacher competencies, [01:19:34] in a way compatible with international indicators. [01:19:38] This is another very important point. Now, [01:19:42] in terms of the main philosophy of education, [01:19:44] what do we do in school, what should we do? [01:19:48] In the 1980s and 1990s, you are young, [01:19:51] you don't remember, we had no [01:19:55] mechanism to access information other than [01:19:58] school and textbooks. [01:20:00] That is, there was no internet, television, mobile phones, [01:20:04] these kinds of things. "Where can we give information [01:20:08] to children? Only at school. [01:20:11] Therefore, our curriculum in school was entirely [01:20:15] information-oriented. Now, after I started [01:20:18] as undersecretary in 2013, we attended international [01:20:21] meetings. In all international meetings [01:20:25] we attended, the most important criticism directed at us was that [01:20:29] yes, you have made very positive developments [01:20:32] and covered distances [01:20:35] in terms of physical capacity and human resources [01:20:39] in your education system, but you still have a problem [01:20:42] in your education philosophy. The problem is that [01:20:46] you still focus on giving information to children. [01:20:49] What does this bring with it? We have put everything [01:20:53] we can think of into the curriculum, because in the same periods, [01:20:56] in the 80s and 90s, access to education was also limited, [01:21:00] so a limited number of students could continue [01:21:03] to both secondary and higher education, [01:21:07] so our curricula became bloated with the idea that our children [01:21:10] should learn everything here, in middle school, in primary school. [01:21:14] Now, what happens when it's bloated? Let's say you have 3 hours of lessons [01:21:17] per week, you teach a 3-hour lesson, but we have filled [01:21:21] your curriculum with a curriculum that you can teach [01:21:24] if you allocate 6 or 7 hours per week, [01:21:27] because everything we can think of, traffic accidents are increasing, [01:21:31] let's put this in, something about health happens, let's put this in the curriculum too, [01:21:35] and our curriculum became bloated. When this happens, [01:21:38] when we limit our teacher to teaching a lesson [01:21:42] that we should give 6 or 7 hours per week to 3 hours [01:21:46] per week, our teacher goes fast to catch up with the curriculum, [01:21:50] because on one hand, they have to catch up with the curriculum. [01:21:53] When they do this, students [01:21:56] cannot receive the education [01:22:00] they should receive healthily. The student is unsuccessful, [01:22:03] the teacher is unsuccessful, the school is unsuccessful, the education system is unsuccessful. [01:22:08] Now, since access to education has increased, then the curriculum also needs [01:22:11] to be structured accordingly and some things need to be shifted [01:22:15] to higher education levels for the system to be successful. [01:22:18] Therefore, the second issue we have been working on [01:22:21] since 2013 is this. Gradually, [01:22:25] step by step, we entered [01:22:28] the process of streamlining the curriculum, and [01:22:30] rather than the curriculum being information-oriented, [01:22:34] it became compatible with the systematic [01:22:38] measured by international mechanisms, and [01:22:41] in an era where access to information is so easy [01:22:45] for our children, it is necessary to transform [01:22:49] the information they access into something they can use [01:22:53] in their daily lives and social lives. Now, we started working on this [01:22:56] back then. We said that we need to revise [01:23:00] this curriculum accordingly. Therefore, the Türkiye Yüzyılı Maarif [01:23:03] model, which we implemented in 2024, was very important [01:23:07] in terms of these two parameters. I said this in our broadcasts [01:23:11] back then. I said, look, when we change this, [01:23:13] when our children [01:23:17] are no longer just information burdens, [01:23:20] instead of just giving information and making them memorize it, [01:23:23] if we make them able to analytically evaluate the information given to them [01:23:26] and transform it into daily life skills, [01:23:30] then we will be successful in our education system. [01:23:33] Along with this, if we can reduce [01:23:37] the information load within our education system [01:23:40] in the curriculum, our teachers will also be successful, [01:23:44] and the system will be successful. We have also discussed [01:23:47] these in great detail. [01:23:50] is this. Therefore, [01:23:52] one of the important steps regarding these PISA scores [01:23:57] This is also important. Another issue is this: [01:24:00] In 2013, [01:24:03] when making these evaluations, who follows this [01:24:06] in the Ministry of National Education? That is, is there a unit [01:24:09] that evaluates our measurement and evaluation [01:24:12] system by comparing it with [01:24:15] international indicators, what is measured there, [01:24:18] and what we provide? [01:24:20] Is there such a unit in our Ministry of National Education? No. So we said, [01:24:23] Yok. O zaman dedik ki, [01:24:26] then, to our Minister Nabi Hoca, whom we worked with at the time, [01:24:30] "Sir, we need to establish such a unit." We established a general directorate [01:24:33] named Measurement, Evaluation and Examination Services. [01:24:53] It created a very important area for us where we can mutually [01:24:56] analyze the compatibility between [01:24:59] our Ministry's curriculum and structures like OECD [01:25:01] and PISA, and the compatibility [01:25:04] between what is measured there and our system. [01:25:07] I think this is also very vital. Because [01:25:10] we did this back then, PISA, TIMSS, [01:25:14] şöyle yaptık o zaman Pizza, teams, [01:25:17] these were done in three-year periods, in cycles, [01:25:20] um, we said that we would do a [01:25:24] third one ourselves, called ABİDE, [01:25:27] the monitoring and evaluation of academic skills, we created a new evaluation system [01:25:31] specific to us, so we didn't have any gaps [01:25:35] in these three-year periods, we had the capacity to [01:25:38] conduct monitoring and evaluation every year. Now, these [01:25:42] are coming to an end, and TIMSS will come. TIMSS was announced last year, [01:25:46] the year before. So ABİDE will come. We are [01:25:50] doing it now, yes. Now it's ABİDE's turn, ABİDE evaluation. Now, [01:26:46] about 15 days before the PISA scores were announced, [01:26:50] we had an online meeting with the PISA management. [01:26:53] In the meeting, um, [01:26:56] the Chairman of the PISA Board, um, [01:27:00] if I remember correctly, Andreas, [01:27:03] a Portuguese, asked us for something. [01:27:06] Look, this is very important from my perspective. [01:27:09] He said, "Um, [01:27:12] in your speech on September 8th, [01:27:14] there's something that caught our [01:27:17] attention. [01:27:20] We want you to tell other countries about it. Turkey is showing [01:27:24] an extraordinary success bar. [01:27:27] But there's something interesting. This bar [01:27:30] has been rising since 2015. [01:27:33] Now, everything I've told you so far [01:27:36] is before 2015, meaning this [01:27:39] physical capacity and similar things. [01:27:42] So now, according to a foreign observer, [01:27:45] an educator, [01:27:48] who made this analysis, something important must have [01:27:51] happened in our country in 2015. [01:27:55] So what happened in 2015? [01:27:58] 2015 is very important for us at [01:28:02] this point. When we enacted the private tutoring law [01:28:06] in 2014, our most [01:28:08] important claim regarding private tutoring centers [01:28:12] was this: these structures we call private tutoring centers [01:28:16] are a tutelage mechanism over the Ministry of National Education's textbooks, [01:28:20] curricula, schools, and teachers. In other words, no matter [01:28:24] what you teach at school, a perception has formed in the market, [01:28:27] there is a sector, FETÖ's tutelage. [01:28:30] This tutelage says that the teachers of national education [01:28:34] are useless, the textbooks of national education are useless, [01:28:37] the schools of national education are useless. You study [01:28:40] for 12 years there for nothing. Come to our private tutoring center for 3 months, [01:28:44] come to our private tutoring center for 6 months, you will be successful. Now, as long as [01:28:47] there is such a perception, as long as your education [01:28:51] system is not rid of this tutelage, [01:28:54] there is no chance of success. I used [01:28:57] this a lot internally, within Turkey, [01:29:01] but the fact that the chairman of the PISA board [01:29:05] identified this through the scores [01:29:08] is a very important point for me, [01:29:11] and in Turkey, perhaps at the point [01:29:14] of these scores we are discussing today, because with that date, [01:29:18] we imposed a condition on the institutions [01:29:22] we established in place of private tutoring centers, [01:29:25] the institutions we call private education courses. We said [01:29:28] that your programs' curricula must [01:29:33] be approved by the Board of Education and must be [01:29:36] compatible with the Ministry of National Education's curriculum. [01:29:50] So you're talking about this as the fourth pillar: the removal of FETÖ's tutelage, [01:29:54] the renewal of the curriculum, physical capacity, increasing [01:29:57] the number of teachers, and infrastructure classroom numbers." Similarly, [01:30:56] the Fatih Project, which began [01:30:59] the process of using technological innovations in the education system. [01:32:33] So, they divided PISA by your student quota [01:32:36] of 7,060 students [01:32:39] statistically. How many vocational and technical [01:32:42] Anatolian High Schools do we have, and how many [01:32:45] students? They ratioed it to this number of students. They found [01:32:49] the student numbers this way. We don't interfere with this part; [01:32:52] they determine this sample and provide [01:32:56] it to us. [01:33:32] in accordance with the sample, and also in a way [01:33:35] that is consistent with regional development indices. For example, [01:33:38] the definition of disadvantaged student includes [01:33:42] recent disasters, and they are evaluated. [01:35:43] Have you evaluated this? What kind of [01:35:47] practice is there in Turkey? Well, [01:35:50] actually, we have been addressing [01:35:54] this issue for a long time. I was appointed as minister [01:35:58] in June 2023 and started my duty. [01:36:02] Since that year, every [01:36:04] summer, um, we have made it a tradition [01:36:08] to issue a circular to remind [01:36:10] our teachers and our schools and the public [01:36:14] and our parents about our general practices [01:36:17] for that academic year. In our circular [01:36:20] of 2023, um, the main [01:36:24] topic we emphasized was this: [01:36:27] We said that we all need to manage [01:36:30] a process that can overcome our children's digital [01:36:33] addiction, and we are one of [01:36:37] the first countries in the world to implement [01:36:40] a cell phone ban for students. Um, [01:36:45] around the time we did that, Australia also adopted it. [01:36:48] After that, many European countries banned cell phone use in schools, [01:36:51] because children, and even these days [01:36:54] there's a popular [01:36:57] Korean drama series on streaming platforms, and there are also [01:37:00] very interesting scenes there. [01:37:10] This seriously distracts children's motivation [01:37:13] and prevents them from concentrating in class, [01:37:17] and even creates an environment [01:37:20] that can lead them to manipulate the school. It was important [01:37:24] both for children and for the ill-intentioned structures [01:37:28] that use these. We are currently implementing this ban [01:37:32] in a disciplined manner throughout Turkey. This year we added [01:37:35] something else to this. [01:37:37] Um, [01:37:40] our teacher colleagues also, sometimes, [01:37:42] though in small numbers, there were teacher colleagues [01:37:46] who somewhat overdid [01:37:50] their cell phone usage in class. So this [01:37:54] year, we also issued a warning to our teacher colleagues [01:37:58] not to use cell phones in class, because Europe, strangely, [01:38:01] considers this the primary reason, yes, [01:38:05] um, the entry of cell phones into schools [01:38:08] and students being occupied with cell phones [01:38:11] rather than education. Very true. In Bratislava on September 8th, [01:38:15] almost all education ministers' [01:38:19] common problem was this: children's cell phone [01:38:22] use, social media use, [01:38:25] um, causing a distraction [01:38:29] that disrupts the education process, and also [01:38:32] manipulating education policies [01:38:36] due to content. They were very concerned. [01:38:39] This is spreading worldwide. Of course, here, [01:38:42] um, actually... [01:38:45] "We need to evolve [01:38:47] this. Ultimately, this issue is not very difficult. [01:38:51] In this sense, social [01:38:54] media, [01:38:57] um..." I believe that companies that produce [01:39:00] or own social media should also, with a sense of social [01:39:03] responsibility, be able to prevent this [01:39:06] with simple software. [01:45:27] Now, this year, at the end of this gradual [01:45:30] process, we said that our teacher [01:45:33] colleagues um, [01:45:36] both to create unity in this sense, and [01:45:40] as a measure to eliminate such minimal examples that harm [01:45:43] the teacher's dignity, we entered such a process. [01:45:47] Now, some [01:45:51] unions objected to our decision. [01:45:54] Look, dear friends, Turkey is a state [01:45:57] of law. In a state of law, [01:46:01] civil society organizations [01:46:05] do not have the authority to impose legal rules [01:46:08] on public authority. [01:46:13] Civil society organizations and unions monitor the implementation [01:46:17] of legal rules. Otherwise, [01:46:20] if they act like lawmakers, this [01:46:24] politically, democratically, contradicts the principles [01:46:28] of a state of law. We want action to be taken within the framework [01:46:32] of the rule of law, according to the current law [01:46:34] (657) and the legislation [01:46:36] issued thereunder. Now, it's one thing [01:46:40] for a union or a political party [01:46:44] to criticize this issue. We [01:49:55] will make [01:49:59] it compatible [01:50:01] with global [01:50:03] examples and [01:50:06] lighten the [01:50:09] curriculum by [01:50:12] approximately 30%.
