[00:45:30] instructions to the Ministry of Transport on this matter,
[00:45:33] and the tender procedures for this issue
[00:45:37] were completed a long time ago. Construction
[00:45:40] work is currently underway. God willing, the Kars-Dilucu
[00:45:43] railway
[00:45:46] will be completed towards the end of 2029.
[00:45:50] Therefore, a train coming from
[00:45:52] Azerbaijan will have the opportunity
[00:45:56] to reach Turkey without interruption.
[00:46:00] This will be an important logistical
[00:46:04] opportunity for us,
[00:46:06] but our work on this continues. We are working
[00:46:10] on how to increase connectivity between
[00:46:13] Azerbaijan and Turkey, and how to expand

[00:47:14] the creation of new transport infrastructure
[00:47:17] in the main part of Azerbaijan continues rapidly.

[00:47:23] if we are talking about highways, the completion
[00:47:26] rate of its main part in Azerbaijan towards
[00:47:29] the Armenian border is approximately
[00:47:32] 95%, and the implementation of the
[00:47:35] railway is approximately 75%. Both projects
[00:47:38] are planned to be completed in the main part of Azerbaijan
[00:47:42] in the first half of 2027. At the same
[00:47:45] time, if we are talking about
[00:47:49] the 190 km railway connection in the territory
[00:47:52] of the Nakhchivan Autonomous Republic as the second
[00:47:55] part, you know that this railway existed since
[00:47:59] the Soviet era, but it has been almost
[00:48:02] unused for more than 30 years. Therefore,
[00:48:06] it is important to carry out reconstruction
[00:48:09] works in that area again, and currently
[00:48:13] work has also started there.
[00:48:16] And finally, there is a missing
[00:48:19] link here. We mentioned the main part of Turkey
[00:48:23] and the Nakhchivan part. This
[00:48:27] area of approximately 42 kilometers is
[00:48:30] over Armenia. And as you know, one of
[00:48:34] the agreements reached at the Washington Summit
[00:48:37] last year, one of the important agreements, is the TRIP
[00:48:41] project, which specifically reflects the construction
[00:48:44] of transport infrastructure in this 42-kilometer
[00:48:47] area, which is part of the Zangazur Corridor.
[00:48:51] Negotiations are directly carried out with the
[00:48:54] United States and Armenia, but our partners from
[00:48:57] America regularly inform us about the
[00:49:01] progress of the work. I repeat, this area
[00:49:04] refers to communications within Armenian territory,
[00:49:08] but both its entry and exit points are
[00:49:11] Azerbaijani territory, the Azerbaijani border,
[00:49:14] and
[00:49:16] this corridor can
[00:49:18] only operate in this form.
[00:49:21] And the latest information given
[00:49:25] to us is that currently
[00:49:27] design works and company establishment
[00:49:31] works are continuing, and they must be completed
[00:49:34] within this year. The start of physical
[00:49:37] works is planned for the beginning
[00:49:40] of 2027. This is the latest
[00:49:44] information. In general, we believe that after
[00:49:47] physical works begin, it is possible to complete
[00:49:51] this section in a relatively short period, because

[00:50:06] period. In that case, this will provide direct
[00:50:09] connection between the main part of Azerbaijan and
[00:50:12] Nakhchivan via Armenia, and as we mentioned,
[00:50:16] considering that Turkey and Azerbaijan
[00:50:19] now have access to the main transport infrastructure,
[00:50:23] a new and important direction for a connection
[00:50:27] from Europe via Turkey
[00:50:44] TRT. My question will be for Mr. Hakan
[00:50:48] Fidan. What is your assessment of the latest
[00:50:58] developments in the Black Sea between Russia and
[00:51:01] Ukraine, the current situation in the Black

[00:51:15] even though we have been alone at times
[00:51:17] in the European environment, our position

[00:52:21] is truly causing enormous damage not only to our
[00:52:24] region but also to the world economy. As you know,
[00:52:28] in recent days, Mr. Trump especially stated that the
[00:52:31] increase in diesel prices was primarily
[00:52:35] due to this war. Therefore,
[00:52:38] there was a request for an understanding
[00:52:41] between the parties regarding the targeting of energy
[00:52:45] infrastructures, for a moratorium to be declared or an exception to be made.
[00:52:49] Why am I saying this? The United Nations, the United
[00:52:52] States, us, and a few other states
[00:52:55] are sincerely doing their best. Turkey is the
[00:52:59] only actor among these actors that has adopted this stance
[00:53:02] from the very beginning. It is still continuing. Dear friends,
[00:53:06] we are carrying out these issues behind the scenes without
[00:53:09] reflecting them to the public, and we can only
[00:53:12] share them with the public as they mature.

[00:53:26] proposals, the parties have their answers to us, and we are working

[00:53:36] has truly transformed from a war of attrition
[00:53:40] to a war of annihilation in the last year. There is no
[00:53:44] place that is not being targeted anymore. Apart from the deliberate
[00:53:48] targeting of civilian settlements, all commercial areas, infrastructure,
[00:53:51] and superstructure areas are being targeted. We are also seeing
[00:53:54] a steady increase in civilian casualties.
[00:53:58] Unfortunately, as a nation that knows how to wage war,
[00:54:01] we stated from the beginning that this would escalate
[00:54:05] geographically, methodically, and in terms of targets.
[00:54:08] Unfortunately, that is the point we have reached.
[00:54:12] To prevent further widespread and greater
[00:54:15] disaster,
[00:54:17] it needs to stop. I believe the parties,
[00:54:21] after fighting for 4.5 years,
[00:54:25] are now psychologically and intellectually
[00:54:28] closer to this point. And it is precisely
[00:54:32] at this point that mediators like
[00:54:36] us need to find appropriate magical
[00:54:39] formulas, phrases, and methods to persuade the parties to reach
[00:54:42] an agreement at some point. As I mentioned,
[00:54:45] otherwise, we can also see the risk of the war
[00:54:49] spreading further on energy prices, food security,
[00:54:53] and more importantly, the environment.
[00:54:56] Sometimes, not only in the Black Sea,
[00:54:59] but also in other
[00:55:03] European countries,
[00:55:07] there are some statements regarding the possibility
[00:55:10] of the war spreading there. God forbid, we
[00:55:13] do not even want to think about it, let alone vocalize
[00:55:16] it. The spread of the war geographically
[00:55:19] is the last thing we want to see.
[00:55:23] We are continuing our efforts with this intention,
[00:55:27] and we continue to voice this. And we are frankly happy
[00:55:30] to see that this idea, this stance, is gaining
[00:55:34] ground. Hopefully, we will stop the war
[00:55:55] Mr. Minister, my question is for you. Since the signing
[00:55:58] of the Shusha Declaration, the Azerbaijan-Turkey
[00:56:01] alliance has deepened further in political, security,
[00:56:06] defense, and economic fields. In the upcoming phase,
[00:56:09] what priorities do you see for developing the alliance
[00:56:13] framework created by the Shusha Declaration and adapting it to
[00:56:16] new regional realities?

[00:56:29] Declaration covers
[00:56:31] all
[00:56:34] areas. And today, during
[00:56:38] our discussions, Mr. Hakan also
[00:56:40] noted in his speech that it covers
[00:56:44] various fields, including economy, investment,
[00:56:47] trade, defense, security,
[00:56:51] humanitarian field, cooperation in international
[00:56:54] organizations, joint activities
[00:56:57] in third countries
[00:57:01] as two countries,
[00:57:03] large-scale regional infrastructure
[00:57:07] projects being implemented,
[00:57:10] and we discussed a number of priorities today,
[00:57:14] including in the context of the press conference. For
[00:57:17] example, in the field of alternative energy,
[00:57:21] there are new cooperation
[00:57:24] topics that have not been observed
[00:57:27] before. In general, cooperation exists in every
[00:57:31] field. The foundations are very broad, but life continues,
[00:57:35] and as you mentioned, new realities create
[00:57:39] new opportunities. New opportunities require
[00:57:43] new approaches, and Azerbaijan and Turkey, as two
[00:57:47] states, regularly identify
[00:57:49] that Mr. Minister's For example,
[00:57:53] let me give you a figure that has already
[00:57:57] been referenced today: as a result
[00:58:00] of the meeting of the intergovernmental economic commission
[00:58:03] between the two countries in December
[00:58:06] 2025, a roadmap consisting of 110 items
[00:58:10] was adopted only
[00:58:14] in the economic field between the two countries.
[00:58:18] I would also like to note that this roadmap
[00:58:21] does not target decades; it is for a shorter
[00:58:25] period. That is, there are 110 measures,
[00:58:28] steps, and projects identified by the commission
[00:58:31] only in the economic field
[00:58:32] between the two countries,
[00:58:36] which are being successfully implemented.
[00:58:39] For example, I mentioned a number of
[00:58:43] directions, such as trilateral and quadrilateral
[00:58:46] formats involving our country, with regional
[00:58:50] countries. However, our cooperation in the diplomatic
[00:58:53] and political fields is not limited to this.
[00:58:57] For example, let me give you another
[00:59:00] example: in recent years, especially after our
[00:59:04] four-year successful chairmanship of the Non-Aligned
[00:59:07] Movement, Azerbaijan's relations with African
[00:59:11] countries have been identified as a significant priority area.
[00:59:14] Both the number of trade and economic missions
[00:59:18] and the number of projects implemented there are increasing,
[00:59:21] and the potential is huge. For
[00:59:25] example, Turkey is one
[00:59:28] of the countries with the largest diplomatic
[00:59:32] and economic representation in the world
[00:59:35] in Africa. It is unequivocally
[00:59:39] one of the top three countries. And among the joint
[00:59:42] works and directions we carry out, for example,
[00:59:46] in this direction, the implementation of joint
[00:59:49] trilateral projects, Azerbaijan, Turkey, and this
[00:59:53] and other, let's say, African countries.
[00:59:56] Last week, this information was also
[01:00:00] reported in the media. I am giving you another
[01:00:03] example. Let's say,
[01:00:06] the 15th anniversary of the Azerbaijan International
[01:00:09] Development Assistance Agency was celebrated.
[01:00:12] A conference was organized in connection with this,
[01:00:15] and within the framework of those
[01:00:17] events, let's say, joint activities
[01:00:21] between AIDA and TIKA, cooperation between
[01:00:24] the two countries, and the implementation of joint
[01:00:28] projects in the field of international assistance, as a new
[01:00:31] direction between Azerbaijan and Turkey. I say this only
[01:00:35] through specific examples because if we start to list
[01:00:39] all of them, this would not be just
[01:00:42] a separate press conference, it might require
[01:00:46] holding a very large, extensive event for several
[01:00:50] days. All these formats we mentioned
[01:00:53] and listed today are aimed at further
[01:00:56] strengthening this coordination and making it more
[01:00:59] results-oriented.
