President Erdoğan made statements after the cabinet meeting. There were quite critical topics at this meeting. President Erdoğan evaluated both domestic and foreign developments. He especially touched upon the latest situation regarding the fund investigation. He said that the fund issue would be resolved quickly. He underlined that legal action was taken against 282 people. He stated that they aimed to manage the process fairly without using public resources. He said that the rights and laws of the nation are their red line. The İŞKUR Youth Program was also one of the topics in President Erdoğan's statement after the cabinet meeting. He stated that the quota was increased to 150 thousand and that 3 million young people would be supported in 3 years. Another topic was urban transformation. President Erdoğan pointed out that 1 million 7 thousand independent sections were transformed in Istanbul and also called for quick action in urban transformation. He said, "Act without delay." He also pointed out that all municipalities, regardless of party, should take responsibility in this regard. Of course, President Erdoğan's agenda also included developments abroad and in the world. He said, "I wish God's mercy upon our deceased brothers and sisters, including those who were performing Umrah." President Erdoğan referred to the attack in Riyadh. He stated that they strongly condemned these attacks. The problem he noticed during his Hajj journey became a turning point in his professional life. Turkish sound engineer Ahmet Tekin Topuzdağ carried out important work on the sound systems of the two holiest shrines in the Islamic world. His story, which began in the Masjid an-Nabawi, extended to the worship of millions of Muslims. Topuzdağ told the quarter-century of his services in the Haram only to TRT News reporter Dilruba Hamile. Sound has been a passion for me since I was born. I have loved beautiful sound as long as I can remember. I build a bridge of hearts with sound. Turkish sound engineer Ahmet Tekin Topuzdağ, there is a Turkish engineer's effort in making the adhans and Quranic recitations that echo in places where millions of Muslims gather in the same row more understandable. "We are in the Süleymaniye Mosque. This is my school. I learned Islamic sound here in this acoustics. Therefore, this is my school and my teacher is Architect Sinan." Every sound rising in Süleymaniye gains a different meaning under the dome. Quran recitations, adhans, and prayers are spread not just to be heard, but to reach hearts. Architect Sinan in this great mosque also treated sound as a part of the architecture. Centuries passed, technology changed, but the meaning of sound in mosques did not change. Today, Ahmet Tekin Topuzdağ also carries the same responsibility in large places of worship in different geographies. The goal was to deliver the word in the most accurate way, rather than just amplifying the sound. Ahmet Tekin Topuzdağ's story began with his Hajj pilgrimage in 1997. While worshiping in the Masjid an-Nabawi in Medina, he noticed echoes and distortions in the sound system. He met with the authorities to solve the problem, and then he was given the opportunity to work. What he said was, "Allah sent you to us. I know you came for worship, but if possible, can you also work on the other sides?" they asked me. As a result, after 2.5-3 months of effort, I brought clarity to the sound system of the entire Masjid an-Nabawi. He made arrangements that reduced the echo and made the words more understandable. He dedicated years to these efforts. He said, "I am making you the manager of the sound systems of Masjid an-Nabawi." He said, "I am also making you the manager of the sound systems of the Kaaba." He said, "I gave you so much authority that I cannot appoint a manager over you, so you are responsible to Allah." And he said this was in 1997. With the urban transformation [00:09:42] moves we have initiated, we aim to provide [00:09:46] thousands of our fellow citizens with safe housing [00:09:49] by the end of this period. TOKİ also [00:09:52] has social housing investments in the city, and [00:09:56] we want these investments [00:09:57] to increase to meet [00:10:00] the reserve housing needs. In other [00:11:30] words, in places where we need to [00:11:34] take more measures, they must be at their [00:11:37] posts half an hour before the children [00:11:41] arrive at school, [00:11:42] so that at least [00:11:51] security is ensured when the children arrive [00:11:55] at school." At [00:12:20] entrance and exit times, at noon, [00:12:23] around schools, we must definitely carry [00:12:26] out more operations [00:12:40] so that we can show it to the public as well." [00:14:28] The ceasefire announced by US President Trump [00:14:32] between Moscow and Kyiv, [00:14:33] covering energy infrastructure, [00:14:36] is also on Ukraine's agenda. Ukrainian President [00:14:40] Zelensky said they were waiting to see the [00:14:43] details of the agreement. He stated that Russia [00:14:46] continues to attack energy infrastructure. [00:14:49] We welcome the agreement. Unfortunately, Russian drones [00:14:52] were in the air throughout the day and [00:14:57] are still in the air. It should be [00:15:00] noted with sadness that attacks using guided [00:15:03] aerial bombs also occurred. There were also [00:15:07] attacks on our energy [00:15:09] infrastructure. British Prime Minister [00:16:23] Andy Burnham made [00:16:24] a confession-like statement. [00:16:29] In a program he attended, he said that [00:16:32] when he took office in July, he asked [00:16:36] his advisors if Russia [00:16:38] had interfered in the [00:16:41] Brexit referendum. And the clear [00:16:44] answer I got was yes. [00:16:48] Burnham also warned France and Germany, [00:16:51] which will soon go to the polls. He [00:16:55] said that voters in these countries could also [00:16:58] face similar Moscow-backed attempts. [00:17:02] The parliamentary committee reported in 2020 that [00:17:04] the government and intelligence [00:17:08] did not investigate Russian interference. The then Johnson [00:17:11] government refused to conduct a new investigation, [00:17:14] saying there was no evidence of successful interference. [00:17:18] It is commented that [00:17:20] Burnham's statement could [00:17:22] lead to Brexit being re-debated. It is also in line with the [00:20:13] alliance's general strategy. [00:20:24] that the theory of victory was also designed [00:20:28] in this context. Grinkevich also shared the details. [00:20:32] In this context, he first stated that the [00:20:34] attack was prevented, its effect was broken [00:20:50] "It will never happen because we will constantly [00:20:54] force them into defense before they [00:20:58] even think of making a move against [00:21:00] our alliance." [00:23:35] I hope that the legislative activities [00:23:39] to be carried out under the roof of our [00:23:43] Parliament will continue in a democratic [00:23:46] maturity without resorting to the vulgarity [00:23:50] we witnessed on the first day. [00:23:54] On October 3rd, we were guests [00:23:56] of our brothers and sisters from [00:24:00] Şanlıurfa. We shared [00:24:16] completed. We saw once again there that the future [00:24:20] of Turkey is rising in the [00:24:24] hands of our young people who [00:24:26] think, research, produce, and develop their [00:24:29] own technology. I congratulate our young [00:24:32] people who won awards and placed, [00:24:35] and I thank everyone who contributed [00:24:39] to the successful organization of this [00:24:42] great technology festival in Şanlıurfa. On [00:24:46] the same day, we opened the [00:24:49] Şanlıurfa City Hospital and its connection roads, which have [00:24:53] an investment value of 39 billion [00:24:56] liras. We have brought a modern [00:24:58] health facility to our city, which [00:25:02] will provide first-class health services to [00:25:05] the people of Şanlıurfa with its [00:25:09] 500,000 square meters of indoor area, [00:25:12] 2,000-bed capacity, 451 polyclinic rooms, 6 [00:25:15] operating rooms, and other units. I [00:25:20] wish that our Şanlıurfa City Hospital and other investments [00:25:24] will be beneficial, and I extend [00:25:26] my congratulations to all our institutions. [00:25:30] My dear nation, on October 7th, we attended the [00:25:34] opening of the 77th International Astronautical [00:25:36] Congress, which Turkey [00:25:56] stronger presence in space and to [00:26:00] develop our own technology. The production, [00:26:03] assembly, and integration phases of the vehicle we developed [00:26:06] within the scope of the Lunar [00:26:10] Exploration Program have been completed. [00:26:13] The system level environmental tests of our vehicle, which [00:26:17] weighs 3.5 tons and has a [00:26:20] localization rate of over 80%, are [00:26:23] continuing. On October 6th, we held [00:26:27] the opening of the 2026-2027 Academic [00:26:30] Year with a ceremony held in [00:26:32] our complex. In the same program, [00:26:36] we presented the Council of Higher Education 2026 Outstanding [00:26:40] Achievement Awards to their owners. I [00:26:44] wish the new academic year to [00:26:47] be beneficial for our students, academicians, [00:26:51] and the higher education community, and [00:26:54] I congratulate the award-winning names. On [00:26:57] October 9th, we attended the International [00:27:01] Justice Summit held in Istanbul with [00:27:04] the theme "Summit of Justice, Common [00:27:08] Responsibility for Humanity." It is a [00:27:10] fact that today, the geography of crime is no [00:27:14] longer limited to the borders of [00:27:18] a single country. Whether it is [00:27:21] an ordinary criminal, a municipal embezzler, [00:27:24] a drug dealer, or a member [00:27:27] of a terrorist organization, no one [00:27:30] who breaks the law should have [00:27:33] peace and comfort anywhere in the [00:27:37] world. Our state is on the [00:27:40] neck of those who will escape [00:27:44] justice or who think they are [00:27:48] escaping. In this context, in the [00:27:51] first 9 months of 2026, we ensured the extradition [00:27:55] of 294 people to our country. [00:27:58] In the same period, within the [00:28:03] framework of different it will decrease [00:28:06] from 8.5 hours [00:28:09] to 3.5 hours. Our annual passenger [00:28:12] capacity will increase from 600 [00:28:16] thousand to 3 million, and our cargo capacity [00:28:19] will increase from 1.5 [00:28:23] million tons to 9.5 million [00:28:45] we met with the distinguished [00:28:49] members of our Science Dissemination [00:28:52] Society, which celebrates its 75th [00:29:42] five of our citizens lost their lives [00:29:45] in the building that collapsed [00:29:48] in Maltepe, Istanbul. [00:30:07] in Maltepe has once again shown [00:30:10] how vital the issue of urban [00:30:13] transformation in Istanbul is. [00:30:17] Delaying the earthquake [00:30:19] reality in Istanbul, ignoring [00:30:23] it, or sacrificing it [00:30:27] to daily political squabbles would be a betrayal [00:30:31] of Istanbul. I must say [00:30:34] this clearly once and for all: [00:30:37] we are tired of some people [00:30:40] crying "rent transformation" [00:30:43] every time we say [00:30:47] "urban transformation." [00:30:48] No one [00:30:51] has the right to play with the lives of our people [00:30:55] because of their ideological prejudices, [00:30:58] and they cannot. You see. [00:31:02] "They live in villas, [00:31:06] in luxurious and secure [00:31:09] complexes, but when it comes [00:31:13] to the renewal of Istanbul's building stock, [00:31:17] they are the ones who shout the most, they are the ones whose voices are heard the most, [00:31:21] they are the ones who make the most noise. It is time [00:31:24] to put an end to this hypocrisy. [00:31:27] As a government, despite [00:31:30] the indifference shown [00:31:34] at the level of local administrations, [00:31:37] we are determined to accelerate [00:31:39] our urban transformation [00:31:42] mobilization. We see [00:31:45] Istanbul, [00:31:47] Fatih's legacy, as the capital [00:31:51] of this urban transformation mobilization. [00:31:54] We have carried out one out of every two [00:31:58] urban transformations in Turkey in Istanbul. [00:32:02] Since [00:32:03] 2012, we have included [00:32:07] 1,298,000 independent [00:32:10] sections in the scope of transformation. [00:32:14] We have completed the transformation [00:32:17] of 1,007,000 independent sections. [00:32:21] The transformation of 291,000 [00:32:25] independent sections is still ongoing. [00:32:28] We have reunited nearly 5 million [00:32:32] citizens with their safe [00:32:36] homes. [00:32:37] We have taken [00:32:40] every step to encourage [00:32:42] our citizens [00:32:46] to participate in urban transformation, [00:32:48] especially [00:32:53] for Istanbul, with our "Half from Us" [00:32:57] campaign. So far, 544,564 [00:33:01] independent sections have been included [00:33:04] in the scope of transformation through the "Half from Us" [00:33:08] campaign. [00:33:09] We have extended the campaign [00:33:13] period until December [00:33:17] 31, [00:33:20] 2027, so that more citizens [00:33:24] can benefit from this opportunity. [00:33:26] In our current support [00:33:29] program, we provide [00:33:33] 875,000 lira in grants, [00:33:37] 875,000 [00:33:38] lira in loans, and 125,000 [00:33:42] lira in relocation [00:33:45] support for each [00:33:48] residence. [00:33:50] For business [00:33:53] owners, we provide [00:33:56] 437,500 lira in grants, [00:33:59] 437,500 lira in loans, and 125,000 [00:34:03] lira in relocation [00:34:06] support. In other [00:34:09] words, as a state, [00:34:12] we are doing [00:34:18] everything in our power [00:34:22] to provide our citizens [00:34:25] with safe homes where they can live [00:34:29] with peace of mind under their [00:34:31] roofs. I would like to emphasize [00:34:35] this once again to my brothers [00:34:38] and sisters in Istanbul. [00:34:41] Please, regarding [00:34:44] urban transformation, start [00:34:47] today to reach [00:34:50] an agreement with your neighbors, [00:34:52] initiate the necessary [00:34:56] procedures, and acquire a safe [00:34:59] home. I would also like [00:35:02] to underline that while [00:35:06] our government has put [00:35:15] with all its [00:35:16] means, [00:35:20] we expect all our municipalities, [00:35:23] regardless of political [00:35:26] party, to show [00:35:29] the same understanding, [00:35:32] the same effort, [00:35:35] and the same sensitivity. [00:35:39] I call on the mayors [00:35:42] who truly love their cities [00:35:45] and districts and who are responsible [00:35:48] to focus on urban transformation [00:35:52] projects. My esteemed [00:35:56] citizens, unfortunately, [00:35:59] new ones are added to the conflict [00:36:03] zones in our region [00:36:06] every day. Tensions [00:36:09] are rising along the line [00:36:13] extending [00:36:16] from Lebanon to Yemen [00:36:18] and Iran. Especially, [00:36:22] different calculations are being pursued [00:36:26] through proxy forces. [00:36:29] Despite the crisis belt surrounding [00:36:33] Turkey for some [00:36:36] time, it is strengthening [00:36:39] its position as an island [00:36:42] of stability, security, and peace [00:36:46] every passing day. [00:37:07] Khalid International [00:37:11] Airport, which killed [00:37:22] who lost their lives [00:37:25] were pilgrims performing [00:37:29] Umrah. I ask Allah [00:37:33] for mercy for our deceased [00:37:37] brothers and sisters and a speedy recovery [00:37:41] for our injured [00:37:44] brothers and sisters. Turkey [00:37:47] stands with Saudi Arabia [00:37:51] and its Saudi brothers [00:37:54] against unlawful and inhumane [00:37:58] attacks. Here, I would [00:38:02] also like to state [00:38:05] that our efforts [00:38:09] to establish the institutional [00:38:11] infrastructure of the Joint [00:38:14] Defense [00:38:16] Agreement [00:38:19] we signed with Pakistan [00:38:22] and Saudi Arabia on August [00:38:25] 7th are continuing. [00:38:29] We are advancing our defense [00:38:32] cooperation on two [00:38:35] main tracks. [00:38:38] First, we are working [00:38:41] towards collective [00:38:44] defense [00:38:57] for this cooperation to gain [00:39:01] a permanent institutional [00:39:05] structure. I want [00:39:08] it to be known that, [00:39:12] as in NATO, [00:39:15] activities under [00:39:18] the Joint [00:39:27] based on our national [00:39:31] Statements [00:39:48] to submit the bill [00:39:51] to the Grand National [00:39:54] Assembly for its approval [00:39:57] for the completion of the internal [00:40:01] approval processes [00:40:04] of the agreement in the coming [00:40:06] days are continuing. [00:40:10] The stance, sensitivities, and principles [00:40:14] that Turkey defends [00:40:17] are clear. We never [00:40:19] look at events [00:40:22] through an ethnic [00:40:25] or sectarian lens. [00:40:28] We want peace and stability [00:40:32] to prevail [00:40:34] throughout our region. [00:40:37] From now [00:40:40] on, we will continue [00:40:43] to advocate for peace [00:40:46] and strive for peace [00:40:48] based on regional [00:40:52] ownership. Dear [00:40:55] friends, one of the issues [00:40:59] we discussed in our cabinet [00:41:01] meeting today was [00:41:04] the İŞKUR Youth Program [00:41:08] that we launched last year. [00:41:12] We attach great [00:41:15] importance to our youth [00:41:18] gaining experience [00:41:21] and preparing better [00:41:24] for the future while continuing [00:41:27] their education. Our youth [00:41:31] show great interest [00:41:34] in the İŞKUR Youth [00:41:37] Program that we launched [00:41:40] for this purpose. The number [00:41:43] of young people [00:41:47] who have benefited from the program so far [00:41:50] has approached 220 thousand. [00:41:54] These young friends [00:41:58] have both gained experience [00:42:01] and earned a certain amount [00:42:05] of income. We are not [00:42:23] the quota for [00:42:27] the 2026-2027 period [00:42:31] of the program to 150 [00:42:33] thousand. Under [00:42:36] the program, our youth [00:42:40] will receive a daily [00:42:43] payment of 1375 [00:42:45] lira. Students [00:42:49] who participate for 14 [00:42:52] days a month [00:42:55] will be able to receive [00:42:58] up to 19,250 [00:43:02] lira in support. [00:43:05] In addition, our state [00:43:08] will cover the premiums [00:43:10] of our youth. [00:43:14] Furthermore, under [00:43:17] certain conditions, [00:43:20] a promotion of 1250 [00:43:23] lira and special [00:43:25] discount opportunities [00:43:29] for various expenses [00:43:32] will be offered. With [00:43:35] our youth production [00:43:38] era and power [00:43:42] move, [00:43:45] we aim [00:43:47] to reach 3 million [00:43:50] young people in 3 years. [00:43:53] In the İŞKUR Youth [00:43:56] Program, we aim [00:44:00] for 1 million university [00:44:04] students to benefit [00:44:07] by the end of 2028. [00:44:10] In defiance of those [00:44:13] who try to use [00:44:16] youth for their [00:44:19] personal gain, [00:44:22] we will continue to increase [00:44:26] our support for the education, employment, [00:44:29] and future of our youth. [00:44:32] We will not abandon [00:44:36] our youth to the ambitions [00:44:40] of marginal structures, [00:44:42] terrorist organizations, [00:44:46] or careerist politicians. I hope [00:44:50] this good news [00:44:53] will be [00:45:04] nation, finally, [00:45:07] we are making intense [00:45:10] efforts to resolve [00:45:13] the fund issue [00:45:16] quickly. Since [00:45:19] our last cabinet [00:45:21] meeting, many [00:45:24] positive steps [00:45:28] have been taken, [00:45:31] from the assignment [00:45:35] of our State Supervisory [00:45:38] Board to [00:45:41] the establishment of our Fund [00:45:44] Coordination Board, [00:45:47] from informing our Grand [00:45:51] National Assembly [00:45:54] to submitting the bill [00:45:58] to the discretion of our assembly [00:46:00] for issues [00:46:03] requiring legal [00:46:06] regulation, from [00:46:10] the start of the transfer [00:46:13] of Katılım Evim, Birevim, [00:46:17] and İktisat Katılım [00:46:20] Bankası to Emlak [00:46:23] Katılım to the start of payments [00:46:27] for funds whose [00:46:31] Central Registry [00:46:33] operations have been [00:46:37] completed. The investigations [00:46:41] on the judicial side [00:46:44] of the matter are continuing [00:46:47] meticulously [00:46:49] and thoroughly. Legal [00:46:53] action has been [00:46:56] taken against [00:46:59] 282 people, [00:47:02] including members [00:48:37] priority right [00:48:40] now is not [00:48:44] to argue with those [00:48:47] whose only [00:48:51] capital is controversy, [00:48:54] but to manage [00:48:58] this process transparently, [00:49:01] fairly, and quickly [00:49:04] without using [00:49:07] public resources. [00:49:11] I want everyone [00:49:14] to know and understand [00:49:17] this once [00:49:21] again. The protection [00:49:24] of the rights and laws [00:49:27] of our nation [00:49:31] is our red line. [00:49:34] Anyone who has obtained [00:49:37] excessive returns, [00:49:40] or who has gained [00:49:43] unjust profits [00:49:47] through speculation [00:49:50] and manipulation will certainly [00:49:53] pay the price [00:49:57] for this. Others [00:50:00] may support robbers, [00:50:03] those who lay [00:50:06] hands on the nation's property, [00:53:19] of hatred. Look, [00:53:22] in Turkey, no one, [00:53:26] including myself, [00:53:29] is beyond [00:53:31] criticism. [00:53:36] However, no one's [00:53:40] title, profession, [00:53:43] or position [00:53:47] gives them the right [00:53:51] to assassinate the reputation [00:53:54] of another using [00:53:58] FETÖ-like methods. [00:54:02] The right to criticize is not [00:54:05] the right to defame [00:54:08] someone with lies [00:54:12] and distortions. Similarly, [00:54:15] freedom of expression [00:54:19] is not the freedom [00:54:23] to slander anyone [00:54:26] who comes along. [00:54:30] Everyone who claims [00:54:33] to hold someone [00:54:37] accountable on behalf [00:54:40] of the public must [00:54:43] perform [00:55:09] under the chairmanship of President Recep Tayyip Erdoğan. President Erdoğan [00:55:13] , as always, made statements after the meeting. [00:55:27] the 3-hour and 20-minute cabinet meeting, President [00:55:30] Recep Tayyip Erdoğan was in front of the cameras and made [00:55:34] important statements in the past hour. He underlined [00:55:37] that the main agenda of the cabinet was the fund issue. At this [00:55:41] point, President Erdoğan said, "We are making intense efforts [00:55:44] to solve it quickly." On the judicial side of the matter, [00:55:47] investigations are continuing meticulously and thoroughly. [00:55:50] Including the board members of the fund companies.
