[00:01:30] Iran and Aron are finalizing an interim deal on commercial [00:01:34] shipping through the straight of hormoos. Authorities have reached an understanding [00:01:37] on the geographic coordinates that would define the shipping roots [00:01:41] through the waterway. Under this deal, Iran would manage ships that are [00:01:45] entering the gulf, the outbound traffic that would be overseen by [00:01:48] Oman. One [00:01:49] of the major sticking points though, is the cost of transit fees. Iran [00:01:53] is looking for five to 7% of all cargo value. [00:01:57] A man has proposed [00:01:58] of 3%. and sealing the deal is also contingent on other [00:02:02] factors, namely the lifting [00:02:04] of the US naval [00:02:05] of blockade. Donald Trump though is hinting a broader deal with around might also [00:02:09] be close, that complicates everything. He insists that the US is [00:02:13] seeking [00:02:13] a diplomatic resolution, but he's promised military action [00:02:17] if a broader deal isn't achieved. [00:02:29] We'll go first to... and speaking of [00:02:32] diplomacy, ran has been extremely active negotiating with [00:02:36] a man and it looks like [00:02:38] of they they're really quite close now [00:02:41] in to um finalizing this deal, just take us through the the [00:02:45] you know the intricacies of it and and what [00:02:46] of will be required to push it over the [00:02:48] finish? [00:02:55] well it was on Wednesday evening probably [00:02:57] of 24 hours ago or a bit less. that Iran's foreign ministry spokes [00:03:01] person said that Tehran and Moscat are on the verge of [00:03:05] finalizing an agreement [00:03:08] a on the roots in the straight of our moves, but still we are waiting [00:03:11] for the conclusion [00:03:13] of these talks, we are still waiting for a joint statement by [00:03:17] Iran and Oman confirming that the coordinates [00:03:21] of geographic route in the [00:03:23] a straight of moves have been agreed on by [00:03:27] in Iran and Oman, well we know that ' As you said, Iran has been [00:03:31] engaged [00:03:31] in a lengthy discussions with Oman, Iranians [00:03:35] say that these [00:03:37] of negotiations have been going on for two weeks or [00:03:40] so, and they're still continuing, [00:03:44] and as everyone says, as Iran says, as the [00:03:47] a United States says, [00:03:49] of good progress has been made in this regard, but there is [00:03:52] caviat as [00:03:53] of well, Iran says that even [00:03:55] of if Tehran and Moscot agree on these [00:03:59] of ship. of roots and root coordinates in the straight of hormos, this doesn't [00:04:03] mean that the straight is reopened. Tehran says that the [00:04:07] United [00:04:07] of States should also lift its naval blockade and also [00:04:11] of stop military threats against Iran. basically Iran wants the United [00:04:15] States to return to its commitments under the Islamabad [00:04:18] memorandum of understanding that was signed between Iranian and US [00:04:22] presidents in June. This is what I would sort of describe [00:04:26] as the minor deal buse this [00:04:27] is just in the straight of Homus, the bigger deal of... would require the US and [00:04:31] Iran [00:04:32] of to come to a long-term end of hostilities, [00:04:36] um, is there any admission yet from Iran that there's work being made towards [00:04:40] of that? [00:04:46] well, you're right, before the war, the main problem or at the [00:04:50] heart of tensions between Iran and the United States was [00:04:54] of Tehran's nuclear program, but more recently that has been [00:04:56] of overshadowed by the status [00:04:59] of the straight off. moves, this is message that Iran has sent to the [00:05:02] world and to the United States and Israel in particular, that [00:05:06] by launching this war against Iran, you did not achieve any of [00:05:10] your goals, Iran's nuclear program. remains the same, Iran's ballistic missile [00:05:14] program remains active, operational, and Iran's [00:05:18] support for its regional allies also continues and [00:05:22] isn't changed, the only result the war has [00:05:25] been something that was okay before the war [00:05:28] and that's the straight of hormos which is which is now closed by Iran. Iran says [00:05:32] that before the war the United States [00:05:36] has used the straight of formus for military purposes and the [00:05:40] old status coa hampers. and endangers Iran's [00:05:44] national security and therefore there should be new mechanism [00:05:48] for administrating it and about the other [00:05:51] problems between Iran and the United States, well Iranian leaders have [00:05:55] said that if talks go positively if [00:05:59] the straight of arm gets reopened and the United States lifts this naval [00:06:03] blockade, basically if the issue of straight of mooz is settled then [00:06:06] Iran is open to open to talking about [00:06:10] other sticking points that it's has other problems that it has with the [00:06:14] United States, most importantly, it's nuclear program. John, just give [00:06:26] me an understanding how this has been viewed in the US, are they seeing this as Iran [00:06:30] looking after its own interests in terms of organizing shipping in the state of [00:06:33] moves, or are they looking at this as this is something that's in US [00:06:37] interests [00:06:37] too? [00:06:43] "well, I, I think it's a mixed picture really. I think most people looking at it [00:06:47] objectively uh, would say, yes, this is Iran, looking after [00:06:51] Iran's interests alone, but of course the U.S. [00:06:55] administration needs to put much more positive gloss [00:06:58] on it, uh, and to talk about it in terms of a possible [00:07:02] breakthrough, one which uh, combined with the American [00:07:06] negotiations with the Iranians could ultimately break the [00:07:09] deadlock, uh, but of course, as we know..." "the Iranians have [00:07:13] consistently denied that any discussions are taking place [00:07:17] with the Americans, but they also know that it's up to the US to lift that [00:07:21] naval bloccade before the straight could in any [00:07:24] way be said to be fully opening and functioning, but [00:07:28] the the frustration is certainly building uh with [00:07:32] Donald Trump and it's be notable today that uh [00:07:36] he's lashed out those people who are saying that the reason [00:07:40] he called off the attack on Iraq." is nothing to do with them [00:07:44] actually being willing to negotiate further, it's purely to [00:07:47] do with the missile stockp being [00:07:51] dangerously low uh, he's denied that a true [00:07:55] social post and he's called for long jail sentences for [00:07:59] those making those claims, I think that just shows the level of [00:08:03] pressure he feels under at the moment. yeah, let's dig into that pressure now, because when [00:08:06] this conflict began more than five months ago, there was occasional mention of [00:08:10] mid-terms and how... Trump really need to wrap up the war [00:08:14] before it got too close, suddenly it it feels like it's it's [00:08:18] just on the horizon, and I noted recent opinion poll in the US [00:08:22] painted a really negative picture for him, I think more than [00:08:26] half of people in America now see this getting worse in the [00:08:29] Iran conflict before it gets better, and they don't seem to have much [00:08:33] confidence in Trump's ability to find [00:08:36] resolution. [00:08:41] Uh, no confidence. at all and of course this war was unpopular even from day [00:08:45] one, mean usually there's a sort of rallying round the flag [00:08:49] factor that comes in when the US does go into conflict even if [00:08:53] ultimately a conflict is unpopular, it usually [00:08:57] starts off with the big support uh that [00:09:01] was not the case with this conflict, people say well it was a war of choice, [00:09:05] it was unnecessary and the more that it's [00:09:09] gone on with Trump vacilating between... threatening to [00:09:13] destroy Iran and then saying that negotiations [00:09:17] are going well, the more that what little confidence there is [00:09:21] in his handling of this diminishes even [00:09:24] further, so he is under real strain at the [00:09:28] moment, and as you rightly point out [00:09:29] the mid-terms are coming rapidly towards [00:09:33] him, he says he doesn't care about that, his only care is [00:09:37] to stop Iran having a nuclear weapon, clearly though he does [00:09:41] care and it will... him if one or both the [00:09:45] congressional chambers falls to the [00:09:55] Israel's military says that two of its soldiers have been killed, eight oters [00:09:58] wounded in combat in southern Lebanon. The strikes on [00:10:02] Wednesday were in retaliation to what Israel described as being Hezballah [00:10:06] violations the sea spire. It also urged residents the village of [00:10:09] Mansouri to evacuate. It claim that it was. [00:10:25] outstanding issues relating to the next phase of a gradual Israeli [00:10:28] withdraw from southern Lebanon, this all under a US broker framework [00:10:32] deal, diplomats have been looking into working also a comprehensive [00:10:36] peace and security [00:10:37] agreement, so we're going to [00:10:41] get the latest from around the region, we've got Prinka Nevani standing by in Beirot, [00:10:44] Mohammed al-Kassim is in occupied east Jerusalem, first let's go to [00:10:48] Rome and find out from Elena Trabatoni, welcome Elena, [00:10:52] have we learned at this point what was discussed and maybe even [00:10:56] agreed in those [00:10:57] talks. well, [00:11:00] lot was discussed and little was agreed, but as my [00:11:04] diplomatic sources here on the ground from various sides the [00:11:08] negotiations said, even just discussing and sitting around table [00:11:12] and talking about things like - you know the various zones, the [00:11:15] geographical mapping the zones, the cease fire as well, you [00:11:19] know, this is all success uh, because it's already [00:11:23] starting talking about it for. future conclusion these [00:11:27] negotiations now, in terms the ceasefire, which Lebanon very much [00:11:30] requested uh, immediate uh confirmation [00:11:34] of this didn't happen, but the US has agreed to give answer [00:11:38] on that, uh, there has been the start the search for a third [00:11:42] party verification uh actor on [00:11:46] in the region that will look at how uh Israel [00:11:50] gradually withdraws from southern Lebanon and as [00:11:53] the area gets... gradually transferred under the [00:11:56] Lebanon military army forces [00:11:59] and alongside with the uh disarmanment of [00:12:03] hezbolah so uh that has been talked [00:12:07] uh there have been talks on that, no decision was made [00:12:10] on that, good news on the uh prisoner [00:12:14] front, a preliminary list of prisoners uh was [00:12:17] exchanged, lebanon is demanding uh is [00:12:21] requesting an release the first batch of [00:12:25] prisoners, as a sign of good faith uh, so all stand [00:12:28] by on that in terms of seeing how things develop on that front, and [00:12:32] of course there's various other uh issues that were discussed [00:12:36] including the pilot zones, how to roll them out uh, what [00:12:40] the time table is, uh, Lebanon of course would like to speed [00:12:43] that process up, Israel would like the first two uh to go through [00:12:47] a trial run and successful trial run uh before [00:12:51] proceeding with anything else. now the next date for the negotiation. [00:12:55] missions that's being floated is September 1st, but this is a [00:12:59] hypothetical date and all parties are sort of working [00:13:02] towards that, and hopefully we'll have [00:13:12] Navani. Prianca that for the people, especially in southern Lebanon, [00:13:16] the talks, I mean, yes, it's encouraging, but the deal is what they really need, and they [00:13:20] need an end to the fighting, which again has continued, more [00:13:23] death, more wounded to... [00:13:30] Absolutely, and not just continue death and [00:13:33] continued fighting, but we are actually seeing a real upstick and [00:13:37] what many people are calling a serious escalation in [00:13:41] southern Lebanon. We have new numbers from the UN just [00:13:45] released in the last couple of hours saying that yesterday [00:13:49] Israel fired the most amount of projectiles into [00:13:52] Lebanon since mid-June. that would be since the [00:13:56] US uh Lebanese Israeli framework was established, [00:14:00] the very framework that these talks are happening [00:14:03] under. Besides that, yesterday we saw the [00:14:07] first evacuation slash displacement order [00:14:11] issued by the Israelis on the town of Monsodi, essentially [00:14:15] calling all Lebanese citizens and residents who [00:14:19] live there to get out. This is something that we have seen time and [00:14:23] time again throughout the full. war, but [00:14:25] it is not something that we have seen much of throughout the summer, and so certainly [00:14:29] it just, you know, fills the hearts and minds the lebanese [00:14:33] who have gone back into southern Lebanon with terror, because [00:14:37] people are really making that decision about whether or not to return to their [00:14:41] homes slowly, because we know that the war truly [00:14:45] is not over yet, and that the Israeli violence continues, so [00:14:49] we are seeing things happening that do not ordinarily happen [00:14:53] in southern Lebanon, and many analyts... Those who I have spoken to [00:14:56] today say that is not a coincidence and that is the [00:15:00] Israelis really responding to the Lebanese demands being [00:15:04] made in Rome as if to say we are not trying to move [00:15:08] forward right now, we are not going to expand these pilot zones, [00:15:11] and first and foremost we are certainly not going to agree to a [00:15:15] cessation of hostilities, which is Lebanon's demand number [00:15:24] Jerusalem now. [00:15:28] look at [00:15:28] what is happening on the ground, it's Israeli hostility [00:15:32] if you and another country's sovereign territory, mean they say that it's hezballah [00:15:36] that's breached. existing seizfire, they say that these are kind of [00:15:40] protective, defensive moves. the optics aren't great though when you're killing people in [00:15:44] another country. how is the Israeli leadership explaining, trying to justify what [00:15:48] they're [00:15:48] doing? [00:15:52] you're absolutely right, want the Israeli [00:15:55] officials have been saying, including those on the military and [00:15:59] political side that hizballah has violated the [00:16:03] terms the seasfire and because of that Israel is retaliating. [00:16:07] and retaliating with iron fest that they will not let this [00:16:11] latest incident go by which killed by the way to [00:16:15] Israeli soldiers which were [00:16:17] officially announced earlier in the [00:16:21] day that Israel will continue to root out as [00:16:25] they said hizballah members um from southern Lebanon [00:16:29] but also let's not forget that uh the Israeli defense [00:16:33] minister Israel cats has said in the past and he is on the [00:16:37] record than that that Israel will not relinquish any more [00:16:40] pilot zones uh after um pulling out or at [00:16:44] least allowing the lebanese army to enter into three [00:16:48] different areas including souter al garbia in in southern [00:16:52] Lebanon now according to our sources they say that the [00:16:55] talks in Rome were positive and one indication is that [00:16:59] there there has been an agreement on another [00:17:03] round in the near future but also uh again as [00:17:07] a said there hasn't been any break through on [00:17:09] agreement [00:17:11] uh uh a future pull out by Israeli forces uh from [00:17:15] any area in southern Lebanon any pockets to allow the [00:17:18] Lebanese um army to enter and also [00:17:22] another sticking point according to uh my source is that [00:17:25] there was no agreement on who uh a third party [00:17:29] independent third party to supervise the Lebanese [00:17:33] armies actions in these areas Israel has [00:17:37] been insisting that it wants to be the party that will [00:17:40] evaluate the success or like there of the [00:17:43] Lebanese army there, so the process [00:17:46] remains stolled at this time in terms of pulling out from [00:17:50] different zones and according to our sources and also [00:17:54] according to what we are seeing right now, given that less than three [00:17:58] months there will be Israeli elections held, I don't anticipate any [00:18:01] major break through in terms of Israeli forces pulling out from [00:18:05] areas that it occupies in southern. Lebanon, this is something that [00:18:09] will hurt Netanyahu and his liquid party in the [00:18:12] polls as well as the other parties who make up his far right [00:18:16] coalitions, so anyone who anticipates or believe that there will be a [00:18:20] breakthrough in terms of Israeli major Israeli withdrawal from [00:18:24] southern Lebanon between now and the end of [00:18:26] October um that's really [00:18:30] a something that is not going to happen and I hate to say this but [00:18:34] this is what we are looking at so that uh "there [00:18:38] are some positive steps forward, Neil, but uh, there are [00:18:42] still many major issues sticking issues [00:18:45] that are still to be resolved, and we'll see what's going to happen in the next [00:18:49] in the next round when it's determined whether at the end of this month or [00:18:53] early September, and let's not forget as you just stated at the beginning, [00:18:57] that Israel has resumed its attacks and [00:19:01] strikes over southern Lebanon, mainly as Priyanka told us a [00:19:04] Mansouri area where Israel accuses..." as well of [00:19:08] attacking his uh forces there. Mohammed, I, I worry sometimes [00:19:12] it's very easy, and maybe this is in fact part the plan from Israel, I'm being slightly [00:19:16] cynical here, but it's easy to get bogged down and distracted by these details, these [00:19:20] pilot zones, but if you steck back and look at the big picture, is it not [00:19:24] the kind of fundamental position of Lebanon, they want all their sovereign territory back, I've spoken [00:19:28] to MPs there who said, we're not giving up any of our territory, and is it not the [00:19:31] fundamental stated position the Israeli leadership, they want buffer [00:19:35] zone in the south the country? because they just don't trust that they will be [00:19:39] safe without it. I mean, is there any is [00:19:41] there any way you can get past those two immovable positions that both [00:19:44] countries have? one [00:19:48] the reasons why I don't think that there will be, and I agree with you by the way, Neil, [00:19:52] on what you said, that there won't be any major breakthrough or [00:19:56] major pull out of Israeli forces from southern Lebanon for at least [00:19:59] year, that we are getting reports and leaks from Israeli officials and Israeli [00:20:03] media over the past 24 to 48 hours that Israel [00:20:07] has erected at least five different uh what seemed to be [00:20:11] permanent Israeli military uh posts and military [00:20:14] bases across the yellow area, the yellow [00:20:18] line similar to to the one in in Gaza, that [00:20:21] means that Israeli forces are planning to be there and be there for some [00:20:25] time, and also let's not forget that Israel has destroyed a [00:20:29] great deal uh of many villages across southern Lebanon in the [00:20:33] area again that it calls inside the yellow line uh [00:20:37] Israel has yet to allow the entire population, lebanese [00:20:41] population to return to - to southern Lebanon. Another [00:20:45] sticking point that I failed to talk about and mention earlier that there [00:20:48] was Israel is still... rejects any [00:20:51] extension uh to the mandate for the unifil, [00:20:55] those are the United Nations forces that have been [00:20:59] uh kind of creating a buffer zone between Israel [00:21:03] and and Lebanese, their mandate will end later this year, Israel is [00:21:07] determined not to agree to allowing them to extend [00:21:10] their mandate for another year, which is going to create major obstacle [00:21:14] in having any independent, reliable, credible force in the [00:21:18] ground um uh supervising any infraction the [00:21:22] seasfire deal, in fact unifel forces have come under fire by [00:21:26] Israeli forces and others over the past [00:21:29] couple of years and also now Israel may by its rejection to the [00:21:33] extension of this mandate to unifill [00:21:36] it may actually clutch with some European countries [00:21:38] namely France and Italy who wants to see forces on the ground [00:21:42] in in southern Lebanon to create this buffer zone to make [00:21:46] sure that neither side continue to point the finger. at the [00:21:50] other one, but also um Israel still [00:21:54] um has has rejected even that notion, maybe Italy will be [00:21:57] one, but this is something that the Lebanese delegation has been [00:22:01] insisting on and Israel has been rejecting so far, which is [00:22:05] going to create another obstacle in the way of progression and a break [00:22:09] through and these in these talks, small steps forward, very [00:22:13] little progression, that's promising, but no break through to mention [00:22:17] or report at this point, Neil, appreciate it. [00:22:25] van megadichan who joins me from the Lebanese capital, thank you so much for coming [00:22:28] on van, I've always lived by the adage of judge, judge people by [00:22:32] what they do, not what they say, and what I see Israel [00:22:36] doing is remaining in Lebanon, despite all the talk [00:22:40] of wanting peace and wanting to withdraw, I see continued fighting [00:22:44] and I can see continued military presence, do you believe that the Lebanese government can [00:22:47] actually negotiate Israel and their [00:22:50] territory, [00:22:55] it's a question, it's a question of [00:22:58] willingness, actually this is the strongest and the [00:23:02] most credible lebanese government [00:23:05] um, since um a long time for [00:23:09] Lebanon that an actual Lebanese government, a state that has [00:23:13] decided to actually go and sit down with the Israelis [00:23:16] and have face to face discussions about how to [00:23:21] recurring problems and the decades old conflict between [00:23:25] Lebanon and Israel, I [00:23:27] agree with you, lot these issues are difficult, I agree [00:23:31] with you that in the foreseeable future the [00:23:34] Israelis are probably going to stay in Lebanese [00:23:37] territories that they occupy, unfortunately I [00:23:41] don't really see a quick solution to [00:23:44] the hizballahiz weapons [00:23:47] arsenal in South Lebanon. and in Beirot, [00:23:51] because all the time these uh limited [00:23:55] wars or destructive wars between Israel and [00:23:58] Hazballah have never uh yielded any [00:24:02] uh tangible results on the ground, meaning that one [00:24:06] side loses, the other side wins, or one side's [00:24:10] argument wins over the other. This is the time that the Lebanese government has [00:24:13] decided to take the matter into its own hands, but as your [00:24:17] correspondent in um in Jerusalem in [00:24:21] the west bank was saying, i believe his name was muhammad, muhammad was saying [00:24:25] there are tiny steps and and and [00:24:29] and uh objectives that are being met, but the overall the goal were [00:24:33] far from the the main goal. i also always think that if you're trying to [00:24:37] settle disagreement you really need both parties to sit down at the table, and you [00:24:41] haven't got that because hezbalar are not party to any the discussions, can there [00:24:45] be a meaningful long-term resolution if if they are not party [00:24:49] to any the... [00:24:50] discussions: well, [00:24:53] officially, officially Hisballah has rejected to take part [00:24:57] in these discussions. Hazballah has [00:25:00] announced that they do not recognize these [00:25:04] discussions, they believe these discussions are [00:25:08] against their beliefs, they believe that they are not in the interest of [00:25:12] Lebanon, but at the same time, at the same [00:25:15] time, it is no secret that Hazballah officials [00:25:19] are... are talking through intermediaries like [00:25:23] their junior partner and [00:25:27] political handchman uh is the speaker the [00:25:30] parliament into trying to push their [00:25:34] arguments or their conditions in these [00:25:36] negotiations, so we we hear over [00:25:40] and over from the new hazballah secretary general that [00:25:44] Lebanon should withdraw from these negotiations and go back [00:25:48] to sponsored... third party negotiations with [00:25:51] Israel, but while simultaneously sending messages that [00:25:55] we agree with this, but [00:25:57] we we don't agree with that, trying to basically impose [00:26:01] a certain kind of... power over Lebanon's Lebanese [00:26:04] government's uh prerogative in talking to the [00:26:08] Israelis themselves, so hizballah has a tricky [00:26:12] role to play here, they at the same time they say they do [00:26:16] not believe and they do not recognize these negotiations, but they [00:26:20] are taking part in them. Just a quick one, it's the same one I ask [00:26:24] to our correspondent, if you look at what is happening on the ground, you have [00:26:27] Israel on the territory the occupied west bank in [00:26:31] Gaza, in Lebanon. "it doesn't seem to be withdrawing any [00:26:34] them, [00:26:35] in fact it's entrenching itself. do you think it really means to withdraw from any of those [00:26:38] areas? [00:26:42] oh, it is difficult to say, i think scholars [00:26:45] and an analysts for decades [00:26:49] have tried to answer this question, whether Israel's [00:26:52] national security interests lie [00:26:56] in in stable borders in peace with its [00:26:59] neighbors, some h'. historical facts [00:27:03] point to the former, the others point to the [00:27:07] latter, basically if we take Egypt and [00:27:11] Jordan, Israel has has been has has [00:27:14] had peaceful uh relations with them uh [00:27:18] for decades now, but if we take the Palestinian territories, [00:27:22] the Palestinian towns and villages that how how [00:27:26] Israel has repeatedly [00:27:29] tried to you know... cut cut in [00:27:33] front of any agreement that would improve the situation or withdraw from [00:27:37] those territories, that has proved [00:27:41] complicated, and in the case of Lebanon, Lebanon [00:27:45] side, whether whether the Lebanese or the [00:27:48] or Hazballah's patrons in Iran, they [00:27:52] have, they have refused and they have played Israel's game in [00:27:56] continuing the war, the decades old war between [00:27:59] themselves, so there are conflict. [00:28:32] Israel, Turkey and Egypt and Israel and Jordan [00:28:36] where peaceful peaceful relations are [00:28:40] possible between these neighbors, and hopefully the Abraham [00:28:43] accords are pushed forward and would [00:28:47] incomporate all these neighbors, whether it's the Palestinians [00:28:51] with their with their rights to sovereign state in Palestinian [00:28:55] territories or or whether it's Lebanon and the sovereignty of south [00:28:58] Lebanon and the return the Lebanese to to the [00:29:15] Parliament approves deployment of its troops to Gaza, as part of an [00:29:19] international stabilization [00:29:20] mission.
