[00:02:00] now my guest today is honorable member [00:02:03] representing Toro Federal Constituency of [00:02:07] Bauch State, it's good to have you in our studio, [00:02:11] of honorable, thank you, well let's begin with the issue of [00:02:15] this fake agency, the proported presidential foreign [00:02:18] investment promotional council [00:02:22] reportedly secured about 1.3 billion [00:02:25] naira in the 2026 budget, despite has [00:02:30] having no legal basis, [00:02:31] now how did the fake agency survive scrutiny by the budget [00:02:35] office and still pass through the national [00:02:38] assembly? investigation is going [00:02:41] on and we're all [00:02:44] surprised with this unfortunate development [00:02:48] in Nigeria where government officials will [00:02:51] conive with some individuals to come up with [00:02:55] fake agency and operate in Nigeria, you [00:02:59] know some... uh people are not doing their [00:03:02] work and some [00:03:04] of have [00:03:04] of compromise and after full [00:03:07] investigation, it will [00:03:09] be clearly known to Nigerians, those that are involved, [00:03:13] those that undermined the constitution [00:03:17] of the Federal Republic of Nigeria and they will be charged to court and they will be [00:03:20] prosecuted. you said um some people are not doing [00:03:24] their work, you admit that lawmakers also have [00:03:28] role of oversight to... play on the executive and as a [00:03:32] law maker who voted on the budget, do you accept that the national [00:03:35] assembly failed in its constitutional responsibility [00:03:39] to scrutinize public spending [00:03:41] of the executive? how do we feel when we [00:03:45] receive a budget from the [00:03:49] of president presented to us through the office [00:03:52] of the [00:03:53] uh uh DG budget, they they call all these uh [00:03:57] submissions from government agencies and department? men [00:04:00] ministries for them to compile all the [00:04:04] submissions, take it to Mr. President, and the president will [00:04:08] present it to the National Assembly, I will work on it, [00:04:12] and uh, along the line, the committee on [00:04:15] appropriation that are charged with the responsibility [00:04:19] of you, managing the national budget to [00:04:23] of the point of passing the budget, we have [00:04:27] lot and they we invite them for budget [00:04:31] defense through their departments, [00:04:34] supervisory [00:04:35] min ministries that are supervising them and agencies [00:04:39] and they keep on sending them to us, that's why i said some [00:04:43] people will have to answer question [00:04:46] on the uh uh being part of [00:04:50] this criminal act by deceiving [00:04:54] nigerians [00:04:55] of and uh also presenting fake documents to [00:04:59] the members. the national assembly members [00:05:02] a of the parliament and they will be prosecuted. another proported fake [00:05:06] body, that is the national brands development and made in [00:05:10] Nigerian special project office. was subsequently [00:05:14] uncovered and alongside I think two or three agencies there [00:05:17] about, does this suggest that the PFI [00:05:20] PC was not an isolated fraud but [00:05:24] evidence of a wider failure within the federal [00:05:27] bureaucracy. You know, with this [00:05:30] development now presently [00:05:34] we're working on [00:05:37] uh amending of so many financial [00:05:41] act. under the ministry of [00:05:45] finance and other agencies that are [00:05:49] connected to all these issues that [00:05:53] have been raised or this negative development in [00:05:57] Nigeria and after doing that you will see [00:06:00] that all these issues will be addressed. It is quite [00:06:04] unfortunate that some government [00:06:07] officials from all [00:06:11] sector from all all the agencies that are linked to [00:06:15] this that are linked to this are [00:06:19] so much uh uh they have abused the constitution let me put it that [00:06:23] way and will push for their [00:06:25] prosecution we push push for their [00:06:28] prosecution after the investigation that is that is [00:06:32] ongoing let's talk about the cost of governance because [00:06:36] already we have seen hundreds of ministries, departments and [00:06:39] agencies and yet lawmakers continue to introduce bills, [00:06:43] establishing new commissions, institutions and [00:06:47] councils. now how do you justify creating more institution when [00:06:50] government itself says it has to reduce [00:06:54] its cost of governance? yes uh, [00:06:58] it's the work the executive and [00:07:02] we in the parliament. today, [00:07:06] as a member representing my constituency, i can [00:07:09] present new [00:07:12] bill establishment bill to either [00:07:16] establish a school or any [00:07:19] institution within my federal constituency, so it is [00:07:23] now left for my colleagues in the parliament to say, [00:07:27] okay, we have done it for a, b, c, let's just pass it for [00:07:31] him, the executive should uh [00:07:34] decide, if they have enough resources to [00:07:37] embark on, fine, because the ball is in their [00:07:41] court, we have. done it from the parliament, but we have been [00:07:45] trying as much as possible within the parliament, you know [00:07:49] this is uh democracy, you have to play [00:07:52] is is is a game of interest [00:07:55] and uh your interest is for you to see how you can [00:07:59] develop to your area or how you can bring uh achievement to [00:08:03] your area, either institution or government [00:08:06] school, you understand, so it is now for the [00:08:10] executive to also engage the [00:08:13] parliament to see how all these things can be [00:08:17] addressed so that we don't keep on bringing up uh uh [00:08:21] establishment bills on and on and on and we have been talking to [00:08:25] ourselves in the parliament that look we need to correct this and we have [00:08:29] to stop this so lot have been stepped down in regards to [00:08:33] establishment bills all right the national assembly has [00:08:36] enormous overside powers but nigerias [00:08:39] often hear law makers complain that [00:08:43] ministries and agencies refuse to honor invitations or [00:08:47] provide documents. now if parliament controls appropriation, why [00:08:50] does it sometimes appear powerless when agencies [00:08:54] still refuse to corporate? and when an agency repeatedly [00:08:58] ignores parliamentary summons, at what point do you move [00:09:02] beyond issuing another invitation and what are the real [00:09:05] consequences that national assembly can [00:09:08] impose? well, the national assembly is so powerful. [00:09:13] very very powerful and for any head of [00:09:17] agency, either a minister or DG [00:09:21] or MD or executive ed, [00:09:25] executive director, even the president, the national [00:09:29] assembly can summon him and he have to appear [00:09:32] before the parliament, not to talk of his [00:09:36] appointees, refusing to appear before the parliament to [00:09:40] either defend their doings or... to answer [00:09:43] questions from the legislators, so [00:09:47] for you not to to choose not to appear, [00:09:51] you are joking with your with your with your future [00:09:55] and with your reputation, the national assembly will [00:09:59] issue an warrant arrest warrant [00:10:02] and you will be arrested by the security agencies and that [00:10:06] is the provision the constitution, but we never seen that take [00:10:10] effect, we just see repeated. we have done, we have done that in so [00:10:14] many case, let me give you an example, the head of [00:10:17] uh um uh CAC, corporate affairs [00:10:21] commission, the senate invited him like, [00:10:25] like two or three times and he refused to come, they [00:10:28] issue warrant [00:10:31] of uh arrest for him to be arrested, and [00:10:35] the next day he appeared, he came to the parliament [00:10:39] and the queried him, and the parliament can recommend [00:10:43] your removal from office, if not, [00:10:46] whatever the president will bring to the to the parliament, to the [00:10:50] house or to the national assembly, will stand not to pass it, [00:10:54] will not... attend to it until you remove this person from his [00:10:58] office for undermining the Nigerian [00:11:01] constitution by failing to appear before the parliament and [00:11:04] answer questions on behalf of [00:11:08] Nigerians. Well, Nigerians serious questions about [00:11:11] constituency projects, if lawmakers are supposed to [00:11:15] legislate and conduct oversight rather than [00:11:19] execute projects, why should individual legislators [00:11:23] in effectively? mean which projects [00:11:26] federal agencies implements in their constituencies? [00:11:30] is not uh, we are we [00:11:33] advise and we facilitate, we we don't [00:11:37] determine. in my constituency [00:11:40] today, my people might be needing [00:11:44] bridge, schools and hospital, so it [00:11:47] is my responsibility as their representative [00:11:51] to make my submission based on the need and... the needs of [00:11:55] my people, I cannot begin to say, okay, [00:11:59] what uh, southeast people needs [00:12:03] should also come and use the same template and implement in [00:12:07] my is not done that way, that is why we are representatives the [00:12:10] people, we bring the our problems [00:12:14] on behalf of our people, we bring our [00:12:18] submissions, what my constituents [00:12:21] needs, then from their agencies, [00:12:25] that are responsible for uh implementation [00:12:29] of such projects will take it from there and they will do it, we [00:12:33] don't execute projects with the uh the members the [00:12:36] parliament, we don't, we only give submissions, they are in charge [00:12:40] of advice or influence, what [00:12:44] advice or influence, you said the uh honorable or the [00:12:48] law makers actually advise in in where necessary [00:12:51] for constitution project that they hope to be in their [00:12:55] constituencies, now is this more of an advice or influence? no, [00:12:59] we submit, we make submissions, because if today I [00:13:03] do right on my own, if I know my constituence have [00:13:07] problem with bridge linking uh [00:13:11] from this village to another village, I will write from my office to the [00:13:15] minister of works or road that [00:13:18] my so so place is in need of [00:13:22] this, kindly treat with. Does [00:13:25] ranking, does ranking play any role in terms the quality [00:13:29] the constitution projects that you you can attract to [00:13:33] your region? yeah, it it's is very clear [00:13:37] in uh, even in developed [00:13:40] democracy, ranking plays a major role in [00:13:44] terms of not just the project that you attract your [00:13:47] constituency, the position that you will you will you [00:13:51] will held in the parliament, in fact the office that you will occupy. [00:13:55] high as your your your your your your [00:13:59] ranking is increasing you're going upper if you are [00:14:03] in first floor zero floor the your first [00:14:07] term second ternar you [00:14:08] will be at the second floor third you will be at the third floor fourth time [00:14:12] you be [00:14:12] at the fourth floor so you remain there that is the last floor [00:14:16] all the ranking members you understand [00:14:19] i had legislative experience it is not easy [00:14:23] for you to win election three, two or four times coming back [00:14:27] to the parliament and with somebody that just won election [00:14:31] once, you understand? so even in advanced [00:14:34] democracy, that is the practice, so [00:14:38] it attracts you being a ranking member, you [00:14:42] attract more project to your constituency [00:14:46] than new member that just came in. all right, [00:14:49] let's take this quicker break, we'll be back with more, stay with us, don't go [00:14:53] anywhere, we'll be right back. Beyond the rallies, beyond the [00:15:23] endorsements and also the... sections, what evidence shows that the [00:15:27] party has clear strategy and functioning campaign [00:15:30] structure nationwide? if you look at [00:15:34] our campaign organization, Who [00:15:37] clearly, you know, answer this question. We're very [00:15:41] organized, unlike the other opposition [00:15:45] parties. We have all our structure in [00:15:48] place, and we will start campaign, we tell [00:15:52] Nigerians what we have done, we tell Nigerians what we have [00:15:56] for them in the next government, and we tell Nigerians [00:16:00] our challenges also, and we'll ask [00:16:03] them to support us where we need their support. [00:16:07] in order to overcome those challenges, but this presidential campaign [00:16:11] council has already generated some sort of controversy, some people feel [00:16:15] left out the list, including governors, so how do [00:16:19] you go into a campaign with already disgruntled [00:16:22] members? no, uh, you know, [00:16:26] in uh, constituting an [00:16:29] election uh, campaign organization, you cannot [00:16:33] have every member the party. [00:16:37] on board to be part of it, but for the governors, APC [00:16:41] governors, all them are automatic members the [00:16:45] campaign organization, that I can say, and for those [00:16:49] that things they are very important, they are supposed to be part [00:16:53] the campaign organization, and maybe something [00:16:57] happen along the line, they are still part the the [00:17:00] movement, and I'm sure the party will look at them [00:17:04] and they will place them appropriately. President wants [00:17:08] an issue based campaign and the [00:17:11] APC is is the APC ready to be judged [00:17:15] you know by the food prices, rise in cost of [00:17:19] transportation, jobs, household incomes and [00:17:23] insecurity particularly, yes we are going to [00:17:26] justify all that to Nigerians, how will you do that? [00:17:30] Thank you uh today, if you look at our [00:17:33] GDP, if you look at the uh [00:17:37] what we're doing in terms of [00:17:39] uh our growth, if you look at our foreign [00:17:43] reserved, if you look at our critical [00:17:47] reforms in in [00:17:50] in in in so many [00:17:53] areas then you look, you see future [00:17:57] for Nigeria, you cannot be [00:18:01] having such very sound reforms [00:18:05] and you expect things to... [00:18:08] immediately for you, no, we look [00:18:11] beyond 2027, we look [00:18:15] beyond ourselves, this government is looking [00:18:18] at very, very [00:18:22] prosp prospective Nigeria in the future, in the [00:18:26] next 20, 30 years to come, Nigeria will be a [00:18:30] great country, but for now yes, there is [00:18:33] inflation, no two ways about it, and it's not [00:18:36] only. Our own is not as as [00:18:40] was as other nation [00:18:43] that uh uh they are facing so will [00:18:46] overcome all these challenges after the reform and by the [00:18:50] grace of God when things have been explained well to [00:18:53] Nigerians this is the situation we are and this is where we are [00:18:57] going to Nigerians will understand the the [00:19:01] the position of things well before the [00:19:03] administration of um president [00:19:07] APC sold renewed hope to [00:19:11] Nigerians and that you end him the uh [00:19:15] presidency now what will Nigerians what would the [00:19:18] APC be selling to Nigerians this time will it still be [00:19:22] renewed home is still renewed hope is working progress what [00:19:26] of what part the hope is being renewed [00:19:29] is is is still in progress is work in progress you have [00:19:33] renewed hope in education you have renewed hope in road uh [00:19:37] in infrastructure, you have renewed hope in education, you have renewed [00:19:41] hope in health, you have renewed hope in security, so [00:19:45] it's it's renewed hope is everywhere, even in housing scheme [00:19:49] for Nigerians to have a place to live, a roof over their [00:19:53] heads, we have renewed hope everywhere and [00:19:56] nigerians that are already benefiting, they are [00:20:00] aware the renewed hope that is going on, so it [00:20:04] is still renewed hope and Nigerians will [00:20:08] see the positive impact of what renewed [00:20:12] hope is doing, well let's talk about your own [00:20:15] ambition in this 2027 election, I'm [00:20:19] sure you want to return to the national assembly, how are [00:20:23] you convincing your constituents that [00:20:26] you know you are still the right candidate for the job? [00:20:30] uh, I've been doing that through my [00:20:33] my positive impact, what I have done. [00:20:38] i don't campaign or promise, [00:20:42] you see what i' have done in my [00:20:45] constituency, hospitals, i have hospitals [00:20:48] in so many rural areas, i've done [00:20:52] schools, i've done uh rural uh [00:20:56] bridge, i've done a water [00:20:59] project, i've [00:21:00] done [00:21:05] empowerment, in education i've given [00:21:08] scholarship to our students, i've trained [00:21:12] them to ride jump about 700 [00:21:16] candidates and before the jam [00:21:20] i placed them on special classes and you can [00:21:24] believe me more than 50% them passed their jam and gave [00:21:28] them scholarship to go to school so we have lot of students now [00:21:31] in the university not just studing [00:21:35] any special courses we have lot [00:21:38] them in special courses before [00:21:41] now i think we have few medical doctors students study [00:21:45] medical doctor in medicine [00:21:49] sorry study medicine in our universities from my constituency [00:21:53] b, but as it is now with the intervention that I did [00:21:57] to my constituents, we have lot them now in [00:22:00] nursing, in medicine, in so many [00:22:04] special courses, so I'm so proud and their parents are happy [00:22:08] and the students are happy, you know, so I pay more attention to [00:22:11] education to educate my people, to give them education [00:22:14] support, classes and you know special [00:22:18] intervention so that... will have better uh [00:22:21] society. well, as we round of this conversation, what are the [00:22:25] three measurable achievements that will form the [00:22:29] strongest strongest part of your party's [00:22:32] campaign, and how have they improved the daily lives of [00:22:36] nigerians? wow, you know, [00:22:39] um, we have, we have tried our best [00:22:43] this government, and I'm sure, [00:22:47] I'm sure you saw the emergency meeting that... the [00:22:50] president of someone, the state [00:22:53] governors, they have so much money with [00:22:56] them to come and discuss on how they [00:22:59] will bring down the [00:23:02] prices of transportation, goods [00:23:06] and services, hospital bills and lot [00:23:10] of other you know intervention, [00:23:14] so from now to election [00:23:17] period, I'm sure Nigerians. be happy with the [00:23:21] new uh intervention that the president is planning [00:23:25] on these sectors in collaboration with the state governor since they have so [00:23:29] much money with them from the subsidy uh funds [00:23:32] removal so that Nigerians can have a space to [00:23:35] breed more so from now to that time and the [00:23:39] president is serious about it [00:23:42] I have given you so much money [00:23:44] how can we do this how can we reduce [00:23:47] the hardship that is [00:23:49] a leader. Yeah, that is leadership, he listens to [00:23:53] his to to complain from his [00:23:57] followers and that was why he decided to immediately [00:24:00] act, he immediately act, so Nigerians will [00:24:04] soon be jumping and celebrating APC for [00:24:08] second time by the grace of God after this, are you sure about that, and is [00:24:12] your best good enough, because you said your party has done [00:24:16] its best, but to nigerians do you think that best? [00:24:20] is good enough, it's always not going to be enough [00:24:23] for uh, for somebody that is [00:24:27] expecting more from you, you understand? [00:24:31] it's always not going to be enough, but [00:24:34] the uh most important part is [00:24:38] for that person to make comparison [00:24:42] or to see the hope that you are trying to [00:24:45] bring to him and to his children and his [00:24:48] grandchildren. then he will now say, okay, [00:24:52] there is hope in what the APC government are doing in the [00:24:56] future, so by the grace of God, all these [00:25:00] things will be, [00:25:02] you know, will be explained to Nigerians and [00:25:05] after all the interventions, the consideration, [00:25:09] the uh, [00:25:10] you know, revisiting of some issues, Nigerians will clap for [00:25:14] APC.
