[00:01:30] examine the role [00:01:31] of the state police tacknel insecurity, the speaker [00:01:35] of the house and other stakeholders renewed calls for stronger [00:01:39] law enforcement and accountable citizen [00:01:43] a [00:01:43] of centered policing. the governors who prioritize security [00:01:46] will fund security and in fairness [00:01:50] to [00:01:51] of governors, many state governors are already spending tremendous [00:01:55] amounts of money supporting the federal security services that [00:01:59] up. in their states, part [00:02:02] of the problem is that in the absence of proper [00:02:06] of structures, those funding, those resources don't give you the [00:02:10] results that you desire. state police, if [00:02:13] conceived and implemented with constitutional rights and [00:02:16] rigore, strong oversight, adequate resources [00:02:20] and [00:02:22] of respect for human rights can be manyful instrument for securing [00:02:26] communities and deepening our federal democracy, [00:02:30] policy and [00:02:31] of community engagement and [00:02:36] of decentralizations are essentials in [00:02:37] of sustainable development. [00:02:52] The Director General [00:02:53] of the National Institute for Legislative and Democratic Studies [00:02:57] Abrakar Suleiman says financial autonomy. for [00:03:00] of state assemblies must come with accountability and [00:03:03] transparency speaking as a [00:03:05] in training program for the Nasara State House of Assembly [00:03:09] Service Commission [00:03:10] me in Abuja, he called for stronger [00:03:12] of administration and more professional parliamentary staff. [00:03:16] Suleiman urged the commission to prioritize merit and improve [00:03:20] staff management. [00:03:22] of Representatives [00:03:22] in of the commission pledged to use the training to improve service [00:03:27] of delivery. Our outputs, our impact. our [00:03:30] services, i think is [00:04:37] house of representatives committee on electoral matters has asked INEC [00:04:41] to audit candidates for the 2027 elections and [00:04:44] disqualify those whose names are missing from their parties membership [00:04:48] registers. [00:04:50] in a letter to the commission, committee chairman bayor balogun [00:04:53] cited the supreme court's judgement upholding [00:04:57] section 77 sub5 [00:04:59] of the electoral. Act 2026. The provision limits [00:05:03] participation in party primaries, congresses and [00:05:06] conventions to [00:05:08] of members listed in the party register. The committee said the rule. [00:05:12] had resolved the legal uncertainty earlier raised by [00:05:16] INEC, it urged the commission to enforce compliance [00:05:19] across all parties without delay, saying this would [00:05:23] help prevent avoidable election disputes. We'll take a [00:05:27] quick break and when we return, hello chambers will [00:05:30] continue. [00:05:35] Welcome back, as preparations for the 2027 [00:05:38] elections gather pace, inex recent briefing and [00:05:42] stakeholder engagement have brought electoral readiness into [00:05:46] sharper focus from funding and technology to [00:05:50] security and public confidence. what must be done to turn [00:05:54] preparation into a credible election and how can the national [00:05:57] assembly strengthen that process while safeguarding the [00:06:01] independence the electoral umpire. joining me to [00:06:05] advance this conversation is the chairman the house of [00:06:08] representatives [00:06:16] me. Now following Inex recent briefing, how confident are [00:06:20] you that the commission is on track for the 2027 [00:06:23] elections and what gives you that confidence and [00:06:27] where do you think serious work still needs to be done? Well, [00:06:31] I think following the recent elections, [00:06:35] uh, the offices elections at in Ekiti [00:06:39] and Oshu and the more recent. [00:06:42] by-election in Kanu and some other states, you [00:06:46] see how prepared inec is in [00:06:50] terms of the procedure [00:06:53] and uh the outcome the [00:06:56] elections, in the in the last elections, I don't think [00:06:59] anybody has actually gone to court, because what we want to [00:07:03] achieve is to achieve a free, fear and [00:07:06] credible election, and if out of [00:07:09] about uh three major... elections [00:07:12] and uh about six by [00:07:15] elections, nobody has actually gone to court to [00:07:19] challenge the process, that means Nigeria [00:07:22] comfortable with the with ine [00:07:25] preparation, and [00:07:26] what in just did on Tuesday is to tell Nigerians in terms [00:07:30] of logistics, because the ones they've been having are [00:07:33] just off circle, just one state or so few states, but [00:07:37] in terms of taking the whole country together we must be prepared in terms of [00:07:41] logistics. so the issue, the majority the discussion on that [00:07:45] day was actually on logistics, because in terms the [00:07:48] outcome and procedure the election, I think [00:07:52] INEc has done perfectly well, your committee wants INEc [00:07:56] to disqualify candidates whose names are missing from their [00:08:00] parties submitted membership registers, but does [00:08:03] INEc actually have the legal authority to do that without a [00:08:07] court ruling, and what point does [00:08:10] parliamentary overside? become interference in the [00:08:14] commission's independence, well uh, when it [00:08:18] comes to the law, the parliament makes the law [00:08:22] and there's what [00:08:23] you call the spirit the law, why do you actually make this [00:08:27] law? our objective, like i said is to have free, [00:08:31] fear, credible election, and in terms [00:08:34] of litigations too, we want a situation [00:08:37] where elections, pre-election matters will be concluded before [00:08:41] the general election. and uh the general election to [00:08:45] the post litigation post election litigation to [00:08:49] will be concluded before the swearing in of any winner, so [00:08:53] if we we want to achieve this then we must look at what are [00:08:57] the issues, what are the we are the what are the [00:09:00] ways by which we can actually reduce the number of people [00:09:04] that goes to call the the number of litigations and the [00:09:08] time of litigation, the period [00:09:11] and uh one the things we find out is that most [00:09:15] these litigations are usually [00:09:18] pre-election and uh which that means [00:09:22] elections are dictation that comes out the primaries [00:09:25] the political parties [00:09:28] so we we amended the law [00:09:31] to ensure that we don't have [00:09:35] people byying in [00:09:38] two three political parties at the same time. [00:09:42] and uh that's what what brought in the section 77 [00:09:46] 4, that means every political party is [00:09:50] expected to submit the [00:09:52] register for for of membership of [00:09:56] members for that period, if if [00:10:00] your name is not on the register as at the [00:10:04] time, i think it's the the provisions is 21 [00:10:08] days before the primaries of that political party, that [00:10:11] means that candidate or that uh [00:10:15] aspirant name that is not on the register [00:10:18] cannot become the candidate the party and if the [00:10:22] party does not also submit. the [00:10:26] register, that means such a party will not be able to [00:10:29] participate in that general election, [00:10:33] so if you have made the law and we don't want a situation [00:10:37] where we be having litigation in [00:10:41] court up to one two years, then what do [00:10:45] we do, we ensure that the writing is done at the right [00:10:49] time, beyond inec what three things must be in place [00:10:53] before your committee can conf ently tell Nigerians that [00:10:57] the commission is ready for 2027 and if those [00:11:00] targets are not met, what actions will your committee [00:11:04] take? well uh, like I said, in terms [00:11:06] the electoral process, [00:11:09] the the technology [00:11:13] and the procedure put in place [00:11:16] binic, I think we are we we can say we are [00:11:20] fully comfortable with position of neck, but when it comes [00:11:24] to logistic... until the final [00:11:27] day you cannot uh put your mind at rest, so [00:11:31] neck must be its toes ensuring that they get the logistics [00:11:35] right, you know because they don't have control over this logistics uh [00:11:39] movement of materials they have to engage the [00:11:41] NW for example to move materials for [00:11:45] them uh they they engage the [00:11:47] Nigerian uh air force to move some [00:11:51] the materials so studying. [00:11:55] the central bank, so there [00:11:56] are lot of other thought parties that are involved, so it's not just about high [00:12:00] neck, it's about ensuring that there synergy between all the [00:12:04] stakeholders so that there won't be any breakdown, [00:12:07] because it's all is just about [00:12:10] perception, because they've given the [00:12:13] timeline, when are the material supposed to get to the reck, when are [00:12:17] the material supposed even get to the state, from the state it get to [00:12:21] the rex, from the rex now it gets each. [00:12:25] polling unit, what time will you get to the polling unit is [00:12:29] also very important and this got to do with the size the [00:12:32] areas in my for example [00:12:35] my local government has the largest landms in lagus and with different [00:12:38] terrains the way it gets to do some words is different from the time to get [00:12:42] some other words so i think is also trying even [00:12:45] break some these uh words situation [00:12:49] where [00:12:51] uh vehicle might be used for one word that is very small [00:12:55] you must have some words that are very big so they are looking at their logistics now, [00:12:59] how do you break it down so that they might get some vehicle three vehicles for some [00:13:02] worldwide some what would use one so it's a lot of serious [00:13:06] planning and uh to ensure that we get it right [00:13:10] because between the last between 2019 [00:13:14] election and 2023 election we've had increment [00:13:17] in the number of units the units [00:13:21] have expanded even some areas has doubled so these part the things that [00:13:25] affects [00:13:27] the the logistics and that's why they're even increasing the number [00:13:30] of uh um this machines they are using the beavers [00:13:34] and all the pulling units cubics and everything [00:13:37] so but in terms of getting their logistics right when [00:13:41] it comes to procurement from what the chairman said uh [00:13:45] all the procurements have been made that's the very important thing because some [00:13:49] materials are not just bought on the shelf they have to be [00:13:52] ordered and they have to be produced so those major ones [00:13:56] have been done when we talk about beavers and uh the [00:14:00] cubicles and all those softwares so i think those ones are in [00:14:04] place so i think we good to go honorable balogu [00:14:08] inec is talking about using artificial intelligence to [00:14:12] verify election results in 2027 what [00:14:16] exactly will this technology verify and has your committee seeing any [00:14:19] evidence that it actually works or are ningerans being [00:14:23] asked to trust another technological promise? [00:14:27] Nigerians are the one asking for technology, every [00:14:31] time we want to real time this, we want real time that, we want, you see [00:14:35] Nigeria, when it comes to election management, we have one [00:14:39] these, if not the moscated system in place [00:14:43] now, uh, biometric [00:14:45] recognition, accreditation of voters, it's only [00:14:49] done in Nigeria and some few, very few [00:14:52] countries, Germany and some other. countries even in America [00:14:55] they don't do biometric recognition, you just go with your id card and they will identify [00:14:59] you, so but what we are trying to do in Niger is what are the [00:15:03] problems, the major problem in Nigeria [00:15:06] election, number one is the issue of [00:15:10] proxy voting, multiple voting and przy voting, how do [00:15:14] we solve it, and that's why we brought in [00:15:17] biometrics, biometrics is that you cannot be, if you [00:15:20] are not there it cannot work, nobody can vote on your [00:15:24] behalf and just introduced the electronics [00:15:28] ecata now we are instead [00:15:32] of just snapping the form that we used to have inec the [00:15:36] presiding officer is not expected. to also imput the result [00:15:39] into the beevers and now it's not possible for the [00:15:43] beevers now to calculate all the results including [00:15:47] void and everything and check it with the accredited [00:15:51] number of voters so if it doesn't tally [00:15:55] if [00:15:55] it is more than it then it will not go it will not send but if it is [00:15:59] lower yes you can have more accredited voter than the [00:16:03] the actual voters someone can do accreditation and decide not to vote but [00:16:07] cannot vote without being accredited, so the total [00:16:11] number of voters on that day must not be more than the accredited [00:16:15] voter from that unit, you see that will not eradicate overvoting [00:16:19] entirely, and when you're talking about AI, every [00:16:22] technologies [00:16:23] can be regarded as AI, because it's artificial intelligence, as long [00:16:27] as you bring in technology, you are using the computer, it's just the [00:16:31] level that differs, so when they said they have be deploying [00:16:34] AI, I think by immediaty we start. with [00:16:37] beevs [00:16:40] and uh IRF and all this thing here is already in place and with the [00:16:44] electronic from east now that means we are [00:16:48] actually uh being compliance in terms of [00:16:51] technology. INEc has announced the dedicated AI [00:16:54] division, but its AI governance policy is reportedly still [00:16:58] being finalized. Shouldn't the rules and save guards being [00:17:02] placed before the technology is deployed and has your committee [00:17:06] examined how inex. intends to prevent errors, [00:17:09] manipulation or misuse. [00:17:12] now we've had ICT department, if [00:17:16] they just call it AI like I said, it's [00:17:19] just you have your ICT department, you know everybody wants to [00:17:23] say we are more compliant than uh the other, so if if [00:17:27] they now call it AI, well I don't reason why they just have to make it [00:17:31] ai, ICT is enough, everything you are doing is still under [00:17:35] ICT, so they would have just limited. the [00:17:38] the [00:17:40] the the nomenclature to ICT, but if they call it a high, probably to [00:17:44] make them look good to the gens who [00:17:48] are the majority in terms [00:17:50] of when it comes to election, the number of participant in the [00:17:54] election, but in the important thing is that every political [00:17:58] party has their own agent, every political party is [00:18:01] expected to colate their own [00:18:04] results and if you have this [00:18:07] discrepancies then you notify [00:18:10] Inec, the N chairman will will not be on ground on day [00:18:14] of election, all the people that will be on ground day of election are [00:18:18] are dog stuff, so even if the [00:18:21] the chairman is your brother, he cannot [00:18:25] help you, it's the adock staff that will conduct election and they don't belong to any [00:18:29] party, they are not civil servants, they are just inec, [00:18:32] mean nys [00:18:35] copers, so "that is [00:18:38] area we must all concentrate on, your unit, elections are [00:18:42] one at the unit, let every political party [00:18:46] take the agents in their unit very, very [00:18:50] seriously. all right, let's take a quick break, we still continue this [00:18:53] conversation, don't go anywhere, we'll be right back. every week I [00:18:57] take you inside the inner walkings the assembly where laws are [00:19:01] shaped, decisions are made and the future the nation [00:19:05] is decided, the eyes have it." [00:19:10] and other season experts, analysts and law makers at the national [00:19:14] assembly as they uncover the rule stories behind the [00:19:18] headlines and offer unfiltered insight on the [00:19:22] most pressing issues the day. this is your [00:19:25] frontal seat to the heart of power. watch the hello [00:19:29] chambers every Saturday at 9 p.m. only [00:19:33] on TBC News. glad to have you back, we'll continue our conversation with [00:19:37] Honorable Banogu, now Nigerians will naturally expect your [00:19:41] committee to do more than hold meetings and receive [00:19:45] briefings from INEC. What specific commitments [00:19:49] can you make before the 2027 elections and how should [00:19:53] Nigerians measure whether your committee has [00:19:56] delivered? Look, we are law makers, our job is to [00:20:00] make law and conduct overersight, we are not [00:20:03] inic, so there's limit to what we can. do [00:20:07] and we cannot do the work the political parties for them. i've just told [00:20:11] you that look all we can do and uh [00:20:15] is advocacy to encourage more [00:20:18] advocacy at all tiress inek to do his [00:20:21] own political parties are the ones that wts this [00:20:25] election that the one contesting and civil [00:20:29] societies too should do more [00:20:32] advocacy will come with the [00:20:35] guideline guideline of last election. [00:20:37] know might be different from this one, it's not for people to say, oh [00:20:40] we know how we used to do it, no, how [00:20:42] you don't you used to do it, you do it according to what guideline [00:20:45] inec is bringing, don't rely on [00:20:49] what you did in the last election, even in the law, you don't rely on [00:20:53] what electoral of 2022 says, it is [00:20:57] 2026 now. all right, honorable balug, as we wrap up the [00:21:00] conversation, one the biggest concerns from previous [00:21:04] elections has been the gap between what happens at the polling [00:21:08] units and what nigerians eventually see during [00:21:11] collation. how can neck make the entire process more [00:21:15] transparent, particularly when the technology fails [00:21:18] and how do we ensure that you know technical [00:21:22] failures don't become excuse for questionable [00:21:26] results? you see, let's focus on [00:21:30] the main thing, which is to have a credible [00:21:33] election, free, fear and credible, yes, to [00:21:37] be free is to ensure that there's adequate security and [00:21:41] everybody have free access and even taking care of all [00:21:44] the uh people with challenges and all the rest, and [00:21:48] we are talking about, to be for the election to be [00:21:51] credible is is, i think it's a duty of everyone of us [00:21:55] and elections are conducted by political parties, because we [00:21:59] should not somehow mix what the public is saying and what the [00:22:02] political party is saying, there's no political party in the last [00:22:06] election to my own knowledge that went to court [00:22:10] at this to say that we score 300 [00:22:14] so in so so place, but what was reflected was [00:22:18] 150. those are the times [00:22:21] that you can say this, there were discrepancies in the [00:22:24] result, the delay of results or [00:22:28] seeing it on the RF or not seeing it on the RF does not change [00:22:32] the results during the last uh election [00:22:36] to we had at some areas the results came in very late on the [00:22:40] RF [00:22:41] but at the end the ask people were there differences between what [00:22:45] came in and what were posted but nobody came out to [00:22:49] say yes we had discripances in one or two areas and nobody had [00:22:53] actually gone to court, because what the what happened in 2023 [00:22:56] election w more of cases on [00:22:59] qualification, mr. president was taken to court [00:23:03] on various angles of which all borders on qualification [00:23:07] or non-qualification, eligibility or noneligibility, so these [00:23:11] are not issues that got to do with neck, these are issues i [00:23:14] got to do with you challenging candidate [00:23:18] for eligible. and cannot remove anybody [00:23:22] on that basis unless a court says so political party [00:23:26] now should also ensure that [00:23:29] they put the right people to uh [00:23:33] cover for their elections and for the public please [00:23:37] we we have to be very very patient and uh we should [00:23:41] know that the the final result of an [00:23:44] election should be what we should be waiting for don't [00:23:48] rely on speculative [00:23:52] results, some sometimes because someone won a [00:23:55] unit or local government and the out orchestrating it and [00:23:59] shouting does not make them win the general [00:24:03] election, election result is the [00:24:06] cumulation of all the results [00:24:10] and all the units, you can win a state, [00:24:13] you can win in f 6 states and we have 36 states until [00:24:16] you see the final result please do don't go [00:24:20] around and start sposting a winner or [00:24:24] who has not won, it's that's what usually cause some of this [00:24:27] problem that oh we were winning up till so so [00:24:31] so time and things now changed if the if they announce the [00:24:35] area that you have strength from beginning yes you actually be [00:24:38] winning but by time they start announcing the areas where some other [00:24:42] political party have their own strength yes it will change but the issue [00:24:46] is is there any proof that there were manipulations? [00:24:50] let's come up with proofs, let's come out with evidence so that [00:24:54] what our argument with the evidence based, not emotionally based, is [00:24:58] not because I like Mr. A and I feel he's going to win, he must win, [00:25:02] no, nobody must win, it is what they what [00:25:05] Nigerian says that will happen on the day of election, no matter how much [00:25:09] I love my own candidate, I can't, my, I just have one [00:25:13] vote, my one vote cannot make him the winner, [00:25:17] and uh, so we want to appeal to every one of us and "we should lower [00:25:20] our expectation, let's don't let [00:25:24] our emotion overtake our reasoning on the [00:25:27] day of election. [00:25:39] the national assembly, the responsibility is to make the electoral laws [00:25:42] work, and for ineck is is to deliver a process [00:25:46] non-jerans can trust, and for political parties [00:25:49] it is to..." respect the rules they expect others to [00:25:52] obey. The measures of success is whether every [00:25:56] eligible voter can participate freely, every [00:25:59] valley vote counts and the declared outcome. reflects the [00:26:03] people's choice. our [00:26:15] the hello chambers, the strength of our democracy rest [00:26:19] what we do to protect the people's [00:27:08] It's your street, your community and your [00:27:11] voice.
