H.Con.Res. 75 has a discharge path locked in by unanimous consent on April 27—Mast or his designee can call it up 'at any time,' previous question ordered, one hour of debate split between Mast and Meeks. That's a privileged resolution with a defined rule. But 'at any time' means 'when the chair chooses,' and the chair has not chosen. That is not accidental. The vote math: a War Powers resolution under 50 U.S.C. 1544(c) requires simple majority in both chambers. In the House, that's 218 if everyone votes. The problem is not the floor count—it's the rule. If Mast calls it up under the existing UC agreement, it gets an hour of debate and a vote. If he doesn't, Democrats need a discharge petition, which requires 218 signatures and weeks of calendar time they don't have. So the probability of floor action is a function of Republican willingness to let it happen, not Democratic intensity. The Whatley spend matters here. WINSENATE dropping $749K against the sitting RNC chair-turned-Senate-candidate in North Carolina is a signal that outside money sees this seat as flippable. If Whatley or other purple-state Republicans face primary/general cross-pressure, leadership may keep the resolution buried to avoid a recorded vote that either alienates anti-war independents or inflames the base. Public statements about 'constitutional responsibility' are noise until someone files the discharge petition or Mast moves the call-up. Right now, neither is happening. Passage probability conditional on floor vote: 55-60% (Democrats united + 3-5 Republican defectors). Conditional on current procedural posture: sub-15%.
