00:09:11and reliable partner. On fulfilling its commitments,
00:09:13it expects the same treatment from its partners. His Majesty
00:09:17noted the tangible results that resulted from
00:09:20the Kingdom's balanced approach to managing
00:09:24migration issues. This balanced approach
00:09:26المتوازنه
00:09:29that we have adopted in managing the migration phenomenon
00:09:32has yielded tangible
00:09:35results. But we must admit, with all courage
00:09:38and objectivity, that the current model
00:09:41of cooperation in this field has become outdated.
00:09:45The recurring crises are the best evidence of
00:09:48this. This applies to
00:09:51our neighbor Spain, where its
00:09:54partnership has witnessed significant developments in various
00:09:58fields, including combating irregular
00:10:01migration.
00:10:03His Majesty the King pointed out in his lofty speech addressed to the members
00:10:07of Parliament that the current cooperation model in
00:10:11the field of migration faces major challenges related
00:10:14to some outdated legal provisions
00:10:18and judicial decisions far from reality that prevent
00:10:21the deportation of unaccompanied minors and those impersonating
00:10:25asylum seekers, and fuel the problem. In this context,
00:10:28His Majesty affirmed that partnership is a sovereign choice and a voluntary
00:10:32commitment that will never be subject to any pressure,
00:10:35threat, or blackmail. In the face of irresponsible
00:10:39statements and the blatant
00:10:42exploitation by some political
00:10:44and media circles,
00:10:48we say that partnership is a political
00:10:51choice and a voluntary commitment.
00:10:55It will never be subject to any pressure,
00:10:59threat, or blackmail.
00:11:02His Majesty the King also affirmed that Morocco
00:11:06will present to its partners a document containing
00:11:09a clear and practical strategic vision that establishes
00:11:12a new direction that enhances joint development,
00:11:16economic competitiveness, and regional stability.
00:11:19A vision that reflects the Kingdom's position and translates
00:11:22its credibility in its international relations. The Royal Address
00:11:25affirmed Morocco's position as a reliable
00:11:28partner, reflecting a strategic approach based
00:11:32on consolidating the credibility of the Kingdom
00:11:35of Morocco in its international relations, as well as
00:11:39defending national interests based on
00:11:41the principle of respecting mutual
00:11:44commitments, reciprocity in dealings,
00:11:47and protecting sovereign decision. A new strategic
00:11:51royal vision in the field of migration, whose
00:11:55features were defined by His Majesty King Mohammed VI, may
00:11:58God protect him. A vision that consolidates Morocco's
00:12:02position as a responsible and reliable partner that moves hand
00:12:05in hand with its partners within the framework of mutual respect
00:12:08and constructive
00:12:11dialogue. For their part, Spanish academics and journalists
00:12:15praised the content of the Royal Address.
00:12:17Let's follow.
00:12:33This includes coordination in combating terrorism and investing in tourism and renewable
00:12:37energy.
00:12:43Morocco and Spain are working to represent
00:12:48mutual respect and transparency in order
00:12:51to deal with a range of challenges.
00:12:55This was affirmed by the speech of His Majesty King Mohammed VI
00:12:58yesterday, where it highlighted the
00:13:01importance of cooperation between the two countries in combating the phenomenon of
00:13:05irregular migration.
00:13:06الشرعيه
00:13:13I believe that His Majesty King Mohammed VI's speech was appropriate
00:13:17and helped clarify matters because the situation in Spain was
00:13:20very difficult, as
00:13:23Morocco, especially in some media outlets. This issue
00:13:27was used politically within Spain against
00:13:30the government of Pedro Sanchez by the right and even the far
00:13:36I wouldn't say exploited this issue, but in any case,
00:13:39there was political
00:13:40exploitation.
00:13:49The Royal Address carries positive aspects and confirms that relations
00:13:53between Morocco and Spain are on the right track.
00:14:03The immigration law, which he considers somewhat outdated,
00:14:06as well as some judicial decisions that he considers
00:14:09unclear, including
00:14:10a inspiring
00:14:14development model and a rising pole represented
00:14:17today by the southern provinces of the Kingdom, a story of economic
00:14:20take-off revealed to the international community
00:14:24by the people of the Moroccan Sahara during the sessions of the Fourth Committee
00:14:27of the United Nations General Assembly in New York. A developmental renaissance
00:14:31driven by an ambitious royal vision
00:14:34transmitted to Samira.
00:14:38The fruits of development in the southern provinces of the Kingdom are highlighted
00:14:41by the people of the Moroccan Sahara before the Fourth Committee of the United Nations
00:14:45General Assembly. Elected officials, economic actors,
00:14:48and civil society members shed light on the aspects of development
00:14:52in various fields. The Moroccan Sahara. A developmental
00:14:55renaissance that was reinforced by the launch by His Majesty King
00:14:59Mohammed VI, may God protect him, of the development model for the southern
00:15:02provinces of the Kingdom in 2015, making
00:15:06the Moroccan Sahara today a promising continental hub
00:15:09and towards the African depth. The prominent economic take-off story
00:15:13of these provinces was recalled by the people
00:15:16of the region before the international community through
00:15:20their participation today in the work of the Fourth
00:15:23Committee of the United Nations. Here in New York,
00:15:27light was shed on the reality of economic
00:15:30and social development in the southern provinces,
00:15:34especially those related to renewable energy.
00:15:37As a young engineer,
00:15:41the past of managing, developing, and building a number of
00:15:47the southern provinces. Today, I am responsible
00:15:50for developing the green hydrogen
00:15:54program in the Laayoune region. Today, at the United Nations headquarters
00:15:57in the United States of America, I presented my intervention, which was
00:16:02points, including the development dynamic that the region
00:16:06is undergoing, especially the Dakhla-Oued Ed-Dahab region, which
00:16:12advanced development dynamic. The sessions
00:16:15of the Fourth Committee of the General Assembly of the United
00:16:17Nations were also an opportunity to review
00:16:21the results of social programs to improve education levels
00:16:25and vocational training, alongside women's economic empowerment
00:16:30the Moroccan Sahara. I spoke during the Fourth
00:16:34Committee at the United Nations.
00:16:37In his personal experience, like
00:16:40a group of young people from the southern
00:16:42provinces,
00:16:45who chose to embark
00:16:48on the path of free initiative. The people of the Moroccan
00:16:51Sahara advocated before the international community for
00:16:54the inevitability of the autonomy plan and its role in promoting stability,
00:16:58integration, and development in the Moroccan and African region.
00:17:02This affirmation was also supported by human rights activists and international
00:17:06experts.
00:17:38A number of direct and indirect negotiations
00:17:41moved the file to, I believe,
00:17:44the search for a framework for settlement. Therefore, I believe that
00:17:47October is a very important milestone. This level
00:17:51cannot be isolated
00:17:56the southern provinces, such as
00:17:58developments in investment and economy.
00:18:02Managing the Moroccan health file according to the enlightened royal
00:18:05vision is not based only on achieving diplomatic
00:18:08gains, but the Kingdom has also been keen to launch a development renaissance
00:18:12in these regions to become today an inspiring
00:18:16development model for the yellow
00:18:18continent. A significant amount of
00:18:22water resources has been collected by a group of
00:18:25affiliated hilltop dams in Guelmim after the
00:18:28thundery rainfall that eastern regions witnessed.
00:18:32Torrents carried by wadi beds replenished the water reserves
00:18:36in the region. A sample from Sidi Mahjoub in the rural commune of Ifrane Atlas
00:18:40Saghir in Guelmim, in a report by Hafid Al-Muhaddar and Jamal
00:18:42Al-Khassi.
00:18:47Thundery rainfall witnessed in the eastern regions
00:18:50of the Guelmim province contributed to the flow of significant torrents through
00:18:53many wadis that cross the territorial jurisdiction of the province before
00:18:57considerable quantities of it settled in a number of water
00:19:01facilities, as is the case here at Sidi
00:19:04Mahjoub Dam, which received the flowing water through Oued Ifan.
00:19:08The small upper reaches of
00:19:11the Ifan basin witnessed concentrated
00:19:14thundery rainfall in time and space, which contributed
00:19:18to the formation of torrents and floods
00:19:22in the feeding wadis of Sidi Majoub in Ifrane Atlas
00:19:26Saghir, which made it possible to record
00:19:29important water inflows that are expected, God willing, to
00:19:32have a significant impact
00:19:36on the water table of Ifrane, where it is expected, God willing,
00:19:39to contribute to feeding
00:19:42the water table.
00:19:47hill dam, which was built to reduce flood risks, covered
00:19:5185% of the city. This facility, which has a storage
00:19:55capacity of approximately cubic meters,
00:19:59has brought joy to the rural population who are looking
00:20:02forward to a doctor who will revive their economic agricultural activities mainly.
00:20:05Resources. will contribute to feeding the groundwater in
00:20:09the region, which has been affected by the scarcity of rainfall.
00:20:12The rainfall that occurred in
00:20:16the small Ifrane region yesterday, Saturday,
00:20:19was truly
00:20:23the year. That is, we are
00:20:27with the start of the farming season
00:20:30here in the small region. All farmers
00:20:34a kind of joy, and it bodes well, God willing,
00:20:38for a promising year of prosperity, God willing.
00:20:41The Ifrane farmer today is happy with the arrival
00:20:45of the rain that this
00:20:48yesterday and the day before yesterday. The dam is
00:20:51full to a significant extent,
00:20:55which will give us a good
00:20:58agricultural year. Data provided by the services
00:21:02of the Draa-Oued Noun Water Basin Agency confirmed that, as of the beginning
00:21:06of the current autumn, the inflows
00:21:09of this basin received 53 million cubic
00:21:11meters of water resources, which strengthens
00:21:14this extended area and alleviates the impact of
00:21:18water stress, awaiting more rainfall.
00:21:28In the framework of caring for the honorable
00:21:31reconciliation and mediation between parties, the local Scientific Council
00:21:34of Oued Eddahab in Dakhla organized a scientific seminar on
00:21:38the topic of family mediation: skills and techniques for effective intervention. The seminar highlighted ways to manage family disputes
00:21:41and mechanisms for positive intervention to address them. Ali Hammoumid and
00:21:45Mohamed Meshnan. This scientific seminar,
00:21:49organized by the Local Scientific Council of Oued Eddahab, revolved around the topic of family mediation,
00:21:53celebrating the passage of 15 centuries since the birth of the Chosen One,
00:21:57upon whom be the best prayers and peace. It
00:22:00also comes as part of the implementation of the contents of the lofty Royal
00:22:03Message aimed at reviving the honorable Prophetic heritage
00:22:07and caring for the Prophetic biography. The seminar
00:22:10was an occasion to shed light on family
00:22:13mediation mechanisms and ways to employ them in managing disputes
00:22:17by consolidating a culture of dialogue and understanding,
00:22:21as well as strengthening the foundations of family stability
00:22:24and cohesion. We decided today to organize an informative
00:22:27lecture for women on the
00:22:30the family, especially the memorandum
00:22:33after implementing the memorandum of Mohammed
00:22:36VI regarding the passage of 15 centuries since the birth
00:22:39of the Messenger, peace be upon him. We decided that the lecture
00:22:43should be from the Prophetic biography and how the Messenger,
00:22:46peace be upon him, dealt with his wives, his children,
00:22:50and his relatives, that is, with the family in general,
00:22:53small and large. Of course, this scientific
00:22:57lecture came in the context of implementing the contents
00:23:00of the lofty Royal Message regarding caring for the Prophetic biography
00:23:04and also came in the context of embodying the message that urges
00:23:07and emphasizes linking religious sciences and
00:23:11linking the religious knowledge foundations with the reality
00:23:14of Moroccan society, especially the family, given that the family
00:23:18lives a number of transformations, a number of
00:23:21changes. These transformations challenge
00:23:25us and also challenge religious sciences,
00:23:29and also challenge scholars in
00:23:32keeping pace with these transformations. So recalling the Prophetic biography
00:23:36and seeking
00:23:40to frame these transformations from the biography was an urgent
00:23:42necessity
00:23:44presented to the scholars. And from here came this lecture.
00:23:48The work of this seminar, which was led by an expert in family
00:23:51issues, focused on equipping the attendees with effective communication
00:23:55skills and listening
00:23:58the mechanisms capable of effective intervention in addressing
00:24:02family disputes based on the guidance
00:24:04of the Beloved Prophet and the values of mercy and wisdom he embodied.
00:24:07I thank the Scientific Council of Oued
00:24:11Eddahab. We attended a lecture, praise be to God.
00:24:14We learned from it how the Messenger, peace and blessings be upon him,
00:24:18dealt with his wives,
00:24:20how he dealt with children, and how he lived
00:24:24in that society, a society that was full
00:24:27of many things from the days of ignorance that
00:24:30existed. And when the Beloved Prophet, peace be upon him, came,
00:24:33there was equality and mercy and generosity.
00:24:37And he dealt with his wives, subhanallah. Even if there were wives, there was
00:24:41equality, not only now has equality become a thing. Since the time of the Messenger, peace be upon him, there were
00:24:44rules and foundations. This initiative is part of
00:24:48efforts to instill a culture of reconciliation and family
00:24:51mediation and to draw on prophetic values in promoting
00:24:55understanding and tolerance, as well as resolving
00:24:58disputes.
00:25:02In celebration of National Women's Day, Madinati Association, in partnership
00:25:06with the Regional Directorate for Development and Cooperation, and in cooperation
00:25:09with the Regional Directorates for Culture, and in coordination with the Regional Association
00:25:12for Social and Solidarity Economy, organized the second
00:25:16edition of the Perfume Exhibition,
00:25:20cultures and values, gifts and values. The initiative
00:25:23aims to consolidate the culture of recognition of Moroccan Sahrawi women
00:25:26and appreciate their societal roles. Details in a
00:25:29report by Khattar El-Issaoui.
00:25:34And the celebration of its impact in various fields. To open
00:25:37a discussion about the prospects of creativity and investment in the perfume industry.
00:25:41The messages of this perfume cultures exhibition are numerous, and
00:25:45its values combine a seminar that highlights the paths of reform
00:25:49and its challenges, and the position of Moroccan women
00:25:51and their roles in societal transformations, and a thematic
00:25:55exhibition that celebrates Moroccan women and highlights their
00:25:58cultural and social roles, while exploring the prospects of the perfume industry,
00:26:02and the opportunities it provides for developing emerging projects
00:26:05and strengthening the social and solidarity economy. My intervention
00:26:09today focused on approaching
00:26:12the topic of women's economic empowerment through
00:26:15public policies.
00:26:18necessary for me to focus on some basic concepts
00:26:22in order to put the audience in the general context
00:26:25of this empowerment. Then I tried
00:26:29to talk about the role of the Constitution.
00:26:32International testimonies and some
00:26:35national legislations in addressing this issue. My
00:26:39presence today on International Women's Day is an important
00:26:42presence for the role of perfumes in our Sahrawi
00:26:45society, and especially our Sahrawi
00:26:48traditions inherited from our ancestors.
00:26:51We wanted to establish and also encourage
00:26:55solidarity perfume companies to take an interest
00:26:59in the tangible and intangible heritage of perfume culture, which was
00:27:04Moroccan Sahrawi traditions and customs, in order to also
00:27:08establish values of civic behavior, respect,
00:27:11appreciation, and recognition of the journey of Moroccan women in general, Sahrawi
00:27:15women.
00:27:17The exhibition activities concluded with a moment of loyalty
00:27:21and recognition of Moroccan women's contributions through
00:27:25honoring women who have left their mark in various fields,
00:27:28in recognition of their efforts in serving society and their role in the paths of
