00:00:12Good afternoon and welcome to France 24's now, I'm
00:00:16Elena Lozano and everything you're about to see is news,
00:00:19let's get started. Volodymyr Zelensky accuses that it's increasingly
00:00:23evident that Russia is not interested in an energy ceasefire
00:00:26after the attack on six of its facilities this
00:00:30Tuesday. For its part, Moscow
00:00:33military presence on the continent, which affirms that there will be a cessation of hostilities only on the day of the Ukrainian elections.
00:00:37Riyadh International Airport
00:00:39thread you started to will remain closed until Saturday. Saudi Arabia
00:00:42promised a response and made the announcement after the most recent attack by Houthi
00:00:46rebels perpetrated on Sunday which left at least one
00:00:49dead and a dozen injured.
00:00:53Federal agents in the United States raided the home of
00:00:56Democratic congresswoman Ilhan Omar, a fierce critic of Donald
00:01:00Trump, according to authorities, as part of a criminal investigation into alleged
00:01:04fraud, the search by Homeland Security
00:01:08Investigations agents, belonging to ICE, occurs three weeks before
00:01:12the midterm elections.
00:01:26We start by talking about the war between Russia and Ukraine. Zelensky
00:01:30accuses that it's increasingly evident that Moscow is not
00:01:33interested in the energy ceasefire proposed by Donald Trump, the
00:01:37Ukrainian president said that the attack on six of its facilities
00:01:41this Tuesday is proof of that. For its part, the Kremlin refuses to
00:01:44confirm whether or not it gave its approval to the supposed pact that Washington
00:01:48already takes for granted, and affirmed that there will be a cessation of hostilities, but only on the day of the
00:01:52Ukrainian elections. We'll expand on that
00:01:54next.
00:01:57Amid the confusion, Moscow finally responded.
00:02:00Following Donald Trump's unilateral announcement on Sunday, the
00:02:04Kremlin refused to confirm this Monday whether a truce
00:02:08doctrine, part of what on attacks against energy infrastructure was in
00:02:11effect, but explained that contacts were being maintained
00:02:14and that more information would be revealed in due course. In the
00:02:18Kremlin, both President Putin and officials at other levels have
00:02:22very difficult for them to repeatedly stated that we don't want a ceasefire,
00:02:25but a lasting peace. We are willing to
00:02:28do everything possible.
00:02:32On Sunday, the US President had unexpectedly announced
00:02:35that Ukraine and Russia had agreed to an energy
00:02:39ceasefire. However,
00:02:43abuse and sexual harassment. This is what Ukrainian President Volodymyr Zelensky did not wait for
00:02:46Russian confirmation to denounce a violation of this supposed
00:02:49agreement by Moscow.
00:02:52Immediately after the publication, Russia launched a
00:02:55selective attack against a power plant in Kharkiv, which
00:02:58caused more damage.
00:03:01Energy system, it became clear that Putin doesn't read social
00:03:03media.
00:03:08The Ukrainian head of state has called for a 60-day ceasefire
00:03:13grabbed me from the part where with Russia in order, among other things, to be able to organize elections after Donald
00:03:17grabbed everything, he touched me and Trump's call for a change of president in Ukraine.
00:03:21Russia responded that it would agree not to attack its neighbor only
00:03:24on the day of the eventual elections. For their
00:03:27part, the Foreign Ministers of the European
00:03:31Union approved this Monday almost 1600 new
00:03:34sanctions directed against the Russian military-industrial
00:03:38complex.
00:03:41pointing out the weaknesses of And in this context of war between both countries, the Supreme Commander of
00:03:44NATO launched a message from Poland to Russia, warning not to
00:03:48test any of the 32 allied countries. During a
00:03:51speech this Monday at a security forum held in
00:03:54Warsaw, US General Alexis
00:03:57Gkrek affirmed that NATO is prepared to act in
00:04:00case of an attack by Moscow, this warning comes amid growing
00:04:04personalities who are at the center European concern about possible Russian interference and the
00:04:07fear of seeing the United States withdraw as a pillar of the military
00:04:11alliance for European defense. The details in the following
00:04:14report by Maxim Pluviné.
00:04:17While a direct confrontation with Moscow doesn't seem imminent,
00:04:21NATO is prepared to fight. This was the
00:04:24message from the highest military commander of the transatlantic
00:04:27alliance during a speech delivered.
00:04:32that there will be a cessation of hostilities only on the day of
00:04:34Our alliance exists to preserve peace, but let there be no doubt, if
00:04:38a war breaks out, we will stop and neutralize any attack, and
00:04:42if it doesn't stop, we will destroy the forces carrying out an aggression
00:04:46against us, we are trained and prepared, it's important that allies
00:04:49continue to consult, analyze how we could respond
00:04:53and make sure to convey to the Russians clearly and concisely what our
00:04:57red lines are.
00:05:00Concern among the 32 allied countries is growing
00:05:03due to what Western officials describe
00:05:06as a Russian campaign of sabotage and
00:05:09interference. Among recent incidents.
00:05:42Washington is currently reviewing its
00:05:46fuels European doubts about the value of the defense alliance with
00:05:50the United States under the presidency of Donald Trump. The Ukrainian
00:05:53president asked the US government to maintain its commitment to the
00:05:57cause. The United States is undoubtedly the most
00:06:01powerful country in the world and it's important that it uses its power to make the world a
00:06:05better place. For
00:06:07his part, General Grinkewich insisted that doubts about
00:06:11Washington's commitment are unfounded.
00:06:14We continue in the Middle East on a new day of attacks. Riyadh
00:06:18International Airport will remain closed until Saturday. This was
00:06:22announced by Saudi Arabia after the most recent attack by the Houthis from
00:06:25Yemen, perpetrated on Sunday, which left at least one dead and a dozen
00:06:29injured. In total, 16 people have lost their lives in Saudi
00:06:32territory due to the wave of attacks launched by the rebels over the weekend,
00:06:36which are considered the worst recorded in the kingdom
00:06:39since 2014. The Saudi Minister of Energy called for a firm
00:06:43response to the actions of the pro-Iranian group. Minutes ago, the
00:06:47Yemenis, the Houthis of Yemen, said they had attacked Riyadh airport
00:06:51in the Saudi capital with drones, but also the Khamis
00:06:54Mushait air
00:06:56base.
00:06:59The objective of our military operations against oil
00:07:02facilities, airports, particularly those located in
00:07:05Riyadh, is to send a message to Bin Salman: he
00:07:08can no longer attack Yemen from a safe position.
00:07:13We also seek to convey that continuing the war and insisting on the
00:07:17military option no longer benefits Saudi Arabia, and will
00:07:20eventually lead to the destruction of all Saudi
00:07:23infrastructure. Let's now look at the situation in the Gaza Strip:
00:07:26an Israeli surveillance drone attack killed at least two
00:07:30people and injured several in the south of the Palestinian enclave. The Israeli
00:07:34army stated that it attacked a militant in the area without offering more
00:07:37details, while a third man died from injuries suffered
00:07:41on Sunday in an Israeli convoy attack. Israel, which
00:07:45accuses Hamas of rearming and launching attacks violating the fragile ceasefire,
00:07:49has intensified bombardments in recent weeks. The
00:07:52details in the following report by Maxim Pluvine.
00:07:56The ceasefire remains a chimera in Gaza, several
00:07:59Palestinians died and others were injured in Israeli drone
00:08:03attacks in the south of the besieged
00:08:05strip.
00:08:10The reality is difficult, the reality. Every day there are
00:08:13martyrs, there are martyrs every day, we don't know who they are,
00:08:16young people who have nothing to do with anything, who run a gas
00:08:20station and make a living and suddenly you see the flames explode,
00:08:23let me tell you something, no matter how much we talk
00:08:26we can't really describe what reality is like, reality is
00:08:30difficult, bodies, human remains and
00:08:32flesh.
00:08:38We are a people of struggle, martyrdom, resistance and brave
00:08:41men.
00:08:42He will say:
00:08:46another man also died from injuries received the
00:08:49day before in an attack by Israeli soldiers. On the other
00:08:53hand, displaced Palestinians were leaving
00:08:56Shuja'iyya, east of Gaza City, fleeing the advance of the
00:08:59Israeli army and the placement of concrete blocks that
00:09:03mark the so-called yellow line, near their tents.
00:09:06campaña.
00:09:09The yellow line is now right behind our tent.
00:09:42US federal agents raided the home, according
00:09:46to authorities, as part of a criminal investigation into alleged
00:09:49fraud. The operation was carried out by Homeland Security
00:09:52Investigations agents, which belongs to ICE, and takes place 3 weeks
00:09:56before the midterm elections. According to Fox
00:10:00News, the investigation is linked to immigration documentation
00:10:03filed in the name of the 44-year-old congresswoman born in
00:10:07Somalia by her father when she was a minor.
00:10:09The raid by the Trump administration on the
00:10:13home of Congresswoman Ilhan Omar is deeply disturbing and raises
00:10:17serious doubts about the continued corrupt militarization of the federal
00:10:21government against Donald Trump's adversaries. In other news,
00:10:25British Prime Minister Andy Burnham appeared before Parliament
00:10:28where he pointed out that the most probable cause of the incident at
00:10:31Fairford air base at the end of September was caused by an
00:10:35alleged terrorist plot directed by the Iranian Revolutionary
00:10:38Guard, something that Tehran denies. Our correspondent Luisa
00:10:42Pulido expands from London.
00:10:45Yes, the Prime Minister was very careful in the expressions he
00:10:49used precisely to refer to this episode near
00:10:52that joint military base between the United
00:10:56Kingdom and the United States, he said, I can
00:10:59confirm that our assessment is very
00:11:02likely that the operation was coordinated from Iran and
00:11:06almost certainly directed by the Islamic Revolutionary
00:11:09Guard of Iran, we can see the care Andy
00:11:13Burnham took to talk about this thorny issue that compromises
00:11:17national security in Parliament today, which is why the Iranian ambassador in
00:11:20London has been summoned by the Foreign Minister to the
00:11:23Foreign Office because that country, once
00:11:27this happened, denied its involvement.
00:11:30Andy Burnham has said that the United Kingdom will not tolerate this
00:11:34type of threats on its territory, he has said that they
00:11:37will firmly combat the use of criminal networks by
00:11:41Iran to act against them and their financial
00:11:44sponsors. Therefore, the United Kingdom announced that it imposed sanctions on
00:11:48two Iranian citizens. This includes freezing their assets here in
00:11:52the United Kingdom, prohibiting their entry to this country and also the
00:11:56administration from now and in the future from managing
00:11:59companies in this territory. In France, the Paris
00:12:02Motor Show opened, where 28 European brands will
00:12:05face 24 Chinese manufacturers to try to curb the
00:12:09wave of vehicles from China, and particularly electric
00:12:13hybrids. At the same time, an agreement was announced this Monday between the
00:12:17European Union and China that could reduce imports of Chinese
00:12:20hybrid vehicles to the bloc by more than half. Leurel tells us
00:12:24more. An event described as an industrial
00:12:27battle, with a doubled presence compared
00:12:31to two years ago, Chinese manufacturers flocked to the Paris
00:12:34Motor Show. French President Emmanuel Macron tried to reassure
00:12:38European manufacturers, recalling the bilateral agreement
00:12:42reached in Beijing to reduce Chinese
00:12:45hybrid vehicle imports to Europe by more than half, from
00:12:49800,000 units to 350,000
00:12:52annually. This is the result of work, as you know, that has been
00:12:56carried out for several years in which we have wanted to re-establish
00:12:59fair and loyal competition between Europeans and non-Europeans,
00:13:03when there were elements of over-subsidization and
00:13:06unfair
00:13:08competition.
00:13:10The issue of hybrid vehicles is one of the most delicate topics
00:13:14between the European Union and China. These models have
00:13:17become a channel through which Chinese manufacturers penetrate
00:13:21the European market where they pose a challenge
00:13:25to their European rivals. When you compare much
00:13:28of the Chinese offer with what Europeans currently offer
00:13:32in terms of electric cars, I'm afraid that electric cars manufactured
00:13:35in Europe are still very expensive. European
00:13:39industrialists and officials have been denouncing for years the arrival
00:13:43in the European Union of cheaper Chinese products that weaken
00:13:46entire economic sectors and cause a massive loss of jobs.
00:13:50They also accuse China of unfair trade
00:13:53practices through, among other things, subsidies
00:13:57granted to its companies and the manipulation of its currency.
00:14:01Beijing defends itself, highlighting the success of its industry and
00:14:06the European economy. End
00:14:09of the news, thank you for your company and until next
00:14:11time.

00:14:35interview, presented by Rodrigo Sedano on
00:14:38France24 and france24.com.
00:14:58Stopover in Paris, Aida Palau.
00:15:02Welcome everyone to this space of Radio France Internationale and
00:15:06France 24. Today we're talking about a not very
00:15:09well-known topic that, thanks to a journalistic investigation,
00:15:13is coming to light. We are referring to sexual
00:15:17violence in the Mexican army. This work
00:15:20titled "Sexual Violence in Barracks,
00:15:23A Radiography of the..." has been carried out by independent
00:15:27journalist Zoraida Gallegos who has won the
00:15:31eighth edition of the Bretch Valdez Journalism
00:15:34and Human Rights Award of this 2026.
00:15:38And to talk to us about this excellent investigation, we have her
00:15:42in our studios in Paris. Thank you very much,
00:15:45Zoraida, and congratulations on this award. Thank you very much for
00:15:49the invitation. Well, this magnificent report was
00:15:52published by Fábrica de Periodismo in alliance with El
00:15:55Universal and documents cases of violence and sexual
00:15:59abuse against women within the Mexican army. A
00:16:02phenomenon that we can say is systematic,
00:16:05silenced, covered up, and of course, in many cases,
00:16:09most cases, unpunished. How did
00:16:12you decide to investigate this little-known topic? What was the first
00:16:17pull? Well, I had been investigating
00:16:20issues related to corruption in the Mexican army for several
00:16:23years, and during that
00:16:26review that one makes of documents, I once
00:16:30found a file that had to do
00:16:33precisely with a case of sexual abuse. From
00:16:36there, it caught my attention, the testimony, what was narrated
00:16:40in that document, I started asking for figures and, let's say,
00:16:44that first finding of the figures was what surprised
00:16:47me the most, there were more than 500 cases
00:16:51and the number of sentences was very low, it was only
00:16:543%, that's
00:16:57when I decided to formally start the
00:17:00investigation. With this investigation we can say that you have focused on
00:17:04something that is a bit taboo. Right?
00:17:08Sexual abuse and violence against
00:17:11women within the armed forces.
00:17:14500 cases you found, you told me. What was the
00:17:18biggest obstacle that
00:17:21barrier that you encountered to investigate, knowing that in Mexico
00:17:24it's difficult to practice journalism on certain
00:17:28topics? Well, I think the
00:17:31most difficult obstacle was precisely
00:17:35to get the women who had been victims of any type of abuse to
00:17:38dare to speak. It is well known that
00:17:41in the army it is a very
00:17:44powerful institution dominated mostly by
00:17:48men who are obviously the ones with the highest ranks
00:17:51and the participation of women
00:17:54is still lower and it was
00:18:00dare to speak for fear of retaliation because they also
00:18:03have other people working within the armed
00:18:07forces and because of what they had already
00:18:10experienced, they didn't want to relive
00:18:13that, to be revictimized again.
00:18:17You contacted, you studied about 50
00:18:20cases, but you contacted 20 women who had suffered
00:18:24some type of abuse or rape, only six
00:18:27accepted interviews and of those,
00:18:30only one decided to do so openly, she did not ask for
00:18:34anonymity, the others did, their voices were changed
00:18:38from their testimonies, let's hear precisely the
00:18:41testimony of Adarelli, the only woman who decided to speak
00:18:45openly. He comes in, he leaves, he
00:18:47sees me and comes back and that's when he
00:18:51my hips are and he
00:18:54he's half tall, I'm tiny, 1.54,
00:18:581.55, and he's almost 1.80, so he
00:19:02carried me, no, no, no, and he
00:19:05like, he gave me a shove,
00:19:09like, yes, like when they shove you
00:19:12in the subway, but worse, like he
00:19:16picked me up with just one
00:19:19blow and he rubbed his
00:19:22big thing all over me, I still remember that when
00:19:26he inhaled or exhaled his breath or
00:19:29garlic, terrible testimony, what has
00:19:33happened to Adarelli's case? Adarelli's case is stuck in the
00:19:37courts, it keeps bouncing from one instance to
00:19:41another, she has continued her fight, even her
00:19:44mother has gone to demonstrate in front of the National
00:19:47Palace to get the authorities
00:19:51to look at her situation, but it remains stagnant and
00:19:55she is still in the army. She left, she is still in the
00:19:58army, despite the pressures, the threats she has
00:20:01received, she has decided to
00:20:05stay there and fight a very brave battle. The
00:20:09other women have asked for anonymity, why don't so many
00:20:12women speak out, what do they fear losing
00:20:15their jobs, other types of
00:20:18retaliation? They fear two things, obviously
00:20:21losing their jobs, they are afraid that something
00:20:25might happen to them or their families, some
00:20:29of them, for example, their parents or their
00:20:32siblings also form or formed part of the armed forces, some are
00:20:36retired military. They can lose their pensions and the
00:20:40main thing is fear that
00:20:42something will happen to them, for example, in Adarelli's case,
00:20:46she says she was even a victim of...
00:20:50surveillance when she, let's say, has certain
00:20:53days to be free from the army,
00:20:56to live a normal life, she was
00:21:00followed in the streets, there was constant surveillance against her
00:21:03and, well, obviously there have been cases that
00:21:07are not documented in this investigation but of other
00:21:11women who have even received death threats
00:21:15because of this situation, tremendous.
00:21:18There is also cover-up. This is what also emerges from
00:21:21this investigation that you conducted. There
00:21:25is a case in which an army
00:21:28girl complains to a superior, but
00:21:31of course, the superior is also persecuted for sexual
00:21:34abuse, there is a kind of cover-up that is almost
00:21:37impossible to escape. Right? Yes,
00:21:41that's part of the paradox, this case you mention, she
00:21:44goes and reports it to her superior, to the person in charge of that
00:21:48military zone. And that person was precisely
00:21:52in that military zone because they had moved him months before
00:21:56from another region of Mexico precisely because of
00:21:59harassment and sexual abuse. This case also seems
00:22:03very emblematic to me because this general even
00:22:06tells this person who reports her that they can
00:22:09even give her money, they can pay for psychological therapy
00:22:12outside so that she doesn't escalate the
00:22:16case, so that's the level they
00:22:20reach. You write in your investigation, "Cornered by iron
00:22:24discipline and obedience to superiors, fundamental mantras
00:22:28of any military structure, women have been forced
00:22:31to endure not only sexual violence, but have also had to
00:22:35fulfill, not without protests, functions that denigrate their
00:22:38professional role." To what extent can
00:22:41subordination and obedience, which are almost
00:22:45intrinsic to the military structure, make it difficult for a
00:22:48woman to defend herself from a superior or to report or to
00:22:52simply say no to entering this room? It's just that
00:22:55part of the military
00:22:58they are taught in military schools has to do
00:23:02with the issue of obedience and subordination. If
00:23:05a superior tells them that
00:23:09they have to go to such and such a place and provide a certain
00:23:12service, even if it's entering one of their dormitories,
00:23:15they have to do it because it's part of
00:23:19their military training. So precisely
00:23:23these types of situations are what
00:23:26put them at risk and in danger of being
00:23:29victims of these cases of
00:23:33one of the people in this report complains
00:23:36about, Naibet Arzate, who is an army
00:23:39hairdresser, right? The one whose superior tells
00:23:42her to come in, and she says, well, I guess I have to,
00:23:46and he rapes her. Yes, her case
00:23:50is too
00:23:52impactful because she was underage when she joined
00:23:56the army and
00:23:58she was exposed to this
00:24:01situation, she left the army
00:24:04after that, she finally said, "I have to
00:24:08come back so that justice can be done," she comes back,
00:24:11tries to take her case to court, and
00:24:15precisely when cases escalate to military
00:24:19courts, because within the military structure itself,
00:24:23they have their own public prosecutors,
00:24:26their own prosecutor's office, their own court, so that also
00:24:30greatly favors impunity because when cases, the few
00:24:34cases that escalate to a trial,
00:24:37women are exposed to revictimization again with
00:24:41comments from magistrates, for example, or judges,
00:24:44"if he was raping you, why didn't you kick enough, why didn't
00:24:48you hit him in such a way to free yourself?" So it's very
00:24:51stigmatizing. What instances can they report to? An internal
00:24:55instance and an external one too, civilian
00:24:58courts? Yes, they
00:25:02have to do the first thing when such a situation occurs, they have to notify
00:25:06a superior, that superior would have to
00:25:09give notice or, let's say, authorize them to go to
00:25:12prosecutor's office or the public ministry to file a complaint, but what
00:25:16happens is that they are sent to an instance created by the CDN itself.
00:25:20given the increase in cases, which is a special office, an office, it is
00:25:24called, and when they go there, that office should
00:25:27provide them with psychological support, help them to
00:25:31file a complaint with the military prosecutor's office, but what happens
00:25:34is that in therapy they are
00:25:37convinced or incited precisely to
00:25:40forgive, to forget so that, well, their case does not
00:25:44escalate to the military authorities, meaning that it is
00:25:47more of a barrier than justice,
00:25:51to silence it. Your
00:25:54investigation had a significant political
00:25:56repercussion. The Mexican president, Claudia Sheinbaum, publicly
00:26:00acknowledged the existence of this problem and
00:26:04committed to addressing it. Has
00:26:07there been any change, any announcement?
00:26:11Well, let's say that the most visible thing was that on
00:26:14March 8th, which is International Women's Day, the president
00:26:18decided to, shall we say, have a public
00:26:22event at the military facilities
00:26:25with all the military women in front of her,
00:26:28and let's say it was something very
00:26:31symbolic because it was like publicly giving them her
00:26:34support, right? But let's say
00:26:37discursively that has remained a bit there, no
00:26:40concrete actions have been seen either. Sedena is a very
00:26:44hermetic institution, and Sedena, which is the Secretary of
00:26:48National Defense, yes, the Mexican army, is very
00:26:51hermetic, so it is very difficult for them to say
00:26:55we are prosecuting so many military personnel for these cases.
00:26:58It is very difficult to know that, so for the moment neither changes
00:27:01in... relation nor anything in sight, nor anything in sight. Well,
00:27:05Zoraida Gallegos, we have no more time, thank you very much for
00:27:09joining us and especially for this tremendous
00:27:13investigation. We invite our listeners to read this
00:27:16interactive work, sexual violence in the barracks, a
00:27:20radiography of impunity, which can be
00:27:23seen on the website of
00:27:26El Universal, a work that has been awarded the
00:27:29Brett Valdéz award in memory of these two great
00:27:33assassinated journalists. Thank you very much and we wish
00:27:36you all the best. Thank you for the invitation to talk about this topic and
00:27:40thank you all for joining us, see you later friends.
00:30:12Good afternoon and welcome to France 24's World Now. I am
00:30:16Elena Lozano and everything you will see next is news.
00:30:19Let's begin. Volodymyr Zelensky accuses that it is
00:30:23increasingly evident that Russia is not interested in an energy
00:30:26ceasefire after the attack on six of its facilities this
00:30:30Tuesday. For its part, Moscow states
00:30:34the Ukrainian elections.
00:30:37Riyadh International Airport will remain closed until
00:30:40Saturday. Saudi Arabia promised a response and made the
00:30:44announcement after the most recent attack by the Houthi rebels perpetrated on
00:30:47Sunday, which left at least one dead and a dozen
00:30:51injured.
00:30:53Federal agents in the United States raided the home of Democratic
00:30:56Congresswoman Ilhan Omar, a harsh critic.
