00:01:00I attach great importance to the development of China-Estonia relations and am willing to work with President Kaljulaid
00:01:04to take the 35th anniversary of the establishment of diplomatic relations between the two countries
00:01:08this year as an opportunity to enhance political mutual trust, expand mutually beneficial cooperation,

00:01:55of China and Vietnam. On October 12,
00:01:58Wang Huning was in Beijing.
00:02:09Let's look at other political news. Wang Yi, member of the Political Bureau of the Central Committee of the Communist Party of China and director of the Office of the Central Commission for Foreign Affairs, held talks with Russian President's Assistant and Secretary of the Security Council
00:02:13Nikolai Patrushev in Beijing on the 12th. Wang Yi stated that under the guidance of the leaders of the two countries,
00:02:17China and Russia have always been stable. Looking at the long-term cause of national rejuvenation
00:02:20from a historical height of safeguarding international fairness and justice, they have unswervingly developed
00:02:24bilateral relations. China is willing to work with Russia
00:02:28to strengthen the strategic alignment of the two countries in maritime affairs and promote the building of
00:02:32a maritime community of shared future. Patrushev
00:02:36stated that Russia is willing to work hand in hand with China
00:02:40to promote the building of a maritime community of shared future, adding new dimensions
00:02:50of the State Council, met with Apple CEO Tim Cook
00:02:54at the Great Hall of the People on the afternoon of the 12th. He Lifeng stated that
00:02:58it is important to implement the consensus reached by the leaders of the two countries.
00:03:30The latest data released by the association today shows that from January to September this year,
00:03:34my country's new energy vehicle production and sales maintained double-digit growth, and the domestic market's
00:03:37development resilience continued to be
00:03:44September this year, my country's new energy vehicle production and sales completed
00:03:4712.483 million units and 12.472 million units,
00:03:51respectively, with year-on-year increases of 11% and
00:03:5411.1%. New energy vehicle sales accounted for
00:03:5853.6% of the total domestic new car sales.
00:04:01The penetration rate in the domestic market has steadily increased.
00:04:05Behind the booming consumer market is the continuous optimization of technological upgrades and product offerings.
00:04:08Diverse new energy vehicle models are continuously being launched into the market, better meeting the travel
00:04:12needs of the vast number of consumers. Recently, the 15th Five-Year Plan for the Development
00:04:16of the Intelligent Connected New Energy Vehicle Industry was officially released,
00:04:20clarifying the direction for the high-quality development of the industry during the 15th Five-Year Plan period,
00:04:23and planning to tackle key core technologies,
00:04:27and promote cross-border integration of vehicles, roads, and clouds.
00:05:13The rebuilt Huanggang Port has a total of 134 cooperative inspection
00:05:17express channels and 68 manual channels. The express channels
00:05:21support two modes of passage: reading documents and facial recognition. Travelers
00:05:25do not need to queue repeatedly for repeated inspections. Within a single cooperative inspection channel,
00:05:28they can complete all entry and exit procedures for both places at once,
00:05:32and the customs clearance process has been fundamentally optimized. In addition to the
00:05:36major renovation of the passenger customs clearance model in the inspection hall, in the entry vehicle inspection area on the first floor,
00:05:40Shenzhen-Hong Kong. 75% of indicators learned from the Grassland Bureau show that since
00:07:122021, my country has officially established the five national parks of Sanjiangyuan,
00:07:16Giant Panda, Northeast China Tiger and Leopard, Hainan Tropical Rainforest, and Wuyishan.
00:07:20The Chinese characteristic national park system has basically been established.
00:07:24The protected area of the first five national parks reaches 230,000 square kilometers,
00:07:27including the source of rivers, high-altitude forests, temperate
00:07:31broadleaf mixed forests, and other representative and important ecological systems
00:07:35within the scope of protection, realizing the overall
00:07:37protection and restoration of important ecological spaces and large-scale ecological elements. Evaluation
00:07:41shows that 75% of the ecological functions such as water source conservation and soil and water conservation have been effectively improved.
00:07:53The populations of their key species have recovered from their original limits.
00:07:57In the past five years, the number of wild Siberian tigers in the Northeast China Tiger and Leopard National Park, one of the first batch of national parks, has increased from 27 to 72.
00:08:08The number of wild Siberian leopards has increased from 42 to 115.
00:08:12The population of Tibetan antelopes in Sanjiangyuan has recovered to over 70,000.
00:08:16The total population of Hainan gibbons has expanded to 7 groups and 44
00:08:19individuals, making it the only gibbon population in the world with continuous growth.
00:08:23The Giant Panda National Park protects over 70%
00:08:27of wild giant pandas
00:08:29in the country.
00:08:36Continuously enriching the biodiversity base. The benefits of ecological well-being are
00:08:39significant. Green mountains and clear waters are invaluable assets. Technologies such as AI recognition
00:10:13have been used in national parks. The number of wild Siberian tigers increased from 27 to 72,
00:10:17and the number of wild Siberian leopards increased from 42 to 115,
00:10:20with the population steadily recovering. Recently, in Dongning City, Heilongjiang,
00:10:36A wild short-tailed female Siberian tiger individual has brought new clues for wild tiger population breeding research.
00:10:38The Siberian tiger in the picture is a very rare short-tailed
00:10:42female Siberian tiger found in the Dongning forest area. It is understood that the tail length of an adult Siberian tiger
00:10:46is mostly between 80 and 120 centimeters.
00:10:50The tail of this female Siberian tiger is significantly shorter than that of ordinary tigers.
00:10:53After our tracking and analysis,
00:10:57its tail was congenitally short and not caused by external injury. After comparison and judgment,
00:11:01it was determined to be a newly appeared individual. Through continuous monitoring, tracking
00:11:05personnel confirmed that this wild short-tailed female Siberian tiger has been
00:11:09stably active in this area for a long time and has not shown any signs of migration.
00:11:12Its activity range highly overlaps with
00:11:16the activity range of Wanda Mountain No. 1, a wild Siberian tiger that was previously rescued and released.
00:11:20Recently, infrared cameras have also repeatedly captured images.
00:11:24还 多 次 拍 。
00:11:41Among them, the activities of the two female tigers are more frequent. The survival of the female tiger is an important indicator of population reproduction. Adult male tigers will follow the scent of the female tiger
00:11:45to form a family. At present, although no pictures of
00:11:49two tigers together have been taken yet, there is a possibility of pairing. It is understood that the Dongning section
00:11:53of the Northeast China Tiger and Leopard National Park is directly connected to the Boltabka nature reserve
00:11:56of the Russian Leopard Land National Park to its east, and
00:12:00is a key ecological corridor for cross-border dispersal and exchange
00:12:04of Siberian tigers and leopards. The latest monitoring data shows that from 2021
00:12:08to the present, the local integrated sky-earth monitoring system has cumulatively
00:12:12detected Siberian tiger activity 310 times, identifying
00:12:16at least nine different individuals. Leopard activity was detected
00:12:191313 times, identifying at least 18 different individuals,
00:12:23including five cubs. At least three Siberian leopard families
00:12:27have been stably breeding in this area. After years of continuous protection,
00:12:31Siberian tigers and leopards in the area are appearing more and more frequently,
00:12:35and images of tiger and leopard families have been captured multiple times.
00:12:38The total population of wild animals in the area continues to recover,
00:12:47enhancing experiences, and continuously expanding consumption spaces, constantly
00:12:51stimulating the vitality of the cultural tourism market.
00:12:56These past two days, the tourist train traveling between Xi'an, Shaanxi, and Pingliang, Gansu, has attracted
00:13:00many tourists. The "Silk Road Travel City" connects scenic spots along the route.
00:13:04Everyone participates in intangible cultural heritage performances, learns about Silk Road culture,
00:13:08tastes local delicacies, and can also enjoy free tickets to scenic spots along the route, experiencing
00:13:11a new way of traveling. In autumn, with the pleasant weather, various cities and rural areas
00:13:15also provide special scenarios for different age groups to attract tourists.
00:13:19Xiamen, Fujian, with its trend art,
00:13:23门 以 朝 流 艺 术 ,
00:14:44These past two days, the Shanghai Waterfront Music Festival opened with great enthusiasm. The local government
00:14:48took advantage of the popularity brought by the music festival and also released a golden autumn consumption list.
00:14:52Tourists can enjoy wonderful music and fish.
00:15:37The basic principles are: first, respect the facts. According to
00:15:41Eurostat data, in 2024, the EU imported
00:15:45107,000 hybrid vehicles from China.
00:15:47In 2025, it will be 302,000 units. Both sides reached
00:15:51an upward arrangement based on 2025, ensuring the export space and stable
00:15:55growth for Chinese enterprises, and addressing the reasonable concerns
00:15:59of both industries based on reality.
00:16:02Second, it shows that any measures
00:16:06will not be exclusive.
00:16:23China's quota will not be lower than any other import source of the EU. Third, compliance. Both sides confirm that trade arrangements should comply with WTO rules. China reserves all rights, such as initiating
00:16:26dispute settlement under the WTO framework and requesting trade compensation.
00:16:30These three basic principles run through the entire process
00:16:34and guarantee the legitimate rights and interests of Chinese enterprises.
00:17:39Some things are left unattended, becoming a real problem for some elderly people,
00:17:43such as who signs for surgery and who takes care of daily life. Article 33
00:17:46of the Civil Code stipulates that an adult with full capacity for civil conduct
00:17:50can designate their guardian in writing in advance,
00:17:54and designated guardianship takes precedence over statutory guardianship. So what
00:17:58is designated guardianship, and who is suitable to apply for it?
00:18:02适 合 办 理 呢 ?
00:18:05Designated guardianship refers to having full .
00:18:21In September this year, Mr. Meng, over 70 years old, came to the Putuo Notary Office in Shanghai to apply for a designated guardianship certificate.
00:18:24Many years ago, after Mr. Meng divorced, his son
00:18:28lived with his ex-wife, and the emotional connection between father and son gradually diminished.
00:18:32Starting from his actual needs in his later years, Mr. Meng chose
00:18:36companionship.
00:20:18It is understood that this designated guardianship agreement has clear time boundaries. Signing does not mean that guardianship takes effect immediately. As long as Mr. Zhang Shan Yuan is lucid and can make his own decisions, his own wishes must be respected,
00:20:22and the right to decide still lies in his own hands.
00:20:30to protect the rights and interests of the elderly in their later years, designated guardianship breaks
00:20:34the blood ties for elderly people who live alone, have no family, and have no one to rely on.
00:20:51"I've never heard of designated guardianship." This is a common response from elderly people
00:20:54interviewed by reporters. A deeper misunderstanding is that many elderly people equate
00:20:58designated guardianship with transferring property,
00:21:02worrying that signing the agreement means handing over their house and savings.
00:21:06In fact, designated guardianship solves the problem of who makes decisions for you,
00:21:10not who owns the property.
00:21:11。
00:21:14We help him choose a nursing home, and help him choose a caregiver.
00:21:17。
00:21:26Not knowing who to entrust with is the most common pain point in actual operation. Some elderly people living alone feel
00:21:30that there is no suitable person to designate, while elderly people with children worry
00:21:34that their children will be upset if an outsider is designated,
00:21:38and the number of professional social organizations and professional guardians capable of performing their duties is small and unevenly
00:21:41distributed. Experts say that the implementing body of China's designated guardianship system
00:21:45is too singular, and there is a need to activate social forces to participate in its
00:21:49implementation.
00:22:35The Putuo Notary Office in Shanghai has created a three-way property separation model: small daily expenses are independently managed by the ward, medical guarantee funds are managed by the guardianship organization
00:22:39for specific purposes, and large amounts of funds are supervised and disbursed through notarized deposit.
00:22:43Disbursements need to be approved by a notary office. Guardians are required to submit
00:22:46performance reports to the notary office every quarter.
00:23:44effectively alleviating the problem of tight funding in underdeveloped rural areas. Today, the first batch of exhibits for the ninth China International Import Expo has smoothly entered and cleared customs under the supervision of Shanghai Customs.
00:23:48The first batch of exhibits.
00:24:11On the same day, Houthi forces claimed that Saudi warplanes launched airstrikes on multiple locations in Yemen in the past 24 hours. According to the Saudi Arabian Civil Aviation Authority and a statement issued by the Saudi-led multinational coalition,
00:24:15King Khalid International Airport in the Saudi capital Riyadh
00:24:19was attacked again on the 11th, killing one person
00:24:23and injuring 11 people. King Fahd International Airport in the eastern city of Dammam
00:24:26was also attacked again on the same day. The Saudi-led multinational coalition
00:24:30announced on the 12th that it intercepted and destroyed a ballistic missile launched by Yemen's Houthi forces
00:24:34towards Khamis Mushait in southwestern Saudi Arabia.
00:24:38Yemen's Houthi forces issued a statement earlier on the same day, saying
00:24:41that in the past 24 hours, the organization used missiles and drones
00:24:45to carry out four military operations against airports and energy facilities
00:24:49in Saudi Arabia. The targets included King Khalid International Airport, King Fahd International Airport,
00:24:53and two facilities of Saudi Aramco. Houthi forces also attacked
00:24:56Saudi troop concentrations in Lahj province in southern Yemen.
00:25:00The statement said that in the past 24 hours,
00:25:04Saudi warplanes launched 124 airstrikes on Yemen's capital Sana'a and several provinces.
00:25:08The Houthi forces stated that their military operations
00:25:12were a response to Saudi Arabia's increased airstrikes. After King Khalid International Airport
00:25:16in Saudi Arabia was attacked on the 10th, the Saudi Civil Aviation Authority announced
00:25:19the suspension of operations at the airport. On the 12th, the Saudi Civil Aviation Authority announced
00:25:23through social media that it would continue to suspend operations at King Khalid International Airport
00:25:27in order to coordinate with relevant departments to complete the necessary inspection
00:25:31of the safety status of airport facilities and operational readiness. In addition, according to Iranian media reports,
00:25:35Iranian Foreign Minister Araghchi stated on the 11th during a phone call with
00:25:38Saudi Foreign Minister Faisal that Iran is willing to provide all necessary assistance
00:25:42to facilitate dialogue between Saudi Arabia and Houthi forces.
00:25:53Rezaei, Secretary of Iran's Supreme National Security Council, stated on the 11th
00:25:57that the United States has responded to Iran's previously proposed seven conditions
00:26:01and agreed to them.
00:26:13However, the US must clarify some ambiguities to dispel Iran's doubts. The current situation is still unclear. Iran's previously proposed seven conditions to the United States through mediator Qatar include the US ending
00:26:17all hostilities against Iran, unfreezing frozen Iranian assets,
00:26:21and ending the maritime blockade, etc. In addition, Iran's Islamic
00:26:25Revolutionary Guard Corps announced on the 11th footage of a tanker
00:26:28hitting a mine in the Strait of Hormuz and catching fire and exploding.
00:26:32The Revolutionary Guard Corps stated that this was the third tanker since the 10th
00:26:36to hit a mine and catch fire in the Strait while sailing without authorization.
00:27:06The latest report points out that for a tanker that departed from Saudi Arabia in September and headed to the Netherlands, the converted freight cost was equivalent to 35 US dollars
00:27:10per ton of crude oil, exceeding one-third of the crude oil price,
00:27:14while the average cost per ton of crude oil for the same route last year
00:27:18was only two US dollars. By October, tanker freight rates
00:27:22remained high. Bloomberg reported on the 9th
00:27:26that some shipping economists pointed out that even after adjusting for inflation,
00:27:29current freight rates are still the highest since the 1960s.
00:27:42Affected by the conflict, the risk of transit through the Strait of Hormuz has increased, and a large number of shipowners have chosen to detour,
00:27:46leading to a significant reduction in global effective shipping capacity.
00:27:50幅 压 缩 。
00:27:53US President Trump said on social media on the 11th that Russia and Ukraine have both agreed to an energy ceasefire,
00:27:56which means they are entering a ceasefire state. He also
00:28:00warned against breaking this ceasefire promise.
00:28:04Now, in the US, because of the energy prices, especially the sharp increase in the prices of
00:28:08gasoline and diesel,
00:28:12。
00:28:14There is strong dissatisfaction with the high prices. So Trump is now using this method
00:28:18to ask Russia and Ukraine to implement a ceasefire
00:28:22in the energy sector.
00:28:24。
00:28:28And reached an agreement with Russia, asking Russia to supply the United States.
00:29:32Meng will also bring more heavy rainfall.
