00:02:25points from the previous month. Among the nine sub-indices , the total business volume index,
00:02:28and the rural business volume index.
00:03:07ended five consecutive months of decline . The western and northeastern regions
00:03:11saw larger increases, rising by 3.4 points and 1.3
00:03:14points, respectively. The total business volume index reached
00:03:18129.1 points, and the rural business volume index rose
00:03:21simultaneously. Both indices hit new highs for the year, and supply-side
00:03:25service capabilities improved simultaneously. Business recovery activated idle

00:03:34and human resources, the personnel index, and the occupancy rate index rose simultaneously, while the cost index fell by 0.4 points, and the industry's operating pressure was somewhat
00:03:38alleviated. E-commerce logistics in September showed the characteristic of simultaneous
00:03:42improvement in supply and demand. The urban market and rural market
00:03:45both reached new highs for the year in business volume.
00:03:49On the supply side, delivery efficiency continued to optimize, and enterprise logistics

00:09:12Yesterday, after the renovation, Huanggang Port officially opened for operation
00:09:16. The new Huanggang Port is the only 24-hour customs clearance port
00:09:20between Shenzhen and Hong Kong. How was the port's operation on the first day after its opening? Let's
00:09:23watch the report from the central station reporter last night from the scene
00:09:26. We are now on the fifth floor of the Shenzhen Port
00:09:30Immigration Hall. Behind this row of intelligent gates is the Hong Kong
00:09:34area. We can now see through the camera that tourists from Hong Kong
00:09:38are passing through these intelligent gates to enter
00:09:41Shenzhen. Since 6:30 in the morning when this port officially
00:09:45opened for operation , our feeling here is that
00:09:49the overall passenger flow is operating very smoothly, and the entire port is
00:09:53also very smooth. At 18:00,
00:09:56according to the Shenzhen Border Control Station, there is such
00:10:00a number: 58,000 people have entered

00:10:18actually shows that the number of people and vehicles entering and exiting is basically balanced, but
00:10:22the number of people and vehicles entering Shenzhen.
00:10:47There was no congestion at all, which also has to do with the fact that the entire port has

00:17:49vehicles and equipment to rush to the front line to control
00:17:53the fire. As of 16:00 on the 12th, through
00:17:56satellite monitoring , 1271 fires
00:18:00were detected . There are still
00:18:03scattered fire points within 50 kilometers of the border of Inner Mongolia. The fire

00:20:16Administration yesterday that since 2021 , China has officially established five national
00:20:20parks: Sanjiangyuan, Giant Panda, Northeast Tiger and Leopard, Hainan Tropical Rainforest, and Wuyishan.
00:20:24The construction of the first batch of national parks has achieved fruitful results.
00:20:28A national park system with Chinese characteristics has been basically established. The quality of key
00:20:32natural ecosystems has continued to improve, and the number of flagship
00:20:36species populations has steadily increased.
00:20:50is the Northeast Tiger and Leopard Sky-Ground Integrated Monitoring Platform. It records in real time
00:20:53the animal tracks within the 10,000 square kilometer range of the national park,
00:20:57especially the presence of Northeast Tigers and Northeast Leopards. This little
00:21:01tiger on the screen, with its big head and round eyes, greeted the camera
00:21:05and even made a playful face . This one is even fiercer, hiding behind
00:21:09a tree and sticking out its head, with its tongue out, as if playing
00:21:12hide-and-seek with us. The monitoring platform also records more such little tigers
00:21:16growing into big ones . Northeast Tiger and Leopard National
00:21:23The first task is to protect and restore the wild Northeast Tiger and Northeast Leopard populations. In 2021, the numbers of Northeast Tigers and Northeast
00:21:26Leopards were 27 and 42 respectively. The current numbers
00:21:30have increased to 72 and 115 respectively. In Hainan Tropical
00:21:34Rainforest National Park, Bawangling section , staff not only built
00:21:38rope bridges in and around the gibbon habitat, but also planted
00:21:41various fruit trees that gibbons eat
00:21:45according to their activity range
00:21:46.
00:22:05While the populations of flagship species continue to grow, a complete ecosystem is accelerating its recovery. The water retention capacity of Sanjiangyuan National Park has significantly increased.
00:22:08An average of 80 billion cubic meters of high-quality water is supplied downstream annually.
00:22:12The source of the Yellow River, Maduo County, has seen the ecological beauty
00:22:16of thousands of lakes reappear. Data shows that
00:22:20the excellent rate of ecological benefit assessment indicators for the first batch of national parks
00:22:24reached 75%. Core ecological service functions such as
00:22:27water source conservation, carbon sequestration , and soil and water retention have been effectively
00:22:31improved. The quality of ecosystems and the number of flagship species have achieved
00:22:35dual improvement, thanks to the overall upgrading of protection methods
00:22:38. In Wuyishan National Park , staff use various
00:22:42technological equipment such as forest growth monitoring terminals to monitor wild
00:22:46animals and plants, ecosystems, and natural and cultural heritage.
00:23:20There are 10,792 vocational schools nationwide,
00:23:23with 33,559,600 students enrolled.
00:23:26China has built the world's largest and highest-quality modern
00:23:30vocational education system, and vocational education majors basically cover all
00:23:34fields of the national economy .
00:23:37According to reports, as of the end of 2025 , there were 9,151 secondary
00:23:41vocational schools and 1,554
00:23:44higher vocational colleges nationwide.
00:23:47Currently, there are a total of vocational undergraduate schools.
00:24:20In terms of industry-education integration, the Ministry of Education and 14 provinces
00:24:23jointly carried out the construction of a modern vocational education system pilot program,
00:24:27establishing 34 national city-level industry-education integration consortia and seven national
00:24:31industry-education integration communities , forming a new model
00:24:35for the integrated development of vocational education and industry-education integration
00:24:39. The relevant person in charge of the Ministry of
00:24:42Education introduced that during the 14th Five-Year Plan period, national vocational
00:24:45education funding increased by 23.3%
00:24:48to 7500.
00:24:50Invested in the bureau
00:24:56Public goods are more complete, and there are more funding bodies so that no child is left behind due to difficulties.
00:25:05In recent years, secondary vocational education provides opportunities for about 5 million middle school students and 6 million higher education students each year.
00:25:33These days, the Central Committee of the Communist Youth League and the National Young Pioneers Committee have launched the theme activity of "Holding High the Banner, Following the Party,
00:25:37Young Pioneers Striving for a New Long March" in various places.
00:25:39In Beijing, representatives of young pioneers presented flower baskets to revolutionary heroes
00:25:43, inheriting the spirit of patriotism . At the initiation ceremony
00:25:47,
00:26:21In retrospect, the spirit of the Great Long March is glorious. In Guangxi, Hubei
00:26:25, Henan, Heilongjiang and other places, children participated in activities such as
00:26:29Long March knowledge quizzes and red children's drama performances , demonstrating
00:26:33the firm belief of young people in the new era to strengthen the country with me. After hearing
00:26:36many stories about the Long March, I truly understood that today's happy life is hard-won
00:26:40. As a young pioneer, I will continue to inherit the red
00:26:44gene, study hard, and achieve good results
00:26:48in this new era's Long March . On the evening of October 13, the
00:26:52Central Committee of the Communist Youth League and the National Young Pioneers Committee will also launch a live
00:26:56online theme activity of "Holding High the Banner, Following the Party, Young Pioneers Striving for a New Long March"
00:27:00to guide the broad youth.
00:27:17You are watching Zhao Wen Tian Xia.
00:27:31Let people rule wisely.
00:30:02mobile phones, and ordinary-looking storage boxes, also have a surprising interior when opened
00:30:06. Reporters searched for related keywords on multiple e-commerce platforms and found that these so-called
00:30:10phone-hiding artifacts are available in a wide variety of categories, from water cups,
00:30:14needle books, alarm clocks to desk lamps, fan boxes, and paper boxes,
00:30:17all of which are common items in students' daily lives, and prices range from tens
00:30:21to hundreds of yuan. In the product description, anti-metal detection,
00:30:25double hidden compartments, anti-surprise inspections, and lockable features
00:30:29are the main selling points. Platform data shows that some products have accumulated,
00:31:03in principle, we are not allowed to bring them. Even if you bring them, you have
00:31:06to put them in a unified storage cabinet and take them out when you need
00:31:10them. Because mobile phones really have a great impact on our students.
00:31:14For example, for boarding students, they often use their mobile phones at night,
00:31:17and their sleep will be affected. The next day they will easily feel sleepy in class,
00:31:21which also affects their health. So we don't allow mobile phones to be brought into the
00:31:25dormitory. Our dormitory will also have detectors to check.
00:31:29Once a student is found with a mobile phone, we usually call the parents
00:31:33and suspend them for a week .
00:31:35Aiming at the so-called business opportunities, some unscrupulous
00:31:39businesses have also done their homework on the possible inspection methods of schools. Let's continue
00:31:43to look at the reporter's report.
00:31:47The reporter then found that these products mostly claimed to be metal-detecting
00:31:50proof. The other party introduced that this product is made of metal, and its appearance
00:31:54is similar to an ordinary metal water cup . In fact, the interior is divided
00:31:58into two parts. The upper part can still hold water normally, and by twisting the bottom
00:32:02, a hidden compartment for storing a mobile phone can be seen. As for the main
00:32:06selling point of anti-metal detection, the merchant explained that anti-metal detection does not
00:32:10mean that the detector cannot detect metal , but rather uses the metal components
00:32:14of the water cup itself to try to make the inspectors attribute the alarm
00:32:17sound to the cup, thus getting away with it. Another merchant selling
00:32:21alarm clocks sent the reporter a demonstration video. In the video, two
00:32:25alarm clocks have completely identical appearances. One has no phone inside, while
00:32:29the other has a phone hidden inside. When tested with a metal detector, both
00:32:32make a sound . On one side, schools are constantly strengthening
00:32:36management to prevent students from being addicted to mobile phones, while on the other side, unscrupulous businesses design
00:32:39and promote hidden tools to evade school inspections and promote
00:32:43them as a way to circumvent management. Does this involve illegal
00:32:47and irregular issues? What responsibility should e-commerce platforms bear? Let's hear what
00:32:51experts have to say. To
00:32:53protect students' eyesight, allow students to study attentively at school, prevent
00:32:57addiction to the Internet and games, and promote students' physical and mental health.
00:33:01The Ministry of Education previously issued a notice on strengthening mobile phone management
00:33:05in primary and secondary schools, clearly stating that primary and secondary school students
00:33:09are not allowed to bring personal mobile phones into campus in principle. If there is a need,
00:33:12permission must be obtained from parents and an application must be submitted. After entering school, education is provided.
00:33:32Or, to put it another way, it is a tool for adults to violate laws and regulations and bring mobile phones into the classroom.
00:33:36So, from this perspective, the mobile phone disguise artifact itself
00:33:40is an illegal and non-compliant product. Therefore, according to the Law
00:33:44on the Protection of Minors, the E-commerce Law, and other relevant regulations,
00:33:48anyone who discovers any harmful products or services for minors
00:33:51has the right to report it. Platforms should promptly take necessary
00:33:55measures to remove products, and platforms should also fulfill their primary
00:33:59responsibility to regularly clean up repeat offenders of illegal
00:34:02and non-compliant merchants
00:34:05. Addiction to mobile phones damages eyesight and distracts
00:34:09attention. The so-called artifacts are actually just tools for cheating. The
00:34:12root cause is the greed of businesses.
00:34:45Recently, a 56-year-old woman in Chengdu, Sichuan, sought medical
00:34:49attention due to recurrent upper abdominal pain. She was diagnosed with cholelithiasis
00:34:52and acute cholecystitis, and transferred to West China Hospital of Sichuan
00:34:56University. Cholelithiasis is a common disease in hepatobiliary surgery. Most patients
00:35:00have only a few to a dozen gallstones, or muddy
00:35:04or filled gallstones . However, the patient's ultrasound
00:35:07and CT showed that the gallstones almost completely filled the gallbladder, leaving very
00:35:11little bile. During the subsequent surgery, the doctor actually removed
00:36:57Faced with the different descriptions in the imaging report, the patient's most concern
00:37:01was whether she needed surgery . Experts say the key is to see
00:37:05what state the gallbladder is currently in. When we check up, we encounter this kind of incidental finding
00:37:09. If the patient has no symptoms , then at this time, it may be mainly
00:37:13follow-up observation, such as an annual check-up . If the patient develops
00:37:17some symptoms, if we find purulent bile in the gallbladder
00:37:21, and at the same time, the gallbladder wall is thick, this patient may
00:37:25need to undergo some anti-inflammatory treatment. When the doctor suggested.
00:40:46Yahya Sarea, spokesman for the Houthi armed forces in Yemen, said on the 12th that the Houthi armed forces used a ballistic missile to attack King
00:40:49Khalid International Airport in Riyadh, and also used a drone
00:40:53to attack the Air Force Base in Khamis Mushait, southwestern Saudi Arabia.
00:41:07In addition, according to a report from AFP on the 12th, sources said that the Houthi armed forces have intensified their siege of Taiz.
00:41:15Taiz is Yemen's third largest city. The report said that fierce fighting continues in Taiz as the Saudi-led coalition air strikes continue.
00:41:25The Houthi armed forces also released a statement that day
00:41:41Turki al-Maliki, spokesman for the Saudi -led coalition, said on social media
00:41:45on the evening of the 12th that the coalition had intercepted and destroyed two
00:41:49ballistic missiles fired by the Houthi armed forces towards Khamis Mushait
00:41:53in southwestern Saudi Arabia . According to
00:41:56an AFP report, a member of the Houthi armed forces' political bureau,
00:42:00Mohammed al-Bukhaiti, said in an interview on the 12th that if the United States
00:42:04participated in the aggression against Yemen , the Houthi armed forces would respond
00:42:08quickly and painfully
00:42:39. Iran is working hard to bring all parties
00:42:43together to resolve the conflict between Saudi Arabia and the Houthi rebels in Yemen.
00:42:47Baghaei said that Iran is deeply concerned about the events unfolding in the Arabian Peninsula.
00:42:51Iran believes that the continued escalation of regional tensions will only
00:42:55benefit Israel. Iran does not want to see Saudi Arabia and the Houthi
00:42:59rebels in Yemen continue to fight, and is willing to do everything possible to facilitate
00:43:03a resolution of differences through dialogue. Our position
00:43:05is clear.
00:43:07The issue of Yemen should have been resolved a long
00:43:11time ago through the agreement reached between Yemen and Saudi Arabia.
00:43:14As you know, a roadmap was agreed
00:43:18upon between Yemen and Saudi Arabia, and we had also
00:43:21emphasized
00:43:24that we support the implementation of whatever you
00:43:27have agreed upon among yourselves.
00:43:30Well, this did not happen. We have repeatedly
00:43:33announced our readiness to
00:43:37use our good offices to help
00:43:40facilitate dialogue between the parties. We believe
00:43:44that the continuation and escalation of tensions
00:43:48will only benefit
00:43:50the Zionist
00:43:52regime in the region. The United States has imposed a series of sanctions on Iran, affecting people's use of civil aviation and other human rights. The US sanctions against Iran have had a negative impact on the country. Ali Bagheri Kani pointed out that Iran had previously
00:44:10proposed a seven-day plan to reopen the Strait of Hormuz, and demanded
00:44:14that the United States must meet Iran's demands to lift the naval blockade, stop all
00:44:18regional wars, and return Iran's frozen assets.
00:44:21Currently, Iran and the United States are still exchanging information through mediators. Iran
00:44:25is reviewing the views feedback by the United States, and will soon
00:44:29convey Iran's position to the mediators . CCTV reporter Li Jiannan, Iran,

00:47:07believes that the film tells a false, misleading,
00:47:11and biased story, which seriously damages Israel's international image
00:47:15. The documentary "Casualties of War" was released in North America
00:47:19in early October. Director Wal said in an interview on the 11th that they
00:47:40don't want these revelations to come out, they don't want
00:47:43people to listen to these soldiers, they much rather people
00:47:47only have the the spokes person's version, they think for
00:47:51for some of them, perhaps for many of... to them, it was a sense that
00:47:54um they had a responsibility to share those details, to speak
00:47:58about it in Hebrew, so the Israeli audience hears about it, but also that the
00:48:02American audience and that international audiences - hear
00:48:05about what they've done, hear about their actions.
00:48:09The Russian Ministry of Foreign Affairs website released a statement on the 12th that the Foreign Minister met with the Pakistani Minister. This is the Foreign Minister's first visit to Russia recently. Lavrov
00:49:22Russia's decision to relax sanctions on diesel.
00:49:34This agreement neither helps to lower oil product prices nor helps maintain transatlantic unity. The European
00:49:37Union's High Representative for Foreign Affairs and Security Policy, Borrell, stressed
00:49:41conflict, pressure on Russia
00:49:45must continue to be increased, not sanctions relaxed. On the same
00:49:49day, the EU Foreign Ministers' meeting also decided to expand the Russian military
00:51:22elections where the high price of diesel is costing
00:51:26him and republican candidates dearly in states
00:51:29like Iowa or Kansas that are newly
00:51:32competitive because farmers are paying costs that are
00:51:36way too high for them, those costs are a result of Trump's war
00:51:40of choice against Iran and Iran's closure of the
00:51:43straights of
00:51:44Hormus. Criticism from Republican media in Alaska said,
00:51:52The Trump administration's move shows that its policy on Russia is a failure
00:51:56. In addition, four Republican senators and three Democratic
00:52:00senators issued a joint statement on the 11th, saying that Congress
00:52:03in 2022
00:52:07prohibited the import of Russian energy to prevent US funds from flowing into Russia. They pointed out that the Trump
00:52:10administration did not consult Congress in advance, nor did it submit
00:52:14any explanation for its decision, while both procedures
00:52:18are also required by law . They urged the Trump
00:52:21administration to immediately withdraw this decision. US Treasury Secretary
00:52:25Mnuchin said in an interview with Fox News on the 11th that the Trump
00:52:29administration will implement the agreement in accordance with existing laws. Mnuchin
00:52:33believes that this.
00:53:05Economic issues are an important factor influencing the choice of midterm
00:53:08elections. With the midterm elections approaching, the Trump administration urgently needs
00:53:12to stabilize energy prices before the elections and alleviate the electoral
00:53:16pressure faced by the Republican Party.
00:53:35Secretary-General Haitham Al Ghais said on the 12th that OPEC has revised
00:53:38its forecast for global oil demand growth in 2026 from 1.4
00:53:42million barrels per day at the beginning of the year to 0.4
00:53:46million barrels per day, and expects that the previously suppressed demand will gradually
00:53:50emerge in 2027 . Ghais also said on the same
00:53:53day that by 2050 , global primary energy demand
00:53:57is expected to increase by 23% from current levels. He pointed
00:54:01out that there is a widespread problem of insufficient investment in all links of energy
00:54:05production. The related impact has already appeared in areas such as refining
00:54:07. According to French media reports on the 12th, a shooting
00:54:11incident occurred at a middle school in Aubagne, Bouches-du-Rhône, southern France,

01:02:58against Paraguay Communications and Tane Taiwan, and also against individuals involved in promoting Taiwan independence and disrupting China's internal affairs, as well as those responsible for cyberattacks and disinformation attacks on China, causing negative impacts on China. The Ministry of Foreign Affairs of the People's Republic of China
01:04:34There is only one China in the world, and Taiwan is an inalienable part
01:04:38of China's territory. The Government of the People's Republic of China is the sole
01:04:42legitimate government representing all of China. Upholding the One China
01:04:46principle, opposing Taiwan independence and separatism, and supporting China's
01:04:50reunification is the will of the international community and the trend of the times.
01:04:53Lai Ching-te's so-called democracy cannot conceal the essence
01:04:57and truth of his Taiwan independence and separatism.
01:05:00Taiwan's return to China is an important part of the victory
01:05:04of World War II and the post-war international order. The true status
01:05:07quo of the Taiwan Strait is that both sides of the Strait
01:05:11belong to one China. No matter what Lai Ching-te says
01:05:15or does, it cannot change the historical and legal fact that Taiwan belongs
01:05:19to China, nor can it change the doomed failure of Taiwan
01:05:22independence, nor can it stop China's
01:05:26eventual reunification and the great cause of reunification.

01:08:20disputes under the WTO framework and demand trade compensation.

01:16:14The UAE subsequently withdrew its troops from Yemen, which means that the cooperation between Saudi Arabia and the UAE
01:16:18on the Yemeni civil war has broken down. In addition, the regional situation has worsened, and the Houthis'
01:16:22re-escalation of operations has exceeded Saudi Arabia's expectations.
01:16:25Previously, Saudi Arabia and the Houthi armed forces maintained a relatively stable
01:16:29state. However, with the external influence of the war, the fragile
01:16:33balance between the two sides has been impacted. As the Yemeni Houthi armed forces have intensified their attacks on
01:16:37Saudi Arabia recently, Saudi air defense interceptor missiles have been depleted.
01:16:41Saudi Arabia has begun to seek assistance from countries in the Middle East and Western allies, but its important
01:16:44ally, the United States, has no strong desire to intervene, which has increased
01:16:48Saudi Arabia's defense pressure. For several
01:16:51consecutive days, Houthi armed forces have launched attacks on Saudi airports
01:16:55and energy facilities, causing casualties. Affected by the attacks, King Khalid International Airport
01:16:59in Riyadh, the capital of Saudi Arabia, has temporarily suspended operations. So, how important
01:17:03is King Khalid International Airport to Saudi Arabia? What kind of impact will
01:17:07the airport's temporary closure have on Saudi Arabia? Let's hear the analysis
01:17:10from Li Shaoxian, Dean of the China-Arab States Research Institute at Ningxia University.
01:17:14Riyadh's
01:17:18King Khalid International Airport is one of Saudi Arabia's most
01:17:22important airports. This airport is also.
01:18:07affecting a series of major international
01:18:10conferences in the Arab world. On the 11th, the Arab World Petroleum Congress was held in Riyadh.
01:18:14Due to the attack on this international airport, many
01:18:18senior officials from major oil companies attending the World Petroleum Congress
01:18:21have changed to online participation
01:18:25and will not go to the site, so the impact is serious. Then, by the end of this month,
01:18:29Saudi Arabia will also have the Desert Davos. This is
01:18:32one of Saudi Arabia's most important investment promotion events,
01:18:36an international conference. Then, in November,
01:18:40there will also be the United Nations' World Data Forum, etc.
01:18:44At the end of the year, there will also be a series of events, including Asia's
01:18:47sporting events, etc.
01:18:56affected Saudi Arabia's political reputation, including a series
01:18:59of arrangements related to the development
01:19:02of GCC countries' 2030 Vision, etc.

01:19:08On the 12th, the spokesperson for the Iranian Ministry of Foreign Affairs held a press conference on Iran-US relations
01:19:11and regional issues. Bagheri stressed that Iran and the United States
01:19:15are continuing to exchange information through mediation.
01:19:19Speaking on the Yemeni issue, Bagheri stated that Iran is willing to work
01:19:23to facilitate a resolution of differences
01:19:30in Yemen, Bagheri stated that Iran is deeply concerned about the events
01:19:34taking place on the Arabian Peninsula. Iran believes that regional tensions.
01:20:02You know that a roadmap was agreed upon between Yemen
01:20:05and Saudi Arabia, and we also
01:20:08emphasized that we would support whatever was agreed upon
01:20:12between you and its implementation.
01:20:14Well, this didn't happen. We have repeatedly
01:20:18expressed our readiness to
01:20:22use our good offices to help
01:20:25with dialogue between the parties. We believe
01:20:28that the continuation and escalation
01:20:31of tension will only lead to exploitation.

01:21:11Iran is reviewing the views feedback by the US. After the review, Iran's position
01:21:14will be conveyed to the mediator as soon as possible. CCTV reporter Li Jiannan, from Tehran, Iran.
01:21:18The Russian Ministry of Foreign Affairs website announced on the 12th
01:21:22that Russian Foreign Minister Lavrov met with visiting Lebanese Foreign Minister Yusuf Raja
01:21:26in Moscow on the same day. This is the first time the Lebanese Foreign Minister has visited Moscow in nearly five
01:21:30years. Lavrov reiterated that Russia supports maintaining Lebanon's sovereignty and
01:21:34territorial integrity. The announcement said that Lebanon is facing a serious crisis
01:21:37caused by military conflict and escalating tensions, with nearly a million
01:21:41Lebanese affected, and the humanitarian situation remains tense. Lavrov said
01:21:45that Russia and Lebanon have traditionally friendly bilateral relations, and Russia is willing
01:21:49to continue to send humanitarian supplies to Lebanon.
01:21:53Israel, the United States, and Lebanon announced on June 26th that
01:21:56they had reached a framework agreement after negotiations in Washington. According to the
01:22:00agreement, Israeli forces will withdraw from parts of southern Lebanon, and the Lebanese
01:22:04army will take over local security matters. But these.
01:22:41At a press conference held on the 12th, Russian Presidential Spokesperson
01:22:45Peskov said that contacts regarding the energy ceasefire
01:22:49are still ongoing, and Russia has no information to release yet.
01:22:52In response to Zelensky's remarks that if Russia agrees to a 60-day ceasefire,
01:22:56Ukraine will hold elections, Peskov said that Russia
01:23:00has stated on different occasions that Russia does not need a ceasefire,
01:23:04but lasting peace.
01:23:08Russia will do its best to achieve this goal. However,
01:23:12Russia believes that Kyiv does not actually want to hold elections, but needs
01:23:16a 60-day ceasefire to gather strength and continue the conflict. He reminded
01:23:20that Russia had publicly stated that it would immediately resume peace talks
01:23:23after the Russian State Duma elections, but Ukraine launched an unprecedented
01:23:27intensive attack on Moscow, and also tried to disrupt the elections.
01:23:31If Ukraine truly wants to hold elections, then President Putin
01:23:34will issue an order that on election day, only on election day,
01:23:38Ukraine will not be attacked. Ukrainian President Zelensky
01:23:41stated on the 12th, after hearing the report from the Ukrainian negotiating delegation,
01:23:45that Ukraine supports US President Trump's proposed energy ceasefire.
01:23:49But he.
01:24:10If these attacks are Russia's response to the US's ceasefire proposal, then Russia has once again
01:24:14missed the opportunity to promote the peace process. He emphasized that whether the situation can
01:24:18ease depends largely on.
01:26:50easing sanctions on Russia may weaken support for Ukraine.
01:26:53When short-term energy demand conflicts with long-term strategic
01:26:57goals, whether Europe and the US can coordinate their positions and maintain
01:27:01a common policy will continue to test transatlantic
01:27:05relations between Europe and the US. CCTV reporter Bu Luya reports.
01:27:07。
01:27:10On the 12th local time, the Russian Permanent Representation to the European Union stated,
01:27:14regarding the latest EU sanctions against Russia, that Russia does not recognize such unilateral
01:27:17coercive measures that bypass the UN Charter. It believes they are illegal and
01:27:21baseless. The EU's attempt to change Russia's foreign policy through sanctions pressure
01:27:25is doomed to fail. The EU's hostile actions will be met with an appropriate
01:27:29response from Russia. The EU member states' foreign ministers passed a list of approximately
01:27:331600 sanctions against the Russian military industry
01:27:36on the 12th.
01:27:38。
01:29:47yesterday from a press conference held by the Ministry of Education that the Ministry of Education will launch and implement
01:29:51the "Vocational Education to Boost Service Industry Capacity Expansion and Quality Improvement Work Plan".
01:29:55Priority will be given to selecting industries with large production capacity, strong development momentum,
01:29:58significant pulling effect on economic growth, and urgent demand for skilled personnel.
01:30:53According to reports, in the first phase, 20 new specialties will be added, 36 specialties will be upgraded and transformed, 127 new courses will be developed, and 116 types of digital textbooks will be compiled.
01:30:5768 projects, school-enterprise joint construction
01:31:00of industry-education integration practice.
01:32:32cooperation projects, and a number of vocational education outbound brands such as the Modern Industrial College and the Silk Road College
01:32:36have emerged, providing solid skilled talent support
01:32:40for international production capacity cooperation and Chinese enterprises going global.
01:32:44Currently,
01:32:46the population aged 60 and above in China exceeds 320 million, and the number of elderly people
01:32:50with disabilities is about 35 million. Some things are unattended, becoming
01:32:54a practical problem faced by some elderly people, such as who will sign for surgery, and
01:32:57who will take care of daily life. Article 33 of the Civil Code stipulates.
01:33:01定 。
01:33:13So what is a designated guardianship? A designated guardianship refers to an adult with full civil capacity who can designate their guardian in writing
01:33:17in advance, and when they lose or
01:33:20partially lose their civil capacity, the guardian will perform
01:33:24guardianship duties.
01:33:27。
01:33:31Let's continue.
01:33:33In September this year, Mr. Meng, who is over 70 years old, came to the Putuo Public Notary Office in Shanghai
01:33:37to apply for a designated guardianship notary. Many years ago, after Mr. Meng's
01:33:41divorce, his son lived with his ex-wife. Father and son.
01:34:16During the notarization process, the staff carefully considered the hidden risks
01:34:20and worked with Mr. Meng and his old friend's family to clarify
01:34:23the guardianship responsibilities of each party. To ensure that both parties understood the meaning
01:34:27of signing the designated guardianship notarization document, the staff also specifically allowed
01:34:31a cooling-off period for both parties. If you feel that the basis of trust is gone, or
01:34:35that trust suddenly disappears after the notarization document is completed,
01:34:39then you can terminate it. This is the advantage of this system. After
01:34:43multiple rounds of meticulous review and verification,
01:36:47the elderly feel that there is no suitable person to designate, while the elderly with children worry about whether their children will make trouble
01:36:50if they designate an outsider. In addition, the number of social organizations and professional guardians
01:36:54capable of professionally fulfilling their duties is small and unevenly distributed. Experts
01:36:58say that the implementing entities of China's designated guardianship system are relatively singular, meaning there is a need to
01:37:02activate social forces to participate. The more common difficulty in implementation
01:37:06is that hospitals, banks, and nursing homes have varying degrees
01:37:09of recognition for designated guardianship notarial documents. Therefore, they will
01:37:13face the awkward situation of having notarized documents that are ineffective.
01:37:17From a regulatory perspective,
01:37:20the elderly often lose the ability to defend their rights independently. If the guardian is negligent
01:37:23in care, improperly performs duties, or even misuses property, who will discover
01:37:27and hold them accountable? We also need to consider that
01:37:30。
01:37:33it is very likely that the ward has already lost their capacity. Right?
01:37:35。
01:37:41Today, various places are coming up with new ideas. Shanghai is a difficult city, but we can still see progress in some places. From feasible to credible, collectible, and sustainable. What is most needed now is to fill the institutional gaps.
01:38:29How to harmonize government, public institutions, social communities, and families across all levels of the guarantee system.
01:38:36Let's listen to the interpretation from a professor at Peking University's School of Management.
01:38:43Designated guardianship is a
01:38:57very critical issue. The key is that in this process, it involves
01:39:01many departments, and there are many procedures and certifications
01:39:05that need to be handled. So for many elderly people, especially those with disabilities,
01:39:09who have limited mobility, how to make it easier for them to handle
01:39:13these procedures is very crucial. For example, in the field of government
01:39:17services, we are promoting efficient handling of one matter, including
01:39:21some matters concerning the care of elderly people, handled at once,
01:39:25and also matters after death. These aspects of progress are relatively good.
01:39:28So in such a designated guardianship field, whether we can
01:39:32implement the efficient handling of one matter scenario is very
01:39:36important. Moreover, in this process, we need to pay special attention to
01:39:40how relevant data is shared. How do we form
01:39:44a data sharing mechanism between various departments and organizations to ensure
01:39:48that the data is true and updated? In this way, it can
01:39:51truly represent and reflect the true wishes of the elderly. Designated guardianship
01:39:55allows the elderly to choose.
01:40:08This is a entrusted agency relationship, and it also requires the introduction of third-party forces to strengthen supervision while the elderly are supervised. This is actually equivalent to re-insuring insurance, avoiding insurance failure. At the same time, it can also designate social
01:40:12organizations or social service agencies to regularly monitor
01:40:16the performance of duties by designated guardians, especially in terms of financial
01:40:20expenditure constraints and care quality evaluation, clarifying relevant
01:40:24responsibilities.
01:40:37Yesterday, the 2026 Beijing Urban Governance Reform Forum, jointly organized by the Chinese Academy of Social Sciences, China Media Group, and the Beijing Municipal Committee and Municipal Government, opened in Beijing. The annual theme of this forum

01:41:31urban governance reform from experience summary to theoretical
01:41:35interpretation, from China's practice to international comparison, providing
01:41:39practical experience and theoretical support for global urban governance.
01:41:42At the main forum, experts and scholars from various countries delivered keynote
01:41:46speeches. Chinese and foreign guests discussed the modernization of urban governance,
01:41:50exchanged cutting-edge ideas, learned from each other, and jointly explored development paths.
01:41:53Since 2019, Beijing has focused on the 12345 Citizen's Hotline.
01:42:10a new path for the modernization of mega-city governance driven by citizen demands. In more than 7 years, about 200 million
01:42:14demands have been handled, with a resolution rate and satisfaction rate both exceeding
01:42:1897%.
01:42:21To strengthen international exchanges and cooperation in the field of urban governance, the Urban Governance Reform Forum
01:42:25was held.

01:44:55Sun Lei, China's Deputy Permanent Representative to the United Nations, stated that the signing of the final peace agreement ten years ago ended Colombia's half-century-long civil war and
01:44:59established a model for resolving conflicts through dialogue.

01:49:22And the south will be continuously high due to the strong control
01:49:25of the second-generation high pressure. The temperature difference between the north and south of our country
01:49:29will be further widened. Let's look at the cities. Harbin's highest temperature yesterday
01:49:33was still 20.2 degrees, but by tomorrow, it will drop to just over 10
01:49:37degrees. And Guangzhou, the highest temperature is expected to be close to 35
01:49:40degrees in the next few days. Plus the relatively high relative
01:49:44humidity, the sensible temperature will reach the high temperature line. Such heat
01:49:48is very rare for the local area, and it also reminds.
01:50:23relatively larger.
01:50:57Zhangjiajie and other places will have rain almost every day in the next few days, especially in some areas of Chongqing, Guizhou, Hubei, Hunan, and Jiangxi. The intensity of rainfall is rare for the same period. We need to be vigilant
01:51:01about a series of secondary disasters that may be triggered
01:51:14Pacific Ocean waters near the equator continue to warm abnormally. Recently, the World Meteorological Organization
01:51:18released the latest global seasonal climate report. It is predicted
01:51:21that from October to December this year, the average sea surface temperature in the Nino 3.4 region,
01:51:25which reflects the intensity of El Niño, will be 3.7 degrees higher than
01:51:29normal, and will peak around December. So, what kind of impact will El Niño
01:51:32have on our country?
01:51:41movement and water vapor transport, causing increased rainfall in some
01:51:45parts of China, while other areas may experience drought. Some areas
01:51:48in the south need to be vigilant about concentrated rainfall and rapid river
01:52:24In the early stage, there was prolonged drought and the soil remained dry. Then, it encountered multiple rounds of heavy rainfall. This rapid conversion from drought to
01:52:28flood will bring considerable challenges to agricultural drainage, river management, and reservoir
01:52:32dispatch. El Niño sometimes leads to short-duration
01:52:35heavy rainfall, during which the water level in a small river or mountain gully
01:52:39can rise rapidly in a short time. Therefore, we cannot just look at the overall
01:52:43rainfall across the entire province or city. From October to
01:52:47December, the water conservancy department will consider how much water has been stored, how much water
01:52:51is needed in winter and spring, and what to do if there is sudden heavy rain. These
01:52:55three things are considered together. Combined with local short-term rainfall and long-term trends,
01:52:58river flow and winter and spring water demand, reasonably arrange water storage
01:53:02to ensure sufficient water for domestic use.
01:53:06足 保 障 。
01:53:10The El Niño phenomenon has already formed and is rapidly intensifying, with a nearly 100%
01:53:14chance of continuing until February 2027. Experts remind that
01:53:18from October to December, people should pay attention to abnormal rainfall, and not neglect
01:53:21it in winter and spring.
01:53:44Although the main flood season has passed, large-scale torrential rain, floods, and waterlogging
01:53:48events may still occur. Do not relax vigilance just because it is not
01:53:52the flood season. In autumn, the fallen leaves
01:53:56block drainage channels such as rainwater inlets.
01:54:00Therefore, communities should promptly clear them. For community
01:54:04residents, further adjustments should be made to underground garages
01:54:07and underground passages in residential areas. At the same time,
01:54:11if there are nearby roads that are prone to waterlogging, after receiving warnings
01:54:15of rainfall and flooding, try to reduce unnecessary
01:54:19outings. In case of heavy rain, do not.
01:54:35River residents should pay more attention. Even if it doesn't rain at their doorstep,
01:54:39it doesn't mean that the river water will not rise. Pay attention to local river
01:54:42and reservoir water level warnings and reservoir discharge announcements. If you receive a transfer notice,
01:54:46leave immediately. Knowing the danger points, escape routes, and safe havens in advance
01:54:50is often more effective than trying to figure things out
01:54:54at the last minute.
01:54:57The El Niño phenomenon tends to cause extreme imbalance in the spatial and temporal distribution of rainfall,
01:55:01and mountainous areas are high-risk areas for such abnormal rainfall.
01:55:05Many people in mountainous areas believe that if it doesn't rain here, it means there are no
01:55:09mountain floods. Experts say this is actually a misconception.
01:55:13。
01:55:16Downstream of the river, although it is not raining,
01:55:19if there is sudden heavy rain upstream, the flood water will rush down the river channel
01:55:23rapidly. By the time you see the river water clearly rising, it will be
01:55:27too late to evacuate. Some people in mountainous areas may
01:55:31think that they have lived here for many years and nothing has ever happened.
01:56:05It's best to keep a flashlight, power bank, necessary medicines, and a sufficient
01:56:08supply of safe drinking water, and tell your family
01:56:12about important phone numbers and evacuation routes. If rural families who rely on well water
01:56:16and mountain springs find that the water volume suddenly decreases significantly,
01:56:19they should report it to the water supply unit or village. After a flood,
01:56:23do not directly drink potentially contaminated well water or mountain spring water.
01:56:27When traveling in mountainous areas, pay attention to local and upstream
01:56:31rainfall warnings. If there is a risk of heavy rainfall, do not go to mountain gullies
01:56:35and low-lying areas. After receiving a transfer notice,
01:56:38immediately evacuate as required and do not return to retrieve valuables.

02:15:05Let's look at the analysis of Li Zixin, an expert on Middle East issues
02:15:09from the China Institute of International Studies. Saudi Arabia can fight. The
02:16:25strike was chosen, and it was calculated precisely,
02:16:29meaning there is a desire to escalate, but also room for de-escalation. In the short term,
02:16:32the probability of large-scale US intervention is still relatively low. The core reason
02:16:36is that a large amount of US military resources have been invested in the war against Iran,
02:16:40and the Yemen front has consumed huge resources. Secondly,
02:16:44in 2025, the US military air-attacked more than 1,000
02:16:48targets in Yemen, but ultimately relied on Oman's mediation for a ceasefire,
02:16:52proving that air strikes are difficult to eradicate.
02:17:10Thirdly, the Trump administration attaches great importance to cost-benefit, and protecting Saudi Arabia is not a high strategic priority for the United States. In general, the United States is more likely to maintain a model of intelligence support plus limited retaliation, but will not fully intervene. The situation in Yemen will most likely continue
02:17:14the pattern of so-called low-intensity confrontation, and it is difficult to achieve substantial breakthroughs
02:17:18in the short term. Militarily, both sides have fallen into a war of attrition. The key variable
02:17:22in politics is.
02:17:42However, direct participation in the war may significantly escalate the conflict. Thirdly, whether the seller's joint defense agreement can withstand its first test. Substantive support
02:17:46from Turkey and Pakistan
02:17:50will change the current balance of power. International
02:17:54migrants.
02:18:04More than half of them are located in Taiz City, Yemen. The United Nations Office
02:18:08for the Coordination of Humanitarian Affairs also stated on the 12th that the United Nations and its humanitarian
02:18:11partners have provided emergency assistance to approximately 143,000 people,
02:18:15including food and hygiene supplies. However,
02:18:19humanitarian operations are facing increasing demands, access restrictions
02:18:23and material shortages. At present, commodity prices
02:18:27in some areas have risen sharply, and fuel shortages are becoming more severe, threatening the continuity
02:18:31of basic health and water supply services. On the 12th,
02:18:33Iranian Foreign Ministry spokesperson held a press conference
02:18:37on Iran-US relations, regional situation and other issues.
02:18:41He emphasized that Iran and the United States are continuing to exchange information
02:18:45through mediators. When talking about the Yemen issue,
02:18:48he said that Iran is willing to work to facilitate all parties
02:18:52to resolve disputes through dialogue. Regarding
02:18:55the conflict between Saudi Arabia and the Yemeni Houthi armed forces, he said that Iran
02:18:59is deeply concerned about the events happening on the Arabian Peninsula. Iran
02:19:03believes that the continued escalation of regional tensions will only benefit
02:19:07Israel. Iran does not want to see Saudi Arabia and the Yemeni Houthi armed forces continue to fight,
02:19:11and is willing to make all efforts to facilitate all parties
02:19:14to resolve disputes
02:19:15through dialogue.
02:19:19The issue of Yemen should have been resolved
02:19:22a long time ago through the agreement between Yemen
02:19:25and Saudi Arabia. You know that a roadmap
02:19:29was agreed upon between Yemen and Saudi Arabia, and we
02:19:33had emphasized
02:19:36that we would support whatever agreement
02:19:39you reached for its implementation.
02:19:42Well, this didn't happen. We have repeatedly
02:19:45expressed our readiness to
02:19:49use our good offices to help
02:19:52facilitate dialogue between the parties. We believe
02:19:56that the continuation and escalation
02:19:58of tensions will only
02:20:02benefit
02:20:04the Zionist regime in the region. Regarding the US statement that a series of civilian air navigation rights and other rights enjoyed by the people of Yemen are currently being restricted by the US, Baghae pointed out that Iran had previously proposed
02:20:25a plan to reopen the port of Hudaydah and demanded that the United States must
02:20:28lift the naval blockade, end all fighting on the regional front,
02:20:32and return Iran's frozen assets. Currently, Iran and the United States
02:20:36are still exchanging information through mediators. Iran is reviewing the views provided by the United States.
02:20:40After the review, Iran's position will be conveyed to the mediators as soon as possible.
02:20:44CCTV reporter Li Jiannan reports from Tehran, Iran. The Israeli
02:20:48government's strong reaction to the documentary "Collateral Damage" directed by an Israeli
02:20:52director. On the 11th, Israeli Prime Minister Netanyahu demanded that the military and
02:20:55prosecutors conduct a criminal investigation to identify the anonymous military personnel
02:20:59in the film and prosecute them. So, what exactly
02:21:03did the documentary talk about ?
02:21:53Chief of Staff of the Defense Forces and Director of the National Security Agency, etc., asked them to take immediate action to identify
02:21:56all personnel involved or appearing in the documentary,
02:22:00and to conduct a criminal investigation and prosecution
02:22:04for acts that harm Israel's diplomatic and security interests.
02:22:37Israeli government, the Netan government don't want um these
02:22:40revelations to come out, they don't want people to listen to these
02:22:44soldiers, they much rather uh people only have the
02:22:48the spokes person's version, I think for for some of them, perhaps
02:22:51for many of them it was a sense
02:22:55responsibility to share those details, to speak about it in
02:22:58Hebrew, so the Israeli audience hears about it, but also that the American
02:23:02audience and that international audiences um hear
02:23:05about what they've done, hear about their actions.
02:23:09US President Trump said on the 11th that the
02:23:13energy ceasefire has been reached.
02:23:31However, they also emphasized that Russia must also take corresponding reciprocal measures.
02:23:34At the press conference
02:23:36held on the 12th, Russian President's press secretary
02:23:40Peskov, referring to the energy ceasefire ceremony, said that
02:23:44relevant contacts are still ongoing, and Russia has no information to release
02:23:48for the time being. In response to Zelensky's remarks that if Russia
02:23:52agrees to a 60-day ceasefire, Ukraine will hold elections, Peskov
02:23:55said that Russia has stated on various occasions that Russia needs not a ceasefire,
02:23:59but lasting peace. Russia will do its utmost to achieve this goal.
02:24:03However, Russia believes that the Kyiv government
02:24:07actually does not want to hold elections, but needs a 60-day ceasefire to gather forces
02:24:11and continue the conflict. He reminded that Russia had publicly stated
02:24:15that it would immediately continue peace talks after the Russian State Duma elections,
02:24:18but Ukraine launched unprecedented intensive attacks on Moscow
02:24:22and also tried to disrupt the elections. If Ukraine
02:24:26really wants to hold elections, then President Putin
02:24:30will issue an order not to attack Ukraine on the election day,
02:24:33only on the election day. Ukrainian President Zelensky
02:24:37said on the 12th after hearing the report from the Ukrainian negotiation delegation
02:24:41that Ukraine supports US President Trump's proposed energy ceasefire, but he
02:24:45emphasized that Russia must also take actions on the energy ceasefire
02:24:49that are reciprocal to Ukraine. He pointed out that so far, Ukraine has not
02:24:52found Russia to be implementing the ceasefire conditions announced by the United States. Russian
02:24:56troops are still continuously attacking Ukraine's energy infrastructure,
02:25:00causing air raid alerts to be sounded multiple times a day across Ukraine. If
02:25:04these attacks are Russia's response to the US ceasefire initiative, then Russia
02:25:08has once again missed the opportunity to promote the peace process. He stressed
02:25:12that whether the situation can ease depends largely on the US stance,
02:25:16and it is necessary to continue to pressure
02:25:20On the same day, Ukrainian Foreign Minister Kuleba said that Ukraine
02:25:23is willing to implement the relevant arrangements for the energy ceasefire, but always
02:25:27adheres to the principle of reciprocity. He stressed that the ceasefire must be
02:25:31jointly observed by both Russia and Ukraine and implemented bilaterally. Ukraine
02:25:35does not accept any unilateral restrictions or.
02:26:21pressure on Russia, rather than easing sanctions. On that day, the EU Foreign Ministers' Meeting also decided
02:26:25to expand the sanctions list against the Russian military industry,
02:26:29involving about 1,600 individuals and entities. The divergence
02:26:33between Europe and the United States on Russia policy reflects the different interests
02:26:36and considerations of the two sides regarding energy supply, economic costs, and geopolitical security.
02:26:40In addition to the US-Russia oil agreement, the US recently
02:26:44announced that the Russia-Ukraine conflict has entered the energy ceasefire
02:26:48stage, but this arrangement was also questioned by the EU.
02:26:52From US-Russia energy trade to Russia-Ukraine ceasefire arrangements, the divergence
02:26:56between Europe and the United States reflects the different trade-offs between strategic goals
02:26:59and practical interests regarding Russia. The United States is trying to alleviate energy supply
02:27:03and living cost pressures, while the EU is worried that relaxing sanctions
02:27:07may weaken support for Ukraine. When short-term energy demand
02:27:11clashes with long-term strategic goals, whether Europe and the United States
02:27:15can coordinate their positions and maintain a common policy
02:27:18will continue to test the transatlantic relationship.
02:27:21On the 12th, local time, the Russian Permanent
02:27:26Mission to the European Union, regarding the latest EU sanctions against Russia, stated that Russia
02:27:30does not recognize such unilateral coercive measures that circumvent the UN Charter,
02:27:34considering them illegal and unfounded. The EU's attempt to change Russia's foreign
02:27:38policy through sanction pressure is doomed to fail. The EU's hostile actions
02:27:41will be met with an appropriate response from Russia.
