00:04:29of respective state. government for further care and reunification with their
00:04:36of families and away from that, let's talk about the house of representatives harder committee investigating
00:04:40the alleged
00:04:41of establishment and operations
00:04:43of
00:04:46of in of the presidential foreign investment promotion council is planning to meet discretely with the controversial director general
00:04:49of the council Mr Adeniia Deami, the committee chairman Yusuf
00:04:53Gagde
00:04:53a explains that Mr. Dami is currently in the custody
00:04:57of the police and he's been investigated by the anti-graft agency.
00:05:08of
00:05:14he sent his official
00:05:17at the federal government number or the agency
00:05:21number was attached to that to
00:05:24the the lexus chief so when i got to his
00:05:27office i met him in his office in federal secretariat in
00:05:31abuja so and i met lot of people very
00:05:34big treats in his office then and met even
00:05:38with lot of security officers are guiding him in the office so i
00:05:42told me that he wants to do refurbishment,
00:05:46renovations the official house assigned to
00:05:50him, the official house
00:05:53assigned to him as the DG of that
00:05:56agency, that will I be able to handle the contract the
00:05:59refurbishments and asks me to pay some
00:06:03of 400 million for the facilitation of that
00:06:07project to show my strength that if I will be able
00:06:11to hand project and at the same time that one we fast the
00:06:15mobilization for the contract, so paid the morning in
00:06:18batches, he sent official
00:06:21vehicles with the agency, proported
00:06:24agencies plague number and
00:06:28invited you to Abuja, and we came to Abuja, past
00:06:32a night, he took you to go and see the property in
00:06:35constant and ask you to pay
00:06:38money to show your capacity.
00:06:43one, does that sound right to you at that
00:06:45point?
00:06:51well, this investigation, all eyes are on it, because the big argument
00:06:55will be this guy didn't act alone, so
00:06:58we begin to hear things and everyone is waiting for the
00:07:02final high to end up, eventually, we
00:07:04are also waiting for the ICPC, which the president has given match in order 30 days to
00:07:08come forward with whatever they found out from every question they've asked, but
00:07:12Everyone is now counting down to the oshin state governorship election, however the
00:07:16state government has accused the economic and financial crimes commission
00:07:19EFCC of freezing the state test statutory
00:07:22account. governormala made this disclosure while
00:07:26addressing journalists on the development at the government house in Oshogo, describe the
00:07:30situation as a working development, waring rather development for
00:07:34democracy.
00:07:45now this morning we receive letter
00:07:48from our banker forwarding letter from
00:07:52the EFCC instructing the bank to
00:07:56freeze orsu state government
00:07:59account. this
00:08:02action was taken without any court
00:08:05order, we are supposed to be in
00:08:09democracy we are the rule of.
00:08:13must always prevail, we will
00:08:16therefore not accept any situation
00:08:20where we have we are federal agencies
00:08:23trample on the constitutional right of subnational
00:08:27governments, this is a threat to
00:08:31democracy, if we all keep
00:08:34quiet and allow this
00:08:36illegality very soon whatever is
00:08:40left over democracy. will be fully
00:08:44eroded, all I
00:08:47ask is for the EFC chairman to
00:08:51explain to the good people of Ashun state and to the
00:08:55Nigerians in general why he throws Ash state
00:08:58government account and show proof to support
00:09:02whatever reason he
00:09:04presents,
00:09:09well the state commissioner for finance, also made some
00:09:13revelations concerning the situation the accounts belonging to the state
00:09:16government, they want to
00:09:20put in proper perspective that the reelection
00:09:24of Ashus state governor is not being
00:09:27funded from the mega allocation that we use to
00:09:31maintain this class of people, but rather the good work of
00:09:35Mr. governor is why the ASUS state people
00:09:39are resolute to ensure that
00:09:43Mr. Governor comes back victorious
00:09:46by August
00:09:4815.
00:09:52Let's tell you what the EFCC has said uh, a statement released by the
00:09:56media, head of media and publicity the commission so without prejudice to the
00:10:00imminent governorship election, they said that there has been busy
00:10:03investigating the state government since March this year regarding alleged
00:10:07fraudelent handling of ecological funds, intervention funds and federal
00:10:11u account and location committee that's fac account to the
00:10:15tune of 11 billion naira only. the statement as the
00:10:19ongoing investigations the state government will not have
00:10:23warranted any placement of post no debit order on his account,
00:10:27but for the precipitate or unwaranted movement
00:10:30of funds from the account to different suspicious accounts since August the
00:10:342nd, 2026. According to the commission, it noticed huge transfers of
00:10:38funds into different corporate entities and how to swiftly halt the
00:10:42trend by freezing the account
00:10:44for which uh such heavy funds have been moved. Let's bring in my guests.
00:10:48It is in the news again, they are barely nine days to that election. It
00:10:52looks like there's always one trouble or the order before
00:10:55before this election, let's bring in uh Mr.
00:10:58Tomiwa uh Bablola, the coordinator the
00:11:02youth campaign committee of this uh for the accord
00:11:06party, yes sir, yeah welcome to the program, thank you Jeffrey, glad to be
00:11:09here, absolutely delighted to have you, also is a
00:11:13spokesman the assume mastermind the cso, we're joining us in just
00:11:17moment, let's come to you, let's come to you, m, I'll
00:11:21come to you in just moment, but welcome to the program, let me start.
00:11:25with mr. this
00:11:28is, i've followed this - state thing for this ocean
00:11:32state crisis or the election from almost the outset, from the
00:11:36issue of local government that took appeal court judgment, everybody claimed
00:11:40victory, well that is history, and then the issue of violence and
00:11:44killing, it was very embarrassing to see that people are debating on who killed
00:11:48which which person's a more, in fact i was hearing 40, heard 30 the other
00:11:52time from remy and then the issue of arrest and release and now there is new dimension,
00:11:55the AFCC says they had no business frising your account, I mean the account of
00:11:59Ash state if not for the kind of movement of fund they've seen
00:12:03recently, because they've been monitoring that account since March, they
00:12:07gave figure 11 billion, isn't that
00:12:11valid reason because they have a right to, orthough they need a court order at some
00:12:14point at some two hours or so, but if funds that are meant for the
00:12:18public are moving in and out of places the EFCC would monitors this
00:12:22in cannot really say they are clear about. isn't it a fair move
00:12:26to stop this? it's
00:12:27a great question, jeffrey. uh, i'm i myself and
00:12:31members the um, oshin state citizens are rather
00:12:35perturbed. um, it's quite ironic that
00:12:39so close to an election, the ASCC have decided
00:12:43to freeze the states accounts, which means
00:12:47that uh, moving forward until the 72 hour
00:12:50expiration, the states will not be able to administer.
00:12:55its powers and fund its projects across
00:12:59the states to its employees and so on and so forth. now
00:13:03let me actually answer your question: according to section 24 the
00:13:07money laundering and prevention and provision act, the EFCC do
00:13:10not actually have powers to freeze the
00:13:14accounts of a subnational, which is a state. the state is not
00:13:18a private business, neither is it a
00:13:22an individual, so when the EFCC have said they've gone ahead to
00:13:26freeze states accounts due to uh
00:13:29their perceived notion that suspicion or
00:13:33suspicion that without proof of course or
00:13:36proofs that have been placed before the public view bause this is matter of public
00:13:40interest then is rather concerning. i was listening to Wilson
00:13:44wajen uh on sister program and these were
00:13:48some the words he said this does not mean all ocean state accounts are
00:13:51frozen only the targeted ones. because the
00:13:55initial reports we got
00:13:56it felt like the
00:13:57i don't know whether that's where the b of money is or just part of where the money is
00:14:01it said they have been monitoring a specific account and they decided
00:14:05okay this particular account so is it from what
00:14:08you know yes is it the entire accounts that belongs is this all the
00:14:12account that they have in this bank or there are other accounts they could use
00:14:15to run and fulfill their obligations so i'd like to
00:14:18highlight that again this is not a business
00:14:21entity once one account is suspended. you're
00:14:25going against or you're reducing the ability the government to govern
00:14:29its citizen citizenry, so whether it's one, two, three
00:14:33or 10, what is important is that we should not
00:14:36subjugate the ability of a subnational under
00:14:39democratic government to be able to continue to
00:14:43execute its powers for the benefit the
00:14:46citizenry. we'll go political in just moment, but let's stay with
00:14:50this issue of finances, so if the
00:14:54EFCC for instance has a primer fashi case and said this
00:14:58suspicion we can prove it uh and you're saying they
00:15:02don't have any power so we supposed to hold government account for allegedly
00:15:06spending money wrongly this a great question so this
00:15:10is the case of putting the cuts before the horse
00:15:13if the EFCC believes that money is having
00:15:17misappropriated there is clear path for them to
00:15:20action and then after they've gotten
00:15:23approval a case going to court, then they can take
00:15:27whatever necessary steps that are legal under the constitution
00:15:31and the acts that defines them and gives them power,
00:15:34so are you saying in? by extension, this is
00:15:38political, my own personal belief is that there's an
00:15:42element that is unknown to us and the
00:15:46motivations behind it do not seem to be fair um
00:15:50historically in how many other states has the
00:15:54EFCC frozen accounts uh days before an
00:15:58election? well there there's also other questions
00:16:01around finances and ghostworkers and made it to the news at some point but let me let me
00:16:05bring a look Mr. you are the watcher the space, let's let
00:16:09me talk to you, what do you make of this? uh, some people have
00:16:13interpreted this to be politics, others have said AFCC
00:16:16is doing their job, EFCC have come to defend their position, there are different
00:16:20characterization the same happenings and is
00:16:24quite very concerning because the days to the elections are barely nine
00:16:27days, but how do you characterize this particular
00:16:29development? well, thank you very much, i
00:16:33think it's very important that we put this is into very clear perspective.
00:16:37for me this is nothing political because this is not the account in question,
00:16:41is not the account from which campaign
00:16:43the the governor for second term is being financed,
00:16:47so if anyone is saying in my opinion,
00:16:50in their opinion rather
00:16:51that this
00:16:52will affect or targeted that the governor to affect his campaign or what have
00:16:55you, i think that is just not being right, if it is
00:16:59the the the account though which the campaign the mr governor is being
00:17:03funded that is being placed on hold then we have reason to say this is
00:17:07politic. but this is purely government business,
00:17:11you will recall that in the statement the EFCC, the EFC stated it
00:17:14clearly that this particular account has been under
00:17:18observation and investigation since
00:17:22the month of March, and I think for for me this goes
00:17:25back to what preceded that match investigation according to
00:17:29UFC, you recall that in February there was this issue of
00:17:33ghost workers of um auditing by by by
00:17:36by. or whatever the name of that company, and the state government came
00:17:40claim that said that look, there's nothing wrong with the record, there is nothing
00:17:44to hide, the state government by itself invited the EFCC and the
00:17:48IPCPC to come and check their record, so in this case
00:17:52it is the state government that practically invited the ESC and the
00:17:55ICPC to come and check their record, and
00:17:57the ICPC in that statement issue yesterday stated it clearly
00:18:00thatition in march they discovered that funds meant for
00:18:04ecological intervention, the federal allocation account
00:18:08and some other central government intervention that have been paid into this
00:18:12particular account are being disappropriated clearly
00:18:15that money was suspiciously being moved from this account
00:18:19to different corporate account here is the issue the state government does not deal
00:18:23with individuals it is the right of government the state government or any government
00:18:27any subnational level of course have the right to deal with corporate
00:18:31organizations so the issue is not that points are being paid
00:18:34to corporate accounts it is what the government does be? plays to corporate accounts, but
00:18:38there is a suspicion on the amount of money, the quantum of
00:18:42fund being moved according to MC since August
00:18:452nd to yesterday where when that mean or what you
00:18:49call do not debit um old was placed on that
00:18:53account, one that is not the only account of government, I'm aware
00:18:57that the state government has an account with the UBA, they have an account with the senate
00:19:00bank, so if people are saying that this would
00:19:04make it impossible
00:19:05for the government to run, well I don't see because the government has
00:19:09other account and the government has done the right thing, because the
00:19:13issue has always been the timing, why does it have to be before the election, the AMC can
00:19:16do by its power
00:19:18by sub power what they have to do any time, so it has nothing to do with
00:19:22politics on the forth coming election, but if you are saying that the ICP or
00:19:25DFC do not have the power to do what they have done, then the right thing to
00:19:29do is to go to the court, which the state government has done by
00:19:32initiating case in the court yesterday to ask the court
00:19:36to fracate. that placement of hold on the account the
00:19:40state government by the bank so we wait to see what the court would
00:19:44be, but if the information the ESC is anything to go by, I think it is in
00:19:48the best interest the people that on on wholesome or
00:19:51suspicious movement of f from the state government account is been investigated
00:19:55and let the state government come clean to say that no so this money that you suspect have
00:19:59been moved illegally actually being moved for this purpose for
00:20:03this purpose and for this purpose and if there is no ambiguity about the purpose
00:20:07of those funds are being moved then of course the issue will be resolved and
00:20:11the the state government can have um access
00:20:13to the running the account.
00:20:14i don't want us to look at this as been political, this is purely administrative. if
00:20:18it had been the account the campaign committee the accord party of that
00:20:21governor that is being placed on node now, then we could say they are trying to
00:20:25frustrate the campaign or the campaign council in ensuring
00:20:29that they have smooth process. let let me stay with you for one moment before i come
00:20:32to tom, now had a conversation, my colleague and had a conversation with
00:20:36alimi, first he said they don't even have the luxury of such amount in that account,
00:20:40in that uh account, according to him. however, there's another
00:20:44part to the conversation.
00:20:45I did ask him direct questions because they've always alleged that or
00:20:49they've said, that the local governments, the ones are being run by the
00:20:52APC led chairman, have been receiving fac directly, and
00:20:56they are still the ones paying salaries of teachers, so I i asked him, I
00:21:00said uh, how much comes to local governments in a
00:21:03month, the entire local government in Ash by 11 billion,
00:21:07when you were paying or when you pay salaries these local government
00:21:11staff, all them, teachers and all of that, how much does it come to say, it's
00:21:14about 6 billion, so if you're taking the
00:21:18responsibility of paying as the state from your state funds
00:21:21to pay salaries of local government teachers and the rest
00:21:25them, what then is are the chairman doing with the money?
00:21:29did ask added who represented the AP in that instance
00:21:32said if 6 billion is supposed to be expended on
00:21:36recurrent expenditure and is not been done, what then is it being used for? is that not a question the
00:21:40EFCC needs to ask as well so that it doesn't look like
00:21:44selective justice in this sense? now I had very funny answer, the
00:21:48answer was the state is... align the local government chairman to pay
00:21:51salaries, i've never had it in my life, so but what do you make of
00:21:55that? i think the
00:21:59the the the situation in state is such that is worris and at the same
00:22:03time laughable, the EFCC and the ICPC has lot of
00:22:07work to do. i've had this same conversation and i've had the l government
00:22:10chairman of dpc extraction laying claims that since the st government
00:22:14is not allowing them to pay salary, they are rather using the money for project
00:22:18execution and that they are doing what they call empowerment
00:22:2150,000 per person and all of that and and and I wonder what exactly the duty
00:22:25the state government is, if this is not a form of loss money laundering in
00:22:29itself then I don't know what it is, but what I'm want
00:22:33to say is the EFCC as this as a duty, not
00:22:37just to focus their attention on
00:22:39the state government or
00:22:40the movement of f from
00:22:41the state government, they also need to touch their to put the touch light on
00:22:45the proported expenditure by the low government chairman of debut extraction
00:22:49who having a to government fund and are spending it without doing
00:22:53what is ordinarily supposed to be the duty, that is the payment of teachers and of course
00:22:57no government workers and the rest, so we have not seen the end of this, investigation
00:23:01should not just be on the state government, i am calling the fc to also extend the
00:23:05such light to the fonds that is very accurable to all the government chairman in
00:23:09this and what exactly they are doing with this, what is the quality the project they claim they are
00:23:12doing at what figures the project they are doing and all this money of
00:23:165000 2000 being shared to people, i don't know where that falls within the...
00:23:20within the right the low government um chairman or the exc or
00:23:23whatever to begin to pay money directly to individuals as empowerment, this in
00:23:27itself is fluduling and so as we are talking or
00:23:30putting such light on the experience the state government and of course what
00:23:34is cause suspicious on movement of fund from the fac account which is domic
00:23:38with the import bank, there is much more work that needs to be done in asking the local
00:23:42government chairman the APCAction what exactly they are doing with money crable to the local
00:23:46government and exactly if they are doing what they are due to with it or
00:23:50otherwise, let me come to you, tom
00:23:53uh, Mr. Allogu very object, he speaks what he knows
00:23:57how to do balance conversation, but let's you are the partisan partisan man
00:24:01here uh, and sometimes I ask myself whenever I interview
00:24:05people, I always ask myself, what exactly is the problem,
00:24:08so do you think that how would you assess
00:24:12the performance of Adam delicate the incumbant governor, do you think
00:24:16that maybe because the APC for instance won't win?
00:24:20reviewed remy, you would say the governor has not done well and
00:24:24he reals all these things,
00:24:25i can't really remember at the word go, do you think that the performance
00:24:29the governor is what is giving the APC way to be able to make all of
00:24:33this push the pushing or this is just high-handed politics,
00:24:37what exactly is it? yes a great observation jeffrey, i think
00:24:40senator Adam has done fantastically
00:24:44well, really when he came to the states there were
00:24:48lot of... projects are more bond, there are a lot of gaps in the
00:24:52system, and he had a manifesto that was
00:24:56comprehensive and coraborative, if
00:24:59let's look at things like dualization of motorways,
00:25:03which is a thing that on state has needed, so across every federal
00:25:07constituency, at least one major highway has now been dualized, which has now
00:25:11opened the state up to more commerce and also reduced the traffic
00:25:15log that used to occur, if we look at education, state is
00:25:19now one the top 10 states in terms of performance
00:25:23of public and private school puples when it comes to exams like
00:25:26neco. when we look at public infrastructure across the board, we've increased
00:25:30access of pipeborn water from about 10% across the to about
00:25:3460% when it comes to um internal waterways that
00:25:38predated even this government, so I don't believe that
00:25:42the opposition parties, so not only the APC
00:25:45are making any sort of push, they may be in...
00:25:50influencing or trying to influence goings on in the state with
00:25:53contacts that they have in the intergovernmental agencies, because
00:25:57truly what can they point to as their
00:26:01achievements when they were there? "we are still paying areas of
00:26:04salary from the past administration to civil servants,
00:26:08so what's they really, what legs do they really have to stand on? it's rather
00:26:12painful, it's supposed to be a coalition where they come together, they join
00:26:16us and they help us improve the lives the citizenry, but
00:26:20unfortunately it seems that they're trying to hold us back
00:26:23unsuccessfully so, but they continue to try, well let's begin
00:26:27to r logo, so I've listened to APC
00:26:31and accord night." was PDP now
00:26:34uh former governor his excellency uh was
00:26:38blamed for
00:26:39you know not paying salaries and then we understand that Itala paid part of those salaries
00:26:43that were old now APC is saying that um governor
00:26:47d is doing a terrible job it looks like three successive governors from their
00:26:51own argument have done terrible jobs I don't repairing for what
00:26:55the same question I asked him is it about his performance that they
00:26:59are looking at to hit him hard or this is just political high-handedness, if you
00:27:03can do that in one minute, for me,
00:27:07there's none these some political groups or or divisions that you ask
00:27:10questions that they will not of course throw trums or accuse one
00:27:14another of either not doing well, but keep saying this, there is no government that
00:27:18comes into power that does not get to do some things right,
00:27:22the only thing is you cannot do beyond the ability or the capacity
00:27:26the person that is leading the government, nobody is only hypocrisy, if
00:27:30anybody would say that the name has done nothing and that will be
00:27:33too, that would be too low, that would be too hypocritical, he has done quite
00:27:37a number of things right, but if there are challenges or there are questions that will continue
00:27:41to put challenge, oppose um lot of
00:27:45concern to people about administration of is about three things,
00:27:49number one is the issue of nepotism that is the imbalance in the
00:27:53distribution of capital projects across the state, is is
00:27:56community is st seems to be more favored by records
00:28:00than every other part the state, that is a big that administration is
00:28:04continually facing, the number two thing will be the quality of jobs, no
00:28:07doubt have done a number of jobs, bridges rose across,
00:28:11but the challenge and the question always arising is the quality of this
00:28:15job being done, you've always from la beco bridge to the
00:28:19bridge to to to
00:28:21the about road peeling in just few days and so the question
00:28:24the quality of contractors that are handling the ad
00:28:28projects in this administration will always be one that will always als
00:28:32face the third thing that will start as a challenge administration is the
00:28:36question of this project are done at what cost? this is the time in the
00:28:40history of governance that the state is having more revenue than it
00:28:43has ever been in the history the state. the question would be as a
00:28:47as much as is accrable to the government, these projects that are being done
00:28:51are done at what cost? is
00:28:52it tandem with international standards? so if you put all of this side by side,
00:28:56it would be wrong for anybody to say that - have done
00:28:59nothing,
00:29:04but these three issues will be issues that will always be on
00:29:07administration, maybe before, during and after the election that
00:29:10is coming, spokesman the osune
00:29:13mastermind, always giving me that balanced perspective issues of oshin, thank
00:29:29best, but please you guys should stop killing yourself, let the killing end, it's just
00:29:32election so that people don't die anymore, but thank you, uh, we'll continue
00:29:36to mainstream this conversation until that election, channels is going to be there to
00:29:40cover all of
00:29:44our party does not
00:29:48where party of peace,
