00:12:35perturbed. um, it's quite ironic that
00:12:39so close to an election, the ASCC have decided
00:12:43to freeze the states accounts, which means
00:12:47that uh, moving forward until the 72 hour
00:12:50expiration, the states will not be able to administer.
00:12:55its powers and fund its projects across
00:12:59the states to its employees and so on and so forth. now
00:13:03let me actually answer your question: according to section 24 the
00:13:07money laundering and prevention and provision act, the EFCC do
00:13:10not actually have powers to freeze the
00:13:14accounts of a subnational, which is a state. the state is not
00:13:18a private business, neither is it a
00:13:22an individual, so when the EFCC have said they've gone ahead to
00:13:26freeze states accounts due to uh
00:13:29their perceived notion that suspicion or
00:13:33suspicion that without proof of course or
00:13:36proofs that have been placed before the public view bause this is matter of public
00:13:40interest then is rather concerning. i was listening to Wilson
00:13:44wajen uh on sister program and these were
00:13:48some the words he said this does not mean all ocean state accounts are
00:13:51frozen only the targeted ones. because the
00:13:55initial reports we got
00:13:56it felt like the
00:13:57i don't know whether that's where the b of money is or just part of where the money is
00:14:01it said they have been monitoring a specific account and they decided
00:14:05okay this particular account so is it from what
00:14:08you know yes is it the entire accounts that belongs is this all the
00:14:12account that they have in this bank or there are other accounts they could use
00:14:15to run and fulfill their obligations so i'd like to
00:14:18highlight that again this is not a business
00:14:21entity once one account is suspended. you're
00:14:25going against or you're reducing the ability the government to govern
00:14:29its citizen citizenry, so whether it's one, two, three
00:14:33or 10, what is important is that we should not
00:14:36subjugate the ability of a subnational under
00:14:39democratic government to be able to continue to
00:14:43execute its powers for the benefit the
00:14:46citizenry. we'll go political in just moment, but let's stay with
00:14:50this issue of finances, so if the
00:14:54EFCC for instance has a primer fashi case and said this
00:14:58suspicion we can prove it uh and you're saying they
00:15:02don't have any power so we supposed to hold government account for allegedly
00:15:06spending money wrongly this a great question so this
00:15:10is the case of putting the cuts before the horse
00:15:13if the EFCC believes that money is having
00:15:17misappropriated there is clear path for them to
00:15:20action and then after they've gotten
00:15:23approval a case going to court, then they can take
00:15:27whatever necessary steps that are legal under the constitution
00:15:31and the acts that defines them and gives them power,
00:15:34so are you saying in? by extension, this is
00:15:38political, my own personal belief is that there's an
00:15:42element that is unknown to us and the
00:15:46motivations behind it do not seem to be fair um
00:15:50historically in how many other states has the
00:15:54EFCC frozen accounts uh days before an
00:15:58election? well there there's also other questions
00:16:01around finances and ghostworkers and made it to the news at some point but let me let me
00:16:05bring a look Mr. you are the watcher the space, let's let
00:16:09me talk to you, what do you make of this? uh, some people have
00:16:13interpreted this to be politics, others have said AFCC
00:16:16is doing their job, EFCC have come to defend their position, there are different
00:16:20characterization the same happenings and is
00:16:24quite very concerning because the days to the elections are barely nine
00:16:27days, but how do you characterize this particular
00:16:29development? well, thank you very much, i
00:16:33think it's very important that we put this is into very clear perspective.
00:16:37for me this is nothing political because this is not the account in question,
00:16:41is not the account from which campaign
00:16:43the the governor for second term is being financed,
00:16:47so if anyone is saying in my opinion,
00:16:50in their opinion rather
00:16:51that this
00:16:52will affect or targeted that the governor to affect his campaign or what have
00:16:55you, i think that is just not being right, if it is
00:16:59the the the account though which the campaign the mr governor is being
00:17:03funded that is being placed on hold then we have reason to say this is
00:17:07politic. but this is purely government business,
00:17:11you will recall that in the statement the EFCC, the EFC stated it
00:17:14clearly that this particular account has been under
00:17:18observation and investigation since
00:17:22the month of March, and I think for for me this goes
00:17:25back to what preceded that match investigation according to
00:17:29UFC, you recall that in February there was this issue of
00:17:33ghost workers of um auditing by by by
00:17:36by. or whatever the name of that company, and the state government came
00:17:40claim that said that look, there's nothing wrong with the record, there is nothing
00:17:44to hide, the state government by itself invited the EFCC and the
00:17:48IPCPC to come and check their record, so in this case
00:17:52it is the state government that practically invited the ESC and the
00:17:55ICPC to come and check their record, and
00:17:57the ICPC in that statement issue yesterday stated it clearly
00:18:00thatition in march they discovered that funds meant for
00:18:04ecological intervention, the federal allocation account
00:18:08and some other central government intervention that have been paid into this
00:18:12particular account are being disappropriated clearly
00:18:15that money was suspiciously being moved from this account
00:18:19to different corporate account here is the issue the state government does not deal
00:18:23with individuals it is the right of government the state government or any government
00:18:27any subnational level of course have the right to deal with corporate
00:18:31organizations so the issue is not that points are being paid
00:18:34to corporate accounts it is what the government does be? plays to corporate accounts, but
00:18:38there is a suspicion on the amount of money, the quantum of
00:18:42fund being moved according to MC since August
00:18:452nd to yesterday where when that mean or what you
00:18:49call do not debit um old was placed on that
00:18:53account, one that is not the only account of government, I'm aware
00:18:57that the state government has an account with the UBA, they have an account with the senate
00:19:00bank, so if people are saying that this would
00:19:04make it impossible
00:19:05for the government to run, well I don't see because the government has
00:19:09other account and the government has done the right thing, because the
00:19:13issue has always been the timing, why does it have to be before the election, the AMC can
00:19:16do by its power
00:19:18by sub power what they have to do any time, so it has nothing to do with
00:19:22politics on the forth coming election, but if you are saying that the ICP or
00:19:25DFC do not have the power to do what they have done, then the right thing to
00:19:29do is to go to the court, which the state government has done by
00:19:32initiating case in the court yesterday to ask the court
00:19:36to fracate. that placement of hold on the account the
00:19:40state government by the bank so we wait to see what the court would
00:19:44be, but if the information the ESC is anything to go by, I think it is in
00:19:48the best interest the people that on on wholesome or
00:19:51suspicious movement of f from the state government account is been investigated
00:19:55and let the state government come clean to say that no so this money that you suspect have
00:19:59been moved illegally actually being moved for this purpose for
00:20:03this purpose and for this purpose and if there is no ambiguity about the purpose
00:20:07of those funds are being moved then of course the issue will be resolved and
00:20:11the the state government can have um access
00:20:13to the running the account.
00:20:14i don't want us to look at this as been political, this is purely administrative. if
00:20:18it had been the account the campaign committee the accord party of that
00:20:21governor that is being placed on node now, then we could say they are trying to
00:20:25frustrate the campaign or the campaign council in ensuring
00:20:29that they have smooth process. let let me stay with you for one moment before i come

00:21:03month, the entire local government in Ash by 11 billion,
00:21:07when you were paying or when you pay salaries these local government
00:21:11staff, all them, teachers and all of that, how much does it come to say, it's
00:21:14about 6 billion, so if you're taking the
00:21:18responsibility of paying as the state from your state funds
00:21:21to pay salaries of local government teachers and the rest
00:21:25them, what then is are the chairman doing with the money?
