00:01:10preparations ahead
00:01:14of of the 2027 general elections, you can already see them, you know, post stars bearing the faces, names and political
00:01:18ambitions of aspirants are everywhere and visible
00:01:21across the country now, uh, particularly here in
00:01:25of Lagos, the walls, bridges, other public
00:01:27in infrastructure as well as other shared spaces, are becoming
00:01:30of canvases
00:01:31of for political messaging, raising questions about environmental
00:01:34responsibility, enforcement of regulations
00:01:37of and the cost of political ambition. now beyond the visual pollution that
00:01:41exists, it also raises questions about law enforcement, campaign
00:01:44ethics and accountability. now while small businesses and
00:01:48commercial advertisers face strict regulatory compliance, political
00:01:52parties and aspirants frequently display campaign materials across public
00:01:55spaces. now beyond the aesthetic and environmental impact, who
00:01:59all ultimately covers the cost of clean up and infrastructure restoration and more
00:02:03importantly, what is the lack of
00:02:05of compliance or the lack thereof uh
00:02:08of what does the compliance
00:02:08of the lack there of during campaign season reveal about how aspirants intend
00:02:12to uphold the rule of law once they're in office? so today on the show we're
00:02:16going to examine the regulation of public advertising, the role
00:02:19of of of enforcement agencies and the responsibilities of political
00:02:23parties ahead the upcoming
00:03:03with this, why is this situation such a persistent
00:03:06problem that's now being seen as normal, especially
00:03:09of around the
00:03:10of election season? okay, I think is because uh,
00:03:14of course it started
00:03:15of historically, nobody, nobody was perturped, and of course there were
00:03:19also no laws to regulate it at the time, but since laws
00:03:23of started of coming into play, I think in the early 20
00:03:27of 200s, it looks like the laws are just... the paper tigers, they are
00:03:31not meant to be enforced, it's very, very shameful. i saw, i
00:03:35saw what you displayed before before before coming back to
00:03:39the studio, and
00:03:41i it's is
00:03:42of disgraceful, of few minutes ago before i got into the studio,
00:03:46i passed by the lagos state secretariat,
00:03:50the emblem
00:03:51of the admin administration engine
00:03:54of the state of lagos
00:03:56of and it's a it's an absolute show of shame, is more of ice
00:04:00yeah than what you just said displayed and if
00:04:04LEGO supposed to be the center of excellence is a state i really really love
00:04:08and i think that every nigerian
00:04:09of should love can have signage not just
00:04:14of defecing but i i think it's
00:04:16of deficating it's administrative emblem of
00:04:18administration and if you can have it this
00:04:21of bad of what what
00:04:24of what what excuses can can the other states or or not
00:04:28not give in in?
00:04:35understand that, and the thing i want to also mention here
00:04:38is yes, legos, we're going
00:04:44of to discuss legos in total, but this is also national problem, but i want to look at something else, buse small businesses and advertisers are they face
00:04:48serious restrictions when it comes to publicly advertising, especially using public infrastructure
00:04:52and so on, why does it appear that politicians, political parties are play are
00:04:55playing by different set of rules, it's because they they just chose to be
00:04:59blind. when it comes to their own interests, i i
00:05:03really i feel a lot for for small businesses,
00:05:06celebrities and influencers or people
00:05:09in that that try to advertise,
00:05:11a not just using
00:05:11of public of spaces.
00:05:12of i think we should expand the conversations to maybe social
00:05:15media, if i have to drop names of particular social media,
00:05:19facebook, x, whatsapp, they you
00:05:22just see that as a practitioner in your mail, in the mail of your
00:05:26client arcon, major agency
00:05:29regulating advertising nigeria, advertising
00:05:32regulatory council of nigeria, they just putting an email in
00:05:36their in
00:05:37the in their box that sorry you are
00:05:38owing.
00:05:42I've actually heard
00:05:43of those emails, but but I want to look at, what we're looking at, public
00:05:47infrastructure,
00:05:47like you said, it's it's not a good look, um, in Lagos, in in other states, across
00:05:51other capital cities in the country, is this a failure of governance or
00:05:55regulation if you w to put it square, both, failure
00:05:59of course, is if there is failure of governance, it also leads to failure
00:06:03of enforcement of regulations, the regulations are there, yeah, the laws
00:06:07are there, and they are very, very, very, very broad in order to be able
00:06:11to cover any of... these fields, if you check the definitions of
00:06:14some these terms, you see that they are so broad that
00:06:17it is almost impossible for you escape the shackle if you break the
00:06:21law, but what what do we see? absolute non-enforcement? so we're
00:06:25talking about the law, section 339 the Lagos criminal law uh
00:06:29criminalizes the destruction, the modification or defacing of
00:06:32public facilities, um, I know that we have
00:06:36the uh legal state signage and advertising agency, we have other law enforcement
00:06:40agencies, what needs to be done to ensure? proper enforcement
00:06:44these laws, it exists, like you mentioned, relations are there, why, why,
00:06:47especially in this season, are we seen a forceful enforcement of this? because the
00:06:51attorney general that is supposed to to supposed to pursue all these people who
00:06:55are criminals is practically sleeping on his hands, he refused to
00:06:59actually enforce the laws, the b at this stage stops on
00:07:03the stable, he is the one that's supposed to pursue everybody that is
00:07:06breaking the extent laws of a state and especially, i don't
00:07:10even, i also don't want to restrict it to legos. Yes
00:07:12of
00:07:15but they just decide not to not to enforce because if they decide to enforce there will
00:07:19be a significant diminution these kind of activities and
00:07:23acts by of course politicians are going to come and
00:07:26say that oh they are going to plessible deniability that oh they were not the
00:07:30ones that actually posted these posters
00:07:34but the are they
00:07:36are cronies or whoever it is at least if you hold them if you
00:07:40hold them and you prosecute them it will discourage. them from wanting to carry
00:07:43out such coded instructions that they were given by the
00:07:47politicians in the back the ally and of course earlier you
00:07:50were just seeing uh videos across parts of of Lagas and other parts of
00:07:54country of different posters belonging to different political parties and
00:07:58different candidates and that's the thing here it's not just one political
00:08:02let me say this yeah we may say that maybe in order to
00:08:05switen the pie uh other political parties who are being drawn but
00:08:09the major culprate is not other. parties is
00:08:13usually parties in power, if you see most states where you have
00:08:17incumbent, it's almost an impossible scenario for you to see
00:08:21people who are not in power being able to have their posters around
00:08:25or as as very very as popular as the as the
00:08:29ones in power, but so we see that the major drivers
00:08:32the the brising breaking these
00:08:36laws are actually the government in power, so they give
00:08:40the pass, they give the endorse. to people who are not in
00:08:44power to say that, at least you are doing it on on industrial
00:08:47scale, nothing to should stop me from for wanting to
00:08:51break sort laws, so you see a situation where for example like you mentioned
00:08:55different political parties including the party in power going on about their supporters are doing these
00:08:59things, we've also seen situations where you know they've been people have
00:09:03complained, citizens have complained this is not right, it makes the city look really bad and so on,
00:09:07and they've been removal of some the post, well
00:09:10they've been and then supporters have gone back and reposted these things,
00:09:14so how do you deal with overzeller supporters who don't seem to listen to to perhaps
00:09:18instructions from from party leadership, there is really
00:09:22nothing in need for the supporters for them to now become
00:09:25overzealous,
00:09:27it is because in the back the
00:09:29all just like I said earlier, they were being told to go
00:09:32ahead and continue doing it, so it is not really the supporters that are doing
00:09:36it their own accord, there is something in it for the major
00:09:40politicians who are pushing this. gender, they are the ones, I'm not
00:09:44going to hold the supporters uh liable for say
00:09:47because and again another thing I like about these laws is, these laws
00:09:51actually know that these politicians do these things and sometimes especially the
00:09:55structure and signage and regulatory of advertising
00:09:58agent agency law of legal state, they actually
00:10:02go ahead beyond the supporters to also hold the persons who have been
00:10:06supported responsible when these kind of laws are broken, I just
00:10:10want to retur it again, this is national problem. "if you go to different capital cities and
00:10:14different cities in the country, you will see this and not just state, but I also want to say
00:10:18about the politicians themselves who like you, like you put it now endorse
00:10:22this thing happening, posters are being the themselves the..." parties are
00:10:25everywhere defacing public infrastructure, what does that say about them? if if they can't play by
00:10:29the rules before they get into power, what does that say about them if they get
00:10:32elected? of course when they get elected they also brizingly break the
00:10:36rules, so whatever it is that they are doing before does not
00:10:40really, it doesn't change anything about them, our politicians don't really care about the
00:10:44laws of this country, if they care about the laws of this country, both pre
00:10:48and post, they will actually abide by the laws, there are a lot of
00:10:51laws on the faces of of our acts and statutes and laws
00:10:55that they refuse by themselves to follow, so when it now
00:10:59comes to maybe anything that will get them to gain that
00:11:02power, if there is anything they will turn bigger blinder
00:11:06eyes, if if that expression is is permissible to
00:11:10such kind of activity, so they will endorse through the back doors, these are
00:11:14these are politicians that are that are employing and
00:11:17sponsoring violence in order to be able to so what
00:11:21now what what what to stop them from allowing just -
00:11:25the lesser breakage the law a manner of indeed and you can see on on the screen
00:11:29now you can see a video of a parts the city here post
00:11:32as facing clearly uh public and shared space you see trucks are
00:11:36going past there but you can see those they don't look
00:11:44there role for residents and citizens to play in this in terms
00:11:47of perhaps maybe removing the posters and so on what what can they
00:11:51do okay when when it comes to removing the posters i will see I will
00:11:55not really endorse that because of course it can cause it can result in violence, we
00:11:59have seen it repeatedly result in violence because some of people that who are paid to
00:12:03actually post these posters are thugs yes and their
00:12:06violent, the their orientation is violent, very
00:12:10violent, so I will not allow, I will
00:12:12not advise for citizens to take that into
00:12:16their hands, what I will advise for them to do is if the
00:12:20police is willing, they should approach the police
00:12:24and complaint. to the police that these laws have been broken and let the police maybe
00:12:27escort some people from the monitoring teams the signage
00:12:31agencies in the whole of Nigeria to actually go to such a
00:12:35flash points and have those things flushed out if they if they are
00:12:39if
00:12:39they are able to be fortunate enough to arrest those stocks let them have them
00:12:43prosecuted and some the some the things that they
00:12:46may that the prosecution may result in some cases will be
00:12:50imprisonment but again what was the period of imprisonment for people are caught doing
00:12:54these things. imprisonment period is two months, so
00:12:57not you don't think the punishment is stringent enough? it is absolutely
00:13:01non-stringent. okay, and i want to go onto the point of what it says about the
00:13:04quality of candidates here, all right, because if
00:13:08like you mentioned that it means that they don't really care about the laws and so on, but what do
00:13:12you say about the quality the if you're a voter today in somewhere in Nigeria and you
00:13:15clearly see the defitment of public infrastructure and perhaps maybe even by your preferred
00:13:19candidates if you like it, but what does that say about the
00:13:22quality the candidates
00:13:23of in question? here that none them can even come and stand up
00:13:27against something like this, for me, i think that the are the are they are
00:13:31also, they are also, they are also part the
00:13:35conspiracy to break the law, is a conspiracy to break the law, yeah, it may not be
00:13:38as explicit as as we may be think it is, but if it starts
00:13:42it, if you gave your impremator it in one shape of form, without
00:13:46coming out clearly to state that no public
00:13:49infrastructure should be defaced in the name of
00:13:53endorsing me or in the name of trying to sell me to the populist, if you cannot
00:13:57come out to say that, that should not be done, then
00:14:01you are also culpable, and that's number one, you don't also
00:14:04have to come out to say that, what, what, what has been for example, these
00:14:08governors, what has been prosecuted, we respect to when these
00:14:12things are done, who has been prosecuted, who has been who has been
00:14:15convicted, when these things are, these things are brazingly done, they are done
00:14:19everywhere, in all cranies of this country, they are done, but nobody,
00:14:23we cannot see one person that has been convicted of
00:14:26this kind of action, so and what, what again is the essence of having such
00:14:30provisions in such laws, when you when you not carry
00:14:34them out, and provisions of provisions criminalizing particular
00:14:38actions by their very nature are supposed to be deterent nature, and all
00:14:42you need to do is prosecute just one or two and let the members the fourth state
00:14:46the rem blast it to the people that oh, this person
00:14:50committed this, this is now really, really taken as a crime in
00:14:54Nigeria, and anybody...
00:14:55that that that the participate in it will be significantly and severely
00:14:58disciplined. if you do not do that, you are practically endorsing
00:15:02it. so so the thing is, i want to also talk about
00:15:06the what it costs to to remove these posters,
00:15:10because again the election period will come and go, and we're going to talk about that, but i also want to
00:15:14say in in some states, especially if you want to zero it down just for a little
00:15:17bit now, a state like lagos, we're going to the festive season, there are
00:15:21there's an international airport in lagos, people from outside the country. to come
00:15:25in uh, there's a big tourism potential, they won't even stay in the airport, they
00:15:29will move around, exactly, the argument can be made whether this is a this is
00:15:33tourist hob or whatever we're trying to get Nigeria's tourism up, what are the implications for that f?
00:15:37example, when you come into a country, you've been looking forward to all, you saved their money, you flying to
00:15:41the commercial heart
00:15:42of of country, you move elsewhere in the country, and you see public
00:15:46infrastructure being defaced like that, it paints us a terrible light, you know,
00:15:50sometimes people talk about Rwanda and talk one
00:15:52they about Kigali, and the things they cannot run away from talking about
00:15:56is how pristinely clean the city of Kigali
00:16:00is, the the country of Rwanda is because the culture
00:16:04that the government practically imposed and the culture. again
00:16:08was originated from the laws that were been passed, we
00:16:12also have exactly the same laws, or probably more
00:16:15bounfully provided laws in Nigeria, but
00:16:19what do we see? non-implementation, and that is why you will
00:16:23see that people are running to some countries to go and maybe
00:16:26enjoy tourism and things like that, but in in a state of
00:16:30Legos, we may not have that, we may not be able to enjoy that or we may not be
00:16:34able to enjoy it up to the level that we are entitled. to
00:16:38enjoy, if some these things had had actually been removed, other country
00:16:42that is popular to be very, very clean and pristine, is
00:16:45Japan, and these are some the little reasons why people go
00:16:49there, people want to know, especially tourist tourists who have moneys in
00:16:53their pocket to spend, harden money to spend, they want to
00:16:56enjoy their stay, they don't, they do not want to be scared of oh, maybe they will be
00:17:00infected by one disease or by because some these things they send -
00:17:04they put us a terrible, terrible light. and these are some the things
00:17:08that low lowest hanging fruits that the government can do in order
00:17:12to make the cities at least or the country entirely
00:17:16very very clean and be able to attract the people who are
00:17:20decent and who are organized in their thinking to come
00:17:24even consider this place a
00:17:32the cost of removal so this have been put there perhaps
00:17:36may be at party expense. personal expense and so on, however, say the
00:17:40candidate wins or the political party wins, they're going to need to be removed, they're going to need
00:17:44to clean this up, yes, where does the tax payer come in now,
00:17:48what is the fairness in putting that burding on the tax payer? it's
00:17:51absolutely unfair, and what the law actually says,
00:17:55especially all decided laws say is that you have a period of 10
00:17:59days after the election, whether I win or lose, you have a period
00:18:03of 10 days within which to remove anything that you have legally put.
00:18:07he's not even talking about the illegal ones, there are a lot of
00:18:10things, there
00:18:11are a lot of illegalities, so the ones that you have legally put
00:18:15up whether it's a billboard or on the structure that is approved by the government, you
00:18:19are supposed to remove it after 10 days, so if you if that is not even removed,
00:18:23that's number one, number two, the ones that are illegally put the illegally put
00:18:27the let's even remove the logic of expecting them to come and to come
00:18:31and remove it by themselves, if the boarding falls on the tax
00:18:34payer, and these are some the some the things. I will talk about, you
00:18:38are wasting and mismanaging the moneies that are been budgeted, even the
00:18:42money that are been budgeted are not enough to cater
00:18:45for genuine needs the populace,
00:18:49now talk talkless of you now, using hard end money
00:18:53the nigerian tax payer that they are paying through their noses to the
00:18:56government now using
00:18:57it to to clear what is illegally put there either
00:19:01tasicly or directly by the Nigerian politician, so
00:19:05these are unnecessary bdens again. on the tax payer,
00:19:09which to an extent is a and
00:19:13lot of times i'm even thinking about, i don't know whether to say it
00:19:16national tv, some these governor should be sued, some the people who are
00:19:20leading these agencies and the monitoring teams should be suit
00:19:24for abject failure in carrying out their
00:19:27responsibility, for example the secretariat that that we
00:19:31see go to most secretariat, most administrative hs of
00:19:34government, you will
00:19:40not just even the secretariat um there was a video earlier shown of if you go through the
00:19:43deputy governor of lagos leaves the posters the blanket of posters and one the
00:19:47world so how do we now say that the officials of lagos state or or some
00:19:51these states are not aware what kind of ignorance do they want
00:19:54to fail and now
00:19:58do this posters even convert do you think it doesn't
00:20:02but again they must give an appearance
00:20:06or
00:20:07the fact that that oh
00:20:08this person is popular in order a lot of situations for them to be
00:20:12able to steal the votes, well stealing the
00:20:16votes now, justice, we can't obviously accept that they will steal the
00:20:20votes, people will go out and vote and so on, so let's put let's put a
00:20:24pin on that, but I do want to just uh look at look at the impact again
00:20:28on on voters and uh voter education during this
00:20:31period, you've already mentioned that it will be risky for the average citizen to go there
00:20:35and start removing that, I want
00:20:37to endorse that. people who do that can't do have tendency to be uh availance as
00:20:40we saw in previous elections, but there must be other avenues here uh that
00:20:44people can explore cuuse if you leave a place you also have sort of
00:20:48responsibility to ensure that your... is clean, we've seen state governments
00:20:52tell citizens, oh, there will be environmental days or specific times to keep your environment clean,
00:20:56so if I want to feel responsible, what the avenues are there for me to
00:21:00to try and and pull this off, the only way I endorse is that you use the
00:21:04instrumentality the state government or national
00:21:08governments in order to be able to do it, you may have to have a lesson
00:21:12with arcon or their money the whatever departments they have monitoring,
00:21:16you may have to have a lesson with the structure,
00:21:20structure of signage and advertisement agency law of various
00:21:24states in order to ensure uh the removal. you may have to have a
00:21:28lesson with the local vigilantes and local security teams
00:21:32whether is whatever
00:21:33it is, whether it is in the all of southwest or whatever
00:21:37other is bar or something in the north or whatever other
00:21:40organization plus the police, you must work in cahoods with them
00:21:44or even with inec, inec is supposed to have some departments that that
00:21:48actually look into some these things. because this directly touches on some the
00:21:52things that they have jurisdiction over, so you may have to work in cahoots with
00:21:56those people in order to be able to ensure that the
00:21:59advertisements, political advertisements and posters are put in
00:22:03the proper structure as approved by the laws and the
00:22:06mode as approved also by federal law, so
00:22:10if these are done, i think that these are only the proper ways
00:22:14that i will give my impremator to, because outside of
00:22:18this, smell, danger alumen and the average
00:22:21citizen may not have the power to defend
00:22:25himself against some these people who are very
00:22:29very viol and if they also visit the violence on that
00:22:33average citizen there is no guarantee
00:22:36that the Nigerian states will come to their
00:22:40aid, we've seen it, we have had, we have had religious
00:22:43leaders say
00:22:44very viled things in Nigeria, we've had a senator in Ash say something very very
00:22:48viled, I remember, I remember we discussed that
00:22:52around the the elections in Ash, thank you very much, of
00:22:55course the elections are are just around the corner, it's important that
00:22:59obviously there is level and fair playing ground for all political parties
00:23:03involved, even if they're opposition parties, so there should be legal means
00:23:07for them of course to put out their campaign materials in the
00:23:11right places, in the approved places while ensuring that they play by the law,
00:23:14the government has a civic contract with the citizens to ensure
00:23:18that uh their... Environment is
00:23:26next.

00:25:27times.
00:25:41what else? what
00:26:03afternoon and now we're going to go to one of Nigeria's favorite pastimes
00:26:07reality television uh, in case you miss it, Big Brother Nijar has
00:26:11obviously been one the country's most influential entertainment
00:26:14reality shows, commands conversations across social media,
00:26:18generates celebrity careers, it's attracted major brand
00:26:22sponsorship uh and it's keeping it's kept audiences invested in the lives
00:26:25of housemates for weeks on end, however following the conclusion
00:26:29the latest season 11, this growing perception that perhaps the
00:26:33show may no longer command that level of attention, excitement and
00:26:37cultural dominance that he once enjoyed. now the question is whether
00:26:41the show has lost its magic or whether the entertainment landscape around
00:26:45it has fundamentally changed. as you know, social media has become increasingly
00:26:48crowded, it's chaotic now, it's
00:26:50far spaced. audiences are exposed to endless streams of content, their viral
00:26:54moments everywhere, their influences, skits, live streams,
00:26:58podcasts and breaking conversations. now in this environment
00:27:01canny reality show realistically expect
00:27:05viewers to remain invested in strangers lives for 71 days
00:27:09and of course to help us break that down we have media
00:27:13personality jude okwara or jc talks welcome back to the
00:27:46why. now big brother would obviously
00:27:49say, will obviously say it has not lost the
00:27:53spark, but it has lost its
00:27:56monopoly. now what do mean? f years ago, big brother is
00:27:5911 years, but five years ago... or when it started in
00:28:032006, you would agree with me that it was more
00:28:07like the blowing platform, when you are there you have
00:28:11the followers and all of that, but
00:28:14trace it back to three years, we have tik tokers everywhere, we
00:28:18have platforms that once you are consistent shown out your content, you will
00:28:22blow, the blow we call blow, so it's no longer you must be on
00:28:26Big Brother Niger, you can be any other reality tv
00:28:30show, so we don't have just... one reality tv show we have
00:28:34others and other platforms so big brother is now not
00:28:37the only but one of so that's what it lost it lost
00:28:41the monopoly of earning that stadom giving
00:28:45platform i get that but there also people who would say and these
00:28:49are from followers the show through the years we've had several seasons segob double
00:28:53ala pepper dem lockdown shine your e latest one was called show yourself for
00:28:56example like the quality though casting of
00:29:00housemates do you think it's deep? over the years so we don't have compelling characters in the
00:29:04house for people to invest their timing. okay so i i
00:29:08think that for each season there's a theme
00:29:12so when it was si gobe
00:29:13they had to think
00:29:15what are the characters that will bring
00:29:16out this theme si gobe double h we needed
00:29:20someone we needed people with darts you know so this is show yourself
00:29:24they have to bring people that will replicate that theme we
00:29:28had so many talented people in this season but there's just something about
00:29:32comparison, people will tell you the previous one was more interesting,
00:29:36then watch it when we do season 12, you say
00:29:39oh, I miss season 11, there's always the need to compare the previous, I
00:29:43agree Jay, but even even you would agree
00:29:45with me that, especially lockdown, lockdown lockdown, we were all lock down,
00:29:49but even the one following that shiny, I level up, people argue that these were
00:29:53spect, not just the show in itself, but the characters were spectacular, when when winners
00:29:57would or contestants would leave the house, they will have hundreds of thousands of
00:30:00followers, platform changed. Yeah, like we had so many
00:30:04platforms, so that's a contributing factor, but I will say
00:30:07this um, once again that big
00:30:10brother is suffering from something that actually
00:30:20like um love island outside the country, they suffer
00:30:24that big brother, zamzi, they don't have that viewership again,
00:30:28because I cannot sit down and watch that show, like people will
00:30:32say... not me now, people will say i cannot watch that show,
00:30:35instead of doing that, i should just go live on tik tok, talk about it, the
00:30:39drop lion i make
00:30:46what the quality the characters have been, so the winner left this season
00:30:50i think with 70k followers on social media there abouts in the past,
00:30:54week one exits we'll see that surpassing those sort
00:30:57of numbers, i understand that you said
