00:00:51Welcome to the gavel, I am Terry. Well, it's no longer
00:00:55news that politics seems to have taken over parliamentary activities,
00:00:59consider. that there's been only one sit in the last 10
00:01:03weeks plus, well
00:01:05of yes, lawmakers were on the annual recess from sometime in July,
00:01:09which was supposed to last about seven weeks, but was extended by two
00:01:12weeks. when they resumed, they only sat once and
00:01:16adjoined for two more weeks, so hopefully when the
00:01:20resume on the 13th of October, serious attention would be paid
00:01:24to
00:01:24of legislation, of regardless
00:01:26of of the countdown to the general election, which is now approximately three
00:01:30months away, but it must be asked, how do
00:01:34we expect lawmakers to continue their legislative activities in
00:01:38of Abuja while
00:01:39of seeking reelection in their various constituencies, especially because they
00:01:43have to campaign, I mean the 16th of January is just around the
00:01:47corner, well anyways, let's move on from that, the house of
00:01:50represents press core
00:01:52of held its second annual distinguished parliamentarial
00:01:55lecture
00:01:56of with the theme, the imperative for state police
00:01:59in securing
00:02:00it is strengthening federalism, the
00:02:03of speaker
00:02:03of the house, the governor of Niger State, Umar Bago, who was member
00:02:06of the house before becoming governor as well as the inspector general of
00:02:10police were all
00:02:13of represented.

00:02:52We in neigh state and in north central in particular
00:02:56will be
00:02:56of glad to have state
00:02:58a police in Nigeria.
00:03:05Based on the happenings, everyday
00:03:08happenings in our
00:03:10states, n state and the north
00:03:14country, I think all the states in
00:03:18north central will
00:03:20of pass the vote to bring and state police in
00:03:23Nigeria, I have seen other
00:03:27states commending. and passing the
00:03:31bill, so also I show you all the
00:03:34of states in North Central will equally do the same. I do believe
00:03:38that the parliament can be an engine room for
00:03:41policy innovation, and this is innovative. We
00:03:44can't, we can't keep saying our thoughts and
00:03:48prayers are with the victims of insecurity, and
00:03:52we call ourselves
00:03:54of legislators. We will get tired, after a while it become
00:03:57shameful, is it that there's nothing what we can? do and
00:04:01so this is bold, we're looking
00:04:04at giving every region their own the
00:04:08policing that they deserve. away from
00:04:11that, let's backtrack to the conversation of politics within the national
00:04:15assembly recall that the minority cockers
00:04:18of the house had aligned itself with political movement
00:04:21seeking to rally opposition parties and political actors
00:04:25against the rule in all progress of congress in the forthcoming general
00:04:29elections. the corkus had received a group known as the
00:04:32G100
00:04:33of delegation at the national assembly complex. the meeting was part
00:04:37of the G100 ongoing consultations with opposition leaders and
00:04:41stakeholders ahead of its proposed summit of opposition political
00:04:45parties. Nigerians are
00:04:48waiting, Nigerians are so frustrated and
00:04:52there is no reason
00:04:54in why as opposition voices we should not stand up for
00:04:57Nigerians and bring so far. We have
00:05:01also used this opportunity to decide that we
00:05:04call on all members of opposition,
00:05:07no matter the party, no matter your ambition that
00:05:11there is. strength in unit, and I want to
00:05:15use this opportunity to tell Nigerians, I just shown an
00:05:18example, no matter
00:05:21what
00:05:23uh, what the
00:05:26ABC is giving to you or want to give to you, no
00:05:30matter how much anybody wants to compromise
00:05:34you, stand up to your
00:05:36bidding that in democracy my
00:05:40vote is sacred. In the meantime, here are some
00:05:44motions and bills that were considered just before
00:05:48lawmakers embarked on their annual recess, beginning with the
00:05:51green chamber. A motion by the member representing the Korodu Federal
00:05:55constituency of Lego State, Mr. Babajim Benson sought a
00:05:59comprehensive legislative investigation into the losses, damages
00:06:03and casualties suffered by Nigerians during the recent xenophobic
00:06:07attacks in South Africa which have now
00:06:09resufficed.
00:06:12aware that the recent researges of coordinated
00:06:15anti-foreigner campaigns and inflammatory
00:06:19rhetoric by groups such as
00:06:21oppisendadula and similar
00:06:25organizations created widespread fear among
00:06:28Nigerian residents with many reportedly
00:06:32abandoning homes, businesses and
00:06:36investments while seeking emergency evacuation,
00:06:39following threats and unlawful ultimatums.
00:06:43issued against foreign African
00:06:45nationals, also
00:06:48aware that successive sessions the National
00:06:51Assembly have on several occasions
00:06:55debated motions condemming xenophobic
00:06:59attacks against Nigerians in South Africa, express
00:07:02sympathy with victims and all diplomatic
00:07:05engagement between both governments, but none
00:07:09these has culminated a comprehensive.
00:07:13intensive legislative inquiry to establish the
00:07:17actual number of Nigerians killed, injured,
00:07:20displaced or the aggregate economic losses
00:07:24suffered by Nigerian citizens over the
00:07:27years, worried that
00:07:31every successive wave of xenophobic violence has been
00:07:35followed by public condemnation and diplomatic
00:07:38protests without a corresponding institutional
00:07:42effort to comprehensively document
00:07:46the losses suffered by Nigerians, thereby denying the
00:07:50federal government and the national assembly and authoritative
00:07:53evidential basis for
00:07:56policy formulation,
00:07:59legislative intervention and sustained
00:08:03diplomatic negotiations. the motion
00:08:07mandated the house committees on diaspora and foreign affairs to document the
00:08:11human and economic losses. take inventory of abandoned
00:08:14properties and recommend diplomatic and legal measures to improve the
00:08:18protection of Nigerians living in South Africa, well we await the
00:08:22committee's report on that. Lawmakers also considered motion
00:08:26calling for a comprehensive audit of all seased, forfetted and
00:08:29recovered assets since May 29th,
00:08:321999. The House also
00:08:36notes that the proceeds of
00:08:39crime, recovery and management.
00:08:42Act 2020 established as a legal
00:08:45framework for the tracing,
00:08:49seizure, for future, recovery, management,
00:08:52preventation and disposal of proceeds of crime and
00:08:56recovered and recovered assets in Nigeria and
00:09:00a visaged transparency, accountability and
00:09:04proper record keeping in the management of
00:09:08such assets. The house further notes that
00:09:11since the return of democracy in
00:09:151999, various corruption and
00:09:18security agencies, ministries, departments
00:09:22and agencies, regulatory bodies and
00:09:26courts have seized forfitted,
00:09:29recovered, managed, disposed of and
00:09:32repatriated substantial assets
00:09:36derived from from corruption, money
00:09:40laundering, financial crime, illicit financial flow,
00:09:44terrorism financing and other unlawful
00:09:47activities. the house is aware that such assets
00:09:51comprise of cash recoveries, landed
00:09:55properties, shares, petroleum assets,
00:09:58luxury cars, vessels, aircrafts,
00:10:02investments, digital assets and other
00:10:05movable and immovable properties worth
00:10:09trillions of n. House is also
00:10:13aware that proceeds of crime recovery and
00:10:16management act of 2020 imposes the
00:10:19obligation relating to the
00:10:22management preservation. disposal
00:10:26and accountability of recovered assets and required
00:10:29proper institutional oversight to ensure
00:10:33compliance with the
00:10:35law. the proposal advocates
00:10:39national digital registery of recovered assets and the creation of an
00:10:43ad hoc committee to strengthen transparency, accountability and
00:10:47legislative oversight in asset management. now in the
00:10:50senate, the transparency of foreign aid received in the
00:10:54country is specially by non-governmental organizations came under focus
00:10:58when one law maker raised alarm over issues of false disclosures
00:11:01and diversion. section
00:11:0580 and 83 the
00:11:08constitution vest the control of public
00:11:12funds in the national assembly and section
00:11:1685 empowers the auditor general to
00:11:19audit all public accounts.
00:11:22accordingly, foreign aid once received
00:11:26and applied within Nigeria constitute public
00:11:30resources and must therefore be subjected to
00:11:33constitutional oversight, transparency and
00:11:37accountability, not just the NGOs or the civil society
00:11:41organizations, even within the government circle, lot of
00:11:45money comes in, nobody is accounting for
00:11:48it, the debate grew more intense as
00:11:52law makers linked foreign aid to the country's security char
00:11:57if you look at uh during the the crisis,
00:12:01the boko Haram crisis, lot of NGOs were coming to Nigeria
00:12:05with lot of funding, and uh part of that
00:12:09funding is also creating a lot of
00:12:13security risks for the country, because at the end the
00:12:17day you can never tell
00:12:20who is accounting for
00:12:23what and who is also taking this
00:12:27money? most the organizations that came to Nigeria were renting
00:12:31properties in in uh state in
00:12:34Merugri and they will come and rent properties for 12 years
00:12:38minimum 15 years and all that and I
00:12:41said just started and it's
00:12:44not even up to two years does it mean that these people
00:12:48foresee a situation whereby the book
00:12:51of haram will first start for up to 15 years?
00:12:55so your your your guess is as good as mine, if there's
00:12:59no oxygen, would not be breathing. we have to
00:13:03track these moneies so that we don't end up receiving donations
00:13:07that will tend to destabilize Nigeria and lead to lot of
00:13:10divisions. the beal subsequently scaled second
00:13:14reading and would be subjected to a public hearing. meanwile, a coalition of
00:13:18Nigeria and African and international civil society organizations has
00:13:22called on the Senate and the federal governmentts the immediate. withdraw the
00:13:26proposed foreign aids regulation, transparency and disclosure
00:13:30bill 2026, warning that the legislation
00:13:34could restrict civic space and undermine the work of human rights
00:13:37defenders across the country. in the meantime, the senate
00:13:41has asked the federal ministry of solid minerals developmentts to
00:13:45conduct a comprehensive audit of all licensed miners
00:13:48and their errors of operation to strengthen
00:13:51regulation. several trucks.
00:13:55reportedly sank into mining pits during loading
00:13:59operations, leading to the death of over 20 workers
00:14:03and injuries to several others, thereby exposing the
00:14:06extremely hazardous conditions under which mining activities
00:14:10are presently conducted. the only financial to this
00:14:14ugly scenario is to come
00:14:17off with laws
00:14:19and regulations
00:14:23guiding. mining operations in
00:14:27mining communities with a view to not
00:14:31only insulating miners from
00:14:34exploitation but
00:14:37compensation those in support of this player say i
00:14:41just again

00:16:39Welcome back to the gavel, earlier we brought to you the annual lecture the
00:16:43house of representatives press on the state police bill which is
00:16:46currently before the state houses of assembly seeking two-thirds
00:16:50approval. Recall that the presidential working group on the
00:16:54proposed state police bill had begun reviewing public submissions
00:16:58received during nationwide consultation. Well this is as some
00:17:02opposition figures are calling for the state police constitutional alteration
00:17:06bill to be committed to a fresh and transparent
00:17:10legislative process while accusing the house of representatives of
00:17:14undermining the constitution and its handling the bill.
00:17:18the opposition members question the reports that the constitutional
00:17:22threshold for passage was only met through votes transmitted via
00:17:25whatsapp and by counting members who were not present in the
00:17:29chamber. those in support should
00:17:32raise their hands. those in support of this bill
00:17:36please raise your hands. how can we be? are we primary
00:17:40school students? what kind of thing? showing the showing the whole
00:17:44world, showing the whole world our
00:17:46weaknesses. well 311
00:17:50members voted in favor the bill meeting the two-thirds majority
00:17:53required for a constitution alteration, but the minority
00:17:57carcas disagreed with the procedure adopted for the passage the bill and
00:18:01staged a walkout. the minority corcus then proceeded to
00:18:05address journalists.
00:18:08minority caucus is not against the creation of state
00:18:12police, we are not against the station of great police,
00:18:16state police, whatever that is going to remedy the
00:18:20insecurity in this country as a minority caucus, we
00:18:24are ready to support it, but any action
00:18:28taken by the parliament must follow due
00:18:31process, however the chairman the house committee
00:18:34on defense shared different opinion.
00:18:40we had originally passed the bill a couple of weeks
00:18:43ago, right? so the president bought a
00:18:46more a trick the bill and added one or two things that are
00:18:50inoquous, right? so
00:18:54and i think believe that passing the bill with the speed the
00:18:58light is the most patriotic things to do,
00:19:01and with the fact that we have the majority behind
00:19:04us, including members, of labour
00:19:08party and so the people who went are the minority the
00:19:11minority. now the idea
00:19:15behind bringing back that whole episode was for
00:19:18Nigerians, especially the state houses of assembly in whose hands the bill
00:19:22now lies to pay close attention to the fine details
00:19:26of it and arguments for and against if this will improve
00:19:30the security situation the country. Anyways, it's time now
00:19:34for constituency focus, we will speak to one of your law makes the... find out
00:19:38how well you're been
00:19:39represented,
00:19:48we've been able to build at least about about
00:19:51four four schools, for classrooms and blocks
00:19:55of classrooms,
00:19:58um, hospital a federal medical
00:20:02center annex has been brought into the
00:20:05federal constituency at. when we talk about
00:20:09schools, we have the uh solalade junior secondary
00:20:13school, we have the balusanosi primary
00:20:16school, we have the debojo uh
00:20:20secondary school and uh now we are still
00:20:24working on one or two that would be completed uh
00:20:28uh very soon and uh area of
00:20:32empowerment because used to be an
00:20:35algerian local government until the dispensation
00:20:39when lot of activities have been brought over, talking
00:20:43about the free trade zone, like deep sea
00:20:46ports, that goter refinery and all the rest.
00:20:50this has actually changed the
00:20:52occupation the people
00:20:56and then we need to now restrain,
00:21:00train and restrain people in line with the reality on
00:21:03ground. one, people have
00:21:07to be to ensure before to ensure that people get into the
00:21:11mainstream of most most these projects, the danguter refinery and the
00:21:15rest, that means we must start training our children to be engineers,
00:21:19chemical engineers. petroleum engineers, even people into
00:21:22diving because the deep sea port and all the rest, so
00:21:26we we started encouraging our youths to
00:21:30to ensure that they not just go to the university but take the right
00:21:34courses and in the process we also encouraging assisting them in
00:21:38provision of jam firms uh buseries and
00:21:41all the stuff financial assistance for the for the
00:21:45students and for the artisans there must be people who must
00:21:49be because "we have the largest dev real estate development
00:21:53too in ibejuleki because of all this uh
00:21:56industrialization so we've been able to do lot of uh
00:22:00training for them in this field working with the
00:22:04uh NDE Nigerian directorate of employment because if you work with
00:22:08them they able to give them certification trade test and some these
00:22:11certification that will be able to make them work in some these
00:22:15factories at the end the day so we be able to train
00:22:18at this" close to two 300 during the
00:22:22past few few years and
00:22:24also giving empowerment in terms of
00:22:27materials uh deep freezers fridges
00:22:31uh mini buses
00:22:35out board engines and for
00:22:38the for tailors and uh fashion designers
00:22:42too we've given them soing machines and all the
00:22:45accessories and uh for people in in the
00:22:49beauties sector to um h dressers and barbing we
00:22:53also being to give them their necessary kit uh we need
00:22:57about 1, people about two years ago to ensure
00:23:01that we most of our people are ready for the development coming
00:23:04in presently we are working on the farmers because
00:23:08now food has
00:23:10been a major problem feeding ourself like i
00:23:13said has the largest land mass 646 square
00:23:16kilometer in in in Lagos
00:23:20so we told our people even if you have sold
00:23:24land to people who are doing real estate, most them have not started developing
00:23:27yet, you can still work with them and farm on the
00:23:30land, ensure that you
00:23:32are only farming shrubs and vegetable,
00:23:36don't go into longterm i mean perenal
00:23:40agriculture like uh planting of palm trees and all the rest,
00:23:44just palm, plants, cassava, vegetable, those are things you can
00:23:48easily avest when come and we just distributed about
00:23:52500 uh backs of fertilizer recently for
00:23:56the fish farmers too we're going to give them this fish
00:24:00tank so that we want to start with 10
00:24:03groups we establish 10 groups you give you the fish
00:24:07tanks with all the feedings and all the fish at
00:24:10least we monitor them if you you can prove
00:24:13yourself to be um
00:24:17to to have interest in this can start taking some
00:24:21individuals later, but want to start with 10 groups, so that will be 10 major
00:24:25tanks, i think is about 400 liters tank, that's what
00:24:29they use for this fish, that would take about three uh
00:24:323, uh fish each,
00:24:36so we're looking about that means you have 3,00 into 10, that's about
00:24:3930,000 uh
00:24:42fishes.
00:24:51and that's all the time we have on the gavel this week, do send feedback to the gavel at
00:24:55channelsv.com and barring any last minute changes, we
00:24:58expect legislative activities to commence fully on the
00:25:0113th of October. thank you for your time, I'm Terry
