00:00:00to run, shuffling that deck
00:00:03thoroughly. He noted that he decided not to run for personal
00:00:06reasons. He had promised his family five years
00:00:10ago that there would only be one term. Meanwhile, for example,
00:00:13the new director of the presidential office, Paavo Nõgene, expressed his opinion a few days ago
00:00:16on Vikerraadio, that if Karis had wanted
00:00:20to become president, he would have received the necessary support.
00:00:24But now everything is ready for the festive
00:00:26session. Speeches are given.
00:00:30Uh, Ülle Madise's oath of office will be heard, and we
00:00:34will also hear the anthem for the second time. But the session
00:00:37is chaired by the Speaker of the Riigikogu, Lauri Husser.
00:00:41Esteemed Riigikogu, respected President of the Republic of Estonia,
00:00:45Alar Karis with his spouse, respected
00:00:48President-elect Ülle Madise with her spouse,
00:00:52President Toomas Hendrik Ilves, President
00:00:55Kersti Kaljulaid, Mr. Prime Minister,
00:00:58Ministers. Constitutional officeholders, Excellencies,
00:01:02guests, ladies and gentlemen, I open
00:01:06the Riigikogu plenary session, the eighth session's fourth
00:01:09working week's Monday
00:01:12session. And dear colleagues, we
00:01:15are starting the solemn ceremony of the President of the Republic of Estonia
00:01:19taking office. President Alar Karis, I invite you
00:01:22to the Riigikogu
00:01:23rostrum.
00:01:29This is, then, a historical moment. President Karis's last speech
00:01:33of his term. It will be very interesting to hear what tone Alar
00:01:37Karis
00:01:37chooses.
00:01:41Respected presidents, President-elect Jüri
00:01:45Madise, dear members of the Riigikogu and government,
00:01:49guests,
00:01:52dear Estonian people.
00:01:55Thank you for the trust placed in me.
00:02:00years ago, right here in the Riigikogu, I promised
00:02:03to uphold the Constitution, the internal and external
00:02:07peace inscribed in its preamble, and
00:02:11to patiently listen and
00:02:13notice. I spoke of a resourceful
00:02:17people, a people who are not
00:02:20afraid to meet the unknown.
00:02:24Surprisingly many such encounters have occurred over the past few years.
00:02:27Pandemic. War,
00:02:31inflation, climate and
00:02:33energy crisis, finally, the aggressive
00:02:36development of new technologies, artificial intelligence.
00:02:39None of these
00:02:43challenges started in Estonia. Crises have
00:02:47reached us from further away, and as a small country,
00:02:50we are even more affected compared to
00:02:54larger ones. We have had to recognize
00:02:58these unknowns. learn, and
00:03:01if necessary, change our way of thinking and behavior.
00:03:04But we have
00:03:06adapted and managed.
00:03:08What is the president's
00:03:12role in this sum of crises?
00:03:16The president's job is to notice, to be able to
00:03:19listen, to unite instead of
00:03:21divide, to seek balance, to maintain
00:03:25diversity, to stand for internal and external
00:03:29peace. "At least that's how I understand
00:03:33this office. It is easy to talk
00:03:36to friends, but one must also communicate with those
00:03:40whose understanding differs from ours.
00:03:43It is easy to read talking points, but
00:03:46one must think and act independently, and
00:03:50based on local conditions.
00:03:53It is effective and memorable to be bold and
00:03:56belligerent in words, but what is important is achieving the result."
00:04:01It's nice to hear one's own voice, but
00:04:05one does not become wise that way.
00:04:08While in maintaining external peace we can
00:04:10rely on soft diplomacy and our
00:04:14friends and allies, especially
00:04:16our closest Nordic and Baltic
00:04:20countries, then in maintaining internal peace,
00:04:23we have no one else to rely on but
00:04:27ourselves.
00:04:30Internal peace begins with trust and
00:04:32belonging,
00:04:35with the state's attitude, understandable
00:04:37laws, avoiding over-regulation,
00:04:40the responsibility of the law-maker,
00:04:43the ability to think not only of one's
00:04:47votes, but of the broader impact of the law,
00:04:49the interplay
00:04:52of laws. The collision with ever new crises,
00:04:55the daily squabbling between politicians.
00:04:58the constant need for attention and
00:05:02attention economy characteristic of a fleeting society have raised the temperature
00:05:05of society, reduced the ability to read critically
00:05:08and to, if necessary, also...
00:05:12disagree. Soon we will have
00:05:15election debates, which will focus on highlighting
00:05:19opposing views.
00:05:21Then experts will assess who managed to put
00:05:25whom in their place more skillfully. But what could be the impact on our
00:05:29elected body's activities if we started
00:05:33rewarding cooperation more,
00:05:36appreciating the productive passes that led to
00:05:40goals, alongside the goals themselves? Our
00:05:43culture of discussion needs culture,
00:05:46otherwise the spiritual health of society will suffer and the self-
00:05:49censorship characteristic of a silent era will emerge.
00:05:53Dear co-thinkers,
00:05:56I have been asked a lot, especially in the last week,
00:05:59what good things I will take
00:06:03away from five years? I have answered that a firm
00:06:06conviction, the knowledge of the Estonian person's
00:06:09resourcefulness,
00:06:11the ability to adapt to difficulties and crises, it is precisely in the
00:06:15ability to cope in any situation that the wisdom of the Estonian people
00:06:18lies. This is our
00:06:21ingenuity, our essence, our guarantee of
00:06:25survival. The joy and knowledge of a free country,
00:06:29of an excellent living environment, good
00:06:32education and a safe home
00:06:35outweigh the difficulties and make us act and
00:06:38decide every day.
00:06:41I wish politicians and officials even greater
00:06:44decisiveness than before.
00:06:48Otherwise, things will not move forward and problems
00:06:51will accumulate. Both an aging and
00:06:54shrinking Estonia, as well as Europe more broadly, need new
00:06:58moves. Bold decisions, clever
00:07:01solutions, courage to take risks.
00:07:05The ability to change decisions when necessary. Listening to and
00:07:08trusting younger generations.
00:07:11As a small digital leader, there is an opportunity to be
00:07:14flexible. Additional momentum is given to
00:07:17Estonia by the modernization of education and economy. The implementation of new
00:07:21technologies, increasing productivity,
00:07:24expanding foreign markets, leveraging Estonia's advantages
00:07:28and experience as a digital country. In short, a brain
00:07:32economy. Whether it is real or
00:07:35artificial. Focus.
00:07:39Artificial intelligence, alongside security, has become one of the central
00:07:42topics in the world. There are three options: to
00:07:45ignore, to forbid, or
00:07:48to adapt. I do not
00:07:52believe in prohibitions. Development cannot be restricted, but
00:07:55it must be guided, a balance must be found,
00:07:59a safe environment must be provided,
00:08:02technology must be made to work for people.
00:08:06Artificial intelligence has arrived as a great unknown, and Estonia
00:08:10is setting an example. An example
00:08:13of how to cope with it. From an idea born at a meeting with some
00:08:16thinkers in Karioru, a nationwide
00:08:20educational innovation has now grown with the support of schools and the Ministry of Education
00:08:23and Research, which consolidates Estonia
00:08:26as a digital country, attracts attention
00:08:29and interest, and opens doors
00:08:32to us even in the most remote corners, and most
00:08:36importantly, provides young people with a future-proof
00:08:40education. And... I will continue to deal with
00:08:44artificial intelligence in education, as a patron of this
00:08:47leapfrog, and as a member of the UN global
00:08:50artificial intelligence, AI forgood commission.
00:08:53As president, I will continue
00:08:56to stand for curiosity and knowledge-basedness,
00:08:59diversity and distinctiveness,
00:09:02internal and external peace, freedoms and
00:09:05maintaining balance.
00:09:09I thank my advisors, the President's Chancellor, and
00:09:12staff, all the people with whom
00:09:16the last five years were made possible in joint
00:09:20work and harmony, and of course my wife
00:09:23Sirje, without whom this would not have been possible,
00:09:27and who took on a leading role in helping Ukrainian
00:09:30children and speaking up for the mental health of
00:09:33young people.
00:09:36Dear President-elect, Ülle
00:09:37Madise.
00:09:40The office of the Estonian head of state is a great honor and an even greater
00:09:43responsibility. I wish you the skill to pay attention,
00:09:47to notice, to ask the right questions, to find
00:09:51time for reflection,
00:09:54but especially to remain yourself,
00:09:58not to be afraid of meeting the unknown,
00:10:01strength, wisdom, and
00:10:04firm resolve to uphold this
00:10:06office. I thank
00:10:08you.
00:10:17"If we were to summarize the most topical thought of the President's speech
00:10:20in one sentence, then it was a rather sharp
00:10:24hint towards the Ministry of Foreign Affairs, so those disagreements still
00:10:28exist, but what does that hint matter anymore, because now
00:10:31Alar Karis has given his last speech
00:10:34of his presidential term, because now
00:10:37the taking of the oath
00:10:40begins. We will continue with the
00:10:43taking of the oath of office by the new president. President-elect
00:10:46Ülle Madise, I ask you to take the oath of office
00:10:50before the Riigikogu to the Estonian
00:10:53people.
00:10:56Well, actually, Ülle Madise's name was already speculated about five years ago,
00:10:59but it probably wasn't the right time yet. Madise finally announced
00:11:03on August 17 that she would run. In Madise's case,
00:11:07of course, it is also said that she has the potential for two
00:11:09presidential terms. But now, upon assuming the office of President
00:11:13of the Republic, I, Ülle
00:11:16Madise, solemnly swear to uphold
00:11:19inviolably the Constitution and laws of the Republic of Estonia,
00:11:22to justly and impartially use the power granted
00:11:25to me, and to faithfully fulfill my duties
00:11:29with all my abilities and best
00:11:31understanding for the benefit of the Estonian people
00:11:34and the Republic.
00:11:35kasuks.
00:11:43The oath of office has been taken. President Ülle Madise bows towards the Riigikogu.
00:11:46She has promised to work very diligently and daily
00:11:50with the Riigikogu, and her idea is that every
00:11:54mandate received deserves respect. And remember
00:11:57this time, at 11 minutes past 3 PM,
00:12:01Ülle Madise's term as President of the Republic
00:12:05of Estonia began, and now it has also been signed. This is
00:12:08like a blank sheet on which pages will be drawn.
00:12:26"And now power symbolically moves
00:12:29from one president to another, and
00:12:33the symbol of this power is the presidential
00:12:36chain of office. the presidential chain of office on Ülle Madise's
00:12:40shoulders. The presidents shake hands,
00:12:43and a new era has
00:12:44begun.
00:12:51And now the new folder is on the Riigikogu podium, already
00:12:55brought with the speech
00:12:57text, and President Ülle Madise's speech will indeed be a very exciting
00:13:01wait.
00:13:04But now, the anthem of the Republic of Estonia.
00:13:08The Riigikogu rises
00:13:09to its feet.
00:13:14How beautiful you
00:13:17are. I cannot
00:13:21find a greater
00:13:25garden in the world,
00:13:29oh my dear, how beloved
00:13:31you are, dear land, you my
00:13:35fatherland.
00:13:40You have indeed
00:13:42given birth
00:13:45to me and
00:13:47raised me.
00:13:50I thank you
00:13:53always and... and will remain by
00:13:56your side until death,
00:13:59you are my dearest,
00:14:02you dear fatherland.
00:14:06isama,
00:14:11May God watch over you,
00:14:15my dear fatherland,
00:14:19isamaa,
00:14:22may he be your protector
00:14:25and helper in all
00:14:29that may come, all that
00:14:32is undertaken
00:14:34here, brave
00:14:37fatherland.
00:14:46The anthem was heard for the second time today, but today is a bit
00:14:49special. By the way, the Estonian
00:14:52National Male Choir under the direction of Mik Üleoja.
00:14:55Very esteemed President of the Republic of Estonia,
00:14:58Ülle Madise, I congratulate you on behalf of the Riigikogu
00:15:02and ask you to the Riigikogu
00:15:05rostrum.
00:15:08And now, probably the most exciting moment of today:
00:15:11Ülle Madise goes to the Riigikogu rostrum and delivers her
00:15:15first speech of her term.
00:15:18Hopefully, we will hear how Ülle Madise will
00:15:21shape her presidency, because the Estonian people expect it.
00:15:27Esteemed representatives of the people,
00:15:30President Alar Karis,
00:15:32presidents, prime minister, ministers,
00:15:36constitutional officials. Incumbents, Your Excellencies,
00:15:40guests.
00:15:42On September 2nd, I spoke before you about how Estonia's
00:15:46greatest treasure is its people. This
00:15:49is true. We must do everything
00:15:52possible so that there are many carriers of Estonian language
00:15:55and culture. So that Estonia is the best place
00:15:58for raising children and growing old, for inventing and
00:16:02writing poetry, for science and
00:16:04doing business. So that children are among the world's most
00:16:07intelligent, balanced, and happy,
00:16:11so that their zest for life does not disappear
00:16:15later as parents and workers, nor
00:16:18because of age or health.
00:16:22Clean nature, rustling forests, the sea,
00:16:26lakes, rivers, birds and animals, plants,
00:16:30mushrooms, bees, fish, dragonflies.
00:16:34In just one generation, the nature here will be even more beautiful
00:16:37than it is now, if only we know
00:16:39how to preserve it. Estonia is indeed one of the most pleasant
00:16:43places in the world to live, already
00:16:46now, with mosquitoes and puddles, good and bad
00:16:50skiing weather.
00:16:52Everyone here in Estonia must be able to feel that they themselves,
00:16:56as well as their lives, work, and creativity, are
00:16:59valuable. That we fit in comfortably
00:17:02here, as diverse
00:17:05as we are, with our interests, views,
00:17:09lifestyles, tastes, and
00:17:12mother tongue. High culture, pop culture,
00:17:15alternative culture and underground, all this colorful
00:17:19palette. Practicing for the song and dance festival does not
00:17:23interfere with Hip-Hop or a midnight rave, and
00:17:25vice versa. Estonia is free, exciting,
00:17:29vibrant, developing, diverse.
00:17:33Can we maintain and continue
00:17:36to build such an Estonia?
00:17:38In my opinion, it depends on trust,
00:17:41hope for the future, and
00:17:43courage.
00:17:47Perhaps we do not notice every day or have forgotten that in most places in Estonia,
00:17:51goodness, simple work, peasant wisdom, and
00:17:54helping each other are still held in high regard. A neighbor pulls
00:17:57out a car stuck in the snow, and also
00:18:01clears the driveway for the other, an old person freezing at the bus
00:18:03stop gets a ride and reaches their destination.
00:18:07Children from another family get home from practice with their own, fresh cucumbers
00:18:11and tomatoes are left in a bag on a neighbor's doorknob, or
00:18:14apples are put out for everyone to take.
00:18:17Let us notice this, acknowledge it, and
00:18:20participate.
00:18:24In the work of the Chancellor of Justice, I unfortunately saw too often
00:18:27how a person truly gives their
00:18:31best, dedicates themselves to the good of others,
00:18:33but is not reciprocated. Yet one
00:18:38should. For example, a mother who, by
00:18:42fate, raises a child alone, works, studies a very
00:18:46necessary profession for society, volunteers wherever
00:18:50she can, yet if she herself needs
00:18:53help, how often can she encounter
00:18:56administrative harassment and cold arrogance when seeking
00:18:59support?
00:19:02My colleagues and I at the Chancellor of Justice's office always
00:19:06and everywhere opposed spiritless proceedings,
00:19:09for what kind of system is it where one can shrug coldly and state,
00:19:13'the clients did not receive the service,'
00:19:15instead of realizing that a child and their mother were left
00:19:18in distress?
00:19:22There are those who solve problems, fortunately, but can
00:19:25we recognize them and acknowledge
00:19:27them for it? For example, a police officer who
00:19:31saves the life of a child speeding on an electric scooter,
00:19:34takes the child and the scooter home, and hears from the parent
00:19:37in response, "I won't even
00:19:41say."
00:19:43I just wonder how anyone can think that a well-trained
00:19:47official leaves their family in the evening to go to work with the sole
00:19:50thought of harassing decent
00:19:52fellow citizens.
00:19:55Or a teacher who worries about students
00:19:58in their heart, seeks opportunities for them to spread their wings,
00:20:02comes home in the evening, opens the computer, and what
00:20:05comes out is not a thank you.
00:20:10"Dear fellow travelers, in my opinion, we need much
00:20:14more trust and warm
00:20:16appreciation.
00:20:19Each of us in our profession is a trained
00:20:22expert who gives their best,
00:20:26and trust must truly be earned. Let us all give our best
00:20:29in our lives and
00:20:31work.
00:20:36The attempts of the last decade to transform people,
00:20:40to dictate how to live, think, feel, or
00:20:43speak, have dealt
00:20:45an unavoidable
00:20:47setback to trust.
00:20:50The lesson has been learned, now trust must be
00:20:53restored.
00:20:56Especially, among people who experienced the brainwashing
00:20:59of the occupation era, all kinds of ideological
00:21:02propaganda evoke contempt, which can
00:21:05make even the best person write or do something they would not
00:21:08even think of otherwise, and
00:21:11vote simply against
00:21:13everything. In the end, resentment
00:21:17transforms into election results.
00:21:20"Everyone has the right to vote exactly as they see
00:21:23fit. That's what elections are for.
00:21:27The main thing is that people don't refrain from voting at all, that they don't
00:21:31remain silent, indifferent, or completely disconnected
00:21:35from life.
00:21:37Indifference, namely, is the enemy of a free, democratic
00:21:41society, as is the loss of hope for the future
00:21:44and simply
00:21:45noise.
00:21:49Even a state of law rests on trust,
00:21:52on the knowledge that rules apply to everyone and
00:21:55people are treated
00:21:57fairly.
00:22:01Whatever happens, let us not allow ourselves to be turned against
00:22:04each other, here, in our corner of the world, with
00:22:08our people.
00:22:11The number of people who are perhaps
00:22:14justifiably so unhappy that they are ready to destroy, should be
00:22:18as few as possible.
00:22:20because we need to build
00:22:22the future.
00:22:27Dear people,
00:22:30it is said, if you want peace, prepare, you
00:22:33know.
00:22:36Peace must be maintained, everyone can participate
00:22:39in this.
00:22:42The first step is to maintain
00:22:43peace of mind.
00:22:46There is too much fear of war in the air. When I come
00:22:50from a discussion about the actual security situation, assessed factually,
00:22:52my mind is always much calmer
00:22:56than when reading conscious incitement to fear.
00:22:59Of course, I know that politics or
00:23:02business lies behind it, but still.
00:23:05Yes, the world around us is unpredictable and
00:23:08dangerous. A global trust crisis as
00:23:11well, it's true. I understand the concern and worry
00:23:14myself.
00:23:17Ukraine must now be supported in every conceivable
00:23:20way, so that the war of aggression against Ukraine
00:23:23ends and lasting, just peace is achieved,
00:23:26so that war criminals are
00:23:29punished and the aggressor pays for
00:23:31the damages.
00:23:33It must be convincingly shown across the world that international
00:23:36law, a rules-based world order, and the protection
00:23:40of human rights are beneficial for most
00:23:43countries and for all
00:23:46people.
00:23:50Estonia has been carefully strengthened,
00:23:53the defense forces, the Defense League, the Women's Defense League, the entire broad
00:23:57national defense, dedicated neighbors in the Baltic and Nordic countries,
00:24:00Poland, all our allies in Europe and
00:24:03NATO. This is our
00:24:06security, it is not little,
00:24:09although much remains
00:24:11to be done.
00:24:15I ask you, let us not let fear or hopelessness
00:24:18into our souls. Fear paralyzes or incites
00:24:21foolishness. One must act
00:24:25wisely.
00:24:28I can confirm with the best knowledge that the future is not
00:24:31dark or predetermined. We are still building
00:24:35it ourselves. In times of confusion, one must
00:24:39see one's great opportunity and skillfully
00:24:42seize it. We have done it before.
00:24:45Foresightfully, resolutely, and
00:24:48with zest for life.
00:24:51Humor and lightness are needed more generally, and
00:24:54spiritual strength.
00:24:57Culture cannot be considered something that comes after everything
00:25:00else. Culture sustains and carries,
00:25:03comforts, expands, warns, cleanses the dark
00:25:06corners of the human soul, helps us become
00:25:08better.
00:25:11Let us not miss domestic cultural events.
00:25:14Let us make them inviting and accessible to children and
00:25:18young people, and to those who lack
00:25:21money or whose movement
00:25:23is difficult.
00:25:26Let us appreciate our writers, film and theater makers, artists,
00:25:30designers, museums, new and
00:25:33heritage.
00:25:35Let us always be interested in the way of life and culture of other
00:25:38peoples as well. In a foreign country, I always
00:25:42try to get to a museum or
00:25:46church or concert,
00:25:49"even for a moment. And let us be
00:25:53visible ourselves. Estonian artists' exhibitions abroad, our
00:25:56wonderful orchestras and choirs, theater performances, novels,
00:26:00medals in sports competitions, all this matters.
00:26:04Similarly, scientific research and inventions that have reached production,
00:26:07brave and trustworthy entrepreneurship, technology, start-up and
00:26:11mature entrepreneurship, and defense industry, of course, but
00:26:15not only that. In modern times, it is a great thing if an entrepreneur
00:26:19can produce something special and very well, at a reasonable
00:26:22price and environmentally friendly, and
00:26:25deliver the products on time, not just
00:26:29here in Estonia, but throughout the world.
00:26:34Dear listeners, Estonia's trump card is
00:26:37education. We know it ourselves, the entire
00:26:41educated world knows it.
00:26:44But please, let us strive harder so that all Estonian
00:26:47children have a good education and broad
00:26:49opportunities.
00:26:52This must not depend on whether a child studies in a small rural school or in the capital's
00:26:56suburbs, whether they live with their parents,
00:26:59in a foster family, or in an orphanage.
00:27:02Or whether they are still learning Estonian.
00:27:05The future of the Estonian people depends on the good education
00:27:09of all Estonian children.
00:27:12The artificial intelligence leap in schools,
00:27:16initiated by President Alar Karis, deserves recognition and
00:27:19continuation.
00:27:21The future belongs to those who know how to use artificial intelligence wisely,
00:27:24while remaining independent and skilled
00:27:28as people. The leap that has begun must be
00:27:32aimed as far as possible,
00:27:35and always so that AI does not become
00:27:38AI.
00:27:41Technology must not make us forget that people must also
00:27:44be able to cope independently.
00:27:46Excessive dependence on technology and electricity is dangerous
00:27:49for everyone and everywhere.
00:27:52A storm or a thief is enough to be in big
00:27:55trouble. Let's be
00:27:57brave.
00:28:01Estonian Justice. Minister of State Liisa Bakosta is leading a global
00:28:04discussion to establish regulation for the AI
00:28:08industry. Estonia must lead this effort.
00:28:11We have a long
00:28:14digital state experience and a complex history.
00:28:18We can understand other nations and countries
00:28:21around the world, and perhaps
00:28:23they can understand us too.
00:28:25The digital divide does not run or deepen only within societies,
00:28:29causing great poverty, pain and resentment in places. "every
00:28:33year or month more and more, it runs more dangerously also
00:28:36in the world, so we must agree
00:28:40that artificial intelligence must be accessible also
00:28:43to smaller and poorer countries and
00:28:47that artificial intelligence must serve humanity, not
00:28:50vice versa.
00:28:53For the protection of the Estonian language and culture, and all small nations and cultures,
00:28:57it is necessary that
00:29:00these be well and correctly
00:29:03included in AI models.
00:29:08Currently, we are in a situation where armies of robots serving the interests of an aggressor state
00:29:11are actively spreading falsehoods and
00:29:14also teaching artificial intelligence
00:29:17to lie.
00:29:20This lie, ladies and gentlemen, hurts
00:29:23everyone.
00:29:25In my opinion, all countries that want
00:29:29to remain independent and sovereign should be vitally
00:29:32interested in fighting hostile propaganda.
00:29:36against
00:29:37.
00:29:43The President of the Republic cannot and must not replace the popularly elected
00:29:46Riigikogu or the government or the court.
00:29:49instead. The separation and
00:29:52balance of powers is a great
00:29:54value.
00:29:56The President has his own role
00:29:59in this balance formula. The date of the National Defence Council
00:30:03stipulated in the Constitution has already been set,
00:30:06the teaching in a difficult exercise, in a light battle,
00:30:09would develop further so that if the exercise is particularly tough, then there will be no battle,
00:30:13which is our
00:30:14goal.
00:30:17The lack of ideas and uniformity could be addressed at home
00:30:21by starting with bold thoughts and dreaming.
00:30:25The President's think tank is one such
00:30:27place for this. Thinking together, debating and
00:30:31humor. They bring out the best in people,
00:30:34from academics to schoolchildren. This is how new
00:30:38ideas are born.
00:30:41The President can acknowledge and support everyone who works
00:30:44to ensure that families have a place to live and raise
00:30:48children, that the birth of a child does not lead to financial
00:30:51hardship, that a loan can also be obtained by someone who wants
00:30:54to establish a home in the countryside. May Estonia be child- and family-friendly,
00:30:58on the topic of upcoming and all elections.
