00:03:55Mykolaivna.
00:04:02And dear Ukrainians, dear colleagues,
00:04:04this is a very important bill for our
00:04:08European future, the result of the consideration
00:04:11of which we can see with you already tomorrow,
00:04:14therefore, I want to say
00:04:18that with this bill, we
00:04:21ensure the educational rights of national minorities, indigenous
00:04:24peoples, and preserve, which is fundamentally important,
00:04:28the unchanged status of the Ukrainian
00:04:31language. Behind this bill are years of
00:04:34work, meetings with representatives of national
00:04:37minorities. Behind this project is a multi-year
00:04:41negotiation, a multi-year negotiation track with
00:04:44Hungary. I want to thank the representatives of the government,
00:04:47people's deputies, thanks to whom over the last
00:04:51few months, Serhiy Vitaliyovych Babak, Chairman of
00:04:54the Committee, thanks to whom
00:04:57over the last few months, this bill. The text has significantly
00:05:00changed, and today we see a balanced
00:05:04text, and I really want to ask all of you to support this
00:05:07bill, because it truly is the result of
00:05:11compromises from different sides. In
00:05:142022, colleagues, we adopted the Law of
00:05:17Ukraine on National Minorities, and several
00:05:21times we have made amendments to this law,
00:05:25and we continue with you
00:05:27to move in this
00:05:29direction,
00:05:32doing so that this law and legislation in the sphere of rights of
00:05:35national minorities comply with all European
00:05:38standards. For example, in Hungary, four Ukrainian schools and five
00:05:43operating, and we appreciate the opportunity for our branches are already
00:05:47children to preserve their native language and culture, and on a mirror
00:05:51principle, we ensure the same right to citizens of Ukraine, and we
00:05:54really want such schools to exist and operate
00:05:58in all countries
00:06:01of the world, this is a civilized approach that complies with European
00:06:05practices. Thank you, please, Lopushansky Andriy
00:06:09Yaroslavovych, European Solidarity.
00:06:13Please pass the floor to Pavlenko Rostyslav, Rostyslav Pavlenko, please,
00:06:29thank you, dear colleagues, it is very important to understand when
00:06:33adopting this bill, we face
00:06:36very complex tasks and very responsible tasks in the context of
00:06:39European integration, because opening clusters
00:06:43is not even half the work, we need to fulfill those
00:06:47obligations, those conditions that are set
00:06:50and not only regarding the requirements of
00:06:53other countries. We need to fulfill first of all what
00:06:57is needed for Ukraine in the context of the rule of
00:07:01law, in the context of overloading the State Bureau of Investigations and other
00:07:04similar bodies, in the context of freedom of speech, because only in this way
00:07:08can trust be gained. Now specifically regarding
00:07:12this. bill, colleagues, how did
00:07:15the situation develop? Initially, the executive branch agreed
00:07:18uncritically to what the partners demand,
00:07:21although at this very stage it is very
00:07:24important to ensure conditions that are
00:07:27favorable for Ukraine.
00:07:30Again, there is very difficult work ahead, and
00:07:33after the Association Agreement was ratified,
00:07:37visa-free travel and other decisions were ensured, we know and understand this better than anyone, and this experience must be
00:07:40taken as a basis, because further on, indeed, this project
00:07:44was saved, colleagues here correctly say, the working group worked, giving
00:07:47due credit to Vice Prime Minister Chintsov, then additional
00:07:50negotiations were held, but this should not be constantly
00:07:54about salvation, but in order to ensure
00:07:58the balancing of interests in the language issue,
00:08:00colleagues, it is critically important to adopt also bill
00:08:0415412 regarding the support
00:08:07and concretization of the powers of
00:08:11state bodies in the implementation of the Ukrainian language as
00:08:15a state language, this is absolutely necessary, it is a great pity
00:08:18that we are not considering this project before
00:08:21we consider this bill
00:08:24regarding the language rights of minorities, this needs to be taken into account in
00:08:28our work, because there is still a very long way to go,
00:08:31thank you, please, Velmozny Serhiy Anatoliyovych, parliamentary group
00:08:34Trust, please pass the floor to Larysa
00:08:37Bilozir, please, Larysa Bilozir,
00:08:41dear colleagues. Today we have a chance
00:08:44to move forward in the negotiations for Ukraine's accession to the EU,
00:08:48two clusters have already been opened, and the opening of two more clusters,
00:08:52the second and third, depends on our decision today, and
00:08:55we know that an intergovernmental commission will soon
00:08:59take, which will consider
00:09:02this issue in Luxembourg precisely regarding
00:09:05the opening of negotiation clusters for Ukraine, and this
00:09:09bill is one of the important factors for unblocking the negotiations.
00:09:13We must frankly admit that Hungary successfully
00:09:16used the blocking of Euro-integration negotiations to
00:09:19help itself preserve schools, in particular lyceums, where
00:09:23representatives of Hungarian national minorities study, this
00:09:27also applies to Romanian national minorities, as within
00:09:30the framework of the school reform, the Ministry of Education and Science recommends forming lyceums where
00:09:34there are at least 160 children. So, we will close ours already from
00:09:382027, here people
00:09:41very correctly approached and will preserve all their schools, this needs
00:09:44to be taken into account. Of course, we need to support it, what exactly
00:09:48does this bill provide for? It expands the possibilities of using
00:09:52the languages of national minorities that are official EU
00:09:55languages in education. Secondly, the status of an educational institution for national
00:09:59minorities is introduced for schools where more than half of the students
00:10:02study in the corresponding language. At the same time, I want to reassure
00:10:06everyone that Ukrainian remains the state language of the educational
00:10:09process, no additional rights for the Russian
00:10:12language are provided for by this bill, therefore, colleagues,
00:10:15the possibility of Ukraine moving further towards
00:10:19EU membership depends on our decision today, and
00:10:22our European integration is not just about future membership, it is also about
00:10:26specific opportunities for Ukraine today,
00:10:29about specific funds, and I call on
00:10:33all of us to vote for this bill today as a basis
00:10:37in general. Thank you. Please, Ivchenko Vadym Yevhenovych,
00:10:40Batkivshchyna, as I understand it, Krulko, Ivan Ivanovych, then
00:10:43Natalya Pipa, and then
00:10:46we vote. Please, Ivan Ivanovych
00:10:48Krulko. I already said, then Natalya
00:10:52Pipa again, one minute, and then.
00:10:56Ivan Krulko, Batkivshchyna faction.
00:11:00I represent Transcarpathia,
00:11:03and I can say that when I studied at school, there were about five
00:11:06Hungarians in my class, there were descendants of ancient
00:11:10there were Germans,
00:11:13Romanians, and everyone spoke
00:11:17the language of their minority, as they deemed necessary.
00:11:21There were never any problems with language use, and there are none.
00:11:26This artificial problem, which was inspired, among others, by
00:11:29Moscow in order to block Ukraine's accession to
00:11:33the European Union, was done
00:11:36deliberately, and unfortunately, the previous government in Hungary
00:11:40used this thesis against Ukraine. We need
00:11:43to remove any insinuations, any.
00:11:47If a child who
00:11:50lives in Transcarpathia learns Hungarian
00:11:52and connects their life further with
00:11:56Budapest, then we will not stop them from doing so, but I
00:11:59want to say that in the Ukrainian army, on par with
00:12:02Ukrainians, Ukrainians of Romanian,
00:12:06Hungarian, Polish origin
00:12:09are fighting, and they are also defending our state today from Russian evil,
00:12:12so if this issue of adopting this law is
00:12:16an issue of our European integration, we must
00:12:19adopt it, but remember one thing,
00:12:22that we must also adopt another law on strengthening
00:12:26guarantees for the development of the Ukrainian language as a state language, because this
00:12:30war, the existential war that Russia is waging
00:12:34against Ukraine, is a war, among other things, for us here in
00:12:38Ukraine not to have the right to speak our Ukrainian
00:12:41language and to learn the Ukrainian language, this
00:12:44is a war for future Russification, and therefore
00:12:47guarantees for the development of the Ukrainian language, this is what will preserve
00:12:51our statehood and strengthen it, and one more thing, we...
00:13:25of the Council and the European Commission, we visited Transcarpathia,
00:13:29in particular, schools of national minorities in the majority,
00:13:32in Irhava district, we met in that
00:13:36in the ninth grade, to my question "good day", only some
00:13:39children could answer, to "what is your favorite subject"
00:13:43no one, therefore in fact, I
00:13:47believe, and ZNO, today in the form of
00:13:50NMT, all national minorities take in their native language, this
00:13:53bill that we have... this is truly to show
00:13:57that we are ready for a constructive dialogue and that we
00:14:00are ready to hear the needs of national minorities, but
00:14:03frankly, this does not contribute to the integration of these
00:14:07citizens of Ukraine as
00:14:11part of the Ukrainian state, I thank every descendant of
00:14:14national minorities,
00:14:18thank you, dear colleagues, please, I ask you to take your
00:14:21seats, colleagues, take your seats and move...
00:14:25to adopting a decision on this extremely important draft
00:14:28law from the procedure Mazurash from the procedure, only please Heorhiy
00:14:32Heorhiyovych
00:14:36only from the Matsurash procedure, please, it is a pity that they adopted
00:14:39a decision
00:14:42on the procedure not to present, not to give the opportunity
00:14:46to the authors to present bills, and I also did not have the opportunity
00:14:50to say why I submitted an alternative
00:14:53bill for registration, but... I submitted it at the request
00:14:56of public organizations that represent
00:15:00the Romanian community in Ukraine, which have
00:15:04critical reservations about this bill and asked
00:15:07in the end to take into account one thing,
00:15:10to give educational institutions where
00:15:14national minorities, national communities, study in their language, more
00:15:17than 20%, but less than 50%, to give them the opportunity
00:15:20to work for another six months in such a mode, and then, if
00:15:24they do not reach... 50% they already became, as
00:15:27they say, like everyone else, and this was not heard,
00:15:30and because of this, we have risks that we may have complications
00:15:33in relations with Romania, which may take a position...
00:15:39for now, I would ask you not to vote for this bill as a whole, thank you,
00:15:43dear colleagues, please, let's move to voting, I put
00:15:46forward the proposal to adopt as a basis the draft law on making
00:15:49amendments to some laws of Ukraine regarding the provision of educational rights

00:16:43266 votes in favor, the decision is adopted, the law is adopted as a whole. Oleksandr Serhiiovych, please,
00:16:47by factions, please show, dear colleagues, there is
00:16:51a proposal to instruct the Chairman of the Verkhovna Rada to immediately
00:16:54sign the bill just adopted as a whole with registration number
00:16:5816-19 and send it to the President of Ukraine for
00:17:01signature, if there are no objections, I put this proposal to a vote, please
00:17:05vote.
00:17:21263 votes in favor, the decision is adopted, thank you, thank you, colleagues,
00:17:25let's move on, the next draft law 1601, I
00:17:28put forward the proposal to include it in the agenda of the session, 226
00:17:31votes are needed, this is a draft law on making amendments to some laws of Ukraine regarding
00:17:35increasing the efficiency of privatization.
00:17:38property, I put forward the proposal to include it in the agenda, please vote,
00:17:54250 votes in favor, the decision is adopted, I put forward the proposal to consider it under an expedited procedure,
00:17:58please vote,
00:18:02let's vote
00:18:03quickly now.
00:18:13220 votes in favor, the decision is adopted, regarding the procedure on
00:18:16this issue, then let's do it after the completion, so that we don't interrupt,
00:18:20please, I invite colleagues, the deputy chairman
00:18:24of the committee, the chairman of the subcommittee Movchyn Oleksiy Vasyliovych for up to 4
00:18:27minutes, please, dear colleagues,
00:18:31dear Mr. Chairman, I present bill number
00:18:331601 regarding increasing the efficiency of pri...
00:18:38vatization of state property. Today, the state owns
00:18:41a huge amount of property, but often it does not even
00:18:45know what exactly it owns. State
00:18:47ownership includes over 1.3 million objects, of which
00:18:51about 580 thousand are real estate
00:18:54with a total area of more than 160 million
00:18:58square meters. At the same time, ownership rights are properly
00:19:02formalized for only 56% of such
00:19:05objects. buildings, warehouses, and enterprises
00:19:09that have been idle for years, are crumbling and do not create
00:19:12either jobs or bring income to the state
00:19:16budget, and the problem is generally not the lack of investors, investors
00:19:20exist, the problem is that the state is not capable of properly
00:19:24preparing its assets for sale. Our
00:19:27bill proposes to change this: first,
00:19:30we provide the State Property Fund of Ukraine with tools for
00:19:34identifying unused assets and
00:19:36comprehensive preparation for privatization, from formalizing
00:19:40documents to finding investors.
00:19:42Secondly, we remove bureaucratic obstacles,
00:19:46simplify the transfer of objects and
00:19:49enterprises to the State Property Fund, increase the threshold for
00:19:52large-scale privatization from 250 million
00:19:55UAH to 1 billion and improve auction
00:19:58procedures. Thirdly, we create a mechanism
00:20:02for financing the preparation of assets and material
00:20:05incentives for employees for... effective work,
00:20:08meaning, if they sell, then they can pay additional
00:20:11bonuses. The logic is simple: the state should pay for
00:20:15results, not for the process. Colleagues, this bill is also
00:20:19part of our international obligations to the World
00:20:22Bank within the framework of a package of financial support for Ukraine worth
00:20:253.5 billion dollars. But
00:20:29the main thing is not even that. We must finally transition from a state that
00:20:33simply maintains property to a state that
00:20:36professionally manages
00:20:40its capital. Every non-performing state
00:20:44asset means lost investments, jobs
00:20:47and taxes. Our task is to return these
00:20:51assets to the economy. The Committee on Economic Development on October
00:20:552, 2026, at its meeting, considered
00:20:57bill number 16011 regarding
00:21:01increasing the efficiency of privatization of state property and adopted
00:21:05a decision to recommend that the Verkhovna Rada of Ukraine adopt it as a basis in the first reading with
00:21:08further refinement of provisions in accordance with
00:21:12part one of Article 116 of the Rules of Procedure.
00:21:15I ask for support for bill 1601 in
00:21:18the first reading. Thank you, thank you,
00:21:21please, sign up two for, two against for discussion of this issue.
00:21:39Please, Herasym Artur Volodymyrovych, European
00:21:41Solidarity.
00:21:44Please pass the floor to Sofia Romanivna Fedyna. Please, Sofia Romanivna
00:21:47Fedyna.
00:22:04Dear colleagues, we are now talking about this bill on increasing
00:22:07the efficiency of privatization of state property, but I have
00:22:10a logical question: where is
00:22:13this efficiency, if over the past few years, we
00:22:17have only been encountering terrible corruption
00:22:20scandals, criminal proceedings, and possible
00:22:23billion-dollar losses for the state in the process of so-called
00:22:26privatization. Let's recall the privatization of the Bilshovyk
00:22:30factory: it was sold for 1.4 billion, and now the SBI is conducting
00:22:34an investigation into undervaluation by more than a billion. Ocean Plaza
00:22:37- an asset that was taken from Moscow owners so that it
00:22:41would work for Ukraine, as a result, law enforcement officers
00:22:44are investigating possible preparations for sale at an artificially
00:22:48undervalued price, and... and to a predetermined
00:22:51buyer. In September of this year, NABU and SAPO
00:22:54submitted a case to court regarding a criminal organization
00:22:58which, according to the investigation, was headed by the former head of the State Property
00:23:02Fund, and now the case of embezzlement and state losses of
00:23:05more than 700 million UAH has been submitted to court, well, and the cherry on
00:23:08top, here we can consider the case of
00:23:12Morshynska, where ARMA chooses a legal
00:23:14bureau with a statutory capital of 100 UAH as a manager, and...
00:23:18as a result, which has possible connections with Mindich, so
00:23:21tell me, please, how in such conditions are we supposed to
00:23:25control state property, assets that were
00:23:28taken from Moscow residents, and who is responsible for all this embezzlement,
00:23:32or is it a factor of political will at the highest level? In
00:23:36this case, we really need new mechanisms for financing
00:23:39the preparation for privatization, involving
00:23:41legal entities, material incentives for employees
00:23:45of the fund, but since we
00:23:48catastrophically lack money for the army, then
00:23:51first of all, we must at all levels ensure that every
00:23:55released penny goes indeed for its intended purpose, and not
00:23:59ends up with Mindich, in the dynasty or various
00:24:01Carthages.
00:24:04Please, next, Lukashuk, Batkivshchyna
00:24:06faction,
00:24:09passes to Yulia Volodymyrivna, please, Yulia
00:24:11Volodymyrivna.
00:24:22Yulia Tymoshenko, Batkivshchyna faction. Well,
00:24:25dear friends, this is a law
00:24:28about, I would say, the organization of
00:24:32mega-corruption in the sale of strategic state
00:24:36assets. Well, firstly, they also said here about
00:24:39sheds, about garages, this is an absolute
00:24:42lie, because this law raises,
00:24:46increases the threshold for large-scale privatization from 250.
00:24:52That is, a whole layer
00:24:55of our state property of large-scale
00:24:58privatization, well, it is artificially transferred to
00:25:02small-scale privatization, this is the first thing,
00:25:04secondly, well, tell me, please, who
00:25:08gave the right to create a special separate
00:25:12company for preparing objects for
00:25:15privatization, which will pay according to this
00:25:18law.
00:25:21from the amount of realization of the object, tell me
00:25:24by name, who will go into this trough, who will divide
00:25:28these kickbacks, which are now legislatively
00:25:31approved, among themselves, and
00:25:34further, this is also just excellent: 36
00:25:38minimum subsistence levels to give
00:25:41a monthly salary of employees of
00:25:44the State Property Fund, and for every successful
00:25:47privatization by 100... percent of this
00:25:51huge up to 150 thousand per month
00:25:54salary to pay a bonus, and
00:25:58also, you know what, after conducting an absolutely
00:26:01fraudulent auction, the right is given,
00:26:04attention, I quote: the winner
00:26:07is allowed to change the documents that were
00:26:11the basis of privatization, that is,
00:26:13post-facto to change the terms of privatization, this is
00:26:17a corrupt law, only against, vote against
00:26:21such documents. Please, next Skorokhod, Anna
00:26:24Kostiantynivna, party for
00:26:26the future.
00:26:35Colleagues, if the State Property Fund does not
00:26:38cope with its work and cannot
00:26:41prepare an object for privatization, why
00:26:45do we need the State Property Fund, what do they
00:26:48get their big salaries for,
00:26:51and who is the ultimate beneficiary of this
00:26:55bill? Name specific names
00:26:58for whom a specific intermediary
00:27:01company is being created, which for
00:27:04an additional fee and a certain percentage of
00:27:07the sale will prepare objects for
00:27:11privatization, tell the name, and then there will be no
00:27:14questions, otherwise we have anxiety, we cannot make
00:27:18decisions that are important for the people of Ukraine, but we
00:27:21have time to adopt some lobbying
00:27:25issues. Secondly, recently, people who
00:27:27lived in dormitories have been coming
00:27:31to me all the time, because they were strangely,
00:27:35magically, privatized by the State Property Fund,
00:27:38privatizing the state enterprise,
00:27:41privatizing it with a dormitory,
00:27:44although this is directly forbidden by law. What
00:27:47starts next? People are terrorized, people
00:27:50are evicted, they are left without
00:27:54housing, they lost and are losing the right to
00:27:57privatize the housing in which they
00:28:00have lived since the 70s,
00:28:0380s, 90s. Why
00:28:07doesn't the State Property Fund deal with these
00:28:09issues? And finally, what is
00:28:13this? We don't have money
00:28:16for the military, we don't have money for social
00:28:19guarantees. But we will pay the State Property
00:28:22Fund for good privatizations
00:28:26with full salaries. Well, let's just say then, we have a corrupt
00:28:30parliament,
00:28:33we have a corrupt government, and we only do
00:28:36what is beneficial for us, please,
00:28:39Velmozny Serhiy Anatoliyovych, Trust group, dear colleagues, and after this we
00:28:42vote, please, people's deputies,
00:28:45prepare yourselves,
00:28:51Serhiy Vilmozhny, Luhanshchyna, parliamentary group Trust, dear
00:28:55colleagues, state property must work
00:28:58for the benefit of the state, but in fact this is not
00:29:02visible. You all know that for almost 13 years of war,
00:29:05millions of people have lost their own homes, only
00:29:09units of them received compensation, all
00:29:12others are waiting for who knows what, people
00:29:16don't believe it and on the eve of a difficult winter, I hear from
00:29:19citizens that they plan to leave for the
00:29:22winter, and it's not a fact that
00:29:25they will return, millions of Ukrainians are abroad,
00:29:28most of them have already learned the language
00:29:31of the country they live in, they have
00:29:34jobs and have real support abroad.
00:29:37Our State Property Fund owns dozens
00:29:41of objects, these are sanatoriums, hotels, boarding houses,
00:29:44apartments and houses. This is the property where
00:29:47hundreds of thousands of displaced people
00:29:51should have lived since 2014, but this did not
00:29:55happen. I have a question about this, why? If the regulatory
00:29:58framework is insufficient, I am personally ready to submit a bill that will simplify
00:30:02the transfer of state property for the residence of displaced people, but I don't
00:30:06know about these problems, but I do know that millions of IDPs
00:30:10actually do not receive state support and are forced
00:30:13to rely solely on themselves. ARMA promised
00:30:16to transfer housing seized for the benefit of the state. All this
00:30:20remained exclusively words. All
00:30:23assistance to displaced persons is
00:30:26just words. Dear colleagues, 12 years
00:30:29ago there should have been a clear policy regarding
00:30:32displaced persons, but even now there is
00:30:36none, I call on every people's deputy
00:30:39to personally join in solving the problems
00:30:43of displaced persons. Thank you. Thank you. I understand, one
00:30:47more minute, the voice will be Yulia Sirko. Dear colleagues, after
00:30:50this we vote, please take your seats. Sirko, Holos faction. Dear colleagues,
00:30:54our faction will support this
00:30:58bill in the first reading and will...
