00:00:00is ready to submit a bill that will simplify the transfer of state
00:00:03property for the residence of displaced persons, but I am unaware of
00:00:06these problems, but I am aware that millions of IDPs
00:00:10actually do not receive state support and are forced
00:00:13to rely solely on themselves. ARMA promised
00:00:16to transfer residential premises seized in favor of the state, all this
00:00:20remained exclusively in words: all
00:00:23assistance to displaced persons is only
00:00:26words. Dear colleagues, even 12 years ago...
00:00:30there should have been a clear policy regarding
00:00:32displaced persons, but even now there is none.
00:00:36I call on every people's deputy
00:00:39to personally join in solving the problems of
00:00:56faction will support this bill in the first reading and will
00:01:00work on it until the second reading, as there is still
00:01:02work to be done, many comments were made by my
00:01:06colleagues before this, and I also want to say that there are precedents and
00:01:10there are many cases when privatization
00:01:13takes place, to put it mildly, non-transparently,
00:01:16the ultimate, the ultimate beneficiary, the ultimate
00:01:19buyer of privatization objects has ties
00:01:23either with Russia or with sanctioned,
00:01:26sanctioned legal and natural persons. Or
00:01:30the final beneficiary is not traceable at all, he
00:01:34may be from the Russian Federation, as well as from other
00:01:37countries that are not friendly to Ukraine and that should not own
00:01:41property on the territory of Ukraine and should not participate in
00:01:44privatization, therefore, dear colleagues, we will submit amendments, we will
00:01:48support it in the first reading and until the second reading, I hope we will
00:02:13as a basis with the refinement of provisions,
00:02:16in accordance with part one of Article 116 of the Rules of Procedure of the Verkhovna Rada
00:02:20of Ukraine, the draft law on amendments to certain laws
00:02:23of Ukraine regarding the increase of the efficiency of privatization of state
00:02:26property, registration number 1601.
00:03:14Zhytomyr region, a man of peace, Rostyslav
00:03:18Oleksiyovych, I asked you a long time ago for the Ukrainian parliament
00:03:21to outline some red lines, and now I am also
00:03:24addressing you, please, for the next conciliation council,
00:03:28prepare a simple one-page document.
00:03:30which would be signed by the leaders of all factions and groups, to give a clear
00:03:34signal to both Ukrainians and the world that we do not
00:03:36trade our people and our territories,
00:03:40so that individual microorganisms have fewer opportunities
00:03:44to divide Ukraine, to divide people into parties of war and
00:03:48peace, Ukrainians every second risk their lives from
00:03:51shelling by rashists, we are all for peace, and from the procedure, not for
00:03:55capitulation, I ask that the parliament provide
00:03:58some official document. from all leaders of faction
00:04:01groups with all proposals, please support it, thank you, dear colleagues,
00:04:05look, I don't even have a second thought, because this
00:04:09is defined by the Constitution of Ukraine, this is defined by the oath of a people's deputy
00:04:13of Ukraine, and we constantly define this in our appeals of the Verkhovna
00:04:17Rada, which we broadcast everywhere, that for us it is clearly
00:04:20understood are those things on which Ukrainian statehood is based,
00:04:23so I will convey this information, but I just say that we have already adopted such things
00:04:35Oleksiyovych, colleagues, I would actually like to raise the issue of
00:04:38inviting the Prime Minister to the parliament hall, because for various
00:04:42reasons and even for objective reasons, the parliament cannot
00:04:46talk to the government against the background of what we
00:04:49are now realizing, what draft budget for
00:04:5220-27 has been submitted, to ask
00:04:55the Prime Minister whether he believes that salaries
00:04:59in the rear should be higher than those of servicemen, that
00:05:02the budget of the occupied territories should be financed,
00:05:06that it should be financed, I understand your proposal, to invite
00:05:45Buzhansky, and let's move on, please, from
00:05:47the procedure,
00:05:50dear Yaroslav Oleksiyovych, I see that Vice Speaker
00:05:53Olena Kostivna Kondratiuk
00:05:56has suddenly left, I wanted
00:05:59to ask you, did she just get bored, or did something
00:06:02more important than a Verkhovna Rada meeting during
00:06:05the war suddenly appear? Thank you, dear colleagues, look,
00:06:08well, please, I can't speak for everyone in the hall, perhaps
00:06:12there were more important issues, I don't know, she'll come and you'll ask,
00:06:16I don't have the authority or the right
00:06:19to re-ask or do other things, dear colleagues, let's move on,
00:06:2215400, draft law on amendments to
00:06:25section six, final and transitional provisions of the Budget Code regarding
00:06:28the crediting of fees for processing and issuing documents in the field of state
00:06:32export control to the special
00:07:23outline is that this bill
00:07:27is related to the decision of the Cabinet of Ministers, which was adopted in
00:07:30July 2026, when the government introduced
00:07:34a special mechanism for controlled arms exports to
00:07:38partner states in the so-called drone
00:07:41deal format. First of all, weapons produced in Ukraine
00:07:45go to the defense forces, and in case of exceeding
00:07:49production capacities, they go for export, and
00:07:52the amendments to the code that we are currently considering determine
00:07:55that the fee for processing this
00:07:59export contract or permission to export these
00:08:02weapons is transferred to the needs of the defense forces and
00:08:06divided into two equal parts for
00:08:09the purchase, modernization and repair of armaments for the Armed
00:08:13Forces of Ukraine, and the payment of monetary support for
00:08:17servicemen of the Armed Forces
00:08:20of Ukraine. Currently, the government is considering,
00:08:24or thinking about, reviewing this rate, it was introduced at the level of
00:08:2720% of the export contract, they are considering
00:08:30the possibility of reducing it, the Ministry
00:08:33of Defense appealed to the budget committee with a request
00:08:37to urgently consider this bill so that on
00:08:40Monday, today, to bring it
00:08:43to a vote in the hall, therefore the committee recommended
00:08:46to support it in principle and in its entirety, please support it.
00:09:42lacked literally a few votes to adopt this
00:09:45bill, this
00:09:47bill was finalized
00:09:51by the committee and took into account those
00:09:55comments and amendments that our
00:09:57people's deputies had, it
00:10:01was voted on by the Budget
00:10:04Committee unanimously, and therefore I today
00:10:08call on everyone to support
00:10:11this law. project, this
00:10:14bill provides an additional direct source
00:10:18of revenue for our military.
00:10:21The Ministry of Defense urged us
00:10:25to adopt this bill as quickly as possible, the Budget
00:10:28Committee
00:10:31recognized this bill as urgent, and therefore
00:10:35I call on all people's deputies, all
00:10:38factions to support this bill, this is money for
00:10:41our military, this is money for our
00:11:12your attention to the fact that the government's decision on partial
00:11:16permission for surplus military goods, components of military
00:11:20goods, military technologies, which
00:11:23was formalized as Resolution
00:11:26875, has not yet worked, and it has not worked not
00:11:30because it is unknown where to pay the fee or duty, but because
00:11:34many nuances have not yet been regulated, and
00:11:38this is discussed at the defense committee,
00:11:42regarding our issue, in fact, I am
00:11:45confident that the head of the committee reads the conclusion of the budget
00:11:48committee, which clearly states that
00:11:51a situation has arisen when by its decision...
00:11:55Now we are entering into a conflict with such
00:11:58a fee for obtaining a permit, which concerns
00:12:02other existing administrative services that
00:12:05are provided today. Please read the conclusion
00:12:09of the budget committee. In fact, under
00:12:12this budget classification code,
00:12:15local budgets currently receive
00:12:19fees that come under
00:12:21this article, under the name other types of administrative
00:12:25services, so for January-August
00:12:2726, almost 1.5 billion hryvnias
00:12:31were received by local budgets, with today's
00:12:34decision you are saying that no, we are completely taking
00:12:38this line, other administrative
00:12:41services, to the state budget with
00:12:44a distribution to a special
00:12:47fund with a 50/50 distribution, 50 for weapons,
00:12:5050 for monetary support, please tell
00:12:53me, why didn't you allocate... as a separate type
00:12:57the fee for the export permit, why are you taking all other
00:13:01administrative services from local budgets, and
00:13:04finally, please decide, because at your committee
00:13:08there was talk about the need to return to
00:13:11the expert
00:13:55This is actually a very special
00:13:57guest, the theory of victory, how
00:14:01to achieve military success in confrontation with
00:14:04Russia in conditions of deterrence and
00:14:06defense.
00:14:13General Aleksandrovich.
00:15:37so in order to ensure
00:15:41peaceful development and sustainable presence, what challenges
00:15:45we have, and in fact I would like to remind that
00:15:49our alliance, first of all, is an alliance
00:15:53of defense, we do not have concrete plans and we do not have
00:15:56ambitions, we only want to protect
00:16:00our people and defend our
00:16:02territory, no one should
00:16:06understand our theory as
00:16:09a theory when we are afraid
00:16:13of something, our theory is to preserve peace,
00:16:16because we will fight to preserve
00:16:19peace, we will stop any
00:16:22attack, regardless of its
00:16:26origin, we will immediately
00:16:28react and support each of our
00:16:32allies if such danger
00:16:34arises, and this is what
00:16:38he calls his theory
00:16:40of victory, a concept based on
00:16:43the application of capabilities
00:16:47to maintain peace and, in
00:16:50a necessary situation, to be able to repel
00:16:54an attack, it is actually based on
00:16:57a strategy that is supported by all
00:17:00member countries of NATO. This is our theory
00:17:04of victory. I would like to elaborate on this
00:17:08theory in more detail, I would like to emphasize once again
00:17:12that I am not saying that conflict can be
00:17:16avoided, we can avoid
00:17:19conflicts only
00:17:22by outlining strategies,
00:17:25communication, and supporting
00:17:28the most necessary capabilities, transparency
00:17:31of policy, and therefore our readiness should be
00:17:35not in
00:17:38what is currently, but what may
00:17:41be in the future, we must foresee possible
00:17:44difficulties, remember this phrase, if we want
00:17:47peace, we must prepare for war, that is,
00:17:51peace is our strong part, and we
00:17:54must, as
00:17:57a common alliance, strive for this together. One of our
00:18:01advantages, we see that
00:18:04this situation in which we found ourselves,
00:18:08and the events that help us collect a large
00:18:11amount of information,
00:18:15allows us to come to serious
00:18:17conclusions, analysis of the situation, and develop
00:18:21strategic strategic decisions for
00:18:25cooperation, and therefore results do not come
00:18:28unexpectedly, we want to give
00:18:30an opportunity in case of necessity
00:18:34to quickly make decisions in order to ensure
00:18:38defense, joint defense for our participants,
00:18:41participants of NATO,
00:18:45in short, we actually
00:18:48talk about such tasks as being able to immediately
00:18:52respond to attacks on the territory of our
00:18:55allied states,
00:18:58sometimes this is called a plan,
00:19:01but in fact this is our theory, and
00:19:05victory allows our
00:19:07allies to have a concrete vision of how we can
00:19:11deter the enemy,
00:19:13and these are the main tasks that we must achieve, we
00:19:17must demonstrate
00:19:18the ability
00:19:22to defend ourselves and be ready for the difficulties that
00:19:26may arise and learn difficult lessons from
00:19:30the example of Russia's war against Ukraine in order
00:19:33to be able to respond accordingly if, for example, the attack continues.
00:19:38we need to stop
00:19:41the enemy's advance, that is, we must
00:19:44work on a significant amount of military
00:19:47equipment, and of course
00:19:50we must think about the fact that our ground
00:19:53forces will also be involved in case
00:19:57of an attack, and our our
00:20:01marines will also play their
00:20:04role in in in the situation
00:20:08of resistance, of resistance within the framework
00:20:11of defense, we also talk
00:20:15about about the advantage of our marines,
00:20:18that is, our advantage at sea, this
00:20:21means that with all possible land forces
00:20:25and at sea and in the air we must block
00:20:28the possible advance
00:20:31of the enemy deep into any territory
00:20:35of our allies.
00:20:38We need to work out
00:20:41the moment and use and use
00:20:45the best achievements today,
00:20:47for example, in control
00:20:51and communication systems, work on this for a quick
00:20:55complete defeat of troops,
00:20:58if we actually
00:21:00can
00:21:04not just work on reducing
00:21:07the number of attacks, but on strengthening defense, to do
00:21:10this, we are currently
00:21:14actually working more on new
00:21:17weapons, on new
00:21:20technologies that will be able to, in their
00:21:23own way, exert pressure on our
00:21:26adversary. We will do this in
00:21:30such areas as nuclear deterrence, cyberspace
00:21:34defense, space operations,
00:21:38and enemy formations
00:21:40will be stopped, and and in fact, their
00:21:44leadership will not be able to use control and communication systems
00:21:48to manage. After what
00:21:51I have stated, I would like to say that we do
00:21:55not want, we will not
00:21:59need to inflict defeat on
00:22:03our enemy, we must
00:22:07create such conditions when, when
00:22:10our adversary
00:22:13faces such strong resistance, when, when
00:22:16they will be forced to suffer, to suffer defeat.
00:22:24We are also focused on
00:22:28coordinating all our possible resources,
00:22:31forces to achieve
00:22:34victory, and
00:22:37I would like to emphasize once again that the system of deterrence
00:22:41and defense will always be supported
00:22:44and work towards de-escalation
00:22:47of the situation.
00:22:50we will do this in order to
00:22:54apply the best strategies. This means
00:22:57that, for example, the burden of escalation, in some
00:23:01part, may in some
00:23:04way damage the overall
00:23:07situation, the emotional state, the psychological state, this
00:23:11means that this escalation
00:23:14in any direction worsens
00:23:17the atmosphere. if, for example, our
00:23:21enemy puts us in such
00:23:24conditions, we must
00:23:28ensure such a situation where the spirit of our
00:23:31military and the population we will be
00:23:35protecting will not suffer, that is, we
00:23:39must ensure such an approach where every
00:23:42step, every attack by our enemy
00:23:45will suffer defeat,
00:23:48and for our to quickly understand that
00:23:51they have no chance of winning, and the price
00:23:55of escalating the conflict for them will also be quite
00:23:58high, that is,
00:24:02in our alliance, we
00:24:04actually we increase
00:24:08the readiness of our forces. We
00:24:12will continue to prepare every
00:24:14day training, exercises, and all this will be today, tomorrow and
00:24:18the day after tomorrow. Preparing
00:24:21to build, preparing for victory, this
00:24:25is one of the key,
00:24:28key strategies of actual defense,
00:24:31showing that we are ready
00:24:34to fight for ourselves, this
00:24:36means that we certainly have a better chance
00:24:39of winning,
00:24:42and it is also important to maintain
00:24:45superiority through deterrence and
00:24:48defense conditions, every task, every
00:24:51exercise, everything we
00:24:54invest, will pay off a hundredfold, because
00:24:58victory will be achieved
00:25:01comprehensively,
00:25:04so our ground forces
00:25:07actually demonstrate their their
00:25:11potential for resistance, and also they
00:25:15can perform
00:25:18a significant number.
00:25:23we also talk about
00:25:25our
00:25:28our serious anti-missile
00:25:31systems, when we can influence
00:25:35the capabilities of control and communication systems,
00:25:39and all this can
00:25:41help us carry out
00:25:44defense,
00:25:47our first task, I remind you again, is...
00:25:51And if deterrence can be
00:25:54achieved through the demonstration
00:25:58of our strength, our readiness.
00:26:11I believe that this is a quite realistic plan,
00:26:14and therefore I remind you once again, our alliance
00:26:18is aimed at peace, and we do not consider
00:26:22attacks, we are entirely a defensive
00:26:26alliance, we are
00:26:29ready and we will be more ready today, tomorrow
00:26:33and every day after that, we stand
00:26:36here together and in Poland, stronger than ever
00:26:40before, we have balanced
00:26:43forces, we know how to fight if such
00:26:46a need arises, and together we
00:26:49will ensure that any enemy who wants
00:26:53to step on the land of our ally will
00:27:26namely the theory of victory,
00:27:28actually already existed, I think...
00:27:32it can even be said that people
00:27:35talked about it before, why
00:27:39did it become popular now, and you are talking about it
00:27:42in Warsaw. Yes, thank you, we talked, we worked on this
00:27:45theory for quite a long
00:27:49time, we met,
00:27:51finalized the project,
00:27:55we also have the final version of the document, which
00:27:58is currently
00:28:02for... we have foreseen
00:28:04certain activities that will need to be
00:28:08applied in case of sabotage or
00:28:11some
00:28:12more difficult
00:28:16situations, that is, we know how
00:28:19to react, we know what
00:28:21to do,
00:28:24and I would also like to tell
00:28:27others, in order not to
00:28:30damage and... we are actually
00:28:33ready to repel any attacks
00:28:36on our allies, and we
00:28:39are ready, we are ready to take
00:28:42the challenge,
00:28:44you say, you always repeat, here we have it, we
00:28:48have it, that is, does your theory
00:28:52evaluate the situation when we
00:28:56have deterrence, this is,
00:28:59for example, look, please look at various
00:29:03other examples when actually
00:29:06involved in serious military actions.
00:29:10Yes, and that is precisely why
00:29:13we have worked more on this situation
00:29:17regarding the theory of victory. We, for example,
00:29:20analyzed the conflict in the Middle East, and
00:29:24also analyzed the course
00:29:26of events in Russia's war against
00:29:29Ukraine, we drew conclusions, developed
00:29:36our theory, we took all these issues into account, we learned a lot as a
00:29:40result of analyzing the situation, and we understand what we
00:29:44need
00:29:44to do,
00:29:48we also need to remember about investments,
00:29:52which we must invest in to increase
00:29:54the potential of our
00:29:57allies,
00:30:01so we have that. so you talk
00:30:05about conflicts, so
00:30:08the first, the first question is how small
00:30:12our reserves are, do you think the reserves are improving, do you
00:30:15think that Ukraine is the biggest
00:30:18question, how do we
00:30:21stand in terms of
00:30:24anti-missile systems, are we ready for such cases, as I
00:30:28said,
00:30:30if we can be... ready now, that's good, we can be even
00:30:34better prepared, and that's why I'm talking about it, we can always improve
00:30:38our situation, at the moment,
00:30:42investments, of course, mostly go into the defense industry, which I consider
00:30:46very good, and in the last few years we
00:30:49have also learned a lot from Ukraine, it is extremely important
00:30:53to see what works, what needs
00:30:57to be improved, I think...
