00:07:29local models, now we are really
00:07:32on luxury ranges, premium ranges, for example
00:07:36Zicker is present, so that's the high-end
00:07:39brand of Guilly, Guilly you know is the... owner of Volvo for
00:07:43example so Zicker is 800,000 vehicles delivered since 2021 and
00:07:47then there's what you see behind me that's Denza and that's the high-end
00:07:51brand of BYD and BYD that we are starting to know or
00:07:55recognize on our roads and there you see for example this enormous
00:07:59Bao 5 behind me gold color,
00:08:02it's discreetly stunning and here we are talking about vehicles at
00:08:0610,000, 11,000 € so we are really hunting on
00:08:10the territory of Mercedes BMW Porsche
00:08:13and precisely, that's where the contrast is
00:08:16striking, BMW Mini and Porsche simply did not
00:08:20come to this motor show, it's
00:08:23true that Mercedes is present, even if the sales of the
00:08:26German manufacturer continue to fall, there is a rebound and
00:08:32sector, is it that electrifying
00:08:35standard vehicles of the German brand
00:08:38like the famous, obviously iconic C-Class, well, isn't it better? than to
00:08:42absolutely want to do something new, well, that's perhaps a hypothesis, a lead to explore to try
00:08:46to compete, but what we really observe is that the German brands of course, they have
00:08:50lost market share in China where the Chinese manufacturers now it's obvious,
00:08:54reign supreme, and the Chinese manufacturers come to attack the
00:09:18Ludovic, we stay in France with what is left of the Enfants Rouges market
00:09:22located in the heart of Paris, it was ravaged by flames last
00:09:26night, all the stalls burned, the fire was brought under control at
00:09:30dawn, there were no victims, but the loss is immense, it was considered the oldest
00:09:33covered food market in the French
00:09:54And right now here in Europe, how to keep control over AI, is Europe
00:09:58already overwhelmed, the answer with Caroline de Camaret and her
00:10:01guests, France 24, LCP,
00:10:04public senat
00:10:05presents.
00:10:19Thank you for joining us in Brussels at the European Parliament for a debate
00:10:24intelligence while artificial intelligence is developing
00:10:28and promises to revolutionize our daily lives, creating
00:10:31opportunities, but also concerns, especially when we
00:10:34listen to the statements of the American industry giants,
00:10:37for example, this summer, the head of safety of the Anthropic
00:10:41group estimated that there was a 10% chance that this
00:10:45technology would destroy humanity in the
00:10:47coming decade, AIs escaping from their
00:10:51manufacturers to colonize sites and then the Australian
00:10:54government. it too was hacked, the dangers seem
00:10:57multiple. So, the European Union has taken the lead for 2
00:11:01years by adopting the European regulation on artificial
00:11:04intelligence, a text that prohibits for example manipulating
00:11:08users, taking advantage of the vulnerability of
00:11:11young people and people with disabilities, it provides for
00:11:15fines for companies breaking the law, up to 7% of their turnover,
00:11:19but the question of European sovereignty in the face of AI
00:11:23arises because the gap has widened. with other global players, Americans
00:11:26dominate for example by the number of models put on the market
00:11:3061, three times more than the European Union, the size of
00:11:33investments in AI, 600 billion dollars this year, five times more than
00:11:36Europe, and even the
00:11:41AI, has Europe already lost the race? and
00:11:46artificial intelligence, two
00:11:54and facing you...
00:12:25artificial intelligence becomes more powerful and more autonomous, it could
00:12:28evolve faster than our institutions,
00:12:31concentrate power in too few hands or make decisions
00:12:35that people no longer understand or control,
00:12:37as the development of AI automates,
00:12:40the progress of artificial intelligence could accelerate
00:12:44rapidly, this moment requires extreme
00:12:47attention.
00:12:49extrême.
00:12:53So when you hear the boss of Open AI, do you fear that our states, our
00:12:57European democracies in particular, our
00:13:01AI? I think there are several things that need to be
00:13:05very clear, the first is that the problem is not AI, it's the use
00:13:08we will make of it, and the second, and I want to be clear on this point right away, we
00:13:12often hear that regulation
00:13:15are opposed, so some say yes Europe regulates and so we are unable
00:13:19to compete correctly with the Americans and that's why we are losing, Europe is the champion of
00:13:22regulation. Let's be clear, the first European regulations were only partially
00:13:26implemented this summer, we didn't wait until this summer to
00:13:30be behind the Americans, so those who today tell us that it is the fact that
00:13:33we regulate, that we want to keep power, that we want to structure
00:13:37somewhere a new capacity and which, like any
00:13:41capacity, must be framed, that makes no
00:13:43sense, so opposing those who say that we must regulate a new
00:13:47power and AI is a new power and that
00:13:50it would be to oppose one and its very development, that makes no sense, we can be for
00:13:54AI and I think AI is a potential and Europe must certainly not fall
00:13:58behind and we will come back to that, however that does not prevent us at all, as always when
00:14:01there is something powerful, from using
00:14:05because we are the master and the slave or the tool is
00:14:09AI. David Cormand, do you believe in the coming years in a scenario that makes us think of science fiction
00:14:13films with artificial intelligence that would enslave
00:14:16humans to the point of eliminating them? no, not at
00:14:20all, not at all,
00:14:24I think there is an existential risk for our
00:14:27civilization, for democracy, for the general
00:14:30interest linked to the over-power of these big tech
00:14:34companies that decline their power notably through
00:14:37AI tools, but I don't believe at all in a
00:14:40terminator scenario, I even think that it is a form
00:14:44of staging and a diversion, in reality
00:14:47our attention from the
00:14:50real problem and from what these firms are implementing. you asked the question about
00:14:54whether we will keep control? what I want to say with a bit of
00:14:58force, is that the economic model of these mega
00:15:01firms, you spoke of the amounts of capitalization
00:15:04without any common measure in the history of
00:15:09capitalism, in fact when you have companies that are capitalized
00:15:12at 1000, 2000, 3000 billion dollars, you must
00:15:16understand that their viable economic model
00:15:20necessarily relies
00:15:23obligatorily
00:15:25on the grabbing of rights and the questioning of the general interest, for
00:15:29example the protection of consumers, for example the
00:15:32protection of our data, what I want to tell you is that
00:15:35that is the real risk, it is that the economic
00:15:39model of these firms, we talk about the Americans, but we could also talk
00:15:42about the Chinese, it is to impose an economic model of
00:15:46rent over which these firms would have total
00:15:49control, that is their economic project, and in this
00:15:52matter, AI, I'm talking about the mega AIs like Chat GPT and
00:15:56company, that's what we're talking about uh have the project
00:16:00of doing that, and so yes, there is a democratic
00:16:03requirement to regulate this, and there I completely
00:16:07agree with you on the fact that we sometimes confuse
00:16:10innovation and progress, okay, innovation is
00:16:14something new that we invent, progress is something
00:16:18else, progress must be compatible with the general interest, who decides on an
00:16:22innovation, scientists, researchers, engineers, who decides that
00:16:25it is progress in a democracy, the democratic
00:16:29debate, and that's what we need to talk about, progress,
00:16:32is the sum of the prosperity created and the
00:16:35governance that allows it to be redistributed, that's what somehow
00:16:39frames it, that's what progress is, and there I totally agree with what has just been
00:16:43said, AI is a tool that must allow us to increase our
00:16:46capacity, our productivity, but if it is not framed and not put at the
00:16:50service of well-being, AI alone will not
00:16:54a desire on the part of these American giants who constantly warn us to
00:16:57enhance the power of the AI model on financial markets and to
00:17:01discourage the industry. I think there are several elements, the first element is that
00:17:05I think they are partly shirking their responsibility. Let's be very, very clear,
00:17:08uh whether it's
00:17:10Anthropic,
00:17:12it's not our fault, let's be very clear, the responsibility
00:17:16lies with these companies and they must use enough of the funding
00:17:19they have to ensure they keep control of their tool, that's their primary
00:17:23responsibility and no one should ever accept them to go back on
00:17:27their word in any way, that's true in relation to that, it's also true in relation to the role that
00:17:30AI can play globally in our economic balances, we know
00:17:34that today if AI captures part of the added value. Let's say 10% of our
00:17:38added value, 10% of our gross domestic product, how will we
00:17:42ensure tomorrow that we still build a society, have sufficient tax revenue to
00:17:46be able to redistribute it, to be able to ensure that common services can be
00:17:49paid for, if all of this added value goes to Ireland and
00:17:53then to a tax haven and then to the stock market, well
00:17:56frankly we risk bringing down our entire social
00:18:00model and that's a real danger for solidarity, but when we listen to the President of the
00:18:03Commission Ursula von der Leyen, AI is also an economic opportunity to... gain
00:18:07in competitiveness, I don't
00:18:10think, well it depends on what we call AI, okay, I don't think
00:18:13at all that the race, you were talking about a race earlier, to these gigantic
00:18:17models as we see them in the United States or in
00:18:21China, is a desirable model for all the reasons we've just mentioned, they're smaller in China, huh
00:18:24already, no, but they have others, I mean, I put in the same box everything that is
00:18:28big tech, in fact in reality the kind of
00:18:32imperium and also imperialist vehicles that are online shopping
00:18:35platforms and so on and so forth, where there is also data
00:18:39capture, where there are also algorithms that aim to better understand
00:18:43people to induce them to consume and so on and so forth, it's the
00:18:46same logic, this logic is what, and besides it's as old as
00:18:50capitalism, I want to tell you, and you talk about the capture of added value, it's a
00:18:53fundamental subject but which is also as old as the history of the owners
00:18:57of the means of production to use a Marxist lexical field, that's not my
00:19:01political school of thought, I'm an ecologist, but that makes you think and so
00:19:04always in the history of capitalism there was the will... on the part of a certain
00:19:08number of captains of industry to build monopolies that
00:19:12capture for them the added value, the
00:19:16productivity, for me big tech and AI, it's a
00:19:19new level in this direction, but with a capacity to
00:19:23control our economies and even our democracies, you were talking earlier about
00:19:27taxation, that's something essential, these firms have
00:19:30found a way to escape
00:19:33taxation, they are somehow escaping the common rule, they are
00:19:36replacing... the sovereign role of states, strategic infrastructures
00:19:40including military, the fact of having access to the personal data of
00:19:44citizens, that's what is hitting us and in the history
00:19:47of the power dynamic, so to
00:19:50money and the economy and the general interest, there has never
00:19:54been such a huge imbalance as what is happening to
00:19:59artificial intelligence, the European Union took the lead
00:20:03in 2024 by adopting a European regulation on artificial
00:20:06intelligence, a text that classifies AI models by risk
00:20:10level, which prohibits deceiving people from using their
00:20:13vulnerability and adds transparency obligations to companies
00:20:17that develop these models under penalty of fines, a regulation
00:20:21adopted urgently that the President of the European Commission defends,
00:20:25let's listen:
00:20:28the European regulation on artificial intelligence is of course a key
00:20:31piece of the safeguards we want to put in place, and thanks to it,
00:20:35Europe is able to shape... efforts at the global
00:20:38level. We will therefore collaborate with our like-minded
00:20:42partners such as Canada and the United Kingdom. We
00:20:45want to team up on model evaluation, verification,
00:20:50artificial intelligence and much more. This regulation
00:20:54was adopted 2 years ago, but there is a
00:20:58full-speed race in the development of artificial intelligence models, is it not
00:21:02already obsolete? Well, it is not yet fully in application and so there is
00:21:05still a lot of work to be done and as I told you, I think we absolutely must do it,
00:21:09it is a necessity, but perhaps to come back to what was said
00:21:12before, what do we realize somewhere with AI? We
00:21:16realize that there is an acceleration in the disembodiment. economy, that is
00:21:22the economy, we come from an agricultural economy, there when
00:21:26it's quite simple, you have a field and you can touch it, then you have an industrial
00:21:29economy, you can still more or less touch it, then you have a digital
00:21:32economy which knows no borders and so the great
00:21:35civilizational question, I mean we are really at a turning point in
00:21:39civilization and to know if in these models we will be able
00:21:42to recreate somewhere a public authority that will have control
00:21:46over these models that somehow you couldn't touch and so they have an
00:21:50ease, a capacity to avoid all regulations,
00:21:53taxation, solidarity, to be concentrated in the hands of a few,
00:21:57and that is really the problem we see, we know and that makes our
00:22:00finances in which this famous AI doing a bit of
00:22:03pedagogy and especially the AI companies that would not
00:22:07respect therefore all these regulations prohibiting
00:22:10socially rating individuals from using
00:22:13in real time their biometric data and so on and so forth
00:22:16would face fines that... can go up to 7% of their global
00:22:20turnover, does that give us the means to
00:22:23really see what is happening in the development of these AI models
00:22:27and especially to sufficiently regulate them for our citizens, in your desire
00:22:31to do pedagogy, you are right to do it, the European Union during the last mandate,
00:22:34I insist on this point, it was the last mandate, many things
00:22:38have changed with this new mandate, talked a lot about the
00:22:41green deal, that was very good, 65, 70
00:22:45useful legislations, and made several... fundamental texts
00:22:48on tech, AI Act, data
00:22:52Act, DSA, Digital Service Act, DMA, Digital Market
00:22:55Act, these four have a logic
00:22:59texts, it was about structuring a line of defense and
00:23:03regulation in the name of our standards, as you said earlier, not to please
00:23:07ourselves, it's not regulated because we are fools and wouldn't be able to
00:23:10innovate, it's that we say we have values, we express these values through
00:23:14standards, and all companies that want to access the world's largest
00:23:17market, which we are, must. these standards
00:23:20conform to our values, there is nothing restrictive
00:23:24or anti-innovation in that, it's about respecting our fundamental values, respecting human rights,
00:23:27etc., and therefore had hierarchized AIs at
00:23:31risk by saying there are those that are very risky, those that are moderately
00:23:34risky, etc. etc. with different protocols for
00:23:40it, the AI made a first line of defense which, from my point of
00:23:43view, is embryonic, that we don't have the validity, that's where I'm angry
00:23:47with Landeryan who in fact deplores the
00:23:52big speech saying "we are going to agree with
00:23:55Canada, with Great Britain", at the same time, what does she
00:23:59do? she prostrates herself before Trump with the EU
00:24:02US agreement, she is making omnibus, the omnibus and the
00:24:05regulations that are coming back to these regulatory defense lines that we haven't even
00:24:09started to apply, we are questioning them, and so at some point we need to know
00:24:13where we want to go. Ivan Verofstrat, if we
00:24:16aren't we risking a new showdown with Trump who
00:24:20absolutely doesn't want to regulate them, and we know the trade wars he can lead us into,
00:24:24he was pictured with all the big bosses of
00:24:28AI saying no no, it's great there will be a code of conduct
00:24:31and everything will be fine, I'll tell you if it annoys Donald Trump,
00:24:35that's perhaps another reason to do it, you know, on his cap
00:24:38it doesn't say "make Europe great again", it says "make America
00:24:42or make my friends great again", so I don't think his
00:24:45objective is really to take care of our common good, so if it annoys Donald
00:24:48Trump, we have nothing to worry about, if I may use the expression,
00:24:52today the United States needs us, it needs a commission that is much stronger
00:24:56that stands up and is also capable of threatening Donald Trump back by
00:24:59telling him you know, we have 300 billion euros that will make your financial
00:25:03markets, we buy your digital services,
00:25:06today they pay almost no taxes here, we have enough leverage to
00:25:10negotiate with someone like Donald Trump, we must stop being afraid, but just to come back to DSA
00:25:13DMA, it is absolutely correct, it has put in place legislations, my
00:25:17tragedy is where I can join the anger that... partly concerning the commission
00:25:21today, is that a legislation without sanction, it's like wind without
00:25:24sail, today, the sanctions that are taken, they are too slow, too
00:25:28weak, we do investigations for 6 months, 1 year, 2 years,
00:25:323 years, 3 years in tech, 3 years is an eternity, these are centuries in tech,
00:25:36so today these legislations, if they want to be
00:25:39credible, we apply them with much more rigor, including sanctions, one last
00:25:42consideration with you
00:25:45Mr. Corman, the climate in all of that, by next
00:25:48year, global demand for AI will lead to a consumption of 5
00:25:52billion cubic meters of water, that's more than the
00:25:55annual consumption of Denmark, do you say stop AI then for environmentalists,
00:26:01ecological transition and moreover she is a specialist of Van der Leyen, she made the link
00:26:05with the transition, the digital revolution as if the
00:26:08two didn't fit together at all, moreover I have here
00:26:12in this house ordered the first report on the environmental cost of the
00:26:15value chain and production of digital specifically in
00:26:192020 and which already showed that it's a disaster and it has
00:26:22worsened since, you know there's a whole lexical field of tech and
00:26:26clouds, unicorns, all that would be immaterial, no, it
00:26:29relies on extremely material infrastructures. and that's what you
00:26:33evoke, water and energy consumption, moreover Emmanuel
00:26:36Macron loves it, he's going to say I'll finally be able to do something with my nuclear
00:26:39power plants, I'm going to connect them to huge foreign,
00:26:43extra-European data centers and it will be a formidable business model, all
00:26:47of this is a disaster because all electricity, including nuclear, I'm not for
00:26:51nuclear, that you use for these cursed data centers, you
00:26:55don't use them for the decarbonization of our economy and so you remain
00:26:58dependent on American or other fossil
00:27:01fuels and so this is one of the additional problems posed
00:27:04by big tech and
00:27:30the news, see you tomorrow.
00:30:07Good evening everyone and welcome to the heart of the news on France 24, it's
00:30:12news, Saudi Arabia recognizes that the kingdom is under
00:30:15strain after the series of deadly attacks by the Houthis, notably
00:30:19against Riyadh airport, a series of attacks that left
00:30:2318 dead and hundreds of injured, we'll talk about it with
00:30:26Bruno Darouf, good evening Bruno, good evening
00:30:28Stéphanie, Voladimir Zelensky judges from
00:30:32now on that it's clear that Russia rejects the energy truce announced
00:30:36unilaterally by Trump, Russian attacks have multiplied in recent
00:30:40hours in Ukraine. We will therefore find our
00:30:44correspondent Gulliver Cragg.
00:30:47French politics with the victory of Raphael Glucksman, who is now
00:30:51the social democratic candidate for the presidential election. He
00:30:54largely won the PS and Place Publique primary with 66% of the votes
00:30:58in the first round.
