00:00:00Baitullah, which is the house of the Holy Prophet (PBUH) for Madina Munawwarah, who is that Muslim who
00:00:04wouldn't die for it?
00:00:07So, I believe that today, from this
00:00:10forum, I will say that Pakistan fully
00:00:14expresses solidarity with Saudi Arabia
00:00:18in every way, stands with its Saudi
00:00:21brothers and sisters,
00:00:25and after signing it, to fight terrorists and will not tolerate any kind of aggression
00:00:28talks with good intentions in any form. Our agreements also demand this,
00:00:32and our bonds of brotherhood also
00:00:36demand this. Especially,
00:00:39the sanctity of Madina Munawwarah and Makkah
00:00:43Mukarramah, its protection is the responsibility of Muslims
00:00:47all over the world. So, I believe that in
00:00:49this regard, this is a red line. We all
00:00:53pray to Allah Almighty that this matter be resolved peacefully,
00:00:57otherwise, Pakistan, in every respect,
00:01:00expresses complete solidarity with its Saudi brothers
00:01:03and sisters and stands with them completely
00:01:07and will cooperate in every
00:01:10way.
00:01:12In this regard, you are aware of the recent
00:01:15incidents of terrorism
00:01:19in
00:01:22The President of Pakistan KP province and Balochistan, which has been happening
00:01:26for the past two and a half years.
00:01:30And the way ordinary
00:01:33citizens are being martyred
00:01:36by terrorists, being targeted, police officers and soldiers,
00:01:40army officers and soldiers,
00:01:43innocent people, children, mothers, sons,
00:01:47and daughters. I believe that nothing
00:01:51can be more heart-wrenching than this. These
00:01:55are extremely painful
00:01:57are very clear and important and sorrowful incidents, and
00:02:00day and night, the Pakistan
00:02:03Armed Forces are pursuing them
00:02:07and sending them to hell.
00:02:10However, we have repeatedly
00:02:12reminded
00:02:15Afghanistan that we are neighbors, and we will remain neighbors
00:02:18until the Day of Judgment. It is up to us
00:02:23to the brink of destruction again whether
00:02:24for the President's signature we want to live like good neighbors
00:02:27or one
00:02:44of Article 148,
00:02:51will not interfere
00:03:30Even before this division, number one,
00:03:33although it was never an agenda or item of the NFC,
00:03:37we did it because KP was the frontline
00:03:40state of Pakistan that was fighting these terrorists,
00:03:44and there, during our time,
00:03:48politicians were martyred, ordinary citizens were martyred,
00:03:52in the eight tribal areas shopkeepers, doctors, engineers, so
00:03:55we told them that 1% will be
00:03:59given and distribution will happen
00:04:03after that. Today
00:04:07it is all before you. it is 2010, and today it is 2026.
00:04:10So, believe me, approximately 800
00:04:14billion rupees have been given
00:04:18to them in this regard or are being given,
00:04:22and the result of this, and this was only for this purpose,
00:04:25that you will augment
00:04:28and after some time, the official your CTD, you will do training in police stations,
00:04:31you will recruit new people, you will take weapons, you will do
00:04:34everything. But what was the result of this?
00:04:38That there, neither CTD became
00:04:41strong, nor was the police strengthened, nor were weapons provided,
00:04:44nor was there any intelligence. And
00:04:47where did the money go? I am not going into that detail. What was the result?
00:04:51That every day, sometimes in Tank,
00:04:54sometimes in Dera Ismail Khan, sometimes in other places, attacks are happening,
00:04:58and the KP government, instead of addressing them,
00:05:00is silent.
00:05:03And when we say that this is the help of terrorism,
00:05:07instead of standing with the federation, instead of uniting with the federation,
00:05:11they don't utter
00:05:15a single word. I am not going into the details. I am not
00:05:18here for any kind of political point-scoring.
00:05:21I can talk about that, but for some other time,
00:05:25why is it that other people are being targeted, and their rallies
00:05:29are coming out? So I am not going into that. I am just saying
00:05:33that it is our duty
00:05:35with the federation, the police of this province,
00:05:39and all of us, instead of becoming
00:05:42a complete wall, they are
00:05:45not only silent, but the
00:05:48situation is worsening every
00:05:52day, and now they have planned
00:05:55an impure plan to invade Islamabad. Look,
00:05:59as I have already said, when your economy's
00:06:02indicators are slowly improving,
00:06:06and with day and night efforts, by God, this is teamwork.
00:06:09I don't want to talk about self-aggrandizement.
00:06:13And there are still many challenges, but through teamwork,
00:06:16Alhamdulillah, work is ongoing. Your
00:06:20remittances have increased, your
00:06:23fiscal discipline has come. Your
00:06:27State Bank's reserves are the highest in history.
00:06:31You have handled the worst oil crisis
00:06:34with full cooperation and teamwork.
00:06:38You have jointly made the fuel subsidy,
00:06:41Alhamdulillah, a very successful initiative,
00:06:45which cannot be praised enough.
00:06:48More than one crore people have benefited
00:06:51from it. One crore means multiplied
00:06:54by six, because one household of five
00:06:57or six individuals, so that makes six crore or five crore. So
00:07:01five crore people are directly or indirectly benefiting from it,
00:07:05and this matter is gradually progressing.
00:07:08Your other diplomatic successes
00:07:12are in their place. So from this group, this long
00:07:16march, those who want to come to Islamabad
00:07:19and relive those miserable
00:07:22memories when clothes used to be hung at D-Chowk
00:07:25and what kind of spectacle, digging graves. God forbid,
00:07:29do they want to re-broadcast Pakistan's destruction?
00:07:32Do they want to bring Pakistan
00:07:36and commit this enmity against Pakistan, which gave you everything, made
00:07:40you Chief Minister, gave you governments?
00:07:43You ruled there for 13 years. Is this how you are returning
00:07:47to Pakistan? I believe that no act of enmity
00:07:50against the country can be greater than this. So today,
00:07:54will you remain silent spectators and just sit there so that
00:07:57your laborers cannot reach their factories, engineers
00:08:01cannot go to their factories, owners cannot go to their shops,
00:08:05an officer cannot go to their office, children cannot go to school,
00:08:08the country will again move towards destruction. Those who
00:08:12have good thoughts about Pakistan and are expressing them,
00:08:16will they just sit inside? Will Pakistan's investors
00:08:19sit back and wait for things to get better before
00:08:23investing? Do you want to play this game again and again
00:08:27and make Pakistan completely helpless and destroy it?
00:08:30This will not happen. The law will take its course, and it
00:08:34will do so in every way, God willing. I will not let this happen,
00:08:37and you also understand
00:08:38it well.
00:08:42In this regard, we decided, the Pakistan
00:08:46People's Party and PML-N, and I give credit
00:08:50to Mr. Asif Zardari, Mr. Bilawal
00:08:53Bhutto, Mian Muhammad Nawaz Sharif, and my team, that we decided
00:08:57that we would send a delegation jointly to them
00:09:01and explain to them that we should resolve this matter
00:09:04through dialogue so that Pakistan can again be saved
00:09:08from its horrific , I would say, devastating
00:09:12effects, and the hard work done in two and a half
00:09:16years, whose results are slowly coming to light,
00:09:19can be saved from destruction. Meetings were held for two
00:09:23days, in which Mr. Mohsin Naqvi, Mr. Rana Sanaullah,
00:09:27and Ameer Maqam were from our side, and from the Pakistan
00:09:31People's Party, their Syed Hamid Qamar was there,
00:09:35and Ms. Sherry Rehman was there. So
00:09:37I think the talks were held with great sincerity,
00:09:41and I was surprised, rather
00:09:44pleasantly surprised, that this matter, Alhamdulillah, would be resolved.
00:09:48I was told last night, Mr. Naqvi
00:09:51and my other colleagues told me, that the matter was resolved.
00:09:55The final draft was finalized. They said,
00:09:59"We will show it to our Chief Minister."
00:10:02So everything was fine, but then everything stopped, and the matter
00:10:06ended because their intentions were bad. They did not want
00:10:10peace in the country. They did not want the journey
00:10:14of progress to continue. They did not want our diplomatic
00:10:17successes to move forward. They did not want an economic
00:10:21revolution here. They said "no," and the matter ended.
00:10:25Our concerns proved true again.
00:10:28So after that, they were informally told
00:10:32to stop their long march, to call
00:10:35off their sit-ins. We can still talk
00:10:39to them, but they did not give any
00:10:42positive response. Yesterday, Maulana Fazal-ur-Rehman,
00:10:45I thank him, he kindly came, and he
00:10:49participated in these
00:10:53and sincerity. He said that he had come.
00:10:56The Prime Minister had also returned after performing Umrah.
00:11:00I had called him myself and congratulated him on his Umrah
00:11:04and told him that he had contributed to this
00:11:08matter as soon as he arrived. So we are ready for it. So
00:11:11he came, and then my colleagues were with me last night.
00:11:15Did the KP government or the Chief Minister not have
00:11:19the courage to at least condemn the terrorists
00:11:22whose children are being martyred, whose daughters
00:11:25have become orphans, whose sons have become orphans, who have watered
00:11:29Pakistan with their blood? Could they not express their sympathy
00:11:33for them, say a few words? They didn't say a single
00:11:36word, and the discourse that is currently taking
00:11:39place is indescribable. Such words,
00:11:43such obscenities that cannot be uttered. So I believe that
00:11:46in these circumstances, water has passed over the head.
00:11:50We need to do something about this. Today, in this month,
00:11:54I have presented this entire picture to you.
00:11:58I believe that
00:12:01this is never. This is your decision. History
00:12:04will remember us by these decisions.
00:12:13Shahbaz Sharif. Prime Minister Shahbaz Sharif has said that
00:12:17for two years, civilians have been targeted in terrorism.
00:12:21In his address to the cabinet meeting, he said that terrorists in KP and Balochistan are targeting
00:12:58civilians and security forces. The water has gone above the head.
00:13:02It's time for a decision. This was stated by the Prime Minister
00:13:05during the federal cabinet meeting. The people of Khyber Pakhtunkhwa
00:13:09have suffered greatly from terrorism. The Khyber Pakhtunkhwa
00:13:13government has become a silent spectator instead of fighting
00:13:16terrorism. The provincial government has paid no attention to
00:13:20increasing the capacity of the CTD. Due to the provincial government's
00:13:24neglect, terrorism
00:13:55They are being pursued and sent to hell, and the KP
00:13:58government is silent instead of challenging these terrorists.
00:14:02The KP government is not uttering a single word instead of
00:14:06collaborating with the federation to eliminate terrorists.
00:14:09Fighting terrorists is our collective duty. The plan to
00:14:12invade Islamabad is an impure plan. The federal government
00:14:16has given 800 billion rupees to the KP government for anti-terrorism
00:14:20efforts over 10 years. The Khyber Pakhtunkhwa government
00:14:23should have focused on strengthening CTD and security, and now
00:14:27the water is above the head. It's time for a decision. This
00:14:31was the Prime Minister's statement. Prime Minister Shahbaz Sharif
00:14:34has said that for two years, civilians have been targeted in terrorism.
00:14:38In his address to the cabinet meeting, he said that terrorists in KP
00:14:42and Balochistan are targeting civilians and security forces.
00:14:45Day and night, the Pakistan Armed Forces are pursuing
00:14:49and sending these terrorists to hell, and the KP government
00:14:52is silent instead of challenging
00:15:37It is now time for decision, and he said that for two
00:15:41years, civilians have been targeted in terrorism, and
00:15:45terrorists in KP and Balochistan are targeting civilians and
00:15:49security forces. Day and night, the Pakistan Armed Forces are pursuing
00:15:53and sending these terrorists to hell, and the KP government
00:15:56is silent instead of challenging these terrorists. The KP government
00:16:00is not uttering a single word instead of collaborating with the
00:16:03federation to eliminate terrorists. Fighting terrorists is our collective
00:16:07duty. The plan to invade Islamabad is an impure plan, the Prime
00:16:11Minister said. The federal government has given 800 billion rupees
00:16:15to the KP government for anti-terrorism efforts over 10 years. The Khyber
00:16:18Pakhtunkhwa government should have focused on strengthening CTD and
00:16:22security. The water is above the head. This was stated by Prime Minister
00:16:26Shahbaz Sharif. It's now or never. Prime Minister Shahbaz
00:16:30Sharif has said that for two years, civilians have been targeted
00:16:34in terrorism. In his address to the cabinet meeting, the Prime
00:17:38Minister said that I am giving you a very big breaking news.
00:17:42The federal cabinet meeting has ended, and the negotiation
00:17:45offer made by the government has failed. At this time,
00:17:49Interior Minister Mohsin Naqvi and Minister of State for
00:17:52Interior Talal Chaudhry have reached the Presidency.
00:17:56The federal cabinet has given approval, and the advice
00:18:02has been taken. After this, a notification
00:18:05will be officially issued. I
00:18:08had a conversation with a very reliable source, and they said
00:18:12that the attempt made had failed, and at this time,
00:18:16Interior Minister Mohsin Naqvi and Minister of State for Interior
00:18:19Talal Chaudhry are present at the Presidency with President
00:18:23Asif Ali Zardari. The advice, which was an approval
00:18:26from the federal cabinet, has been taken to the President
00:18:30in the form of advice, and after some time, it will be signed,
00:18:34and the government will officially implement Article 232
00:18:37and 234 in Khyber Pakhtunkhwa. After
00:18:41this, on Tuesday, it will be approved by both
00:18:45houses, and the wait that
00:18:48was being made for Maulana Sahib's call is over.
00:18:52The federal cabinet meeting has ended. Interior Minister Mohsin
00:18:56Naqvi, Minister of State for Interior Talal Chaudhry are currently
00:18:59present at the Presidency. After the federal cabinet's approval,
00:19:03the Prime Minister has sent the advice to the President,
00:19:06which the Interior Minister himself carried, and Minister of State
00:19:10Talal Chaudhry is also present with him. So that procedure
00:19:13is almost complete, and after some time, after the signature,
00:19:17its notification will be issued, and the government intends to implement
00:19:20Article 232 and 234. Governor's rule will be imposed,
00:19:24and along with that, emergency will be imposed
00:19:29and four districts. I am giving you a breaking news that
00:19:33all procedures regarding the federal cabinet have been completed.
00:19:37The federal cabinet has given approval. The wait that was being made
00:19:41for Maulana Fazal-ur-Rehman's call, no significant response has come from there.
00:19:45Ishaq Dar Sahib has informed the federal cabinet and the Prime Minister.
00:19:49Therefore, the federal government has sent the advice for implementation
00:19:53to the President. And at this time, Interior Minister
00:19:56Mohsin Naqvi and Minister of State for
00:20:00Interior are currently present at the Presidency,
00:20:05notification will be issued from the Presidency.
00:20:28the negotiations have failed despite the efforts of the Prime Minister,
00:20:32the President of Pakistan, and all the
00:20:36political leaders here.
00:20:39Their efforts in this regard have not been effective,
00:20:43and the same thing happened during the negotiations that the provincial
00:20:46government of Khyber Pakhtunkhwa did not give any positive response.
00:20:50And after that, it was compelled to impose emergency under
00:20:53Article 232 and Article 234. The federal government
00:20:56is going ahead with it, and according to our information,
00:21:00the cabinet meeting is still ongoing,
00:21:03and it has been approved in principle,
00:21:07and as Ayaz mentioned, this summary
00:21:11will go to the Presidency,
00:21:15Governor's rule will be imposed there through a notification.
00:21:18گورنر روج ا
00:21:50was presented. The Prime Minister informed about the entire situation.
00:21:53After that, it was approved. After the approval,
00:21:56it was said once again that why not
00:22:00talk to them, to the government of Khyber
00:22:03Pakhtunkhwa. Regarding talking to them,
00:22:06Maulana Fazal-ur-Rehman was telephoned by Ishaq Dar Sahib.
00:22:10He was waited for, but we just received news
00:22:14a short while ago that the attempt failed, and the federal
00:22:18cabinet approved this
00:22:28have been taken, and now it is implemented. After some time, its
00:22:32notification will be issued, and officially,
00:22:35Governor's rule and emergency will be imposed
00:22:39in Khyber Pakhtunkhwa. Yes.
00:22:42We would like to know from you that just as Maulana Fazal-ur-Rehman
00:22:45was called by Ishaq Dar and a final offer was made,
00:22:49what was it that the provincial government of PTI insisted
00:22:53on, due to which the final
00:22:57offer of negotiations was not accepted?
00:23:01Look, the provincial government does not have a clear target.
00:23:04They have their own way of thinking,
00:23:08their own approach. The three demands they made
00:23:11earlier in Parliament and openly in their rallies
00:23:15and processions, they keep saying in their protests that on one
00:23:19hand, it is a matter of national security, and on the other hand,
00:23:23their demand is a meeting with the founder, and matters
00:23:26related to the founder. The federal government has clearly
00:23:30assured through the negotiating committee and otherwise
00:23:33through back-door contacts that if you call
00:23:36off this long march, then the government
00:23:41in any judicial matters after that.
00:23:45The statement issued by the federal cabinet
00:23:49is
00:24:20In view of the seriousness of the situation, the President
00:24:23of the country, exercising his constitutional authority,
00:24:26will impose emergency in KP province under Articles 232
00:24:30and 234 of the Constitution of Pakistan. In this regard, the advice has been sent from the Prime Minister's
00:24:34House to the Presidency. A meeting of the Federal Cabinet
00:24:38was held under the chairmanship of Prime Minister Shahbaz Sharif.
00:24:41The cabinet was briefed on the situation in Khyber Pakhtunkhwa
00:24:45and the deteriorating situation of terrorism. In view
00:24:49of the deteriorating law and order situation in KP and the deliberate
00:24:53detachment of the provincial government from the war against
00:24:56terrorism, the cabinet reviewed the situation in detail.
00:25:00The federal cabinet has approved the imposition of emergency
00:25:03in Khyber Pakhtunkhwa under Articles 232 and 234,
00:25:07and this advice has been sent to the President
00:25:11of the country. We are updating you that a meeting of
00:25:14the Federal Cabinet was held under the chairmanship of Prime
00:25:17Minister Muhammad Shahbaz Sharif.
00:25:50and I am giving you the news that a meeting of the Federal
00:25:54Cabinet was held under the chairmanship of Prime Minister Shahbaz Sharif,
00:25:57in which a briefing was given on the law and order situation
00:26:01in KP and the deteriorating
00:26:06In view of the deliberate detachment of the provincial
00:26:10government from the war, the cabinet reviewed the situation
00:26:13in detail and advised the Prime Minister to recommend to the President
00:26:17to exercise his constitutional authority and impose emergency
00:26:21in Khyber Pakhtunkhwa province under Articles 232 and
00:26:24234 of the Constitution of Pakistan. We will talk about this with
00:26:28legal expert Hafiz Ehsan Sahib, who is present with us. Hafiz
00:26:31Ehsan Sahib, thank you very much for giving time to Yunus. It has
00:26:35been decided to impose emergency and Governor's rule in KP
00:26:39under Articles 232 and 234
00:26:41of the Constitution of Pakistan. What
00:26:46The meeting was held, but fundamentally, if you look at
00:26:49the constitutional mechanism, it says that if an emergency
00:26:53is imposed in this country, whether it is Article 232,
00:26:57234, or 235, it is the prerogative
00:27:00of the President of Pakistan,
00:27:02and he has to be satisfied that such circumstances exist
00:27:06on the basis of which a proclamation of emergency under Article
00:27:10232 or 234 should be issued.
00:27:12The things done by the federal government today
00:27:16are in the form of an assessment report, and they are in no way
00:27:19binding on the President of Pakistan under Article 48(1).
00:27:25has to make a decision under 48(2), because the constitutional
00:27:28function has been given to the President of Pakistan independently
00:27:32under Article 232, and the President is not bound
00:27:36by the advice of any cabinet. But fundamentally, is there
00:27:40such a situation, or are there such things being done in the context
00:27:44of KP, that the President of Pakistan's level of satisfaction
00:27:47is such that on its basis, Article 232 or 234
00:27:51should be invoked? So my opinion on this constitutional
00:27:54matter is that Articles 148 and 149
00:27:59in this matter. If any
00:28:02law is made or direction is given by the federal
00:28:06government, then the provincial government is bound to ensure
00:28:10compliance with those directions and all federal laws.
00:28:14And along with that, it is the responsibility of the
00:28:17provincial government under Article 148(2) that it should
00:28:21exercise its executive authority in such a way that the authority
00:28:24of the federal government is neither impeded
00:28:28nor prejudiced, and the federal executive authority is not compromised.
00:28:32And if such a thing is done, then Article
00:28:36149 is very clear in this matter that the federal
00:28:40government can give advice in this context, and
00:28:43this is the basis
00:28:46that for the past two years, the KP government
00:28:50has been ignoring the federal government's directions, especially
00:28:53those related to law and order, national security, and the decisions
00:28:56of the Apex Committee, which relate to external aggression
00:29:00or internal disturbance,
00:29:35But if after consultation, the federal government decides
00:29:39something, then the provincial government or state or any
00:29:43other area has to comply. So now, if we look at
00:29:47the context of Article 232, there are all those things that
00:29:51indicate an external threat. Even today, you saw that
00:29:54about 12 foreigners were crossing into Pakistan's territory
00:29:58in Kurram, and they were killed, and one of our subedars was martyred.
00:30:01After that,
00:30:10And after that, the countries of the world have advised
00:30:14Afghanistan not to allow its territory to be used against
00:30:17Pakistan. So the external threat is also before you.
00:30:21And regarding internal disturbance, the figures presented to the cabinet
00:30:24today show that terrorism has increased by approximately
00:30:28107%. Drone attacks have increased
00:30:33by 185%. Approximately more than two thousand
00:30:36people have been martyred. More than seven thousand
00:30:40terrorist activities have occurred, and then beyond
00:30:43capacity. Both things have happened there. The provincial government
00:30:47is neither taking ownership nor cooperating,
00:30:51nor is it following the directions given in the National
00:30:54Action Plan, the 20 directions that PTI also signed,
00:30:58signed.
