00:01:30issue of paramound importance to
00:01:32Pakistan, the region and the wider
00:01:36world. I'm thankful to ambassador
00:01:40Moinul Huk and his team and the chairman for hosting the
00:01:44seminar and
00:01:46of all the participants for joining here
00:01:48today. For Pakistan,
00:01:52terrorism is not merely a policy
00:01:54debate, it is
00:01:58continuing story story of sacrifice and
00:02:01valor. For over two decades Pakistan
00:02:05has stood on
00:02:07of the front line of this
00:02:09fight, our people have
00:02:13suffered its consequences and our
00:02:16armed forces, police and intelligence
00:02:20services have confronted
00:02:23its with extraordinary
00:02:26courage. Ladies and gentlemen,
00:02:30more than as my colleague said
00:02:34more than 90 thousand people lost their lives, our
00:02:38economy has suffered losses exceeding
00:02:42150 billion US dollars. mind you,
00:02:45pakistan total external debt is 130 billion
00:02:49me dollars. the cost does not end here,
00:02:52terrorism at tarnished Pakistan's image internationally and
00:02:56effected confidence in our
00:02:58of country. the damage to our reputation and the
00:03:02opportunity lost during that time
00:03:05of was incalculable. Pakistan
00:03:09has born a dual burden
00:03:12fighting terrorism, not
00:03:15countering the
00:03:18of misperception that have too often obscured or
00:03:21sacrifices. Excellencies, ladies and gentlemen, we
00:03:26a remember of the children
00:03:29of the army. school in pashar, we
00:03:32remember
00:03:33of the bombing of
00:03:35of mosks, markets and bus stops,
00:03:39the passengers taken hostage a
00:03:41train and the laborers killed for no reason
00:03:45other than where they come
00:03:47from. these are not just
00:03:50statistics, this is the price pakistan
00:03:54nation has paid and continue
00:03:58of paying. the present has made the fight against terrorism a
00:04:02national priority, under the leadership of prime minister Mohammed
00:04:06a Shabaz
00:04:07of Sharif we have renewed the national
00:04:11counter terrorism effort and placed greater
00:04:14emphasis on the implementation
00:04:17of the national action plan, the federal apex
00:04:20committee has brought together the civilian and military
00:04:24leadership to review the threat and
00:04:27agree on the measures required to
00:04:30confronted, the prime minister
00:04:34provedkam with the
00:04:38consensus
00:04:39of the provinces and other
00:04:41stakeholders. It brings together
00:04:46of military, intelligence, law enforcing
00:04:50agencies and diplomatic
00:04:54a efforts
00:04:55measures. The aim is to act against
00:04:59terrorists. and the network that
00:05:01of sustain them while addressing the conditions that
00:05:06of allow
00:05:07of extremism to take root. excellencies, lad and
00:05:11gentlemen, our government has also agreed on
00:05:14measures to strengthen intelligence coordination and
00:05:18the role the national counter terrorism
00:05:20authority. These efforts require
00:05:24close cooperation between the federation and the
00:05:26provinces. Every institution has
00:05:30responsibility and the national effort
00:05:33must continue with unity and resolve.
00:05:37I commend Prime Minister Mohammad Sharif for his
00:05:41determined leadership. and sustained attention to this
00:05:45fight. I also play pay a tribute to
00:05:49chief of army staff and the chief of defense forces, field marshall
00:05:53sayir for his leadership and firm
00:05:55resolve to defeat
00:05:58terrorism. Under his command, are armed
00:06:01forces, in close coordination with law enforcement
00:06:05agencies, continue operations against
00:06:08terrorism and their facilitators. The
00:06:12confront. the stanger daily,
00:06:15often at the cost their own
00:06:17lives. ladies and
00:06:20gentlemen, afghanistan transit
00:06:24trade upgraded our economic
00:06:27representation to ambassador
00:06:30level, signed the framework agreement for the
00:06:33feasibility study of Uzbekistan,
00:06:37pakistan railway through
00:06:40Afghanistan and established
00:06:43mechanism for consultation between our foreign
00:06:46ministries. our foremost priority was to urge
00:06:50the afan authorities to take concrete and verificable
00:06:54actions against terrorist groups operating for Afghan
00:06:58soil and to prevent the use of one
00:07:01territory for terrorism against any country,
00:07:05particularly Pakistan. may refer
00:07:08to my own personal visits to kabul.
00:07:13in 2025 last year three visits after four
00:07:17years tail mate, i visited them 19th of
00:07:20April, i held detailed
00:07:23parlace, i spent a day with prime
00:07:26minister, with deputy prime minister hanvi
00:07:29saab and foreign minister of
00:07:32Afghanistan, muttaqi saab,
00:07:36followed by that, i visited again in
00:07:40July with Uzbek foreign minister sir and we have been
00:07:43pursuing since 2022-23 railway
00:07:47connectivity between pakistan throughstan to the central
00:07:51asian states by Afghanistan
00:07:53khalachi and obviously it
00:07:56was indeed a great a break through after
00:08:00April but let tell you if you
00:08:03recall my paris with them on
00:08:0719th of April 2025 they had huge
00:08:11wish list or demand I would say relating to
00:08:15trade, economy,
00:08:17refugees, political matters
00:08:21and whatever he agreed, I held a
00:08:23press conference live, telecast
00:08:26in Pakistan and Afghanistan to make
00:08:29sure that the teams in Pakistan do
00:08:32deliver what I have promised there, what is Pakistan
00:08:36ask, only one, please do not allow your
00:08:39soil to be used again. any country particularly
00:08:43Pakistan for terrorism,
00:08:47so we
00:08:50continued that momentum, we
00:08:54upgraded the diplomatic relationship to ambassadory
00:08:58level, and then I
00:09:02and foren minister of China, Mr. Wangi visited
00:09:05Kabul to hold a trilateral dialogue
00:09:09in August 2025. The was the
00:09:13sincer efforts on behalf of
00:09:16Pakistan,
00:09:20but the one ask
00:09:22we are not seeing any result unfortunately so far, we
00:09:26did all this because we believe in the Afghan
00:09:30people's future and we want a stable prosperous
00:09:34Afghanistan, the expectation has been and continue
00:09:38to be the Dafan Taliban authority must honor.
00:09:42their counter terrorism commitments and ensure that f
00:09:46soil is not used particularly against
00:09:48Pakistan. Sadly, as I
00:09:52said, we can no longer ignore the continuing terrorist
00:09:55threats eminating from Afghanistan. United Nations
00:09:59monitory report team and the report which information
00:10:03minister just referred to, have documented the presence of
00:10:07TTP in Afghanistan and its close links with
00:10:10Al-Qaeda. This concern is not Pakistan's
00:10:14alone, it is consequences for the
00:10:17security the wider region. As
00:10:21information minister said, just imagine If
00:10:25Pakistan was not fighting this war is a frontline
00:10:29fighter, this terrorism God knows would have
00:10:32spread by now which parts the
00:10:34globe. Our concern is
00:10:37concrete, attacks inside Pakistan are
00:10:41planned, directed and launched from across the
00:10:45border. TAS
00:10:49infiltrate to different mountaineous
00:10:52trains, strike a soldiers. and civilians
00:10:56and retreat to their sanctuaries.
00:11:00Pakistan is invested heavily in border
00:11:03fencing and management at considerable
00:11:07financial human cost, but no fence can
00:11:10substitute for real action against these
00:11:13terrorist centuries. Ladies and
00:11:16gentlemen, we have raised our concern
00:11:19directly, patiently and
00:11:21repeatedly. We have shared specific
00:11:25information, what we have asked
00:11:29is concrete action against these
00:11:33terrorists and the centuries who attack
00:11:37Pakistan from Afghan territory.
00:11:41Despite all these sufferings, let me also share with you,
00:11:45Pakistan is generous and magnanimous. The
00:11:48UN reach to foreign Office of
00:11:51Pakistan and ask for permission.
00:11:55the last October 2025, the way in one
00:11:59day unbelievable number of terrorist attacks in
00:12:02Pakistan and in Bologistan particularly are
00:12:06also obviously led to the closure of borders of
00:12:10both sides
00:12:12and what did we do? despite all
00:12:16that we allowed
00:12:19permission for the passage of humanitarian
00:12:22aid. 1000
00:12:26containers which took almost a month to
00:12:29pass through the borders, so you can see the
00:12:33Pakistan's approach based
00:12:36on
00:12:39you know our real will to see you Afghanistan
00:12:43develop, prosper. I remember as finance minister of
00:12:46Pakistan, I've been fighting with World Bank and
00:12:50IMF in 2010s for
00:12:53the approval of. Casa 1000
00:12:56project which was Tajikstan, Afghanistan,
00:13:00Pakistan, which was suspended by the
00:13:04world bank and IMF after the
00:13:07Afhan
00:13:08inter regime
00:13:11and we have again made some efforts, it's been revived, so you
00:13:15can see the sincerity of Pakistan in the
00:13:18entire in the
00:13:19in the entire process, excellencies ladies and
00:13:23gentlemen, TTP remains one. the gravest threats to
00:13:26Pakistan security. It has been responsible for some
00:13:30the worst tas attacks in our
00:13:33history, including attacks on schools, mosks,
00:13:37markets and security installations. Is
00:13:41victims include innocent civilians and the men and women
00:13:44who protected. The BLA
00:13:482 continues to target civilians and security personnel
00:13:52while seeking to undermine Pakistan's economic. development
00:13:56st activities include the hijacking
00:14:00the Jaffer Express in March
00:14:022025, when over
00:14:06400 passengers were taken hostage,
00:14:10attacks on passengers, buses and the targeted killings of
00:14:13civilians in Bolugistan as well as the solts on security
00:14:17installations and infrastructure critical to Pakistan's
00:14:21economic development. Excellencies, ladies and gentlemen,
00:14:25These groups do not operate in isolation, they
00:14:29draw on external support and benefit from networks that
00:14:33provide fighters, funds, weapons and
00:14:37training. Pakistan is repeatedly called for
00:14:40action against the support and the centuries that
00:14:43enable their attacks. A
00:14:47group that finds safe heaven today to attack Pakistan can use the
00:14:51same safe heaven tomorrow to threat. threaten
00:14:55others, terrorism was never respected
00:14:58frontiers, ignoring the TTP and his
00:15:02parents will not make this threat go away, it will only
00:15:06give them time to grow. Let me share with
00:15:09you, when I went in July 2025
00:15:13and called called on prime minister Akunt,
00:15:17he was very thankful, he said, first
00:15:20time the promises made to Afghanistan have been
00:15:24actually delivered within eight weeks
00:15:27and we think we can do
00:15:30business with you and
00:15:34I very politely reminded prime
00:15:38minister that if you do not
00:15:41take appropriate actions against the terrorist groups
00:15:45in Afghanistan, the day will come, if your government is
00:15:49there, they will hunt you as well, and you will be facing
00:15:53threats from the same terrorist in
00:15:55Afghanistan, so excellencies, ladies and
00:15:59gentlemen, terrorists do not survive a vacuum, they need
00:16:03money, weapons and political cover,
00:16:06pakistan
00:16:07has consistently shared serious concern with the international
00:16:10community about Indian patternage of terrorist
00:16:14organizations operating against Pakistan,
00:16:17including from Afghan soil. We have also
00:16:21shared doseers with the United Nations and our
00:16:25international partners documenting Indian
00:16:28patternage to test organization working
00:16:31against Pakistan from Afghan soil including
00:16:35TTP and proxies. to destabilize
00:16:38Pakistan
00:16:41from the serving Indian naval commander, I'm
00:16:45sure you would recall Kulbosan Jadev who
00:16:49confessed his involvement in terrorist activities
00:16:53against Pakistan to its heinous record of extra
00:16:57territorial assassinations including in North
00:17:00America, Indian state sponsorship
00:17:04of terrorism all has been well.
00:17:07documented, we raised, we raise this
00:17:11because a principal is at stake,
00:17:15when
00:17:16a state uses terrorist groups as instruments of
00:17:19policy against a neighbor, it puts the peace
00:17:23the wider region at complete risk,
00:17:27it undermines international law and relations between the
00:17:31states, such support must be
00:17:34confronted without political considerations, or double
00:17:38standards, again i refer
00:17:41to Mr. Ataullah the
00:17:45developments in the last 24 hours in Pakistan, it's not a
00:17:48political move, it is surely against the
00:17:52manners of terrorism, which that province has been hit
00:17:56with in the last decade and a half, can we
00:18:00keep sleeping and looking towards another because
00:18:04it's a looking that is may be deemed to be
00:18:07political move, no, it's not, I can, I can guarantee
00:18:11you, I negotiate in 20, 2014 with
00:18:15the same political party when the 126 days of dharna in
00:18:19Islamabad, so this government does not
00:18:22believe, but when it comes to the safety and
00:18:25security of our
00:18:29nationals, our citizens, wherever
00:18:32they live, any part of Pakistan, I think it's the duty the federal
00:18:36government. that once it is totally
00:18:40determined that there is no solution other than what we
00:18:44have done yesterday, we should have done it. we have paid a
00:18:47very heavy political cost when the last
00:18:51time country was right at the at the verge of
00:18:54default and we have to take very difficult
00:18:58structural measures which are very painful,
00:19:02political cost was paid, unpopularity was
00:19:05there and we recovered a because we have
00:19:09saved the country from the you know at
00:19:12the blink of default, the dates are given to Pakistan
00:19:16time and again and we always used to say
00:19:19bravely that come what may Pakistan will not default, I hope you remember my
00:19:23statements of Finance of Pakistan in 2022,
00:19:2623, so you see the
00:19:30life has to go in accordance with
00:19:33peace which you see in other parts the world.
00:19:38so so whether whatever cost a government has to
00:19:40pay to save the economy, to save the property
00:19:44and lives the people, think it is never too much and i
00:19:48think you know the government had no choice but to
00:19:52take the measures we took yesterday and inshallah will implement in
00:19:56totality, you will find the difference in weeks to come and months to
00:19:59come and i'm sure the province will will will
00:20:03be quite quite happy to to see the peace back.
00:20:07their lives and properties save and
00:20:10you know radicalization ends. excellencies,
00:20:14ladies and gentlemen, pakistan is also working to strengthen
00:20:18multilat, multilateral cooperation against
00:20:21terrorism. as an elected member the united nations security
00:20:25council for the years 2025,
00:20:272026, we are bringing a experience
00:20:31and concerns to the security council work.
00:20:35during our current term pakistan. has taken on the chairmanship
00:20:39the 1988 talvan sanctions committee and
00:20:42served as vice chair the counter
00:20:45terrorism committee as well these
00:20:49responsibility give us an important role
00:20:53in advancing international cooperation and the
00:20:56implementation of relevant security council
00:20:58resolutions. Pakistan also
00:21:02chaired the Shengai Cooperation Organization's regional
00:21:06anti-terrorist structure known as rat during
00:21:092025-26. We have used this forum to
00:21:13advance regional cooperation against terrorism. Our
00:21:16bilateral counter terrorism dialogue including with the United States.
00:21:20states are another part of this
00:21:23effort, we are working with our partners to address
00:21:27common threads and strengthen practical cooperation.
00:21:31excellencies, ladies and gentlemen, the international community
00:21:34has responsibility to support this fight.
00:21:38Pakistan sacrifices reserve recognition,
00:21:42but recognition alone is not enough. We need timely
00:21:46intelligence sharing, access to technology
00:21:49and support. for further capacity building of our law
00:21:52enforcement agencies. We also need effective
00:21:56international actions against terrorist financing, the supply of
00:22:00weapons and the provision of safe
00:22:02heavens. States must
00:22:05ensure that their territory is not used for
00:22:08terrorism against any other country. Our
00:22:12partners must also impress upon the forn authorities the need
00:22:15to fulfill their commitments. A
00:22:19threat. that endangers the region and the world
00:22:23cannot leave Pakistan to confront
00:22:25alone, excellency, land gentlemen,
00:22:29even as we confront today's threats, we must
00:22:33look at what is coming,
00:22:36terrorists are adapting, they recruit and
00:22:40radicalize through social media and encrypted
00:22:44platforms, they raise funds through
00:22:48cryptocurrencies and other digital channels that
00:22:51avait traditional controls, young people are
00:22:55increasingly exposed to their propaganda
00:22:58online. They are experimenting with
00:23:02drones and exploiting artificial intelligence to spread
00:23:06propaganda. Lone actors radicalized
00:23:10online can strike without
00:23:12warning. Modern weaponry is also finding
00:23:16its its way into the hands of terrorist.
00:23:20groups, making the task of our security forces
00:23:24even more difficult. no state or
00:23:27society can combat these challenges alone.
00:23:31we need to share technology, intelligence and
00:23:35experience. above all, we need strong political resolve
00:23:39to act against terrorism in all its forms and
00:23:43manifestations with
00:23:44distinction, without distinction
00:23:48or excuse. Ladies and gentlemen,
00:23:51excellencies, those who killed the children in
00:23:54Pishar claimed to act in name of
00:23:57Islam, they did
00:24:00not. Islam teaches and early holy Quran says very
00:24:03categorically that killing of human being tentamon to
00:24:07killing the entire humanity, it doesn't
00:24:11classify who is human being a Muslim, a
00:24:14Hindu, sikh, a Christian, no, a
00:24:18Jew. the killing of human me tenter
00:24:22mount to killing the entire humanity,
00:24:25so using the name of Islam obviously is
00:24:29totally is not true,
00:24:33they are criminals, they speak for no faith or
00:24:36religion and have no nationality or boundary, I'm talking about
00:24:40terrorists, terrorism must never be
00:24:43equated with any religion, nationality,
00:24:46civilization or ethnicity. Islamo
00:24:50divides communities and gives terrorists the
00:24:53propaganda they they seek. response
00:24:57must have remain firm against
00:25:00terrorism and and clear on this
00:25:03principle. let me also emphasize
00:25:07that counter terrorism must not be used as a pretext to
00:25:10suppress the legitimate struggle of people for self
00:25:13determination and signed in the charter of
00:25:17nation and the relevant security. Resolutions, I'm
00:25:21referring to obviously Palestine, Jammu and
00:25:25Kashmir, and any situation
00:25:28additionally saw what happened between Thailand and Cambodia, it
00:25:32is Pakistan when it has presidency last year,
00:25:36we put theme we ministerial theme we picked
00:25:39up, multilateralism, peaceful settlement of
00:25:43disputes and after 12
00:25:47years resolution 2788. was
00:25:51passed unanimous unanimously in this UN
00:25:55security council when I was presiding the UN security council the
00:25:58meeting
00:26:00it was first time in 12 years. there have been some resolution
00:26:03passed with majority or or or
00:26:07you know obviously rejected or we told, but it is
00:26:11the first resolution passed with unanimity of all members,
00:26:1515 members the UN security council and
00:26:19and the theme was multilateralism, peaceful
00:26:23settlement of disputes and within
00:26:26days, i think hardly two weeks when the Thailand and
00:26:30Cambodia issue, was there conflict? the
00:26:34excepts from this resolution were quoted in
00:26:38the in the discussions and debate in the UN
00:26:41itself. so i think you see
00:26:45our our intention is very clear and
00:26:49those used to call pakistan
00:26:53probably because the terrorism we have been actually
00:26:56fighting a terrorist or some other
00:27:00state, now they are very happy. to call Pakistan
00:27:04a peacemaker state after what we have done in the last few
00:27:08years. It is nowhere other than in Norway
00:27:12Forum that by one
00:27:15the P5 countries and boy
00:27:18said Pakistan has become net security provider to this
00:27:22region. Our efforts are on record.
00:27:26We did everything possible for US Iran
00:27:29mediation. First time after 47 years we. brought
00:27:33them, brought them for direct talks on the same table,
00:27:37they shook hand, they sat together, obviously on the condition pakistan must be
00:27:40present, we were present, but it's most
00:27:44unfortunate, the 18th of June agreement was there, but
00:27:48it is most unfortunate that there were violation from both
00:27:51sides, have you given up? no, as as late
00:27:55as just days before, in the high week of
00:27:58UN general assembly on the sidelines of New York, we
00:28:02making all all possible efforts, the hormas
00:28:06has further been complicated by Babul
00:28:10Manda, and all these are
00:28:14similar sort of different definitions of
00:28:17terrorism, so you know that
00:28:20Pakistan has entered into a joint defense
00:28:24agreement which is known as it was signed in Makkka, so
00:28:28makkah joint defense agreement on 7th
00:28:31of August, inaugural meeting took
00:28:34place in in Istanbul on 31st of
00:28:37August. Pakistan has the privilege and honor to
00:28:41have the first secretary general of three years term. It's headquarters going to be in
00:28:45Raad. A committee, working
00:28:49committee is working on finalizing its organ and
00:28:53other detail and and operation
00:28:56detail. It is a permanent committee
00:29:00which is called SPDC, strategic. and defense
00:29:03committee which comprises of from three countries from each
00:29:06country, the foreign ministers, the defense ministers, the army chiefs.
00:29:10the idea is not any offensive,
00:29:14the idea is totally objective is defensive,
00:29:18so it is for self defense and it is nothing which is against any
00:29:22international law or charter. charter 51
00:29:25allows the UN for self or the
00:29:29collective defense, that is the
00:29:33you know the lines on which NATO was created,
00:29:36so our real objective is to create peace in
00:29:40this region to to bring you closeness among the
00:29:44and
00:29:44it is, it is not restricted to these three countries, it has very
00:29:48clear you know clauses which will
00:29:51allow other countries once we are fully you established
00:29:55maybe within a year, even other countries can join
00:29:59this this pact and this sovereign defense.
00:30:02arrangement and the idea is, I think it is a high
00:30:06time that this region must
00:30:09find an independent architecture
00:30:13to bring peace and security in this region from far from areas
00:30:17the time has proved, it is probably difficult if not
00:30:21impossible, so let me
00:30:24emphasize that we will
00:30:28obviously we must not be you
00:30:30know ' ignoring what's happening in the
00:30:34world, the times are very challenging, the
00:30:37situations need full attention of all the
00:30:41countries in the region, particularly our region, and we have seen the
00:30:45energy supply chain disruption, we have seen the prices, the common man
00:30:49is suffering, again the government whatever could do for the two wheelers, three
00:30:53wheelers, subsidy, remove all the taxes, give refund
00:30:57through through tokens, almost 10%
