00:00:11at the meeting between
00:00:19Hello from the screens of Halk TV, I'm Irem Sansak.
00:00:22It's 1 PM, and until 4 PM, for exactly 3
00:00:26hours, we will be with you with Hot Agenda topics from Turkey
00:00:30and the world. We will have guests, and we will evaluate
00:00:33the agenda, hot topics one by one with our guests.
00:00:36If you have any questions, you can reach us through
00:00:40social media, you can tag us. My reporter and cameraman
00:00:43friends are completing their preparations, but before that, as always,
00:00:46let's talk about the hot topics, the headlines of the day one by one. The
00:00:50headline of the day is that there was a meeting on
00:00:54April 30 at the Presidential Complex,
00:00:57and today at 2 PM, President
00:01:01Erdoğan and Nationalist Movement Party leader Devlet
00:01:04Bahçeli will meet again at Beştepe. What's on
00:01:08the agenda? Of course, the framework law for a Turkey
00:01:11without terror will be followed. We are asking
00:01:15if the framework law will be in the commission tomorrow. Will
00:01:18it come to the commission tomorrow? There is such an expectation.
00:01:22Backstage information says so. Could there be a delay or not? We will ask Dilan Eltürk soon,
00:01:26but the signatures have been made. What will
00:01:31the new party do? Özgür Özel
00:01:34visited the relatives of martyrs and veterans today
00:01:37at Güven Park. The hunger strike of the veterans
00:01:40and relatives of martyrs continues. He said, "We will
00:01:44be with you until your rights are given." After making
00:01:48this statement next to the veterans and relatives of martyrs, he met with his legal
00:01:52staff. Let's continue and take a look. He met with
00:01:55his legal staff and did not sign. The 357th
00:02:00deputy signed the bill containing
00:02:0312 articles, but it was said that the new party
00:02:07did not sign. It was said that from the accounts of the
00:02:10deputies of the new party, we saw the draft,
00:02:13we discussed it, and today, after meeting with the veterans,
00:02:17we are having a meeting with legal staff at
00:02:201:30 PM. That meeting will start in about half an hour,
00:02:24and after that, we will announce our decision and stance.
00:02:27This statement was made, no change in the general approach.
00:02:30And one of the important
00:02:33meetings of the day was that the Mumcu and
00:02:37Oktay families met with
00:02:39Akın Gürlek at the Ministry of Justice today around
00:02:4310 AM. The Oktay Family
00:02:46was with Akıngürlek, and then Uğur Mumcu's family
00:02:49went to Akıngürlek, and a meeting was held. The Minister
00:02:52of Justice had previously stated that the files
00:02:56of unsolved murders would be discussed. All these topics
00:03:00and more will be with
00:03:16you soon. Our colleagues are continuing to follow
00:03:20echo from Trabzon the news on the ground at hot spots. Dilan Altürk with Aşkın Özdemir will share
00:03:24in the Grand National Assembly with the images of Sibel Madrek
00:03:28Güven Dinçmen next to the relatives
00:03:34with the images of our cameraman Hasan Yancı. There was a meeting with Akın Gürlek
00:03:38at the Ministry of Justice, there was a meeting of the families.
00:03:41Did the families leave? Was there a statement or not?
00:03:45What was discussed? What was talked about? Eda will share any details
00:03:49with us, but first, what is the latest situation
00:03:52regarding the framework law in the Grand National Assembly? Will
00:03:56the bill come to the commission tomorrow? Let's ask Dilan Altürk.
00:04:03Tomorrow, the Justice Committee will start discussions
00:04:06on the bill regarding strengthening national solidarity
00:04:10and social integration at 3:30 PM,
00:04:13but the schedule for the general assembly process
00:04:17is not yet clear. It could be on Sunday, or it
00:04:20could be delayed until next week, but expectations
00:04:24are that the general assembly process will start on Sunday.
00:04:27Of course, it was submitted to the Speaker's Office yesterday
00:04:31and carries the signatures of nearly 360 deputies.
00:04:34One of the first signatories is MHP leader Devlet Bahçeli,
00:04:38and of course, Devlet Bahçeli being the first
00:04:41signatory is important. He is known as the person
00:04:45who initiated the process. This process started with
00:04:48his call at the group meeting approximately two years ago,
00:04:52and today, or rather yesterday, he was the first to sign
00:04:56the bill submitted to the Parliament. And today, a meeting
00:04:59will be held between Bahçeli and Erdoğan at Beştepe.
00:05:02When it shows 2 PM, the two names will have
00:05:05held their third meeting of the year. The process
00:05:09was also on the agenda during their meeting in April,
00:05:13and at that time, the process had
00:05:16not yet turned into a bill, but this time,
00:05:19the text of the bill will also be present
00:05:24the two names. Yesterday, Erdoğan thanked Bahçeli
00:05:28at the NSC meeting for supporting this process
00:05:31and for being a signatory. He had a special thanks
00:05:34for Bahçeli, and today, it is expected that the
00:05:38bill consisting of 12 articles will be present
00:05:42at the meeting between the two names. After that,
00:05:45at 3:30 PM, there will be another important critical
00:05:49meeting under the chairmanship of Erdoğan. This will be
00:05:53the 4th NSC meeting of the year. As you know, this bill
00:05:56also emphasizes the NSC. What was that? The
00:05:59complete disarmament of this organization,
00:06:03the confirmation and verification process will be linked
00:06:06to the NSC's field reports, meaning it will come
00:06:09into force after being approved by the NSC.
00:06:13It will be published in the official gazette
00:06:16and come into force. And today, some field
00:06:20reports are aimed to be presented to Erdoğan
00:06:23at the NSC meeting. These field reports have
00:06:26been prepared by MIT, the Ministry of National Defense,
00:06:29and the Ministries of Interior and Foreign Affairs for
00:06:33about 6-7 months, and today, these field
00:06:37reports are aimed to be presented to Erdoğan, because
00:06:40the entry into force of this bill will be linked to an NSC decision.
00:06:44And when we look at the proposal, as we said,
00:06:48it consists of 12 articles. Members of the organization
00:06:51who commit murder will not benefit from this law.
00:06:55And of course, the establishment of two different boards
00:06:58will be aimed. One is a board to be established by the Presidency
00:07:01under the chairmanship of Vice President Cevdet Yılmaz,
00:07:04and the other is an observation commission
00:07:08to be established in the Parliament. This process
00:07:11will be followed by these two.
00:07:14The confirmation of the organization's disarmament
00:07:18and actually some emphasis on how the
00:07:22armed materials in the hands of the organization
00:07:25members who will return with them will be recorded
00:07:29will be monitored by those boards.
00:07:32They said it is not a special law
00:07:35for Abdullah Öcalan. Since
00:07:39the process started, actually, yesterday, Abdullah
00:07:42Güler also made a statement. He was asked if
00:07:45a status would be determined within
00:07:48the framework of this law. Abdullah Güler said that
00:07:52there is no such article at
00:07:55the moment, and it is not expected.
00:07:58But meeting with Öcalan by academics
00:08:01and journalists is not subject to any
00:08:05law or status. It is a prison
00:08:08under the supervision of the Ministry of Justice.
00:08:11Therefore, in the future, visits by journalists
00:08:15and academics regarding Öcalan's status
00:08:18may be possible. Perhaps in the future,
00:08:21these will be determined as a result of the
00:08:25boards to be established. As we said, there are
00:08:28critical meetings today. The meetings that Erdoğan
00:08:31will hold with both Bahçeli and then at
00:08:35the NSC will be important. Statements to be made
00:08:38based on this process will also be made. Generally,
00:08:42Erdoğan and Bahçeli do not make any statements after
00:08:45meeting, but the reflection of the NSC decisions
00:08:49is also expected. At the same time, today, there
00:08:52is a meeting of the new party in the Parliament.
00:08:55The meeting started at 1 PM under
00:08:58the chairmanship of Özgür Özel. The process will
00:09:02be on the agenda at that meeting. Özgür Özel
00:09:06is holding a meeting with the members of the
00:09:09process commission, the legal staff of the Justice
00:09:12Committee and the Constitutional Committee right now. Of course,
00:09:16the stance of Özgür Özel and the new party regarding
00:09:19this process was a matter of curiosity, because as
00:09:23CHP leader, Özgür Özel supported the process
00:09:26and was among the parties that gave members to the commission. And they had repeatedly
00:09:30stated that they supported the process. But on
00:09:33the one hand, this absolute invalidity process, and
00:09:36on the other hand, the issue of trustees, came
00:09:40one after another, and the establishment of the new party
00:09:44came. And Özgür Özel said in his statement yesterday
00:09:47that mistakes were made, but our stance is the same.
00:09:51So, we can say that Özgür Özel's stance
00:09:54in the new party's meeting today will also
00:09:57become clear. But of course, yesterday, he again
00:10:01pointed to the commission to be established tomorrow,
00:10:05or rather the Justice Committee, and said
00:10:08that our deputies there will also bring their criticisms
00:10:25They had stated that they would not sign a law
00:10:28they did not know or see. The new party's staff
00:10:32stated that there was an error in the procedure, and
00:10:36therefore, the decision to be made today will be the
00:10:40decision of the new party.
00:10:41We will follow the process
00:10:45with Aşkın Özdem. The details in the Grand
00:10:48National Assembly are like this. Dilan Altürk shared the
00:10:51developments with the images of Aşkın Özdemir. We will
00:10:55turn our cameras to the point where our relatives
00:10:58of martyrs and veterans are, to Güven Park. Sibel
00:11:02Mazrek is waiting for us. She will share with the images
00:11:06of Güven Dinçmen. What do our relatives of martyrs,
00:11:09our veterans say? What are their demands? It's been days,
00:11:11and the hunger strike continues,
00:11:17right Sibel? Yes, Hirem, the hunger strike has been
00:11:20going on for exactly 4 days, but the relatives of martyrs
00:11:24and veterans have been protesting at Güven Park, located
00:11:27in Kızılay, in the heart of Ankara, for 25 days.
00:11:30They want equal rights, that's actually their only
00:11:34demand, and that struggle, that resistance continues.
00:11:37And the veterans say, "We will be here until
00:11:40we get our rights." Our cameraman friend Güven Dinçmen
00:11:43should bring the veterans and relatives of martyrs
00:11:47who are protesting to the screens. Let me explain the details
00:11:51of the struggle here. They actually started
00:11:54this protest on July 13th. Their demand is this:
00:11:58regarding salaries, health, protest,
00:12:01and other social issues, the veterans and relatives
00:12:04of martyrs want the differences between them and ranked
00:12:07personnel to be eliminated. These are their only demands.
00:12:11And after this protest started, a bill was submitted to the
00:12:15Parliament. That bill passed the commission
00:12:18yesterday evening, but it is
00:12:21a bill that only envisages a salary increase.
00:12:25It is a bit more limited and
00:12:28does not meet the demands of the veterans and relatives
00:12:31of martyrs. In fact, the veterans and relatives
00:12:35of martyrs here say, "Our problem is not money,
00:12:38we want equal rights. We want our sacrifices
00:12:41to be talked about, not our statuses. We want
00:12:44equal rights." And they conveyed their reactions
00:12:47to the bill to Özgür Özel here minutes ago. He made a support visit
00:12:51here, and his messages were important.
00:12:59He had last visited on July 14th as
00:13:02the CHP general chairman, and two weeks later,
00:13:06he visited again as the general chairman of the
00:13:09new party. He reiterated his support to the veterans
00:13:12and relatives of martyrs here. He had also brought
00:13:15it up at the group meeting on Tuesday. The new
00:13:19party's first bill was for the relatives of martyrs
00:13:23and veterans, and the new party submitted
00:13:27the 19th bill to the parliament. Therefore, Özgür Özel
00:13:30also said this today: He said, "We will be
00:13:34with you until your rights are granted. We will support
00:13:38your struggle here until you say
00:13:41that you are satisfied with this arrangement."
00:13:45Of course, while this struggle is being talked
00:13:48about, on the other hand, eyes are on the Parliament.
00:13:51The framework law, the veterans, the relatives
00:14:04of martyrs are reacting to this. He said, "We will
00:14:08not be involved in signing the law." And Dilan
00:14:11explained the details about the framework law.
00:14:14The details are being discussed in the Parliament
00:14:18as of these minutes, but Özgür Özel also
00:14:21says this: 6 articles are related to criminal
00:14:25law. Actually, a bill is envisaged in the Parliament
00:14:29that will come to the commission. It contains that, but the
00:14:32new party, Özgür Özel, will file a dissenting
00:14:36opinion regarding the 7th article. Therefore, Özgür Özel
00:14:38will continue to be in a stance and attitude that considers the sensitivities
00:14:42of the relatives of martyrs and veterans. He said,
00:14:45"We advocate for the complete silencing of weapons,
00:14:49irreversible disarmament, and all regulations to be
00:14:52made on a democratic
00:14:59basis." He also had different statements, let's watch them
00:15:02in the news. "There is a regulation far below expectations.
00:15:05Our main approach at this point was that
00:15:09if a soldier became a martyr, his family should be
00:15:11given a salary equivalent to that of a specialist
00:15:15sergeant. In the law, they wrote it as up to
00:15:18a minimum wage. Secondly, we were proposing a
00:15:22honorary pension for those not considered
00:15:26veterans. They put something like a 17,000 additional
00:15:29indicator. It's better than nothing, but far below
00:15:33expectations. It's important to fix these, but we have
00:15:37an opportunity before us, a framework law. Yesterday, the parties
00:15:41who signed it proposed it. Our main approach
00:15:44is this: We advocate for all regulations
00:15:48to be made on a democratic basis so that blood
00:15:51does not flow in Turkey again. At the same
00:15:55time, we find it insincere
00:15:59to create an impression that the problems of veterans
00:16:03and martyrs' families are being solved.
00:16:06We want everyone to know once again
00:16:09that the expectations of the families of veterans
00:16:12or early martyrs are not being met
00:16:16in any way, and that we will follow
00:16:20this matter to the very end.
00:16:23We are carefully following all sensitivities.
00:16:26We are at the same point today
00:16:29as we were on the first day. I have always
00:16:33said that we will never be
00:16:37involved in things that we cannot
00:16:39face the families of martyrs and veterans,
00:16:42or look them in the eye." Özgür Özel made
00:16:45this statement next
00:16:50to the relatives of martyrs and veterans, and then
00:16:54he went into a meeting with his legal staff
00:16:57regarding this process. They will announce their decisions
00:17:00after that meeting, but they emphasize
00:17:04that there has been no change in their general approach,
00:18:07their political approach. Our starting point for this
00:18:10event is the statements of the Minister of Justice
00:18:14in recent weeks. Akın Gürlek announced in recent weeks
00:18:17that some files would be re-examined in order
00:18:20to shed light on unsolved murders, and he announced
00:18:23that Uğur Mumcu's file would also be re-examined
00:18:27within this scope. Upon the statements of Minister
00:18:30of Justice Akın Gürlek, the Mumcu family had
00:18:34requested an appointment to meet with Gürlek.
00:18:37These appointments took place today. Uğur Mumcu
00:18:40was killed in Ankara on January 24, 1993,
00:18:44in a bomb attack in front of his house,
00:18:47and since then, the family's search for justice has continued,
00:18:51but the murder has not yet been solved. Güldal Mumcu,
00:18:54Özgür Mumcu and Özge Mumcu Aybars had requested
00:18:58an appointment from the Minister of Justice. They had called
00:19:02for the murder to be fully revealed. The family,
00:19:04who called on the Ministry of Justice and the Ministry
00:19:08of Interior, had invited the ministries to take
00:19:11all necessary steps to apprehend Oğuz. It was
00:19:14expected that these demands would be discussed in this
00:19:18meeting. Oğuz Demir, who is the fugitive
00:19:21suspect in the Mumcu family's meeting
00:19:24with the Minister of Justice, is currently being tried
00:19:27in the Umut case. Oğuzdemir is accused by the court
00:19:30panel of placing the bomb in Uğur Mumcu's car.
00:19:33The last hearing in the case where Oğuzdemir
00:19:36is being tried took place on July 14th
00:19:39and was postponed to a later date. After
00:19:42the postponement, it was being evaluated
00:19:45that Oğuz Demir was a fugitive in Australia
00:19:49in the last hearings. We can say, Irem, that in their meetings
00:19:53with Minister of Justice Akın Gürlek, the Mumcu
00:19:56family reiterated their demands for Oğuzdemir
00:20:00to be apprehended and brought to Turkey, and
00:20:03for the murder to be fully revealed. On the
00:20:07other hand, in the morning, Minister of Justice Gürlek
00:20:11received the family of former Special Operations
00:20:15Department Head Behçet Oktay. Their meetings started
00:20:18around 10 AM. In this meeting, it is evaluated
00:20:21that the demands for shedding light on Oktay's
00:20:24suspicious death were on the agenda. Oktay's
00:20:28family had been demanding for years that FETÖ
00:20:31had a role in his death and that the file be
00:20:34re-examined comprehensively. We can say that Oktay's
00:20:38family reiterated these demands in their meetings
00:20:41with Gürlek. As we just said, the meetings of the
00:20:44Behçet Oktay and Uğur Mumcu families have ended. Lastly,
00:20:48Uğur Mumcu's family
00:21:01left the Ministry of Justice. The Ministry of Justice
00:21:04will make an announcement after these meetings. Thank
00:21:07you very much to Eda. She shared the developments
00:21:10with Hasan Yancı's images. We also shared the photos
00:21:13of that meeting on our screen. Now let's talk. Of course,
00:21:17hot breaking news is coming one after another. Tomorrow
00:21:21is also an important day. The bill is expected to
00:21:24come to the commission. Lawyer
00:21:35We saw the bill yesterday, wondering if it would come,
00:21:38how it would come, what would be in the draft,
00:21:42how many articles it would consist of. It was announced, and there are controversial
00:21:46articles and topics. It was also asked how many
00:21:50people would sign it. 354 deputies signed the 12
00:21:53articles, and it is expected to come to the commission
00:21:57tomorrow. So, how do you think it was prepared?
00:22:01Which principles were taken as basis? What is
00:22:04the spirit of the law? Did you see democratization
00:22:08in the content? Yes, first of all, I would like
00:22:11to start by saying this: We are at an important stage,
00:22:14an important law. Why do I say this? We have crises
00:22:17that we cannot overcome as a country, we have some
00:22:21weaknesses. This is not just for the history of
00:22:24this republic, when we look at the history of the
00:22:27Ottoman Empire, we have always experienced periods
00:22:29where the security-oriented approach saw fundamental
00:22:33rights and freedoms as the main enemy of security
00:22:36and constantly retreated. Now, why do I want
00:22:40to enter like this? We are the offspring of a
00:22:43management approach, a dilapidated mentality,
00:22:46that knows its own weaknesses, knows its crises, but
00:22:50instead of solving them, does what it knows.
00:22:53We must accept this. And this law, for the
00:22:57first time, comes as a step towards solving
00:23:01its own weaknesses. We must see it this way.
00:23:04From this perspective, of course, it brings
00:23:07hope and excitement. But hope, of course,
00:23:11depends on certain conditions. Will these conditions
00:23:20at eliminating these known weaknesses? There
00:23:23are some conditions for this. We must set this aside.
00:23:27When we look at the purpose and scope of the law,
00:23:30it starts by saying, "PKK and KCK terrorist
00:23:33organization and every affiliated formation
00:23:36will cease to exist." It determines a roadmap
00:23:40in this way and the actions to be taken at this
00:23:44stage. Technically, of course, it has problems.
00:23:47I am not saying anything against that. The fact
00:23:51that it was prepared by the security bureaucracy
00:23:55and brought to this point, and that it was left
00:23:57without discussion and consensus until the
00:24:01last moment, these can all be discussed. But
00:24:05on the other hand, when we look at it,
00:24:08it is important to solve this problem, which has
00:24:11caused us great pain, serious losses, and
00:24:14has been a shackle on our future, as we
00:24:18have sometimes been in regional crises. In other
00:24:22words, if terror is to end, should we say,
00:24:25"PKK should not lay down arms, PKK should
00:24:29not surrender"? Nobody wants this. Every positive,
00:24:32every serious step towards ending terror,
00:24:36I say serious step, contains hope and is
00:24:39welcome. We need to underline this. From
00:24:42this perspective, of course, there is also
00:24:45a need for social support. And for social support,
00:24:48there is a need for it to be equipped with a balance
00:24:52of trust and freedom. From this perspective,
00:24:55it is possible to criticize the law legally, technically.
00:24:58Problems regarding this can be resolved in the commission.
00:25:02As you said earlier, there are objection articles,
00:25:06but before that, let's clearly state who is
00:25:09covered by the law. The law mentions June
00:25:131, 2005. How can we explain this
00:25:15to our viewers? The Turkish Penal Code
00:25:18was changed on June 1, 2005. Aggravated life imprisonment
00:25:21and life imprisonment offenses before June 1, 2005
00:25:25were subject to different regulations. Therefore,
00:25:27those who committed aggravated life imprisonment and
00:25:31life imprisonment offenses before June 1, 2005,
00:25:34and those who committed intentional murder offenses,
00:25:38regardless of whether it was before or after
00:25:41this date, are excluded from the scope of this law.
00:25:45This is definite, let's put it aside.
00:25:48So, if there are those who were involved
00:25:52in a murder offense after June 1, 2005,
00:25:55they will not be able to benefit from this law.
00:25:59These are the first ones. Here, of course,
00:26:02it can be said that June 1, 2005,
00:26:06may have been considered to exclude Öcalan
00:26:09from the scope. There may be a violation
00:26:12of the principle of equality. We hear these from legal
00:26:15circles. Of course, these will be evaluated
00:26:19in the commission, and then the Constitutional
00:26:21Court will definitely review it. We have
00:26:25also seen annulment decisions due to
00:26:28violation of the principle of equality or due
00:26:31to being in the nature will be seen,
00:26:34after this is reported and decided upon by the National Security Council,
00:26:38then the process will begin. There are
00:26:41some distinctions here: 5 years for those
00:26:45under 15 years, and a 10-year probation period for those over 15
00:26:49years. Depending on the situation, the local
00:26:52court, the Supreme Court, or if it's on appeal, a quick decision
00:26:56is aimed for, if the conditions are met,
00:26:59these are important, of course, the contested issue.
00:27:03the relevant article you received from Özgür Özyer just now
00:27:06indicates that some disqualifications can be lifted
00:27:10during the process, the council that will request these,
00:27:13a special council that will be formed under the Vice Presidency,
00:27:16will also make decisions at this point. These are subject to objections,
00:27:20these are the debated aspects, Ms. Iram, but
00:27:23when we look at it comprehensively,
00:27:26we see that it's just about security, about ending
00:27:29terrorism.
00:27:32"Is this sufficient for the constitution? We cannot accept it as sufficient,
00:27:36we must state this. Look, the AKP's
00:27:392001 program is very clear. The AKP
00:27:42itself said how this came about,
00:27:45by following this path, why did terrorism emerge?
00:27:48Terrorism and oppression mutually feed each other,
00:27:52said the AKP. Any approach that forgets that terrorism
00:27:55is a result will only aim to produce a solution through oppression,
00:27:59whereas this only strengthens terrorism. The way to end terrorism
00:28:02is the AKP's program: a state approach
00:28:05that respects fundamental rights and freedoms, economic
00:28:08development, and security, taking them as integral parts. So,
00:28:12did we see this? No, it had declared terrorism as a result,
00:28:15it started this way, but at this point,
00:28:19we saw that laws, even the constitution,
00:28:22became unenforceable. And the spiritual losses we heard from
00:28:26Erdoğan's mouth, the heavy trials we faced,
00:28:29the pain, the children of people.
00:28:34being lost, being killed, unsolved murders, all of this was related to this problem.
00:28:38The children who went to the mountains are also our children, meaning the mothers
00:28:42of martyrs are also our mothers. The mothers who sent their children to the mountains,
00:28:45who remained behind with tears in their eyes, are also our mothers. We, as a society,
00:28:49could not face our pains mutually,
00:28:52we couldn't empathize. These weaknesses,
00:28:55these management weaknesses, we, as a society, came out of them
00:28:58polarized, blaming each other. Yes.
00:29:02Did we find a solution? No, we lost our future,
00:29:05we lost our children, but for example, there's also the financial aspect.
00:29:09The figure we heard from the President is 2.3 trillion
00:29:12dollars. How many years of our
00:29:15national income is that? So, in this sense,
00:29:18I see it as an important
00:29:26amount of time, so of course, we will talk about this issue much more. Figen Çalık and
00:29:29Fethi Yıldız were also asked, friend.
00:29:47It had been reiterated many times before, actually, I'm saying it again, Öcalan
00:29:51should have hope, and Demirtaş should return home. He used
00:29:54these expressions. When Fethi Yıldız was asked one more time, what did he say?
00:29:57Let's listen and then continue.
00:29:59I wanted.
00:30:02Sir, regarding the issue of Demirtaş returning
00:30:05home, as indicated by Devlet Bey,
00:30:09should we expect a development in the implementation of the ECtHR
00:30:12and Constitutional Court decisions in the coming period? The report
00:30:15already includes the compliance with
00:30:18the Constitutional Court and ECtHR decisions.
00:30:22Fethi Yıldız, yesterday, after Abdullah Güler's statement, just as he was finishing,
00:30:25Abdullah Güler took the last word and referred to the Political Parties
00:30:29Law and the Election Law. He pointed to
00:30:32the Enforcement Law and said that changes would definitely
00:30:36be made in the enforcement law as well. So, will new legal steps follow
00:30:39after this? Can we deduce this, can we understand this?
00:30:43Ms. Iram, this is a necessity, as I said
00:30:47earlier, I hope this hope is now a breaking
00:30:51development, I'm sorry to interrupt. Güldal Mumcu,
00:30:54Uğur Mumcu's wife, spoke to Halk TV. She said
00:30:57that no matter who the hitmen are, they will be revealed. This is one
00:31:01of today's important headlines. It was one of the hot meetings.
00:31:05Approximately 1-2 hours ago
00:31:08there was a meeting, at 11:30 there was a meeting, we want the hitmen
00:31:12and instigators to be revealed. He had a meeting.
00:31:16Today, he
00:31:22says, the meeting was positive, says Güldal Mumcu.
00:31:26We conveyed our demand for the hitmen and
00:31:29instigators to be revealed, no matter who they are.
00:31:32The Minister of Justice also said that no matter who is behind the hitmen,
00:31:36no matter what their connections are, we will do our best
00:31:39to reveal them. Both the Minister and
00:31:43those assigned to this task. We found it positive, I hope
00:31:46that after 33 years, we will fully understand all the connections
00:31:50and instigators of this crime.
00:31:53These were the statements made by
00:31:56Uğur Mumcu's wife, Güldal Mumcu,
00:32:00exclusively to Halk TV. She conveyed that the meeting
00:32:03went positively, and they found the team to be very
00:32:06positive. She said, "I hope
00:32:09after 33 years, we learn all the connections
00:32:13of the murder." Please, go ahead. I think
00:32:17you'd also like to share your comments on this
00:32:19breaking development. Yes, it's very important. Of course,
00:32:23in a state of law, such statements as "wherever it leads,"
00:32:27from the Minister of Justice, are a good development.
00:32:30I'm not saying anything, but as I said when we started the program,
00:32:34we have weaknesses. The reasons and
00:32:37consequences of our weaknesses are very well known,
00:32:41but when it comes to solving them, another major deficiency, a management
00:32:45deficiency, emerges. Now, I hope,
00:32:48I hope, wherever it leads, all those
00:32:51leads will be found. Because if a murder
00:32:55remains unsolved, this is now generally accepted, its
00:32:58trail, unfortunately, is lost
00:33:01in deep labyrinths, meaning it's being protected.
00:33:05If this is to be a starting point, then of course,
00:33:07we support it. With the hope that the real leads will be found.
00:33:11Now, if we move on to the other part, I said that this process
00:33:15is an important stage and that it has opened a door,
00:33:17creating hope and excitement. We also said that this is subject
00:33:21to certain conditions. The process of democratization
00:33:25will only be meaningful and yield results if it is inevitable.
00:33:28Now, the questions we need to ask here are, these processes that will nourish
00:33:32this hope will obviously take time, Ms. Iram. They are not processes that will happen
00:33:36just by saying so. For example, laying down arms, security
00:33:39bureaucracy work, national security decisions, etc. But
00:33:42for social trust and support, for example, we would like
00:33:46to see an end to the trustee system,
00:33:49right? I mean, what prevents Ahmet from going home?
00:33:52What is the obstacle? It's not enough to just talk,
00:33:56action is needed. So, ECtHR decisions,
00:33:59implementation of the constitution, Selahattin Demirtaş,
00:34:02Figen Yüksekdağ, these are other Kobane or
00:34:06other ECtHR decisions. Why are people
00:34:09in prison? Selahattin Demirtaş should not
00:34:12remain for even a minute. This was also
00:34:15asked, these ECtHR decisions, he said these reports
00:34:18exist. So, yes, there is a constitution,
00:34:22my objection is, is it the constitution or the TBB report?
00:34:26I mean, the constitution or the signatures
00:34:29of the MPs? Now, according to our constitution,
00:34:31we need to see releases. This is not with this law,
00:34:35there are people who have obtained release conditions before this law
00:34:38with high court decisions. What do these provide?
00:34:42These strengthen this process.
00:34:45Ah, truly, if there is a desire to solve this process,
00:34:48to solve this problem, the belief spreads to society
00:34:51and support increases. This increase in support
00:34:54is very important. What happens if you call the law
00:34:58national solidarity, security, integration? Solidarity, security, and
00:35:01integration must be felt here, they must be felt
00:35:04among people. I assume Fethi Yıldız evaluates
00:35:07the right to hope in that direction.
00:35:10The right to hope is also an ECtHR decision.
00:35:14But I emphasize again, the right to hope
00:35:18does not contain a provision
00:35:20for Öcalan's release. The right to hope
00:35:24is about evaluating the execution process
00:35:27and releasing him if the conditions are met.
00:35:30That is, the understanding that a person will serve
00:35:34a sentence throughout their life
00:35:37is an understanding that does not exist in any
00:35:40penal practice or theory in the world. This is contrary to human rights,
00:35:44it can reach that point, but
00:35:47all of these must be filled with a law
00:35:50that does not harm the understanding of equality,
00:35:53that does not harm the feelings of our martyr families.
00:35:57It's not about political perceptions and political plans, but truly,
00:36:01if a problem has been addressed, it should be solved by looking
00:36:04at the causes of that problem and taking measures
00:36:07to prevent those causes from recurring in that structure.
00:36:11In that sense, hope
00:36:15will spread
00:36:20in society. If there's no political calculation
00:36:24here, no engineering, if there's sincerity
00:36:27in solving a problem that burns us, exhausts us,
00:36:30immobilizes us, as the people of this country,
00:36:34everyone will be happy. Which mother
00:36:38would want to lose another child as a martyr? Do you understand
00:36:42what I mean? We will embrace the past pains,
00:36:45yes, it's very difficult, I understand that, but I say empathy,
00:36:49I say confrontation. Look, confrontation and empathy,
00:36:52this is also the duty of politics, to prepare society for this.
00:36:56"Leaving the past behind and opening a new chapter
00:36:59with the lessons we've learned from our pains,
00:37:02with our pains, is an important step.
00:37:06So, in this sense, as I say again,
00:37:09it nurtures hope, but
00:37:12our expectation is that it strengthens hope
00:37:15and that democratic developments progress smoothly.
00:37:19The people of this country deserve this. Well, Mr.
00:37:22Çalıkuşu, of course there are many questions to ask, but we will talk about this
00:37:26framework much more. After passing through the committee,
00:37:29there are still stages before it comes to the General Assembly.
00:37:32We will talk about it sequentially as the stages come, but finally, I would like to ask you
00:37:36this: my time is running out. There was also a debate about
00:37:39Article 10. What is this Article 10?
00:37:42What does it contain in the announced bill?
00:37:46The Good Party has criticisms.
00:37:49Müsavat Dervişoğlu said, "We are at the same point from the beginning." He used
00:37:53the expressions, "We will explain the articles one by one, list
00:37:56our criticisms, and say no." Was there a similar
00:37:59situation regarding this Article 10 in the previous process, for example,
00:38:03during the era of Süreyya Önder? Of course
00:38:06there was law number 6551, but it was a law
00:38:10specifically for those who took part in this process, mostly for public officials.
00:38:13It didn't find much applicability.
00:38:17Now, a weakness had also emerged there. They made such a regulation
00:38:21to remedy that weakness. Now they say about this, they know
00:38:24they committed crimes, so they want to bring such a shield
00:38:28of protection. Article 10 brings
00:38:32a shield of protection for those who took part in this process,
00:38:36such as committee members or other public officials. This protection
00:38:39applies in terms of criminal, administrative, legal,
00:38:42financial, etc. Is this shield of protection necessary?
00:38:46It's not because a crime was committed,
00:38:50they are undoubtedly engaged in legal activities. Of course it's necessary. It's necessary
00:38:54in this way: look, governments change, mentalities differ.
00:38:57As a result, while people are engaged in this activity,
00:39:00but I repeat, not only within the parentheses
00:39:04of terrorism and security, we also expect them to sign
00:39:08regulations that will bring democratization. They are expected
00:39:11to act with ease so that there are no problems
00:39:15tomorrow or the next day. Well, is it a measure against
00:39:19what the party mentioned, against prescription, in quotation marks,
00:39:22I ask
00:39:25this. No, that's not it. He says
00:39:29prescription should not apply, it's not such a measure.
00:39:32It's about these activities being carried out without
00:39:35feeling pressure, without hesitation. But generally,
00:39:39its purpose and spirit are directed towards this.
00:39:42In many cases, this article is included in
00:39:46the obligations and activities undertaken by those who solve
00:39:50such problems. There's no "converso" but
00:39:54there's no need to attach so much meaning to it. I
00:39:57wish I didn't have to think about it, but this is a law, tomorrow
00:40:01they might pass another law and revoke this one. Indeed,
00:40:05we saw the same with Kenan Evren. So, I want to say that it's unnecessary
00:40:08to attach such great importance and meaning to this,
00:40:12as if it's a huge impasse presented by Müsavat Dervişoğlu,
00:40:15as if a great crime is being committed and those who commit this crime
00:40:19are being protected, that they won't be prosecuted, etc.
00:40:22It doesn't carry such a meaning. It's just about carrying
00:40:25out these actions without
00:40:42There are hot topics. Let's turn our cameras to Manisa. The New Party's
00:40:45Manisa provincial chairman, İlksen Özalper, has been detained.
00:40:49The reaction to this development
00:40:51was not delayed.
00:40:57there's an arrest within the scope of the bribery investigation
00:41:01that was handed over to the Chief Public Prosecutor's Office. Within the scope of the same investigation,
00:41:04Manisa Metropolitan Municipality Mayor's consultant Demirhan Gözaçan, his driver
00:41:08Anıl Demir, and Şehzadeler Aş General Manager Cemyüzer were also
00:41:11arrested. A search was conducted at Özalper's house in Manisa.
00:41:14We know that after his procedures at the police station, he was transferred to Ankara.
00:41:17The investigation is reported to have been carried out
00:41:21based on the statements made by Uşak Mayor Özkan Yalım, who was suspended from duty,
00:41:24within the scope of effective repentance provisions, MASAK reports, and
00:41:28HTS records. New Party Group
00:41:31Deputy Chairman Murat Emir reacted to the development. Murat
00:41:34Emir made a statement on his social media account. He said, "The detention
00:41:38of our Manisa Provincial Chairman is not a legal step,
00:41:41it is a continuation of an organized political revenge project instructed
00:41:45by the palace." Emir also used the expressions, "You will not
00:41:48be able to finish civil politics with your fabricated
00:41:52files, your detentions, and your staged investigations."
00:41:55And Menderes Municipality,
00:42:01an operation was also carried out against
00:42:05Menderes Municipality. Fugitive Vice Mayor Rüzgar Sönmez
00:42:08was also detained.
00:42:19In the Menderes Municipality operation, fugitive Vice Mayor
00:42:22Rüzgar Sönmez was also detained.
00:42:25Ilkay Çiçek, the detained mayor's lawyer, made a statement
00:42:28to reporters. He said that the WhatsApp messages attributed
00:42:32to Çiçek in the public were fake. In Izmir,
00:42:35an operation was carried out against another CHP municipality
00:42:37the day before.
00:42:40It was Menderes Municipality. In the investigation where bribery
00:42:43charges were brought, many people, including Mayor İlkay Çiçek,
00:42:46were detained. A development also occurred regarding
00:42:50fugitive Vice Mayor Rüzgar Sönmez. Sönmez was also detained
00:42:53in a house in Gaziemir.
00:42:56Meanwhile, while the families of the detained individuals continued
00:43:00their wait in front of the Provincial Gendarmerie Command, an announcement came from Mayor Çiçek's
00:43:04lawyer, Atalay Aksay. Aksay stated
00:43:07that there was a confidentiality order in the investigation. He stated that the WhatsApp
00:43:11messages alleged to belong to her were fake.
00:43:14We were lynched by the public because of
00:43:17fake messages created by a single person.
00:43:21Regarding this issue, on June 12, 2026,
00:43:24following a blackmail message received by my client from a phone
00:43:27belonging to a foreign country, a criminal complaint was filed
00:43:31with the Izmir Chief Public Prosecutor's Office. While the investigation continued,
00:43:35after the detention process, an impression was created
00:43:39as if we were detained solely for these messages,
00:43:43as if these messages were the essence of the investigation.
00:43:46My client has not even given a statement yet. İlkay Çiçek's wife, Melek
00:43:50Çiçek, also spoke to reporters, saying she has endless trust in her husband.
00:43:54I want an end to the false and misleading news prepared
00:43:57with artificial intelligence on social media. I want
00:44:00justice to be served, and I have endless trust in my husband.
00:44:04New Party Izmir MP Murat Bakan, whose name was mentioned in the messages
00:44:07attributed to Çiçek, also announced that he had filed a criminal
00:44:10complaint with the prosecutor's office. If these messages are not real,
00:44:14as claimed, then it must be revealed who or what parties,
00:44:18with what purpose and at whose instruction, distributed this digital content.
00:44:21If these messages are real, I demand that the necessary actions
00:44:25be taken regarding the parties to the correspondence. I will also
00:44:28initiate legal proceedings against anyone who spread these messages
00:44:32as real, created a perception around them, and deliberately targeted the public
00:44:35with misleading information.
00:44:38New Party Izmir MP. Murat Bakan made a post
00:44:41stating, "If these messages are real,
00:44:44I demand that the necessary actions be taken regarding the parties
00:44:47to the correspondence." He also said, "During this period,
00:44:50I have not made any demands to him on any issue, the only exception
00:44:54is the motorized wheelchair I requested for a disabled citizen living
00:44:58in Çileme village. My interaction in politics is limited
00:45:01to this, and I am proud of it. I am not the only person
00:45:04whose name is mentioned in this content; other names have also applied
00:45:08to the prosecutor's office for the same
00:45:10content. It has been determined that the content was spread
00:45:14through an overseas account. This is not a single rumor,
00:45:18there is an organized perception operation with a specific political
00:45:21goal," he said, and he pointed to
00:45:24the perception operation, New Party Izmir MP
00:45:28Murat Bakan. Ceren Ural is with our cameraman
00:45:31Mehmet Ali Şener, at the heart of the market, in the Grand Bazaar.
00:45:34Gold, a safe haven, is at its highest level
00:45:38in the last 7 weeks. "Has the critical threshold been crossed
00:45:41or not? What happened? What level has gold
00:45:45reached? What is the latest situation in the markets? The
00:45:49diplomatic wind between the United States and Iran seems to be playing
00:45:52with gold's fire, Ceren.
00:45:54Ceren.
00:45:59Yes, exactly as you reported, Irem Sansak, expectations that an agreement
00:46:03could be reached between the US and Iran also stirred the market.
00:46:07While Brent crude continued to fall,
00:46:10gold began to rise and reached its highest level
00:46:13in 7 weeks. We are in the Grand Bazaar
00:46:16with Mehmet Ali Şener. Let's quickly give the prices.
00:46:20Foreign exchange is among the most curious. The dollar's buying price is currently
00:46:2447.57 kuruş, and its selling price
00:46:26is 47.79 kuruş. The euro's buying price
00:46:29is 54 lira 65 kuruş, and its selling price
00:46:33is trading at 55 lira 5 kuruş. Yesterday, the euro was around
00:46:3654.90, and we were saying it was knocking on 55, and today.
00:46:52trading, 4200 dollars was a very critical level and
00:46:56the threshold has been crossed, experts say we will see gold even higher
00:46:59now. So, if you came to the Grand Bazaar
00:47:03and wanted to buy gold, what is its current trading price?
00:47:07Let's tell you that too. The current buying price of gram gold
00:47:09is 6,465 lira, and its selling price
00:47:12is trading at 6,542 lira. So, when you come to buy,
00:47:15it trades at the selling price, and the current market value
00:47:19of gram gold is 6,541 lira.
00:47:22Quarter gold is sold at 10,548 lira,
00:47:26half gold at 21,37 lira, full gold
00:47:29at 41,943 lira, and Ata
00:47:32is trading at 43,183 lira. Gram gold
00:47:35was at 6,250 lira yesterday, and
00:47:38today we see an increase of almost 300 lira, and
00:47:41it's currently sold at 6,543 lira,
00:47:45and it's at its highest level in 7 weeks. Not just
00:47:49gold. Let's also show silver, let Mehmet Ali
00:47:51Şener show it. There's also a 4%
00:47:55gain here, and silver has also reached its highest level
00:47:58since July 7. Due to these events,
00:48:01precious metals are very valuable right now.
00:48:05Expectations are that they will rise even more. If gold ounce
00:48:08goes above this level, it's currently trading
00:48:11at 4,270 dollars. On Monday,
00:48:14we could see quarter, sorry, gram
00:48:17gold at 6,800 lira. There's also
00:48:21a slow wait for the Euro, and expectations are that it will rise again.
00:48:25According to the experts we spoke to, the year-end expectation
00:48:28is that it could go up to 60 lira. It's currently
00:48:32at 55 lira, and we saw a new peak. We are in the Grand
00:48:35Bazaar with Mehmet Ali Şener, and we will continue to convey
00:48:39new developments as they happen, and I'll hand
00:48:41the floor back to you.
00:48:48Ceren Ural shared with Mehmet Ali Şener's visuals
00:48:51the pulse of the markets and the latest situation
00:48:54of gold. And journalist Ertuğrul Özkök was under investigation
00:48:58for insulting the President due to his words about
00:49:01President Erdoğan. In his column on August 3rd,
00:49:05he had clarified the statements that led
00:49:07to the investigation. Hot images are on our screens right now.
00:49:11Demirören News Agency's images. Journalist Ertuğrul Özkök
00:49:14came to the courthouse and made a brief statement
00:49:17when he arrived at the courthouse. Can we hear it, friends?
00:49:21muyuz arkadaşlar?
00:49:25Yes, he also has a short statement that we will share
00:49:29with you in the coming minutes. The images captured by the cameras
00:49:32as he arrived at the courthouse are on our screens. And
00:49:36then he said
00:49:39that he had also spoken to Bahar Feyzan
00:49:42after this investigation, and that he would return
00:49:45from abroad on Tuesday, August 4th. Today, as of
00:49:49August 6th,
00:49:52as of 26th, he arrived
00:49:55at the courthouse, and we will share the developments with you
00:49:59now.
00:50:02Who is the star player? Mohamed Salah has arrived.
00:50:05And of course, Trabzon is a football city.
00:50:09What happens if a star player
00:50:12comes to Trabzon, the football city?

01:00:38that came to the agenda of the Grand National Assembly of Turkey.
01:00:41Who was it from? It came from Party Spokesperson Ayşe Güldoğan.

01:01:00time. This is not an ordinary, common
01:01:04signature. It is a signature
01:01:07This signature and this bill, from our party's
01:01:10perspective, is the first
01:01:14hukuk ve demokratik siyaset zeminine.
01:01:17to the legal and democratic political
01:01:20ground. The first door
01:01:24construction process
01:01:27aralandı.
01:01:30After conflicts spanning decades,
01:01:33it is inevitable that the path to peace
01:01:37This
01:01:40regulation is not a final
01:01:43düzenleme değil, bir başlangıç. tüm bunlar için
01:01:47A very critical door has been opened
01:01:51and open it wide
01:01:54with a common struggle. Actually, it's late,
01:01:58but even if it's late, this new beginning
01:02:02is very important. The proposal opens a path,
01:02:05to the country.
01:02:09Transitioning from armed conflict to democratic
01:02:12is, for the first
01:02:15time, bound to a detailed and predictable
01:02:18legal procedure. Of course, returning to the country
01:02:21is not just crossing
01:02:25Of course, this also has its requirements. Mr. Öcalan
01:02:29should be able to contribute
01:02:33and uninterruptedly from his essential
01:02:36in its coordination,
01:02:39düzenlenmeli, sürecin ivme kazanması ve
01:02:43To gain momentum and eliminate risks,
01:02:46I would like to remind
01:02:49once again that this is a very
01:02:53The weapons are silent,
01:02:56fingers have been
01:03:00Now it's time
01:03:02to mature peace and the conditions
01:03:06for peace
01:03:06together.
01:03:11There is a breaking
01:03:14The first meeting after the framework law was expected. The last meeting
01:03:18between President Erdoğan and Devlet Bahçeli
01:03:21was on April 30th. That meeting has restarted.
01:03:24We call it the first contact after 3 months. It's an important contact,
01:03:28we'll get the details. We have Halk TV
01:03:31reporter Dilan Altürk
01:03:35are the details? İrem, yes, it was actually known that it would be held
01:03:38at 2 PM, and the meeting between Bahçeli and Erdoğan
01:03:42started minutes ago. That meeting was to be in Beştepe
01:03:45and it started minutes ago. Of course, the framework
01:03:49law coming to the parliamentary agenda is on the agenda.
01:03:52One of the first signatories was MHP leader Devlet
01:03:55Bahçeli, and yesterday at the NSC meeting, Erdoğan
01:04:00thanked Bahçeli, and today.
01:04:03In the meeting between the two,
01:04:06we can state that explanations will be made in that meeting
01:04:08regarding how this bill will come to the parliamentary
01:04:12agenda, that is, will come to the commission tomorrow.
01:04:15Of course, the two names had met
01:04:19in April and January before. This is the third meeting of the year.
01:04:22In other meetings, the process law
01:04:25was also on the agenda, but of course, this time the process
01:04:29evolved into a different dimension, because a draft
01:04:32now exists and is expected to be discussed in the Justice
01:04:36Committee after 3 PM. And the meeting
01:04:40that Bahçeli, one of the first signatories
01:04:43and the initiator of the process, will have with Erdoğan today
01:04:46will be critical. Immediately after that meeting, Erdoğan
01:04:50will attend another meeting, he will chair the NSC
01:04:53meeting, and of course, we expect the reports
01:04:56from the Ministers, the Minister of National Defense,
01:05:00Interior and Foreign Affairs, and MIT to be presented
01:05:03to Erdoğan at the meeting. And of course,
01:05:07the process law is expected to be
01:05:11on the agenda for this meeting as well. What will Bahçeli's stance be?
01:05:14Because when it comes to the General Assembly stage,
01:05:18Bahçeli is also expected to be present at the General Assembly
01:05:22and make a statement on that day. We expect him to make
01:05:26a statement regarding the stage the process has reached
01:05:30at the General Assembly stage, which he started about
01:05:33two years ago at the group meeting. The meetings between Bahçeli
01:05:37and Erdoğan are closed to the press and no
01:05:39statement is made afterwards, neither written nor visual,
01:05:43but of course, we can state that the process
01:05:46law is on their agenda.
01:05:48The meeting between the two names
01:05:52usually lasts 40-45
01:05:56this time we expect Erdoğan to thank
01:06:00Bahçeli for the process, as he stated at the NSC meeting
01:06:03yesterday. At the same time, the final intentions regarding
01:06:07this law will be stated between the two, because
01:06:11the law is also approaching the last week, the last days
01:06:14of the parliament. Before it closes,
01:06:17it will be clear what kind of joint
01:06:21statement the Cumhur İttifak, which closely follows
01:06:25afterwards.
01:06:28The details regarding this process will also
01:06:32be on the agenda at the NSC meeting, let's say. Now,
01:06:35the General Assembly has started in the parliament. If
01:06:38the child law passes the General Assembly today,
01:06:41then if the draft
01:06:45of the process passes the Justice Committee tomorrow,
01:06:49the draft is expected to come to the General Assembly on Sunday,
01:06:52let's say, and let's give the floor back to you. Thank
01:06:56you. Halk Television reporter Dilan Altürk shared
01:06:59with a phone connection. The Erdoğan-Bahçeli meeting started
01:07:03at 2 PM. The last time the parties met was on April 30th.
01:07:06It was a meeting that lasted about 50 minutes at 5:30 PM.
01:07:09Of course, what's on the agenda today
01:07:12is the framework law. Now, speaking
01:07:16of the framework law, it will be discussed
01:07:19in the Justice Committee tomorrow, there is such an expectation.
01:07:23The statement regarding the content of the draft, how many
01:07:26articles it consists of, what these articles are,
01:07:30what subheadings are in the details, came from Abdullah Güler. Fetih Yıldız also contributed
01:07:34to Abdullah Güler's statements from time to time. Let's all watch what was said.
01:07:37The purpose of this law is the PKK/KCK terrorist
01:07:39organization and any formations connected
01:07:43to it. The bill prepared for the process
01:07:47was submitted to the parliament following the determination of its factual existence
01:07:50by security institutions and the publication of the National Security Council's
01:07:53decision in the Official Gazette. Discussions on the proposal,
01:07:57named "Strengthening National Solidarity and Social Integration,"
01:08:00will begin in the Justice Committee on Friday.
01:08:04Our Justice Committee Chairman will make
01:08:07the necessary invitations for the committee meeting
01:08:10on Friday. The draft law consists of 12 articles.
01:08:14Members of the organization are to lay down their weapons
01:08:18as soon as possible, the organization is to disband
01:08:21itself and be completely dismantled, and members of the organization
01:08:24are to be integrated into society. Those who received aggravated
01:08:28life sentences before June 2005 or committed
01:08:31crimes that would necessitate aggravated life sentences
01:08:34will be excluded from the scope of the law.
01:08:38For those who committed murder, intentional
01:08:40murder, and received life or aggravated
01:08:44life imprisonment sentences before 2005 and whose sentences
01:08:47are being executed, with the exception of those,
01:08:51there will be a 5-year deferment for those
01:08:54who received sentences for membership, management,
01:08:57aid, harboring, or propaganda within
01:09:01a 15-year period, and a 10-year monitoring
01:09:05period for those who received sentences
01:09:07of life or aggravated life imprisonment
01:09:11for over 15 years.
01:09:17In the processes that follow, academic visits and journalist
01:09:21visits
01:09:23to İmralı can be carried
01:09:29out quite
01:09:32administrative regulations regarding explanations on this
01:09:36matter, but there is no need for a legal regulation
01:09:40or a status for this, friends. The execution of sentences
01:09:43for those who receive 15 years or more
01:09:46of imprisonment will be deferred for 5 years,
01:09:50and the execution of sentences for those who receive
01:09:53or aggravated life
01:09:56imprisonment for more than 15 years will be deferred for 10 years.
01:10:00If any crime is committed during
01:10:03the deferment period, the said decision will be revoked, and the investigation
01:10:06and prosecution will continue. I wish it to be auspicious.
01:10:10And two committees will follow
01:10:16this entire process. We are forming a committee
01:10:19consisting of the Presidency of our Vice President,
01:10:22the Ministry of Interior, Justice, Foreign Affairs,
01:10:25the Ministry of National Defense, and the Secretary General
01:10:29of the National Security Council. This committee will follow the process
01:10:32by holding periodic meetings and obtaining
01:10:36all kinds of information and documents from other public
01:10:39institutions and organizations. The entry into force of the bill,
01:10:43which is expected to come to the General Assembly
01:10:46on Sunday, will depend on the determination
01:10:50and confirmation of the National Security Council.
01:10:54As soon as the entire mechanism
01:10:54with the confirmation
01:10:58mechanism is published in the Official Gazette as a National
01:11:01Security Council decision, a 6-month application
01:11:05period begins, and applications
01:11:08will begin at the relevant chief public prosecutor's
01:11:12offices. Özgür Özel made
01:11:16important statements at his party's group meeting and also spoke
01:11:19about a crisis, reminding of the political
01:11:22ethics law, the political morality law.
01:11:26Year 2016, there is the political
01:11:29ethics, political morality law that came to the agenda
01:11:32during the EU visa exemption process. At that time,
01:11:36Prime Minister Davutoğlu wanted to implement
01:11:40a regulation related to transparency and asset
01:11:43declarations. Özgür Özel states that they supported
01:11:45it, reminding of the Greko
01:11:49criteria. But Özgür Özel says that
01:11:52at that time, just as this regulation was about to be implemented,
01:11:56while we were supporting it, President Erdoğan called Davutoğlu
01:12:00and prevented the law by saying, "If this law passes,
01:12:03we won't be able to find provincial
01:12:07or district chairs."
01:12:10In 2016, by the then Prime Minister,
01:12:14Mr. Ahmet Davutoğlu, he also shared
01:12:18an important decision for himself, his party,
01:12:21and his family. We all learned about
01:12:24it. In the past, we were rivals in politics, we had strong criticisms.
01:12:28We met in opposition, we had conversations
01:12:31together, and he announced that he would not engage
01:12:34in politics anymore. On this occasion,
01:12:37I wish Mr. Davutoğlu, his family,
01:12:40happiness, health, and peace
01:12:43in their future lives, and
01:12:47to him, to him,
01:12:50to the Republic, to him,
01:12:54as the new party group, we wish him
01:12:57success in his future life.
01:13:00I was a group deputy in 2016. Prime
01:13:03Minister Davutoğlu, Mr. Davutoğlu,
01:13:07says, "There are about 60 criteria for visa-free
01:13:11travel, about 60 regulations. Some of them have been made,
01:13:14if we make some more, visa-free travel
01:13:17will happen." We are already the party
01:13:21that owns the idea of the European Union.
01:13:24Also, compliance with European rules
01:13:27means democracy, it means a more
01:13:30orderly public administration, it means transparency.
01:13:34On that day, as a group,
01:13:36we said we would work day and night and pass
01:13:40these. Many regulations were made. It came down to
01:13:43it, it got stuck on the last four. There was
01:13:47only one law
01:13:49left, and do you know what it was? The political
01:13:53ethics law, the political morality
01:13:56law, a law to be passed according to Greko criteria,
01:13:59which would ensure accountability in politics.
01:14:03We gave full support to Mr. Davutoğlu,
01:14:06opposition parties gave full support.
01:14:09"When everything was ready, between us,
01:14:13at that time, while Mr. Davutoğlu
01:14:16was also the leader of his party, Mr. Erdoğan,
01:14:20who was supposedly an impartial president,
01:14:23made a phone call,
01:14:31invited Davutoğlu to him, and said,
01:14:35'What are you doing? How can you pass
01:14:38this?' The answer he received was,
01:14:42'If this law passes, we won't be able to find
01:14:46district chairs or provincial chairs in the AK Party.'
01:14:49and prevented the law." Journalist İsmail
01:14:52Saymaz said on his social
01:14:55media account, "According to New Party
01:14:59sources, a backstage information was shared:
01:15:02Approximately 230 mayors have resigned
01:15:06from the Republican People's Party to join the New Party.
01:15:09Two are metropolitan, Manisa and Denizli.
01:15:13Bursa is expected today. Tekirdağ, Muğla, and Eskişehir
01:15:16can be added. 105 are districts affiliated
01:15:20with metropolitan municipalities. 17 are cities,
01:15:24Bartın is expected in half. Adıyaman
01:15:26remains with the Republican People's Party. 57
01:15:30are districts, 47 are towns.
01:15:34It is stated that the number will exceed 230
01:15:37on Friday." he said and pointed to Friday.
01:15:41What did Özgür Ozar say? When the new party
01:15:44opened, he made special statements to Halk Television
01:15:48when they joined the new party. He said that they came
01:15:51with nothing and launched a donation campaign.
01:15:55Afterwards, at his
01:15:58party's first open group meeting, he called
01:16:02on them to get rid of coup plotters
01:16:05and those who restrict them, and this was interpreted
01:16:08as a call for mass resignations, a call
01:16:11to join the new party. At the same meeting,
01:16:14he also made statements
01:16:16about the campaign
01:16:19launched when treasury aid could not be received.
01:16:23I'm looking, it's been about
01:16:55a week since the campaign started, and the donation amount
01:16:58has reached... Look how much
01:17:02it has reached? Our citizen Mehmet
01:17:04Bey sent 1881 liras. I am making
01:17:08this donation in the name of Gazi Mustafa Kemal Atatürk.
01:17:11Dear citizens, 283,296,848
01:17:14liras have been donated by 131,514
01:17:18citizens in 7 days
01:17:21for our new party's
01:18:07Solidarity Campaign. I thank all our citizens
01:18:11who supported our march to power. According to the latest
01:18:14table opened, the number of citizens who donated
01:18:18exceeded 131 thousand and the total amount
01:18:22exceeded 233 million liras. Our accounts
01:18:25are open to public audit, open to every donor,
01:18:29and also open to the public. New Party Chairman Özgür
01:18:32Özel made the first call for participation
01:18:36to those who remained in the CHP at his
01:18:39party's first open group meeting to the press.
01:18:42I call out to all
01:18:45our friends: let's go, friends!
01:18:49In the same video, Özgür Özel also explained
01:18:52his party's new political model
01:18:56and once again
01:18:56emphasized
01:19:00that they would fundamentally change the old-generation
01:19:03organizational approach. Our claim to establish
01:19:07new generation politics is not just a promise.
01:19:10New politics is established
01:19:14with new principles. We are taking a step
01:19:18that will fundamentally change the old-generation
01:19:21organizational approach. Now, in our new party,
01:19:24every member will directly
01:19:27elect the district chairman, the provincial
01:19:31chairman, and the general chairman. New-generation
01:19:35politics, where members have a say, authority,
01:19:38and decision-making power, will be established
01:19:41with the new party. I invite
01:19:44all democrats of Turkey to the new
01:19:48politics of the new party. Let's talk,
01:19:51who should we talk to? Political communicator
01:19:55Dr. İbrahim Uslu is with us.
01:19:58İbrahim Uslu, hello, welcome to television
01:20:02screens. Hello, good broadcasts,
01:20:05good luck. Thank you very much. New party, new generation
01:20:09membership, new politics, new promises.
01:20:13How did you find it? We would like to hear
01:20:16your initial assessments. Now, these are very
01:20:20important things, important steps, actuallygives,
01:20:23whereas in Turkey, you know, we are talking on television
01:20:27about who should be the candidate of such and such alliance or party
01:20:31in the next election a week after an election,
01:20:34whereas the people who should decide on this are the party members.
01:20:37We, or only a few people in the general
01:20:41headquarters, or party groups, groups
01:20:45in the parliament, and so on. Now, that's why it was necessary
01:20:48to fill the content of the new generation's political claim
01:20:51with such methods. In this sense, at least the things that have
01:20:55been put forward as ideas and projects so far
01:20:58are correct things. For whom are these particularly important?
01:21:02Especially for weary voters who are fed up with the current
01:21:06party system, political party culture, and think that
01:21:09these are inefficient. Plus, there is a new reality
01:21:13called the independent voter, which I have been trying to draw
01:21:16attention to for a long time. This is not new, in fact,
01:21:20the political science literature has noticed their importance
01:21:23for a while now, and a lot of academic literature
01:21:27has started to be produced in political science and
01:21:30political psychology about these "independent voters." Who are these
01:21:34people? They are interested in politics, they go to the polls, but they
01:21:37don't define themselves with a political party identity.
01:21:41That is, these people don't say, "I am a born CHP member,
01:21:44I am an AK Party member for x generations, I am an MHP member." They don't
01:21:48have a political party identity. They look at things and make rational
01:21:52decisions in each election. From time to time, they were
01:21:55called by different names, but now, especially a large majority
01:21:59of young, well-educated voters have an independent voter profile.
01:22:02Therefore, there is no party loyalty. How will you attract
01:22:06them? When you are a party like other parties, it's not possible
01:22:09for you to attract the attention or win the favor of these people.
01:22:13However, when you make such innovations, for example, if they can really
01:22:17implement the women's quota, this is something this group
01:22:21is very sensitive about. Or, when you say, "I will not just
01:22:24rely on the delegate system or the general headquarters,
01:22:28I will have my members elect, and the owner of the party
01:22:31will not be me or the general headquarters, it will be my members," this is
01:22:35a new model that will attract a lot of interest and support.
01:22:38That's why I see Mr. Özgür Özel, probably aware of what
01:22:42I have explained, trying to attract these new voters, independent
01:22:45voters, who are not loyal to any party. They will be
01:22:48the majority after a while. While going to the 2023
01:22:52elections, one out of four voters on the street was an independent
01:22:56voter. This has increased even more to this day, I am
01:22:59sure of it. If it were to be measured today, it might be around
01:23:0335-40%. In every election, 6 million new voters enter
01:23:07the system. However, since parties cannot attract them,
01:23:10a large majority of them don't go to the polls, a little more
01:23:14than half don't go to the polls. Therefore, the way to bring
01:23:18them to the polls, to win their favor and make them
01:23:22vote for their party, is really to do extraordinary,
01:23:25unconventional things. Otherwise, if I say, "I am a party like
01:23:29other parties, but I have very good solutions for employment,"
01:23:33or "I have very good solutions for inflation," it may not
01:23:36attract enough attention. But this kind of differentiation
01:23:40in structural elements, rather than policy elements,
01:23:43I think, can provide great
01:23:46advantages to the new party. That's why he says,
01:23:50"This political formation process, Mr. Özgür
01:23:53Özel, describes it as such. He says,
01:23:56"Technically, we have been established, now we will complete
01:23:59our political formation process." If he succeeds in implementing
01:24:02what he said during this process, I believe that the return
01:24:06of this, that is, the return of votes and support, will be
01:24:09very high, and if he gets great support
01:24:13from younger and more educated voter groups who will control
01:24:17the future of Turkey, then he will have done
01:24:21a permanent job that will bring significant advantages
01:24:24not only today but also in the future. So, you
01:24:28are saying that these new discourses and the new political model
01:24:32are also effective in getting that support. Well, you
01:24:35just said if it can be implemented. Do you think it can be implemented?
01:24:39For example, there is a three-term limit, which is an important
01:24:42point that attracts attention in the model. To what
01:24:46extent can it be implemented in Turkey?
01:24:50If he says so, it will happen. It depends only on
01:24:53convincing the party organizations, party members, and party
01:24:57members. The AK Party also put this in place, but then
01:25:00realpolitik took over and principles were abandoned for
01:25:04the sake of realpolitik. Now, I will not abandon principles
01:25:08for the sake of realpolitik. Principle is what matters, because
01:25:11you put one principle in place, and it illuminates the way for
01:25:15those people and institutions for hundreds of years. So,
01:25:18you put a principle like separation
01:25:20of powers. You talk about proportional representation, pluralism.
01:25:23All these are principles, that's why they are universal
01:25:27principles. Here too, a principle will be established, and
01:25:31its name will probably not be the three-term rule. When
01:25:35you say that, some people can object. Let's call it elite circulation,
01:25:38because why? If someone can stay there for 8 terms,
01:25:42then elite circulation does not happen. How will I rise
01:25:45from below then? If someone stays in the chair for 5,
01:25:496, or 7 terms, I will stay where I am below. Then,
01:25:52my individual effort, performance,
01:25:55efficiency, intelligence, and knowledge will not be enough
01:25:59to move up, because the seats are full. That's when dirty
01:26:02competitions start within the party, unethical methods start.
01:26:06Whereas if I know that in the natural course of things,
01:26:09I can rise only when I am good, when I work
01:26:13hard, when I am efficient, and when I am deserving,
01:26:16when I have merit, and if I witness examples of this,
01:26:20then you don't need to use dirty methods, and you create
01:26:23beauty, truth, and goodness, because the system has already
01:26:27guaranteed elite circulation. After two or three terms,
01:26:31someone in a position leaves. I know that at most I will wait
01:26:34two or three terms, and then after a maximum of 3 terms,
01:26:38I can get a promotion. Knowing this is very comforting in politics,
01:26:42because we are talking about a very difficult job. People
01:26:45put in a lot of effort and see that their way is blocked.
01:26:49That is, when they see someone
01:26:55being a member of parliament for 8 terms, or a party
01:26:58council member for I don't know how many terms, people can
01:27:02resort to unethical ways. That's why a sluggishness occurs
01:27:06in the system. Exactly, blindness begins. They start
01:27:10to see this place as their own property. Whereas elite
01:27:14circulation should be open to the very end, even three
01:27:17terms are too many. We send the American president away
01:27:21after two terms. We couldn't achieve this in Turkey. But
01:27:24in Turkey, the President completes his term in two
01:27:28terms, cannot come back. But a provincial chairman, a member
01:27:31of parliament, or a party council member can stay for
01:27:35I don't know how many terms. Why do they stay? Are they
01:27:38more valuable than the American president? If America sends
01:27:42even its most valuable president away after two terms, if
01:27:46this is a constitutional article, then we should
01:27:50be able to do this in our parties. It's easier to do
01:27:53it in the party, as long as you convince the members,
01:27:56managers, and members of that party that this is
01:28:00the right thing to do. Now, let me share the latest situation.
01:28:03We talked about new generation membership in the new party.
01:28:07Özgür Özel stated that they have switched to a new
01:28:10generation membership system, and members will be able to follow
01:28:14the party management from a digital system. This is
01:28:17also an important development. The membership system can be
01:28:20opened on Monday. Fieldwork will be done for 21 provinces.
01:28:23Teams will go to the field after the parliamentary recess,
01:28:27meaning it is said that they will go to the field again
01:28:31around August 15-17. The general headquarters is expected
01:28:35to open on August 30. So far, according
01:28:37to new party sources, around 230 mayors have resigned
01:28:41to join the new party, and it is stated
01:28:44that this number will exceed 230 on Friday,
01:28:47that is, tomorrow. Parties can no
01:28:51longer attract anyone with old discourses,
01:28:55especially independent voters, you said. So, is the
01:28:59new party a new center of attraction with new discourses?
01:29:02Would it be correct to make this statement? It needs
01:29:06to be so. I mean, will it succeed? We
01:29:08don't know that yet, but if you ask if
01:29:12it needs to succeed, absolutely. As I said,
01:29:16it needs to differentiate itself from other parties
01:29:19at some point, because it started the race with very
01:29:23big disadvantages. Just now, we saw the aid that
01:29:26other parties received from the treasury in your news report.
01:29:30And we also saw the donations made to the CHP, which were
01:29:34collected by the whole society through IMC method and seemed
01:29:37very high to all of us. Even the one who received
01:29:40the least received much more treasury aid than the donations
01:29:44made to the CHP, I apologize, to the new party.
01:29:46So, financially,
01:29:49the new party is already starting far behind. How will it compete then?
01:29:53The others are organized, etc. They have everything, district
01:29:57buildings, etc. Now,
01:30:07us, İbrahim Uslu, political communications expert İbrahim
01:30:09Uslu is with us. My colleagues are dealing with it immediately.
01:30:13There is a freeze in the image. Yes, has it come back?
01:30:16I think it has. Yes, your voice is reaching us too,
01:30:19please go ahead. Now, therefore, he can overcome
01:30:23these disadvantages only by using disproportionate
01:30:26intelligence and disproportionate innovation. That's why
01:30:30I believe that the new party is already aware of this.
01:30:33When you look at all the steps of Mr. Özgür Özel, you can
01:30:37see this. Now, the fact that he socializes the issue, for example,
01:30:41shows that he is aware of this process. From the very
01:30:44first moment, he turned it from an internal party discussion
01:30:48and a competition of cadres within the party.
01:30:52From the moment he left the general headquarters, he met with the
01:30:55society and socialized the issue. He managed the new party process
01:30:59by socializing it and established the party in that way. He
01:31:03even said that the society determined the name of the party
01:31:07and himself, because everywhere he went, people pushed him
01:31:11from his arm and said, "What are you waiting for?
01:31:14Establish the party." They said, "We want a new party." Therefore,
01:31:17they told us both to establish the party and the name of the party.
01:31:20That is, the fact that he socializes the issue,
01:31:24this donation model, otherwise, these moneys could have been collected
01:31:27from business people here and there without our knowledge.
01:31:31No, they did this with a transparent campaign.
01:31:34He constantly socializes the issue. While doing this on one
01:31:37hand, he also starts to explain those new generation
01:31:41political elements to the society. All of these, for now,
01:31:45that is, under the given conditions they are in, are
01:31:48very rational, very correct. Now it's time to implement
01:31:52these. For example, there are transparency discourses
01:31:56of Mr. Özgür Özel. Transparency is very necessary in such
01:31:59situations. Now, there is also a call for a transparency
01:32:10and political ethics law. Just before your connection,
01:32:13we shared it with our viewers. In the group meeting,
01:32:17he reminded us of the statement made in 2016 by Davutoğlu
01:32:21and President Erdoğan during their phone conversation,
01:32:25saying that they could not find provincial and district
01:32:28chairmen to serve. Is it possible in Turkey, in your
01:32:32opinion? It is possible. Parties need to overcome this. Now,
01:32:35I just mentioned America. There are no provincial
01:32:39and district organizations in America. That is, elections
01:32:42are organized across a huge continent without provincial,
01:32:45district, or state organizations. What do they do? When
01:32:49it's election time, members come together, set up election offices,
01:32:53and work voluntarily. After the elections, everyone goes
01:32:56back to their own business. There are no provincial
01:32:59or district organizations. Why do there have to be
01:33:03provincial and district organizations in Turkey?
01:33:06If transparency is an obstacle for district organizations,
01:33:10or if some people refrain from entering politics, then
01:33:13let them not enter. In your opinion, why are
01:33:17there provincial and district organizations in Turkey?
01:33:20Because it makes it easier to manage politics. Otherwise,
01:33:23while you have to deal with a lot of members, now you
01:33:27manage politics with the organizations under your command. In the
01:33:29other case, you can't command a member. When he doesn't
01:33:33agree with you, he objects to you. And you can't
01:33:36make much noise, because he decides whether you will be
01:33:39there or not. Therefore, a community too large to
01:33:42be corrupted begins to manage politics. This becomes
01:33:46the guarantee of the cleanliness of politics and the quality
01:33:50of democracy in the country. Now, if you can't establish
01:33:53a district organization, an provincial organization
01:33:56when there are ethical rules, then don't. Because we pay
01:33:59a very high social cost for that. That is, we don't
01:34:02have to pay a very heavy political, economic, and
01:34:06social price just so that parties can do politics easily
01:34:10and general chairmen can manage politics comfortably. If you
01:34:13remove the obligation to establish a party organization in the
01:34:17Political Parties Law, then if an organization cannot
01:34:20be established, it cannot be established. Then you turn around and look for the
01:34:24answer to why my members, those who support me,
01:34:28are also afraid of the data, and you solve this problem.
01:34:32But the solution should not be to suspend transparency,
01:34:34not to apply transparency or ethical rules. This means
01:34:38admitting that politics is a dirty business and
01:34:41must remain dirty. Whereas politics must be saved
01:34:45from this dirtiness and closedness.
01:34:57things that sadden and hurt us today. Yes, of course,
01:35:00when you say that, Kemal Sunal films also come to
01:35:03mind, don't they? Meanwhile, the first images from the
01:35:07meeting between President Erdoğan and MHP leader Devlet Bahçeli
01:35:10are coming to our screens. Viewers may say,
01:35:12"You are talking about something different, but our friends
01:35:16are also sharing those hot moments with you." The meeting
01:35:19started at 14:00, and I am looking at my watch,
01:35:23it shows 14:35, so it's been about 35 minutes.
01:35:27Demirören News Agency passed these images and frames. The last meeting was on April
01:35:3130th. This is the first contact after 3 months, an important
01:35:34contact. A framework law is on the agenda. What
01:35:38was discussed? Statements regarding this will come
01:35:40in the coming minutes. My time is up, İbrahim Uslu.
01:35:44If you wish, we can also get your comment on the last
01:35:47frames we shared. Yes, it is clear that this is
01:35:50a meeting about the solution process. Since I have supported
01:35:53this solution process from the beginning, I believe that
01:35:57all positive steps taken in this regard will benefit
01:36:00the country. There is already a great consensus in the parliament.
01:36:02If this issue is resolved with a great consensus,
01:36:06it will contribute to the country. But for now, there is
01:36:09only a package that concerns 5-6000 PKK members.
01:36:12In the future, I want
01:36:15to renew my hope and expectation here that democracy and reform
01:36:19packages aimed at increasing the level of democratization
01:36:21will come. Thank you very much. I wish you a nice day.
01:36:25Goodbye, thank you. Dr.
01:36:35on our screens. We will immediately switch our cameras and share
01:36:38it with you when a statement comes. Now, in the new party,
01:36:41the New Party Zonguldak Deputy Deniz Yavuz Yılmaz
01:37:18said that illegal villas were built in Tuzla during
01:37:22the AKP period, and that there was a rent of 3 billion
01:37:25liras. He criticized Eren Ali Bingöl, who joined
01:37:29the AKP, saying that he was legitimizing the illegal
01:37:32villas. Our mayor, who preferred AK cadres.
01:37:35Eren Ali Bingöl, who joined the AKP from the CHP, explained
01:37:38his reason for joining by claiming that the CHP could
01:37:42not solve the problems of 50,000 residents of Tuzla
01:37:45who were suffering. The IBB, on the other hand,
01:37:48argued that the problem in question stemmed from
01:37:52zoning corruption left over from the AKP era.
01:37:55Under normal circumstances, a zoning right that could be used once
01:37:59was determined to have been transferred
01:38:02to different parcels 185 times in a single
01:38:06instance. New Party Zonguldak Deputy Deniz Yavuz Yılmaz
01:38:09also focused on the issue. He claimed that 154 illegal
01:38:12villas were built in Tuzla during the AKP period. Deniz
01:38:16Yavuz Yılmaz also shared an open address link on his
01:38:19social media account for those who want to see the villas
01:38:23in question on site. Tuzla Municipality during
01:38:26the AKP period transfers 75,000 square
01:38:29meters of land to Tuzyap, a municipal company,
01:38:33in exchange for its debts in 2023. Afterwards,
01:38:36they make a decision to build a hobby garden on the park
01:38:40and recreation area and illegally erect 154
01:38:43unregistered villas
01:39:09and 4 commercial structures. In Tuzla, Eren Ali Bingöl,
01:39:13the CHP's candidate, wins the 2024 local elections.
01:39:16That is, the AKP officials who carried out all the tricks
01:39:19in these matters lose the election. At this very
01:39:23stage, instead of demanding accountability for this
01:39:26rent created in the period before him, Eren Ali Bingöl
01:39:29takes action to legitimize the rent. He wants a zoning
01:39:33change to give titles to illegal villas and increase
01:39:36their value. So what happens? On July 8, 2026,
01:39:403 CHP zoning commission members resist Eren Ali
01:39:43Bingöl with an honorable stance and thwart this
01:39:46rent plan. Yavuz Yılmaz also stated that Eren Ali
01:39:50Bingöl is counting the days
01:39:54to give titles to the illegal villas. And retirees.
01:39:58Unfortunately, retirees did not get the raise they expected in July. The lowest
01:40:02retirement pension was 20,000 liras with a 17% inflation
01:40:05difference. What happened? It became 23,552 liras.
01:40:09What can a retiree buy when they go to the market
01:40:12with 3,552 liras? They can't buy anything decent.
01:40:15A market shopping trip starts from 1,500 liras,
01:40:19even if you don't buy cheese or ground meat or anything.
01:40:22Now, the retiree's eye is on the raise to be made
01:40:26in January. The first calculations, scenarios for January are
01:40:30being discussed. We reported on the scenarios. Let's
01:40:33watch it together.
01:40:37How much should the pension be? Based on the current
01:40:40situation, it should be around 40, 42.
01:40:43The increase made in July, proportional to the
01:40:47inflation difference, did not satisfy retirees. Now,
01:40:50millions of retirees are looking forward to the increase
01:40:54in January. It is very difficult to make ends meet
01:40:57with 23,500 liras. You cannot pay your rent with 23,000 liras. So,
01:41:01life is very difficult. July inflation was announced.
01:41:05According to Twitch, inflation in July was 1.78%.
01:41:08With this figure, calculations for the increase that SSK
01:41:12and Bağkur retirees will receive in January have
01:41:16started. There are three different salary increase
01:41:19scenarios on the table. The first scenario
01:41:22is a 26% year-end inflation. In this case, the retirement
01:41:26increase will be 7%. In the second scenario, the
01:41:29year-end inflation expectation is 29.21%, and the
01:41:33increase rate will rise to 9.72%. The third scenario is
01:41:3630.32% inflation. In this case, the retirement increase will
01:41:40be 10.67%. What is 3,000 liras, really? What can
01:41:44we do with 3,000 liras? Nothing, really. If
01:41:47you go to a restaurant, even the worst one,
01:41:50it costs 2-3,000. What can you do in these
01:41:54conditions? The lowest retirement pension was also
01:41:58recalculated. It was raised to 23,552 liras in July.
01:42:01In the 7% increase scenario, it is expected to exceed
01:42:05the 25,000 lira limit in January. In the highest
01:42:08scenario, it could go above 26,000 liras.
01:42:12Where will it be enough? You go to the market twice,
01:42:15and then you pretend you got a raise. You realize
01:42:19what you got is not enough when you spend it. Eyes
01:42:22are on the steps the government will take. Former AKP
01:42:26MP Şamil Tayyar conveyed his meeting with Treasury
01:42:29and Finance Minister Mehmet Şimşek. According to Tayyar,
01:42:32there is no plan for a lump-sum increase for retirees and
01:42:35minimum wage earners. However, new studies are being conducted
01:42:38to increase purchasing power. The prominent topics are rent,
01:42:42food, and transportation. I will continue to work.
01:42:46Will you still work even if you retire? Of course,
01:42:50I will work. I need to work for my children's
01:42:53future. I want a job, I want to work. I'm 85.
01:42:57Do you want to work? I want to work, but there are no jobs.
01:43:00Tayyar also said that additional monthly support
01:43:04for low-income earners is on the agenda. I go to
01:43:07the market, I try to pick
01:43:08the cheap ones, but they
01:43:13are half rotten, half bruised. A group of young people started
01:43:17arguing on social media, and at the place where they
01:43:20met supposedly to make peace, the tension rose
01:43:23even further, and a fight broke out. 19-year-old
01:43:27Ali Anzo, who was stabbed, lost his life. There are
01:43:31security camera footages
01:43:34of those moments and what happened afterwards.
01:43:3719-year-old Ali Anzo met with the group he argued
01:43:40with on social media. The young man, who was severely injured
01:43:44in the knife fight that broke out in front of the park, lost his life at
01:43:48the hospital where he was
01:43:51taken. Eight suspects were detained in connection
01:43:54with the fight. Camera footage of the fight has emerged.
01:43:58The incident occurred in front of a park
01:44:02in the Yedikule neighborhood
01:44:05of Fatih district. According to the allegations, two
01:44:08groups who argued on social media met to talk and make
01:44:12peace. The argument escalated Ali Anzo could not be saved
01:44:16despite all the intervention of the doctors. One was seriously injured
01:44:18in Yonbağın, and the other died directly at the scene.
01:44:22Ali Anzo's cousin, who lost his life, claimed that the young people
01:44:25came together to make peace, but were attacked without any discussion.
01:44:29They didn't talk at all, they didn't do anything, they attacked the child directly. On the other hand,
01:44:33security camera footage regarding the incident emerged. The footage
01:44:37showed a crowded group starting to argue after talking for a while.
01:44:40Then, there were moments when the fight escalated and Aleanzo was stabbed
01:44:44and fell to the ground. While the police teams' investigation into the incident
01:44:48continued, eight suspects determined to be involved in the fight
01:44:51were detained. The investigation into the incident is
01:44:53ongoing.
