00:10:46On the contrary, we must express our criticisms
00:10:49openly and state our suggestions directly
00:10:52so that we can advance this process more strongly.

00:10:59for the emergence of new legal regulations
00:11:02that can provide a more democratic, more participatory,
00:11:06broadest political consensus, and the most comprehensive
00:11:09agreement, while building peace on one hand and simultaneously
00:11:13creating space for Turkey's democratization. Okay,
00:11:17what do you think is the key article of this law,
00:11:20this law proposal? Is hope conditional here,
00:11:23dependent on certain conditions

00:11:33many key articles of this law can

00:12:19for the complete deactivation of weapons. There is an organization
00:12:23that has made a decision
00:12:25to disband, an organization that has
00:12:28burned its weapons, and thousands of people
00:12:31belonging to this organization are citizens of the Republic
00:12:35of Turkey. We are talking about a process,
00:12:38a path, that has been initiated to open the way for them to return to the country
00:12:42and to be included in democratic and political
00:12:45life together. The metaphor of a path is important
00:12:49because it will be long,
00:12:52it will have stages, it will have ups and downs,
00:12:56there may be some risks. It seems inevitable
00:12:59to eliminate these beforehand,
00:13:03to foresee them, and to create the necessary
00:13:06mechanisms for them. And we, from the very beginning,
00:13:10as those who follow us know very well,
00:13:13have been saying as a party what is needed,
00:13:17why a broad political consensus is necessary,
00:13:20why peace and democracy cannot be separated from each other,
00:13:23and that it is crucial to achieve this
00:13:27with the hope and trust you mentioned.
00:13:30This legal regulation,
00:13:33on the other hand, aims to permanently deactivate weapons.
00:13:37I say this because all the regulations
00:13:41made so far have been tried to be confined
00:13:43to a "repentance parenthesis," and
00:13:46these did not solve the problem, on the contrary,
00:13:50they reflected as an unresolved issue and deepened
00:13:53the problem. Now, for the first time,
00:13:57a non-demeaning approach
00:14:00should be adopted. It might be like this
00:14:03for all political parties; others probably see shortcomings
00:14:07as well. I need to say that
00:14:10even if we are not entirely satisfied with it
00:14:14and don't find it comprehensive enough for our party, for example,
00:14:17we said there shouldn't be categorical distinctions. We announced
00:14:21these to the public before. We said that the scope
00:14:24should be kept broad. We said from the very beginning
00:14:27that peace and democracy should progress together.
00:14:31We said that public concerns and suspicions
00:14:34should not be allowed. However, we must also
00:14:38know that this law is not a magic law
00:14:41that will democratize Turkey overnight,
00:14:45or eliminate the pains created by 50 years
00:14:49of conflict in Turkey, or solve the Kurdish issue
00:14:52overnight, or provide equal citizenship overnight,
00:14:56or guarantee mother tongue rights overnight,
00:15:00or perhaps eliminate regulations like trustees,
00:15:03or strengthen local democracy. But it will open
00:15:07the way to all of these, strengthen them, and
00:15:10for this, all of us, especially the political parties
00:15:14in parliament and outside parliament, civil society
00:15:17organizations, those who have worked for peace, equality,
00:15:21democracy, for a common life in Turkey, and
00:15:25who want this period of conflict to end, who want
00:15:29words, not weapons, to be heard,
00:15:32every citizen really needs
00:15:35to strive for this door
00:15:37to be fully opened and feel responsible.
00:15:41From this perspective, we see the entire law
00:15:44as critically important, it carries the value of a key.
00:15:48If we can evaluate this key correctly,
00:15:50understand it correctly, and use it correctly,
00:15:54we can also make this process successful. So, what doors
00:15:58will this key open in the future, in your opinion? This
00:16:01key must first make peace permanent.
00:16:05It must bring new regulations
00:16:08on the path to democratization. The issues I mentioned
00:16:11earlier will be critical issues
00:16:14in the coming period: equal citizenship,
00:16:17local democracy, mother tongue rights,
00:16:20remedying the consequences and grievances
00:16:24that have arisen from the Kurdish issue being
00:16:27a political issue, creating the necessary
00:16:30mechanisms to prevent the pains experienced
00:16:34during this period from happening again,
00:16:36and also, for example, lifting the obstacles
00:16:40to freedom of thought and expression,
00:16:43ensuring freedom of organization.
00:16:47We believe that this key must be used
00:16:50well to open similar doors.
00:16:54Of course, we do not
00:16:56approach this in such a way.
00:17:00We stated this at the press conference today: if this
00:17:03were capable of solving all problems,
00:17:07then we wouldn't need to add a clause
00:17:10about areas that need to be completed,
00:17:14or say that new legal regulations should be introduced.
00:17:17For example, equality in the Execution Law, some changes need to be made
00:17:21in the Turkish Penal Code and the Anti-Terror Law. All of these must be calendared
00:17:24quickly in the coming period, and
00:17:27never be postponed. Uncertainties regarding
00:17:30implementation must be eliminated, and any legal
00:17:34gaps must be filled.
00:17:38There are many more issues regarding the coming
00:17:41period. For example, there are exceptions in this law.
00:17:45What will these exceptions be? We must evaluate and discuss
00:17:48all of these. But in essence, where this should lead us,
00:17:51from our party's perspective, is definitely to build
00:17:55a lasting peace and democratize Turkey.
00:17:58There is no priority here; there must be synchronicity.
00:18:01Now, with the framework law being announced by Abdullah
00:18:05Güler and Fetih Yıldız yesterday, there are a few questions
00:18:08that society is very curious about and has discussed a lot.
00:18:12I would like to ask these questions to you while I have you here.
00:18:16Will it cover Öcalan? Will it cover Demirtaş?
00:18:20Will Demirtaş benefit from this framework law

00:19:48a parliamentary monitoring board will be established,
00:19:51and also a coordination board, like a coordination
00:19:55board attached to the presidency, will be established.
00:19:59This board will include ministers and various ministries,
00:20:02but at the same time, sub-commissions
00:20:05can be established as needed.
00:20:07If the requirements of the process indicate
00:20:11new boards, these can be consulted, discussed,

00:20:18In this context, Öcalan's role, position,
00:20:20working conditions, effective participation
00:20:24in the process, ability to participate
00:20:27uninterruptedly, taking initiative, there are
00:20:31interviews with organization leaders, statements,

00:20:39a statement made after this law proposal yet.
00:20:42But there are statements made before that imply

01:17:56stages. This regulation is not
01:17:59a final regulation that solves all problems
01:18:02at once. It is a beginning. All these
01:18:06are very critical. A door has been opened. We must
01:18:09enter through this door and open it wide
01:18:12with a common struggle. Actually, it's late.
01:18:16Even though it's late, this new beginning
01:18:20is very important. The proposal opens
01:18:24a path, a path for return to the country.
01:18:28Returning to the country, transitioning from armed
01:18:30conflict to democratic life, is for the first
01:18:34time subject to a detailed and foreseeable
01:18:38legal procedure. Of course, returning to the country
01:18:41is not just crossing the border
01:18:44and coming back. Of course, this also
01:18:47has requirements. Mr. Öcalan, one of the main actors
01:18:51of the process, should be able to contribute
01:18:54to this process regularly and uninterruptedly,
01:18:58participate in its coordination, and working and communication
01:19:02conditions should be arranged accordingly. For the process
01:19:05to gain momentum and risks to be eliminated,
01:19:08I would like to reiterate that this is
01:19:12a great need. The guns have fallen silent,

01:19:25The framework law,
01:19:29the most wondered about, was undoubtedly
01:19:33its scope. Would it cover Öcalan and high-level

01:19:44murder and crimes of life imprisonment and aggravated
01:19:46life imprisonment before June 1, 2005

01:19:53The framework law proposal prepared within the scope
01:19:56of the terror-free Turkey process was submitted to Parliament.
01:19:59The most curious issue regarding the proposal is
01:20:02the scope of the regulation. In the proposal that came
01:20:05to the agenda of our Parliament, there is no regulation
01:20:08regarding those who gave orders for terrorist acts
01:20:12and martyred our forces. No special status is granted
01:20:15to any person. The regulation is not extended to other
01:20:19structures. The 12-article law proposal aims to
01:20:22create a legal infrastructure for the PKK's disarmament
01:20:26process. The regulation was not defined as a general
01:20:30was described as an execution law and of disarmament of the organization
01:20:33deferment of sentence aimed at their participation in life. What about Öcalan?
01:20:37What kind of arrangement will there be for the organization's top management?

01:25:05or that haven't been brought up in cases,
01:25:08the perpetrators are there. Here, for 33 years,

01:39:17in Turkey, the PPI and CPI rates.
01:39:21However, there has not been a definitive
01:39:24determination, such as "do not exceed
01:39:28these rates," for newly admitted students.
01:39:32From this perspective, when universities determine
01:39:36the prices for the students they will admit for
01:39:39the first time each year, we see that in 2018,
01:39:42the average fee for a student was
01:39:46defined as 15,817 liras. Of course,
01:39:49there are universities with higher or lower
01:39:52prices among these, but when we look
01:39:56at the overall average, we see that this
01:39:59increased to approximately 458,000 liras
01:40:03in 2026 for all programs, meaning the
01:40:07average of all 2-year and 4-year programs.
01:40:10How do we find this? We find it by dividing
01:40:13the total planned income from programs with
01:40:1650% discount, 25% discount, or full
01:40:20tuition by the number of students admitted
01:40:22by these universities. This is the value
01:40:26that emerges. Of course, among these, there are
01:40:30also approximately 10-15% students who are admitted
01:40:34without any tuition fees. These are also included
01:40:37in the total number of students. When we look at all
01:40:41these, yes, universities generally tried to maintain
01:40:44a general balance in prices until
01:40:482021-2022. Especially from the periods
01:40:51when the economic crisis started, they did not
01:40:54go for a very rapid increase for a certain
01:40:57period. But with the pandemic, a very
01:41:00strong increase occurred, especially in 2023
01:41:04and 2024. For example, in 2023,
01:41:07there was a sudden increase of 130%
01:41:11or even 131%, while in 2024,
01:41:13this increase rate was 119%.
01:41:16Last year, the reason for these increases
01:41:20was that in 2022, with the removal of
01:41:24the threshold application in university entrance
01:41:27exams, a large number of students entered
01:41:31the system. This high number of students naturally
01:41:34had a positive impact on the occupancy rates
01:41:38of foundation universities. Even though prices increased
01:41:42so much, when the number of students suddenly
01:41:45increased from 2.5 million to 3.5 million,
01:41:49foundation universities reached occupancy rates
01:41:52of almost 95-96%. However,
01:41:56in the last two years, especially
01:42:00since 2024, the number of applicants
01:42:03has dropped back to the levels of 2020-2021,
01:42:06meaning a decrease to 2.5 million again.
01:42:09This naturally caused the occupancy rates
01:42:13to drop from 87% to 77% last year.
01:42:16This year, we expect them to fill their
01:42:19quotas with an occupancy rate of 70-75%.
01:42:23Of course, when we look at the prices,
01:42:25when we compare the initial prices with today's
01:42:29prices, we definitely see a very noticeable
01:42:33and proportionally high increase. However,
01:42:36when we look at the current figures and
01:42:39the pricing policies and fees of other
01:42:42educational levels, it is also a fact
01:42:46that there are not many abnormal figures.
01:42:49That is, today, when we look at preschool
01:42:53and primary school levels, in an environment
01:42:56where students are admitted to schools for approximately
01:43:001 million to 1.5 million liras, being able
01:43:03to study a bachelor's or associate degree
01:43:07program at a university for an average of
01:43:11458,000 liras still shows us the fact
01:43:15that these universities are still trying to
01:43:18show a certain resistance regarding prices.
01:43:22From this perspective, we can say that
01:43:25the prices may be very high, but they
01:43:29have not exceeded very rational values.

01:43:36affects the preferability of foundation universities.
01:43:40When we look at it, approximately 18% or
01:43:4419% of the quota distributions in Turkey
01:43:47belong to foundation universities, and 81%
01:43:50or 82% belong to state university quotas.
01:43:53That is, if we admit 100 students, 82
01:43:56of them are at state universities, and 18
01:44:00are at foundation universities. However, when we look
01:44:03at preferences, only nine out of
