00:00:24Hello again from the News Desk on Halk TV screens. It's 3 PM. We're in the last
00:00:27hours, and there are still very
00:00:31hot developments. The meeting between President Erdoğan and
00:00:34MHP leader Devlet Bahçeli has ended,
00:00:38and the first images
00:00:41regarding that meeting have reached our news center, Halk TV news
00:00:44center. Let's see the images in detail,
00:00:48and I'll immediately share them with you.
00:00:51Now, an important meeting
00:00:54lasted 45 minutes.
00:00:57of proceedings. I The main agenda of the meeting was the framework law and the steps to be taken afterwards.
00:01:00These were them. The framework law proposal, which is expected to form the legal infrastructure
00:01:03of the new solution process, was submitted to the Parliament Speaker's Office
00:01:06yesterday. MHP leader Devlet Bahçeli was the first
00:01:10to sign the framework law. Immediately after
00:01:14this critical meeting between Erdoğan and Bahçeli,
00:01:16the state summit will come together for a security summit.
00:01:20The National Security Council (MGK) will work as a confirmation body
00:01:23for the organization to lay down arms
00:01:26with the acceptance of the framework law submitted
00:01:30to the Parliament. An important
00:01:33title: verification and confirmation authority. At the board
00:01:37meeting starting at 3:30 PM, coordination and
00:01:40synchronization with other institutions
00:01:43involved in this process will also be
00:01:46discussed.
00:01:56New party leader Özgür Özel went to visit the families
00:02:00of martyrs and veterans this morning. He continues his visit to the families
00:02:03of martyrs and veterans, saying, "We are with you
00:02:07until your rights are given."
00:02:09There is a regulation
00:02:12that is far below expectations. Our basic
00:02:16approach on this matter
00:02:19is that if a soldier
00:02:22is martyred, his family should be paid
00:02:25a salary equivalent to a specialized sergeant. In the law,
00:02:29they wrote it as "up to a minimum wage."
00:02:32Secondly, for those not considered
00:02:36veterans, we were offering an honor pension.
00:02:39They put something like a 17,000 additional indicator.
00:02:43It's better than nothing, but far below expectations. It's important
00:02:47to fix these, but there's an opportunity
00:02:51before us, a framework law. Regarding that, yesterday,
00:02:55the signatory parties made a proposal. Our basic
00:02:58approach is this: for blood not to be shed
00:03:01again in Turkey, we advocate for all regulations
00:03:05to be made on a democratic basis. At this point,
00:03:09on one hand, we find it insincere
00:03:13to create an impression as if the problems
00:03:17of veterans and martyr families are being solved.
00:03:20We also want everyone to know
00:03:23once again that the expectations
00:03:26of the families of veterans or those who were martyred early
00:03:30have not been met in any way,
00:03:33and we will follow
00:03:36this matter to the very end. We are closely monitoring
00:03:40all sensitivities. If we were
00:03:43in a sensitive position on the first day, we are
00:03:47in the same position today. I have always
00:03:50said that we would never be involved
00:03:53in matters where we cannot face
00:03:56the families of martyrs and veterans.
00:04:04The New Party's Manisa Provincial Chairman İlksen Özel
00:04:08was detained, and the New Party reacted
00:04:11to the development.
00:04:14Özalper was detained within the scope of a bribery
00:04:18investigation transferred by the Istanbul Chief Public Prosecutor's Office
00:04:21to the Ankara Chief Public Prosecutor's Office. Within the scope of the same investigation, the advisor to the Mayor of Manisa Metropolitan Municipality
00:04:25and
00:04:30Sadeler A.Ş. General Manager Cem Yüzer were arrested.
00:04:33Özalper's house in Manisa was searched. After the procedures at the police station,
00:04:37he was transferred to Ankara. It was reported
00:04:40I washed that the investigation was carried out based
00:04:43on the statements given by the suspended
00:04:46Uşak Mayor Özkan Yalım within the scope of the effective remorse provisions,
00:04:49MASAK reports, and HTS records. New Party Group
00:04:53Deputy Chairman Murat Emir reacted to the development.
00:04:56Murat Emir, who made a statement on his social media account, said that
00:05:00the detention of our President in Manisa
00:05:03is not a legal step, but the continuation of an organized
00:05:07political revenge project instructed by the palace. Emir also
00:05:10used the expressions, "You will not be able to destroy
00:05:14civilian politics with your fabricated files, arrests, and
00:05:18fictional investigations."
00:05:24An operation was also carried out against the CHP-affiliated Menderes Municipality.
00:05:28We shared with you an operation at dawn. In this operation,
00:05:31fugitive Deputy Mayor Rüzgar Sönmez was also
00:05:34detained. The lawyer of the detained Mayor İlkay
00:05:38Çiçek made a statement. "In the operation
00:05:44against Menderes Municipality, fugitive Deputy Mayor
00:05:48Rüzgar Sönmez was also detained. The lawyer of the detained Mayor
00:05:52İlkay Çiçek made a statement to journalists. He said that the WhatsApp
00:05:55messages attributed to Çiçek that appeared in the public
00:05:59were fake. In İzmir, another operation was carried out
00:06:02against a CHP-affiliated municipality the day before yesterday.
00:06:06This time, the address was Menderes Municipality. In the investigation
00:06:10where bribery accusations were made, many people, including Mayor İlkay Çiçek, were detained."
00:06:13A development
00:06:16occurred. Sönmez was also detained in a house in Gazi Emir.
00:06:19On the other hand, while the families
00:06:23of the detained individuals continued their wait in front of the Provincial
00:06:26Gendarmerie Command, a statement came from President Çiçek's
00:06:30lawyer, Atalay Aksay. Aksay stated that there was a confidentiality
00:06:33order in the investigation. He also stated that the WhatsApp
00:06:36messages allegedly belonging to İlkar Çiçek were fake. "Due to
00:06:40fake messages created by one person,
00:06:44we were lynched in public. Regarding this issue,
00:06:47on June 12, 2026, we filed a criminal complaint
00:06:51with the Izmir Chief Public Prosecutor's Office
00:06:53regarding a blackmail message received by our client
00:06:57from a phone belonging to Iraq. While the investigation was ongoing,
00:07:00after the detention process, an impression was created
00:07:04as if we were detained solely for this reason,
00:07:06as if the essence of the investigation were these messages, these correspondences.
00:07:10My client has not even given a statement yet." Çiçek's wife
00:07:13Melek Çiçek also spoke to journalists. She said, "My trust in my husband is endless."
00:07:17I want the false news prepared
00:07:19with artificial intelligence on social media
00:07:22to end. Put your hand on your heart.
00:07:25I want justice to be served, and my trust in my husband is endless.
00:07:29New Party Izmir Deputy Murat Bakan, whose name was mentioned
00:07:32in the messages allegedly belonging to Çiçek, also announced
00:07:36that he had filed a criminal complaint with the prosecutor's office.
00:07:40"If these correspondences are not real as alleged,
00:07:43it should be revealed by whom and for what purpose
00:07:47and under whose instruction this digital content was served.
00:07:50If these correspondences are real, I demand that the necessary action
00:07:54be taken regarding the parties to the correspondence.
00:07:57I will also initiate legal action against
00:08:00everyone who spreads these correspondences
00:08:05as if they were real, creates a perception on them,
00:08:08and deliberately misleads the public with false information."
00:08:12Today is an important day, and hot developments are coming
00:08:16one after another. Now, Den Party spokesperson Ayşe Gül
00:08:19Doğan is with us. Ms. Doğan, welcome to Halk
00:08:23TV screens. Hello, hello. Thank you very much,
00:08:27you're very kind. Was this the first law proposal
00:08:31you signed on behalf of your party? Has a
00:08:34door been opened for the solution to the problem,
00:08:37in your opinion? What kind of opening was it?
00:08:40Yes, our party has represented a tradition that has been involved
00:08:44in politics in parliament for many years,
00:08:46and I am talking about a party that includes
00:08:50many different views and different political parties.
00:08:53This is the first time we are signing a law proposal.
00:08:56For us, this signature has the value of being a first
00:09:00in this sense, and of course, as you mentioned,
00:09:03because we have seized an opportunity to open
00:09:07a very important door for democracy in Turkey,
00:09:11we need to evaluate this opportunity together.
00:09:14Yes, it's a first step. A first step. Okay,
00:09:17do you find it democratically sound
00:09:20in terms of content? Will the level of democratization
00:09:24increase in the future? Now, this is how it is. Our signing
00:09:28this law proposal does not mean that we agree with everything
00:09:31in this law proposal, or that we share the same
00:09:35opinion on every issue. After all, this law proposal
00:09:39is currently on the agenda of the parliament with the signatures of different political
00:09:42parties. It will come to the justice commission tomorrow,
00:09:46and then it is planned to come to the general assembly.
00:09:49Since the process in the justice commission has
00:09:53not been fully determined yet, it will start tomorrow,
00:09:56but we will monitor together how long it will take,
00:09:59what kind of performance will be exhibited, and
00:10:02whether it will receive strong support and participation.
00:10:05This will determine the timetable for its
00:10:09coming to the general assembly. However, there is something
00:10:13here: we are talking about a proposal that emerged
00:10:17as a result of long consultations, discussions,
00:10:20and different views. Could a different method
00:10:23have been tried procedurally? More democratic, more participatory?
00:10:26Of course, we stated from the very beginning
00:10:29that this law proposal should be formed with
00:10:32a more democratic, more participatory method, and we insisted
00:10:36on this. It didn't happen this way, but the fact that it didn't
00:10:39happen this way does not mean that we should belittle
00:10:42the importance of this first step or not highlight its value.
00:10:46On the contrary, we must express our criticisms
00:10:49openly and state our suggestions directly
00:10:52so that we can advance this process more strongly.
00:10:56We must turn this first step into a basis
00:10:59for the emergence of new legal regulations
00:11:02that can provide a more democratic, more participatory,
00:11:06broadest political consensus, and the most comprehensive
00:11:09agreement, while building peace on one hand and simultaneously
00:11:13creating space for Turkey's democratization. Okay,
00:11:17what do you think is the key article of this law,
00:11:20this law proposal? Is hope conditional here,
00:11:23dependent on certain conditions
00:11:25reciprocally? By hope, do you mean being hopeful?
00:11:29Yes, yes, now, of course,
00:11:33many key articles of this law can
00:11:36be discussed. It depends on how you look
00:11:39at this proposal. If we look
00:11:43at its shortcomings, we can see
00:11:46some key things, but
00:11:49on the other hand, the fact that it was prepared
00:11:52by the security
00:11:55bureaucracy is one of the points seen as a shortcoming,
00:11:59that's why I asked. Now, we shouldn't limit
00:12:02the issue to a security-oriented approach. The issue we are talking
00:12:05about is a political issue, and we say that we need
00:12:09this process to eliminate the consequences created
00:12:12by this political issue, from the very beginning,
00:12:16to solve problems through dialogue and to create the ground
00:12:19for the complete deactivation of weapons. There is an organization
00:12:23that has made a decision
00:12:25to disband, an organization that has
00:12:28burned its weapons, and thousands of people
00:12:31belonging to this organization are citizens of the Republic
00:12:35of Turkey. We are talking about a process,
00:12:38a path, that has been initiated to open the way for them to return to the country
00:12:42and to be included in democratic and political
00:12:45life together. The metaphor of a path is important
00:12:49because it will be long,
00:12:52it will have stages, it will have ups and downs,
00:12:56there may be some risks. It seems inevitable
00:12:59to eliminate these beforehand,
00:13:03to foresee them, and to create the necessary
00:13:06mechanisms for them. And we, from the very beginning,
00:13:10as those who follow us know very well,
00:13:13have been saying as a party what is needed,
00:13:17why a broad political consensus is necessary,
00:13:20why peace and democracy cannot be separated from each other,
00:13:23and that it is crucial to achieve this
00:13:27with the hope and trust you mentioned.
00:13:30This legal regulation,
00:13:33on the other hand, aims to permanently deactivate weapons.
00:13:37I say this because all the regulations
00:13:41made so far have been tried to be confined
00:13:43to a "repentance parenthesis," and
00:13:46these did not solve the problem, on the contrary,
00:13:50they reflected as an unresolved issue and deepened
00:13:53the problem. Now, for the first time,
00:13:57a non-demeaning approach
00:14:00should be adopted. It might be like this
00:14:03for all political parties; others probably see shortcomings
00:14:07as well. I need to say that
00:14:10even if we are not entirely satisfied with it
00:14:14and don't find it comprehensive enough for our party, for example,
00:14:17we said there shouldn't be categorical distinctions. We announced
00:14:21these to the public before. We said that the scope
00:14:24should be kept broad. We said from the very beginning
00:14:27that peace and democracy should progress together.
00:14:31We said that public concerns and suspicions
00:14:34should not be allowed. However, we must also
00:14:38know that this law is not a magic law
00:14:41that will democratize Turkey overnight,
00:14:45or eliminate the pains created by 50 years
00:14:49of conflict in Turkey, or solve the Kurdish issue
00:14:52overnight, or provide equal citizenship overnight,
00:14:56or guarantee mother tongue rights overnight,
00:15:00or perhaps eliminate regulations like trustees,
00:15:03or strengthen local democracy. But it will open
00:15:07the way to all of these, strengthen them, and
00:15:10for this, all of us, especially the political parties
00:15:14in parliament and outside parliament, civil society
00:15:17organizations, those who have worked for peace, equality,
00:15:21democracy, for a common life in Turkey, and
00:15:25who want this period of conflict to end, who want
00:15:29words, not weapons, to be heard,
00:15:32every citizen really needs
00:15:35to strive for this door
00:15:37to be fully opened and feel responsible.
00:15:41From this perspective, we see the entire law
00:15:44as critically important, it carries the value of a key.
00:15:48If we can evaluate this key correctly,
00:15:50understand it correctly, and use it correctly,
00:15:54we can also make this process successful. So, what doors
00:15:58will this key open in the future, in your opinion? This
00:16:01key must first make peace permanent.
00:16:05It must bring new regulations
00:16:08on the path to democratization. The issues I mentioned
00:16:11earlier will be critical issues
00:16:14in the coming period: equal citizenship,
00:16:17local democracy, mother tongue rights,
00:16:20remedying the consequences and grievances
00:16:24that have arisen from the Kurdish issue being
00:16:27a political issue, creating the necessary
00:16:30mechanisms to prevent the pains experienced
00:16:34during this period from happening again,
00:16:36and also, for example, lifting the obstacles
00:16:40to freedom of thought and expression,
00:16:43ensuring freedom of organization.
00:16:47We believe that this key must be used
00:16:50well to open similar doors.
00:16:54Of course, we do not
00:16:56approach this in such a way.
00:17:00We stated this at the press conference today: if this
00:17:03were capable of solving all problems,
00:17:07then we wouldn't need to add a clause
00:17:10about areas that need to be completed,
00:17:14or say that new legal regulations should be introduced.
00:17:17For example, equality in the Execution Law, some changes need to be made
00:17:21in the Turkish Penal Code and the Anti-Terror Law. All of these must be calendared
00:17:24quickly in the coming period, and
00:17:27never be postponed. Uncertainties regarding
00:17:30implementation must be eliminated, and any legal
00:17:34gaps must be filled.
00:17:38There are many more issues regarding the coming
00:17:41period. For example, there are exceptions in this law.
00:17:45What will these exceptions be? We must evaluate and discuss
00:17:48all of these. But in essence, where this should lead us,
00:17:51from our party's perspective, is definitely to build
00:17:55a lasting peace and democratize Turkey.
00:17:58There is no priority here; there must be synchronicity.
00:18:01Now, with the framework law being announced by Abdullah
00:18:05Güler and Fetih Yıldız yesterday, there are a few questions
00:18:08that society is very curious about and has discussed a lot.
00:18:12I would like to ask these questions to you while I have you here.
00:18:16Will it cover Öcalan? Will it cover Demirtaş?
00:18:20Will Demirtaş benefit from this framework law
00:18:23in the next period, for example? For now, it is said to be 6 months
00:18:27and independent, temporary. So, if it doesn't cover
00:18:30him now, will it cover him in the future,
00:18:34for example, as you mentioned legal changes,
00:18:37such as the Political Parties Law, and the Execution Law?
00:18:40Yes, some of these were stated yesterday: there is a need
00:18:43for certain changes in the Political Parties Law, the Execution
00:18:46Law, and similar laws, and the Election Law.
00:18:50Now, in the justification of the law, it is clearly stated
00:18:53that this is a first step and that a series of legal
00:18:57regulations will follow. There is a reference to this.
00:19:01Therefore, this law should be considered a basis law for other legal
00:19:05regulations, drawing its source from here.
00:19:08And it should be a root law,
00:19:11a key to solving root problems.
00:19:14It does not cover Öcalan, as you know,
00:19:18as an exception here. However,
00:19:21there is such a situation regarding Öcalan's
00:19:24position. Now, Öcalan is one of the determining
00:19:28actors in this process, an important actor,
00:19:32who took on a critical responsibility. With his call
00:19:35on February 27, 2025, Öcalan opened
00:19:38the structure of this process where weapons could
00:19:41be completely deactivated. To fulfill these requirements,
00:19:45one needs to have these conditions. Now, according to the law,
00:19:48a parliamentary monitoring board will be established,
00:19:51and also a coordination board, like a coordination
00:19:55board attached to the presidency, will be established.
00:19:59This board will include ministers and various ministries,
00:20:02but at the same time, sub-commissions
00:20:05can be established as needed.
00:20:07If the requirements of the process indicate
00:20:11new boards, these can be consulted, discussed,
00:20:14and their requirements can be fulfilled.
00:20:18In this context, Öcalan's role, position,
00:20:20working conditions, effective participation
00:20:24in the process, ability to participate
00:20:27uninterruptedly, taking initiative, there are
00:20:31interviews with organization leaders, statements,
00:20:35we all follow and see them. I haven't come across
00:20:39a statement made after this law proposal yet.
00:20:42But there are statements made before that imply
00:20:45they will wait for Öcalan's call, that is,
00:20:48for participation in this law after this law proposal,
00:20:52a message from Öcalan. If you cannot provide
00:20:56this communication, how can you accelerate
00:20:59this process? I mean, meanwhile, Mr. Bahçeli
00:21:03reiterated his call once again when asked,
00:21:07he said, "I think Öcalan should have the right
00:21:10to hope and Demirtaş should return home."
00:21:12He used the phrase, "I'm still at the same point."
00:21:16Yes, there are people who cannot benefit from the right
00:21:20to hope just so Öcalan doesn't benefit
00:21:23or isn't included, so he remains an exception.
00:21:26These should not remain exceptions either.
00:21:30We need to look at this process by getting rid
00:21:33of old habits. We need to look at it from
00:21:36a broader perspective. We need to clear the way
00:21:40for everyone who has made an effort and contributed
00:21:43to this issue. As for Demirtaş,
00:21:47Demirtaş is certainly within the scope,
00:21:50as are other prisoners of the Kobani case,
00:21:54who have been unjustly imprisoned for years.
00:21:57We know very well that the imprisonment
00:22:01of both Selahattin Demirtaş and Figen Yüksekdağ,
00:22:04especially, and other Kobani case detainees
00:22:07is political. The public is also convinced of this.
00:22:11There are ECtHR and Constitutional Court decisions. There is no need
00:22:14to wait for this law either. Every minute stolen
00:22:18is stolen from people's future unjustly and unlawfully.
00:22:22This must be put to an end. ECtHR and Constitutional
00:22:25Court decisions must be implemented. The National Solidarity,
00:22:28Brotherhood and Democracy Commission established
00:22:32in Parliament, with the signatures of all political parties
00:22:35with a group, except one political party,
00:22:39already found this with a joint report, but despite
00:22:42this, you see, the requirements of the report
00:22:45are still not being fulfilled. This also needs to be done
00:22:48without delay. This detention must be ended immediately.
00:22:52There is no deprivation of rights, no political ban.
00:22:55If, according to this new legal regulation,
00:22:59there is no final conviction against
00:23:02them, then there should not be a political ban.
00:23:06Also, we should not forget this, Ms. İrem: when
00:23:09you make a legal regulation to remove obstacles
00:23:12to participation in democratic politics,
00:23:15the biggest motivation and hopeful aspect
00:23:19for the public is how genuinely
00:23:21you implement it, how you will realize it,
00:23:25and whether it will truly create opportunities
00:23:28to expand the sphere of democratic politics.
00:23:31Now, if you set out to expand the sphere
00:23:35of democratic politics and then create small
00:23:38restrictions within that expansion, this becomes
00:23:41a paradox, and such paradoxes
00:23:44make the process difficult. Instead of this approach,
00:23:47we need a new approach, one that respects
00:23:51mutual sensitivities and bases change and transformation
00:23:54on these sensitivities. Yes, now,
00:23:58do you think this law proposal,
00:24:01which emerged during the PKK's
00:24:04disarmament process, will expand
00:24:08the scope for political activity, as you mentioned
00:24:12political activity? I mean, will there be
00:24:15a fundamental change in political
00:24:19rights in the future? It should be,
00:24:21because we are going
00:24:24through a process aimed at democratizing
00:24:28the sphere of political activity and politics.
00:24:31How else can you expand the sphere of democratic
00:24:35politics? You can expand it by ensuring freedom
00:24:38of thought and expression and freedom of organization.
00:24:42You can achieve this by expanding
00:24:45the sphere of equality. That is the main goal.
00:24:49Therefore, these are the things detection, this is
00:24:52an approach that takes eee and it is
00:24:56expected to come to the commission tomorrow.
00:24:59Will it come to the commission tomorrow, will there be a delay or not? But after it comes to the commission, there will be a certain stage
00:25:02And you confirm it. that it will go through to enter into force, I guess,
00:25:06right? I would like to ask that too. Eee, when we
00:25:09first talked, you also mentioned this security-oriented approach.
00:25:12Is this security-oriented approach stemming from a
00:25:15matter of distrust a little bit? Let me ask this too.
00:25:19"Now, this law
00:25:21eee should be an
00:25:24eee pioneering eee legal regulation,
00:25:28eee and we think it will be pioneering, we think it will be paving the way,
00:25:32so we attach great importance to this first step, we attach importance to it despite its
00:25:36shortcomings, if we wanted to talk about its
00:25:38inadequacies, we could say a lot, but
00:25:42we are trying to make suggestions that can eliminate these inadequacies,
00:25:46strengthen the value of the first step in this process,
00:25:50so that the regulations and boards that may follow
00:25:53do not get stuck in a security-oriented design, as you said.
00:25:57The design of the process from now on should really
00:26:00proceed in a democratic, participatory, consensus-based, dialogue-based,
00:26:03negotiation-based manner and
00:26:07expand these legal eee possibilities,
00:26:09eee so eee when we
00:26:13look at it this way, the law is currently planned to come
00:26:16to the Justice Commission tomorrow, no delay
00:26:19has been reported, there is no change
00:26:23at these minutes, that timetable will proceed as
00:26:26it is, after the commission,
00:26:29it will depend on the performance of the work, as a party, here...
00:26:32our expectation is that all political parties will assume
00:26:35a facilitating, pioneering, and constructive role in this process
00:26:39and not approach this as if it is
00:26:42only the issue of the Den Party or the ruling
00:26:45bloc, the ruling parties,
00:26:48after all, there is no such approach, I was listening
00:26:51to the new party general chairman Özgür Özel
00:26:54while connecting to you, eee
00:26:57he also said so, that is, with strong
00:27:00participation, strong support.
00:27:03with the broadest political consensus, to bring this to the general assembly
00:27:07of the parliament and pass it and ensure
00:27:09its rapid enactment into law
00:27:13and to present our suggestions
00:27:15for the process to proceed in the most democratic and participatory way so that it does
00:27:18not get trapped in a security-oriented design. So, we said the confirmation and determination of the NSC,
00:27:22will the process actually start completely with the confirmation and determination
00:27:26of the NSC, but
00:27:29in this process, a date and threshold have not been set,
00:27:33so can this proceed over years?
00:27:36Is there such a possibility? Now,
00:27:39of course, we can talk about various possibilities and scenarios.
00:27:43If we take examples from global conflict resolution experiences, for example, there are
00:27:46eee experiences that have spanned years,
00:27:50eventually successful but spanning years. Looking at it from Turkey's
00:27:53perspective, we actually have a heavy burden,
00:27:57we are talking about a process that has spanned years. Will it bring
00:28:01a successful, widespread process? Actually, of course,
00:28:05it should not, that is, it has spread over
00:28:08enough years, enough time has been lost,
00:28:12what else's time will we lose, we need to progress quickly,
00:28:15we should not leave the implementation uncertain,
00:28:18we should not leave the functioning of the boards uncertain,
00:28:21eee when you leave it uncertain, both
00:28:25eee rumors become various, and risks increase,
00:28:28so our wish is for this to progress quickly
00:28:31and again... I repeat, everything that needs to be
00:28:35done should be in accordance with this speed, I am not talking about haste,
00:28:39I am not talking about panic, we do not need this, the upcoming
00:28:42period is a period where democratic
00:28:45maturity should be taken as the basis, a period where a constructive language
00:28:49and inclusivity should be taken as the basis, a period where we should try to understand
00:28:52each other, to become acquainted
00:28:56again and again, to create a new one,
00:28:59to touch each other's pains, and to secure this with law.
00:29:02We want it not to happen again,
00:29:06never to happen. Yes,
00:29:08there is no open-ended process to benefit from the law, right? There is a 6-month period?
00:29:12Yes, but
00:29:14it can be extended eee
00:29:18such
00:29:19comments are also being made, pardon,
00:29:22let me drink some water, excuse me, please have a sip of water
00:29:26too.
00:29:26Extend.
00:29:32Comments
00:29:406-month period can be extended, what kind of extension is being talked about, for example,
00:29:44that is, what kind of process does this point
00:29:48to? Of course, we will also discuss this with Ayşe Güldoğan,
00:29:51eee of course, when will the
00:29:55socialisation phase begin,
00:29:58because we saw the bill for the first time yesterday. And
00:30:02the signatures were made, Ak Party, Nationalist Movement
00:30:05Party, Den Party came with a joint
00:30:09proposal, the New Way group signed, we know that some
00:30:12names did not sign, Republican People's Party signed, the new party
00:30:16today at around 13:00 to 13:30 announced that they would make
00:30:20their decisions after a meeting with their legal staff,
00:30:23they only had an objection in terms of procedure, they had
00:30:27actually stated that their general approaches to the content were the same,
00:30:30please come, you are better, I guess.
00:30:37are being made about whether it can be extended or not, I did not say
00:30:41it can be extended, let there be no misunderstanding there,
00:30:44I also caught a cold a little bit at that moment, eee
00:30:48I am on the screen now, I am sorry eee I also
00:30:51apologise to our viewers, now, comments are being made about whether
00:30:55it can be extended or not since yesterday, when will this 6-month period start,
00:30:59how will it be evaluated, what kind of decision will the supreme
00:31:03coordination" board make regarding this, the board
00:31:05that is envisaged to operate eee
00:31:09under the presidency, all these are of course
00:31:13topics we will discuss in the upcoming period, but currently.
00:31:15a 6-month application period, this should not
00:31:18be considered as an effective period, this 6 months is determined
00:31:22as an application period, yes,
00:31:25an application period, we say it should not spread
00:31:28over years, but could there
00:31:31also be a possibility of extension, we say no, will there be a possibility of extension
00:31:34or not, this is not something we know right now, we don't know, okay
00:31:38eee the currently determined period is the
00:31:41application period determined to benefit from this law.
00:31:456 months under the law, but what decisions the board
00:31:49will make afterwards, what kind of mechanisms will be needed,
00:31:53whether this period will be extended or not, it is not possible
00:31:56to answer these questions right now. Well, Ayşe Gürdoğan, thank you very much
00:32:00for your evaluations and participation, is there anything you would like to
00:32:04add, thank you very much, thank you very much, good broadcast,
00:32:08thank you very much, I wish you a nice day. Den Party
00:32:11spokesperson Ayşe Güldoğan was with us and made important statements regarding
00:32:15the framework law proposal. She shared important
00:32:18headlines on Halk Televizyonu screens,
00:32:22now let's continue with our other headlines.
00:32:25Eee, her new home at Ak Party,
00:32:28who spoke Eren Ali
00:32:30Bingöl, eee was protested in
00:32:33Tuzla and Ak Party members responded with the words
00:32:37"you are our leader's trust" to Eren Ali Bingöl.
00:32:40Eren Ali Bingöl,
00:32:51AKP's brand new transfer, was protested in Tuzla.
00:32:54IBB does not stand behind
00:32:57thieves, corrupt people, or unlucky people, brother.
00:33:01In Tuzla, the will of the nation was
00:33:04usurped, bought.
00:33:08He is trying to involve
00:33:10the citizens in this transfer, this betrayal. What a
00:33:14mess you got into,
00:33:16how did you become so corrupt? Ali Eren Bingöl, Mayor of Tuzla,
00:33:20grew up in CHP politics from the grassroots. He started in the youth
00:33:23branches. He rose to the position of Mayor of Tuzla. Now
00:33:27he is with the Ak Party. Come and
00:33:29join. Come, now is the time.
00:33:33Then we saw Erhan Ali fly. Fly
00:33:36to Ak Party. Why? They told Erhan Ali, come
00:33:39and join Ak Party, we will
00:33:41solve this.
00:33:45I say we will solve it all together, by the grace of God. I don't like to
00:33:48talk much, I will only say this, I am coming
00:33:52from the other neighbourhood. You, the Mayor
00:33:55of Eytuzla, why did you try
00:33:59to legalize these 154 illegal villas,
00:34:02why did you try to legitimize your four
00:34:06commercial vehicles? What is the share of these
00:34:09154 villas in your transfer? Explain this to the public.
00:34:13I believe that you will stand by it and explain
00:34:16it correctly. I have just joined you, please
00:34:19support me. You betrayed those who supported
00:34:23you, so you will
00:34:24betray them too.
00:34:31The rights of our female friends who resisted
00:34:35in 12 square meters are not permissible to you.
00:34:39slogans of betrayal.
00:34:43Let's go to Üsküdar now. In Üsküdar,
00:34:54there was a mayoral deputy election yesterday.
00:34:58Sinem Dedetaş was arrested and jailed in the operation
00:35:01against Üsküdar Municipality and then removed
00:35:04from her position by the Ministry of Interior.
00:35:06eee the election for the mayoral deputy started at 8 a.m. yesterday
00:35:10and lasted 4 rounds. In almost
00:35:14every round, half of the votes were objected to, tension rose,
00:35:17a fight broke out, objections and voices came one after
00:35:21another, and then at the end of the
00:35:234th round,
00:35:26a winning name was announced. Let's see
00:35:29who the winning name was,
00:35:31let's watch.
00:35:35Four rounds were voted on. Üsküdar Mayor's Deputy
00:35:39became Sibeltan Çetinkaya, CHP's candidate. What we
00:35:42experienced showed us once again that this country
00:35:46will not see the light of day until good people govern
00:35:49it. Üsküdar Mayor Sinem Dedetaş was detained on July
00:35:5229 and arrested on July 31. When she was removed
00:35:56from office by the Ministry of Interior, the municipal
00:35:58council convened for the election of a deputy mayor. There are
00:36:02state institutions involved. There are state institutions
00:36:05under the pressure of the government. There is a political party involved.
00:36:09It's an operation from beginning to end, a setup,
00:36:12with threats, blackmail, and offers to Üsküdar
00:36:15Municipality. In the Üsküdar Municipal Council,
00:36:19which passed to the CHP after 30 years, there are 28
00:36:22CHP, 14 AKP, and 3 MHP council
00:36:25members, one of whom has been removed from office. 44 council members
00:36:29cast their votes. CHP's candidate was Sibeltan Çetinkaya,
00:36:32and AKP's candidate was Dündar Ziya Gültekin. In the first two rounds,
00:36:36an absolute majority of 31 was sought. The CHP candidate received
00:36:3926 votes, and the AKP candidate received 16 votes. In the
00:36:433rd round, where an absolute majority of 24 was sought, tension
00:36:45rose. 22 of the 44 council members voted for the CHP candidate
00:36:49Çetinkaya, and the other 22 voted for the AKP candidate
00:36:52Gültekin. 5 votes, including those of 4 AKP candidates,
00:36:55were deemed invalid.
00:36:58We are really looking each other in the face here, and you are saying this to me,
00:37:02it's really shameful, really shameful. Those who
00:37:06came from the AKP district organization reacted to the board of directors,
00:37:10the CHP council members, and the press members.
00:37:13A dispute over taking pictures arose between the new party's provincial
00:37:16chairman Özgür Çelik and the AKP Üsküdar district chairman Taha Sarıcaoğlu.
00:37:20The session was adjourned.
00:37:23The scene we encountered in the third round was this:
00:37:26with a sinister plan, people were threatened with their
00:37:29families between two operations, threatened with their children,
00:37:33our friends working here were threatened
00:37:35with various operations, some offers
00:37:38were made, some figures were discussed. After the break,
00:37:42the 4th round of voting began, a total of 20 ballots were
00:37:46objected to. The ballots were evaluated by Üsküdar
00:37:49Municipality Council 1st Deputy Mayor Ali Aral,
00:37:53showing them one by one to the cameras. 3 votes from CHP and
00:37:561 vote from AKP were counted as invalid.
00:37:59shows.
00:38:02CHP's candidate Çetinkaya was elected Deputy Mayor with
00:38:0522 votes. The AKP wing announced that it would object
00:38:08to the election. I only have two messages to deliver, one to the people of Üsküdar.
00:38:12Sinem Dedetaş, elected with your votes, and your will are entrusted
00:38:16to us. And I have a message directly to my president. Mr. President,
00:38:20your trust
00:38:22is here. The trust of Üsküdar,
00:38:26which chose you with its free will, is here,
00:38:30we will fight tirelessly until we get you out of that prison
00:38:33and together with all our colleagues,
00:38:37we will return your trust to you in a pristine condition,
00:38:40Mr. President, we promise.
00:38:42Thank you.
00:38:48Sinem Dedetaş also made a post through her lawyers
00:38:51from prison, saying that sometimes the best answers
00:38:55are given without much talk.
00:38:57Thank you Üsküdar, congratulations my president Sibel,
00:39:01it was shared with the hashtag #SinemDeletaşisnotalone
00:39:04on her social media account as of August 5, 2026.
00:39:07Now we are turning our cameras to Bahçelievler,
00:39:11Istanbul Bahçelievler. A building was completely
00:39:15destroyed in seconds, eee it was evacuated
00:39:18a day before, a disaster was
00:39:21averted, here are the minutes on the
00:39:24screen.
00:39:27The incident occurred in Bahçeli Evler Yenibosna Merkez Mahallesi, Taşova Sokak, at around
00:39:3121:30. A day before, a sound had come from the columns
00:39:34of the approximately 28-year-old building.
00:39:38Those in the building immediately informed the municipal teams.
00:39:42Municipal and fire brigade teams were dispatched to the scene.
00:39:45After the inspections, the building, which had
00:39:48a total of 22 apartments, was evacuated as a precaution,
00:39:51and after it was evacuated,
00:39:55the building collapsed yesterday evening.
00:39:58The teams then
00:40:01started debris removal operations.
00:40:05We are going to Çekmeköy
00:40:10now. A family with five children, the father
00:40:14is a cardboard collector, and the mother is a housewife.
00:40:18They are struggling for livelihood and
00:40:21shelter in Çekmeköy.
00:40:27There are 7 of us, I pay 20 liras rent,
00:40:31I mean, this is my life,
00:40:34they don't give us a house because we collect
00:40:38cardboard, do I want to live like this, no, I fixed
00:40:41the roof as best as I could, I nailed
00:40:45chipboard to the roof, I did what I could, but
00:40:49two days ago, a rat got in through the
00:40:52roof, it pierced the ceilings,
00:40:54in this situation, we are not animals,
00:40:58I have been living like this for 4 years, last night, in my
00:41:01pot, excuse me, I caught a dead
00:41:05rat, a dead rat in my pot,
00:41:08that pot with bleach, I
00:41:11ate food in that pot,
00:41:12the rats are
00:41:16dancing with me, I am chasing the rat from that side,
00:41:19the rat is coming out from that side, a rat
00:41:22bit me, look at the mark, it bit
00:41:26me, anyone who sees this on social media will be heartbroken. They give me 2,000 liras
00:41:29support every 2 months, I don't want that 2,000 liras,
00:41:33they don't have to give me 2,000 liras, but at least
00:41:37they should fix my roof, fix my drain,
00:41:40the municipality just came, took a picture, and said, wait for
00:41:44news from us, and that was it, after 3-4 days, they told
00:41:47us that this repair would cost too much,
00:41:51so they backed off, I don't want any pomp,
00:41:54they should fix my roof, there should be a cleaning for the rats,
00:41:58I go to rent a house, they
00:42:01tell me, your husband works, he collects
00:42:04paper and cardboard, 5 minutes later, the landlord
00:42:08says, I can't give you a house for rent, I go to another
00:42:12place, they talk about 30-40 liras rent, 10 minutes later,
00:42:15they also give up because we are gypsies, do I want to live like this,
00:42:19no, do I want to have a home, yes, but I am
00:42:22tired of this life, I found this tarp in the trash,
00:42:25I brought it from the trash, I wiped it and used it,
00:42:29but the rat is tearing it up, if it were a stone,
00:42:32if it were marble, wipe it and sit
00:42:36down, bring medicine, do something, paint it, take off my door,
00:42:40bring a door, I can't afford it, I can't afford it,
00:42:42the district governor gives cash aid, social
00:42:46aid, but up to a certain point,
00:42:49my children want to sleep on a clean sofa, on a bed,
00:42:53I have two, three blankets, a spongy bed,
00:42:56I have no other belongings, I found
00:42:58these sofas in the trash,
00:43:01our municipality should extend a hand to us now, I mean,
00:43:05this kind of life is not possible, they should fix
00:43:08this roof, this interior, what will happen? Our municipality
00:43:12should see us now, winter is coming in 2-3
00:43:15months, how will I stay here, I have been
00:43:19staying here for 4 years, but water was accumulating
00:43:22in buckets, I was emptying them like that, I mean,
00:43:24our municipality should see this now.
00:43:31In Istanbul, in Eyüp Sultan, a driver got
00:43:34angry at the horn blowing and blocked another
00:43:38driver's way with his car, nerves were quite tense
00:43:42and he uttered threatening words. Here are the minutes
00:43:45on the screens.
00:43:54What's your problem, I can't pass, don't piss me off, I'll cut
00:43:57your head with your precious life, huh? He got out of the car
00:44:01and threatened him with these words, what's your problem,
00:44:04what's your problem, I can't pass, I'll cut your head with your precious
00:44:08life, don't piss me off, this is Istanbul. Sultan got angry at the horn
00:44:11blowing and blocked the other
00:44:13car's way.
00:44:18Those moments were captured by the in-car camera.
00:44:21You're in the middle of the road? What's your problem, bravo.
00:44:23You're in the middle of the road.
00:44:26I can't pass. I'll cut your precious life.
00:44:30The aggressive driver was calmed
00:44:31down by the female passenger in the car.
00:44:38In crowded mega cities, green areas,
00:44:41forested areas where we can breathe are very important, aren't
00:44:45they? We need to take a breath in this intensity.
00:44:49In Manisa, eee in Akpınar, a
00:44:52picnic area was completely renovated and the final
00:44:56preparations were made. The work on this is still continuing
00:44:59in the region.
00:45:04In crowded cities, social areas where people can breathe are
00:45:07important. In Manisa, efforts are underway to
00:45:10increase these areas. The final preparations have been made in
00:45:13the Akpınar Picnic Area. We are waiting for all
00:45:16Manisa residents to visit this beautiful area starting
00:45:19this weekend. May this beautiful picnic area be beneficial
00:45:23for Manisa. Manisa Metropolitan Municipality continues its efforts
00:45:26to increase social living areas. Akpınar picnic area has been completely
00:45:30renovated. Mayor Besim Dutlulu inspected
00:45:33the final works in the area. Both our colleagues from
00:45:36technical affairs and urban aesthetics
00:45:40carried out the renovations and repairs here, they created
00:45:43a very beautiful area with its lawns, green areas, and pool,
00:45:47and we are opening it to the use of all Manisa residents starting this Saturday. We planned
00:45:51to lay grass in an area of approximately 15,000 square meters,
00:45:54we planned to place picnic tables, we planned the renovation
00:45:57of floor coverings and automatic irrigation projects.
00:46:01We have now completed our applications to reduce water
00:46:04consumption in our applications. In the Akpınar picnic area, approximately
00:46:07100 renovated benches, children's play groups, and
00:46:19Trabzonspor got its star
00:46:22player, and what images
00:46:25were recorded
00:46:27in those minutes?
00:46:35And the awaited
00:46:36moment.
00:48:17Mayor Ahmet Metingenç announced that after Salah's

00:56:49The erosion of salaries against inflation has entered
00:56:52its 8th month. According to Disgar's calculations,
00:56:55the 7-month erosion in the minimum wage increased
00:56:59to 5,576 liras. The salary of pensioners,
00:57:02who received a raise in July at the inflation
00:57:05difference rate, which was 23,550 liras, eroded by 419
00:57:08liras in the very first month. So, in what do citizens
00:57:12feel the erosion in their pockets the most? We asked the public.
00:57:15There is no area where we don't feel the erosion in our pockets. From the bus
00:57:18we got on just now to the bus we got on there,
00:57:21our salary has probably eroded by around 30-40%
00:57:24in real terms since January. Minimum wage
00:57:28and pension are not even enough for rent. Rents in Istanbul
00:57:31average 50,000. Should I buy this? I'm thinking. I even
00:57:35think five times before buying. It's very difficult. Apart from
00:57:39the necessity of continuing to eat and drink, you have
00:57:42to make cuts in all other areas. I've eroded
00:57:45quite a bit against inflation.
00:57:48And we're watching, but I'm walking home
00:57:51from the road. No money. I've given up on food, for example.
00:57:54I've given up on meat. We can't eat much meat because
00:57:58meat is very expensive. Chicken is cheaper. We prefer chicken, but
00:58:01lately we're going to skip chicken and food.
00:58:05We used to eat three meals, now we've reduced it to two.
00:58:08People are hungry. Those who are full live on their debt.
00:58:12We live with these cards. There's no product we don't struggle with
00:58:16against this inflation." "Because your salaries don't
00:58:19increase at that rate, all products are highly
00:58:22inflated. I mean, how are these people going to make ends meet?
00:58:26Rent, bills, food, clothing... Buying a house has become a dream,
00:58:29buying a car has become a dream. People can't even dream
00:58:33of buying a house or a car anymore. I'm a very old AK Party member.
00:58:36I mean, since this presidential system came into being,
00:58:39and all power was concentrated in one person, that's when
00:58:43the dollar started to rise, the euro started to rise, gold
00:58:46started to rise. The euro has passed 50. There's a country called Papua
00:58:50New Guinea, a tribal country. People live in forests, they don't have clothes,
00:58:54they wander with spears. Their currency is even 10 times ours.
00:58:57Do I need to give money to my child? My child is 18, he's going to get a job.
00:59:01For example, I need to give money to my wife, I need to pay my rent. If
00:59:05one of these is missing, then there's trouble at home. People need to live well.
00:59:08I mean, I don't want to eat bread and onions, brother, I want to eat meat,
00:59:12I want to be able to buy a car, I want to be able to buy a house.
00:59:15It wasn't that long ago, 5-10 years, that we could do these things.
00:59:18Pensioners, workers are already gone. They especially
00:59:22killed the pensioners. But we are alive, we are fighting
00:59:25for survival. How does this
00:59:38people do it? May God help this people. Don't think too deeply when choosing a deep

01:00:38which was also reflected on the screens. Beyoğlu Mayor İnan
01:00:41Güney was not reinstated. Within
01:00:44the scope of the investigation against Istanbul Metropolitan
01:00:47Municipality, Beyoğlu Mayor İnan Güney, who was arrested
01:00:50and released at the hearing held on July 8, 2026,
01:00:54was expected to return to his duty. However,
01:00:58the Ministry decided in its routine review every two months that
01:01:02İnan Güney should remain away from duty
01:01:05for another two months. Let's reiterate, it's also on your screens.
01:01:09Beyoğlu Mayor İnan Güney, who was arrested within
01:01:12the scope of the investigation against Istanbul Metropolitan
01:01:15Municipality and released at the hearing held on July 8, 2026,
01:01:19was expected to return to his duty. However,
01:01:23the Ministry decided in its routine review every two months
01:01:27that İnan Güney should remain away from duty
01:01:29for another two months.
01:01:37Yes, we are in summer, but the political agenda is quite
01:01:41hot and it continues that way. Operations against municipalities
01:01:45are ongoing on the other hand. We will share the details of those,
01:01:48but this was one of the most important developments of this week.
01:01:52New Party Leader Özgür Özel and New Party's Malatya
01:01:55Deputy Veli Ağbaba, a new summary of proceedings
01:01:59concerning them came to the Parliament again, and this led
01:02:02to discussions in the General Assembly. Now, sir,
01:02:05New Party Group Deputy Chairman Ali Mahir Başarır
01:02:08reacted to the publication of the summaries of proceedings
01:02:11in the media, and there was also a statement from
01:02:14Veli Ağbaba, with quite striking words.
01:02:17He criticized it. Let's see both the discussion
01:02:20and the details.
01:02:23You will appreciate that even our advisors cannot
01:02:26get these summaries of proceedings with a petition,
01:02:30the joint commission does not give them to us,
01:02:33but yesterday, especially
01:02:36a part of the press, regarding a summary of proceedings
01:02:40that had not yet come to the joint commission, published news and made
01:02:43statements that disregarded the presumption of innocence, the constitution, and the parliamentary
01:02:47bylaws, and the summary of proceedings,
01:02:51this is
01:02:54primarily a situation contrary
01:02:57to the law of the parliament and the legal
01:03:00status of the deputy. Our request from you is to take a break
01:03:04and discuss this situation with the Speaker of the Parliament,
01:03:07for the Parliament to take a stance on this issue, and
01:03:11for all group deputy chairmen to give an opinion on this matter.
01:03:14Look, if we put the constitution and the rules of procedure
01:03:18aside just once, we cannot stop this. I'm telling you
01:03:21again, many deputies have summaries of proceedings.
01:03:24I cannot go and get this summary
01:03:27cannot see it, and I shouldn't. However,
01:03:30he himself can go and get it and examine it,
01:03:34but yesterday, the whole country learned about a summary
01:03:38of proceedings that hadn't even come here yet. That's
01:03:40why our request from you is to take
01:03:44a stand by discussing this issue with the Speaker of the Parliament. Since
01:03:48May 2, 2026, I have been under attack
01:03:51based on the words of a confessor, a slanderer. Gökhan
01:03:54Böcek claimed that he gave me 1 million euros. Due to this
01:03:58allegation, my child, whom I have seen as my own
01:04:02for about 16 years in Malatya, was arrested. If I have
01:04:06an HTS record with Gökhan Böcek, if I have a base record,
01:04:09if my advisor has a base record,
01:04:12an HTS record, I am willing to be executed.
01:04:15I am willing to be executed. My brother was taken
01:04:18into custody for bid rigging. My brother, my family,
01:04:21we have never done business with the public
01:04:24in our lives. We have never given a single
01:04:28penny's worth of goods to the public. "To our AK Party deputies,
01:04:32past and present, if anyone utters a single negative
01:04:36sentence about Veli Ağbaba or my family,
01:04:38I will shoot myself. I will shoot myself.
01:04:41For God's sake, do you attack a family? My family is being
01:04:45attacked right now. Do you
01:04:46attack a family?"
01:04:50The latest target of the operations was Menderes
01:04:53Municipality. Now, Deputy Mayor Rüzgar Sönmez has also
01:04:57been detained. At the same time, there's a statement
01:05:00from the detained municipality's lawyer. There are also WhatsApp
01:05:04messages circulated on social media.
01:05:07There's also a statement about those allegations.
01:05:11Let's hear
01:05:11the details.
01:05:16In the operation on Menderes Municipality, fugitive Deputy
01:05:19Mayor Rüzgar Sönmez was also detained. The lawyer of
01:05:23detained Mayor İlkay Çiçek made a statement to reporters.
01:05:26He said that the WhatsApp messages allegedly belonging
01:05:30to Çiçek, which were reflected in the public, were fake.
01:05:34The day before, another CHP municipality in Izmir had been
01:05:37raided. This time, the address was Menderes Municipality.
01:05:41In the investigation where bribery allegations were made, many people,
01:05:45including Mayor İlkay Çiçek, were detained. A development
01:05:48regarding fugitive Deputy Mayor Rüzgar Sönmez also occurred.
01:05:51Sönmez was detained in a house in Gazi Emir.
01:05:54Meanwhile, while the families of the detained individuals
01:05:57continued their vigil in front of the Provincial Gendarmerie
01:06:01Command, a statement came from Mayor Çiçek's lawyer,
01:06:05Atalay Aksay. Aksay stated that there was a confidentiality
01:06:08order in the investigation. He also stated that the WhatsApp
01:06:12messages allegedly belonging to İlkay Çiçek were fake.
01:06:15"We were lynched in public due to fake messages
01:06:18created by a single person. Regarding this issue,
01:06:22on June 12, 2026, upon a blackmail message
01:06:24received by my client from a phone belonging to Iraq, a criminal
01:06:28complaint was filed with the Izmir Chief Public Prosecutor's Office.
01:06:32While the investigation continued, after the detention process,
01:06:35an impression was created as if we were detained
01:06:39solely for this reason, as if the essence of the investigation
01:06:42was these messages, these correspondences. My client has not even
01:06:46given a statement yet." İlkay Çiçek's wife, Melek Çiçek, also
01:06:50spoke to reporters. She said, "My trust in my husband is endless."
01:06:54I want the false news prepared with artificial intelligence
01:06:57through social media to stop.
01:07:00Put your hand on your heart. I want justice to be served.
01:07:04And my trust in my husband. New Party Izmir Deputy Murat
01:07:07Bakan, whose name was mentioned in the messages allegedly
01:07:11belonging to Çiçek, announced that he had filed a criminal
01:07:15complaint with the prosecutor's office. If these messages
01:07:18are not real as alleged, it should be revealed who
01:07:21or what kind of people, for what purpose and upon whose
01:07:25instruction, this digital content was served. If these
01:07:29messages are real, everyone.
01:07:36The resignations in the Republican People's Party, 91 deputies,
01:07:39a new party was founded. Its leader, Özgür Özel,
01:07:43held his first group meeting this week. He held his first
01:07:46group meeting, which was open to the press. There, he also
01:07:50mentioned the roadmap of the new party and what was stated
01:07:53before, now the new party has actually become the main
01:07:57opposition party of Turkey with 91 deputies. However,
01:08:00we cannot get aid from the treasury. That's why a donation
01:08:04campaign was launched, and the donations made
01:08:07there are growing like an avalanche.
01:08:10"Our citizen Mehmet
01:08:13Bey, who sent 1881 liras, said, 'I am making
01:08:17this donation in the name of Gazi Mustafa Kemal
01:08:20Atatürk.' Dear citizens, in 7 days,
01:08:23283,296,848 liras have been donated
01:08:26by 131,514 citizens to our new party's
01:08:29solidarity campaign.
01:08:31We thank all our citizens
01:08:34who supported our march to power. I will also be
01:08:38part of the country's future." May Allah grant him success.
01:08:53Ege, who donated 200 liras,
01:08:56wrote the following note: "I am a student,
01:08:59I cannot send much, this is all I can do."
01:09:02The solidarity campaign launched at the new party
01:09:06on the new day has been going on for a week.
01:09:09According to the latest table shared, the number of donors.
01:09:43continued his calls.
01:09:45This time, from his social media account,
01:09:49"Against the dark order of the AK Party, we will
01:09:52establish the new order of the nation. We did not establish
01:09:55the New Party just to have a party, we established it
01:09:59to be in power. Let's meet at the New Party." With
01:10:02the note and video, "The New Party is the party of those who were forgotten,
01:10:06oppressed, and deserve better. If you
01:10:09believe this too, come, in the new..."
01:10:29In the same video, he also explained his party's new political model and once again said that the party will fundamentally change
01:10:33the old generation understanding of organization.
01:10:36In our party, every member will directly choose
01:10:39the district president, provincial president, and the
01:10:43general president. A new generation politics
01:10:46where members have a say, power, and decision-making
01:10:49authority will be established with the New Party.
01:10:52I invite all democrats of Turkey
01:10:55to the new politics
01:10:56of the New Party.
01:11:00And the process law, the framework law, finally arrived at the Grand
01:11:04National Assembly of Turkey yesterday. There are statements made.
01:11:07We will bring them to your
01:11:08screens one by one.
01:11:13The place where he made the statement was, I think,
01:11:16quite significant. In Ankara, as you know, the families of martyrs
01:11:20and veterans continue their struggle and protests
01:11:23to obtain their personal rights. Özgür Özel visited them.
01:11:27He once again expressed their demands for personal
01:11:30rights. At the same time, he shared his first
01:11:33thoughts on the framework law, the process law
01:11:37that came to the Grand National Assembly of Turkey yesterday.
01:11:40There is
01:11:42a regulation that falls far short of expectations. Our
01:11:45fundamental approach on this point
01:11:48was that if a soldier became
01:11:52a martyr, his family should be given a salary
01:11:55equivalent to that of a specialized sergeant. In the law,
01:11:59they wrote "up to a minimum wage." Second,
01:12:02we were offering an honor pension to those
01:12:05not considered veterans. They put something like
01:12:09a 17,000 additional indicator.
01:12:13"It's better than nothing, but it's far below expectations.
01:12:16It's important to fix these. But we have an opportunity
01:12:20ahead of us, a framework law. Yesterday,
01:12:24the parties that signed it proposed it. Our main
01:12:28approach is this: to prevent more bloodshed
01:12:31in Turkey, we advocate for all regulations
01:12:35to be made on a democratic
01:12:38it's as if..." "We find it insincere
01:12:42to create an impression that the problems of veterans
01:12:45and martyrs' families are being solved.
01:12:48We also want everyone to know once again
01:12:50that the expectations of veterans or the families
01:12:55of those who died early are not being met
01:12:58in any way, and that we will follow
01:13:01this issue to the end, to the very end.
01:13:04We are following all sensitivities carefully.
01:13:08Just as we were in a sensitive
01:13:11position on the first day,
01:13:15we are at the same point today. I have always said
01:13:19that
01:13:21we are with the families of martyrs and veterans..."
01:13:35While the framework law submitted to Parliament
01:13:38is expected to be discussed in the commission, all eyes
01:13:41are on tomorrow in this regard. An important meeting took
01:13:45place today. MHP leader Devlet Bahçeli visited President Erdoğan
01:13:49in Beştepe. The critical meeting lasted
01:13:5345 minutes. The main agenda of the meeting was:
01:13:57"The framework law and the steps to be taken afterwards.
01:14:01The framework law proposal, which is expected to form
01:14:04the legal infrastructure of the new solution process,
01:14:07was submitted to the Parliament Presidency yesterday. MHP leader
01:14:11Devlet Bahçeli was the first to sign the framework law.
01:14:14Immediately after this critical meeting between Erdoğan and Bahçeli,
01:14:18the state's security summit will convene. The MGK will
01:14:21work as the detection and confirmation authority for
01:14:25the organization's disarmament with the adoption of the framework
01:14:29law submitted to the parliament. At the board meeting starting
01:14:32at 15:30, coordination with other institutions
01:14:34involved in this process
01:14:42will be discussed." And now, of course, there were
01:14:46those who opposed this framework law, the ongoing process,
01:14:50and the commission's work from the beginning. One
01:14:53was party leader Musavat Dervişoğlu, and another
01:14:57was undoubtedly Zafer Party Chairman Ümit Özdağ.
01:15:00He reiterated his reaction, saying, "This is not an end,
01:15:04it is the beginning of a process that will transform the Republic
01:15:07of Turkey." He called on the opposition.
01:15:10The PKK amnesty is, unfortunately,
01:15:14not an end. It is the beginning
01:15:18of a process that will change our laws
01:15:21and constitution, and transform the Republic
01:15:25of Turkey. Tomorrow, if
01:15:28this law is debated
01:15:32and passed in parliament,
01:15:35and the PKK is pardoned,
01:15:38and if no changes are made
01:15:42to the constitution and laws,
01:15:45the PKK will resume its terrorist
01:15:47acts where it left off. Some people may
01:15:51want to forgive them, but the Turkish nation
01:15:55will not forgive them. The effort to appoint
01:15:58a so-called representative of the terrorist organization is against
01:16:02reason and conscience. Is it possible for
01:16:05a person to be a PKK member and not be involved
01:16:08in crime? A Turkey without terror cannot
01:16:11be achieved this way. Turkey will only surrender
01:16:14to terror this way. We will persistently maintain
01:16:18our defense line
01:16:21against this process. Especially, I would
01:16:25like to address Mr. Özgür Özel, the leader
01:16:29of the New Party. Today
01:16:32is judgment day. Everyone in politics will choose
01:16:35their side. We see it as a historical
01:16:39state responsibility for the opposition,
01:16:41especially the main opposition party, to stand against
01:16:45the divisive, terror-free Turkey
01:16:48process.
01:16:55A statement also came from Den Party spokesperson
01:16:58Ayşegül Doğan. She said that with yesterday's framework
01:17:01law coming to parliament and all these processes,
01:17:05a new era has begun. "For the first time,
01:17:09in terms of the political tradition we represent,
01:17:12we are signing a law proposal. The Den Party is signing
01:17:16a law proposal for the first time. This
01:17:19is not an ordinary, common signature.
01:17:23It is a signature made for our common
01:17:27future. This signature and this law proposal
01:17:30mark the first step of a new era
01:17:33for our party in the transition from armed conflict
01:17:36to a legal and democratic political platform.
01:17:40The first door of a political and legal construction
01:17:43process, which is not limited to a day, a moment,
01:17:46or a period, has been opened.
01:17:49After decades of conflict, it is inevitable that
01:17:52the path to peace will involve many
01:17:56stages. This regulation is not
01:17:59a final regulation that solves all problems
01:18:02at once. It is a beginning. All these
01:18:06are very critical. A door has been opened. We must
01:18:09enter through this door and open it wide
01:18:12with a common struggle. Actually, it's late.
01:18:16Even though it's late, this new beginning
01:18:20is very important. The proposal opens
01:18:24a path, a path for return to the country.
01:18:28Returning to the country, transitioning from armed
01:18:30conflict to democratic life, is for the first
01:18:34time subject to a detailed and foreseeable
01:18:38legal procedure. Of course, returning to the country
01:18:41is not just crossing the border
01:18:44and coming back. Of course, this also
01:18:47has requirements. Mr. Öcalan, one of the main actors
01:18:51of the process, should be able to contribute
01:18:54to this process regularly and uninterruptedly,
01:18:58participate in its coordination, and working and communication
01:19:02conditions should be arranged accordingly. For the process
01:19:05to gain momentum and risks to be eliminated,
01:19:08I would like to reiterate that this is
01:19:12a great need. The guns have fallen silent,
01:19:15fingers have been removed from the trigger.
01:19:19Now it's time for all of us
01:19:21to cultivate peace and the conditions
01:19:25for peace.
01:19:25The framework law,
01:19:29the most wondered about, was undoubtedly
01:19:33its scope. Would it cover Öcalan and high-level
01:19:36organization executives? This has been clarified.
01:19:40According to the regulation, those who committed intentional
01:19:44murder and crimes of life imprisonment and aggravated
01:19:46life imprisonment before June 1, 2005
01:19:50will be excluded.
01:19:53The framework law proposal prepared within the scope
01:19:56of the terror-free Turkey process was submitted to Parliament.
01:19:59The most curious issue regarding the proposal is
01:20:02the scope of the regulation. In the proposal that came
01:20:05to the agenda of our Parliament, there is no regulation
01:20:08regarding those who gave orders for terrorist acts
01:20:12and martyred our forces. No special status is granted
01:20:15to any person. The regulation is not extended to other
01:20:19structures. The 12-article law proposal aims to
01:20:22create a legal infrastructure for the PKK's disarmament
01:20:26process. The regulation was not defined as a general
01:20:30was described as an execution law and of disarmament of the organization
01:20:33deferment of sentence aimed at their participation in life. What about Öcalan?
01:20:37What kind of arrangement will there be for the organization's top management?
01:20:41Our decision is clear until Anatolia finds peace,
01:20:44hope, Ahments find their place,
01:20:47and Demirtaş returns home.
01:20:51Those who commit intentional
01:20:53murder within the scope of organized crime cannot benefit from
01:20:57the framework law. Crimes committed before
01:21:00June 1, 2005, that require life imprisonment or aggravated
01:21:04life imprisonment are also excluded.
01:21:08Since he was imprisoned under crimes requiring aggravated
01:21:12life imprisonment before 2005, he cannot benefit from
01:21:15the regulation. If you ask us, in the upcoming processes,
01:21:19academician visits, journalist visits, and statements
01:21:23regarding this matter can easily be made
01:21:26and administrative arrangements.
01:21:30But for this, there is no need for a written regulation, and no need for status, friends. According to
01:21:33Den Parti sources, approximately 800 to 900
01:21:37high-ranking organization managers are expected
01:21:40to remain outside the scope of the regulation.
01:21:44Approximately 3,900 people connected to the organization
01:21:47who were not involved in intentional murder
01:21:50are said to be able to benefit from the regulation. With the framework
01:21:54law, provisions for deferment were introduced. Accordingly,
01:21:58the execution of sentences for convicts sentenced
01:22:01to a total of 15 years or less in prison, excluding intentional
01:22:05murder and life sentences before 2005,
01:22:09will be deferred for 5 years. The execution of sentences
01:22:13for convicts sentenced to more than 15 years
01:22:16in prison, life imprisonment, or aggravated life imprisonment
01:22:20will be deferred for 10 years. Those who commit crimes
01:22:24again will go directly
01:22:25to prison.
01:22:29Dear viewers, Minister of Justice Akın Gürlek had an important
01:22:33meeting today. He met with the family of Uğur Mumcu,
01:22:36who lost his life as a result of an assassination.
01:22:40He met with Uğur Mumcu's wife Şükran Gürdal Mumcu and his
01:22:44son Özgür Mumcu. Meanwhile, Gürdal Mumcu made important
01:22:47statements to Halk TV after the meeting.
01:22:50The meeting was positive. We conveyed our demand
01:22:53for the perpetrators and instigators to be revealed,
01:22:57no matter who they are. The Minister of Justice said,
01:23:00"No matter who is behind the perpetrators,
01:23:04no matter what their connections are, we will do our best to expose them."
01:23:07He said, "We found both the minister and the team
01:23:11assigned to this task positive. I hope
01:23:14after 33 years, we will fully learn
01:23:17all the connections and instigators of this murder."
01:23:21Can this really happen after 33 years? Can the brick that wasn't pulled
01:23:24then be pulled now? We will talk about these. We have
01:23:27a guest. Journalist Sertaç Eş is with us.
01:23:31Welcome, Mr. Sertaç. Thank you for having me. Good
01:23:34broadcast. Thank you. You're welcome. An important meeting
01:23:38took place today, as we said. Uğur Mumcu's family
01:23:42met with Minister of Justice Akın Gürlek. Akın Gürlek
01:23:45had already started
01:23:47working on unsolved murders.
01:23:50When his name came up, we felt that we had come
01:23:53to a very different point. I'll ask directly:
01:23:57will the brick that wasn't pulled then really be pulled
01:23:59today?
01:24:02Well, Ms. Gizem, for 33 years, this brick
01:24:05has not been pulled, or has it been pulled, and a new
01:24:09one put in its place, brick upon brick came.
01:24:12I mean, when we look at the history of the case, the trial was
01:24:16continued with 24 defendants. Only two of them are
01:24:20currently serving their sentences as convicts in Ankara F-Type
01:24:23Prison. One of them is Oğuzdemir,
01:24:26whose name is mentioned so often. He's a fugitive,
01:24:29and there's only a guess about which country he's in.
01:24:33Actually, regarding the perpetrators, there is a verdict
01:24:37established by the Turkish judicial system. There is
01:24:41a decision. These names, 24 defendants,
01:24:44were tried, and we are talking about a team,
01:24:48a group that committed these crimes not only
01:24:51against Uğur Mumcu but also against Ahmet
01:24:55Talya Kışlalı, Bahriye Üçok, and Muammer Aksoy.
01:24:58The people who carried out these actions
01:25:01are actually if there are names that we don't know about
01:25:05or that haven't been brought up in cases,
01:25:08the perpetrators are there. Here, for 33 years,
01:25:11everyone's expectation
01:25:15has been the exposure of the instigators,
01:25:18those who made this decision. This has not happened in 33 years.
01:25:21Will it happen now? Does the state have
01:25:25such information? Will the state access
01:25:28that information? Are the instigators
01:25:32alive, are they still living?
01:25:36Honestly, there are many questions. There are also
01:25:39various criticisms about bringing this up at
01:25:42this time. Some see it as a distraction
01:25:45in the current political conjuncture. Honestly,
01:25:48as Cumhuriyet newspaper, I am sure and I know
01:25:52that as a family, the main goal here
01:25:56is to expose the instigators and the dark
01:25:59forces behind them, both for
01:26:03the history of the Turkish Republic and for the future
01:26:06of the Turkish Republic. Otherwise,
01:26:09the judicial system, as I just said, has
01:26:13established a verdict. There are very detailed
01:26:17files, 30-40 folders contain these files.
01:26:20Ms. Gizem, we used to spend
01:26:23our lives reading these files from time to time,
01:26:26like the Uğur Mumcu case, the Umut case.
01:26:30Now, on this occasion, we remembered those
01:26:33periods and files again. We took a look;
01:26:37there are two people in prison, convicts, serving their sentences.
01:26:41The others have been released,
01:26:44served their sentences. But from time to time,
01:26:47there are statements about Uğur Mumcu's
01:26:51killers or the case, they write books,
01:26:54or politicians make a statement,
01:26:57and hope arises, but then it fades.
01:27:01I hope and pray that the truth will be pursued
01:27:04and this time it will not fade.
01:27:07Mr. Sertaç, in Gürdal Mumcu's statements
01:27:11to Halk TV, he said, "No matter
01:27:15what their connections are, we will do our best to expose
01:27:18them," said Justice Minister Gürlek. You also just said
01:27:22that the issue is not the perpetrators but the instigators.
01:27:26Well, will this really go as far as it can,
01:27:29to whomever it may lead, after 33 years?
01:27:32Can it progress
01:27:34that far?
01:27:37In such cases, we want it to progress,
01:27:40we are in favor of it, Ms. Gizem. I mean,
01:27:44the full operation of the law and the clarification
01:27:47of dark events in their entirety. This
01:27:50contributes greatly to the legal system,
01:27:54it brings trust. For 33 years,
01:27:57this has been the expectation of all people,
01:28:01Uğur Mumcu's friends, those who loved him.
01:28:04Uğur Abi left a vast legacy in the history of
01:28:08the Turkish Republic and Turkish journalism.
01:28:11If you try to read a bit of that legacy,
01:28:14people will see that I don't think
01:28:17Uğur Mumcu's potential killers
01:28:21or instigators are that few.
01:28:24He was a symbolic figure who fought
01:28:28intensely against crime, criminals, terrorism,
01:28:32and the September 12th era terrorism, with
01:28:35his pen alone. He brought the title of investigative
01:28:38journalism to the Turkish Republic, to Turkish
01:28:42journalism, and he is a name that has earned
01:28:45this. We cannot question Uğur Abi's
01:28:48work. Unfortunately, there hasn't been another
01:28:51journalist in the same vein to continue
01:28:54his work until today,
01:28:58that's a separate discussion. But if you
01:29:01look at Uğur Mumcu's body of work,
01:29:04Mumcu touched upon almost every issue as a patriotic
01:29:07journalist, as an investigative journalist.
01:29:11Now, can they be caught? Will the instigators be revealed?
01:29:14There is a promise made by state officials
01:29:18of that period. They called
01:29:20it a debt of honor.
01:29:22If the state sees this as a debt of honor,
01:29:26it must pay this debt of honor, Ms. Gizem.
01:29:29Sooner or later, this debt of honor,
01:29:33in my opinion, will remain suspended as long as
01:29:37the Turkish Republic exists. It has not been paid.
01:29:40Why? Because the instigators are not there. Look,
01:29:44one of those imprisoned, Abdülhamit Çelik
01:29:47and Nejdet Yüksel, wrote two books saying,
01:29:51"We did not kill Uğur Mumcu; we are
01:29:54paying the price for other things." So much
01:29:57has happened. If the state is going to take
01:30:00this seriously, regardless
01:30:03of the name, identity, or opinion,
01:30:06if the state is acting with the motive
01:30:10of protecting its citizens, protecting their rights
01:30:12to the end, it is a bit late, quite
01:30:16a bit late. But from now on,
01:30:19it must insist on protecting those rights
01:30:22because in this country, there are many people
01:30:26with different opinions who live. But the state's
01:30:29primary duty, its primary priority,
01:30:33regardless of their opinion, is to protect
01:30:36the life and property of these people.
01:30:40The unprotected people are there, Uğur Mumcu
01:30:43is there, Bahriye Üçok, Muammer Aksoy, Taner Kışlalı.
01:30:46Of course, we want what's behind them,
01:30:49we wholeheartedly want it. But from time to time,
01:30:52we see these discussions flare up and then
01:30:56die down. Now, there is an allegation from a retired
01:31:00General. We don't want to approach this with
01:31:04prejudice or prejudgment, any information or
01:31:08any authority taking this matter to its agenda.
01:31:11But we expect results as soon as possible,
01:31:15Ms. Gizem. I'll say "absolutely" and "hopefully."
01:31:18I hope that after 33 years, as the family
01:31:22and Cumhuriyet newspaper and actually every citizen
01:31:24demand, the situation can be clarified. Thank
01:31:28you very much, Sertaç, for joining us and
01:31:31for your contributions. Good broadcast, sir.
01:31:35Thank you, you're welcome. Now, speaking of these
01:31:38unsolved murders, which murder did we first
01:31:42start talking about after Akın Gürlek became
01:31:45the Minister of Justice? We started talking
01:31:49about the Gülistan Doku murder. There is a new
01:31:51development there too.
01:31:59After the expert report, two underwater divers
01:32:03were arrested for tampering with evidence.
01:32:06The investigation into the Gülistan Doku murder
01:32:10is expanding. Two underwater divers who found a note
01:32:13and scissors in the lake
01:32:14were arrested on charges of tampering with evidence.
01:32:18Meanwhile, it is alleged that the arrested former
01:32:22Tunceli Governor Tuncay Sonel had fake
01:32:25social media posts made to get the Adıyaman
01:32:28Governor to resign. The date is January
01:32:325, 2020. 21-year-old Munzur University student
01:32:36Gülistan Doku disappeared. She has not been heard
01:32:40from since that date. A new operation was
01:32:43carried out 6 years later. The missing person file
01:32:47was converted into a murder file. 28 people, including the then Tunceli
01:32:51Governor Tuncay Sonel, were arrested. Among
01:32:54those arrested is Tuncay Sonel's wife, Handan Sonel.
01:32:57On January 8, 2020, a search was conducted
01:33:01in the Uzunçayır Dam Lake to find Gülistan
01:33:04Doku. Two reports were prepared regarding the findings.
01:33:08It was alleged that a prescription belonging
01:33:11to Gülistan Doku and a paper with
01:33:14"psychological pressure was exerted on us"
01:33:18written on it were found. In another report
01:33:22prepared two days
01:33:23later, a 14 cm long
01:33:27pair of scissors was found in the same area. An expert report concluded
01:33:30that it was physically impossible for the paper
01:33:34pieces to remain intact at a depth of 14 meters
01:33:37and to be carried by the water current. Two divers
01:33:41from the Elazığ Underwater Search team were arrested
01:33:47on charges of tampering with evidence. A new allegation has
01:33:50emerged regarding Tuncay Sonel. It is claimed that during
01:33:53the February 6th earthquakes, he created public pressure
01:33:57through social media with the hashtag "Adıyaman
01:34:01Governor Resigns" in Adıyaman, where he was assigned as
01:34:15the coordinator governor, to remove Governor Mahmut
01:34:18Çuhadar from his post. It was stated that
01:34:21Sonel had his social media posts, which
01:34:25were allegedly used for his dark dealings,
01:34:28made by former police
01:34:30officer Gökan Ertok,
01:34:32who was arrested in the Gülistan Doku murder investigation.
01:34:36Additionally, there were allegations that he had
01:34:39staged videos showing some people as earthquake
01:34:43victims and made them say, "I hope
01:34:47you become governor here." The cost of having
01:34:49a diploma is increasing day by day.
01:34:53Especially at foundation universities. When we
01:34:56look at the prices, they have increased
01:34:59by 29 times in 8 years. Let's watch a news
01:35:02report, and then we will discuss it.
01:35:06Meanwhile, high inflation is changing young people's
01:35:09educational choices. We will also convey
01:35:13that detail with our news report. The most
01:35:17striking point there was this: just as we are approaching
01:35:20the end of summer and the time for universities
01:35:23to start,
01:35:28it seems that the fact that a university is
01:35:31better or that their preferred major is
01:35:35in another city does not affect
01:35:38young people's choices. Or rather, it cannot
01:35:42affect them. Their priority is to choose universities
01:35:45in their own cities. Of course, the main
01:35:49reason for staying in the city is economic
01:35:52reasons, and the cost of studying in another city
01:35:55is much higher. If Salim Ünsal is ready,
01:35:58Eren, we have news with Mr. Salim.
01:36:02Let's watch the news, then we'll talk to Mr. Salim.
01:36:05Getting an education is becoming a luxury.
01:36:08The cost of a university diploma is increasing
01:36:11exponentially every day. Foundation universities
01:36:14are among the institutions where education inflation
01:36:17is felt the most. Education expert Salim
01:36:21Münsal researched the price increases
01:36:23in foundation universities
01:36:26between 2018 and 2026. According to that research,
01:36:29the average annual tuition fee
01:36:32in foundation universities, which was 15,000 TL
01:36:35in 2018, rose to 458,000 TL
01:36:38in 2026.
01:36:41The 8-year increase in Turkish Lira
01:36:45is approximately 29 times. The sharpest increases
01:36:49were experienced in 2023 and 2024, when
01:36:52the impact of inflation was strongly felt.
01:36:55In dollar terms, the average tuition fee,
01:36:59which was approximately $2,400 eight years
01:37:03ago, has quadrupled to $9,600 as of today.
01:37:06The increasing fees have also affected the
01:37:10occupancy rates of foundation universities. The occupancy
01:37:13rate, which was 95.5% in 2022,
01:37:17declined to 72.6% in 2025.
01:37:19However, the only
01:37:23cost students face is not tuition fees.
01:37:26As the YKS preference process continues, the housing
01:37:30crisis directly affects students' choices.
01:37:34Due to soaring house rents, increasing private
01:37:37dormitory fees, and insufficient state dormitories,
01:37:40thousands of students are forced to remove
01:37:43their dream universities from their preference
01:37:46lists. Students caught in an economic squeeze
01:37:50are opting for universities in their own cities
01:37:54instead of studying outside their cities.
01:37:56Because the total cost
01:37:58of studying outside
01:38:01the city is becoming an increasingly difficult
01:38:04burden for many families to bear.
01:38:08We said that getting a university degree
01:38:10is now much more costly. The average price
01:38:13at foundation universities has exceeded 400,000
01:38:17liras. On the other hand, quotas are also decreasing.
01:38:19What does all this mean? We will discuss this.
01:38:23Education consultant Salim Münsal is with
01:38:26us. Welcome. Welcome. Hello.
01:38:29Hello. We benefited from your information
01:38:33when we were working. So I'll let you speak.
01:38:36This increase in university graduates, especially
01:38:40from foundation universities, over 8 years
01:38:44is very striking. If we also consider
01:38:47the decrease in quotas, what does this picture
01:38:50tell us? We should first state
01:38:54that the increase here is the fee determined
01:38:57for students starting their education.
01:39:00In other words, the price increases
01:39:04of universities every year, especially
01:39:07at the intermediate level, are applied
01:39:11to students under the supervision of YÖK,
01:39:14taking into account the inflation values
01:39:17in Turkey, the PPI and CPI rates.
01:39:21However, there has not been a definitive
01:39:24determination, such as "do not exceed
01:39:28these rates," for newly admitted students.
01:39:32From this perspective, when universities determine
01:39:36the prices for the students they will admit for
01:39:39the first time each year, we see that in 2018,
01:39:42the average fee for a student was
01:39:46defined as 15,817 liras. Of course,
01:39:49there are universities with higher or lower
01:39:52prices among these, but when we look
01:39:56at the overall average, we see that this
01:39:59increased to approximately 458,000 liras
01:40:03in 2026 for all programs, meaning the
01:40:07average of all 2-year and 4-year programs.
01:40:10How do we find this? We find it by dividing
01:40:13the total planned income from programs with
01:40:1650% discount, 25% discount, or full
01:40:20tuition by the number of students admitted
01:40:22by these universities. This is the value
01:40:26that emerges. Of course, among these, there are
01:40:30also approximately 10-15% students who are admitted
01:40:34without any tuition fees. These are also included
01:40:37in the total number of students. When we look at all
01:40:41these, yes, universities generally tried to maintain
01:40:44a general balance in prices until
01:40:482021-2022. Especially from the periods
01:40:51when the economic crisis started, they did not
01:40:54go for a very rapid increase for a certain
01:40:57period. But with the pandemic, a very
01:41:00strong increase occurred, especially in 2023
01:41:04and 2024. For example, in 2023,
01:41:07there was a sudden increase of 130%
01:41:11or even 131%, while in 2024,
01:41:13this increase rate was 119%.
01:41:16Last year, the reason for these increases
01:41:20was that in 2022, with the removal of
01:41:24the threshold application in university entrance
01:41:27exams, a large number of students entered
01:41:31the system. This high number of students naturally
01:41:34had a positive impact on the occupancy rates
01:41:38of foundation universities. Even though prices increased
01:41:42so much, when the number of students suddenly
01:41:45increased from 2.5 million to 3.5 million,
01:41:49foundation universities reached occupancy rates
01:41:52of almost 95-96%. However,
01:41:56in the last two years, especially
01:42:00since 2024, the number of applicants
01:42:03has dropped back to the levels of 2020-2021,
01:42:06meaning a decrease to 2.5 million again.
01:42:09This naturally caused the occupancy rates
01:42:13to drop from 87% to 77% last year.
01:42:16This year, we expect them to fill their
01:42:19quotas with an occupancy rate of 70-75%.
01:42:23Of course, when we look at the prices,
01:42:25when we compare the initial prices with today's
01:42:29prices, we definitely see a very noticeable
01:42:33and proportionally high increase. However,
01:42:36when we look at the current figures and
01:42:39the pricing policies and fees of other
01:42:42educational levels, it is also a fact
01:42:46that there are not many abnormal figures.
01:42:49That is, today, when we look at preschool
01:42:53and primary school levels, in an environment
01:42:56where students are admitted to schools for approximately
01:43:001 million to 1.5 million liras, being able
01:43:03to study a bachelor's or associate degree
01:43:07program at a university for an average of
01:43:11458,000 liras still shows us the fact
01:43:15that these universities are still trying to
01:43:18show a certain resistance regarding prices.
01:43:22From this perspective, we can say that
01:43:25the prices may be very high, but they
01:43:29have not exceeded very rational values.
01:43:33Naturally, the increase in prices negatively
01:43:36affects the preferability of foundation universities.
01:43:40When we look at it, approximately 18% or
01:43:4419% of the quota distributions in Turkey
01:43:47belong to foundation universities, and 81%
01:43:50or 82% belong to state university quotas.
01:43:53That is, if we admit 100 students, 82
01:43:56of them are at state universities, and 18
01:44:00are at foundation universities. However, when we look
01:44:03at preferences, only nine out of
01:44:07every 100 students prefer foundation universities.
01:44:10The remaining 91 students only include state universities
01:44:14when they accounted for all these, they could actually
01:44:18maintain a balance with foundation universities until last
01:44:21year and the year before, but for the last 2-3 years, as foundation
01:44:25universities significantly increased their prices, this
01:44:28naturally led to a shift
01:44:31in balance towards Anatolia in that sense, but
01:44:35still, students prefer to settle and
01:44:39study in universities in their own cities more predominantly. We
01:44:42observe this trend more widely in recent years, especially
01:44:46compared to the 2010s, the tendency to study in their own
01:44:50cities. Education consultant Salim Ünsal, thank you very much for your
01:44:53participation and for the information you shared. You're
01:44:56welcome, have a good broadcast. Thanks, take care. Now,
01:45:00let's continue with a university student, Rojin
01:45:03Kabaiş. You know, her death has still not
01:45:06been clarified. Mobile phone.
01:45:10"could not be broken, could not be entered, information could not be accessed, the
01:45:13phone first went to Spain, then to China, neither country
01:45:17could help with this, now the phone has been sent to an
01:45:20expert committee in Mersin again. Let's see if there will be
01:45:23any results. Let's look at the
01:45:28details. Rojin Kabaiş's lawyer Abdurrahman Karabulut argued
01:45:31that Van Governor Ozan Balcı and Van Yüzüncü Yıl University
01:45:35Rector Hamdullah Şevli should resign from their duties. He also
01:45:38stated that the file was sent to a special expert committee
01:45:42for examination.

01:46:54to our client, especially Nizamettin Kabaiş's statement,
01:46:57during the autopsy, there was pressure from the Governor

01:47:36to specifically state that there is no final court
01:47:40decision on these matters and that the presumption

01:48:00the esteemed governor and the esteemed rector
01:48:03must resign
