00:15:37three-quarters, or approximately 60,000 of these complaints
00:15:41are usually complaints that are not feasible or
00:15:44legal, or the citizen is looking for a right that you specify,
00:15:48for example, a multi-billion dollar loan, for example, they want a job,
00:15:52they have demands, or it's not in the administrative system's
00:15:55domain, it's a security issue. For example, they have some demands
00:15:59that we cannot fulfill. This causes us to guide
