00:00:25In the name of God, the Most Gracious, the Most Merciful. Dear viewers, good morning. Welcome to the
00:00:297 o'clock news section. The Minister of Agriculture announced the settlement of
00:00:3395% of wheat farmers' demands and said that the remaining
00:00:3720 trillion Tomans will be paid soon.
00:00:41Mr. Nouri, stating that this year's agricultural production
00:00:44fully meets domestic needs, said that imports are
00:00:48still ongoing. The head of the Wheat Farmers Foundation also announced
00:00:51a historical record in wheat production with 14.5
00:00:55million tons, all of which was produced domestically.
00:00:58The Minister of Communications and Information Technology,
00:01:04during a visit to one of the postal centers on the occasion of World
00:01:08Post Day, said that the development of smart infrastructure and the use of
00:01:12new technologies pave the way for improving productivity and enhancing
00:01:15service delivery to the people.
00:01:18In the discussion of smartening
00:01:21the national postal company, this reliance on the private
00:01:25sector was specifically put on the agenda.
00:01:28And in a number of services that
00:01:32have been established and initiated in the last year or two,
00:01:35it has practically happened
00:01:39with reliance on the private sector's capacity and the purchase of services
00:01:42by the national postal company, and we are truly
00:01:46witnessing that it has made the space
00:01:49different, it has facilitated the transfer
00:01:52of knowledge, and in fact, ultimately,
00:01:55it has led to an increase in the quality
00:01:57of services.
00:02:00The country's largest petrochemical reactor was designed and built
00:02:04in Shiraz by Iranian engineers. Foreign companies had quoted
00:02:08a price four times higher than the Iranian
00:02:12petrochemical industries for the construction of this reactor.
00:02:15The massive petrochemical reactor, which only three companies in the world
00:02:18have successfully built, was built in Fars province. Undoubtedly,
00:02:22it is one of the most demanding pieces of equipment in petrochemical complexes
00:02:26that has been built so far. The design and construction of this reactor, which was
00:02:32carried out by engineers and specialists of our country,
00:02:36by engineers we have, all of whom are graduates of our country's
00:02:39universities, is done, and the experience
00:02:43and standards that we have also help us to build such
00:02:47equipment. This reactor, which is used
00:02:50for the production of polymer in chemical industries,
00:02:54is going to be installed in one of the petrochemical companies.
00:02:57After its installation, the production of
00:03:00polymer in the country will experience
00:03:04a very good transformation and we will have an increase in production
00:03:07in this area. The process of constructing the body of this reactor, which is made
00:03:11of steel plates with high thickness, was carried
00:03:14out by a massive bending machine, and this machine
00:03:18is only available in Fars in the Middle
00:03:20East. We have the largest rolling machine in the Middle East,
00:03:24which can roll up to 310 millimeters
00:03:27in thickness. In this particular reactor, due to
00:03:31a cone and a reducer with high thickness, this special
00:03:34equipment was also needed. In previous years, foreigners had fleeced
00:03:38Iranian petrochemical companies for the construction of this reactor.
00:03:42This equipment's
00:03:45previous purchase documents
00:03:49were available and its cost was about four times
00:03:52what has been built in Iran today.
00:03:56Now, not only have we acquired the knowledge to build this heavy equipment,
00:04:00but we also build this equipment for foreigners. We have worked for
00:04:04Oman, we have worked for Azerbaijan, we have worked for
00:04:07Turkey, and it has also created sustainable
00:04:10employment for our country's youth. The total workforce is approximately
00:04:145700 people, 220
00:04:17people are currently employed in Fars, and we are
00:04:20now recruiting 228
00:04:24people. The construction of this reactor took 14 months.
00:04:27This 500-ton reactor will be installed in the relevant
00:04:30petrochemical plant in about four months.

00:04:40The Central Bank announced that any online gold buying and selling
00:04:44services by credit institutions and banks, and through
00:04:47digital units, are strictly prohibited. According to the Central Bank's statement,
00:04:51if these services are provided, supervisory and disciplinary actions will be
00:04:55taken against the credit institution and its responsible managers.
00:04:59The Central Bank, emphasizing that online gold buying and selling
00:05:03by banks undermines the implementation of its supervisory control policies,
00:05:06announced that conducting multiple and online transactions
00:05:10increases the risk of money laundering and bypassing supervisory
00:05:13systems.
00:05:17A Pew Research Center survey shows
00:05:20that Trump's popularity has fallen to an unprecedented low.
00:05:24According to the survey, the US President's popularity has plummeted to 30%,
00:05:28which is the lowest level during his presidency.
00:05:31The survey says 77% of Americans are dissatisfied with the state of the country.
00:05:35According to this report, even Republicans' satisfaction
00:05:39has fallen from 65% at the beginning of Trump's second term
00:05:42to 39%. The Pew survey on the
00:05:46Iran war also shows that only about one-third of Americans
00:05:50approve of Trump's management in this war.

00:05:57Seven Palestinians were martyred in Israeli regime attacks on various areas
00:06:00of Gaza. Hospital sources in the Gaza Strip announced that the Israeli
00:06:04regime army's fighter jets, continuing to violate the ceasefire, bombed
00:06:07areas in the north, center, and south of the Gaza Strip, which resulted
00:06:11in the martyrdom of seven people and the injury of several others.
00:06:15Local sources also reported a drone attack by the occupying army
00:06:18on the Yaffa area east of Gaza City. Zionist
00:06:22settlers also attacked Palestinian farmers in various areas of the West
00:06:25Bank who were harvesting their olive trees,
00:06:29abducted seven Palestinians, and injured at least
00:06:32four of them.

00:06:38Milk distribution in schools will begin soon. Spokesperson for the Ministry of
00:06:41Education.
00:06:46For the first time, before the start of the school year, it was sent
00:06:50to the provinces, and the government has allocated more than 15
00:06:54trillion Tomans for it.
00:06:56We sent the circular to the provinces. The dear governors have been
00:07:00authorized to actually
00:07:03procure milk from the provincial milk factories and producers.
00:07:07I mentioned that the budget has been secured by the Headquarters.
00:07:10The Market Regulation Headquarters
00:07:14has entrusted the pricing of milk in each province, considering
00:07:17the distance, quantity, and production capacity of each province,
00:07:21to the respected governors and provincial education
00:07:25directors. We hope that before the end of Mehr,
00:07:28we will start in some provinces, but in Aban,
00:07:32God willing, there will be a widespread and extensive start.

00:09:39kind eyes. Stay with us until 8 AM.
00:10:12For a lifetime,
00:10:16every night,
00:10:17I waited for you.
00:10:21I remained waiting.
00:10:27Maybe one night
00:10:29you will come.
00:10:32Alas, alone,
00:10:34alone,

00:11:38Good morning. Thank you for watching the news channel's programs,
00:11:41especially the morning program "Hello Reporter". We want to start
00:11:45today's morning program with housing.
00:11:48The housing monitoring meeting, which is a sub-meeting of
00:11:51the Supreme Housing Council, will
00:11:55begin and be held
00:11:59in an hour. We want to talk
00:12:01about this meeting with Mr. Farhadzadeh, Director General of Planning
00:12:05and Monitoring of Housing Plans of the Ministry of Roads
00:12:09and Urban Development, who is with us in the studio. Mr. Farhadzadeh, hello
00:12:12to you. Hello to you,
00:12:16and to the esteemed viewers. I am at your service. Thank you. These
00:12:19housing meetings are held every week.
00:12:23Could you please tell us what the agenda will be this week? Yes, as you
00:12:26mentioned, without exception, every
00:12:30week, with the presence of the high-ranking official of the
00:12:33Ministry, the Deputy Minister, the Director General of Roads
00:12:36and Urban Development, and subsidiaries such as the Housing
00:12:39Foundation and new cities, weekly monitoring
00:12:43meetings are held on housing issues. This week,
00:12:46the first agenda item is the opening projects
00:12:49for Mehr and Aban. Regarding their construction
00:12:52and infrastructure, we
00:12:56are trying to reach the overall opening
00:12:59schedule that we have.
00:13:01Previously, it was usually held during Government Week
00:13:05and Fajr Decade.
00:13:08The Ministry has now planned to have opening programs
00:13:11every month, meaning we try to have opening
00:13:15programs every month so that we can deliver
00:13:19the units to the people. Approximately 30
00:13:22thousand units are planned for Mehr and Aban, 12 thousand for Mehr.
00:13:35Due to the fact that people have registered over the years,
00:13:39made contributions, and the projects are actually
00:13:43progressing so far, we try to have
00:13:46an opening program every month, God willing.
00:13:50How many people are still waiting to receive housing
00:13:53from this plan? For the National Housing Plan,
00:13:57we had about 850,000 applicants
00:14:00registered from 2020 and 2021.
00:14:03Until a total of
00:14:06643 complexes, 20 thousand
00:14:09units were completed from this plan,
00:14:12and about 130 thousand
00:14:15more units have been completed during these two years
00:14:19and have reached the opening stage, and this process
00:14:22continues. We are trying to bring this plan to fruition
00:14:26with more speed, including that about 130 thousand
00:14:29units have been considered for the second half
00:14:33of the year. In total, the infrastructure
00:14:36for this plan for these opening programs, these
00:14:40130 thousand units, about 60% of it has been completely
00:14:44done, meaning the main and secondary infrastructure
00:14:47networks have been done. The construction operations
00:14:51of these 130 thousand units have reached an average of 84.4%
00:14:55physical progress today,
00:14:58and we hope that, God willing, by the end of the year,
00:15:02we will be able to deliver the units to the people.
00:15:05God willing, regarding rental housing, you also said
00:15:09that it is one of the very important plans that is being
00:15:12implemented in the Ministry of Roads and Urban Development, but
00:15:16various news reports indicate that it is caught up
00:15:20in contract disputes. Could you please tell us what the problem
00:15:23is, where the bottleneck is, and when, God willing, it will reach the applicants?
00:15:27In any case, the discussion of rental
00:15:30housing is a new plan that was planned
00:15:33by the government. The National Housing Plan, as mentioned, started in
00:15:372020. It is still
00:15:40in the process of being promoted
00:15:44and delivered. The issues in the housing sector
00:15:47take time for construction and so on. In the rental
00:15:51sector, praise be to God, this Article 6 plan that was considered
00:15:55was like housing
00:15:58for young couples' housing,
00:16:01and praise be to God, in terms of construction, the number of units
00:16:05for which we held registration calls, their construction
00:16:09and equipping operations are generally completed,
00:16:12except for two provinces where we held
00:16:15the registration call at the end, during Government Week.
00:16:18Which two provinces? Tehran and Razavi Khorasan, and their
00:16:22construction is also finished; they are in the equipping stage. The rest
00:16:26of them, you are aware that we practically had registration
00:16:30calls from July. I think
00:16:33more than 90% of the units are now ready,
00:16:36and
00:16:53the province and our dear ones in the provinces are currently attracting private sector agents who will actually
00:16:57deliver these units to the people and receive
00:17:00them. The maintenance of these units
00:17:03is by these agents. This action has been taken.
00:17:41With the presence of the governor, who will hand over the keys to the people, or some other provinces, so practically, the process
00:17:44will, God willing, be implemented from the end of October.
00:17:48We will witness its implementation.
00:17:51What about the National Land Window?
00:17:55I would like to say a couple of things, lest I forget,
00:17:58regarding the monitoring meetings. Yes, today's
00:18:01monitoring meeting, as mentioned, one of its topics is the openings
00:18:05in Mehr and Aban. Another topic
00:18:20is that, considering the increase in the loan
00:18:22ceiling of 850 million Tomans for each
00:18:25unit, we can have
00:18:28a significant share of this funding provided by the banking system.
00:18:31Perhaps about 60% of our opening projects involve
00:18:35Bank Maskan.
00:18:37This plays a crucial role. We thank the banking system
00:18:41and also request that, God willing, they participate
00:18:45in this with greater speed. Currently, 42,000 units
00:18:48of these projects have been contracted. Given that something like
00:18:5230,000 units of these projects do not need
00:18:56this loan, and people were able to secure funding with
00:19:00the previous loan, God willing, the banking
00:19:03system will help with the remaining 60%.
00:19:06In addition to the banking system,
00:19:10another part of the assistance is the decile assistance that the Ministry
00:19:14is providing. Our dear people should be aware that, so
00:19:17far, about 7 trillion from the National Land
00:19:21and New Cities Organization has been funded to help the first
00:19:25to fourth deciles of applicants and those who
00:19:27have limited financial ability.
00:19:31Our prediction is that we will be able
00:19:34to secure another 7 trillion in funding.
00:19:38The approved ceiling
00:19:40of 11. We are trying to further increase the ceiling
00:19:44so that people face less pressure. We are helping
00:19:48with 5 trillion from the National Housing Fund,
00:19:51interest-free loans of 200 million. Those previous loans
00:19:54that I mentioned, the decile assistance, are also 15-year interest-free
00:19:58loans. Their repayment
00:20:01only comes down to the point that people themselves, God willing,
00:20:04must help so that we can complete this plan
00:20:08in these difficult economic conditions that we all know.
00:20:12This movement that has now reached 84% for these
00:20:15projects, its completion requires more and more public
00:20:19participation. Of course, thank God, there has been very good
00:20:22participation from the people, builders, banking
00:20:25system, and service providers. In September,
00:20:29we were able to secure 9 trillion in funding for infrastructure
00:20:32in the second half of the month. A good movement has also taken
00:20:36place in infrastructure. If people have good participation,
00:20:39we can be hopeful that these units will reach
00:20:43the stage of opening and delivery, and people
00:20:47will become homeowners and be able to use them. Well, the question
00:21:00is that due to the reverse migration that the legislator
00:21:03has also included in the seventh development plan, and rightly so,
00:21:07the migration from villages to cities and from cities to metropolitan
00:21:11areas, we have reverse migration in rural areas, in 1400 villages,
00:21:15about 200,000 to 230,000 units of land have been provided,
00:21:18and registration is still open on the system. In addition
00:21:22to that, in small and medium cities, and in
00:21:25lands with suitable and limited scale, planning is also underway,
00:21:29and we are conducting registrations on the system on a case-by-case
00:21:33and aggregated basis. God willing, thank you very much, Mr. Farhadzadeh,
00:21:36Director General of Planning and Monitoring of Housing of the Ministry of Roads
00:21:40and Urban Development, who came to the News Channel studio. Dear
00:21:43viewers, the demonstration
00:21:46of power and unity in the Jan Fada
00:21:49maneuver in Birjand will also be held today. Let's go
00:21:53to South Khorasan and join my colleague,
00:21:56Ms. Habibi Moghadam. Hello to
00:21:58you.
00:22:07Hello to you, dear colleague, and to the great
00:22:10and noble nation of Iran. I am speaking to you
00:22:14from Birjand, where after 224
00:22:17nights of nocturnal gatherings and the insightful presence
00:22:21of people in the streets, today the grand
00:22:24Jan Fada maneuver will be held at 2 PM
00:22:28with maximum public participation. The location of
00:22:31this maneuver will be from Janbazan Square to Qods Square
00:22:35in Birjand, and all walks of life,
00:22:38all ages, all guilds and businesses,
00:22:41various professions, women and
00:22:45men, Shiite and Sunni, will together
00:22:48today shout the anthem of steadfastness and
00:22:51protection of our dear Iran. The people of
00:22:55Birjand, in addition to the people of Birjand,
00:22:59in four other cities, will also have the Jan Fada
00:23:02maneuver today. Zirkuh, Nehbandan, and
00:23:06Qa'en. The people we spoke to about this maneuver
00:23:09said it is very important and our presence
00:23:13is valuable. We will show
00:23:16that we are followers of the Velayat-e
00:23:19Faqih, the Islamic Republic of Iran,
00:23:22and will preserve the territorial integrity of Iran.
00:23:25Thank you very much for the time
00:23:28you gave me. Thank you very much,
00:23:31Ms. Hamid Moghadam, reporter of IRIB News Agency, for
00:23:35the explanations you provided and about the Jan
00:23:38Fadayans maneuver in Birjand, a maneuver that will be
00:23:42held with the presence of 30,000 Jan Fadayans in this province.
00:23:45Thank you very much. I bid you farewell.
00:23:49But before
00:23:55the silent war crime that is related
00:23:58to environmental, legal, and
00:24:02human rights issues, the various dimensions of which will be
00:24:05examined in today's conference, and we are also hosting
00:24:09Mr. Khorsand, Head of the International Affairs and Conventions Center
00:24:13of the Environmental Protection Organization, in the studio. Mr. Khorsand, hello
00:24:17to you. Hello and good morning. I extend my greetings
00:24:20to my dear compatriots and your good colleagues.
00:24:24May you live long. Thank you very much for accepting our invitation. On
00:24:27the occasion of this conference, we want to review the destructive
00:24:31effects that the imposed war has had on our environment,
00:24:34especially since last year, a year and a half ago,
00:24:38these two wars, especially the 40-day war,
00:24:42have had more significant impacts
00:24:46on the environment. Yes, you see,
00:24:50both during the 12-day war and afterwards,
00:24:53and during the 40-day
00:24:56war and
00:24:59its continuation even today, as
00:25:03the aggressive presence of the United
00:25:06States army in the region exists,
00:25:09the dark record of this country, as well as the Zionist
00:25:13regime, has been present for many years
00:25:16in various parts of the world, and especially in our region.
00:25:20Its ominous shadow exists,
00:25:23and alongside all the crimes they commit,
00:25:26the planned, systematic,
00:25:29and deliberate destruction of the environment
00:25:32is also part of the record of these two regimes and these two countries.
00:25:36The esteemed head of the organization
00:25:40has repeatedly used a term in his speeches
00:25:43called "ecocide" or "war crime" on the scale
00:25:46of "genocide" which is human extermination.
00:25:50We have tried to pursue and establish this term
00:25:53in the world, and it exists, especially the actions
00:25:57of the Zionist regime in Palestine
00:26:00and Lebanon for many
00:26:02years have supported and, in fact,
00:26:06reinforced this concept. There is a saying that
00:26:09the environment is the silent victim of wars.
00:26:13It is true that it is the silent victim of wars, but
00:26:16this silence does not mean that its effects are not
00:26:20severe and that its effects are more lasting
00:26:23and much more long-term than
00:26:25other parts
00:26:28and effects for future generations and for future generations.
00:26:31You see, within the framework of international
00:26:34law, which its main pillars have been violated
00:26:38by the United States at the beginning of this
00:26:40aggressive war, protocols exist under the four
00:26:44Geneva Conventions, especially Protocol I, Articles 35
00:26:47and 55, which basically state that actions during
00:26:51armed conflict that have long-lasting
00:26:55and also irreparable or
00:26:58very difficult to repair effects on the environment are war crimes.
00:27:03We have a series of such behaviors in the record
00:27:07of the United States army and the regime. You see,
00:27:10the widespread use of white phosphorus in Gaza. Now,
00:27:14environmental experts say that parts of Gaza will forever
00:27:18lose their natural livability
00:27:21and even vegetation. And all these actions
00:27:25that you mentioned, and the documents and evidence that you referred to,
00:27:28have also been collected for our own country, to this point.
00:27:32And also in our country, you see, targeting fuel depots
00:27:36around a populous city like Tehran is a clear
00:27:39war crime, with the same definition
00:27:42and the same dimensions, meaning
00:27:45long-term environmental effects.
00:27:49The Environmental Protection Organization, over the past year, with
00:27:52the outlook of COP climate change, COP 31 climate change,
00:27:56which will be held in Turkey next month, and also
00:27:59the mechanisms that exist under the UN Human
00:28:03Rights Council, has prepared nearly 130
00:28:06documented UPR reports with
00:28:09the same standards, regarding the events
00:28:13that occurred against us during the imposed
00:28:16war. And while we have repeatedly
00:28:20taken this position and said that we do not trust international
00:28:24mechanisms, if they were to properly perform
00:28:27their functions, this aggression should not have started. However,
00:28:31this is our right, the right of our nation, to
00:28:35use all available capacities, and one of these capacities
00:28:38is to record these crimes and pursue them
00:28:41with the same standards that exist in global frameworks.
00:28:45Today's conference, with the presence of the esteemed head of the organization,
00:28:48the esteemed Minister of Foreign Affairs, the Head of the Atomic
00:28:51Energy Organization, and the UN Resident Coordinator in Tehran,
00:28:55will unveil this report and, God willing,
00:28:58announce their follow-up program in international forums.
00:29:01How can these be changed and pursued? Now, in particular,
00:29:05you mentioned some examples regarding the impacts
00:29:08of oil storage facilities being hit
00:29:12in Tehran during the 40-day war, and of course in the maritime
00:29:15sector, where we now have the Battle of Hormuz, which has
00:29:19very severe environmental effects. For example, mangrove
00:29:23forests are one of the unique
00:29:25natural examples, where widespread
00:29:29oil spills have exposed the roots of these trees.
00:29:40As I said, we have a mechanism of the Human Rights Council,
00:29:43which, incidentally, has finally condemned
00:29:46the crimes of the United States. It has recorded the Minab crime
00:29:50as a war crime, and there,
00:29:53and also, as I said, at the important COP
00:29:57climate change forum in Turkey next month, we also
00:30:01intend to bring this to light with all our capacity,
00:30:04and to pursue it through the convention and mechanisms
00:30:07of which we are a member, and in any case, the Islamic
00:30:11Republic is part of those mechanisms, and we are entitled to
00:30:14use the facilities that those mechanisms provide us.
00:30:18Thank you very much, Mr. Khorsand, Head of the International Affairs
00:30:22and Conventions Center of the Environmental Protection Organization, who came to
00:30:25the News Channel studio. I am also very grateful to you, dear viewers,
00:30:29for accompanying us.
00:30:43In the name of God, I extend my greetings and good morning
00:30:46to you, esteemed viewers of the News Channel. You are
00:30:50with the 7:30 news section. The Tehran
00:30:53Municipality's "Eyesight" plan has so far been deposited
00:30:57for mothers of 34,000 Tehran-born babies.
