00:03:05Welcome to this hour's news broadcast. As the weather gets colder
00:03:08in various parts of the country, the issue of
00:03:11gas consumption is gradually becoming serious. Authorities
00:03:15must, on one hand, provide heating for homes, and
00:03:18on the other hand, ensure the gas supply
00:03:22for our country's industries. To review the latest situation of
00:03:25production and, of course, consumption management and the challenges ahead,
00:03:29we have invited Mr. Tavakkoli, Deputy Minister of Oil and Managing
00:03:32Director of the National Iranian Gas Company. Hello to you.
00:03:36I extend my greetings and respect to you and all
00:03:39production staff and dear viewers. May you be well.
00:03:42Thank you for accepting our invitation. Well, we haven't experienced
00:03:46severe cold yet, but
00:03:49there is talk that in managing
00:03:53gas consumption, we should take savings
00:03:56more seriously. Can you tell us how much gas we produce? Look, by
00:04:00the grace of God, despite the fact that this year, approximately
00:04:0313 to 14 percent of the gas
00:04:07imported was less, but
00:04:10during this period, the amount of gas we delivered
00:04:13to power plants was almost the same
00:04:17percentage as last year. All industries that
00:04:21needed fuel were supplied with fuel,
00:04:25and also regarding small industries
00:04:28and, so to speak, businesses with very
00:04:31little capital but high
00:04:35returns and many employees, we even had a
00:04:38billion cubic meters increase in delivery. But what is at issue
00:04:42is that considering the damage that occurred on
00:04:46November 27th to the four refineries in Assaluyeh
00:04:49by the American-Zionist enemy,
00:04:52at that time, 230 million of production was lost,
00:04:55and by the grace of God, with the efforts of all colleagues, we compensated
00:04:59for it. About 100 million of it will be compensated before the cold season,
00:05:03but 130 million will be added to the past imbalances.
00:05:07If I want to give you brief information,
00:05:10it is that, by the grace of God, we have completed all major repairs,
00:05:14reliable actions regarding network stability,
00:05:18and all the work that needed to be done in refineries, in
00:05:22the transmission network, and booster stations, and in the distribution sector.
00:05:25We hope that, God willing, with very good preparation,
00:05:29according to the plan, we will enter the cold season. God willing, what should we do
00:05:32for the imbalances? What have you done? What should
00:05:36we, as consumers, do to be able to help
00:05:40prevent these imbalances, especially for the northern provinces
00:05:43that are at the end of the gas
00:05:47chain, from creating fewer problems? Look, regarding what
00:05:50actions the National Iranian Gas Company has taken, the National Iranian Gas
00:05:54Company's duty is to ensure the
00:05:58gas supply chain
00:06:00is stable and reliable. On the other hand, in the
00:06:04discussion of reconstruction and debris
00:06:06removal and bringing back 100 million cubic meters of this lost
00:06:10gas, we made all our efforts,
00:06:13and perhaps records were set that are not relevant now. So, regarding
00:06:16network stability, preparedness for major
00:06:20repairs, and also
00:06:23regarding the restoration of gas
00:06:26supply, we have taken our actions.
00:06:29In addition, considering that we have approximately 11
00:06:33scattered provinces and three
00:06:36of these 11 provinces are relatively
00:06:40completely affected by gas shortages,
00:06:43we tried to maintain better stability for the
00:06:47remaining eight provinces by changing the arrangement and technical and
00:06:50process measures. How? Look, for example, let me explain. For example, in
00:06:54one of these provinces, an axis was affected.
00:06:57Well, naturally, the country's
00:07:01gas network is like the blood circulation
00:07:04of our body. With the term we use, by changing the process, by the bypasses
00:07:08we created, by the lines and connections, and also different operational
00:07:12arrangements, we try to maintain
00:07:16that area stably. But due to
00:07:20the decrease in gas compared to previous years,
00:07:23which is the same 130 million that has been added
00:07:26to the imbalances in previous years, exactly. That is, in
00:07:30previous years, at the peak of consumption, we even had
00:07:33250 to 300 million cubic meters
00:07:36of imbalance on some days.
00:07:39Due to this imbalance,
00:07:43naturally, for the provinces, what we have done
00:07:47is that the amount of gas we delivered to power plants was more,
00:07:50and our colleagues in another sector have good reserves
00:07:54in power plant
00:07:57fuel tanks. They predicted that power plant
00:08:00fuel would be needed. Now, will these 11 provinces, especially the three provinces
00:08:04you mentioned, face problems with tension?
00:08:07Maybe not only that, but also considering that the entire
00:08:11gas network and electricity network are managed integrally,
00:08:15and if, God forbid, there is a shortage of electricity or if gas becomes
00:08:18unstable, it depends on the amount of integrated
00:08:22fuel throughout the country, but with priority to
00:08:25the northern provinces, because our three northern provinces are facing
00:08:29more tension. In addition to the northern fluctuations you mentioned,
00:08:33they are Gilan, Mazandaran, and North Khorasan. North Khorasan,
00:08:37Mazandaran, and Golestan. Fortunately, from the beginning of this
00:08:41incident, very good meetings were defined
00:08:44within the framework of consumption management in the governorates themselves.
00:08:48The National Iranian Gas Company came and developed all the
00:08:52scenarios and all the executive schedules, both
00:08:55related to matters for which the National Iranian Gas Company is responsible
00:08:59for readiness and response, and related to other external
00:09:03agencies, of which, naturally, one of the important parts
00:09:06is the supply of alternative fuel. And our prediction is that in
00:09:10the northern provinces, these actions have been carried out
00:09:14by the governorates and provinces in the best possible way.
00:09:17But what we have in mind is that the consumption of
00:09:21the great people is essentially a security for
00:09:25other consumers. In fact, that is one of the leakages,
00:09:28one of the losses. Let me use the word "loss" if you
00:09:32allow me. Look, we know that the intensity
00:09:36of energy consumption, it doesn't matter whether it's electricity, gas, or other
00:09:39factors, in our country, we are ranked first in the world. I
00:09:43have repeated this many times. A study has been conducted in 170
00:09:46countries over 20 years.
00:09:50Among these 170, six countries
00:09:54have increased their energy consumption intensity,
00:09:57and perhaps the first country was Iran. And naturally, we
00:10:01must accept that regarding energy,
00:10:05our sensitivity is very low. Now, what actions
00:10:09should people take regarding gas? Look,
00:10:13standard gas consumption at temperatures of 18 to
00:10:1621 degrees is considered efficient. We have a campaign called
00:10:20"20 out of 20." We give "20 out of 20" to those
00:10:23who truly set their thermostats at 20 degrees
00:10:27at home and in any environment they live in. This
00:10:30is also confirmed by international health standards,
00:10:33and it's interesting that other so-called
00:10:37developed countries also base
00:10:40their actions on this number. So if we
00:10:44say 20, the number 20 you mentioned, it will be
00:10:47more understandable for each of us,
00:10:51and we can adjust the temperature where we are,
00:10:55at home. Now, since we haven't reached the cold season yet,
00:10:59what can we do to allow you to save more? When you
00:11:03save, you can experience less imbalance.
00:11:06Look, out of
00:11:09100 units of gas consumed in
00:11:13households, between 70 and 80 percent, according
00:11:16to statistics, is spent on heating the environment. Well, this
00:11:19environmental heating, if it happens with
00:11:22high-efficiency equipment, naturally reduces
00:11:26gas and energy consumption. If
00:11:30sealing is done, this number is clear.
00:11:33If there are double-paned windows, if
00:11:37thick curtains are drawn, if the boiler room
00:11:40is adjusted, or, so to speak, if the package
00:11:44is adjusted between 55 and 60 degrees
00:11:47Celsius. Look, we believe that
00:11:50the consumer, without their comfort
00:11:54and well-being being affected, should reduce
00:11:57their gas consumption or, so to speak, be at the
00:12:01optimum or optimal point.
00:12:04So, these small measures: sealing,
00:12:08closing cooler vents,
00:12:11adjusting between 55 and 60 degrees Celsius
00:12:15in packages, drawing
00:12:18down curtains, placing
00:12:22heaters at arm's length. And if I want to tell
00:12:25you in numbers, at peak consumption, if
00:12:29every home reduces its
00:12:32consumption by 1 degree Celsius, it will be equivalent
00:12:36to a phase of Assaluyeh, meaning 25
00:12:40million cubic meters of help to the gas
00:12:43network. Another issue is gas
00:12:47theft, which we have been hearing news about
00:12:50for some time, that thousands of
00:12:53unauthorized gas connections have been identified in some
00:12:57provinces. But what is the reason for this, and how are you
00:13:01dealing with it, and how much is this stealing urban gas
00:13:04and causing us more problems and
00:13:07imbalances? It will definitely increase
00:13:10the imbalance. The reason is that the highest
00:13:14gas theft occurs in areas that are not
00:13:17connected to the urban fabric at all. That is,
00:13:20some people have gone to some centers and
00:13:24places for themselves as squatters,
00:13:27and at peak consumption, for example, where do they do this?
00:13:31Yes, around big cities, for example, in Tehran itself,
00:13:35in some cities, even Damavand,
00:13:39Firuzkuh, Malard,
00:13:42and big cities,
00:13:44and in some other provinces like Alborz
00:13:48province, in areas that naturally have
00:13:51good weather, and these are not part of the
00:13:55urban fabric at all, meaning they are not
00:13:58even in the rural fabric. They are outside
00:14:02the master plan. And naturally, this should have
00:14:06happened that in cases where
00:14:09these violations occurred, they would have been reported.
00:14:13But anyway, as soon as we identified some of them,
00:14:17from various sides, by measuring data, that is, the amount of gas
00:14:20we give to that province is known in our dispatching
00:14:23system, monitoring, and the amount
00:14:26consumed. The difference is clear, meaning based
00:14:29on measurements from existing meters and from amounts
00:14:33outside the meters, so to speak, these are thefts from the network. But
00:14:37it's difficult, Engineer, because electricity, for example, when an
00:14:40electricity connection is stolen, it's a wire, you pull it, and it's gone.
00:14:44But for gas, you have to lay pipes, and they can't
00:14:48do that easily, because the number you mentioned, 3
00:14:51percent of production, is a significant number. Yes,
00:14:55this number is an estimate, but
00:14:59our prediction is that some of these individuals who lay these connections
00:15:02must have an executive background in gas
00:15:06company contracting. Another issue that is very serious now,
00:15:09both for electricity and gas, is the issue
00:15:12of cryptocurrencies. Cryptocurrencies either steal
00:15:16from the electricity network or from the gas
00:15:19network. We even had the largest cryptocurrency mine
00:15:23discovered so far in Eshtehard,
00:15:26with 362 cases of cryptocurrency,
00:15:30which naturally used
00:15:32our network, the term we use, the distribution
00:15:36network, the gas distribution
00:16:07network. Even that point also had a leak.
00:16:11Then it had two emergency power generators,
00:16:15generating electricity, and naturally, through the internet
00:16:19it consumed, with these cryptocurrencies for
00:16:23producing cryptocurrencies and miners they used. I want
00:16:26to say this: if subscribers and even
00:16:28the honorable people of Iran encounter a problem, it's
00:16:32not an issue. They have even foreseen that there are some places
00:16:36where gas theft is likely. They can call our emergency
00:16:40number 194 and report it. Our colleagues
00:16:43will definitely investigate and take action. The way to deal with
00:16:47these offenders is to file a judicial case,
00:16:50and judicial and legal action will definitely be taken against them.
00:16:54Does this judicial and legal action that you mentioned have the necessary
00:16:57deterrent effect, or do they come out and go to another squat
00:17:00and do the same thing again? Look, naturally,
00:17:04creating new infrastructure is very difficult. After
00:17:08a point, when someone steals,
00:17:11it becomes a black spot for us,
00:17:14and we will increase our enforcement and inspections.
00:17:18One of the very good things that has happened,
00:17:22which helps with efficient gas
00:17:25consumption, is the issue of replacing old heaters.
00:17:29Actions have been taken in this area. By the grace
00:17:32of God, as we speak, according to the latest statistics I received,
00:17:35171 thousand high-efficiency
00:17:39heaters. A high-efficiency heater, compared
00:17:42to the heaters that are in the entire country,
00:17:45increases heating but with reduced consumption.
00:17:49What does that mean? Let me explain that every
00:17:53high-efficiency heater that has an energy
00:17:56label will consume 46 cubic
00:18:00meters less gas per year and will be
00:18:03provided free of charge to subscribers. It will be provided free
00:18:07of charge to subscribers who, according to the resolution
00:18:10of the Economic Council, are naturally the Imam Khomeini Relief
00:18:14Committee, mosques, schools, and
00:18:17cases related to welfare organizations. And even considering
00:18:21this existing imbalance, in places where
00:18:24we predict that if their consumption is reduced,
00:18:28the northern network will improve. Do we have
00:18:32statistics on how many old heaters are in the
00:18:36entire country?
00:18:38Let's not call them "old," but "low-efficiency."
00:18:42We have between 20 and 21 million
00:18:45low-efficiency heaters. By the grace of God, with this action
00:18:49that started in 1403 (2024-2025),
00:18:52the administrative procedures were completed, and
00:18:56from 1404 (2025-2026) we have seriously carried it out.
00:18:59From this month, Mehr (September/October), the production
00:19:03of companies that supply high-efficiency heaters
00:19:06has improved,
00:19:08and our prediction is that before the cold
00:19:12season, we can replace more. So, out of
00:19:15the 20-21 million you mentioned, how many can we replace?
00:19:19Look, we have the capacity for high efficiency.
00:19:21Let's put it this way: we have the capacity according
00:19:25to the resolution of the Economic Council.
00:19:28Production is limited, and whatever is produced,
00:19:31we will replace in the network. Have the manufacturers provided
00:19:35statistics on how much they can
00:19:38produce? This is my premise, that based on
00:19:41monthly 150,000, we have at least
00:19:44an increase in production compared to the current production.
00:19:48But let me add one more complete point. We have seen
00:19:51a significant boom in energy
00:19:55users or, so to speak, energy
00:19:58operators. This was Article 46 of the
00:20:02program.
00:20:04In five main consumption sectors,
00:20:08which mainly include power plants, industries,
00:20:11households, agriculture, and even
00:20:14public sectors, with different methods,
00:20:17each with a method, for example, there are knowledge-based
00:20:20companies that reduce consumption through smart
00:20:24solutions. In return, we give them energy-saving
00:20:27certificates, and these energy-saving certificates, Ms.
00:20:31Hajipour, were sold for 85,000
00:20:33Tomans per cubic meter of gas
00:20:50on the energy exchange in the past two
00:20:53or three days. This means that the intrinsic value of gas
00:20:57for some industries is 85,000 Tomans. This gas
00:21:01is taken from the so-called raw material
00:21:04sector and goes to the productive sector, meaning
00:21:08it helps both production and industry,
00:21:11and also employment, and more importantly,
00:21:14the country's economic growth. And how does it help
00:21:18your subscribers?
00:21:26Our subscribers, their gas consumption
00:21:29will decrease, naturally their bills
00:21:33will be lower, and considering that
00:21:36this infrastructure resolves the problems, they will
00:21:39benefit from this capacity and this reduced
00:21:42consumption for many years. Engineer,
00:21:46regarding the issue of replacing heaters
00:21:50that were low-efficiency, which you also mentioned,
00:21:53these institutions, especially the Imam Khomeini Relief Committee
00:21:56and welfare organizations, receive them more quickly
00:21:59free of charge. Many schools are still
00:22:03using heaters. Is there any data on
00:22:07what percentage of them are low-efficiency, and how are schools helped
00:22:10in this project to be equipped?
00:22:14Look, regarding schools, we have implemented several scenarios.
00:22:18One is that we have made
00:22:20them smart. And also, the renovation
00:22:23and optimization of school boiler rooms have been put
00:22:27on the agenda. So far, 100 and
00:22:313150 cases of boiler rooms
00:22:34across the country have been renovated and optimized. A large percentage
00:22:38of these are in schools. So, when a school's
00:22:42boiler room is optimized for consumption patterns
00:22:46and is renovated and optimized through very
00:22:59simple methods, which include
00:23:03optimization through insulation improvement,
00:23:06burner adjustment, and also thermostat installation,
00:23:10we have 30 seconds left, between 13 and
00:23:1325% reduction in consumption. In addition to this,
00:23:17with priority in provinces like Tehran province,
00:23:21Alborz, Semnan, we have included schools
00:23:24with low-efficiency heaters in the replacement program.
00:23:28Thank you very much,
00:23:31Javkali, Deputy Minister of Oil and Managing
00:23:35Director. Given that one unit
00:23:37is already there, why is a second unit going to the
00:23:41region, and why is Trump doing this now? He could have waited
00:23:44another month and until after the election
00:23:47and done this. The final point is that Trump has
00:23:51not backed down from the nuclear issue, and therefore
00:23:53we are now seeing what is happening.
00:23:56Let me tell you what I think. I am too
00:24:00small to claim to know what
00:24:03is going on in Trump's mind.
00:24:06But I think the idea is that he had information
00:24:10this week that the Iranians wanted to target American
00:24:14aircraft at one of the American bases in Britain,
00:24:17and so there was a large-scale evacuation
00:25:11of aircraft from this base, and I think this
00:25:15American military buildup is also aimed at deterring
00:25:19the Iranians and also maintaining full readiness against them.
00:25:23Imagine what would have happened if the Iranians had actually
00:25:26succeeded in hitting those very
00:26:04expensive aircraft that are in Pirford, Britain.
00:26:07Now Trump is preparing for an event where luck
00:26:11might be on the Iranians' side, and they might be able
00:26:14to hit or damage one of America's assets.
00:26:18And then Trump will have to react.
00:26:21I think he wants to keep all options open, and
00:26:25good morning to you. Dear viewers, you are
00:26:28with the 9 AM news section from
00:26:30Khabar Network. With the intensification of rainfall, the orange
00:26:34weather warning was issued for the provinces of
00:26:38Mazandaran, Golestan, North Khorasan,
00:26:41Razavi Khorasan, and northern Semnan. In
00:26:45Golestan, floods and street flooding led to the closure
00:26:48of some rural roads and the disappearance of two
00:26:52people in the Minudasht area. The Meteorological Organization
00:26:55has advised citizens in these areas
00:26:59to avoid traveling near rivers and flood-prone
00:30:25routes. Good morning, dear viewers. You are
