00:00:00Very regretful.
00:00:03The competition of Iranian football representatives in Asia, the confrontation of
00:00:07Tractor and Esteghlal with Qatari opponents in the second week of the
00:00:10Elite
00:00:11Football League.
00:00:18Thank you for joining us. Good day and
00:00:20goodbye.
00:00:50In the name of God, greetings and respect to each and every one of you, viewers and
00:00:53listeners of the Economy Desk program, who are accompanying us in this part of this
00:00:57economic discussion from Khabar Network and the simultaneous broadcast of this
00:01:00program from Eghtesad Radio. Today, we want to talk about
00:01:04CNG consumption, from gasoline to natural gas.
00:01:08We will talk about the obstacles to the development and greater use of this
00:01:11alternative fuel. We have talked a lot about CNG. We always
00:01:15have a few repeated words and sentences that say that we can use
00:01:19twice as much CNG as we are currently using. There is capacity to use it,
00:01:23but it is not being used, and there is no desire, and these things are
00:01:26in their place. If you remember, from the 80s, when the discussion about
00:01:30CNG became very heated with the change in gasoline prices,
00:01:33its use intensified due to the price difference
00:01:37between, as I said,
00:01:40natural gas and gasoline.
00:01:43Basically, two factors cause people's desire
00:01:47for alternative fuels to increase. One is a significant price difference,
00:01:51and the other is the compatibility of
00:01:54alternative fuels with cars.
00:01:57The second issue has almost been resolved. Why? At that time,
00:02:04the first generation of dual-fuel kits were used, but now we have reached the fourth generation of dual-fuel kits,
00:02:08which means that naturally, the compatibility of
00:02:11car engines with the use of CNG fuel has become
00:02:15better and more. We will talk more about this in the program, about what has happened,
00:02:18because there is a belief and, as I said, an old thing
00:02:22among all of us that we think that when a car is currently using
00:02:26CNG fuel, its traction is less
00:02:29and its breakdowns are more. In previous generations, it was like this,
00:02:32but now it is much less, and almost, according to
00:02:36the officials, this does not happen. This is in its place.
00:02:40Also, in periods when the price of gasoline had a very significant
00:02:43difference with the price of natural gas, and it was worthwhile for people
00:02:47to use a cheaper fuel instead of using more expensive gasoline,
00:02:51naturally, the desire to use natural gas would also increase. Of course,
00:02:54not in the sense that the other interpretation would be that, well, then the price of gasoline
00:02:58should be increased again, for example, so that gas,
00:03:02as I said, is economical. But generally, we are looking at behavior, we are looking at economic behavior.
00:03:06When the price of gasoline does not have such a difference with the price of natural gas,
00:03:10that you want to choose which one to use,
00:03:13naturally, you choose the one that is more easily available
00:03:16and has more trust from before. Naturally, this
00:03:19difference can help us use more alternative fuel
00:03:23and overcome the challenges we have in the country regarding
00:03:26gasoline supply. Why? Because according to the statistics announced by the government itself,
00:03:30last year, we had about 5.5 to 6 billion dollars
00:03:34of fuel imports, which, naturally, if we had
00:03:37used this for natural gas,
00:03:40for its development, for producing more cars,
00:03:44we could have reduced the pressure of
00:03:47imports given the current situation. This is one issue.
00:03:51Another issue is the chicken and egg problem.
00:03:55How? It is said that first you give us money, and then we will
00:03:58go and save.
00:04:06The point is that now we have the Energy Efficiency Organization
00:04:09and naturally there is also the Efficiency Fund and resources have been
00:04:13injected into that fund. There are some
00:04:16ideas that we should quickly bring this money into these areas and spend it on gas conversion.
00:04:20These resources should not be used in this way,
00:04:23according to experts. Most of it is for this purpose: if you save,
00:04:27we will give you a saving certificate to sell on the stock exchange.
00:04:30Or if I am going to give you money upfront to do this, there should be
00:04:34a guarantee. If tomorrow I gave you this billion dollars
00:04:38or several thousand billion tomans and you went and said, "It didn't happen, I couldn't save,"
00:04:42then what? So let's have an agreement that if saving was to happen,
00:04:46the guarantee should be in place, and if this
00:04:50unfortunately didn't happen, the money shouldn't be lost. We shouldn't be left with
00:04:53a fund whose money has been wasted and, as I said, not spent
00:04:57in the right place, and naturally, we would say that the newly
00:05:00established organization cannot do its job. Of course, all these wheels should
00:05:04work more smoothly together. We want to talk about these things: how many
00:05:07CNG capacities are currently available? How many active stations do we have? How many
00:05:11are inactive?
00:05:15The key to the CNG issue is this discussion about car manufacturers,
00:05:19because the more dual-fuel cars are produced, the more people
00:05:22will be inclined to use this natural fuel.
00:05:26This was an introduction to what we are going to talk about for these 37 minutes
00:05:30with the guests of the program, and see what the situation
00:05:34of alternative natural gas fuel is. What are the government's plans
00:05:37for more use? What happened to the car manufacturers? And what will happen
00:05:41to the supply of more gas? Let's watch a report together, and then I will introduce
00:05:44the guests to you, and we will start the discussion,
00:05:46God willing.
00:05:49For a while now, we have been hearing a lot about reducing gasoline consumption. Solutions
00:05:52such as alternative fuels, including electricity and gas, have received
00:05:56a lot of attention. Since we are intercity taxis, we use
00:05:59gas more often. I don't fill up with gasoline in the morning anymore.
00:06:03You really don't? I really don't. I filled up last night. Now I'm filling up for tomorrow morning
00:06:06to be ready. Less is consumed. Yes, people are encouraged.
00:06:10Yes, but for example, this gas has not been able to
00:06:12gain its share of the market as it should have. Unfortunately,
00:06:16over the past two years, we have had less
00:06:19growth and sales. We went from 25 million
00:06:23cubic meters to 15 million cubic meters.
00:06:27That is, we had a 40% decrease in sales.
00:06:30Alternative fuels, in addition to reducing refueling costs, can
00:06:34also reduce the pressure on gasoline today. Moreover, this
00:06:38reduction in fuel consumption is directly going into people's pockets.
00:06:41With siege and these actions, they want to start a fight.
00:06:45We, with unity and cohesion, will nullify
00:06:48their plans, and with empathy and cooperation,
00:06:51all people's concerns are my concern.
00:06:55However, to make CNG widespread, programs have also been implemented
00:06:59in a targeted manner in Kerman, Sistan and Baluchestan, and Tehran
00:07:02for high-use online taxis, which are taxis that
00:07:06travel more than 200 kilometers per day. We are doing
00:07:09this. Through online taxis, an SMS has been sent to these
00:07:13high-use vehicles, and after they complete
00:07:17their registration, we convert these vehicles
00:07:20to dual-fuel completely free of charge. In the end, however, while
00:07:24we have a distribution capacity of approximately 40 million cubic meters of CNG in
00:07:27the country, only a little over 16 million cubic meters
00:07:31of it is used, a number that is so low that even when
00:07:35gasoline was distributed without problems, something should have been
00:07:38done about it. Reza Shafiee, IRIB News Agency.
00:07:44Yes, Reza Shafiee's report from the energy group of IRIB News Agency was presented to
00:07:48you, listeners of Eghtesad Radio and viewers of Khabar Network. Let me introduce
00:07:52the guests to you. Mr. Jan Mohammadi, head of the board of directors of the National CNG Association, is a guest
00:07:55of the Economy Desk, and also Mr. Rafiee, Director of Consumption Affairs of the National Iranian Oil Refining and
00:07:59Distribution Company. Mr. Nakhei, member of the Energy Commission of the Islamic Consultative Assembly, will also
00:08:03join the Economy Desk from South Khorasan studio,
00:08:07and we will talk, God willing. Greetings and strength to all the guests.
00:08:10Let me start and state the latest consumption statistics
00:08:14for the viewers, both about the production situation and the consumption situation.
00:08:18What is the overall situation of our alternative fuel?
00:08:21In the name of God, the Most Gracious, the Most Merciful. I also extend my greetings
00:08:25to you, dear guest, and all our
00:08:28dear compatriots. I hope that
00:08:32all our compatriots are well,
00:08:35God willing. I must tell you that the reality
00:08:39after this third increase in the price of
00:08:42gasoline to 10,000 tomans, we witnessed
00:08:45the welcome of our dear compatriots to
00:08:48alternative fuel or the country's second fuel, which is
00:08:52CNG, and we had almost a close to
00:08:5520% increase in CNG consumption
00:08:58month-on-month in October compared to
00:09:01August. That is, our consumption in August had almost reached
00:09:0514.7 million cubic meters per day. This number
00:09:09in October was
00:09:42and it has decreased. Our gasoline consumption decreased from
00:09:46144 million liters per day to
00:09:50134 million liters per day, which means about 10
00:09:53million liters decrease in consumption after the price increase.
00:09:57Our gasoline consumption in the current month of October
00:10:01that we are in, compared to the same period last year,
00:10:04had a zero percent growth. This is a difference.
00:10:08This is while we are on average in.
00:10:11میانگین در.
00:10:25Last year, gasoline consumption did not increase,
00:10:28but CNG increased by about 20% as
00:10:32you mentioned. This, of course, is a
00:10:35temporary effect. Gasoline price increases
00:10:38always have a temporary effect like this
00:10:42for one or two months. However,
00:10:45due to the general inflation in the country,
00:10:48gasoline prices may
00:10:51gradually increase again. Consumption of gasoline,
00:10:55excuse me. We hope that with
00:10:58the cooperation of our dear people and with
00:11:02the development of alternative fuels, including CNG, LPG, and
00:11:06electric vehicles, as well as the development
00:11:10of public transportation, which is what the President
00:11:13has repeatedly emphasized to the respected governors
00:11:17and mayors: regarding the
00:11:20provision of intercity buses and
00:11:24public transport vehicles. And
00:11:28our dear people, even the President,
00:11:31as you know, started a "car-free day"
00:11:34per week from the executive bodies themselves.
00:11:38These are well-known campaigns around
00:11:41the world. That is, to improve
00:11:44air pollution and improve
00:11:47people's health, many countries have implemented
00:11:51"car-free day" or "green day" campaigns per week.
00:11:55We also hope that we can implement this. I mentioned
00:11:59the consumption growth was 20%, it's 12% exactly.
00:12:02Right? Look, our CNG consumption growth
00:12:04was almost month-on-month, as I said, October
00:12:08compared to August was 20%. This is while
00:12:11the overall consumption growth was about
00:12:1411 to 12 percent.
00:12:17What? Yes, compared to the same period last
00:12:21year, it was actually 11-12%. Very well, thank you very much.
00:12:25For the introduction you gave, Mr. Jan Mohammadi, you tell us how much more capacity there is
00:12:29for us to go towards stations and
00:12:32towards CNG fuel. How many of all the stations we have in the country
00:12:36are active, how many are inactive? Greetings and respect
00:12:40to you, dear people of
00:12:42Iran, Mr. Dr. Rafiee, and Mr. Dr. Nakhei,
00:12:46who are with us. I would like to tell you that we have about
00:12:492256 active CNG stations
00:12:53throughout the country, whose nominal capacity
00:12:57of compressors is something between 35 to 40 million
00:13:00cubic meters, which is equivalent to
00:13:03the same amount of gasoline, meaning 35 to
00:13:0640 million liters of gasoline. Currently,
00:13:09we are operating at approximately 40% of our capacity, and the events of the past month
00:13:13once again showed us that the second fuel, CNG fuel, has high capacities
00:13:17to alleviate imbalances and as
00:13:20a passive defense fuel that can help
00:13:24the country's fuel supply in times of crisis.
00:13:27How many stations have nozzle problems? Because
00:13:31sometimes people refer to them, and the messages that come to my colleagues are that, for example,
00:13:35at a station, it has three rows working, two rows are working.
00:13:38Some equipment seems to be old and has not been
00:13:42renovated, which makes the queues a bit longer.
00:13:46At that time, for example, in previous years, consumption was much higher. One of the
00:13:49complaints was that people were not very willing to go towards
00:13:53CNG because of long queues. What is
00:13:55the plan to solve this? Also, if there are any statistics
00:13:58on challenges and problems, please provide them. I would like to tell you that the age of our
00:14:02CNG stations is approximately between 15 and 25 years. It is very natural that
00:14:06after 15 to 25 years, a part of this capacity
00:14:09needs renovation and improvement. Unfortunately, at least in the
00:14:13past 10 years, the economics of the stations have not allowed the
00:14:16owners of the stations to take action to carry out
00:14:20their periodic repairs as best as possible. Even so,
00:14:23we annually receive standard certificates for all
00:14:27of our stations, 100% of our stations, from the National Standards Organization.
00:14:31In terms of safety, we do not have any problems in CNG stations. However, in
00:14:34some stations, some nozzles, due to economic problems,
00:14:38and because there was no capacity there, there were
00:14:42no high customers at that station, it was perhaps not deemed necessary to bring
00:14:45all this capacity into operation. But if we want to pay more attention to CNG,
00:14:49it is certainly one of the most basic things
00:14:53that we should bring all the capacity of 35 to
00:14:5540 million cubic meters into operation by carrying out periodic repairs
00:14:58so that we do not have any problems in this regard.
00:15:01You mentioned that the nominal capacity is 42 million cubic
00:15:05meters per day. If we want to see the real value of this right now with the existing
00:15:08capacities, how much real capacity can we create? Currently, with
00:15:12the same station capacity, with the same economy, we can immediately reach
00:15:1625 to 30. But if we can fix the issue of station economics,
00:15:20we can easily see the number 35 to 40. Well, that means with the same
00:15:23equipment that we currently have challenges with and have problems with and
00:15:27is old, we can cover up to 30-35. Thank you.
00:15:31Mr. Nakhei, please tell us what, in your opinion,
00:15:34based on the investigations you conducted in the commission,
00:15:37are the most important challenges? Of course, we have talked a lot about challenges in various programs,
00:15:41but please tell us what you think are the most important obstacles
00:15:45to the development of CNG alternative fuel
00:15:48in cars. Where do you see the most important and first problem? Is it in
00:15:51cars, in government policies, or, as I said,
00:15:55in stations? Where do you think
00:15:59the most important and first problem is?
00:16:01Yes, in the name of God, the Most Gracious, the Most Merciful.
00:16:07Greetings and respect to you, dear guests of the program,
00:16:11and the noble people of Iran.
00:16:15I thank you for your good program
00:16:18and for addressing this very important
00:16:22issue. Well, you see, as
00:16:25mentioned, diversifying the vehicle fuel basket
00:16:29alongside fleet renewal and the development of public transportation
00:16:32and also increasing the refinery production capacity
00:16:35are among the most important things
00:16:39that can be done to reduce the imbalance
00:16:42in gasoline. This means that we must
00:16:46reduce the weight of gasoline in the country's fuel basket,
00:16:50which has a very large weight,
00:16:53and gradually increase other carriers.
00:16:56There are also very good legal capacities.
00:17:00After all, we have Article
00:17:0346 of the 7th Development
00:17:07Plan, we have the Law on Organizing
00:17:10the Automobile Industry, and in the annual budgets,
00:17:13in different years, there have been references
00:17:17to this issue. In addition to that, as a financial
00:17:20tool, we have Article 12 and also the discussion of
00:17:24the optimization account. I want to say that good provisions have been
00:17:28made in the laws regarding diversifying
00:17:32the fuel basket, but
00:17:35unfortunately, for the very reasons that you also mentioned at the beginning
00:17:38of your speech, that there was not much
00:17:42motivation to use CNG, despite the fact that
00:17:46very good infrastructure was created in the country
00:17:50at one point. 2500 CNG stations
00:17:54is not a small number, and a significant number
00:17:58of vehicles that were dual-fuel,
00:18:01created a very good capacity for the development of
00:18:05CNG in the country. However,
00:18:08unfortunately, over time, due to the incorrect
00:18:11policies that were sometimes applied,
00:18:15this trend did not continue, and
00:18:18even those vehicles that were dual-fuel and
00:18:21had the possibility of using CNG, unfortunately, gradually decreased,
00:18:25as mentioned, from almost
00:18:2940 million cubic meters of CNG capacity,
00:18:33which is a very significant capacity in the country.
00:18:36Now, with these policies of the past month or two, it has increased a little,
00:18:40and we have just reached around 17 million,
00:18:44which is a very significant difference,
00:18:47and this naturally needs to be compensated.
00:18:50Unfortunately, in some
00:18:54organizations and executive bodies, we are witnessing
00:18:57some disagreements. In many places,
00:19:01addressing the issue of CNG
00:19:03is still not considered a matter of saving.
00:19:07That is, they are not willing to issue a saving certificate
00:19:11so that, for example, if someone's CNG tank
00:19:14has expired, they have to replace the tank.
00:19:18It also has a high cost. They should be able to replace
00:19:22this tank, for example, and get
00:19:25a saving certificate, or,
00:19:28as I said, the development of CNG stations
00:19:31itself, which is an important issue. Look, it's true
00:19:35that we have a significant number of CNG stations in the country, but
00:19:39really, in some places, in some areas of the country,
00:19:42there is a need for CNG stations to be developed.
00:19:46For example, in large provinces like Sistan and Baluchestan,
00:19:50like our own province of South Khorasan, we still have
00:19:53cities that do not even have a single CNG station.
00:19:57Areas where the first CNG station might be 200 kilometers, 150
00:20:01kilometers away. There is a need for these stations to be developed.
00:20:05The same capacity of Article 12 that existed
00:20:08and at the beginning of the work,
00:20:12the capacity of these legal provisions
00:20:14was used, and CNG stations were developed.
00:20:18Equipment was provided to investors free
00:20:21of charge. Well, these
00:20:24must be used. There have also been approvals
00:20:27in the government. I am aware that in the Economic Council,
00:20:31approvals have been made for this purpose, but
00:20:35unfortunately, in implementation,
00:20:37often due to disagreements that have arisen,
00:20:41these have not been allowed to develop. Or the issue of CNG economics
00:20:45that the dear guest of the program mentioned,
00:20:48the issue of station economics is a very
00:20:52important issue. Look, now station owners,
00:20:55compared to product station owners,
00:20:59not that it is very good there either, but compared to them, they are really
00:21:03very discouraged. The government must regulate
00:21:06the economics of the stations. This commission
00:21:10they receive, the fee they receive, the services
00:21:13they should receive, these must be reformed so that
00:21:17in any case, the station operation has a good
00:21:21economic justification. On the other hand,
00:21:24the development of dual-fuel cars. Look,
00:21:28the share of our dual-fuel cars in the country is something
00:21:31like 15%. This, compared to the number of cars
00:21:35we have in the country, if we want to compare it with countries that
00:21:39have addressed other fuels and have actually succeeded
00:21:42in reducing the share of gasoline,
00:21:46the number is not good. This should really
00:21:49increase. The emphasized
00:21:51program that we made in
00:21:55Article 46
00:21:56I
00:22:01yes, yes, I'm here. Thank you, Mr. Rafiee. Let's start with the last point Mr. Nakhei
00:22:04mentioned, the economics of the station, and then we'll discuss the cars.
00:22:08Why is their dual-fuel conversion happening with such a delay?
00:22:11Is anything going to be done about this, or does the government
00:22:15have a plan, or is the current path the right one, and
00:22:18you don't really see these points raised about commissions
00:22:22and such things? Look, the economics of the stations
00:22:26right now in the CNG industry, the biggest problem we
00:22:29have is not the issue of station economics, it's the issue of
00:22:33the economics of using CNG for people
00:22:37compared to gasoline. This is point one. Regarding stations,
00:22:40first of all, the commission for stations
00:22:44has honestly been increased every year by the government.
00:22:48It's true that the friends had some demands, but
00:22:50this increase has happened, and now the reality is that
00:22:54the government is not only not making a profit on every
00:22:57cubic meter of CNG that goes into the tank of cars,
00:23:00especially cars, but it is also spending almost
00:23:04twice as much on it.
00:23:07That is, almost the average price of each cubic
00:23:10meter, or let's say kilogram, of CNG that is used
00:23:14in a car tank, I think it's about
00:23:171400 Tomans, Mr. Jan Mohammadi.
00:23:58Friends of the complex, in fact, the professional
00:24:02association of CNG converters and these conversion companies and
00:24:06conversion workshops have been converting
00:24:09cars for free for the past year.
00:24:12The financing for this was mainly provided by these
00:24:16supply chain companies. It was supposed
00:24:20that the government would cover this free conversion.
00:24:24This has been delayed for almost a year now.
00:24:27We have done the work, and thank God, I guess
00:24:31by the end of October, these claims, how much are they?
00:24:35The total amount of the claim is approximately 3.2
00:24:37thousand billion tomans of our collected
00:24:41and definitive claims. Of course, there have been other
00:24:44claims after that, but they have not yet been finalized.
00:24:48The thousand billion tomans is something
00:24:51that we will pay to our friends from last year
00:24:55until now, God willing, by the end of October. God willing.
00:24:59Do you have any points on this topic? I would like to explain briefly
00:25:02about the economics of stations. The government earns about
00:25:0630 cents from gasoline savings in this category.
00:25:10For station commissions, we should consider the CNG
00:25:13price to the consumer as one category, and station commissions
00:25:17as a separate category. Currently,
00:25:20we are almost at the end of the seventh month of the year.
00:25:24Yesterday, the honorable Council of Ministers approved the CNG station commission for the year
00:25:281405. Well, this amount was 8,000
00:25:31billion tomans, which will probably be paid in the next month or two.
00:25:35If this amount had been spent at the stations in March
00:25:39or April, what would have been the trend of the economy
00:25:43and modernization of the stations? This means that if we pay the station commission
00:25:46in December or January, it will certainly
00:25:50have a negative impact on the performance of the stations. Certainly, the government has made efforts in this regard,
00:25:54but the efforts have not been such as to make the economics
00:25:58of the stations and the willingness of the station owners such that, in addition
00:26:01to the consumer, it helps the continuation of their activities.
00:26:05Certainly, yes, for the consumer, but we must see this financial attractiveness for
00:26:09the consumer who uses alternative CNG fuel.
00:26:12But if we want to separate this station chain
00:26:16from this chain and only go towards the consumer,
00:26:19we will certainly have problems in the area of stations.
00:26:23Mr. Rafiee, another point is raised, especially regarding the amount
00:26:27of thousands of billions of tomans that needs to be provided. One is that we are now seeing
00:26:30that consumption has increased in the past two months. There is a slight disagreement about its provision. You said
00:26:34by the end of October. Where does this come from? Is it from optimization? Do you get it from the budget program?
00:26:38From your own resources? What about the oil sector? How is it?
00:26:41Look, this is actually part of the resources and
00:26:45derived plans from Article 12 of the Law on Removing
00:26:49Production Obstacles, which stipulated that if an investor or contractor
00:26:52implements a project that leads to energy
00:26:56consumption savings, for example, replacing a high-consumption
00:27:00lamp with a low-consumption one, the government
00:27:03has not spent money on this. A private sector investor has come and replaced
00:27:07the street lights. From the electricity savings created,
00:27:11we can return the investment to that investor.
00:27:14Here too, in CNG, some contracting companies
00:27:18have come and converted cars
00:27:21to dual-fuel. They have covered the cost.
00:27:24This has led to a reduction in gasoline consumption
00:27:28and has generated revenue in total
00:27:31from not importing gasoline or, in years when we had exports,
00:27:34from exporting gasoline for the country.
00:27:38From those savings, in fact, a return occurs,
00:27:41and through the issuance of energy saving certificates,
00:27:45which are now actually issued by the honorable
00:27:48Optimization Organization, the return on investment
00:27:51occurs. Ultimately, as the National Iranian Oil Refining and
00:27:55Distribution Company, we will issue
00:27:57the certificates of saved energy on the energy exchange
00:28:01at the export rate.
00:28:05We know that those who actually buy these certificates, or
00:28:09buy that export gasoline and diesel, their money goes
00:28:12to CNG contractors and they export that product.
00:28:16This is actually the model. Why hasn't this financial
00:28:19model been implemented now? Because you have savings. For example, 20%
00:28:23has been saved. If we only want to focus on that,
00:28:2720% savings. Certificates of savings should be issued
00:28:31and sold on the stock exchange. And the debt should be settled, right? Of course,
00:28:35according to the law, it was not that much savings. According to the law, it was
00:28:38the cost of each car. For example, they
00:28:42said that each passenger car costs about $500,
00:28:46and a pickup truck costs $5500
00:28:49to convert. This conversion
00:28:52was done by authorized workshops.
00:28:56Now we will pay this from the
00:28:59proceeds of the savings
00:29:02to the esteemed contractors. Thank you, Mr. Nakhaei.
00:29:06Please give your opinion on this financial model that exists.
00:29:09On paper, everything seems correct, but in
00:29:12practice, it seems that things get a little complicated.
00:29:16In practice, sir, excuse me, last
00:29:19year we had three phases of issuing
00:29:22energy saving certificates for our
00:29:26CNG colleagues. If I remember
00:29:28correctly, in Bahman and Esfand of 140.
00:30:01Azar.
00:30:04That was also close to 300 billion
00:30:08tomans. Three phases of payment of debts to CNG
00:30:12contractors have been made in the 14th government. We will issue the fourth phase, God willing,
00:30:15next week by the end of Mehr. The debts will
00:30:19almost be fully settled. The problem
00:30:23arises from where, that is, from the gap from Azar to the end
00:30:25of 14, that is, from month 9 to 12 and from month 1
00:30:29to the end of month 7, this gap had multiple reasons,
00:30:33including the outbreak of the imposed war and
00:30:37in other words, damage to some phases of South Pars, which led to us
00:30:41no longer having surplus gas to issue gas
00:30:44saving certificates on the energy exchange. That's why
00:30:48the National Iranian Oil Refining and Distribution Company
00:30:51went and accepted gas oil bonds
00:30:54on the energy exchange, and now for the first time in the country, we want
00:30:58to issue certificates next week.
