00:00:30subsidies. The President, at the World
00:00:33Post Day ceremony, stating that the postal network can be
00:00:37an arm of justice in explaining resources, said that
00:00:41fair media service requires precise
00:00:44identification of needs and access to transparent
00:00:47spatial information. Mr. Pezeshkian also referred to the vast capacities
00:00:51of the country's postal network and said that equal
00:00:55distribution of resources in unequal conditions does not necessarily
00:00:59mean the realization of justice. Rather, subsidies and
00:01:02services must be delivered to the real beneficiaries
00:01:05based on accurate
00:01:06information.
00:01:09I, who now have such a house, they give me gas for
00:01:13free, or at a subsidized price,
00:01:17right? At the
00:01:20same price, electricity is like this,
00:01:23gasoline is like this. Should this gasoline that
00:01:26I consume in my car be given to those villages that have nothing?
00:01:30Should we give this subsidy or not? Fairness dictates
00:01:33that if public funds are to give
00:01:37something to someone, they should give to everyone,
00:01:39not to a specific group, not to a specific group. Give to everyone,
00:01:43no problem. If we have, it's for everyone.
00:01:46If we don't have, then no one should
00:01:49have it.
00:01:52But today, the President also participated in the ceremony for the start
00:01:56of the academic year at universities. In this ceremony, the top ranks
00:02:00of the university entrance exam were honored. Mr. Pezeshkian, emphasizing
00:02:03unity and solidarity, asked everyone to act
00:02:07with skill and determination to solve the country's
00:02:10problems. I am proud of
00:02:13you. I trust you. I believe
00:02:16that if
00:02:18academics and students enter the scene,
00:02:22that is, take control of the field, we will solve
00:02:25it.
00:02:29The Minister of Science, Research and Technology announced the construction
00:02:32of 4,000 dormitory units for married
00:02:35students. According to Simayi Sarraf, the construction and completion
00:02:39of married dormitories is a priority for the Ministry of Science.
00:02:42Almost in the past two years, we have added
00:02:46more than a thousand married dormitory
00:02:49units. We also have 4,000 under
00:02:53construction right now. The dormitory of
00:02:56Shahid Beheshti University, which was severely damaged in the American-Zionist
00:02:59war, all its units were destroyed.
00:03:03I ask you to go and see that it has been repaired better than
00:03:07before, equipped, and prepared
00:03:10to welcome
00:03:11students.
00:03:15The winners of the scientific section of the International Storytelling
00:03:19Festival were introduced. At a ceremony, 16 winners
00:03:22in the categories of essay, article,
00:03:26book, and thesis were honored. The head
00:03:29of the International Storytelling Festival considered
00:03:32holding the scientific section of the festival an opportunity to pay more
00:03:36attention to the capacity of research in the development
00:03:39of storytelling art and strengthening the link between
00:03:41theoretical studies, education, and cultural
00:03:44activities, especially for children and teenagers.
00:03:48The scientific section, from a scientific perspective,
00:03:52in the form of essays, theses, articles, and books, deals with the topic of story and storytelling
00:03:56and the educational principles of this topic.
00:04:03Countries participate and examine the topic of story and storytelling in the field of education and
00:04:07the educational capacities it has for children and teenagers.
00:04:11This year, 90 works were submitted in four sections, which were reviewed
00:04:14by the jury, and the scientific achievements of the festival
00:04:18will determine the strategy for future festivals.
00:04:20The novel "Ario" was unveiled
00:04:24at the Karistan Baharestan cultural complex.
00:04:27This book is a scientific fiction and
00:04:30adventurous story for teenagers that deals with the future of
00:04:34technology and its impact on
00:04:36children and teenagers.
00:04:38A journey
00:04:42to the future. A place where machines become smarter every day, and
00:04:46humans gradually hand over some of their current roles
00:04:49to technology. Now, this
00:04:52journey is going to take shape in a science fiction novel
00:04:56with Ario. The main subject of Ario's novel is that
00:04:59new technology, especially artificial intelligence, will advance
00:05:03to the point where even the human role in lives diminishes. Usually,
00:05:07the main audience for this genre are teenagers. What is narrated
00:05:10in Ario is not just literary fantasy. Artificial
00:05:14intelligence is already playing a role in education, communication, industry,
00:05:18and even daily decisions.
00:05:21It's about a boy named Ario, who lives
00:05:24in a future time of growth and gets involved with artificial
00:05:28intelligence. It's captivating, it has action, and
00:05:31it also increases the general knowledge of the audience
00:05:34and shows us a kind of future. Perhaps
00:05:38the main question is not how much artificial intelligence will advance.
00:05:41The issue is what position humans define
00:05:45for themselves in this path. For all teenagers all over the world,
00:05:49the issue of the future and future changes has become very serious and powerful.
00:05:52Perhaps the more serious challenge for us is
00:05:56whether we can connect with this volume of work
00:06:00and works being produced about the future. I think one of the serious
00:06:03challenges of Iranian society is here, and our teenagers will probably
00:06:07also be involved in this, some of them already are.
00:06:11In a future where machines become smarter every day, what
00:06:14keeps humans still human? Perhaps teenagers can answer
00:06:18this question by flipping through books like
00:06:22Ario. One of the monitors was on, and Ario saw the Alpha
00:06:25logo. Below the logo image were a few phrases, and
00:06:29a percentage sign was placed in front of each, approaching
00:06:32the number 100. Robots, communication lines, navigation
00:06:36system, internet network. Zeinab Soleimani,

00:06:43The 18th Iran Regional Music Festival will be held
00:06:47from December 9th to 14th in Kerman Province.
00:06:51A cultural event that aims to introduce the music
00:06:54of Iranian ethnic groups, identify local talents, and
00:06:58link regional music with tourism, will host
00:07:02artists from different parts of the country and a number of
00:07:05regional countries. The poster for this cultural
00:07:09event was also unveiled.
00:07:13We tried to look at new perspectives as well, meaning in addition to dedicating a section
00:07:16to performances by groups that preserve identity and authenticity,
00:07:20we have a new perspectives section. Younger groups, groups
00:07:22that, relying on that essence or, in fact, the core
00:07:26of music and the identity of regional music, perform new works in various
00:07:30genres, we will also have that in another section. There is a youth section
00:07:34where young voices will be introduced. We have a vocal section
00:07:37where vocal styles such as Hoor Khani, Cherveh Khani, Do
00:07:41Beit Khani, Shahnameh Khani, Nezami Khani, which are genres
00:07:45that will be performed in this section, and the venue, we will have
00:07:48performances throughout Kerman Province, in seven cities, and in Kerman city in five halls.
00:07:52And hundreds
00:07:55of stalls and dozens of cultural narratives became
00:07:59an opportunity to get to know every corner of dear Iran
00:08:03at the Sixth International Exhibition of Abilities
00:08:06and Achievements of Villagers and Nomads of the country,
00:08:09which turned into a symbol of unity and solidarity of different
00:08:13ethnic groups.

00:08:24instrument, to the taste and local flavor of Sistan
00:08:28and Baluchestan's date halva, from traditional
00:08:31rituals to handicrafts, it can be a tablecloth and
00:08:35a table runner. The Eid feast, Nowruz,
00:08:38Yalda. Each stall tells a story from a corner of Iran.
00:08:43Sistan and Baluchestan, the land of color, art, and
00:08:47beauty, is the strong and beautiful
00:08:50face of Islamic Iran. The Sixth International Exhibition
00:08:54of Abilities and Achievements of Villagers and Nomads
00:08:58became an opportunity to introduce
00:09:00the capabilities of different ethnic groups, art, and
00:09:04production, which are part of the identity of this land. There are many cities
00:09:08that I had not seen, for example, but here it's a complete Iranology.
00:09:11I liked the cities.
00:09:42The main activity of the rural sector of Eslamshahr
00:09:46is dairy products. Dairy products have capacities that, if seen
00:09:50with support and planning, can create new opportunities
00:09:53from the heart of these villages for economic prosperity.
00:09:57We have metal engraving artists from the authentic arts of our country
00:10:00that we are fighting tooth and nail to preserve. The best honeys in
00:10:04the world and thyme. Mr. Governor,
00:10:08please support us for exports.
00:10:12We have coordinated with some governmental institutions, including
00:10:16the Executive Headquarters of Imam Khomeini, which, so to speak,
00:10:19provides those platforms
00:10:23for foreign markets, including the issue
00:10:27of carpets. Introducing
00:10:30different ethnic groups and tourism capacities, alongside
00:10:33supporting rural and nomadic products, can create
00:10:36a suitable environment for creating sustainable employment and economic
00:10:40prosperity in different parts of the country.
00:10:43Fatemeh Unam, Voice and Vision News Agency. In
00:10:46the name of God, we are still with you from the Khabar
00:10:50network.
00:11:04Iranian youth have always proven themselves on the battlefields
00:11:08more than history has written their names.
00:11:11The first, second, and third phases of Beit
00:11:14ol-Moqaddas were when we opened the passage. In
00:11:171980, Mr. Haghighi was among
00:11:21the first to head to the fronts. He,
00:11:25alongside thousands of Iranian fighters, defended his land
00:11:29and water. He sacrificed his leg in Karbala
00:11:33Five. The Iraqi army
00:11:36from the central fronts of Qasr-e
00:11:39Shirin and Sumar and, if I may say so, Gilan-e
00:11:43Gharb, launched its full-scale
00:11:46invasion. The youth of this land showed that Iran cannot be taken with a map;
00:11:50it must be taken with life, like Hossein
00:11:54Mohammadi.
00:12:25Now, after six months of his injury, he has come among
00:12:29the people. He took his first steps with prosthetic
00:12:33legs in the home of his martyred friend. Today, I made
00:12:36an intention that after I put on these prosthetics, the first
00:12:40martyr's home I would visit would be the family of Martyr Raisi.
00:12:43To be in the service of his parents. It is an honor for us
00:12:46to tell our friends, the people, the nation, that thank God, four
00:12:50of our friends have been martyred. Hossein now also drives.
00:12:53Don't despair, everyone.
00:12:59Everything is promising for us, just as
00:13:03His Holiness said, this nation has been chosen
00:13:05to reach a high peak that
00:13:09the whole world will envy. This defense still continues.
00:13:13According to Hossein, each of us has a
00:13:16flag for Iran. Flag bearers
00:13:20who have not left the field for six months. If Iran
00:13:23does not exist, then my body...
00:13:31Hossein's narration means that in the Iranian lexicon,
00:13:35despair is forbidden, and as long as a heart beats
00:13:39for this land, the defense continues.
00:13:42Parisa Paniyaz, Voice and Vision News Agency,
00:13:45Kermanshah.
00:13:59In the name of God, the Most Gracious, the Most Merciful. Dear compatriots, good people
00:14:03of Iran, hello. Welcome to watch the Governor's
00:14:06program today. With this introduction, the report you saw
00:14:09from Kermanshah. We want to talk to you about
00:14:13the very, very proud and
00:14:16brave province of Kermanshah, with its zealous people.
00:14:20You saw in this report what
00:14:23happened to our dear young man and how
00:14:27much spirit he and his family have. Today, we want to go to this important
00:14:30province of the country, and we are hosting
00:14:34Mr. Dr. Manouchehr Habibi, the Governor
00:14:38of Kermanshah, who has come to the Governor's program,
00:14:41and we are going to talk to him about Kermanshah province. Welcome,
00:14:45Mr. Governor. In the name of God, the Most Gracious, the Most Merciful. I also
00:14:49extend my greetings and respects to
00:14:53dear compatriots, especially my fellow
00:14:56Kermanshahi citizens. Thank you very much. Welcome to the Governor's program
00:15:00on Khabar network. Kermanshah
00:15:03province has a very important geographical location for us Iranians.
00:15:06In any case, it has important capacities. It is a very
00:15:10important province in the field of natural
00:15:13resources, in terms of
00:15:16its border with Iraq, and has many potentials
00:15:20and capacities. The most important priority
00:15:23of the province for management.
00:15:32Today, October
00:15:3512th, which coincides
00:15:38with the anniversary of the historic
00:15:41trip of the martyred leader to Kermanshah
00:15:45province. In any case, let us remember
00:15:49and commemorate this great day, which was in fact
00:15:52the source of great developments in the economic,
00:15:55urban, and social fields. Could you briefly review
00:15:59exactly why the martyred leader visited Kermanshah
00:16:02on October 12, 2012? You see, that
00:16:06day was truly a historical
00:16:09turning point in Kermanshah
00:16:12province, due to the
00:16:15transformations that occurred after that trip. This trip
00:16:18lasted for about 10 days. The Supreme Leader,
00:16:23the martyred leader, was present in
00:16:26different parts of the province. More than 120
00:16:30development, economic, and poverty alleviation projects,
00:16:33small and large, were approved. I will briefly refer to a few
00:16:37of them: the Garmseri water transfer project in the west
00:16:40of the province, in the areas of Sarpol-e Zahab,
00:16:44Qasr-e Shirin, and Gilan-e Gharb,
00:16:48the Kermanshah railway project,
00:16:51which continues to Khosravi
00:16:54and Baghdad, the construction of the Iran
00:16:57Khodro factory was among the approvals of this
00:17:01trip. About 500
00:17:04small projects were approved during
00:17:08this trip, some of which have been put into operation,
00:17:11and
00:17:14Shahid Beheshti Hospital, Shahid Raisi Hospital,
00:17:17which is now providing good
00:17:21services to the dear people, was among the approvals of that trip
00:17:25by the martyred leader,
00:17:28which has truly transformed the province in various
00:17:32fields, and in short, in the areas
00:17:35of employment, wealth creation, economy, and
00:17:38urban development, this trip has been very effective.
00:17:41As the martyred leader said, Kermanshah province
00:17:44is the strong chest and beautiful
00:17:47face of Islamic Iran, a sacred
00:17:50land blessed with 10,000
00:17:54martyrs. The book of 8 years of holy defense started
00:17:58from Kermanshah and Qasr-e Shirin, as you know,
00:18:01and in fact, it ended in Mersad Strait, Eslamabad-e Gharb.
00:18:05A land as vast as history,
00:18:08from Bistun Anahita
00:18:11to Taq-e Bostan and to
00:18:15Mersad Ambush, which essentially brought the hypocrites
00:18:18to their slaughter and hammered the final nail in the coffin
00:18:21of the hypocrites by the warriors of Islam in Mersad Strait.
00:18:25This land is the birthplace of eternal
00:18:28culture and wisdom, from the golden pen of Ayatollah
00:18:32Nojoumi, who is
00:18:35an eternal figure of the Islamic world,
00:18:38to the figure of Persian literature,
00:18:41Mir Jalaleddin Kazzazi, who is a famous figure,
00:18:45and the eternal melodies of Master Ahmad Azizi
00:18:49and Master Mohammad Javad Mohabbat and
00:18:52dozens of other intellectuals. All
00:18:55these are figures who grew up
00:18:59in Kermanshah province. Kermanshah is in fact
00:19:02the eternal standard-bearer of resistance
00:19:05and sacrifice, an example of which you saw
00:19:08in your program. A land that, from the epic of 8
00:19:12years of holy defense to the 12-day war, to the
00:19:15Ramadan war, has always stood like
00:19:19Mount Bisotun for this revolution.
00:19:21And
00:19:24from Martyr Mohammad Saeed Jafari, who was
00:19:27in fact the commander of the west,
00:19:30Martyr Dokamizadeh, who along with his father spent 10 years in Saddam's
00:19:34prisons, to
00:19:37the renowned commander, Commander Haj Ramadan, who stole sleep
00:19:40from the Israelis and in fact
00:19:44made the world dark for them, and to the proud veteran
00:19:48Hossein Mohammadi, who lost
00:19:51Islamic Iran and is known today
00:19:55as Mr. Launcher of Iran.
00:19:59We have two world heritage sites in
00:20:02Kermanshah province, one is the unique
00:20:06Bisotun inscription and the beautiful and heavenly and unparalleled
00:20:09Hawraman region. A province with 2 million
00:20:13people, 14 cities, and 35 towns.
00:20:17It has more than 2500 villages.
00:20:20A small Iran with a rainbow
00:20:24of ethnic groups. Kermanshah province has both a Shia
00:20:27population and a Sunni population, and the Ahl-e
00:20:31Haqq community live together.
00:20:34The oldest and closest
00:20:38route to Karbala and the holy shrines is through the Khosravi border
00:20:41in Kermanshah province. This province is in fact
00:20:44host to more than 60% of
00:20:48the pilgrims
00:20:51of Arbaeen of Imam Hussein, who pass through the province's
00:20:55route and geography. About 40% of exports to Iraq
00:20:58are done through the borders of Kermanshah
00:21:02province, and overall, in the four-season climate of Kermanshah,
00:21:05simultaneously with the icy cold in the east of the province
00:21:09in Sonqor, you have a temperate climate in central
00:21:12Kermanshah and the Uramanat region, and a
00:21:16scorching heat in Qasr-e Shirin and
00:21:20Sumar, all together. This is the birthplace of heroes and champions.
00:21:23Kermanshah is essentially known as the birthplace of heroes,
00:21:27from Aryan Salimi, who won a gold medal at these
00:21:31Asian Games, to whom I repeat, yes, Atousa
00:21:34Golshadnejad and Yasin Khosravi and
00:21:38dozens of other heroes and champions. All of them
00:21:41have their origin and birthplace in Kermanshah province.
00:21:45In addition, Kermanshah is a creative world city.
00:21:48In
00:22:04any case, in the service of the great, dear, loyal,
00:22:08and border-guarding people of my province.
00:22:10Given all the explanations you gave, I think
00:22:14a very good familiarity has been created for the people of Iran
00:22:17with the capacity-rich
00:22:20province of Kermanshah, which I said at the beginning of my speech is one of the very, very important
00:22:24and valuable provinces of Iran.
00:22:27And its
00:22:29proximity to our important borders is also of great importance.
00:22:33Let's go back to the first question. What is your most important priority,
00:22:37very briefly, for transforming capacities into
00:22:41sustainable employment opportunities, industry, and agriculture in this province?
00:22:44Yes, as you correctly pointed out, Kermanshah has
00:22:48371 meters of border,
00:22:52and simultaneously, it has connections with two markets
00:22:54in two regions, Arab Iraq and Iraqi
00:22:58Kurdistan.
00:23:00It is located in the communication hub
00:23:04of the west, such that it has maximum
00:23:07access within two hours to neighboring
00:23:10provinces and
00:23:12to nearly three to four
00:23:16Iraqi provinces. Its activities
00:23:19include petrochemical complexes that are currently active,
00:23:22and three more petrochemical complexes that are under
00:23:26construction. The
00:23:28Eslamabad-e Gharb petrochemical complex has 65%
00:23:32physical progress, the Sonqor petrochemical
00:23:35complex has 60%, and the second phase of our Kermanshah petrochemical
00:23:38complex also has 88% progress. With the completion
00:23:42of these, Kermanshah will essentially be considered
00:23:45the petrochemical hub of the country.
00:23:48The annual
00:23:51production of 5.5 million tons of agricultural
00:23:54products has made this province a strategic
00:23:58province in the country's food
00:24:00security. As I mentioned, we have two
00:24:04world heritage sites like Bisotun and Hawraman, which are very
00:24:07important in the field of tourism
00:24:11and significant. And
00:24:14overall, both the border
00:24:16and the agricultural sector
00:24:20and our industrial
00:24:21and tourism sectors have
00:24:25created a very high capability
00:24:29for the province to use these capacities
00:24:32and continue on its path. In this regard,
00:24:36during the trip in May
00:24:392025, Mr. President and the respected
00:24:42government delegation to Kermanshah province,
00:24:4538 trillion tomans
00:24:48of facilities
00:24:52and financial and banking resources
00:24:55were approved to be made available to
00:24:59industrial units. 140
00:25:02of our production units that were stagnant in the industrial
00:25:06and agricultural sectors have returned to the production cycle, which
00:25:10has created nearly 124
00:25:12jobs.
00:25:14We held 122
00:25:17meetings in industrial units as part of our
00:25:20economic Wednesdays with managers of production
00:25:24units to follow up on their issues. Our dialogue council
00:25:27rose 18 places in the ranking. It was at the bottom
00:25:31of the table, but due to these actions that
00:25:34were taken, it made good progress,
00:25:38and we are witnessing a leap in various
00:25:40agricultural, economic, and
00:25:43industrial sectors. Thank you very
00:25:46much. Regarding agriculture, Kermanshah
00:25:50province, considering the capacity you
00:25:54mentioned, from east to west, which has a very
00:25:57diverse climate, plays a very important
00:26:01role in the country's food security. Given
00:26:04that we have moved towards increasing agricultural
00:26:08productivity in the policies of the Ministry of Agriculture,
00:26:11and now the development of processing industries,
00:26:15optimizing water consumption, etc., what specific
00:26:18measures and programs have you implemented for food
00:26:21security and improving the agricultural sector
00:26:25in the province? As you mentioned, one of
00:26:28our very important capacities is the field
00:26:32of agriculture. We have about 950 thousand hectares
00:26:35of fertile agricultural and permanent land,
00:26:39and annually we produce something close to 5.5
00:26:42million tons of products. We have achieved the second rank
00:26:46in agricultural production in the province, and
00:26:49we have achieved the fourth rank in guaranteed wheat
00:26:53purchase. We produce about one million tons of wheat per year,
00:26:56and in
00:27:00chickpea
00:27:03production, the province produces more than 30 to 40
00:27:06percent of the country's total production,
00:27:09and this share and brand belongs to it.
00:27:13Also, 1.5 million tons
00:27:16of sugar beet are produced, which ranks
00:27:19second in the country. For these
00:27:23capacities, we have prepared some programs, including
00:27:27crop pattern reform
00:27:29through transitioning from traditional
00:27:32agriculture to modern
00:27:35and water-efficient agriculture, and accelerating
00:27:39the operation of downstream networks
00:27:42and hundreds of control
00:27:46of illegal water
00:27:49abstraction from groundwater tables,
00:27:52which had caused many of our lands
00:27:56to face a drop in groundwater
00:27:59levels. The development of modern orchards
00:28:03is being pursued in Kermanshah province, and the strengthening
00:28:06of processing industries in this regard. These actions
00:28:10have enabled us to utilize more than 75
00:28:14percent of the Garmseri
00:28:17water transfer system, which was approved during the martyred
00:28:20leader's trip to the province. This project
00:28:23itself has led to an increase in agricultural production,
00:28:26including sugar beet, wheat, and corn.
00:28:30The operationalization of the
00:28:334,000-hectare modern orchard, meaning
00:28:37using modern and new methods, is in
00:28:40the west of the province. About 2,000
00:28:43illegal wells that had been drilled
00:28:47have been sealed, which has led to
00:28:51nearly 85 million cubic meters
00:28:54of water being added to
00:28:57the groundwater level, and many of our
00:29:01qanats that had dried up are now
00:29:05full of water.
00:29:07The launch of satellite monitoring
00:29:11under the name of "Green Cultivation" for smart
00:29:14supervision of agricultural activities was among the measures
00:29:18that led to our agricultural standing
00:29:22improving from rank 6 to rank 4
00:29:25in two years. What was the percentage increase in our productivity
00:29:29in the agricultural sector? You see, we had an increase
00:29:33of about one million tons in agricultural
00:29:36product production compared to last year, which
00:29:39led to the province's rank improving. Thank
00:29:43you very much. One of the important capacities of your province,
00:29:46which you mentioned at the beginning of your speech, is the Khosravi border
00:29:50and in fact, the borders we have with Iraq
00:29:53through Kermanshah. It is the official
00:29:57gateway for Arbaeen pilgrims entering and exiting, and
00:30:00for imports and exports. Given that this border is of
00:30:03great importance for both pilgrims
00:30:07and traders, what programs has the province
00:30:10implemented to facilitate these movements, customs
00:30:14procedures, and related matters to reduce
00:30:18waiting times and other issues? The border
00:30:20and border markets
00:30:23are an unparalleled capacity
00:30:26of Kermanshah province. We have
00:30:29defined Kermanshah province as
00:30:33the gateway of pilgrimage and trade.
00:30:36As you mentioned in your speech,
00:30:40both Arbaeen and It's about trade and
00:30:43exports. We have 6 official borders
00:30:47and marketplaces in Kermanshah
00:30:50province that are active along
00:30:53371 kilometers of border that we have with
00:30:57Iraq.
