00:21:59And now, dear viewers, we move to economic
00:22:03news with Mohammed Al-Qati.
00:22:18Welcome. In a step
00:22:20aimed at reducing financing costs and enhancing financial sustainability,
00:22:23the Council of Ministers approved the issuance of Islamic financing
00:22:27sukuk for the Greater Amman Municipality worth
00:22:30400 million dinars, amidst estimates of achieving
00:22:33savings in financing costs of about
00:22:3670 million dinars over five years.
00:22:39Details of the issuance and its financial dimensions in the following
00:22:42report:
00:22:45From reducing financing costs to improving debt management,
00:22:48the Greater Amman Municipality is moving towards a new financing
00:22:52tool through the issuance of Islamic sukuk worth 400 million
00:22:55dinars, which is expected to reduce financing costs by about
00:22:5970 million dinars over five years. In a move
00:23:04Kingdom for the benefit of municipalities and public
00:23:06institutions, the Council of Ministers approved the issuance
00:23:10in the form of a lease-to-own agreement with an annual
00:23:13return of 5.5% for a period of five
00:23:17years. The decision comes within a plan to enhance the efficiency
00:23:20of financial management and benefit from Islamic financing tools in the local
00:23:24market, allowing the Greater Amman Municipality to provide
00:23:28lower-cost financing for its projects and improve
00:23:31the management of its financial obligations. To complete the issuance,
00:23:34the Greater Amman Municipality conducted specialized economic
00:23:37and financial studies in cooperation with government
00:23:40institutions and Islamic banks. It also established
00:23:43an Islamic sukuk company and completed the necessary
00:23:46documents and approvals, including
00:23:50the competent authorities. Today, when we studied several options,
00:23:54Islamic sukuk and bonds and rescheduling the existing
00:23:57loans at a contract rate of 5.5%,
00:24:005.5%. When I go down from 8.25% today
00:24:03to 5.5%, there is definitely a saving
00:24:08return or
00:24:12in the strategic projects
00:24:15phase has been approved. We need to complete the
00:24:18sukuk issuance procedures.
00:24:21400 million debt will be paid. The value of the debt will be
00:24:24directed to pay off part of the currently outstanding debt.
00:24:28Certainly, the difference or
00:24:31on the citizen by improving the quality of services provided to
00:24:35citizens. The Central
00:24:38Bank of Jordan will manage the issuance in the market, provided
00:24:42that it is directed to banks and insurance companies, institutions,
00:24:45and savings, investment, and retirement funds,
00:24:48while the sukuk will be eligible for trading on the Amman Stock
00:24:52Exchange according to the approved terms and conditions.
00:24:55Estimates indicate that the issuance will contribute to reducing financing
00:24:58costs by about 70 million dinars over five
00:25:02years and may rise to about 140 million
00:25:05dinars if the sukuk are extended for an additional five years,
00:25:08according to the same financial assumptions. Thus, the
00:25:12limited to providing a new investment tool and diversifying investor
00:25:16options, but extends to testing a financing model
00:25:19for municipalities aimed at reducing debt burdens and enhancing
00:25:22financial sustainability while directing available resources towards
00:25:26the municipality's projects and services. From a new
00:25:30financing tool to lower costs
00:25:33for debt management, Islamic sukuk open up a different
00:25:37path for the Greater Amman Municipality to finance its
00:25:40projects, while the focus remains on translating the expected
00:25:43savings into financial sustainability
00:25:46and better services for citizens.
00:25:51For their part, specialists affirmed that the Council of Ministers'
00:25:54decision to approve the issuance by the Greater Amman Municipality of Islamic
00:25:57financing sukuk worth 400 million dinars opens
00:26:01a new window for public institutions to diversify their
00:26:05funding sources and restructure their financial obligations
00:26:08in a step that goes beyond providing liquidity to testing the ability of Islamic
00:26:12financing tools to reduce debt service costs
00:26:15and enhance the efficiency of public spending and link financing
00:26:19to developmental and productive
00:26:22projects. The Council of Ministers' decision comes to invest
00:26:25financial tools
00:26:28that can
00:26:30provide possibilities to replace existing debt
00:26:34with lower-cost debt
00:26:37and thus more effective, given that Islamic
00:26:41sukuk from this perspective
00:26:44deal with real and actual assets, meaning
00:26:48that they deal with actual production
00:26:51and therefore they finance an asset
00:26:55or a benefit or a lease that varies depending on the type of sukuk.
00:26:59I believe it is a wise decision that serves the interest of
00:27:02the financing projects that the Greater Amman Municipality intends to undertake
00:27:05and manage its funds in a sound manner, which
00:27:08saves the municipality money
00:27:12and provides rewarding annual returns, and also opens
00:27:15the door for local investors to benefit from these
00:27:19sukuk
00:27:22and invest in them during the five-year
00:27:25offering period. The Commissioner for Environment
00:27:28and Public Safety in the Aqaba Special Economic Zone Authority, Dr.
00:27:32Nidal Al-Ouran, affirmed that the Council of Ministers' approval of the explanatory
00:27:36memorandum for the draft Public Safety System in the Aqaba Special
00:27:39Economic Zone for the year 2026 represents an important step
00:27:43in the process of developing an integrated system for public
00:27:46safety and risk reduction in line with the
00:27:49economic and tourism status of Aqaba. Al-Ouran
00:27:53said that the draft system focuses on establishing a unified
00:27:56framework for public safety requirements and enhancing institutional
00:27:59coordination between the Authority, Aqaba Governorate,
00:28:02the Public Security Directorate, and other relevant
00:28:06authorities, and developing mechanisms for
00:28:09inspection and evaluation and follow-up on public safety
00:28:13facilities and public
00:28:15utilities. Regarding the public safety system
00:28:18that was approved by the Council of Ministers in
00:28:22the Aqaba Special Economic Zone, its importance lies
00:28:25in its endeavor to develop and enhance
00:28:29the public safety system and reduce risks within
00:28:33the Aqaba Special Economic Zone. Of course,
00:28:36facilities, in public utilities, in
00:28:41schools, in all areas, we seek through it
00:28:45to apply important elements starting from
00:28:50and passing through
00:28:52preventive and deterrent measures. And also
00:28:55there is a focus on what happens after
00:28:59an accident, God forbid, in terms of rehabilitation
00:29:03and re-evaluation, and also documenting
00:29:06lessons learned from every accident. A delegation
00:29:09from the Jordanian Cooperative Foundation visited the Iraq
00:29:13Al-Amir Women's Cooperative to review its projects and assess
00:29:17the nature of the support provided to it through the Prime
00:29:20Ministry. The cooperative works to direct the support
00:29:23provided to it towards enabling it to continue
00:29:26and expand its productive and craft projects,
00:29:29which ensures enhanced empowerment
00:29:32of local community women economically and socially.
00:29:36This visit comes as a continuation and implementation of the outcomes
00:29:39of the inspection visit by Prime Minister Dr.
00:29:43Jaafar Hassan to the Iraq Al-Amir Women's
00:29:46Cooperative in April of last
00:29:48year. Our most important goal is to empower
00:29:52women. Of course, there are about 20 women who work
00:29:56daily. We have more than one workshop, which is the textile workshop,
00:30:00which was the first workshop established in this association.
00:30:03Fabric rolls 25 meters long and 60 cm
00:30:06wide. Of course, we manufacture
00:30:10From them we make shawls, we make bags, we make many products.
00:30:13We focus on our product to highlight our
00:30:16national identity. For example, we draw or
00:30:19embroider tourist sites like Petra, like Iraq
00:30:22al-Amir. And now we move to the world of finance
00:30:25and business from the Amman Stock Exchange, where the total trading volume
00:30:29for today reached approximately 11 million and 100 thousand dinars. And the number
00:30:33of traded shares reached 4.8 million
00:30:36shares, executed through 4511
00:30:39contracts. As for the price levels, the general
00:30:43index for share prices closed today at
00:30:464167 points, with an increase of
00:30:500.37%.
00:30:53And by comparing the closing prices of the traded companies for
00:30:56today, which numbered 112 companies, with the closing.
