00:00:00We have raised, for example, this trend could be followed in
00:00:04the care of the elderly, but
00:00:06relate please, do not distract attention, you promised
00:00:09the voters in that program, with which you won the
00:00:12election, that you would increase the home care
00:00:16not on rumors, but on the fee by 50%, but you did not do it neither immediately, nor
00:00:20by 50%, there are two possibilities, either you were not
00:00:23serious about it, then it is called a lie, or if you were
00:00:27serious about it, but you did not do it, then
00:00:29in under two years will be introduced, or will you are not fit for governance.
00:00:32together like this, yes, Margot and Neither is good in this case, both are irrelevant, I cannot accept your answer
00:00:36because the people did not receive what you promised
00:00:39them. Thank you very much. Thank you very much, Mr. Representative.
00:00:43Given that the representative did not accept the answer.
00:00:46I ask the National Assembly whether they accept the answer, please vote
00:00:50now.
00:01:01worked,
00:01:04thank you very much, the National Assembly with 126 votes in favor,
00:01:08the resolution of this issue? Thank you 49 votes against and no abstentions, accepted
00:01:11the answer. István Szabadi, representative of Our Homeland,
00:01:14submitted an interpellation to the Minister of Economy
00:01:17and Energy, titled "How do they plan to regain the trust of citizens
00:01:21in postal services". Representative István Szabadi has the floor,
00:01:25for a three-minute time limit,
00:01:27please. Thank you very much for the floor. Dear Madam Speaker, dear
00:01:31National Assembly, dear Minister, the Hungarian Post is in a quite
00:01:34serious situation, due to the wave of post office closures and
00:01:38downsizing in recent years, the traditional postal network
00:01:42titled "Why are they saving has radically shrunk, the Lőrinc Mészáros got about low wage level has led to a critical
00:01:45level of fluctuation, and the remaining staff is burdened
00:01:48with an unbearable workload,
00:01:51anything yet, but I have a feeling, well, the system where teachers can also receive which is further exacerbated by unrealistic sales expectations that are alien
00:01:54to the core activity, which we can see daily if we go to the post office.
00:01:58The Orbán government for years
00:02:01save on students, that it's not the case that instead of
00:02:01If on April 12th, the utterly neglected the traditional postal
00:02:02they'll help you choose network, unilaterally investing
00:02:05most of the development funds into the logistics network,
00:02:08which put its economic
00:02:11Esteemed National Assembly, Krisztián Kulcsár, the inner circle in a favorable position. The operation of the national
00:02:13postal company is still permeated by the intertwining of interests
00:02:17associated with Tiborc István's name and Váberer.
00:02:21The peak of this process was the Ecser logistics mega-investment,
00:02:24which was also built by Váberer's subsidiary for the Post
00:02:28for 12.5 billion forints. However, after the Ecser
00:02:31logistics center was put into operation in August, a nationwide package chaos
00:02:35lasting several weeks began, in which approximately 15,000 packages
00:02:39circulated for weeks in postal
00:02:42systems. All this happened despite the fact that the Orbán government had previously
00:02:45mandated by decree that all domestic web stores offer
00:02:49NPL shipping options. The temporary
00:02:53to get rid of this software error communicated by the Post actually covered a system-wide
00:02:56collapse. To handle the backlog, several previously closed
00:03:00processing points had to be reopened, and the lack of manual capacity
00:03:04was attempted to be solved by redirecting rural and hired
00:03:07workers, working weekends, and
00:03:11I would like to ask overtime, although the package backlog seems to have been resolved
00:03:14in recent days, this is not due to the stabilization
00:03:18of operations, but primarily to a significant
00:03:20drop in package volume. Due to the multi-week
00:03:24logistics chaos, the public and domestic web shops suffered
00:03:27significant losses and massively eliminated the NPL
00:03:30shipping method, which caused a drastic
00:03:33drop in package numbers and revenue,
00:03:36market loss, and liability for damages to the company.
00:03:40so that we also remain stylish, Such a level of operational collapse cannot
00:03:43go without consequences. There is clearly
00:03:46managerial, strategic, and
00:03:48Why are they saving on political responsibility here. Therefore, dear Minister,
00:03:51I ask for your answer regarding who is specifically responsible
00:03:55for the logistics crisis that has arisen,
00:03:58was there an internal investigation at the Hungarian Post,
00:04:01what immediate measures do they plan to stabilize
00:04:04the Hungarian Post's market share in parcel delivery,
00:04:08and rebuild customer confidence before the upcoming
00:04:12peak season at the end of the year. Despite the drastic
00:04:15volume reduction, will the jobs of postal
00:04:18employees be guaranteed, or will the employees again
00:04:21pay for the mistakes of the highly paid management? I await your kind
00:04:25reply. Thank you very much. Thank you
00:04:28very much, Mr. Representative, I now give the floor to Minister István Kapitány,
00:04:32for a four-minute time limit, please, Minister,
00:04:35the floor is yours. Dear Madam Speaker, dear
00:04:38National Assembly, dear Mr. Representative,
00:04:42in your interpellation, you highlighted a very important
00:04:46is to create a pedagogical connection, and this is very important in this matter, namely that
00:04:49the former government's inner circle
00:04:52took over the Hungarian Post, but this is not
00:04:56an activity that is unique to the Hungarian Post.
00:05:01We started reviewing all such activities in the past period,
00:05:04and as you heard from the press, this is no exception,
00:05:08neither is the Post. We started the financial,
00:05:11legal, and business review of the Post for
00:05:15the activity that you highlighted,
00:05:19and we fully agree that this activity is not
00:05:22at the level that would be expected
00:05:25from a postal service company, but what is the pattern
00:05:29we have seen here in the past period, we have seen the pattern
00:05:32that profitable activities
00:05:36were outsourced from companies where this was possible to
00:05:40friends, acquaintances, and a close circle close to the government.
00:05:43If we talk about the Hungarian Tourism Agency,
00:05:47then about 60% of a multi-year
00:05:49framework was received by about 3%
00:05:52of the entrepreneurs involved in Hungarian
00:05:55tourism, not small and medium-sized enterprises. We see the same
00:05:58names emerging in every
00:06:02one of our investigations. We have started the
00:06:05review, here you are talking about the Ecser
00:06:08logistics hub, but the pallet services, the
00:06:11postal... insurers, NPT Security, the
00:06:15communication activities through the lounge,
00:06:18all this is under investigation, and I can guarantee you
00:06:22that within a few weeks you will receive the detailed
00:06:25results of this investigation. This is very important
00:06:29in this context, I think, because similarly
00:06:33at the MFB, at the Exxim
00:06:35Bank, at the MTÜ,
00:06:39and at other organizations in the concession procedures, at the
00:06:43motorway constructions, we see a similar
00:06:46pattern, profitable activities are outsourced,
00:06:49and such activities remain
00:06:53that in this case can perform the task
00:06:56much more difficultly in the market, in this case a postal
00:07:00activity and a logistics activity must
00:07:03be performed. Fortunately, we prevented
00:07:07the separation of the logistics and postal network, because I guess
00:07:10you know that would have happened too.
00:07:14Tisza party had not won this election, and I think that then
00:07:17it would have been even more difficult to solve the
00:07:20situation. We agree that this was not caused
00:07:23by the employees, in fact, I must say about the employees,
00:07:27about the postal employees, that they do an excellent job, because
00:07:31they do their work in very difficult circumstances, and within such
00:07:34an activity, as you also said, which is a complex
00:07:37sales activity. There was a complete
00:07:40change of leadership at the Post and there
00:07:43will be more, so obviously we investigated who is responsible
00:07:47for this, if someone is responsible for the operation,
00:07:50and
00:07:53we bring in such leaders
00:07:57who have international experience and perform their activities
00:08:00in the interest of Hungarian citizens, and not for the purpose
00:08:03of enriching their acquaintances and friends,
00:08:06and not even in the manner you mentioned,
00:08:10which is completely and always unfounded.
00:08:13Allow me two more things, we will correct
00:08:17these errors, within a few weeks we will come back with the results
00:08:20of the investigation and what logistics and postal
00:08:24services we plan in Hungary, in state
00:08:26ownership, for Hungarians, by Hungarians. Thank you
00:08:30very much.
00:08:31Thank you very much.
00:08:35Thank you very much, Minister, I now ask
00:08:39the Representative if he accepts the answer. He has one minute to respond.
00:08:42Thank you very much for the floor, Madam Speaker, esteemed National Assembly, esteemed
00:08:46Minister. We completely agree that the postal workers
00:08:50do an excellent job every day. It is thanks to their
00:08:52work that the post office still functions somehow, but
00:08:56we would like to send a first-class letter, because it doesn't even arrive the next day,
00:09:00only on the third day, if we send a normal letter,
00:09:03it takes a week, or two, or God knows when it arrives, so
00:09:07but Minister, I trust that there will
00:09:10indeed be a change, but let's revisit this in two
00:09:14or three weeks, until then, allow me to not accept your answer,
00:09:18so that the work that awaits
00:09:21you in this regard can truly happen, also because the
00:09:25Hungarian citizens, the small businesses, have suffered serious losses
00:09:29due to the package chaos, and there must be some
00:09:32consequence for this, furthermore, of course,
00:09:35we can point to the past 16 years, because unfortunately, this is a consequence of that, but
00:09:38at the present moment, it is now your turn
00:09:42to make sure this truly seems to be resolved, or
00:09:46is resolved. Thank you very much. Thank you
00:09:49very much, Mr. Representative. Given that
00:09:51the Representative did not accept the answer. I now ask the National Assembly
00:09:55if they accept the answer? Please vote now.
00:09:59Thank you very much. I now declare
00:10:12and announce the National Assembly's resolution. The
00:10:15National Assembly accepted the answer with 127 votes in favor,
00:10:1948 votes against, and no abstentions.
00:10:22Dr. Simon Krisztián Márk, representative of Tisza,
00:10:25submitted an interpellation to the Minister of Finance. Titled "Under what
00:10:29conditions can the wealth tax for billionaires be implemented".
00:10:33Dr. Simon Krisztián Márk, Representative, has the floor.
00:10:36Three minutes time limit, please, Representative.
00:10:39Thank you for the floor, Madam Speaker, esteemed House, esteemed Minister.
00:10:43Hungarian society has long observed
00:10:46that the price of crises and economic difficulties is primarily
00:10:50paid by ordinary people, those who live on wages
00:10:53and salaries, so I am thinking of income and consumption taxes here.
00:10:57The current government intends to break
00:10:59with this tradition. According to the draft wealth tax law,
00:11:03the legislation will create a tax system that places
00:11:07social justice at the center of economic policy.
00:11:10A public consultation on this has begun
00:11:13on the kormany.hu website. With the introduction
00:11:16of the wealth tax, the tax system will give due
00:11:20emphasis to the wealth of taxpayers as the
00:11:24third pillar of public burden-sharing,
00:11:27alongside income and consumption taxes.
00:11:29The aim of the law is to involve the economic capacity embodied
00:11:33in outstanding wealth in public
00:11:35burden-sharing.
00:11:37People expect clear answers regarding the new tax,
00:11:41they want to know what it will mean in practice. I would like
00:11:45to know, first of all, how the new tax will serve
00:11:48the interests of the Hungarian people. Therefore, I address
00:11:52the following questions to you,
00:11:55Minister: My first question is, when exactly will the system come into force,
00:11:58who will the planned wealth tax apply to,
00:12:02what asset categories will it affect, what
00:12:06tax brackets, value limits, and tax types are planned
00:12:09for those with outstanding wealth, how will already paid,
00:12:13possibly other types of taxes be taken into account,
00:12:16will the new tax system entail any administrative
00:12:19burden for average Hungarian families with assets,
00:12:22finally, the most important question: "how does the government
00:12:25guarantee that the tax revenues collected from billionaires will actually serve
00:12:29the common good, how do they ensure that this money
00:12:32improves the lives of Hungarian people.
00:12:35Thank you, and I look forward to your honorable
00:12:39answer.
00:12:47I respectfully greet my fellow representatives, and I now give the floor
00:12:49to Minister András Kármán for his reply,
00:12:53with a four-minute time limit.
00:12:56Thank you for the floor, Mr. Speaker, esteemed House, esteemed Mr. Representative,
00:12:59in the case of this tax,
00:13:03just like in the case of the other tax proposal, the government's
00:13:07goal is more equitable public burden-sharing.
00:13:10In the past 16 years, an extremely disproportionate
00:13:14tax system has developed in Hungary,
00:13:17low-income earners, in proportion to their income,
00:13:20pay more, while those with large assets
00:13:24bear a significantly smaller burden in proportion.
00:13:27The result of this is that in 10 years, the wealth of the 100
00:13:31richest Hungarians increased by 325%,
00:13:33and today the distribution
00:13:36of wealth in Hungary is one of the most extreme in the European
00:13:40Union. That is why the government
00:13:43submitted the draft on the wealth tax for billionaires
00:13:47for public consultation, and I will answer
00:13:50your questions based on this draft.
00:13:54According to our
00:13:57tax proposal, the tax will come into force on January 1,
00:14:002027. The first tax liability will
00:14:03be determined based on the financial status
00:14:07on December 31, 2026, and the deadline
00:14:09for the first payment will be the end
00:14:12of August 2027. The tax applies
00:14:16to net assets exceeding 1 billion forints,
00:14:20it covers real estate, cash,
00:14:24securities, company
00:14:27shares, cryptocurrencies,
00:14:29including assets held abroad,
00:14:32in trust management, or
00:14:36private foundations. Tax loopholes
00:14:39will therefore be closed. The tax rate will be
00:14:431% on the portion between 1 billion and 100
00:14:47billion forints, and different above 100
00:14:51billion forints. The tax applies to net
00:14:55assets, meaning that the tax base can be reduced
00:14:59by liabilities, and to avoid
00:15:03double taxation, taxes paid on real estate
00:15:06or vehicles can be deducted
00:15:10from the wealth tax. For average
00:15:13asset-owning families, the wealth tax will not
00:15:17entail any reporting obligation, administration,
00:15:20or tasks. Daily life.
00:15:23As for the revenues.
00:15:33Our conservative estimate is that the tax will generate
00:15:36approximately 200 billion forints in annual revenue,
00:15:40and this measure will provide coverage for the tax credit
00:15:44supporting hundreds of thousands of employees
00:15:46earning below the median wage. We will finalize
00:15:48the draft based
00:15:51on the public consultation experience soon
00:15:55and submit it to the National Assembly. I ask for the
00:15:58acceptance of my answer. Thank you very much.
00:16:01I will now ask
00:16:08Dr. Simon Krisztián Márk, Representative, if he accepts the answer.
00:16:12He has one minute to make his statement. Thank you, Minister, for your answer and
00:16:15information. After discussing the Kata rules, I believe
00:16:18that we are also clear in this area.
00:16:22I am convinced that making public burden-sharing
00:16:25more equitable is our common social interest. It is important
00:16:29that the planned measures be implemented with clear,
00:16:32transparent, and transparent rules.
00:16:36And truly serve the interests of the Hungarian people.
00:16:40According to the draft law submitted for public consultation,
00:16:42the amounts from the wealth tax will increase the general
00:16:46revenues of the central budget, but
00:16:49it will be used for specific purposes, for example, for the development
00:16:52of healthcare, and for the reduction of social
00:16:55inequalities. Thank you for your answer, and I accept it. Thank you
00:16:58very much.
00:17:04Esteemed National Assembly, the Representative has accepted the
00:17:08answer. Dr. Anna Molnárné Lezsák, Fidesz representative,
00:17:12submitted an interpellation to the Minister responsible
00:17:15for agriculture and food economy, titled "We have become a country
00:17:18of shutdowns". Dr. Anna Molnárné Lezsák, Representative, has the floor,
00:17:22for a three-minute time limit. Thank you for the floor, Mr. Speaker.
00:17:25Esteemed Minister, we were shocked to learn that
00:17:29a few months after the Tisza government took office, in August,
00:17:33they stopped the payment of subsidies already awarded
00:17:36under the Hungarikum program. They announced that
00:17:39the program cannot continue in its current form, and the
00:17:43qualification process for Hungarikums will also be reformed.
00:17:46In April, 375 applicants won
00:17:49a tender, municipalities, civil organizations, folk
00:17:52artisans. The Hungarian state once told these 375
00:17:56applicants that they had won. A total of 1.150 million
00:18:00forints is at stake. This is an almost imperceptible
00:18:03amount in a country's budget, but in a small village,
00:18:07the won amount can be used to hold a festival based on Hungarikums,
00:18:11to organize a community gathering. Four months ago,
00:18:15the state said they won. Later, however,
00:18:18it changed its stance, telling the winners of the tender
00:18:22that they didn't win after all. This is the elevation
00:18:25of unpredictability to a state level.
00:18:29And on what grounds do they do all this?
00:18:32On the grounds that they are working on creating a political-free,
00:18:36truly professional performance-recognizing system. Dear Minister, what
00:18:39political bias do they perceive in the Kalocsa paprika,
00:18:43in the southern bell ringing, or in the Vecsés
00:18:46pickled cabbage? Because while you talk about
00:18:50being apolitical, you are precisely bringing political
00:18:53suspicion into a matter that has hitherto enjoyed broad
00:18:56national consensus. The law on Hungarikums
00:18:59was passed in 2012 with the broadest
00:19:03political consensus. The committee responsible for awarding
00:19:06grants includes, among others, the Hungarian Standing
00:19:09Conference, the Hungarian Academy of Sciences, and the MMA.
00:19:12Yet, what could be the reason for a complete audit?
00:19:16We are appalled by the situation. Behind the Hungarikums are producers,
00:19:20artisans, restaurants, and accommodation providers.
00:19:23The revenue will create local jobs, and family farms
00:19:26will remain local, and we already see the numbers.
00:19:30This year, the number of tourists
00:19:33decreased by 7.3% compared to the previous year.
00:19:37And you are taking away this money precisely when tourism
00:19:40would need all the help it can get. The Hungarian
00:19:43countryside, the local preservers of traditions cannot be suspects.
00:19:47We understand that you currently need political products, where
00:19:51you seek culprits. But understand, with this,
00:19:54you cause irreparable damage to the nation's self-esteem.
00:19:58Before the elections, you spoke of national reunification.
00:20:01But now, now you are hurting precisely
00:20:04those small communities who, with superhuman
00:20:07effort, by emphasizing their unique values and distinctiveness,
00:20:11strengthen local attachment and local retention. The
00:20:14end result is nothing less than destruction instead
00:20:17of construction. Dear Minister, will the
00:20:21375 winning applicants receive the grants already awarded
00:20:24to them? Will the program continue or will it be
00:20:28terminated? I await your esteemed
00:20:30reply.
00:20:50I would like to begin by stating that we have not become a country
00:20:53of shutdowns, but one of responsible spending,
00:20:57what you stated is not entirely correct in that form,
00:21:01as we did not stop the program, but reviewed it, and these two
00:21:05things are quite different. The
00:21:08review took place because we wanted to see
00:21:11exactly what payments were being made and for what
00:21:14purposes, and we notified all winners about the review
00:21:18of this program, so this process did not happen
00:21:21without the winners knowing that we had started
00:21:25the review, but we were in contact
00:21:28with them during the investigation as well.
00:21:31We actually consider it a national
00:21:35minimum that Hungarikums are needed,
00:21:38these are very important common core values
00:21:42and embody Hungarian identity, we do not question
00:21:44this, that was not the intention. The intention
00:21:48was, it was no accident that we observed
00:21:52that there were expenses that did not necessarily serve
00:21:55the purpose for which they
00:21:58were initiated, if we look at the various
00:22:01cultural expenditures from the recent past, I don't think I even need
00:22:05to explain what we are talking about,
00:22:09and here too there was a suspicious value increase back
00:22:12in April, which is why we thought that we could act
00:22:15responsibly by checking exactly what we are spending
00:22:19on in this program, but to answer your question,
00:22:22out of the 375 original winners,
00:22:26366 indicated that they would implement
00:22:29the promised program, and they will receive
00:22:33the payment for this, which will be 1 billion 120
00:22:36million 985,237 forints.
00:22:38The signing of these
00:22:42contracts and their disbursement
00:22:44are in progress, the winners will receive them during October
00:22:48and November. And I ask for the acceptance of my answer. Thank you
00:22:52very much.
00:22:53I will ask Dr. Molnárné
00:23:00Lezsák Anna, Member of Parliament, if she accepts the answer.
00:23:03She has one minute to make her statement. Thank you.
00:23:06Dear Minister, I am glad that there is a national minimum
00:23:10on which we can agree, Hungarikums have
00:23:13an outstanding, important economic factor
00:23:16as well, while also strengthening
00:23:19the Hungarian national consciousness, we can truly
00:23:22agree on this, and I am also glad that all 360
00:23:26applicants will receive it, although we did not receive a specific
00:23:29deadline, only a distant one,
00:23:33that they will receive it by October, we hope that will be the case,
00:23:36therefore I can accept your answer, as I have
00:23:39received an answer to my question. Thank you
00:23:41very much.
00:23:48Esteemed National Assembly, the Representative has accepted the
00:23:52answer. Dr. János Hargitai, representative of the KDMP,
00:23:55submitted an interpellation to the Minister of Economic
00:23:58and Energy Affairs, titled "Complete chaos in fuel
00:24:01payments, don't you think a more comprehensive measure is needed?".
00:24:04Dr. János Hargitai, Representative, has the floor, for a three-minute
00:24:08time limit. Thank you for the floor, Mr. Speaker, esteemed
00:24:11National Assembly, esteemed Minister, I am sure
00:24:15that in the election campaign,
00:24:17one of the most firmly established figures
00:24:20was when the Prime Minister, now the Prime Minister,
00:24:24wanted to fix the price of petrol,
00:24:27and trumpeted this across the country. Since then,
00:24:30the price of petrol has risen by 155 forints,
00:24:33and the price of diesel by 230 forints. We have repeatedly
00:24:37urged you to continue the practice that
00:24:41we followed. Let's return to protected
00:24:45prices. These have so far
00:24:47not been our proposals.
00:24:50they swept them away. I am sure you agree with me that
00:24:53in the global economy today, there are no movements
00:24:56that would reassuringly settle this issue, that
00:24:59prices would calm down, or perhaps correct back
00:25:03to previous conditions.
00:25:06Therefore, I think that such
00:25:09temporary solutions, which you have been experimenting with so far, do not
00:25:12provide a solution for the Hungarian economy.
00:25:16You wanted to give 5000 HUF to a few.
00:25:20"vehicle owners who use diesel fuel, I say 'wanted to give' because
00:25:24even though I have a good opinion of the Hungarian public administration,
00:25:28it still failed to complete this
00:25:31task. I know not only from newspapers,
00:25:34but also from experience that the implementation of this
00:25:38provision is contradictory.
00:25:41Some have not yet received their
00:25:45due allowance. Some have received it, and even..." after three minutes
00:25:48they received another
00:25:51transfer, so they received two transfers. There are electric
00:25:55car owners who received a transfer, and I say there are those who are entitled to it, but haven't received it.
00:25:59I don't understand how this
00:26:02chaotic situation could have been created. My questions
00:26:06will therefore, among other things,
00:26:08to the handling of this situation.
00:26:12You are in contact with freight forwarders and the association
00:26:16of independent gas station owners. You are also striving,
00:26:19hopefully, to resolve
00:26:23their issues and complications.
00:26:27But even if you do so, we will attempt something in this regard tomorrow. I consider this
00:26:30to be insufficient, which is why the questions I listed at the end of the interpellation
00:26:34to you
00:26:37are practically interrelated. Firstly, the redress of the situation that has arisen
00:26:41is demanded from you. What are you doing
00:26:45to resolve this chaotic situation,
00:26:49regarding the payment of the 5000 HUF?
00:26:52How do you intend to resolve the issues of agricultural
00:26:56owners and freight forwarders? And finally, there is my essential question, because this is what I want to lead to:
00:27:00lényegi kérdésem, mert ide akarok kifutni, hogy... az eddigi
00:27:03after the procrastinating measures taken so far, don't you, Mr. Minister, finally feel the need
00:27:07to comprehensively address
00:27:11for
00:27:13your answer.
00:27:18I give the floor to Minister István Kapitány, with a time limit
00:27:20of four minutes. Esteemed Speaker, esteemed
00:27:24National Assembly, esteemed Member of Parliament, we have discussed this many times
00:27:28here in the house. I would like to reiterate
00:27:31that "the primary task of this
00:27:34government is to guarantee the security
00:27:37of supply. You are an expert, so I know you
00:27:41understand, they probably told you to ask this question now, or I don't know, there are
00:27:45legitimate parts in this, but
00:27:4890% of it we have already discussed many times. The
00:27:52prices now look like this, that in Hungary, as you said,
00:27:55640 and 707 HUF, in neighboring countries
00:27:59664 and 725. If I understand
00:28:02you correctly, that we should go back to 595 and
00:28:04615, as an expert you know this
00:28:08would mean that diesel imports
00:28:11would cease in Hungary, no one would be able to import diesel into this
00:28:14country, and I would also add, because the prepared
00:28:18energy expert on my left says to introduce
00:28:21this only for Hungarian citizens, well, I would add
00:28:25that we are talking about an EU member state, well, one, well
00:28:28two, this could only be done from protected reserves, the strategic reserve.
00:28:34As long as I am minister, we will not use strategic reserves
00:28:37for pricing, and we will not use them
00:28:40because it might not bother you, but
00:28:43it would bother me very much if Hungarian people could not
00:28:47refuel, just like in Russia, of course
00:28:50they could until now, obviously they could, 50 billion
00:28:53forints from taxpayers' money, to you I know this is nothing, to
00:28:57taxpayers 50 billion forints is a lot of money, and the 50
00:29:01billion forints. "that 50 billion HUF, that's a red
00:29:04victory, that means that you can finance this for a month
00:29:08from protected reserves, and then I'll give
00:29:11you advice, because you know so much about it, get Russian diesel,
00:29:14because they don't have it, get it from Hormuz, because it's not
00:29:18there either, and you would put Hungary in a situation that
00:29:21no responsible person could do, trying
00:29:24to finance a price level that is much
00:29:28higher than in neighboring countries. So my answer
00:29:31is, "are we introducing a protected price?" I hope
00:29:34you understand now, we will not introduce it, and this is why, because
00:29:38for us, the energy security of Hungarian people is
00:29:41paramount.
00:29:43As for the disbursement, as for the disbursement,
00:29:47I would say that obviously we are trying to do what
00:29:50you did not try to do, to try to give support
00:29:54to those who need it. It may not be 100%
00:29:58perfect, but you said that some diesel cars.
00:30:02we are giving support, well, for me, the 858,000
00:30:06people for whom on September 30th the Hungarian Post and the
00:30:09Hungarian State Treasury transferred this, that's not a few, that's not
00:30:13a few.
00:30:17You too, you too have operated things, it's pretty
00:30:20unfashionable in my opinion to talk about this, or that, or the other
00:30:24not succeeding, but I can assure you that the Hungarian state
00:30:27guarantees that everyone will receive
00:30:30their due 500... as there monthly, why
00:30:34is this important electric, why, why, why,
00:30:37of course, yes, well, this can be, this can be, but you would do
00:30:41that if it were up to you here
00:30:44gas station, because you are a huge expert in this activity
00:30:48too, right you, you understand
00:30:50this, the bingo and the diesel supply,
00:30:54you are the expert of these two, I
00:30:56would like to tell the Member of Parliament
00:30:59that the Treasury will transfer the diesel support
00:31:03to the bank account used during the payment of the 2026 vehicle tax.
00:31:07Anyone who
00:31:10acquired the eligible car after January 1st
00:31:13will receive the first two installments by October
00:31:1730th. So this is an important point, I know it interests you
00:31:20because the professional aspect interests you too. We guarantee that
00:31:24they will receive it, so I can guarantee this on behalf of the Hungarian government
00:31:28that everyone who is entitled to receive this support will
00:31:31receive it, and keeping the interests of the Hungarian people in mind, we ensure the energy supply
00:31:35of the country, thank
00:31:37you very much.
00:31:47the answer for your statement. You have one minute.
00:31:48rendelkezér
00:31:51I saw and heard you being angry, I'm not used to that
00:31:55from you, although I understand that you are in a difficult situation regarding the handling
00:31:58of the matter. You tell me that 50
00:32:02billion is not a lot for me, I know it's a lot even for you, at such times
00:32:06we are used to hearing from our benches that
00:32:09since you have Shell shares, this situation is perfectly
00:32:13suitable for you. "I don't think so, I don't share this
00:32:16correlation, therefore I say that
00:32:20I merely regret that you always come up with
00:32:23late, small solutions, and this is not, and this harms
00:32:27the Hungarian economy. In your current statement, a finance minister spoke,
00:32:30but that portfolio has an owner, who oversees the budget,
00:32:34you should keep economic matters in mind and take measures
00:32:37that genuinely help
00:32:41the economy. What you are doing,
00:32:44"is not it, turn to the solution, I suggest
00:32:48again, what we not only experimented with, but also did meaningfully.
00:32:51I cannot accept your
00:32:53answer.
00:32:59Dr. János Hargitai, MP, did not accept the answer
00:33:03to the interpellation. I ask the National Assembly whether it accepts
00:33:07the answer. Please
00:33:08vote now."
00:33:20I announce the resolution.
00:33:24Yes, the Prime Minister indicated that his button was not working. What
00:33:27vote did he wish to cast? Yes, he answered
00:33:30yes. Then I announce the resolution. The
00:33:33National Assembly, with 118 votes
00:33:36in favor, 46 against,
00:33:40with no abstentions, accepted the answer
00:33:43to the interpellation. György Polgár, the representative
00:33:47of Tisza, submitted an interpellation to the Minister responsible for Social Relations
00:33:50and Culture, titled "Peace March leaflets and 100
00:33:53millions, campaign financing disguised as culture."
00:33:56The floor is given to MP György Polgár,
00:34:00with a three-minute time limit. Thank you, Speaker, thank you for the floor,
00:34:04Mr. Speaker, esteemed Secretary of State,
00:34:08in recent months we have heard a lot about the so-called NKA
00:34:11case, the authority is investigating more than 17 billion forints.
00:34:16um, in connection with which several arrests have been made
00:34:20in the past period. The primary task of this National Cultural Fund
00:34:24should have been to support Hungarian culture and communities
00:34:27with public money.
00:34:30Despite this, numerous circumstances and
00:34:34facts have come to light that raise serious
00:34:37questions regarding the use of these public funds.
00:34:40It is perhaps worth taking a moment to look at
00:34:44how this looked, for example, in the
00:34:47Pest 12th constituency that I represent.
00:34:51In my constituency, Monor was the settlement that
00:34:54received a disproportionately large amount of support
00:34:57from these funds. This means, more precisely,
00:35:01that five such
00:35:04civil organizations received a total of
00:35:07100 million HUF in support from this cultural
00:35:11fund, which was not
00:35:13announced, and these civil organizations and
00:35:16foundations received exactly the amounts they applied
00:35:20for, in such a way. Why was
00:35:23this so centralized? I used this word because
00:35:2616 out of 19
00:35:29settlements did not receive a single penny from these
00:35:33supports, and each of these five Monor civil organizations
00:35:36is closely linked to Fidesz
00:35:39parliamentary representatives and Fidesz local government representatives
00:35:43and officials.
00:35:46Based on the data available to us, specific electoral
00:35:49expenses also came
00:35:53to light. For example, in the correspondence related to the media workshop,
00:35:56at the request of the chairman of the Pest 12th constituency,
00:35:59the distribution of leaflets was ordered. The letter states exactly
00:36:03this, I quote. During the elections,
00:36:06we would like to deliver leaflets to every
00:36:10mailbox at least three to five
00:36:13times.
00:36:27The order also includes bus passenger transport,
00:36:30specifically Monor to Budapest and Monor, meaning
00:36:33a round trip route, where next to Budapest,
00:36:37in parentheses, it states Peace March.
00:36:40What I have just said is based
00:36:43data available to us. I would
00:36:46like to ask the Secretary of State
00:36:50where the investigation of this more than 17 billion forints
00:36:54involved NKA support case stands, how much has been repaid
00:36:57potentially, and I would also like to ask what
00:37:01measures we can expect from the government to ensure that
00:37:04other improperly used public funds are returned to the
00:37:07budget, and that in the future cultural
00:37:10supports genuinely serve the purpose
00:37:13for which the state provides them. Thank you
00:37:16in advance for your answer.
00:37:22I give the floor to Secretary of State Enikő Tompa, with a four-minute
00:37:25time limit. Thank you, Mr. Speaker, esteemed House, esteemed
00:37:29colleague, the ad hoc college for key cultural programs
00:37:33established by former Minister Balázs Hankó decided on support of approximately
00:37:3617 billion HUF between September 2025 and March
00:37:392026, without disclosing the decision-making
00:37:43processes, thereby violating the rules of transparency
00:37:46for public funds. According to the well-founded suspicion reported by the prosecutor's office,
00:37:50the NKA's assets were used
00:37:53in 179
00:37:56cases, totaling more than 17 billion forints.
00:37:59According to the suspicion, part of these amounts were used to cover the costs
00:38:03of the 2026 parliamentary election
00:38:06campaign, and for the personal purposes of the applicants.
00:38:09The prosecutor's suspicion also
00:38:13raises the question of whether the decisions on support were actually
00:38:17not made by the ad hoc college, but rather
00:38:20by Balázs Hankó himself. The NKA
00:38:24support data is now available to anyone
00:38:28on a single interactive map published by the Prime Minister's Office,
00:38:31so I encourage everyone to browse
00:38:34the data. The Tisza government's goal is that the use
00:38:37of public funds should be transparent and controllable for everyone,
00:38:40and that transparency should prevail in all areas
00:38:44of governance, including the cultural sphere.
00:38:47This approach brings significant novelty
00:38:50compared to what we experienced during the Fidesz-KDNP government's
00:38:54term. The prosecutor's investigation. Balázs Hankó was
00:38:58arrested and then detained on suspicion of criminal
00:39:01conspiracy causing particularly significant financial disadvantage and breach of trust.
00:39:05Indeed, many
00:39:09have already voluntarily repaid the support. To date, a total of 170
00:39:12private individuals and organizations have repaid more than 4 billion
00:39:16HUF. So only a quarter of the 17 billion so far. But I think these
00:39:20figures speak for themselves,
00:39:24and highlight better than anything the questionable
00:39:27operation of the application system. I hereby inform the National Assembly that
00:39:31following a full audit of the NKA, on September
00:39:349th, Minister Zoltán dismissed the ministerial delegates
00:39:38of the permanent colleges of the National Cultural Basic Program. The selection
00:39:41and appointment of new members was based on professional,
00:39:45not political, considerations, unlike previous practice.
00:39:48Their presence guarantees that the public trust in the NKA will finally
00:39:52be restored. Of course, this does not mean the end
00:39:55of the work. Our colleagues are continuously working to ensure that the
00:39:59basic program can operate in a new, transparent
00:40:02structure for everyone as soon as possible. The NKA has therefore regained
00:40:06its right to make decisions on the allocation of grant funds
00:40:10solely on a professional basis. We guarantee
00:40:14that, unlike Balázs Hankó, the minister will
00:40:16not decide on 97% of the funds,
00:40:20as previous practice showed, because we will also
00:40:23reduce the ministerial budget to a minimum amount.
00:40:26In Hungarian culture, a system change is also needed,
00:40:30and we have embarked on this path.
00:40:32Thank you
00:40:40very much. I ask MP György Polgár whether he accepts the answer. You have one minute
00:40:43to make your statement. Thank you very much for the
00:40:47renewed opportunity to speak. It is not
00:40:50a coincidence, and thank you very much for the
00:40:53summary. It is no coincidence that in the first week of October, I also filed a complaint
00:40:57in these matters, as such irregularities can be found
00:41:01in the publicly available and requested
00:41:04documents, which I believe led
00:41:07to this decision. Thank you very much for the tremendous work
00:41:11you are doing, as recovering public money and using it for the public good
00:41:14is in all our interests, and I am convinced that
00:41:18it is our duty as Members of Parliament to ensure this
00:41:21integrity, so thank you in advance
00:41:25for your continued work.
00:41:40National Assembly, we have come to the end of the debate
00:41:43on interpellations. It is now 5:41 PM,
00:41:47we will now proceed to the discussion of urgent
00:41:50questions.
00:41:53Esteemed National Assembly, Gábor Szűcs and András Palóc,
00:41:56Fidesz MPs, wish to ask an urgent question
00:42:00to the Prime Minister. Titled "Hungarian people would rather pay market prices".
00:42:03emberek inkább piaci árat fizetnének címmel. Tisztelt
00:42:06Dear colleagues, I would ask you to leave the session
00:42:10quietly.
00:42:13I give the floor to MP Gábor Szűcs, with a time limit
00:42:17of two minutes.
00:42:20Thank you for the floor, Mr. Speaker, esteemed House. Esteemed Prime Minister, you
00:42:23deceived the Hungarian people, and after the people were rightly
00:42:27outraged, you took offense at them.
00:42:29In Veszprém a few weeks ago, you said that you shouldn't have given support
00:42:33to the people, to motorists, because there was no demand for it,
00:42:36as Hungarians, according to you, would rather pay market
00:42:39prices. Prime Minister, do you know what Hungarian people would demand?
00:42:43A protected price, about which you, on April
00:42:4616th, after negotiations with Moll's top executives, literally
00:42:49said this: "We agreed to maintain the protected price for both diesel and petrol
00:42:53even after the new government is formed." And what
00:42:57happened on June 24th, two months later? They withdrew the protected
00:43:00price. You lied, and instead of apologizing, you arrogantly
00:43:04said that motorists would rather pay market prices.
00:43:07And... and the government's arrogance didn't stop
00:43:11there, it was able to communicate as a success that they would double the
00:43:15tax of KATA earners. This affects not only 13,800
00:43:18KATA earners, but everyone who goes to a hairdresser, nail technician,
00:43:21travels by taxi, or is renovating their house. These jobs,
00:43:25after all, are mostly done by KATA entrepreneurs. And if
00:43:28the tax increases, the price of services will also rise. You always
00:43:32refer to what is in your program. I looked, but I didn't find any tax increase
00:43:35anywhere in the Tisza program, let alone its doubling. However, it
00:43:38does state that... "in our country, small entrepreneurs, small entrepreneurs
00:43:42pay a lot of tax, more than in other countries, a 100% tax increase
00:43:46is an excellent solution for this, congratulations, no one's burden
00:43:49will increase, neither that of employees nor entrepreneurs," you said this,
00:43:53Mr. Prime Minister, last October on ATV, and now it has increased
00:43:56from 50 to 10,000 HUF, and what did you say a month earlier
00:43:59there, "every Hungarian person's tax will decrease," so
00:44:02you don't even consider KATA earners as people anymore? Answer here and now,
00:44:06Mr. Prime Minister, not to me, but to the voters, will you bring back
00:44:10the protected price, will there be an official price of 480 HUF, as
00:44:13demanded, will you keep the current 5000 HUF KATA, or
00:44:16double it, or perhaps admit that you lied to the Hungarian
00:44:19people? In your answer, do not forget the Prime Minister's words: personal attacks
00:44:23appear when professional arguments run out. Thank
00:44:26you very much.
00:44:33I give the floor to Prime Minister Péter Magyar, with a time limit
00:44:36of two minutes. Thank you for the floor, Mr. Speaker, well
00:44:39then... "the facts, although this doesn't usually bother a megaphone
00:44:42propagandist, the average price of petrol
00:44:46in 2022, do you remember when he was still promoting it with the megaphone and got paid by a ministry,
00:44:49but did no work.
00:44:52It was 775 HUF, the average price of petrol
00:44:55in 2022 under the Orbán government, diesel was 8
00:44:59500, 851 HUF under your government. Currently, the average
00:45:03price of petrol in Hungary is 642 HUF, and diesel
00:45:06is 709. Let me help you, you don't need to calculate it in writing."
00:45:10642 is less than 775 HUF under the
00:45:13Fidesz government, 709 HUF is
00:45:16less than 851 HUF. You
00:45:19lied in the campaign that petrol would be
00:45:221000 HUF in Hungary, it didn't happen, you couldn't achieve it even under your
00:45:26government, and now we are very, very far from
00:45:29that. I can tell you
00:45:33that
00:45:36you also asked if the Tisza government had managed to adapt to the crisis?
00:45:40Well, if it had been up to you, then no, because you
00:45:43increased Hungary's national debt
00:45:46from 19,000 billion HUF in 2010 to
00:45:509,600 billion HUF by 2026.
00:45:52Esteemed Member of Parliament,
00:45:56what we can achieve, and what we undertook, is that
00:45:58in Central Europe petrol and diesel will be the cheapest,
00:46:02and we are upholding this. How will
00:46:05it be, how will
00:46:08supply security be, that every gas station will have
00:46:11fuel. You forgot, esteemed Member of Parliament, to inform your
00:46:14voters, if there are still any, but I don't think they forgot,
00:46:18in 2022, when you received your salary from both the megaphone and the ministry,
00:46:22then 500 gas stations had no fuel,
00:46:26there was no fuel for weeks, because nothing
00:46:28mattered to you, and I repeat, under your government, for months, or if
00:46:32we add it up, for years, the price of petrol and
00:46:36diesel was higher than now. You
00:46:40received 1.3 million HUF per month
00:46:43without actual work, and 1.6 million
00:46:46HUF in the last two months in a ministry, public money
00:46:50without doing any work, without a single document
00:46:53having your name on it. I will answer about KATA in my reply, thank
00:46:57you very much.
00:47:02I give the floor to MP Gábor Szűcs for his rebuttal, with a time limit
00:47:05of one minute. Thank you, Mr. Speaker, Prime Minister, you said let's look at the facts, but
00:47:09it was just, it was just a lie, now I'm talking, it was just a lie,
00:47:13in 2022 on the megaphone, my page started in '25, what
00:47:1622, what are you lying about, Prime Minister, what
00:47:19are you lying about? The fact that I did not work in the Ministry,
00:47:23just because I am not in the Posoidon system is very little, Prime Minister, very
00:47:27little, and you know what, he returned to the end, that you are a representative, at the beginning you were a megaphone
00:47:30propagandist, let me ask, the RTLS colleague should also calm down,
00:47:34so Prime Minister, what can I call you? Volán Prime Minister,
00:47:37student loan Prime Minister, let's not go back to these,
00:47:40okay, let's not go back to these, but I see that you didn't, you didn't
00:47:44understand the question, what you said, that you would maintain
00:47:48the protected price, two months later, now I'm talking, two months later, why did you withdraw
00:47:52it,
00:48:02double, you double the KATA tax, any, you
00:48:06once spoke of Gergely Gulyás's mathematical knowledge, what kind of knowledge do you have,
00:48:09don't you think this is
00:48:10double?
00:48:18The Prime Minister is entitled to a rebuttal within one
00:48:20minute.
00:48:23you know, you abolished most of the KATA tax
00:48:26in such a way that the remaining 1300
00:48:29people, your accomplices, yes, your partners in crime,
00:48:3213,000 people have no
00:48:35pension, no social security benefits,
00:48:39no maternity benefits, so if someone
00:48:42in a micro-enterprise falls ill, someone expects
00:48:46the joys of motherhood, someone reaches retirement age,
00:48:49then thanks to your ruined, shattered... system,
00:48:53these more than 10,000 people, because that's how many we are talking about, not
00:48:57receives a pension, does not receive healthcare, and does not receive
00:49:00maternity benefits. This is not a tax increase, but unlike
00:49:04you, we provide this to the people, and they will remain
00:49:08in it, no matter how much they struggle, no matter how much they
00:49:11whine, they will remain in it, and more than 10,000 people will
00:49:15switch, thanks to this change. We promised
00:49:18and we deliver, we deliver that, for example...
00:49:23they can also pay taxes, which you abolished, that for example, one can be a self-employed small business owner while studying at university, for example,
00:49:27one can be a self-employed small business owner alongside a pension. Next year, the
00:49:30truth will come out, that instead of the current 13,000, more than
00:49:332,000 will choose this taxation, then let's come back to whether this was a tax increase
00:49:37or not. Thank you
00:49:38homosexuality,
00:49:46Esteemed National Assembly, Dr. Juhász Hajnalka and Bence Rétvári, representatives
00:49:49of the KDNP, wish to ask an immediate question
00:49:53to the Prime Minister, titled "Whose interests does he serve, Brussels or Budapest?" The floor is given to
00:49:56Dr. Johánsz Hajnalka, within a two-minute
00:50:00time limit. Mr. Speaker, thank you very much for the floor, and I would like to
00:50:03apologize to Speaker Ágnes Fostos for sometimes
00:50:07getting carried away. I hold her in high regard, so I apologize
00:50:10if I got into a personal argument
00:50:13with the Prime Minister, but now I have the opportunity to ask if you are brave enough,
00:50:16Mr. Prime Minister, regarding my next point.
00:50:20"when the child protection referendum
00:50:23took place, more than 3.6 million people
00:50:26voted that they do not want gender in this
00:50:30country, more than the entire population. When the
00:50:32child protection law was submitted, I am sorry,
00:50:36I hope those watching see that the Prime Minister
00:50:39is laughing with Minister Balint Ruff on such a serious issue when
00:50:43it is about taking away the rights of parents, thank you
00:50:46if you let me speak, Mr. Prime Minister and Mr. Minister."
00:50:49"Mr. Prime Minister, if you are brave
00:50:52enough, then separate this
00:50:55bill. The issue of babies
00:50:58left in hospitals is extremely important
00:51:01to all of us, we will support it. We will support
00:51:04all child protection-related legislation,
00:51:08but when you smuggle in the promotion
00:51:11of homosexuality, the taking away of parents' rights
00:51:14to have exclusive rights
00:51:18regarding the upbringing of children. It's interesting,
00:51:20Mr. Prime Minister, when.
00:51:27then he's as quiet as a mouse, he only dares to shout here, right? So if you're brave enough, be
00:51:30brave, then justify why you don't separate
00:51:34the law? Brussels' interests matter, right?
00:51:37Pro-gender, because of Mrs. Lanner, the Minister of Education,
00:51:40pro-abortion, then confess, now is the
00:51:44opportunity, this is the historical moment, if children are truly
00:51:47important to you, then separate the law, Mr. Minister, it hurts
00:51:51what I'm asking, but... "now you have to answer this, if you are brave
00:51:54enough, because you are speaking in sync with me, I'm just saying, Mr. Prime Minister,
00:51:58what is the reason for this being in one law,
00:52:02why did you put it in, why did you, why?"
00:52:06"If you're brave, then separate it, leave it
00:52:09in."
00:52:15I give the floor to Prime Minister Péter Magyar, for two minutes.
00:52:18Sir, I appreciate that you endured this without listening,
00:52:22there on the podium. The representative
00:52:25lady says that Hungarian people voted in the referendum that they don't want
00:52:29gender. Well, let's start with the basics. Gender means
00:52:33sex, so what do they not want? Then people don't want sexes, they don't
00:52:36want, they don't want, so let's start there, I think, let's start
00:52:40small. You are talking about where do you
00:52:44read the word homosexual in this law? Let's read
00:52:48it together. He's deceiving his own non-existent voters again. It's not
00:52:51in this law, please, if anyone reads it,
00:52:55especially the six and a half big paragraphs, I don't know if he did, it's not long, it's about this long,
00:52:59for 10 years, he didn't visit needed. Nothing else
00:53:02is included, only the strengthening of child protection, for example against
00:53:06hate-mongering advertisements, against
00:53:09online harassment, against online advertisements, all forms of violence,
00:53:13sexual violence, not just homosexual, imagine heterosexual, or
00:53:16genderfluid violence, if you,
00:53:19despite being Christian Democrats, coming from church, do not
00:53:22vote for this child protection law, do not
00:53:25vote for the improvement of the situation
00:53:29of babies left in hospitals, that is a judgment on you.
00:53:32You started your speech by saying that you support everything
00:53:35that serves the interests of children, for example, the improvement of the situation
00:53:39of babies left in hospitals. Where were you in recent years?
00:53:43You were sitting right here, I think exactly where you are now, for four years,
00:53:46for eight years, what did you do for these children? Why was it that
00:53:50under the Orbán government, for years, hundreds of babies
00:53:54were in hospitals until they were six months old, one year old, one and a half years old,
00:53:57and not in a loving family, or even with a
00:54:01single parent? Why do you want, why do you want
00:54:05"children to grow up without love, in hospital beds,
00:54:08why are you talking about gender? And since we are talking about courage, let me finish,
00:54:12if the President allows me, that just now I could only report
00:54:16that the Rada, the Ukrainian parliament, adopted the
00:54:19education law, which allows Hungarian minorities,
00:54:23children, students, to use their language, and since then,
00:54:26your main enemy, the created enemy, President Volodymyr
00:54:29Zelensky has also signed the law, which will come into force tomorrow, not because of you,
00:54:33but because of those who..." wanted to help. Thank you very much,
00:54:36courage,
00:54:44I give the floor to Dr. Juhász Hajnalka for a one-minute
00:54:47response. Thank you for the floor, Mr. President, Mr. Prime Minister, be careful with high balls in foreign policy,
00:54:51surely you don't seriously think that anyone believes that
00:54:55your request mattered in Brussels, that you are a factor, well,
00:54:58Ukraine did it because of the EU accession to be able to close chapters,
00:55:02let's just say it. Who do you want to lie to? This is in Ukraine's
00:55:06explicit interest to become an EU member state as soon as possible
00:55:09in the accelerated accession.
00:55:13Sooner or later, they would have had to do it anyway. And you are selling that product
00:55:16that you really have nothing to do with. And gender. This
00:55:20is where we should return. You are removing those
00:55:23protection guarantees, which were exclusively the right of parents,
00:55:27please read the law, Mr. Prime Minister. Please read it, because it seems
00:55:31you were the one of the two who didn't read it. And then.
00:55:45The Prime Minister is entitled to a reply, within a one-minute
00:55:47time limit. Please, this is
00:55:50absolutely outrageous. So what's going on with Ukraine
00:55:54is important to you, but you don't care at all about what's going on with the Transcarpathian
00:55:57Hungarians. You talk about products, you talk about Brussels,
00:56:01you talk about someone betraying the interests of Hungarians, while you did nothing
00:56:05for 10 years. I repeat, your Prime Minister didn't even dare
00:56:08to set foot in Transcarpathia
00:56:12the Hungarians, the Hungarians, if he had
00:56:15ever spoken, if he had ever spoken,
00:56:18Representative, I am here. If he had ever spoken
00:56:21to the Hungarians living there, every Hungarian asked that
00:56:25coincidence that this is one of the most significant Budapest railway
00:56:29law amendment proposals, so that Hungarian children can study
00:56:32in Hungarian, sing the anthem. "So that Hungarian teachers
00:56:36can teach in Hungarian schools. We did that. In three weeks
00:56:39we went, we negotiated. I visited
00:56:42Ukraine, I visited Transcarpathia. I did not meet you, and especially not the former Hungarian
00:56:46Prime Minister. So much for courage. The Hungarians abroad mean nothing
00:56:50to you either, only your own political
00:56:53interests and your non-existent voters. And as for gender,
00:56:57once again, if you commit the disgrace of not
00:57:00voting for this amendment, then the babies
00:57:04left in the hospital will have more..."
00:57:17Esteemed National Assembly, Előd Novák, the representative of Mi Hazánk, wishes to ask an immediate
00:57:21question to the Prime Minister. Will the possibility of obtaining a diploma
00:57:24in under two years be introduced, or will this opportunity remain only for the representative
00:57:27of Tisza? The floor is given to Mr. Előd Novák, within a two-minute
00:57:31time limit. Thank you for the floor, Mr. President, Esteemed Prime Minister,
00:57:35Ernő Csatári, notorious for his scandals, the
00:57:38Tisza parliamentary representative,
00:57:41lied about having a university degree in his
00:57:45CV published on parlament.hu. In his Tisza-headed
00:57:48CV, it was not even subtly revealed that this was
00:57:52merely a desire on his part, as he lacks
00:57:55the language exam required for a diploma, any language exam, and in reality,
00:57:59he only started his studies last year, although he claims
00:58:02to finish them this academic year, which raises another question:
00:58:06how? He doesn't have any diploma yet, so it's theoretically
00:58:09impossible to get a diploma in an undergraduate
00:58:13program in two years. His tinsmith qualification
00:58:16in communication and media studies cannot theoretically
00:58:19be credited. So how? The Tisza
00:58:23representative did not answer this question. In a similar
00:58:26case, Ildikó Bangóné Borbély, the MSZP Member of Parliament,
00:58:29had to leave public life. Her party
00:58:33even expelled her. True, Lajos Kósa, however, could lie
00:58:36with impunity about having a university degree on the Parliament's
00:58:39website. Although he did not take a state exam, he also has no
00:58:43language exam. Ernő Csatári's parliamentary work in the past five
00:58:46months was almost nil, he did not sponsor a single law
00:58:50or resolution proposal, not even as a co-signer, nor did he submit any amendment
00:58:54proposals, he did not even speak once a month. Mi Hazánk
00:58:57called on Ernő Csatári to resign his
00:59:00mandate, however, after being exposed, he simply quietly
00:59:03had his CV replaced on the Parliament's
00:59:06website. If an employee obtains a job with such a trick,
00:59:10then after being exposed, he can hardly remain
00:59:13in his position. Why are there no consequences in Parliament, Mr. Prime Minister?
00:59:16Among Ernő Csatári's numerous scandals, it was revealed
00:59:19even before the elections that the prosecutor's office had launched an investigation
00:59:23into his case for budget fraud causing significant financial disadvantage.
00:59:26Since his election as a representative,
00:59:29he has been protected by parliamentary immunity. So why are there no
00:59:33consequences at Tisza even if one of their Members of Parliament
00:59:36misleads voters by lying about having a university
00:59:39degree? I await your substantial answer, Mr. Prime Minister.
00:59:42úr.
00:59:44I give the floor to Prime Minister Péter Magyar, for a two-minute
00:59:47time limit. Scattered applause, so - starting
00:59:51from you, Mr. Representative, I don't think it's necessarily a bad thing if a representative
00:59:54speaks less often than once a month. I support
00:59:57lifelong learning, especially because of your
01:00:00party leader and faction leader.
01:00:03He still has a chance, despite his very busy parliamentary
01:00:07hours, to even enroll in a higher education
01:00:11institution, although he said he is so busy
01:00:14that he cannot do such a thing. I
01:00:18appreciate that Ernő Csatári, and I think many here in the faction,
01:00:21as adults, as heads of families,
01:00:25or as breadwinners, or as mothers,
01:00:27obtain their first, second, or third
01:00:31degrees, or indeed vocational qualifications. I encourage
01:00:34every Hungarian to take advantage of the opportunity
01:00:38for lifelong learning. You are naturally not telling the truth, as
01:00:41perhaps Ernő Csatári ticked a wrong box, but he has said countless
01:00:45times, and you know this exactly, on his Facebook page and
01:00:49other platforms, that he is currently pursuing his
01:00:52higher education studies and does not have a diploma, not that it
01:00:56would be a shame for your party leader either, it is not his biggest
01:00:59shame that he does not have a higher education qualification. And I think
01:01:03it is better for all of us if foreign language skills are not mentioned
01:01:06by the Mi Hazánk faction, or indeed the Mészáros Lőrinc faction.
01:01:10Since you addressed me, I would also ask you what
01:01:13prevented you from allowing Viktor Orbán to be heard
01:01:17in that parliamentary investigative committee, perhaps
01:01:20regarding the relationship with the pedophile monster János Vásárhelyi,
01:01:23you know, the friend of Alexandra Szentkirályi? He can
01:01:27still do it, but if the President is missing, he's currently
01:01:30at the buffet. Mr. Toroczkai, I would tell him not to be
01:01:34a coward now that the former chief prosecutor of the Central Investigation
01:01:37Prosecutor's Office, Pál Fürcht, has volunteered
01:01:40to be heard, then decide today
01:01:44and summon the investigative committee
01:01:47investigating execution abuses, if the President
01:01:50is not brave enough, with or without a diploma,
01:01:54then he should resign his presidential post. Thank you
01:01:57very much.
01:02:04I give the floor to Mr. Előd Novák for a one-minute reply. Mr. Minister,
01:02:08although it is typical of you, this evasion is still
01:02:10astonishing. The fact that I voted the same way as your
01:02:13representatives did in the various investigative committees...
01:02:19deputy, and I said that we should summon Viktor Orbán if someone
01:02:23dares to testify that he is responsible for this. Even you did not
01:02:26dare to give this testimony under the threat of false accusation.
01:02:30So in this case, I can support
01:02:33the summoning of Viktor Orbán as well. I said this during the vote
01:02:36as well. However, it is unacceptable that you
01:02:40want to stage a political play out of an investigative
01:02:43committee, where substantial work should be done, for example, to uncover
01:02:47those still secret clemency cases, which unfortunately
01:02:51you voted against, because you are not willing to investigate them. But you did not even answer
01:02:54the title of my question, whether the possibility of obtaining a diploma
01:02:59it remain an opportunity only for the representative of Tisza? He did not fill out
01:03:02a box incorrectly, but falsely stated
01:03:06a university degree for himself in his textual CV.
01:03:09The question is whether Ernő Csatári lied to you about his qualifications,
01:03:13or did he only mislead the voters? Please at least answer
01:03:17this, since we can see there are no
01:03:19consequences for this.
01:03:22The Prime Minister is entitled to a reply, within a one-minute time limit.
01:03:26Well, this won't increase GDP, and the country won't be better off either, so it's good if we finish
01:03:30this performance soon. He checked what your qualification is, now that he's talking about
01:03:34higher education, I think he's a graduate communicator, or something
01:03:37like that is written under his name. He got this
01:03:41fantastic diploma in 2019. I think that includes not
01:03:44lying. Okay, so you know exactly, I repeat,
01:03:48Ernő Csatári has said and written many times
01:03:51that his higher education studies are currently
01:03:55in progress. I don't know what a graduate communicator, who allegedly
01:03:58completed his higher education studies and even
01:04:02received a diploma, a very valuable one, doesn't understand about this. He has said
01:04:05in several places, orally, written, that his higher
01:04:09education studies are in progress. But I would use this
01:04:1210 seconds, in case Attila Tibor Nagy, independent analyst, also
01:04:16in the Fidesz box, is happy about this,
01:04:19I would like to ask again to invite Pál Fürcht, former
01:04:23chief prosecutor, and have him heard in the execution
01:04:26scandal in the Rogán Sándor Wölner case, or
01:04:29if they are cowards, then let them resign the presidential post. Thank
01:04:32you very much.
01:04:41representative of Tisza, wishes to ask an immediate question to the Minister of Transport and
01:04:44Investment, titled "How can taxpayers' money be protected with such a legacy?"
01:04:48Due to the Minister's absence, State Secretary
01:04:52Zsolt Tárkányi was authorized to answer. I ask the representative
01:04:55if he accepts the person of the answerer.
01:05:00Then the floor is given to the representative.
01:05:04Esteemed State Secretary, the Southern Railway Ring is one of the country's
01:05:07most important and busiest railway
01:05:10sections. Its development, increasing railway capacity, and creating
01:05:14new stops are essential for creating modern
01:05:18transportation. It is no
01:05:21investments of recent years,
01:05:25which has particularly great significance for South Buda
01:05:28as well. Increasing railway capacity, "the creation of new
01:05:32stops and a more frequent, more reliable suburban transport can significantly
01:05:35improve the daily lives of those living in the region and contribute
01:05:39to reducing the traffic burden on Budapest. The Southern
01:05:43Railway Ring must therefore be built. However, the findings of the European
01:05:46Court of Auditors and information released in the press
01:05:49raise serious questions about the integrity
01:05:52of the public procurement for the investment.
01:05:54According to suspicions, the state may have suffered a loss of tens
01:05:58of billions of forints under previous governments. According to reports,
01:06:02due to the interconnections between the Contour Group and Véhid,
01:06:05as well as the information providing a competitive advantage
01:06:09transferred during the public procurement, Hungary faces the risk
01:06:13of losing significant 360 billion forints in EU support. The
01:06:15government has already announced the termination of the construction
01:06:19contract and the re-issuance of a new public
01:06:22procurement. However, this only provides a real solution if,
01:06:25in addition to investigating irregularities, the continuation of the investment
01:06:29is also ensured. And the development
01:06:32is realized in fair competition, protecting taxpayers' money.
01:06:35Tisza has made it clear from the outset that it has zero tolerance
01:06:39for corruption. However, the protection of public funds and the implementation
01:06:42of transport developments are not mutually
01:06:46exclusive goals; both must be enforced. Esteemed
01:06:49State Secretary, please answer the following
01:06:52questions. What measures is the government taking to protect EU
01:06:56funds and to account for and recover
01:07:00advance payments already made? What is the deadline for re-issuing
01:07:03the public procurement, and what guarantees will ensure competition,
01:07:06transparency, and the exclusion of conflicts
01:07:09of interest? Under what conditions and from what financing will the
01:07:13investment continue, and when is the completion of the Southern Railway Ring development
01:07:16expected? I await
01:07:18your answer.
01:07:23I give the floor to State Secretary Zsolt Tárkányi, within a two-minute
01:07:26time limit. Thank you for the floor, Mr. President, Esteemed
01:07:30Representative, indeed, the Southern Railway Ring, as Minister
01:07:34Vitézy also said many times, is one of the most important railway
01:07:37investments of the last decades, perhaps even the last 100 years. It will expand that
01:07:41bottleneck which, in Budapest's current
01:07:45railway traffic, is why a larger number
01:07:49of passenger trains, direct passenger trains cannot be operated
01:07:52between Eastern and Western Hungary. So the development of the railway,
01:07:56the completion of this investment, is important, but not at any cost. Currently,
01:07:59the most important thing is not to lose European Union
01:08:03funds, which would have meant enriching Fidesz corruption,
01:08:06Lőrinc Mészáros and his associates.
01:08:09The most important thing was to terminate
01:08:12this contract with VJhíd, the government terminates
01:08:16this contract with VJhíd, because, as you also said, the European
01:08:19Court of Auditors found such serious irregularities,
01:08:23and already reported this in January to the government
01:08:26led by Viktor Orbán, which make it impossible to complete
01:08:29and continue this investment from EU funds.
01:08:33Currently, this extremely important investment is about 40%
01:08:36complete. This decision was therefore necessary due to Fidesz
01:08:40corruption. "The railway development must therefore be concluded
01:08:43fairly. Therefore, after settling the 57 billion Forint
01:08:46advance payment still held by VJhíd, we must wait for them to leave
01:08:50the area, then a new fair public procurement
01:08:54procedure, a new tender, must be issued, and after that,
01:08:57it must be conducted fairly, adhering to EU and Hungarian
01:09:01regulations. First, a public procurement, and then the construction
01:09:04must also be completed properly, and then
01:09:08that significant amount that the representative also mentioned
01:09:11for the completion of this railway development, this investment,
01:09:15can be saved.
01:09:18By the way, out of 403 work items,
01:09:235-6 decimal places of the confidential engineering
01:09:26price
01:09:31- well, he guessed the numbers right for two-thirds of it,
01:09:34so there's nothing like that in the world, once again, they clearly colluded
01:09:38with the design office in the same building, and then
01:09:41after they won.
01:09:55I give the floor to Representative Krisztián Kulcsár for a one-minute
01:09:59reply. Thank you very, very much, State Secretary. I'm rooting for you. I would like to
01:10:02emphasize one thing: the voters will be interested in tangible
01:10:06results, and I ask that we meet
01:10:10the expectations for the Southern Railway Ring to be completed,
01:10:14to protect public funds and EU resources,
01:10:17and to take responsibility for irregularities,
01:10:21where warranted. Thank you.
01:10:23Reply
01:10:28given to State Secretary Zsolt Tárkányi, within a one-minute time limit.
01:10:32Thank you very much. What is important to emphasize is that if we continued this investment
01:10:36under the current framework, then Hungary would lose hundreds of billions of forints,
01:10:39and would probably face further procedures
01:10:42that would hinder this project. We cannot
01:10:45allow this, which is why it was necessary to immediately
01:10:48terminate this contract, and to exclude Véhid from all
01:10:52Hungarian tenders so that the 57 billion forints still with them
01:10:55can be returned to the Hungarian budget, and can be used
01:10:58for similar developments, or for the further costs of this investment.
01:11:02The re-launch of the new public procurement and construction
01:11:05will obviously be time-consuming, but this simply
01:11:09had to be weighed, and acted upon in the public interest.
01:11:12Because currently, this public procurement scheme only served the interests
01:11:16of Fidesz oligarchs and frontmen, against the public interest.
01:11:19While restoring the rule of law, the enforcement of the public interest
01:11:23is our most important goal, and precisely one
01:11:26of its stations is the re-conduct and proper conduct
01:11:30of this contract and tender in the future. Thank
01:11:33you very much.
01:11:38Esteemed National Assembly, Balázs Hídvégi, Fidesz representative, wishes to ask an immediate question.
01:11:42to the Prime Minister, titled "Who commands the prosecutor's office, Mr. Prime Minister?"
01:11:45Hídvégi Mr. Balázs, Mr. Balázs Hídvégi
01:11:49is given the floor for a two-minute time limit. Thank you,
01:11:53Mr. President, honorable Prime Minister, it's been five
01:11:56months since you came to power, and after such a short time, we've reached a point where the Chief
01:12:00Prosecutor's Office has issued a special statement reminding
01:12:03you that it is independent
01:12:06from the government, and the Prime Minister cannot instruct the Prosecutor's Office
01:12:10in its work. This is a kind of record, but the situation is that
01:12:14you, in Facebook comments and other statements,
01:12:17rudely and directly want to
01:12:20tell the Prosecutor's Office what to do, whom to interrogate,
01:12:23what decisions to make, and so on. And if they don't
01:12:26do it as you expect, then you talk about protecting
01:12:30mafiosi, aiding and abetting, and
01:12:33so on, all without final judgments. I would like to
01:12:36emphasize that if an investigation starts, then it is an
01:12:39investigation, and the presumption of innocence means that... "no one can
01:12:43be called guilty before a final
01:12:45judgment, and you especially cannot
01:12:49do this. You set a bad example.
01:12:52Meanwhile, your "cleansing fire" action has started, which is a
01:12:55political circus. This is all part of it, where former state
01:12:59leaders or even secretarial
01:13:02employees, subordinates, are paraded around
01:13:04in handcuffs, on a leash,
01:13:07I ask the Member of Parliament whether he accepts Obviously,
01:13:11this procedure is unjustified, and it is humiliating.
01:13:15So much so that the Hungarian Helsinki Committee, which is hard to accuse
01:13:18of being Fidesz-friendly, has also already reminded us that
01:13:22these... unjustified measures, handcuffing,
01:13:25even detention, are not compatible
01:13:29with the rule of law, which you allegedly want to strengthen.
01:13:32But there's more. One of the defense lawyers, Gábor Papp, complained
01:13:36that he was being monitored and they reported whom he met, and even
01:13:39what clothes he wore. And in this matter, the Budapest
01:13:43Bar Association has also protested. These are serious
01:13:46violations of the
01:13:49rule of law. How can one expect
01:13:53an objective procedure from the Prosecutor's Office if you interfere
01:13:56in their work in such a direct way? Thank you very much for
01:13:59your answer.
01:14:04I give the floor to Prime Minister Péter Magyar for a two-minute
01:14:06time limit. Thank you very much, Mr. President, I will take this opportunity,
01:14:10I saw that when I carelessly left the hall, you
01:14:13spoke up and claimed that one of our
01:14:17commitments regarding pharmaceuticals with a drug tariff number had not
01:14:21become VAT-exempt. I will help you, I will help, Mr. President.
01:14:32In a normal democracy, and currently we live in one, at least I hope
01:14:36so, that's what we're working for together with you, I don't think anyone gives orders to the
01:14:39Prosecutor's Office. This wasn't always the case, of course,
01:14:43it's not us who list, for example, prosecutors, it's not us who list
01:14:46investigators, police officers. Your boss, the fallen mafia
01:14:50boss, told you to do it, and you list them. This doesn't happen anywhere
01:14:54in Europe, but... I don't think anywhere in the developed world, that a
01:14:57political party, whether in opposition or in government, puts investigators
01:15:01and police officers on its website, and is even proud of it. Even your own puppet,
01:15:05Péter Falvi Attila, data protection ombudsman, or commissioner,
01:15:08said that what you are doing is illegal, just as it was illegal
01:15:11when the data of 2000 people were stolen from the
01:15:15application through some crime, and then people were
01:15:18listed, they were threatened. Under your watch, for example, the
01:15:22president of the Curia threatened judges. You threatened
01:15:26civilians, yes, you did it, so it's quite strange for you to demand this,
01:15:29especially the independence of the Prosecutor's Office, since the former head of the Prosecutor's Office,
01:15:33for decades, or for many decades, was a Fidesz
01:15:37Member of Parliament. And the connection with the Prosecutor's Office,
01:15:40as I said last time, was maintained by the great fisherman János Áder
01:15:44between the Fidesz party presidency and the Prosecutor's Office. So
01:15:48it's quite strange to hear these criticisms
01:15:52from you. I don't instruct the Prosecutor's Office. "No one
01:15:55instructs it, don't demand it from me, I didn't even know exactly if you're demanding it from me or
01:15:59from the Prosecutor's Office, who is being led on a leash, or just
01:16:02wearing a mask, a civilian, or a
01:16:05civil servant, or even a former politician. We don't decide this, and you
01:16:08know that well. There are examples of this, and there are examples of that. If he
01:16:12resents that someone, who is accused of stealing
01:16:1617 billion forints of public money, illegal
01:16:19party financing, campaign financing, and what's more, this
01:16:22is committed in a criminal organization, if I resent
01:16:25that this person is being led on a leash, or
01:16:29is guarded by more than two police officers, then make a complaint to the Prosecutor's Office,
01:16:32but not to me. Thank you very
01:16:36I give the floor to Member of Parliament Balázs Hidvégi for a one-minute
01:16:40time limit. Mr. Prime Minister, you did not answer
01:16:43the question. I am not the one, and we are not the ones who threaten the
01:16:46prosecutors. You are the one who does this continuously in Facebook
01:16:49posts. That is why the Chief Prosecutor's Office has already protested in a
01:16:52statement. That is why the others protested. And how is it that there are good
01:16:56prosecutors and bad prosecutors? So, for example, let's look at your example, because you discretely
01:17:00skipped over it earlier in the debate. So if you are thrown out of a
01:17:03nightclub drunk, with stained pants, after you took someone's
01:17:07phone and threw it into the Danube, if a
01:17:10prosecutor classifies this as vandalism, then he is a good
01:17:13prosecutor. But if it's theft, or even robbery, then
01:17:17he is a bad prosecutor. Then this changes. Or then, if
01:17:20he sends you an SMS in the evening, asking in what capacity you want to testify,
01:17:24then again... like a good prosecutor. So how is this? Obey the laws and
01:17:27stay away from the Chief Prosecutor's Office and prosecutorial work. This is an
01:17:31independent body, it has nothing to do with you. It is not your job to
01:17:34press charges, and it is not your job to pass judgment. Thank you
01:17:38very much.
01:17:41The Prime Minister has the right of reply for a one-minute time limit. What you are
01:17:45doing is quite funny. So, is the prosecution independent or not? You just demanded why they are being led
01:17:48on a leash, why commandos are leading them. So I think you should decide
01:17:52this. You have sunk quite low, because the fact that a... "lying propaganda,
01:17:56public money-wasting propagandist, what he claims about that evening, that you are making fun
01:17:59of my pants, I don't know since when, you also know exactly,
01:18:03everyone has already explained to you, every expert, that this is a normal type of pants
01:18:06with wrinkles." "You, as a father, as a representative, are obsessing over this at such a
01:18:10low level as this VAT-fraud watermelon grower behind
01:18:13you. It's quite, quite pathetic that this matters
01:18:16to you. There will be many strange things in this investigative document,
01:18:20I am not afraid. My first call, when the prosecution called, I went in,
01:18:24I was not afraid to resign or ask the faction to suspend
01:18:27my immunity. You protected Simon Miklós for
01:18:3114 years, for 14 years, you did not revoke
01:18:35his immunity, in serious corruption crimes. If it were up to you,
01:18:38there would be no proceedings against him even now, but luckily it wasn't up to you, but to the Hungarian
01:18:41voters. I asked for it to be suspended immediately, I went in at the first call,
01:18:45they put such a large dossier in front of me, and believe me, it will all
01:18:49be made public, and it will be terribly unpleasant for you. Thank you
01:18:52very much.
01:18:58Honourable Parliament, Bence Rétvári, Member of Parliament for the KDNP, wishes to ask
01:19:02an immediate question to the Minister of Education and Children's Affairs,
01:19:05titled "From Insult to Insult".
01:19:07Due to the Minister's absence, State Secretary Balázs Kaproncai
01:19:11was authorized to answer.
01:19:15the person giving the answer, or whether he requests the answer personally from the Minister of Education and
01:19:18Children's Affairs.
01:19:21Member of Parliament Bence Rétvári did not accept the person giving
01:19:24the answer. Therefore, I inform the Parliament that the
01:19:27Minister must answer in the next session of immediate
01:19:30questions. Now, the
01:19:33KDNP faction wishes to ask the next
01:19:37question. The Member of Parliament is next. Honourable
01:19:40Parliament. Lőrinc Nacsa, Member of Parliament for the KDNP,
01:19:44wishes to ask an immediate question to the Minister for Social Relations and
01:19:47Culture,
01:19:50on students?". Due to the Minister's absence,
01:19:53State Secretary Enikő Tompa was authorized to answer.
01:19:56I ask Member of Parliament Lőrinc Nacsa whether he accepts the person giving the answer.
01:20:00Yes, he indicates that he accepts. So, Member of Parliament Lőrinc Nacsa
01:20:04has the floor for a two-minute time limit. Thank you for the floor, Mr. President.
01:20:07Honorable Parliament, as it is a national policy issue, let me start by saying that I also
01:20:11welcome the decision of the Ukrainian Parliament to adopt the law on minority
01:20:14national education, and President Zelensky has already signed
01:20:18it. I think it is an important step forward. Now we just need to ensure that
01:20:21they also adhere to that law and their other commitments, because then
01:20:25the Hungarians in Transcarpathia will get back their full
01:20:27rights. I requested the floor on another national policy issue,
01:20:31and I would like to ask a question, honorable State Secretary. There is
01:20:34a very successful program, which I have often heard from
01:20:38government officials, representatives, that this is an important and good program. This
01:20:41"Határtalanul" (Without Borders) program was created so that
01:20:45students, 7th grade students studying in Hungary,
01:20:48can visit Hungarian-inhabited regions abroad within the framework of
01:20:51government-supported class trips. This strengthens national cohesion at the
01:20:55student level, at the youth level. In total, more than 600
01:20:58thousand students have already been able to visit Hungarian-inhabited
01:21:02regions abroad, many of whom might have
01:21:06never been to, say, Harghita County, the heart of Transylvania, or the castles
01:21:09of Upper Hungary, or even Vojvodina, Southern Hungary, and
01:21:12this opportunity was available to them. It is good that
01:21:15the Tisza government, albeit with a few months' delay, has announced this tender,
01:21:19but it is not good at all that compared to last year's, the year before last's, the year before that's
01:21:22more than 9 billion, 9.8 billion forint
01:21:26budget, now only a 2 billion forint tender
01:21:29budget has been announced. Last academic year, last academic year,
01:21:335200 students were able to travel from this budget. "If the
01:21:36support budget has been reduced to one-fifth,
01:21:40then this means that now only 11 thousand something students will
01:21:44have this opportunity. I ask the esteemed State Secretary
01:21:47what is the reason that the budget of the "Határtalanul" program, a successful and important
01:21:51national policy program, has been reduced to one-fifth.
01:21:55students? I await your honorable reply. Thank you
01:21:58very much.
01:22:03I give the floor to State Secretary Enikő Tompa, for a two-minute
01:22:06time limit. Thank you for the floor, Mr. President, Honourable House, Honourable
01:22:10Member of Parliament, I can only confirm the Minister's previous
01:22:14answer to your interpellation that we support
01:22:18every program, both within and beyond our borders, that strengthens our shared
01:22:21national identity. There is no disagreement between us that support
01:22:25and initiatives enabling class trips abroad for schoolchildren
01:22:28are indeed important. They convey
01:22:30the sense of belonging and the experience of their homeland to young
01:22:34people and children. So I can reassure you that this
01:22:37support scheme will remain in the government's Hungarian policy
01:22:41portfolio in the future as well. Up to this point,
01:22:44there is complete agreement between us, dear fellow Member of Parliament. But as for
01:22:48how and in what form we should do this,
01:22:51we think completely differently. Your government
01:22:54operated the support systems created in the name of noble goals
01:22:57opaquely, irregularly, and in countless cases as a clearinghouse
01:23:00for its party political objectives, in the form of a multitude
01:23:03of individual applications, and this is what is
01:23:07unacceptable to us. In connection with the "Határtalanul" program, users
01:23:11also reported numerous problems, such as overpricing
01:23:14in the area of travel agencies and accommodation providers. We would like
01:23:18to investigate this and the entire program's effectiveness and usefulness
01:23:22before we pour billions of forints into this application
01:23:25system. According to our data, out of the 9
01:23:29billion spent on the "Határtalanul" program, almost 1 billion was pocketed
01:23:32by various tour operators, and this did not reach the students. So,
01:23:3610% of it was overpriced.
01:23:39This is why it was necessary to scrutinize the "Határtalanul" program, similar to many other
01:23:43application schemes operated by the previous government.
01:23:46Following a review of the program's operation to date,
01:23:50this year's call for applications has been prepared. Detailed
01:23:53conditions for the support opportunity and how to apply can be found in the
01:23:56call for applications published on October 6th.
01:23:59The available budget aligns with the current
01:24:03year's budgetary possibilities and the implementation of the planned
01:24:06program. So, similar to the practice
01:24:09of previous years, this is the first part of the program
01:24:13announcement. Thank you
01:24:14very much.
01:24:20I give the floor to Member of Parliament Lőrinc Nacsa for a one-minute reply.
01:24:23State Secretary, your answer, and what we agreed on, is not that in previous years the entire
01:24:27academic year's call for applications was announced at once, not in two parts. You can check,
01:24:31you can look up the 2025-26, 23-24,
01:24:35and how much it is not overpriced, or if it is overpriced, it is clear
01:24:38from the fact that the mileage fee, the amounts that can be spent on accommodation,
01:24:42these have not been changed by you either, the same frameworks are available as before.
01:24:46On our proposal, I fought for example, for the profit of a travel
01:24:50agency to be maximized, so that it doesn't take more
01:24:53from the class trips, because the experience was that if there are no travel agencies, then unfortunately a
01:24:56teacher from Szombathely, Győr, Debrecen does not have the local
01:25:00knowledge of where to go in Szeklerland, what program to do. It would be
01:25:03best if this money, it would be best if teachers could organize
01:25:07the travel, which is why we introduced
01:25:10this money if they organize it, but unfortunately many do not have the local
01:25:14knowledge, local expertise to know where to go, what programs to do
01:25:17locally. I just ask that you don't
01:25:215000 children, only 1000 children get to visit Hungarian-inhabited
01:25:25areas abroad and gain a lifelong national sense of belonging
01:25:29and community experience. Thank you
01:25:30very much.
01:25:34State Secretary Enikő Tompa is entitled to a one-minute
01:25:37reply. Honorable fellow Member of Parliament, after the experiences
01:25:41and the approval of next year's budget, the second
01:25:44phase of the program can be announced. I reassure you about this,
01:25:47and I also draw your attention to the fact that there are many other important directions and
01:25:51opportunities for developing Hungarian relations today. Every
01:25:55government has the right, opportunity, and responsibility to reshape
01:25:58its operation based on new government priorities. Not to mention
01:26:02that currently we can only manage with what you handed over to us
01:26:05along with the keys to the treasury, and regarding the future, with what
01:26:09remained in this treasury after your long-term irresponsible commitments.
01:26:13Despite this, we continue to work so that Hungarian
01:26:16students can gain lifelong experiences and get to know Hungarian communities
01:26:20abroad. Thank you very much.
01:26:23szépen.
01:26:29Honorable Parliament, Dóra Dúró, Member of Parliament for Mi Hazánk, wishes to ask an
01:26:32immediate question to the Minister of Education and Children's Affairs. What
01:26:36proves that the use of artificial intelligence in schools is
01:26:39safe and effective? Due to the Minister's
01:26:41absence, State Secretary Balázs Kaproncai was authorized to answer.
01:26:45I ask the Honorable Member of Parliament whether she accepts the person giving the answer.
01:26:49Yes. Dúró. The Honorable Member of Parliament has the floor, so for a two-minute
01:26:52time limit. Thank you for the floor, Mr. President, Honorable State Secretary.
01:26:56Digital tools destroy children's mental
01:26:59health. There is a scientific consensus on this, now even at an international
01:27:03level. The UNESCO 2023 report
01:27:06concluded that there is no practical
01:27:10evidence of the learning benefits of educational
01:27:13technologies. Martin Stranski, a world-renowned
01:27:16brain researcher, gave an interview to 24.hu
01:27:19this week, and in it, he directly stated that
01:27:22artificial intelligence deteriorates children's
01:27:26thinking abilities within months. According to
01:27:30OECD data from 2022, approximately 30%
01:27:34of students perform significantly worse in mathematics,
01:27:37natural sciences, and their reading comprehension also
01:27:41declines significantly due to the attention-destroying and
01:27:44distracting effect of digital tools. Jared Coony
01:27:47Horvat, neuroscientist and
01:27:50education researcher, presented aggregated data from 80
01:27:54countries at a US Senate hearing in January this year,
01:27:57showing that the widespread introduction of digital
01:28:01technology in schools coincided with a decline in
01:28:05learning performance. In 80 countries, there was a uniform
01:28:09decline, and it is particularly shocking that even digital
01:28:13competencies themselves became worse,
01:28:16while the rate of using digital tools in school
01:28:20lessons almost doubled over time.
01:28:23Based on this, I ask the State Secretary
01:28:27what research you base your assertion
01:28:30on that artificial intelligence-based tools
01:28:34actually improve children's knowledge, reading comprehension,
01:28:37attention, and independent thinking, and
01:28:40do you commit, honorable State Secretary, to only introducing
01:28:43tools and programs in education whose benefits are
01:28:47confirmed by independent and repeated research?
01:28:50I await your substantial
01:28:52reply.
01:28:56I give the floor to State Secretary Balázs Kaproncai for a two-minute
01:29:00time limit. Honorable Mr. President, Honorable House,
01:29:04Honorable Member of Parliament, thank you very much for your constructive and
01:29:07forward-thinking question on this topic. We have been
01:29:11working very hard and with very good experts
01:29:13on this issue at the Ministry
01:29:16to develop a more constructive and better concept
01:29:20for the future in this regard.
01:29:23In the case of AI, it is otherwise
01:29:27crucial how, why, and with what purpose a teacher
01:29:31uses it.
01:29:33The measure of its effectiveness, by the way,
01:29:37is whether it helps to understand the curriculum,
01:29:40and to develop their knowledge and abilities
01:29:44while they are using
01:29:47it. To assess this, we need to examine
01:29:50learning outcomes and experiences gained during
01:29:54use. Yes, children's age and
01:29:58preparedness are also obviously different. What might be
01:30:01a risk for a younger child
01:30:03can be used responsibly by older
01:30:07students with appropriate critical thinking. Below a certain
01:30:11age, there is no need for students to
01:30:14use artificial intelligence. The reason
01:30:17for this is not the inherent
01:30:21danger of AI itself, but rather that the basic
01:30:25competencies required for its use have not yet been developed.
01:30:28AI itself is not a single, uniform tool. Different
01:30:32systems are suitable for different tasks, with varying
01:30:35limitations and risks. Therefore,
01:30:38we must always evaluate the specific tool, the students'
01:30:41preparedness, and the pedagogical
01:30:44context together. By the way, the Ministry's
01:30:47AI strategy will soon
01:30:50be published by the Ministry of Education, which will provide
01:30:53guidance on what tools and at what age
01:30:56can be used for what purposes and under what
01:30:59conditions in education. By the way,
01:31:03Members of Parliament will also have the opportunity to participate
01:31:06in the social consultation on the strategy.
01:31:10Thank you
01:31:11very much.
01:31:17I give the floor to Member of Parliament Dóra Dúró for a one-minute
01:31:21reply. Thank you, Mr. President. Honorable State Secretary, I am doing exactly
01:31:24that, participating in this debate, and you have not been
01:31:28able to name a single research that
01:31:31you base your point on. I have mentioned
01:31:35international research, from the OECD to UNESCO,
01:31:38those results that show that the use of
01:31:42digital tools in education, paradoxically,
01:31:45we would think that it improves children's
01:31:48performance, but data from 80 countries show
01:31:51that it actually worsens it. The more a child
01:31:55screens in school for educational purposes,
01:31:57the worse their results are, for example, in
01:32:01mathematics. In the PISA assessment, they perform 12 points
01:32:04worse, for example, those who use digital
01:32:08tools more in education, for school purposes, for learning
01:32:11purposes. These are the international results, and you, in the newly published
01:32:15basic kindergarten program, dedicate a separate chapter
01:32:18to how to introduce digital tools into kindergartens,
01:32:22while international recommendations seek to postpone
01:32:26the use of digital tools to a later
01:32:29date in childhood. Why are you going against
01:32:33this, State Secretary? And I ask again, do you
01:32:37commit to only introducing tools that
01:32:40are supported by these independent and international
01:32:43research studies to truly serve
01:32:47the best interests of
01:32:49children?
01:32:54State Secretary Balázs Kaproncai is entitled to a reply.
01:32:57Ms. Member of Parliament, the Ministry is naturally fully aware
01:33:01of the risks
01:33:07in this matter, and just as in other educational matters, there
01:33:11cannot be a single black-and-white answer
01:33:14applicable to every situation. Our goal
01:33:19environment for teachers that is usable in
01:33:22everyday life, and which will support
01:33:25the development of students' basic competencies.
01:33:28támogatók a tanulók alapkompetenciájának a fej
01:33:37We must ensure that students not only passively avoid
01:33:42dangerous AI, but are also able to
01:33:46evaluate it critically and use it
01:33:49responsibly. And that, according to their age
01:33:52and preparedness, they are able to recognize the possibilities
01:33:56and limitations of AI, and critically evaluate
01:33:59its responses, and use these tools consciously and
01:34:03responsibly. Thank you very much.
01:34:05szépen.
01:34:11Honorable Parliament. Dr.
01:34:15wishes to ask the Minister of Finance how
01:34:18it can be ensured that the independence of the monetary policy
01:34:21of the MNB is not undermined with the title,
01:34:24I give the floor to the honorable representative. Honorable Speaker, Honorable
01:34:28National Assembly, Honorable Minister, the central question of the
01:34:31bill concerning the National Bank of Hungary, which is before the National Assembly,
01:34:35is the modernization of the central bank's control
01:34:38and supervisory structure. The Supervisory Board
01:34:42receives special attention.
01:34:45its transformation and the clarification of its control
01:34:48functions. We are aware that the
01:34:51European Central Bank and international partners are closely monitoring
01:34:55the legal framework of central bank independence.
01:34:58Therefore, it is of utmost importance that the
01:35:01legislator's intent and the precision of the normative text
01:35:05unequivocally separate the ownership
01:35:08and control functions from the
01:35:12MNB's primary task, as enshrined
01:35:15in the Basic Law, which is to achieve price stability
01:35:18and shape monetary policy.
01:35:22The public government justification and the statements made
01:35:25at Friday's government briefing have already set out
01:35:28the main cornerstones. The purpose of the legislation
01:35:31is to restructure the supervisory
01:35:33board,
01:35:37which serves financial transparency and responsible management,
01:35:41while monetary decision-making
01:35:45remains entirely within the competence of the Monetary Council.
01:35:48The submission to the European Central Bank and the opinion
01:35:52procedure also guarantee
01:35:55that the proposal complies with the highest
01:35:58EU and international legal standards.
01:36:00However, beyond the conceptual frameworks
01:36:04published by the government so far, it is crucial for legal
01:36:07practitioners and markets to understand
01:36:10the specific guarantees.
01:36:14Therefore, I ask the Minister
01:36:17what specific statutory guarantees
01:36:20ensure that the transformation of the MNB's
01:36:23Supervisory Board and the expansion
01:36:27of its control powers do not in any
01:36:30way or in any field undermine the independence of the Monetary Council
01:36:34and the MNB in shaping monetary policy.
01:36:38I kindly request the Minister to provide
01:36:42more detailed information on the proposed guarantees
01:36:45sent to the ECB. Thank you
01:36:48for the floor.
01:36:53I give the floor to Minister of Finance András Kármán for two minutes.
01:36:55Thank you, Mr. Chairman. Esteemed House, esteemed
01:36:59Representative. Indeed,
01:37:02the bill to be discussed by the esteemed House tomorrow
01:37:06serves the purpose, for the known
01:37:09reasons,
01:37:11of strengthening the control
01:37:15powers of the National Assembly and
01:37:18the Supervisory Board regarding the use of public funds
01:37:21and financial management of the Hungarian
01:37:24National Bank, and also
01:37:27extending to the National Bank's
01:37:31subsidiaries. However, in response
01:37:34to your question, I can confirm that the bill
01:37:38aims to achieve this in such a way that the independence
01:37:41of the central bank,
01:37:44while fully respected,
01:37:47remains intact. Firstly,
01:37:50the amendment explicitly states that the
01:37:53control of the Supervisory Board
01:37:56extends only to the central bank's
01:37:59management and cannot affect the MNB's
01:38:02fundamental central bank functions, such as monetary policy or financial
01:38:06supervision. Secondly, the proposal
01:38:10does not interfere with the competence of the Monetary
01:38:13Council, regarding interest rates and price stability. The Monetary Council continues
01:38:16to make decisions exclusively. Thirdly,
01:38:19the new reinforced internal control, which the bill
01:38:23proposes, exclusively examines the management
01:38:26of public funds. Control related
01:38:30to monetary policy remains under the board of directors.
01:38:33The law therefore sharply separates
01:38:36the two organizationally.
01:38:38In summary,
01:38:40what has changed does not affect central bank
01:38:44independence. The draft has been sent
01:38:48to the European Central Bank for its opinion,
01:38:51and we will await their opinion before
01:38:54adopting the law. The proposal complies with the highest EU
01:38:57and international legal standards, because we do not want to circumvent
01:39:01the rules of independence, but to uphold and strengthen
01:39:04them. Thank you for your
01:39:05attention.
01:39:11For a reply, I give the floor to Dr. Zsolt Bóka, Member of Parliament, for one minute.
01:39:15Thank you, Mr. Speaker. Dear Minister, thank you for your
01:39:19answer. It is reassuring to hear that the government is firmly
01:39:22committed to preserving the independence of the central bank,
01:39:25and that the draft is being discussed
01:39:28with the European Central Bank along these principles. As I
01:39:32indicated in my question, for the stability of financial markets
01:39:35and international confidence, it is crucial that the expansion
01:39:39of the Supervisory Board's powers does not
01:39:42in practice give rise to interpretive disputes
01:39:45or provide an opportunity to influence monetary decision-making.
01:39:49In my view, this guarantee lies
01:39:52in the precise wording of the normative text.
01:39:56Thank you.
01:40:03Minister of Finance András Kármán is entitled to a reply
01:40:06within a one-minute time limit. Honorable Representative, thank you for your
01:40:10remarks, which make it clear to everyone that the government
01:40:14of Tisza unequivocally stands by the principle
01:40:18of central bank independence, while also
01:40:21pointing out that the previous government for 16 years conflated
01:40:24monetary policy and the protection
01:40:27of public funds. We are now separating the two,
01:40:31preserving the independence of monetary policy,
01:40:34but strengthening the accountability
01:40:37of central bank
01:40:38management.
01:40:41We are therefore clearly separating these tasks,
01:40:44and the strengthened control exclusively examines the management
01:40:48of public funds. Professional independence, professional
01:40:51work remains independent. Thank
01:40:53you for your attention.
01:41:00Esteemed National Assembly, we have reached the end
01:41:04of the hour for immediate questions and answers. I inform
01:41:07my esteemed fellow members that Péter Magyar has applied
01:41:10for a two-minute contribution or a point
01:41:13of order. Mr. Prime Minister, there is no possibility
01:41:17for a two-minute speech during the hour for immediate questions,
01:41:21however, for a point of order, within a two-minute time limit,
01:41:24the floor is yours, Mr. Prime Minister. Thank you very much.
01:41:28Thank you very much, Mr. Chairman, I am sorry, then next time, I tried, I don't usually
01:41:31stay this long, but I see that it's a good mood, even this late, so
01:41:35I will try to create the opportunity for this, there
01:41:39was a reason I asked for the floor, Mr. Chairman, I will explain,
01:41:43we had a very important commitment, we had many important commitments
01:41:46in our program, and I see that it's time
01:41:49to implement this, I notice, Mr. Chairman,
01:41:53that, and I think my faction colleagues also see,
01:41:56that Pócsán. is in increasingly worse condition, we had a proposal
01:42:00to introduce unannounced alcohol
01:42:03and drug tests in parliament, I hope you agree,
01:42:09the Tisza faction to submit a proposal
01:42:12to amend the rules of procedure, to amend the parliamentary
01:42:15law, there are such things in other
01:42:18parliaments as well, I think it's time, because
01:42:22then it would become clear why János Pócs is in such a bad condition, I
01:42:26propose that we finally have compulsory, but unannounced,
01:42:29alcohol and drug tests in the Hungarian parliament as well. Thank you very
01:42:33much.
01:42:43I inform the Prime Minister that this does not constitute
01:42:46a point of order, at most it can be interpreted
01:42:49as a legislative initiative, but this is in no way
01:42:53applicable to today's session. At the same time,
01:42:56I inform my fellow members that there are still
01:42:59applicants for personal involvement, so first
01:43:03I give the floor to Representative
01:43:05Novák. Thank you for the floor, Mr.
01:43:09Chairman. Péter Magyar tried to
01:43:12insult me and question the seriousness
01:43:15of my diploma. However, I would like to reject this
01:43:18on behalf of the Pázmány Péter Catholic University, because
01:43:22one can only obtain a diploma there after serious studies and exams.
01:43:26This was the case for me as well. In contrast to the Tisza representative,
01:43:29who, in his CV, in the false CV uploaded
01:43:32to the parliament's website, lied about having a university
01:43:36degree, and the Prime Minister did not object to this
01:43:39at all, moreover, he tried
01:43:42to portray me as a liar by saying that Tisza representative
01:43:46Ernő Csatári essentially refuted this by writing on Facebook
01:43:49that he was going to university. Well, let's be clear, on Facebook,
01:43:53the fact that he once posted that he's at university, I don't know how many diplomas
01:43:57the readers might think he has, but he certainly didn't write that he doesn't have
01:44:01a higher education degree. On the other hand,
01:44:04in his CV, which is a much more important document than a Facebook comment or a Facebook post,
01:44:07he explicitly wrote that he had a university degree. I give the floor to Representative
01:44:45to speak, also on a matter of personal
01:44:49concern. Mr. Speaker, I am very sorry that the Prime Minister
01:44:53is such a coward that he says A but doesn't wait for B.
01:44:56I would like to tell him that I am ready for any
01:45:00drug test, alcohol test, immediately with him,
01:45:04I will go without him too, but let him be brave, come with me,
01:45:07for a drug test, an alcohol test, anytime. Furthermore,
01:45:11he said that I am a VAT-fraudster
01:45:14Dinyés. The last time he said that Secretary of State
01:45:18Ferenc Halmai knows a lot about my
01:45:21crimes. So now I would like to tell
01:45:24Ferenc Harmi, if they know that
01:45:27any crime is linked to my name, then Ferenc Halmai,
01:45:31as police chief, committed aiding and abetting.
01:45:34Either they both apologize, or I will
01:45:37sue both of them through civil
01:45:40proceedings. Furthermore, the Prime Minister explained that I was
01:45:44talking to the Fidesz psychologist
01:45:46in the gallery when I was talking to him, but he
01:45:50didn't want to shout from the gallery. He asked me to convey
01:45:53to the Prime Minister that if he releases him from confidentiality,
01:45:56he will gladly tell him how many times he was
01:46:00with him and why. So, let's start with that, Prime Minister.
01:46:03Thank you.
01:46:10Esteemed National Assembly, we will now continue
01:46:13our work with debates.
01:46:14Next
01:46:24on the agenda is the debate on the report of the Legislative
01:46:27Committee and the amendment proposal submitted
01:46:30to the law on healthcare,
01:46:34Act 154 of 1997,
01:46:37and the law on professional chambers
01:46:41operating in healthcare, Act 97
01:46:44of 2006, which was returned
01:46:47by the President of the Republic for reconsideration
01:46:51and adopted by the National Assembly
01:46:54on September 22, 2026. The text of the law
01:46:57sent to the President of the Republic
01:47:00for signature is available under number T/668/9,
01:47:03and the President of the Republic's
01:47:05letter is available under number T/668/10
01:47:08on the parliamentary IT network.
01:47:11National Assembly, in the debate,
01:47:15first the position of the Legislative Committee
01:47:18will be presented, for which I give the floor
01:47:22to Dr. Zitá Bilisic, the committee's rapporteur,
02:30:35This is the news on M1, welcome, I am Kántor
02:30:38Viola, first let's look at our leading headlines
02:30:41briefly.
02:30:44The new candidate has been found, President Fejes Péter is nominated for Chief Prosecutor.
02:30:48The Ukrainian president has signed it, from now on
02:30:52they can also study Hungarian at university.
