00:00:00every political actor who came from
00:00:03Krajina who managed to fight for these
00:00:06projects, so it is a bit of both,
00:00:10I think we must finally understand that only by joint
00:00:13action from Krajina
00:00:16think that is a basis on we can be strong enough to demand, that is, to
00:00:19finally have enough understanding in Sarajevo, and then from
00:00:24local or just the government at Sarajevo to get what we deserve, so something
00:00:26that someone would give us as a gift, but what we truly deserve as
00:00:30citizens of this country, as someone who also
00:00:33pays taxes, excise duties and all other
00:00:36duties, among other things, that is, VAT,
00:00:40I am sure that a good part of that money that goes from
00:00:43Krajina to Sarajevo, I mean, I'm speaking figuratively now, so that
00:00:47no one misunderstands again, a good part of
00:00:50that money, unfortunately, does not return to Krajina, we
00:00:54are only asking for some of that money to be returned through these projects, and
00:00:58I think everyone would be satisfied then. Ultimately, I believe that these
00:01:02projects would then be fully realized. Mr.

00:06:06our next guest in recent days has been in the public's focus due to his sharp
00:06:10views on the government in Republika Srpska. which after political changes in
00:06:13Serbia, but also the attitude of Banja Luka towards Belgrade and the
00:06:16possibilities of post-election gathering
00:06:19of the opposition on this side of the Drina, President of the PDP of Republika
00:06:22Srpska, old new MP in the National Assembly of Republika Srpska,
00:06:26former Minister of Foreign Affairs of Bosnia and Herzegovina Igor Crnadak with
00:06:29us, Mr. Crnadak, good evening first
00:06:31of all, good evening, greetings to you, greetings
00:06:35to the viewers of your television. We will talk
00:06:37about developments in Bosnia and Herzegovina, but let's start with what is perhaps
00:06:41most important these days list won the elections
00:06:45in Serbia, uh, what in your opinion will be the first
00:06:49concrete consequences of these changes for Republika
00:06:52Srpska?
00:06:56It's too early to say, I can only say that the first
00:06:59things I hear, I see, are
00:07:02encouraging, so there was a big
00:07:05, there was a big uh
00:07:09dilemma, there was some kind of fear, even an attempt was made
00:07:12to drag us into the idea structure would give up on Republika
00:07:16Srpska, that it would simply put it somewhere as
00:07:20the last hole they played on, but what we heard is
00:07:23that Serbia remains with Republika Srpska, that when it comes to
00:07:27the Dayton Agreement, its constitutional and legal competencies
00:07:30and everything that makes
00:07:33it actually Republika Srpska will continue
00:07:37to stand by us, that cooperation will intensify in
00:07:41accordance with the Constitution. laws and the agreement on special ties
00:07:45in practically all segments, so
00:07:48I think that is a very important, a very important stance at
00:07:51the beginning, the second thing that for me is
00:07:55really, I was extremely happy to hear it,
00:07:58uh, I think, for example, that when it comes to the victory of the student list itself,
00:08:02the only person not only in Republika Srpska but also in Bosnia and
00:08:05Herzegovina who has the right to fully say that it is his
00:08:09victory, who participated in it.
00:08:13participated entirely, very directly involved, that is, that is
00:08:16Nebojša Vukanović, I think that
00:08:18part of the glory, if I may say so, as
00:08:22someone who has been advocating that
00:08:25story for months, he should have it, but also I
00:08:29want to say that there is a
00:08:32quite large circle of people
00:08:35uh voters, if you will, after
00:08:38all, and people in politics who have
00:08:42ideas who advocate, fight for years precisely
00:08:46for those things that the student list is talking about today,
00:08:49that is what is encouraging to me, so in the first statement
00:08:53Mr. Serdanović, the list leader, when asked
00:08:56about Banja Luka, Sarajevo, the region, he
00:08:59said one sentence that I really think
00:09:03is extremely important, he said: "We will seek, of course,
00:09:06besides the first part which I already explained regarding Republika Srpska,
00:09:10after that he said we will seek regional partners
00:09:14uh, therefore, how much alignment
00:09:18with our fundamental social values
00:09:21we have, he cited as the main
00:09:24elements the rule of law,
00:09:28equality of all before the law, freedom of the media, attitude towards
00:09:32corruption, and I think that is something that anyone who is
00:09:35well-intentioned in this country should accept and
00:09:38label as optimistic and something that is in
00:09:41very very positive, yes, Milorad Dodik
00:09:45was among the first from Republika Srpska to congratulate the students on
00:09:48their victory, how do you view that, first of all, in
00:09:52the context of Dodik's participation in the SNS
00:09:55campaign and even the harsh words expressed in
00:09:58Belgrade media a few days before
00:10:02the elections precisely against that same student
00:10:04list.
00:10:07Well, I've talked about it many times, I wouldn't want to repeat it too much,
00:10:10and I myself was sometimes
00:10:13we saw and many many others
00:10:16his arrogant
00:10:19behavior, completely inappropriate
00:10:23behavior. We are talking about a person who
00:10:26has no, no at all some, shall we say,
00:10:29vertical value, he has no, I have a feeling that
00:10:32there is nothing that he could be ashamed of, so
00:10:36it was not a problem for him to congratulate the students while he was still,
00:10:39it seems, at the SNS headquarters, so
00:10:42that is, that is simply a phenomenon and I would not spend
00:10:45many words on him, what is, uh, what
00:10:49is interesting is that now we will see how things will
00:10:52develop between Serbia and us, because
00:10:56here now there is a serious danger that Republika Srpska will
00:10:59precisely endanger those relations, which would not be good at
00:11:02all, uh, we will see if people
00:11:06from Republika Srpska, that is, from the leadership
00:11:10of this SNSD coalition, whether they heard, whether they understand the messages
00:11:13from the other side and we will see how they will enter this
00:11:17process of forming the government,
00:11:20because we had not only harsh
00:11:23words from Dodik towards students, but many many others
00:11:27and we will see who will be at the head of parliament, we will see
00:11:30who will be ministers in the government, I sincerely hope
00:11:34that SNSD will not drag us into conflict with
00:11:38the new authorities in Serbia, that they will not go into
00:11:41such adventures and such
00:11:44ill-considered things as it would be, for example, to appoint
00:11:48people to important positions who were until yesterday slandering
00:11:51the student list, but we will see, that is... That is
00:11:55all, that is all up to them, I think that
00:11:59it would be good if all those who spoke ill
00:12:02of the student list and their
00:12:05representatives, these days, apologize as soon
00:12:08as possible, repent,
00:12:11uh, simply not be an obstacle
00:12:14to establishing even better relations between Republika Srpska
00:12:18and Serbia, that will not be possible if
00:12:22people who were the most disgusting attacks
00:12:25went against students, will now insist on being in
00:12:28some important functions in Republika Srpska, if they wish well
00:12:32to their people, if they wish well to Republika
00:12:34Srpska, uh, that ruling coalition, those people who
00:12:38were the most aggressive will be pushed aside. As
00:12:41someone with long-standing political experience, I want to ask you,
00:12:45can the wave of student revolt spread to the surrounding
00:12:49areas, here specifically to Republika Srpska, or what we
00:12:52have been watching for the last two years in Serbia, "which ultimately
00:12:56resulted in that change of power, uh, the ousting
00:13:00of Aleksandar Vučić related only to that area and that momentum
00:13:03that happened there,
00:13:07of course it can, but it's not simple, first, uh,
00:13:11let's not forget, the student list and this
00:13:15magnificent triumph
00:13:18did not happen at the beginning of the campaign, it is something that has been going on for
00:13:21two years, so you have a
00:13:25serious group, these are thousands and thousands of young people
00:13:29who rose up, who said
00:13:32enough, who started to crisscross
00:13:36the Republic of Serbia
00:13:39lengthwise and crosswise from Vranje to
00:13:41Subotica, with various performances, various
00:13:45events, gatherings, big
00:13:48big events, like the one on March 15th,
00:13:52traveling to Strasbourg, to Brussels, attracting
00:13:55attention in various ways, motivating people,
00:13:58mobilizing people, various actions, so all that
00:14:02lasted two years, then the result of that was such
00:14:04a student list, so
00:14:07it can be done in that way, for it to
00:14:11just fall from the sky and just because it happened in Serbia, it happens here
00:14:15too, that unfortunately doesn't work that way, it can't,
00:14:19but what is really encouraging for
00:14:22me is what I... "sincerely
00:14:25believe, it can be seen and felt and
00:14:29heard, that that kind of
00:14:32change, when it comes to topics like
00:14:35justice, freedom, the desire for those who stole from
00:14:38the people to be held accountable, the desire for those who were
00:14:42arrogant, who mistreated their subordinates,
00:14:45who abused power,
00:14:47to be held accountable, you have that here too, you definitely have
00:14:51that here too, and I expect that..."
00:14:55uh, that domino effect will happen, it will surely happen, it's only a matter of
00:14:59time and manner, but I wouldn't
00:15:01go further into that at this moment,
00:15:05because I am convinced, it is felt
00:15:09that after this revelation in the previous
00:15:12period in Republika Srpska where we saw that
00:15:15simply uh, you didn't have a clear
00:15:19picture of who was in power and what was the alternative, I won't
00:15:23use the word opposition anymore. "I think that is now slowly
00:15:26crystallizing, that from that one
00:15:29political swamp in Republika Srpska will emerge
00:15:32an articulated force that will
00:15:35be an initiative that will finally
00:15:39remove the SNSD regime, yes, but young people came out,
00:15:42and not just young people, there were people
00:15:46of various ages on Sunday evening on the streets of
00:15:49Banja Luka, some said Mile, you are
00:15:52next, uh, you said Banja Luka is
00:15:55next, when you say Banja Luka, who do you mean specifically, whether the
00:16:01the level of Republika
00:16:02Srpska?
00:16:05Well, I was at that... at that celebration, of course,
00:16:08and yes, it was one of the most frequent
00:16:11chants, Mile, you are next, I
00:16:14think people have shown that somehow
00:16:17they feel that after all those events
00:16:21that happened since August 30th
00:16:24and the departure of Mile Đukanović, through, well, this
00:16:28latest departure of
00:16:31Orban and the fall of the government in Serbia, they somehow
00:16:34feel that this one, uh...
00:16:37uh autocracy that we have here
00:16:41actually is the longest-lasting, because it, it, it's
00:16:45been 20 years, it must
00:16:48end, because people, the way
00:16:51way that, uh, for example,
00:16:54public RTV service, uh, sows
00:16:58hatred, the way it is a factory of lies, the way
00:17:01it is, uh, a cancerous tissue in Republika
00:17:05Srpska, that is, that is unsustainable. It simply cannot be sustained, these are things that
00:17:09must be stopped, and you can see that people
00:17:12are expecting it to happen,
00:17:15it's just a matter of when and how.
00:17:18For example, I believe that positive
00:17:22effects will come from Serbia because
00:17:25uh, on those value bases they are talking about now,
00:17:28if they continue like that, that will be something that
00:17:32will have to spread here, because simply they will not have
00:17:35interlocutors, can you imagine
00:17:38what they could talk about today, for example,
00:17:41this new victorious student list
00:17:44with the government in Banja Luka, I don't see a single
00:17:48common topic that they have except the Dayton
00:17:51Agreement and the need to protect Republika Srpska
00:17:55in that Dayton sense, everything else concerning the functioning
00:17:59of institutions, uh, issues of freedom, issues
00:18:02of justice, issues of legality,
00:18:05issues of corruption. "There are no common topics there,
00:18:09so, uh, simply that context will
00:18:12create, I'm sure, conditions for changes here as
00:18:15well, yes, but you say when and how, that is the question
00:18:19that will certainly arise by itself, even if some revolt
00:18:22and wave of dissatisfaction occur,
00:18:26there are two years until local, four years until general
00:18:29elections, would such a revolt actually be a shot in
00:18:33the dark?
00:18:35We'll see, I don't want to say anything in advance, I know some things,
00:18:39I wouldn't want to disclose them so as not to jeopardize what follows,
00:18:43on the other hand, we must also consider
00:18:47the possibility of having early elections, because to be
00:18:51honest, I have, I have received support from the citizens of Republika
00:18:55Srpska for the third time in a row to be a member of the National Assembly, and
00:18:58I am ready tomorrow to return my mandate if
00:19:02we go to new elections, I think that, for example,
00:19:06realistically speaking now... when you see how much influence Serbia
00:19:09had on the elections in Republika
00:19:12Srpska, how much all the ruling parties
00:19:16were directly connected there, all the ruling parties
00:19:20had their patrons in in
00:19:25it happened that the opposition had two candidates for
00:19:29the presidency, how it happened that Branko Vlanuša was
00:19:33completely discredited until the election
00:19:36day, I think, when everything is considered, that it would now
00:19:40be fairest for the new president of the Republic, when
00:19:44he takes office, to dissolve the National Assembly
00:19:47and call new elections, or rather, announce new elections,
00:19:51but I don't believe that the government is ready for that, it is possible
00:19:55that a kind of pressure, a serious
00:19:58pressure to liberate our
00:20:02institutions, for us to breathe again, that this might create
00:20:05the conditions for that, so we will see, I wouldn't be
00:20:09too sure that we will wait four
00:20:13years for changes here, and local elections will proceed at their own
00:20:16pace, and you could already
00:20:20see, uh, well, I won't go into that either, so as not to
00:20:24spoil some conversations that are already ongoing, I won't
00:20:27reveal too much there, but you already saw
00:20:30the results in Banja Luka hinted that there is a
00:20:34very strong core there, a serious... serious
00:20:38uh, structure that can be
00:20:41precisely that, that one change, a value change,
00:20:45to change the philosophy of governance, to change the way
00:20:48of thinking about it. Uh, that actually you don't
00:20:52govern in a way that brings benefit to yourself, but you are,
00:20:55if you want to do good for your people, a kind of
00:20:59servant to people, and I, I feel
00:21:03that, I am convinced, that is my personal opinion now, that things in Republika
00:21:07Srpska will go in that direction, in that way, but we will see,
00:21:10I think we shouldn't, as our people say, jump the gun,
00:21:14a big change happened, a huge change, and we need to give some
00:21:18time for time. The events that will follow will do
00:21:21their part, yes, but for any change, a united
00:21:25opposition is necessary, you say you expect opposition members from Republika
00:21:28Srpska to say who is truly ready for
00:21:31changes, did you get an answer to this question relatively
00:21:34recently, say less than a month ago when there were
00:21:38elections in Republika Srpska, we saw how unfortunately the opposition
00:21:41performed,
00:21:44the opposition is mostly to blame for such a result, even though the
00:21:48government had... enormous amounts of dirty money, even though
00:21:52the pressures on employees in the public sector were unprecedented and
00:21:55terrifying, but the greatest responsibility still lies with the opposition, I said
00:21:59that before and I am saying it now, how will the
00:22:02restart look like, it will go in two phases in my opinion, one phase is to
00:22:06first see who is the opposition at all, and
00:22:09the second phase, those who are the opposition, or rather I would rather
00:22:12use the term alternative, because
00:22:15opposition can be someone who wants to remove the government to do the same thing the
00:22:19government does. And those can be opposition, but
00:22:23we should use the term alternative, because that
00:22:26indicates, uh, that you are committed to the values
00:22:29that are, actually, the values that the student list speaks
00:22:33of, that in that way you want to
00:22:36change the way of governing in Republika Srpska, that is
00:22:40it, because if you have uh, if you have
00:22:43one of the key officials and
00:22:47the main candidate.
00:22:50who sits with Milorad Dodik, makes agreements about
00:22:54money, about I don't know what else,
00:22:57how can you, how can you simply, how do you expect
00:23:00to build some serious, compact, opposition and
00:23:03alternative story with such people, if you have another
00:23:07official who in the middle
00:23:11of Banja Luka, in the middle of the campaign 15 days before the election
00:23:14has lunch with Igor Dodik, what kind of a
00:23:17message is that, so we must... We will see how the
00:23:21voting for the
00:23:24House of Peoples will go, and we will see how the formation of government
00:23:27in Sarajevo in Banja Luka will go, I think that after all that we will have a clear
00:23:31picture of who is actually the core of that alternative,
00:23:34based on which people and
00:23:37which policies will gather, let's
00:23:41say, that alternative for Republika Srpska? Yes, since you are already
00:23:45mentioning the formation of government, Milorad Dodik offered the opposition from Republika
00:23:50level of Bosnia and Herzegovina, from
00:23:54certain opposition structures, uh,
00:23:57they view that offer positively, what is your opinion on all
00:24:01that?
00:24:04Well, you know my opinion, I will repeat it once more, both I personally
00:24:08and the PDP of Republika Srpska, uh, will certainly
00:24:11not participate in such things, if
00:24:15anything has shown us what
00:24:18happened in Serbia.
00:24:20"then it is that finally everyone here should understand, with the
00:24:24regime you can only pursue a policy of either us or
00:24:27them, if you do not draw a big, big
00:24:30line, uh, there are no
00:24:33changes, you can't, it was seen, you can't on
00:24:36the principle of cooperation, joint plans, joint
00:24:40projects, joint embraces with the regime, which has
00:24:44already been here for 20
00:24:46years, deeply rooted in all institutions".
00:24:50possible, there are no negotiations, so, uh, that is
00:24:53something that is, I hope now, I
00:24:57hope it is clear to everyone now, and that is
00:25:00why it is very important that
00:25:03such a line is drawn that on that
00:25:07clear division which is not artificial, we
00:25:10know exactly everything we are
00:25:13talking about when it comes to the functioning
00:25:17of the system, when... "when it comes to an
00:25:21incredible corruption, an incredible
00:25:24occupation, party domination over
00:25:27institutions, that it is something that can no longer be endured, something that
00:25:31must change, so uh
00:25:34it is primarily important that
00:25:37the people who will act, who
00:25:40will need to lead that process of change,
00:25:44regardless of whether they are people you already
00:25:48know who are already whether there will be some completely new people, I
00:25:52hope there will be as many as possible, but that they
00:25:55repeat exactly the same
00:25:58story, it's a story about governing through institutions,
00:26:01it's a story... about the need
00:26:04to stop corruption, it's a story about
00:26:07the money that until now has gone into hundreds of millions
00:26:11against corruption, be used to improve the living
00:26:15standard of all citizens, I
00:26:19which we should work and finally I want to
00:26:22ask you one more thing, in the UN Security Council
00:26:26which
00:26:29contains a series of criticisms against the authorities in Republika
00:26:32Srpska, do you think that lobbying in Washington will succeed
00:26:35in amortizing the messages of Luis
00:26:37Krišuk?
00:26:41I'm not really an optimist, it made more sense to me that if they already had some
00:26:45influence, they would have done it by now but here you see two
00:26:48days, two full days they
00:26:51are silent. Isn't it illogical
00:26:55that the report written by an
00:26:59American
00:27:01and sent to the Security Council is the worst report for
00:27:05Republika Srpska in history,
00:27:07we know that in previous years tens of millions
00:27:11of citizens of
00:27:14Republika Srpska went to Washington and
00:27:16it would be logical for them to tell us
00:27:20why such negative effects of their lobbying, because according to
00:27:24what we see, it is clear that they
00:27:28spent that money on themselves, on a small
00:27:31number of their officials, family members and
00:27:33associates, that they only thought about how to do something
00:27:37good for themselves, here I ask you, have you
00:27:41noticed, has anyone noticed about the annulment of HR decisions regarding
00:27:44perhaps additional
00:27:47independence, regarding the return of competencies that were
00:27:51once at the level of Republika Srpska and then moved to the level
00:27:54of BiH, do we have any single position
00:27:57of the American administration that
00:28:01is in favor of Republika Srpska, we don't,
00:28:04which means that those tens, some say hundreds of millions
00:28:07were used only to improve personal position
00:28:11of certain personal gain, marketing or some
00:28:14other for a small circle of people in Republika
00:28:18Srpska, so if they couldn't through their lobbying channels
00:28:21secure a better report from
00:28:25one of the main people from American diplomacy in Bosnia
00:28:29and Herzegovina who is currently leading the OHR then... it
00:28:33is illogical to expect that now that that report is already there, they will be able
00:28:37to do something to soften it, as
00:28:40you said, or to further
00:28:42improve it, Mr. Crnadak, thank you for your time
