00:00:00that we will have at our disposal from 2028
00:00:03onwards, then we will talk about where we will direct
00:00:07those funds. Just now we talked very briefly about the recovery and
00:00:11resilience plan, which is one instrument for which
00:00:14Croatia, as I emphasized several times just now, not according to my
00:00:17words, but according to the Commission's estimates, Croatia is using it very well
00:00:21on that wave of good use of funds that we are directing to
00:00:25healthcare, to education, to
00:00:28justice, to education. "Ultimately, the reconstruction of the city
00:00:32of Zagreb, i.e., energy efficiency, transport, for
00:00:35example, the new trams that run through the city of Zagreb, all of this is financed from the recovery
00:00:38and resilience plan, so the recovery and resilience plan, new
00:00:42buses that will run through the city of Zagreb, through Virovitica and other
00:00:45cities, all of this is financed from the recovery and resilience plan, i.e.,
00:00:49European funds, and bearing in mind that
00:00:52the Croatian administration, government ministries have experience in implementing the recovery
00:00:56and resilience plan, I believe and hope that Croatia, i.e., all of us in the end,
00:01:00will continue to make good use of European funds so that we can
00:01:03continue to have a positive impact on the economic growth of our
00:01:07country. Just to conclude, perhaps a hypothetical
00:01:10question, or let's try to make projections into the future,
00:01:14if there were a significant reduction in money from European
00:01:17funds due to these negotiations or at least a smaller amount, of course that never
00:01:21happens overnight, of course the periods last for another year, two
00:01:25or three after what is nominally stated as the end of the period.
00:01:29Even if inflation were to slow down, which I believe
00:01:32many wish for, inflation is bad for many things, but it does not necessarily
00:01:36have to be bad for the state budget, which many economists will say that
00:01:40budgets often profit from high inflation
00:01:43rates, can this become a problem for Croatia's
00:01:46credit rating? We know that agencies look at a country's ability
00:01:50to repay debt, the share of public debt in
00:01:54now it seems to me that this awareness is changing GDP, if we know to what extent European money, European
00:01:57funds represent an important source of financing. I say,
00:02:01a budget that grows due to inflation, can this in some
00:02:05medium, I won't say near, but let's say medium future be a challenge
00:02:08for Croatia's fiscal framework, for Croatian finances, these
00:02:12facts alone probably not, now I will say why, for example, Moody's, as we started
00:02:16our conversation, when you look at their analysis
00:02:19of Croatia, it primarily highlights the efficiency
00:02:22of implementation, it is less important how much funds there are, the second important thing
00:02:26is the efficiency of implementation, it is true that Croatia from the recovery and resilience plan.
00:02:30"When we look at the amount of 10 billion euros, that is 13% of our GDP in
00:02:34the entire European Union, only Greece has more funds per
00:02:38GDP than us, despite that, so it is demanding to implement, any
00:02:41other country would struggle quite a bit with it, then
00:02:45the efficiency of implementation is looked at, and we are very good at that, furthermore
00:02:49when you look at, for example, the inflation that you, that you mentioned,
00:02:53Moody's, the agency that confirmed our rating the other day,
00:02:57does not mention inflation at all, so it doesn't mention it
00:03:00as a future problem, it only mentions it in one place as a fact how high
00:03:04it is, that doesn't mean we won't face inflation, but when
00:03:07you look at the forecasts for 2027,
00:03:11almost all European Union countries are between 2 and 3%,
00:03:15approximately, I say that inflation will not be, will not be a problem, so
00:03:18efficiency will be looked at and third, economic, economic
00:03:22growth is also looked at, that is again related to the rating and the use of
00:03:26funds, so our economic growth for
00:03:29now... is twice as high as the European Union average, we are
00:03:33one of four European Union countries that has recorded
00:03:36constant economic growth for the last
00:03:3921 quarters, this is reflected, among
00:03:42other things, through the use of EU funds. In a
00:03:46hypothetical situation, if the amount of funds were significantly
00:03:49reduced, which it won't be, of course we will choose
00:03:52those, or rather we will more strongly choose those
00:03:55investments that are aimed at contributing to
00:03:58economic growth. growth in productivity, growth in Croatia's
00:04:02competitiveness, for now we have the situation
00:04:05that when European funds come to us, we can finance a lot, a lot
00:04:09of policies. The National Recovery and Resilience Plan is an example of this,
00:04:13we have financed practically everything you can imagine, precisely
00:04:16because of the size of the amount, very successfully, of course to the satisfaction of all of us
00:04:20who live in Croatia, I say this because some other
00:04:24countries are not in that, are not in that situation, some
00:04:27countries direct it only, for example, to... energy only
00:04:31to some specific sectors and we can, just now we talked about
00:04:34healthcare, education, energy, look at the news
00:04:38of the last few days, or rather years, when we are in
00:04:41energy, the gasification of Croatia, for example, so
00:04:45uh, a part of the LNG terminal was financed from the recovery
00:04:48and resilience plan, over 200 km of new gas pipelines were
00:04:52built in Croatia again from the recovery and resilience plan, so this
00:04:55contributes to energy stability, it
00:04:59contributes to. in fact, the control of energy prices, among other things, that
00:05:03can also long-term affect the preservation of our
00:05:06rating, but at some point the energy
00:05:09stability and security of the state will also be looked at, which is not negligible. at this
00:05:13moment, we will, of course, continue to follow this, especially these negotiations that are coming up in
00:05:16Brussels, and the assumption is that they should be finished by the end
00:05:20of the year, if everything is, of course, under control, then we will know more,
00:05:24Mr. Savić, thank you very much for being our guest, thank you for
00:05:26the invitation,
00:05:36we will take a short break, stay with us, in the continuation we also bring
00:05:39this: a scandal in Germany, everyone
00:05:43will tell how August Henning fell, a man who spent seven years at the head
00:05:46of Germany's most important intelligence service, the BND, where he had access to
00:05:50the most strictly guarded state secrets. Live from Germany for
00:05:53Novi dan, Srećko Martić speaks.
00:05:57Public consultation on anchor prices begins, which activities will be
00:06:01excluded from the obligation to publish them. Minister
00:06:04of Economy Šušnjar said nothing is set in
00:06:07stone. We are following the development of events.
00:06:11unexpectedly announced that a ceasefire on
00:06:15energy infrastructure between Ukraine and Russia has been agreed, but
00:06:18there are no official confirmations from Kyiv and Moscow. Ukrainian President
00:06:21Zelensky caught live, we are in
00:11:22Good morning once again to the N1
00:11:25Television studio and welcome once again back to the program, it's
00:11:29time for a press review, i.e., a review of the front pages
00:11:33of daily newspapers, which on Mondays we usually go through
00:11:36with our Tihana Tomičić from Novi list, the editor-in-chief
00:11:40of Novi list, Tihana, good morning, greetings, of course,
00:11:44to Rijeka from Zagreb,
00:11:47good morning, let's start with the front pages and then we'll see
00:11:51what Novi list has prepared for us today, we'll start with Večernji list.
00:11:55list which says that Croats are spending record amounts
00:11:58on foreign travel in foreign destinations,
00:12:01they left a billion euros. The Croatian alleged bank
00:12:05states that the outflow of capital for travel to other countries
00:12:08in the first six months of this year increased by
00:12:1227%, meaning that even
00:12:15233 million euros more was spent.
00:12:19Croats massively fled to northern Europe this summer.
00:12:23Josip Mikulić, professor at the Zagreb Faculty of Economics, says:
00:12:26"Not all movements this year should be attributed solely to
00:12:30fleeing domestic prices," but obviously
00:12:34some can be attributed to that. The great transformation of the Czech Republic, the country
00:12:37of cars has become a military power. In three years, arms exports
00:12:41increased sixfold, the defense sector became one of the
00:12:45key pillars of the economy. Olive harvesting
00:12:49began, the fruits are small and dry,
00:12:52olive growers announce higher oil prices. Incentives for
00:12:56electric cars are coming, 20 million euros are available
00:13:00to citizens. Jutarnji list, negotiations on
00:13:04earnings for 2027. The battle for
00:13:08the minimum wage begins. Hup offers
00:13:10187, trade unions demand
00:13:131,250 euros. The government can give
00:13:16workers another 60 euros per month.
00:13:20Supervision of the Istrian water supply launched, seven contracts in
00:13:23one day by a company. of a former employee, the water supply awarded as many
00:13:27as 101 jobs without
00:13:30a public tender, delivery is late, the
00:13:33flu has arrived, but so has the vaccine, flu vaccination begins
00:13:37at the beginning of November, the virus is raging in seven
00:13:40counties, most flu among
00:13:43preschoolers. Slobodna
00:13:46Dalmacija, how the money collected for
00:13:50the reconstruction of houses in Omiš is spent, we asked Bruno
00:13:53Lerotić. "Did you consult with the city,
00:13:57they have no idea what they are doing, do the houses you are renovating have valid
00:14:00documentation, we have all the necessary solutions,
00:14:03what kind, just a moment, here I have one solution for quick renovation, from
00:14:07whom, signed by an independent administrative
00:14:10clerk, who, it's not visible, what do you mean,
00:14:14who is it, an interesting conversation,
00:14:1724 hours, who is who in the mega waste scandal,
00:14:21a secret network of fraud, money will solve everything,
00:14:24Dodić and Šincek led the story around Benkovac, in
00:14:28Senj, the head of the utility company arranged for plastic to be dumped on
00:14:31Velebit. The life and death of Stolar's son,
00:14:35because of drugs I worked at a gas station for
00:14:39a handful of money, a question, or rather a story, of course, about Goran
00:14:42Bare. Glas Slavonije, demographic trends in
00:14:45Croatia, the population has increased, mainly due to
00:14:49migration, waste management, Croatia needs
00:14:52four power plants, one of them will be in Osijek, elections
00:14:56in BiH, Pepić, Filipović's victory has
00:14:59strategic importance for Croats, and the first
00:15:03defeat at home, Osijek took an early lead against Istra, but remained
00:15:06without a solution. And Novi
00:15:09list. Accident on Mei, removal
00:15:13of wagons began, experts warn of the problem.
00:15:16Composite brakes are not suitable for
00:15:19this track. They are a double-edged sword, introduced to reduce
00:15:23noise, but not suitable for... prolonged braking. On steep
00:15:27inclines, so-called sawtooth
00:15:29braking must be used, points out Milan
00:15:32Brkić, a retired expert in
00:15:35railway compositions.
00:15:37And here, of course, is the question of the power plant, or rather waste
00:15:41management, the designer of Danish Copenhill, for Novi
00:15:44list, the power plant can be a part of the city's
00:15:48public life. The US turnaround, Trump and Putin together against
00:15:52Zelensky, Ljubo Jurčić, the problem is not the rebalance, but
00:15:55the economic model. So let's go
00:15:58back to Rijeka, where our Tihana Tomičić is waiting for us, Tihana,
00:16:02well, due to that tragic event, fortunately
00:16:05without human casualties.
00:16:08The event related to the railway in Rijeka, apparently some old
00:16:12questions have reopened,
00:16:15yes, well, this was already the fourth or fifth railway
00:16:19accident recently in Rijeka or near Rijeka, and that is, of course, a crucial
00:16:23important question for us because the railway is linked to port traffic,
00:16:27so the very fact that this
00:16:30accident occurred means that uh, all cargo must
00:16:34be transported by trucks until the track is repaired, at least to
00:16:38a part of the track, so bypassing it, and
00:16:41probably a good part to Zagreb and so on,
00:16:45so this is a huge topic for us in Novi list, I say, also
00:16:49because of the port, we talked with experts after this happened,
00:16:53we tried to see if the reason was the condition of the track, if
00:16:57the state was responsible for that, if the company
00:17:00Croatian Railways was responsible, or if the carriers were
00:17:04responsible, i.e., those who own mm...
00:17:07certain wagons and who
00:17:11own the trains that transport that
00:17:14cargo, the point of this story is
00:17:18that, to briefly explain what the expert explained to us,
00:17:22is that it is a track that has an
00:17:25extremely steep incline towards Rijeka
00:17:28when descending from Gorski Kotar and that
00:17:31incline dictates prolonged
00:17:33braking, and these wagons are obviously not
00:17:37well adapted to that, these are actually modern, new
00:17:40wagons that have these composite brakes that are more modern
00:17:44than the asbestos ones that used to exist on old trains,
00:17:48however, for some reason, they obviously fail on these inclines with that prolonged
00:17:52braking, the expert explained, that trains brake for
00:17:56about 50 minutes, right, while they pass that
00:18:00incline to Rijeka, so that is obviously a great
00:18:03strain for that type of brakes, now how to overcome
00:18:06that is what we will deal with further, because
00:18:09it is obvious that the wagons are new, that the problem was not
00:18:13that they were faulty, but simply that, well,
00:18:17these brakes give way under that pressure, so that's one topic
00:18:20that we will continue to deal with, it is actually uh,
00:18:24I say, crucially important for the port of Rijeka, so Novi list will certainly
00:18:28continue to uh look for ways to
00:18:31get answers to how these things can be
00:18:35prevented in the future. This
00:18:39is another local topic which is, of course, important and
00:18:43which is discussed not only in Rijeka, but from
00:18:46Rijeka's perspective, the power plant, the question
00:18:49of solving waste management, for Novi list,
00:18:52the designer of Danish
00:18:55Copenhill spoke. We know that in the capital of Denmark,
00:18:59there is also a power plant which is even used
00:19:02in winter months as a ski resort,
00:19:05a small ski resort, but... as some kind of public
00:19:08space in summer where citizens gather and
00:19:12where they use that space, even though it is
00:19:15a power plant, a place where waste is incinerated, we have in
00:19:19the end the example of the Vienna power plant
00:19:22which was designed by the famous architect Hundertwasser, which is
00:19:25also in the very center of the city, uh
00:19:29based on what, or what do the Danish
00:19:32designers say Rijeka can eventually expect if it goes in that
00:19:36direction? Yes, well, last week it was announced and we
00:19:40wrote a lot about it in Novi list, that
00:19:43four cities applied to the Environmental Protection
00:19:46Fund, so with their proposals for building
00:19:49these power plants, among other things, Rijeka is among these cities,
00:19:53so Novi list was the first to publish this
00:19:56story, in such a way that Mayor Iva Rinčić
00:20:00then, of course, confirmed that the city is considering
00:20:03building such a power plant, they haven't
00:20:07yet revealed which location is in question, but it can be assumed that
00:20:11they might want to remediate parts of some facilities that
00:20:15previously existed in Rijeka, Rijeka was, of course, very
00:20:18well-known and founded as
00:20:22a highly industrialized city, that industry has
00:20:25disappeared in some parts of the city in the meantime, so probably some
00:20:29of those urban areas would be suitable for building
00:20:32such a power plant, Mayor Rinčić has therefore
00:20:36already mm... confirmed to us that they are considering
00:20:40competing with the fund, with the fund for
00:20:43funds for designing such a power plant
00:20:45so that here in Rijeka then... waste would be processed not only from
00:20:49Rijeka's Marišćina landfill
00:20:52but also from Istria's Kaštijun, which is becoming a very big
00:20:56problem in Istria, well, Istria County has a session
00:21:00on Thursday on this topic,
00:21:03uh, then from Varaždin and I think somewhere from Slovenia
00:21:07that waste would be transported, so it would be economically
00:21:10justifiable and it would certainly mean a significant
00:21:14reduction in heating prices in Rijeka, which are extremely
00:21:17high in Rijeka, so that's one of... the models, I
00:21:20assume that that power plant would be
00:21:24built in the most modern way, and that's why we
00:21:28at Novi list were interested in talking to these
00:21:31designers, uh of Copenhill, these are
00:21:35people who actually worked on this project of that power plant which is actually
00:21:39completely integrated into the space which actually forms a typical
00:21:43urban unit that citizens use completely normally, now whether
00:21:46it's possible for us to dream of getting something like that in Rijeka or... somewhere in
00:21:50Croatia, we'll see, however, in any
00:21:53case, what is clear is that
00:21:56after the Gospić case, the topic of building
00:22:00incinerators or power plants, no matter how it is
00:22:04approached, no matter how it is professionally processed, because we are laymen
00:22:07probably Hrvoje and I, this, in any case, the topic
00:22:11of building power plants has ceased to be a taboo topic in
00:22:15Croatia, I would compare it approximately to what is happening at the European level
00:22:19with nuclear power plants. so after they were abolished that they stopped
00:22:23being built everywhere based on the then German policy
00:22:25mm it turned out with the energy
00:22:29crisis, the war in Ukraine, of course, that they are very much needed,
00:22:33similarly, Croatia has always rejected the possibility of incinerators,
00:22:36i.e. every local community where it was mentioned as
00:22:40an option rejected it,
00:22:44more and more, and when we saw all these cases about
00:22:47waste, it became clear to us... I mean, it's clear to everyone
00:22:51that it's better to have a well-regulated power plant than such
00:22:54unregulated landfills, especially with hazardous waste,
00:22:58what Novi list is doing these days, among
00:23:01other things, and following is this topic of hazardous
00:23:05waste from Gospić that ended up
00:23:08in Senj, i.e. in the Velebit Nature Park, our
00:23:12journalists will be there today and will talk
00:23:16to citizens and the city administration in Senj after the investigation
00:23:20showed that mm
00:23:23the head of the utility company in Senj
00:23:26was involved in
00:23:30this whole affair. Another conversation that today's Novi
00:23:33list brings is Ljubo Jurčić who says that the problem
00:23:37is not the rebalance, but the existing model,
00:23:40i.e. the economic model. The government proposed a rebalance on Friday,
00:23:44it will, of course, most likely be adopted, if there are any minor changes, which
00:23:47there probably won't be. Uh, but again, on the other
00:23:50hand, we were just now
00:23:53talking with Zvonimir Savić about, Savić,
00:23:56pardon, about reforms, the national recovery and resilience plan,
00:23:59about the fact that Croatia is incredibly successful in
00:24:03uh, drawing money from European funds, in
00:24:06implementing reforms, some things still
00:24:10remain a sore spot, here specifically Croatian
00:24:12healthcare, somewhere waiting lists have
00:24:15been reduced, but money is flowing out of that system
00:24:18on all sides. Citizens are hardly satisfied with the quality of that
00:24:22system, where is the truth, or where
00:24:26is something that is a result of concrete
00:24:30changes and where are things that are actually very good just
00:24:34because the administration bureaucracy within the current
00:24:38framework of Andrej Plenković knows how to talk to the European
00:24:41Commission? Yes, well, let's start from
00:24:45the beginning, this is uh, a
00:24:48conversation with Professor Ljubo. Jurčić, or rather he commented on
00:24:52the budget for us, not in the form of an interview, but in the form
00:24:55of a text, of course we know approximately what his
00:24:58premises are, right, he always talks about industrial policies, about
00:25:01regional development, that's what he means when he says that the economic model
00:25:05is wrongly set up, or that there are no reforms
00:25:08uh in Croatia, so On the other hand, I listened to a large
00:25:11part of this conversation, uh with Mr. Savić, which was actually quite
00:25:15interesting. It showed that we will... the new newspaper will also
00:25:19write more extensively in the coming days about the budget rebalance and analyze it
00:25:22in more depth. What is becoming apparent is that the announcements that there would
00:25:26need to be cuts of more than a billion euros have actually been covered
00:25:30by good tax revenues and good tax collection during the summer
00:25:33and during this part of the year, so
00:25:37until today. So, as far as we can see, the government is not so
00:25:40worried, and they think that there will not be any problems
00:25:44with that budget. It's clear, we all know that the budget
00:25:47for defense is growing, which is visible at the
00:25:51Croatian level, and everything else is, of course, a topic for
00:25:54discussion. Uh, the only thing that will be an important factor
00:25:58for the government is that with this
00:26:01bragging that the budget is filling up well and that the situation is not as
00:26:05bad as it was perhaps thought, of course, strong union
00:26:08demands will arise from that. What colleagues in the morning paper are writing today,
00:26:12we will all deal with what the unions are asking for this week, so that is
00:26:16always - a balance, as I would say, six
00:26:20seven between the fact that if
00:26:23the budget revenues are good,
00:26:27then, of course, the union demands are growing. This applies to the minimum wage,
00:26:29and probably to all state and public services. We know that they were announced
00:26:33a salary increase of 3% in three installments
00:26:36(1 + 1 + 1), and now I believe
00:26:40all those unions will demand more, those in healthcare
00:26:44harmonization, so with
00:26:47the real, so the price of labor, the price per hour
00:26:50and so on, all the way to the minimum wage.
00:26:53pensions and so on, so when the government boasts of good
00:26:57results, then it must know that it will also have to be
00:27:00more generous to all
00:27:02categories. Again, on the other hand, let's not forget
00:27:06that 2027 is already an election year, so
00:27:10I think the unions might be more satisfied than they
00:27:13expect, that,
00:27:17uh, in a way, the morning paper also writes about this, saying
00:27:20that negotiations have begun on the minimum wage. Hup offers
00:27:241,087 euros, the unions
00:27:271,250, so there will be more
00:27:31topics for discussion. Finally, just one more
00:27:34question related to the front page of Večernji List, which
00:27:37says that Croats spent a record amount on
00:27:41foreign travel this year, that in the first
00:27:44six months alone, if I'm not mistaken, according to data from the Croatian
00:27:47National Bank, this increased by
00:27:5127%, or even 233 million
00:27:54euros more. And, of course, on the cover is
00:27:57a quote from one of the interviewees from the text, Professor at the Zagreb
00:28:01Faculty, Faculty of Economics, Josip Mikulić says, it's not
00:28:04all just because people are fleeing domestic prices, surely
00:28:08one part of the reason is also that the purchasing
00:28:12power of the average citizen, especially of someone who
00:28:16perhaps has some activity in tourism in addition to their
00:28:20permanent employment, their purchasing power is quite
00:28:23surely growing, but... but it would be worth discussing
00:28:27whether some people in Croatia have obviously
00:28:30looked for some slightly
00:28:33cheaper prices for holidays outside of
00:28:36Croatia? Well, I would agree with what
00:28:39the interviewee from the colleagues from Večernji said,
00:28:41so there are certainly several
00:28:43factors here: first, low-cost companies and cheap flights, so that is
00:28:47certainly one of the reasons, of course, if you can fly
00:28:51to Malmö for 15 euros, everyone will try to take advantage of
00:28:54the situation. Secondly, the prices in Croatia itself are
00:28:58enormous during the season, and why wouldn't someone
00:29:02travel to Italy or Spain where accommodation is cheaper than in Croatia?
00:29:06So that's just common sense.
00:29:10Uh, but that speaks to Croatia's tourism problems
00:29:14and the fact that prices are being exaggerated, that in the long run it certainly
00:29:17harms the overall image and
00:29:21perception of Croatia in the eyes of foreign
00:29:24tourists. So we know what kind of crisis there is in Germany, we know how careful
00:29:27those guests are, mm. So, in my opinion, Croatia is in some
00:29:30way playing with its
00:29:32prices, but this season we somehow survived, so
00:29:36I don't know, some luck always appears above Croats' heads.
00:29:40On the other hand, regarding the purchasing power of Croats,
00:29:43probably someone who works in multiple activities, i.e., in their workplace,
00:29:47earns touristically, of course, such a person has higher
00:29:49purchasing power and can afford a trip, but
00:29:53I would say that the largest part of this is actually related
00:29:56to cheap
00:30:00flights. I think that is a great motivation for many to
00:30:03travel outside Croatia, if those flights cost a few hundred euros,
00:30:06instead of a few tens of euros, then I believe it would be a different story,
00:30:09a significantly different story, quite, quite surely. We will, of course, follow
00:30:12all these topics further, Tihana, thank you very much for being our
00:30:16guest, thank you. Greetings.
00:30:19After this conversation, we will take a short break. Stay with us. In the continuation,
00:30:23we bring you these stories.
