00:00:00but my job is not to please everyone, my
00:00:04job is to convey facts, to tell the truth, however
00:00:08unpleasant it may sometimes be to hear, because journalism is not PR,
00:00:12it is not politicking, it is not a reality show,
00:00:15journalism is a public service, because
00:00:19and I think the one of giving up on asking difficult, uncomfortable questions, seeking difficult answers
00:00:23means giving up on democracy, in a time
00:00:27of shaken trust in institutions and
00:00:30authenticity, journalism must not
00:00:33be silent. I am Hrvoje Krešić and watch me on N1 Television.
00:00:48Dear viewers, warm greetings. I am Maja Štrbac, you are watching the review
00:00:52of the day. Here's what
00:00:52we highlight.
00:00:57Will the session of the National Security Committee be held? N1
00:01:00learns that it will not be held this week after all. The chairman of the committee, Ranko
00:01:04Ostojić, told us that SOA will not
00:01:07be present either.
00:01:10Prime Minister Andrej Plenković will tomorrow present the annual report on the work
00:01:14of the government to the Croatian Parliament, after which a debate will follow
00:01:17on the opposition's proposal for his
00:01:19impeachment.
00:01:23The foreign ministers of the European Union today adopted almost
00:01:261600 new sanctions aimed at the Russian military
00:01:30industrial
00:01:30complex.
00:01:34Despite Trump's announcement of a ceasefire between Ukraine and
00:01:37Russia and Zelensky's request for a sixty-day ceasefire
00:01:41due to elections, the Kremlin unyieldingly rejects the proposals.
00:02:00Prime Minister Andrej Plenković will tomorrow present the annual report on the work of the government to the Croatian Parliament,
00:02:04after which a debate will follow on the opposition's
00:02:07proposal for his impeachment. The opposition is demanding his political
00:02:11accountability for the case of illegal waste disposal in
00:02:14Gospić. We will now go live to the HDZ presidency, where
00:02:18our Katarina Plantak is located.
00:02:21Katarina, we heard Andrej Plenković, how
00:02:25do you read his messages, the messages we heard at today's
00:02:29presidency?
00:02:32That's right, the HDZ presidency just finished
00:02:36and Prime Minister Andrej Plenković also stood before the cameras.
00:02:40We naturally asked him about the impeachment that will be debated
00:02:43in the Croatian Parliament tomorrow. He said that this is not the first
00:02:47time that the opposition
00:02:50tries to overthrow the government in such
00:02:53ways to actually
00:02:57due to suspicion of come to power, he also said
00:03:00that as far as Gospić is concerned, the opposition is not interested in
00:03:03Gospić, but their only exclusive interest is to overthrow
00:03:06the government, he said that tomorrow he will be in parliament all day,
00:03:10first he will present, as you yourself said, the annual report, then
00:03:14after that he will respond to the opposition for
00:03:17everything that is happening, he did not miss the opportunity
00:03:21to call out the opposition for, as he
00:03:24said before, spreading hysteria, that is, he
00:03:28said that the opposition should
00:03:31apologize to the citizens and residents of Lika for
00:03:35spreading panic, that is,
00:03:37to the OPGs for everything that we have
00:03:40been hearing in recent months, but here we can
00:03:44also listen to what Prime Minister Plenković said about tomorrow's
00:03:47impeachment.
00:03:50It will be interesting, we will be there all day, first in the morning the annual report
00:03:54on the work of the government, the third in this mandate, where we will
00:03:57try to summarize
00:04:00everything we have achieved in the past year,
00:04:04of course, to inform the members of parliament and
00:04:08the Croatian public, and then
00:04:11another initiative of no confidence,
00:04:15today I asked my associates to see
00:04:17the statistics, in our modest 10 years of mandate
00:04:21there were a total of
00:04:2443 interpellations and votes of
00:04:28no confidence, even I was surprised that there were so many,
00:04:31uh, 26 rejected, nine where the debate was not held because the topic
00:04:35was exhausted, one withdrawn, seven in procedure,
00:04:38so the instruments that the opposition
00:04:41uses, we are already used to following
00:04:45and of course responding to them, it's all together
00:04:48expected. The session of the Parliamentary Committee for
00:04:52Internal Policy and National Security, which was supposed to
00:04:55discuss the findings of the SOA on illegal waste disposal in
00:04:59Gospić, will not be held this week after all, but today
00:05:03a meeting was held with
00:05:05campaign of the scientific council for expert support for remediation, so Katarina, are there any
00:05:08concrete actions being taken regarding remediation?
00:05:15Prime Minister Plenković said that as far as
00:05:19the actions are concerned, everything is going according to plan and everything is going as he
00:05:22said it would go this summer, he said
00:05:25that the institutions are doing their job and that those who are responsible for
00:05:29bringing waste to Gospić will be held accountable while
00:05:33the remediation is going according to plan, he said that
00:05:36bags of non-hazardous waste are being removed to
00:05:39cement factories, once again he accused.
00:05:42he accused the opposition of spreading falsehoods,
00:05:46he said that neither the government nor the cement factories would ever
00:05:49allow them to poison people, as the
00:05:53opposition has been saying for the past few weeks,
00:05:56as for the remediation of buried waste, he said that
00:06:00options are still being considered
00:06:03and that this week the fund and the Ministry
00:06:06of Environmental Protection were supposed to meet with
00:06:10civil initiatives regarding the remediation, that was at least
00:06:14announced when the remediation plan was presented, Prime Minister
00:06:18Plenković said that the ministry and the government are still open
00:06:22for dialogue with civil associations and that
00:06:25they will meet with them, however it is not yet clear when,
00:06:29and as for the scattered waste that
00:06:32should be remediated by a group of bidders, among
00:06:36whom is Cezar Group, which is
00:06:40now covered by this expanded USKOK
00:06:43investigation, Prime Minister Plenković said that there are
00:06:46always actions and methods on
00:06:50how to solve that remediation, we asked him
00:06:53if that means that there is a possibility that
00:06:57Cezar will be removed from that group of
00:07:00five bidders and that the remaining bidders who applied
00:07:03for the public call will then
00:07:06be the ones who will remediate the dangerous scattered waste. He
00:07:10said that this is one of the possibilities. "And on the scientific
00:07:13council that met today,
00:07:17Branko Bačić also spoke, so let's listen to
00:07:20the statements of Prime Minister Plenković and Branko
00:07:24Bačić.
00:07:26As for Gospić, generally allow me to make a few introductory
00:07:30remarks, I think it's quite important now, so when
00:07:34this summer
00:07:37returned to Zagreb, I sent a few messages:
00:07:40first, those who..." uh are
00:07:43guilty or if it happens to them in a criminal
00:07:46procedure for disposing
00:07:49uh hazardous waste or for illegal
00:07:53disposal of non-hazardous waste in Gospić will be held accountable and
00:07:56we see that it is happening, ultimately this
00:07:59expansion of the investigation to additional natural persons, to additional
00:08:03legal persons is proof that the criminal
00:08:06prosecution bodies when it comes to uh
00:08:10committed criminal offenses in Gospić, they work
00:08:13independently, they work independently and on
00:08:16responsibility, i.e. guilt, Croatian courts will decide, so in
00:08:20criminal law terms everything is happening exactly as
00:08:24I announced. The second part concerning
00:08:27the remediation, you can see for yourselves that it has started, this was today
00:08:31confirmed and stated in dialogue with us by the members of our scientific
00:08:35council, so non-hazardous waste in bags
00:08:38is being gradually removed from
00:08:41Gospić, without any danger to human
00:08:45health, whether it is Koromačno or
00:08:48Našice, in accordance with permits and numbers
00:08:52and analyses, every bag is analyzed and everything that
00:08:55is included in the cement production process is
00:08:59completely the same as what the cement factories
00:09:02Holcim and Nexe
00:09:05have been doing until now, so the Croatian government nor the owners
00:09:09of those cement factories, which are private companies, would not
00:09:13do something that would endanger the health of people in
00:09:16the vicinity of Koromačno or
00:09:18Našice, because that would be,
00:09:22first, bad, no one would ever do that, second, it would be
00:09:25reputationally devastating for those companies to do something like that,
00:09:29so that whole false story, false narrative
00:09:32about poisoning people, that is a
00:09:36shameless move by certain actors in the opposition, I said
00:09:40that in Parliament on Thursday. You have to be
00:09:43either evil or very malicious to
00:09:46lead in the public space
00:09:49a campaign, a policy, a narrative that
00:09:53declares the whole of Lika poisoned, calls the government
00:09:56traitors, and directly causes economic
00:09:58damage to agricultural entities in the area
00:10:02of Lika, instead of going out to a press conference and
00:10:06apologizing to all OPGs in Lika-Senj County because they
00:10:09are proclaiming their products, and the soil and
00:10:13the air poisoned, they
00:10:15continue their
00:10:18falsehoods, this will be the topic tomorrow afternoon, which we will certainly
00:10:21talk about, so... Part of the non-hazardous waste in
00:10:25bags is going, covering of buried waste is
00:10:28underway, the remediation plan has been presented, the minister is today at
00:10:32the council, when she returns and when this debate passes,
00:10:35dialogue with representatives of
00:10:38civil associations will continue, and as far as
00:10:42that is concerned, everything is going according to plan, as for
00:10:46scattered hazardous waste, the
00:10:49evaluation by the Environmental Protection Fund is still
00:10:53ongoing, when they complete that process, decisions will be made,
00:10:57a legal solution will always be found to complete
00:11:00the process, so the last message, this was therefore
00:11:04the criminal part, the remediation part and the health part, we also
00:11:07discussed that today with the representatives
00:11:10of the scientific council, but also with the Minister of Health, so at this
00:11:14moment, not underestimating
00:11:17the potential danger of pollution, there
00:11:20have been no health threats to anyone
00:11:23on the street, neither in terms of human health, nor in
00:11:27terms of air pollution, nor has what is happening in
00:11:31the underground of that landfill led to any
00:11:34serious soil pollution,
00:11:38that is what we confirmed today at the scientific council, so on all
00:11:42three points, exactly what we said
00:11:46this summer is happening, and it is happening in a way that the problem is being
00:11:49solved, not to be permanently with us so
00:11:53that some kind of...
00:11:55"opposition-perceptional optics
00:11:59of great poisoning, which is of course untrue, well, but citizens are still
00:12:02interested if there is a possibility that the company that is now under
00:12:06USKOK investigation for transporting
00:12:09waste there, that waste will eventually be
00:12:11remediated.
00:12:13That company has to explain it and the criminal
00:12:17prosecution bodies have to be informed, and is there
00:12:20any alternative, because it was the only company that actually applied for that public call, so
00:12:24from your..." question it is clear that you do not have complete information,
00:12:27so it is a consortium of bidders consisting of five legal
00:12:30entities, five, not one, therefore
00:12:34allow the evaluation process by the fund
00:12:38to finish, it is very important to inform the public precisely
00:12:41and truthfully, which
00:12:43unfortunately was not the case in the past two months.
00:12:47We had and
00:12:50constantly have meetings with the
00:12:53scientific council where we went through the remediation
00:12:56plan again through the preparation
00:12:59of the public procurement documentation
00:13:03for the removal of buried waste where we once again went through all
00:13:07aspects of the future
00:13:09future documentation, we also commented on
00:13:13current activities in Gospić
00:13:16regarding the removal of non-hazardous waste
00:13:20to the location of two cement factories
00:13:23and the current situation.
00:13:26with the public procurement procedure for 4,500
00:13:29tons of 4,500
00:13:31tons of hazardous waste for which we have not yet
00:13:35made a decision and what will happen with that, so today
00:13:39we went through it again, the fund still has certain
00:13:42obligations regarding the evaluation
00:13:46of all received bids or eventually only one, but we
00:13:50will make a decision on that very soon, does that mean that the government
00:13:53could withdraw from the contract
00:13:55with Cezar? Well, first of all, it's not
00:13:59Cezar who is the only bidder, it's a consortium of bidders,
00:14:03so it's not just Cezar, there are four other legal entities that
00:14:06together submitted
00:14:09the bid, so we will decide very, very soon, can Cezar then
00:14:13leave and the other four remain? Well, you will have to wait
00:14:17a little longer for us to complete that procedure and then you
00:14:20will be timely
00:14:22informed.
00:14:28So we heard the statements of the Prime Minister, but also of Minister
00:14:31Bačić, as for the impeachment, this is not the first
00:14:34time that the Opposition tries to impeach Andrej
00:14:38Plenković and his government, this is already the fourth attempt
00:14:41at impeachment, this impeachment attempt was commented
00:14:45on arrival by Gordan Jandroković, he said that the government
00:14:48has already rejected that proposal, he expects that the ruling majority
00:14:52with 70 to 29 votes, which they currently
00:14:55have, will also reject it, so there is no
00:14:59reason for concern in the ruling majority, because
00:15:02the opposition does not have enough votes for impeachment, and as for
00:15:05the remediation in Gospić, we heard
00:15:09what the minister and Prime Minister Plenković said,
00:15:12it remains to be seen what the final decision will be for
00:15:16scattered waste, but of course the contractor
00:15:19for the buried part of the
00:15:22waste is still awaited, and the meeting
00:15:25with civil initiatives which, according to the Prime Minister, should
00:15:29happen soon, tomorrow is
00:15:32a turbulent, but very interesting
00:15:36day in parliament, there are many events. From the annual
00:15:40report on the work of the government to the attempt to impeach
00:15:43that government, we will certainly
00:15:46follow everything.
00:15:48Katarina, thank you, this was our Katarina Plantak, live in front of
00:15:52the HDZ presidency. As we heard, Prime Minister Andrej Plenković, tomorrow
00:15:55faces an impeachment attempt, as our
00:15:58Katarina said, this is already the fourth since he has been at
00:16:02the head of the government, the previous three attempts, in 2017,
00:16:052023 and 2024, did not
00:16:09succeed, this time the initiative is led by the SDP with
00:16:12the support of 54 opposition members of parliament,
00:16:16and the reason is the affair with illegal disposal of hazardous waste in
00:16:19Gospić. Let's go through all
00:16:22attempts to impeach Prime Minister Plenković, namely, the Croatian opposition
00:16:26has repeatedly in the Croatian Parliament initiated
00:16:29the impeachment process of Andrej Plenković and his
00:16:33government, sometimes only him, but none of the attempts succeeded
00:16:36due to a lack of necessary votes,
00:16:40so now let's go with the first attempt, that was November 2017,
00:16:43the main reason was the Agrokor affair. The SDP
00:16:47collected signatures, submitted a motion of no confidence
00:16:50in the government, primarily due to events related to the Agrokor concern,
00:16:54who still remembers that, and the adoption of the so-called Lex
00:16:57Agrokor. The opposition accused the then government
00:17:01and then Deputy Prime Minister Martina Dalić of lack of transparency,
00:17:04favoring foreign vulture funds,
00:17:07and excessive influence of consultants in drafting the law and in the process
00:17:11of extraordinary administration. 78 votes were
00:17:15against the impeachment, 59
00:17:18votes for the impeachment. Let's go to the second
00:17:21attempt, March 2023.
00:17:24This attempt is particularly interesting, why? The initiative for
00:17:28the impeachment of Prime Minister Andrej Plenković at the beginning of
00:17:302023, was officially launched
00:17:34and is now in the government. However,
00:17:38the proposal was formally supported and signed by the entire
00:17:40parliamentary opposition, parties of the left
00:17:43and right spectrum, due to the Janaf affair and
00:17:47the disputed reconstruction, some of
00:17:50these affairs were never resolved, but
00:17:54what now, that was all before the elections, 77 votes against
00:17:58impeachment, 56 votes for
00:18:01impeachment, third attempt December 2024.
00:18:04In December 2024,
00:18:08the initiative to impeach Prime Minister Andrej Plenković was officially
00:18:11launched by the SDP, and other opposition
00:18:15parties also joined in its realization and signing.
00:18:18The main and direct reason for this attempt to remove him
00:18:22was the major political upheaval caused, who else remembers
00:18:25that, by the arrest of the then Minister of Health Vili
00:18:29Beroš in mid- November 2024
00:18:34corruption in the procurement of medical devices,
00:18:37the so-called microscope affair, and how that went in
00:18:40parliament, 76 votes against
00:18:44impeachment, 64 votes for
00:18:47impeachment, we come to tomorrow
00:18:51October 2026. The newest current
00:18:55attempt to impeach Prime Minister Plenković was launched
00:18:58at the end of September this year, the main reason for this initiative is the ecological
00:19:02affair with illegal disposal and import of hazardous
00:19:06and toxic waste in Gospić. For impeachment
00:19:10to succeed, the opposition in the Croatian Parliament must gather a minimum
00:19:13of 76 votes out of a total of 151
00:19:16representatives. Given the strong discipline within
00:19:19the ruling coalition, political analysts and the representatives
00:19:23themselves predict that this attempt will probably
00:19:26end like the previous ones, with rejection in
00:19:29Parliament.
00:19:42Donald Trump announced an energy ceasefire. Volodymyr
00:19:46Zelensky said that Ukraine will respect it, but Russian attacks on
00:19:49Ukrainian energy infrastructure have not
00:19:52stopped. Messages from Moscow say that they do not want a ceasefire but
00:19:56a permanent peace, and the messages of European leaders are becoming increasingly
00:19:59sharp. Without concrete evidence that Vladimir Putin is ready to change
00:20:03policy, additional pressure on Russia will follow,
00:20:05tightening sanctions. Is Trump's announcement just another
00:20:09unfulfilled promise or the beginning of serious negotiations?
00:20:13Ivan Hrstić brings the details.
00:20:16Trump announces an energy ceasefire, Zelensky immediately
00:20:20confirms that he will respect it if Putin respects it. But Putin
00:20:24still shows no signs that any ceasefire has come into
00:20:27effect. The question is whether Putin read the announcement on Trump's social
00:20:31network.
00:20:37power plant in
00:20:41causing further damage
00:20:44to our energy system. it was
00:20:47clear that Putin does
00:22:21and therefore has always stated things very clearly and moreover President Trump himself presented
00:22:25it as such by saying "I obtained a truce from both sides" the facts
00:22:28are there that say that the Russians continued to bomb
00:22:32energy infrastructure in the last hours, I will have the opportunity to speak with him later,
00:22:36serious, the agreement between the United States
00:22:38and Russia on the export of diesel,
00:22:42we take note of, for Germany and for Europe such a decision does
00:22:46not come.
00:22:50Question: Russia will only seriously negotiate under
00:22:53pressure, and therefore we adhere to our sanctions against Russia,
00:22:56because after Moscow's reckless attacks against
00:23:00the civilian energy supply of Ukraine
00:23:03we must even tighten them, we cannot
00:23:06have more illusions about Russia's intentions,
00:23:10certainly, President Zelensky will confirm this
00:23:14in a moment, Russia is not
00:23:17interested in a ceasefire or
00:23:20de-escalation, or peace, it is interested
00:23:24solely in domination. Russian refineries did not
00:23:27burn today, Russia, however, attacked a number of Ukrainian energy
00:23:30facilities. There is no doubt, if there is no strong evidence of
00:23:34Putin's turnaround, European leaders will only agree
00:23:38to strengthen sanctions against Russia. Ivan Hrstić,
00:23:40N1.
00:23:44And the foreign ministers of the European Union today adopted almost
00:23:471600 new sanctions aimed at Russia's military
00:23:50industrial complex, announced on the platform X High
00:23:53Representative of the EU, Kaja Kallas. This is the largest
00:23:57expansion of our sanctions list since Russia started the war, said
00:24:00Kallas, adding that Europe is once again showing unity.
00:24:04According to her, more than half of this package is related
00:24:08to the ballistic missile production chain. Earlier, she
00:24:11welcomed the announcement of an energy ceasefire between Russia and Ukraine,
00:24:15but emphasized that she would prefer a ceasefire that also includes
00:24:19an end to human.
00:24:50defend that country and uh and that is what is all at
00:24:53stake, so so this kind of deal of course
00:24:56we uh uh hope that this cease fire will
00:25:00hold, but we haven't seen ituh holding so far. it would
00:25:03work so much better if our partners from the
00:25:07UK and from us would be aligned with
00:25:10us, uk is aligned with us,
00:25:13but if us would be aligned, if they
00:25:17would enact the uh graham bill.
00:25:28Australian terrorism expert Levi West, a guest on N1,
00:25:32pointed out that threats are changing and that in addition to jihadist
00:25:35and right-wing, but also left-wing terrorism, increasing
00:25:38attention should be paid to the role of states that support terrorist
00:25:42activities. West believes that security challenges today
00:25:45are more complex than five years ago, he is particularly concerned about the possibility that these...
00:25:50terrorist groups use new technologies and
00:25:53social tensions to threaten
00:25:55democracy.
00:26:02is very serious and where, but I think
00:26:05the important thing about terrorism in Europe is it has to be put
00:26:09into the context of the fact that there are much, much bigger threats
00:26:13to security in Europe than terrorism, like what, the
00:26:17war in Ukraine, for starters, and
00:26:22the the really challenging things for counter terrorism in Europe and
00:26:25across the the world is that for 20 years since 25
00:26:29years since 911, terrorism was the almost the
00:26:32singular security threat that the world thought about, whether it was in Afghanistan or
00:26:36Iraq or Syria or whatever it was, that was the
00:26:39overwhelming and dominant security threat. we live in a
00:26:42much, much more complex and diverse security environment
00:26:46that includes hybrid threats, conventional warfare, a whole range of
00:26:49asymmetric capabilities that various actors have at their disposal. wars are
00:26:53different too right? yeah, talking about you,
00:26:57yeah, like i was here 12 months ago and when i flew into
00:27:01Denmark, the airport only just reopened because a
00:27:04bunch of drones had been flown around the airport, right? so there's a whole range
00:27:08of new normal, yeah, yeah, absolutely, right? the security environment
00:27:12has has shifted really quite significantly over the last sort of five years,
00:27:16um, most western governments are aware of that, but it's
00:27:19happened a time where most western governments are not exactly
00:27:23flushed with cash, um, and so the challenge of pivoting
00:27:27to new complex problem set when you don't
00:27:31have huge amounts of reason.
00:28:02all of our resources because we're trying to spread all of those resources across a whole
00:28:06range of challenges and that lot of those challenges aren't kinetic,
00:28:10they can be economic warfare, it can be information warfare, it can
00:28:13be one of the most effective ones is the capacity to get
00:28:17inside a country's information environment and start to have the population
00:28:21fight amongst themselves and if youTIME ID="1702.98/872"> do that really
00:28:23effectively then you don't need to go
00:28:27incredibly
00:28:31yeah it is.
00:28:45As of tomorrow, new fuel prices are in effect. The price of gasoline remains
00:28:48unchanged, diesel is slightly cheaper, while gas prices
00:28:51are rising. A liter of gasoline will still cost one euro and
00:28:5574 cents, while diesel will be cheaper by one
00:28:58cent, one euro and 83 cents per liter. The price of blue diesel
00:29:02is 1.38 per liter, and liquefied
00:29:05petroleum gas is becoming more expensive. Gas for tanks will thus cost
00:29:081.67 cents per kilogram, which is 12 cents
00:29:12more, while the price of bottled gas will rise to
00:29:152.25 cents per kilogram. New prices come
00:29:18into effect at midnight and will be valid for the next seven
00:29:21days.
00:29:24And the regulation on so-called anchor prices should be sent for public
00:29:28consultation today. From the obligation to display reference prices,
00:29:31certain activities may be exempted, including
00:29:35intellectual services, legal services, certain public
00:29:38services. The final list of exemptions has not yet been determined.
00:29:42The goal of the measure is to enable consumers to more easily compare current
00:29:45and previous prices of products and services. On Saturday, the association Glas
00:29:49poduzetnika and the association spasimo male obiteljske iznajmljivače
00:29:53held a protest where they criticized parafiscal
00:29:56levies, mandatory membership fees, inspection fines,
00:29:59and frequent rule changes. The obligation to display prices comes
00:30:03into effect on November 17th, and the president of
00:30:06UGP, Bruno Samardžić, told N1 that on Saturday
00:30:103,000 people showed strong resistance to such
00:30:13measures.
00:30:16We hope that we will succeed in explaining
00:30:19and proving to the end that it is really unnecessary and that
00:30:22it is only an additional cost and that the effect is counter
00:30:26productive in relation to what they want to achieve.
00:30:29We will probably do our own analysis in
00:30:33the future, because they themselves did not give us the analysis that we
00:30:37expected. Uh, it needs to be said that the European Union
00:30:41requires our government to conduct a so-called small business
00:30:44test, meaning to test all their laws
00:30:47on small
00:30:49and medium-sized entrepreneurs, but they did not do that. Uh, they said
00:30:53there themselves, uh, we will simply constantly repeat
00:30:57that we want things to be
