00:10:45Good afternoon, thank you for being here. Good afternoon. So let's start by discussing how
00:10:49this public debate, or expert discussion,
00:10:52looked like, depending on who you
00:10:55ask. Yes, our impression was from the very
00:10:59beginning that this was not
00:11:03that the media were not allowed in. I found out when I
00:11:06arrived there, even though they applied on time, many of my colleagues
00:11:09were rejected by email, and the hall was not
00:11:13full in the end. There were some who
00:11:16came even though they were rejected, hoping to
00:11:20enter and take the places of those who didn't show up, but that didn't
00:11:23happen. Then there was a small,
00:11:27how shall I say, discussion outside the entrance to the hall itself, because we were
00:11:30asked to leave our mobile phones outside the hall where
00:11:34the discussion would take place, which we did not
00:11:38agree to. In the end, a compromise
00:11:41was reached that phones could be brought into the hall, but they must be placed
00:11:44in a box that we can all see, so that we know no one will touch our phones.

00:13:21it wasn't their intention for the law to go through
00:13:24a debate, but only after the
00:13:27public became alarmed by the proposed solutions, that it then
00:13:31came about additionally? Well, you know, considering the fact that
00:13:34all of that appeared in the media and on social networks,
00:13:38and this public debate itself, everything is happening between July
00:13:4220th and August 5th, you know, we don't all go on vacation
00:13:46at the same time, regardless of what
00:13:49everyone else believes, that we leave at the end of June and
00:13:53return in September, that's not how it looks.
00:13:55But at that moment, that is, in the period from July
00:13:5920th to August 5th, absolutely every education worker, every
00:14:02teacher is on annual leave, so
00:14:05I think it's very tendentious that this is being done at all, and it's not the first thing
00:14:09that's being introduced and changed and so on, for
00:14:13several years, how this is being done in the middle of summer, when we are not
00:14:16able to physically be there, when we are on vacation,
00:14:20we cannot deal with something to the same extent, even digitally and electronically,
00:14:24as it would be if it happened when we were here during the school year.
00:14:28What was the problem with mobile phones, was that
00:14:31explained to you? Well, I think it is,
00:14:34no, I don't just think, I even think someone among them mentioned that it was to prevent misuse,
00:14:38I suppose they meant they didn't want someone
00:14:41to record, uh,
00:14:45I assume it was about video recording because people entered with laptops,
00:14:49some, some even had audio recorders
00:14:52that they use for private purposes. No one of those people recorded
00:14:56as far as I know, but sound could be recorded, they had
00:15:00some smartwatches, so in principle, I think
00:15:03that leaving phones was so that, for example, a video
00:15:07recording wouldn't be made, but I don't believe anyone in a hall of 50 people,
00:15:11we all look at each other, sit next to each other, would do that if warned not to. I mean,
00:15:14just, so how did that, let's call it a professional discussion
00:15:18of a closed type, look like? Did you get
00:15:21uh, the explanations you needed? "If
00:15:25you ask me, I didn't get an explanation because I don't believe the explanations we were given
00:15:29there. The explanations were all that these were more or less
00:15:32cosmetic changes, that, uh, they
00:15:36don't understand why we are making such a fuss about it.
00:15:39Uh, if they are cosmetic changes, why did they introduce them? They introduced them
00:15:43for greater efficiency and easier decision-making. More things should
00:15:46be delegated to the school itself, which would mean
00:15:50that schools would gain greater autonomy, but in
00:15:54this constellation we live in, that is not the case, because principals
00:15:57are actually, how shall I put it, extensions of the ministry, there
00:16:01is no autonomy there. And
00:16:03furthermore, the explanations were, how shall I say, somewhat
00:16:07softened, they tried to be very kind,
00:16:10benevolent, gave us some examples from practice and how some
00:16:14things are terrible and how something can be solved, that we can
00:16:17actually talk very nicely even though we are, listen to this, on opposite sides. I don't
00:16:21know why the Ministry of Education, well, you know, considering
00:16:24that there were accusations that we are obstructionists
00:16:28and that we support anarchy in schools at
00:16:31that meeting, at that meeting, someone from the ministry told you that you support anarchy,
00:16:35the minister personally told me that. Uh, so
00:16:40that, I'm not surprised that they
00:16:44drew attention to how, you see, we are talking in a, conditionally speaking,
00:16:47friendly tone. What we didn't like was that they
00:16:50tried to draw us into some kind of, how shall I
00:16:54say, casual, relaxed
00:16:57mode where, you know, we're all joking around,
00:17:01it's hot, we came to talk about something that isn't really that
00:17:04bad. That's my personal impression. It's like
00:17:08they somehow undermine our intelligence, as if
00:17:11we don't see that they are actually trying to pull the wool over our eyes, that
00:17:15we don't know the real reason for these changes. The essence
00:17:19of these changes is actually by no means an increase in
00:17:22efficiency, by no means an increase in the autonomy
00:17:26of schools, but on the contrary, a narrowing
00:17:29of the powers of
00:17:32teachers, students, and parents, and
00:17:35somehow intimidation. with this revocation of licenses,
00:17:39although they tried to explain it to us, everything
00:17:42in that draft is very poorly defined, meaning nothing
00:17:46is precisely defined, but broadly, so that's then
00:17:49very convenient, is that actually the intention,
00:17:52to be open to different interpretations? So now it
00:17:55depends on who interprets that provision. Well, I would
00:17:59say that's it, because in the end, the decision
00:18:02is made by the principal, it's made by the inspector. That's certainly
00:18:06someone who is closer to
00:18:09the ministry than to teachers, parents, and students. Unfortunately,
00:18:12that's how it is. So in that sense, they left it open so
00:18:16that someone who wants to implement some punitive
00:18:20measure, to forbid something, to prevent something, could do
00:18:23it using those provisions. Of course, you can understand those
00:18:27provisions differently, but it depends on who
00:18:30decides. And the thing is that we insisted
00:18:33that either some of the provisions be abolished, hmm, and
00:18:37or that it be very, very clearly specified in
00:18:41which cases and what happens. You know, it says there that a
00:18:45license can be revoked after a written warning from the principal, if
00:18:48the professor, teacher does not responsibly perform their
00:18:52educational work. What does that mean, what does that
00:18:55mean, you understand? You can really stretch
00:18:59that to some absolute nonsense that happened
00:19:02due to some coincidence, you find yourself in a situation where someone wants to
00:19:06revoke your license. Meanwhile, the problem with revoking a license is not
00:19:10just that, they want someone to revoke your
00:19:14license for a violation of the employment relationship. That's like if someone
00:19:17didn't come to work for three days and the university revoked
00:19:21my diploma. Well, I didn't violate the knowledge
00:19:24I have, but I violated some rules, right, at
00:19:27work they can punish me with suspension, take away my salary,
00:19:31fire me, after all, revoking a license is an absolutely
00:19:34pointless measure. Now, what's your impression? After this
00:19:38meeting, is there room for changes, for
00:19:41clarification, for listening
00:19:44to what you said, or is
00:19:48this a draft as it is, take it or
00:19:51leave it? Well, they didn't present it as a draft that is take it or

00:21:02important to you, for example? Look, for us, from the perspective of teachers, this issue with

00:21:09essence is that we now have a very good
00:21:12communication with parents and students, and we want it to stay
00:21:16that way, and we actually, unlike the educational authorities and
00:21:20the authorities in general, the school administrations, we like that
00:21:23parents have finally taken on their role and started to
00:21:27engage with the school in a certain way, of course that must have
00:21:31a limit, but
00:21:34uh, in most schools, what I see, hear
00:21:37and read, those parents are dealing with exactly the things they should
00:21:41be dealing with. I don't think their
00:21:45powers, those opportunities, should be restricted in any way,
00:21:48and you know, that's why it's important to us, regardless
00:21:52of whether it concerns teachers
00:21:54directly, as well as, of course, students who absolutely
00:21:57deserve to have their freedoms. But here's just one more question,
00:22:01uh, was uh,
00:22:04this law as it was, good?
00:22:07Uh, would you support
00:22:10its changes under other circumstances, or is this
00:22:13law now changing only to prevent
00:22:17that unity you are talking about which, by
00:22:20chance, was created last year in Serbia? That's

00:22:27ourselves yesterday after this discussion, that actually, if we lived
00:22:31somewhere else, if we didn't have this situation that we have, and if we weren't aware

00:22:42boycotts of classes, suspension of classes, and so
00:22:44on, we probably wouldn't
00:22:48react to some of these measures.
00:22:50To some we would, but to some, this with the license is
00:22:53absolutely intimidating, but in any country where such
00:22:57a provision is enacted, I think everyone should protest, because it's clear what a license
00:23:01is, why it's obtained and why it's lost. But as for
00:23:04whether it's written for children that their right to
00:23:07association in clubs is guaranteed, or if it only states for
00:23:11participation in the work of the student parliament, how can I tell

00:23:18for granted. We insist that nothing is taken for granted, because it depends

00:23:36very differently, and what is an even bigger problem, if parent councils are
00:23:40organized from school to school,

00:23:47this draft, it will be a mess, how shall I say, a
