00:00:20In Pristina, a new institutional crisis is on the horizon. The question is how
00:00:23long Albin Kurti will rule, the one who rules
00:00:27in Belgrade, in a big campaign, and Kosovo is no longer a topic that seeks
00:00:30kampanji, a Kosovo više nije tema kojom se traže
00:00:34votes. In the north of Kosovo, the search for
00:00:37missing persons, believed to have been killed
00:00:40in the 90s. Houses are being demolished next to
00:00:46N1
00:00:47live.
00:00:55Today, the constitution of the Kosovo Assembly was again interrupted,
00:00:59after... after the acting Prime Minister Albin
00:01:02Kurti requested additional time for
00:01:05an agreement on the election of the Parliament Speaker.
00:01:08Kurti warns that if an agreement is not
00:01:11reached, Kosovo risks going to new elections, while
00:01:15the opposition accuses the government of delaying the process
00:01:19and deepening the institutional crisis.
00:01:22More details are brought to you by our Zana
00:01:24Cimil. The session at which the full constitution of the Assembly of
00:01:28Kosovo was expected ended with the swearing-in of new deputies,
00:01:32however, this session
00:01:35was interrupted after the acting Prime Minister, Albin Kurti
00:01:39requested additional time for the continuation of talks with
00:01:42parliamentary parties on the election
00:01:45of the president.
00:01:49We need the broadest possible agreement on a president who will
00:01:52unite, as required by the Constitution to which we
00:01:56swore today. The constitution of this convocation of the
00:01:59assembly must not again lead to the dissolution of the assembly
00:02:02and new early elections which are unnecessary for citizens and harmful to
00:02:06the economy. Therefore, honorable chairman, ladies and gentlemen,
00:02:09deputies, we ask for additional time to give a chance to
00:02:13political talks to reach an agreement on a new
00:02:16president or a new president.
00:02:19Self-determination has been conducting negotiations in recent days with the Democratic Alliance of
00:02:23demokratskim savezom
00:02:25not asking that by chance, given Kosovo with which progress has been made regarding a possible joint
00:02:28coalition. However, an agreement was not reached on the key
00:02:32issue of the position of the President of Kosovo, which is demanded by the
00:02:35Democratic Alliance of Kosovo. Kurti assessed
00:02:38that only after reaching an agreement on the election of the president
00:02:42should the formation of other institutions be approached. In
00:02:46the opposition Democratic Party of Kosovo, the request to interrupt
00:02:49the session is seen as a continuation, as they state,
00:02:51of the irresponsible behavior of self-determination. By the way,
00:02:54connoisseurs of the constitution and civil society warn that the
00:02:57absence of a political agreement cannot be a reason for
00:03:01blocking the work of the assembly and violating the constitutional
00:03:04order, they remind that the Constitutional Court has clearly
00:03:07defined the obligation of deputies to constitute
00:03:11the Kosovo Assembly within 30 days, which
00:03:14expires tomorrow. By the way, the extraordinary elections
00:03:18held at the beginning of June were a consequence of the previous
00:03:21failure to reach an agreement on the election of the President of
00:03:24Kosovo, for which Self-determination does not have
00:03:27enough votes according to the Constitution of Kosovo, the president is elected
00:03:31in the first two rounds by a two-thirds majority,
00:03:34i.e. with 81 votes of deputies, while in
00:03:38the third round a simple majority
00:03:41of 61 votes is needed. However, a key condition for
00:03:44a successful election of the president is a quorum of 80
00:03:48deputies in the first two rounds of voting, which further
00:03:51complicates the process if there is not
00:03:54sufficient political agreement. Zana
00:03:57Cimil, N1, Pristina.
00:04:02The President of Serbia now says only a Our guests are Dragiša Mijačić, coordinator of the working group for chapter
00:04:0535 of the National Convention on the European Union, who is with us in
00:04:09the studio in Belgrade, and Ilir Deda, senior associate of
00:04:12the Kipred Institute who is with us live
00:04:16from Pristina. Ilir, let's
00:04:19start from Pristina, we saw what
00:04:23today's session of the Kosovo Assembly looked like, if I were to ask that one
00:04:26journalistic question, so to speak. There are many topics
00:04:30that we will discuss tonight, what is perhaps the most important news
00:04:34from
00:04:44be that this did not happen.
00:04:47For 18 months, we have been
00:04:51victims of political games,
00:04:55lack of uh, elementary will
00:04:59for uh... compromise and consensus between
00:05:02key political parties in
00:05:04Kosovo,
00:05:07and it would be strange if
00:05:09today
00:05:11uh that we had a president or speaker
00:05:14of parliament today, if it was known today whether there would be
00:05:17a joint government of the Self-determination Movement and the Democratic
00:05:21League of Kosovo, whether they had reached a principled
00:05:25agreement on the figure who would be the future president or
00:05:29future president of Kosovo, but since that did not happen, it can be freely
00:05:32said from Pristina, nothing new, who
00:05:36is responsible for this situation, can it be said who is responsible,
00:05:40we know that there were, there were agreements between the Self-determination Movement
00:05:43and the Democratic League of Kosovo,
00:05:47no agreement was reached, is there
00:05:50a culprit?
00:05:54uh, well, I think there is still time,
00:05:57legally, until midnight tomorrow, the
00:06:01assembly should be constituted, so as far as that is concerned, we have
00:06:04time, what must not
00:06:08happen is that it does not
00:06:11happen, because then... then 120
00:06:14deputies consciously
00:06:17uh uh uh go to
00:06:21trample uh the constitutional decision of the Constitutional
00:06:24Court, uh in English it is called
00:06:27gross violation of
00:06:29constitution,
00:06:32uh so uh uh I think that now
00:06:35the political temperature is quite
00:06:38high, actually we need to see
00:06:41if... However, we are all waiting and talking to
00:06:45contacts in the parties whether there will be a session tomorrow whenever
00:06:49and whether at all
00:06:52Self-determination and LDK can agree
00:06:56on
00:06:58on the president of Kosovo. LDK demands that that
00:07:02position belong to them and
00:07:06Kurti says that it should be a
00:07:14"Citizens, of course, suffer,
00:07:16I believe that a
00:07:20climate is slowly being created in which all
00:07:23political actors uh bear
00:07:26responsibility uh for this
00:07:29deepening political crisis -
00:07:32now the same question for Dragiša, uh, I'm
00:07:38that we will talk about more topics, uh, what is
00:07:41for you, uh," the main news from
00:07:44Kosovo, well, today, in my opinion,
00:07:47the most important news regarding the constitution of institutions is that
00:07:50Kurti once again carried out a coup d'état
00:07:53in Kosovo, almost, he once again violated
00:07:56the constitution with this statement of his,
00:07:59asking uh
00:08:03constitution of the Kosovo parliament to be postponed, that will especially happen
00:08:07if it is not constituted by tomorrow, as Mr.
00:08:10Dedaj has already explained, "I say this because
00:08:13Mr. Kurti has already tried several
00:08:17times by violating the constitution,
00:08:21by not harmonizing institutions, by not constituting institutions, to
00:08:24change the constitutional order in Kosovo,
00:08:27and he has announced that new elections will take place, and this
00:08:31is precisely in that
00:08:33direction, seeking possibilities for
00:08:37changing the constitution and seeking possibilities for electing
00:08:40a president in a different way. This is now a question of
00:08:44the constitution of the parliament, it is not a question of the election of
00:08:48either the government or the president of Kosovo. It certainly
00:08:51has a causal, consequential connection, but in principle,
00:08:55the parliament must first be constituted, and then the process of electing
00:08:57the government should begin, and the process for
00:09:01electing the president of Kosovo is underway. He has put
00:09:04everything on one card, everything
00:09:07at this moment is left to achieving a
00:09:11coalition agreement with the LDK in a way
00:09:14that suits him, so it is very likely that if no such agreement is reached
00:09:18that we will have elections again and
00:09:21not that the institutions will be constituted. At this moment, it must be said
00:09:25that in Kosovo there is a technical government, there is
00:09:29a parliament in a technical mandate and there is a technical and
00:09:32there is an acting president of Kosovo who is
00:09:36performed by a person who is the president
00:09:39of the parliament in a technical mandate, i.e. of the dissolved parliament. So, at this
00:09:43moment we do not have a single Kosovar institution that is functional,
00:09:47but we have quite clear decisions made by Mr.
00:09:50Kurti, especially these days, who we see is almost in a new election
00:09:54campaign, especially in the north of Kosovo, and from there we can
00:09:57expect very much that new
00:10:00elections will take place. Does that suit him? The question I asked at the
00:10:04beginning is how long will Kurti rule, so as long as
00:10:08this institutional crisis lasts, he carries out activities
00:10:11as prime minister. In a technical mandate, who is
00:10:15actually the biggest winner or who is the biggest loser of this current
00:10:19situation? Well, you see, here the biggest loser is uh the Kosovar
00:10:22people, whether they are Albanians or... Serbs, all others living in
00:10:26Kosovo due to the non-formation of institutions, that is completely clear to everyone,
00:10:30uh, Kosovo suffers great consequences on the external
00:10:33and internal level, but these consequences are not reflected in
00:10:37the election results. Kurti still has quite
00:10:41good election results, I would not say that everyone is to blame in this situation,
00:10:44in this situation, especially now, it is
00:10:47a question of, above all, self-determination, somewhat
00:10:50and and uh LDK which participates
00:10:53in these uh uh... uh talks about a possible
00:10:56coalition, but other political entities certainly cannot be blamed
00:11:00for this situation or for the previous ones, so
00:11:04uh, unfortunately in that context, uh there is
00:11:07a crisis, but again I say even if there are
00:11:10elections, I don't believe that there will be a different
00:11:14election result than what we have seen in the previous few times,
00:11:18what you said is that the core
00:11:21of Kosovo Prime Minister Albin Kurti's campaign is the North of Kosovo before.
00:11:25We continue the conversation, we will watch a report, namely, in the municipality of Zubin
00:11:28Potok in the north of Kosovo, 17 buildings have been demolished so far
00:11:32next to Lake Gazivode, this was done at the order
00:11:36of the Ibar Lepenac company, among the demolished buildings
00:11:39is the Jezero motel next to which was
00:11:43the most popular bathing area next to Lake
00:11:46Gazivode, that's not the end, Pristina
00:11:49announces new
00:12:17On the same day, one viewpoint was demolished,
00:12:20the one overlooking Lake Gazivode in the municipality of Zubin
00:12:23Potok. Hotels and Jezero beach, which was built with the support
00:12:27of the European Union, no longer exist. I just heard
00:12:31a crash and running in the stairs with long barrels,
00:12:34special forces burst in
00:12:37with long barrels towards us, they told us to leave the
00:12:41building immediately. The demolition was carried out at the request of the Ibar Lepenac company, which
00:12:45claims to be the owner of the property. The owners of the buildings state that they did not
00:12:48expect bulldozers because a court process is underway. So far,
00:12:5117 buildings have been demolished near Lake Gazivode in the north of
00:12:55Kosovo. The owners have now received two documents from
00:12:58the Inspectorate of the Ministry of Environment, one of which is a fine
00:13:01of 2 Euros. The other is a decision on the removal
00:13:05of buildings. Both are obtained
00:13:09due to construction in a protected area, and
00:13:12the area is, as we know, protected since the end of
00:13:162025. So a lot, because
00:13:19the last of those cottages
00:13:22were built. The deadline for paying the fine is 30 days. There is a possibility
00:13:25of an appeal, which Nenezić says he will use. Suddenly,
00:13:29the Inspectorate of the Ministry of Environment appears in the story,
00:13:32the only letters so far, he says, have come from the company
00:13:36Ibar Lepanac. Now they are somehow
00:13:39trying to mask that quasi-procedure that
00:13:43Iber Lepenac led with some procedure that that inspectorate leads
00:13:47which appeared for the first time, since everything is already demolished, which is
00:13:50quite problematic legally and generally, I mean,
00:13:54in life. uh, so in principle
00:13:57they tried to cover up a
00:14:01mess, a blunder,
00:14:04they only made an even bigger, bigger
00:14:08problem. Gazivoda was visited in recent days by
00:14:12the acting Prime Minister of Kosovo Albin Kurti, accompanied by
00:14:15officials, among whom was Minister Nenad Rašić.
00:14:18Comment on the strong reactions to the demolitions at Lake Gazivode by the European Union and
00:14:22some foreign embassies.
00:14:27few words about the events in Kosovo,
00:14:30no one's , not even these who terrorize our people in
00:14:34Kosovo, did not burn until dawn. And once he held extraordinary
00:14:38conferences, gave promises, one
00:14:41repeated several times referred to
00:14:44Gazivode. I won't give up Gazivode, and I say it
00:14:47openly, I won't give it up, I won't give you 100% of
00:14:50Gazivode, I won't give it to you, dismiss me tomorrow, I won't give it. I won't
00:14:53because you haven't explained on what principle I should give you
00:14:57Gazivode, here, I won't give it, I don't want to talk about
00:15:01that,
00:15:03we have Gazivode which contain 75% of our republic's
00:15:07water reserves and which we will never, under any circumstances,
00:15:11or at any cost, share because it is ours, we do not
00:15:14share it with anyone because it is the property of the Republic of
00:15:16Kosovo. The European Union and several foreign
00:15:20embassies in Kosovo have called for the demolition at Gazivode to be stopped, but
00:15:24the Kosovar authorities have so far ignored it. Ibar Lepenac
00:15:28continued to deliver letters to property owners to
00:15:31leave them.
00:15:35Let's go back to Pristina. Ilir Deda, former
00:15:39associate of Kipred, Ilir,
00:15:42how much of a topic is the North of
00:15:45Kosovo in Pristina, and we spoke earlier about the institutional crisis, about potentially
00:15:49new elections, is the North of Kosovo something
00:15:52on which Kurti really gains
00:15:55votes,
00:15:59not on what is happening now,
00:16:02which is not a topic,
00:16:05uh, but several of us
00:16:09publicly criticize
00:16:12uh what is happening in
00:16:15the North because we think that in the name of the rule of
00:16:18law, the rule of law is suspended,
00:16:21uh uh the North has not been a topic for a long time in
00:16:25the way uh how
00:16:29je
00:16:31what implies what people
00:16:34up there think about what is happening? And it
00:16:38is finished as a topic, it seems to me
00:16:41uh
00:16:45uh uh with local elections
00:16:47in December and uh with the last local
00:16:51elections, the public media in Pristina does not
00:16:55follow the situation in
00:16:58the North, actually, it is not followed anymore,
00:17:02uh the discovery uh the suspicion of mass
00:17:05graves uh uh uh
00:17:09uh uh uh increased
00:17:12uh uh the public's focus more
00:17:15than it was, but what needs to be clearly stated is
00:17:19that the demolition of those 17 buildings
00:17:22was not done uh
00:17:26uh uh on the basic
00:17:30principle of the rule of law, while there is a court
00:17:33proceeding,
00:17:36no one's property cannot
00:17:39be demolished,
00:17:41but this is now being used, we see, by the
00:17:45authorities in Serbia politically because of your elections
00:17:49there, here uh not
00:17:52yet,
00:17:55and what worries me a lot is
00:17:58how people in the North actually
00:18:02feel, uh, and
00:18:05what political representatives of Serbs
00:18:08in Kosovo, what do they
00:18:11intend, what steps do they intend to take in
00:18:15connection with what is happening, uh
00:18:18uh I think the time for statements
00:18:22uh where something is condemned to no one's
00:18:25detriment or inflammatory statements that lead nowhere,
00:18:29uhm
00:18:30uhm
00:18:34uh I don't know what the
00:18:37role is, maybe Dragiša can help me,
00:18:41whether the municipality of Zubin Potok can appeal to the Constitutional
00:18:45Court about this or not,
00:18:48I read a lawyer from the North who said
00:18:52that the municipality has a role
00:18:55in this, I am not fully
00:18:59informed, but in the existing
00:19:02institutional vacuum that exists in Kosovo,
00:19:05uh, where everything is. in a state of flux, and
00:19:09uh a correction from today, we no longer have a
00:19:12president, because Ms.
00:19:16Hadžiju took the oath as a deputy and lost
00:19:19her status as president,
00:19:22uh
00:19:25in this vacuum uh
00:19:28of irresponsibility uh
00:19:31the absence of uh uh uh
00:19:34opposition action uh...
00:19:37I uh uh uh I don't
00:19:39see uh uh a path
00:19:43uh uh that will be able to
00:19:47bring the entire
00:19:50situation back into some more normal
00:19:53political frameworks,
00:20:00we will also talk about the topic where uh Ilir
00:20:04mentioned the investigations regarding the mass grave.
00:20:07So we will talk about that later, uh what
00:20:11Ilir asked what could be done when it comes to
00:20:14the demolition of buildings at Lake
00:20:17Gazivode, that is quite a complex problem,
00:20:20so what to do and what is controversial there? Well,
00:20:24a lot is controversial there, really the most controversial is
00:20:28the fact that Kosovar authorities, first of all, a public
00:20:32enterprise, it is a enterprise, regardless of whether it is a public
00:20:35enterprise, the Ivar Lepenac enterprise. uh
00:20:38violates the constitution and laws and its competencies
00:20:41in a uh arbitrary manner, uh
00:20:45acts as an executive body for demolition, it
00:20:48does not have... constitutional or legal right in
00:20:52its actions it uses the instrument
00:20:55of the Kosovo Police, which provides assistance for
00:20:58illegal demolition, which means that here, first of all,
00:21:02the public prosecutor of Kosovo should react to initiate
00:21:05an investigation into the events in the north of
00:21:08Kosovo, meaning all these demolitions are
00:21:10illegal, they are not in accordance with legal
00:21:14procedure and are an expression
00:21:18of uh uh... hegemony over the Serbian
00:21:21population living in the area of Lake
00:21:24Gazivode, meaning when you come based on an oral decision,
00:21:28you demolish a man's house that he built in
00:21:311981, you don't have
00:21:34any legal document, you don't have any legal
00:21:38basis, you demolished his house, you gave him a fine of 5,000 euros
00:21:42because you demolished his house, and you didn't
00:21:45even prove that the land on which he built the house is
00:21:49actually yours. That is really a big
00:21:52loophole in uh with
00:21:56Kosovar institutions and with Kosovar legislation, which among
00:21:59other things are also representatives of uh
00:22:01the international community, primarily the European Union, several embassies, even
00:22:05embassies of countries that are not part of the European Union, for example, the British embassy
00:22:09was quite clear about the fact that these are illegal
00:22:12procedures, that is, they are procedures that are not in line with legal
00:22:15regulations, that they uh must be
00:22:18stopped in every. and further instance, after those
00:22:22statements, new demolitions continued, continued uh, the
00:22:26delivery of invitations continued, you see, so first of all, that
00:22:29delivery of invitations is illegal, again I say, here
00:22:32the Kosovo Prosecutor's Office and uh
00:22:35the Protector of Citizens of Kosovo should react, they do not
00:22:38react, uh, Ibag Lepenac has no
00:22:42legal right to issue a demolition order,
00:22:45they are in this last one even Mr. De Da
00:22:49referred to it somewhere, they stated
00:22:52in those requests for demolition
00:22:55that they had informed municipal inspectors,
00:22:59construction inspectors of the municipality of Zubin Potok, this is not true, then
00:23:03they brought inspectors from the Ministry of Environmental
00:23:06Protection, who carried out an inspection in a
00:23:09rather bad way, Mr. Nenezić
00:23:13spoke about this many times in several shows, among
00:23:16other things, and you just showed a report from one of his guests.
00:23:20So they did not establish
00:23:22material uh uh uh
00:23:25data in a way that allows demolitions,
00:23:29then these reports that the inspectors
00:23:33of the Ministry of Environmental Protection
00:23:36brought, really do not assess the true
00:23:39situation and they were brought after the demolition,
00:23:43the essence is that even in a legal procedure you cannot
00:23:47have uh uh an inspection
00:23:50of an object that has already been demolished, you must have a legal remedy
00:23:54on the basis of which you will be able to appeal
00:23:57and then enter into some procedure for a demolition to occur, that
00:24:01really did not happen, what happened is a legal violence,
00:24:05legal violence is happening which can continue
00:24:08somewhere around August 16
00:24:11or 17, when they announced the demolition
00:24:15of new uh 11 buildings plus
00:24:18the village hall in the village of Rezala, so
00:24:21if that actually happens and after
00:24:25uh criticism from and appeals from
00:24:28the European Commission, which we saw had announced themselves
00:24:31uh yesterday or the day before yesterday,
00:24:34uh that really
00:24:37shows that no one
00:24:40can stop what Mr. Kurti is doing in
00:24:44a technical mandate. I would here emphasize that
00:24:47this government is in a technical mandate. And it implements
00:24:51decisions in the north of Kosovo, especially in the municipality of Zubin Potok,
00:24:54which change the situation regarding
00:24:58the Serbian population, violate the law on local self-government, a host of other
00:25:01laws and constitutional guarantees, and there is really no one
00:25:04at this moment who can stop it. And what can
00:25:08the municipality of Zubin Potok do, or can the municipality of Zubin Potok do anything? You as a civil
00:25:12society have undertaken a series of actions, you have issued
00:25:15statements, so both you as a convention and as an institute.
00:25:20for territorial economic development, as a coalition of organizations
00:25:23also uh from the north of Kosovo,
00:25:27wrote to the World Bank, and what can be done, can it be done? I must first
00:25:30refute you, we as
00:25:34a working group for chapter 35 have not dealt with this issue because it is not
00:25:38within the scope of the working group for chapter 35,
00:25:41but I mean you as a coordinator, I apologize, but
00:25:44as uh director of the Institute for territorial
00:25:48economic development as one of the damaged parties, I was really
00:25:52very much involved and not only me, but my other colleagues
00:25:55from different other organizations, uh,
00:25:58simply these days we have had a lot of activities, uh...
00:26:02regarding this issue uh and other people have been involved and
00:26:06legal teams and the municipality of Zubin Potok, I must
00:26:10mention that they are trying, in accordance with their
00:26:13capacities, to initiate some things, whether it is
00:26:16legal aid or some other kind
00:26:19of aid to the damaged by these demolitions, as far
00:26:23as I know, they have not yet they addressed the Constitutional Court, that certainly
00:26:27stands as one of the
00:26:29possibilities, but here we have a situation where the competent
00:26:33ministry and Ibar Lepenac simply
00:26:36overstep the powers of the local self-government, in this case
00:26:40the municipality of Zujin Potok without any legal consequences, that
00:26:43is what, I repeat, is a hegemony above
00:26:46all, we had quite a gloating
00:26:50of all Kosovo's authorities, first and foremost
00:26:54the Minister for Environmental Protection, Director Mujka, and among others
00:26:58Mr. Albin Kurti, who were quite gloating over
00:27:02these developments in northern Kosovo, which I
00:27:05would like to remind you, started on June
00:27:091st, when Mr. Kurti held a pre-election
00:27:12rally in the village
00:27:15of Čečevo where a training
00:27:18center was established for the agency for dealing with
00:27:21emergency situations, and after that, with
00:27:25his speech at that pre-election rally, he announced
00:27:28demolitions, the first of which were five houses, that
00:27:32is, five plus one house, six houses were demolished exactly at the place where he
00:27:35held the rally, then later demolitions started in
00:27:39all other parts of the
00:27:42watershed lake, but demolitions were also announced in other parts
00:27:46of Kosovo, at least that's what the Kosovo authorities say.
00:27:49Ilir, we heard statements
00:27:52from officials who say that illegal structures
00:27:55will be demolished, Ibar Lepenac says that this is about
00:27:58their property, do you have
00:28:01any information about the Kosovo authorities intending, so to speak, in
00:28:05other parts of Kosovo to carry out demolitions of what they call
00:28:09illegal structures and do they have work in
00:28:13that field? You don't know what the
00:28:15question is, what is illegal if it has existed for several
00:28:19decades, you understand, then a law is passed
00:28:23which is from 2025,
00:28:25well, something should be taken into account and then discussed with people, and if
00:28:29expropriation is needed, then that is done
00:28:32differently, it is not done the way we
00:28:36see it in the north, and after many criticisms
00:28:39that were given, how can you
00:28:42demolish people's houses in that way? Then they said,
00:28:46well, now we will look at Badovc and Batlava and such
00:28:49or near
00:28:52Đakovica uh,
00:28:55uh, but that is
00:28:58what this is just one of...
00:29:02symptoms of the
00:29:06policy of the acting
00:29:09government, which is the centralization of Kosovo,
00:29:12the demolition, demolitions of decentralization as
00:29:15a concept, uh, and
00:29:19uh, uh, disrespect
00:29:23for any legal
00:29:26procedures that will, that
00:29:30stop this government
00:29:32from
00:29:35doing what they have decided to
00:29:38do, we saw that all last year with the trampling, conscious trampling
00:29:42of the constitution, now we are entering a critical phase, meaning if
00:29:46we don't have a parliament speaker tomorrow, then that is
00:29:49a political chaos, from August
00:29:528th in Kosovo, we are not in
00:29:56chaos, but then it will start, we have
00:29:59uh uh actions in the north
00:30:03that suspend, completely suspend
00:30:06the rule of law,
00:30:09of course, that create a picture among Serbs
00:30:11that
00:30:16Kurti is working against them
00:30:18directly
00:30:21and a feeling
00:30:24of helplessness, you know,
00:30:28in organized societies,
00:30:30uh... uh uh uh, the limit is known,
00:30:34there is no such
00:30:38arbitrariness in
00:30:41decision-making, and now in Kosovo, it is
00:30:44being tested where the red line
00:30:48is in arbitrariness
00:30:51and I believe...
00:30:55uh
00:30:59I believe...
