00:00:00Probotanic, healthy family.
00:00:14Indian summer is over, as of yesterday there has been a noticeable
00:00:18drop in temperature. It cleared up for a short time, but it will be
00:00:21fresh and windy today. Slight improvement in
00:00:25biometeorological conditions is expected, which may contribute to a reduction in discomfort for
00:00:29chronic patients and sensitive people.
00:00:32Road users are advised to pay special
00:00:35attention.
00:00:38This cooler air mass that arrived from the northwest remains
00:00:41over the Balkans. The temperature will be around, even slightly
00:00:45below average for this time of year. Across Serbia this
00:00:49morning there is light to moderate cloudiness, occasionally
00:00:52fog, but it is dry. The coldest is on Kopaonik with 2
00:00:55degrees, the warmest in Negotin where 15
00:00:58degrees was measured. As the day progresses, an
00:01:02increase in cloudiness is expected, however it will remain mostly dry,
00:01:05very light rain is possible, only tonight
00:01:09in the far southeast of the country. Moderate,
00:01:12occasionally strong northwesterly wind will blow, and the highest daily
00:01:16temperature will be in the range of 15 to
00:01:1820°. In the coming days it will be variably
00:01:21cloudy, cool and mostly dry. Light rain is possible
00:01:25tomorrow in some places in the south and east. Dry on
00:01:29Wednesday and Thursday, on Friday
00:01:54we're talking about until the end
00:01:56of the show. Domestic and international.
00:02:00The observation missions recorded irregularities even before
00:02:03the elections themselves, about the decisions of RIK, voting in the diaspora,
00:02:07the course of the campaign and expectations in the next ten days. In
00:02:11the topic of the morning. Our guest is Professor of the Faculty of Political
00:02:14Sciences Dušan
00:02:15Vučićević.
00:02:19Why are the data on the number of voters from Kosovo and Metohija being updated, how much
00:02:23room does that leave for election manipulation, N1

00:03:00The latest sports news is brought by Ivan Govedarica from Sport
00:03:04Klub.
00:03:07Before all these topics, again the morning news prepared
00:03:10by Marija Pejović. Marija, today
00:03:14the printing of ballots begins exactly at noon.
00:03:18Jovana, today exactly from 12 o'clock, more
00:03:21in the continuation of our pre-election
00:03:23block.
00:03:31The Republic Election Commission today from 12 o'clock starts printing
00:03:34ballots in the printing house of the official gazette, there will be
00:03:38observers authorized to monitor the work of election
00:03:41implementation bodies, 6,450,523
00:03:45a traditional German product based ballots will be printed, which is
00:03:48a number identical to the number of voters. Member of the commission
00:03:52for revision, verification and control of the accuracy of voter
00:03:55list update Ognjan Raš. stated that the number of
00:04:00voters in the parliamentary elections was slightly above
00:04:03expected.
00:04:05In Valjevo, a pre-election
00:04:08rally of the student list "Students Win" was held. Five
00:04:12days after a police cordon separated citizens
00:04:15who were protesting during the Progressive Party's rally, at which
00:04:19Aleksandar Vučić, the first on the list, also addressed the
00:04:23crowd. The gathered were addressed by
00:04:27candidates from the student list and two students.
00:04:32In this city we were educated, on this
00:04:36land we grew up,
00:04:38the month of books, instead of at on these our Valjevo hills we learned about
00:04:41courage, and under this sky
00:04:44we were freed.
00:04:46Thanks to you, we became what we are
00:04:50and as we are,
00:04:53brave, persistent,
00:04:56determined to stay here with you and...
00:05:00among you, because these are our hills,
00:05:03no one has the right to take them from us and give them away for
00:05:07nothing.
00:05:16"We want to stay here,
00:05:20here to give our knowledge, our
00:05:24education, our intelligence back
00:05:27to our own, not to give it to some foreign
00:05:30country. I know that medicine has completely
00:05:33dehumanized, that we follow him as a patient, we follow
00:05:37him as a number, that must no longer
00:05:39exist.
00:05:46What we must pay attention to is, of course, healthcare
00:05:49workers, primarily doctors and nurses and
00:05:52technicians. We know that many of them are leaving, we must
00:05:56stop that, we can stop that by
00:05:59preventing every doctor from being
00:06:02politically conditioned, and I know that many of you
00:06:06stayed home today because of fear, but now is
00:06:09the time to be brave for...
00:06:12Remember, courage is not the absence
00:06:15of fear, courage
00:06:18is when we go through that fear, we move
00:06:21forward.
00:06:26The leader of the United Serbia list, Aleksandar
00:06:29Vučić, stated in Zrenjanin that these elections
00:06:32are decisive, emphasizing that he wants a convincing victory with
00:06:36a difference of half a million votes. He said that it is
00:06:39important that voter turnout is high, claiming that his list's
00:06:43advantage is growing day by day. At the same time,
00:06:46the archive of public gatherings published that about 7,000
00:06:50people gathered at the pre-election rally "Raskršće,
00:06:54We Choose Together," which the student list held in Niš.
00:06:57Representatives of the student list announced at this rally
00:07:01that they will have the final event as part of their pre-election campaign
00:07:05at Belgrade's Slavija Square on October
00:07:0822nd.
00:07:11Zdravko Ponoš, leader of the Serbia Center movement, and Miloš Jovanović
00:07:15from the New DSS, said on "Utisak Nedelje" (Impression of the Week) that they consider their decision to
00:07:18participate in the elections
00:07:20correct.
00:07:23Every election match, as well as every battle, carries a certain dose
00:07:26of uncertainty, but as long as you choose to
00:07:30do what you think is the right thing, that it is
00:07:33correct, and generals should lead
00:07:36the army to do something that is correct for the national cause,
00:07:39I have no dilemma that I am doing the right thing, I truly believe. "that
00:07:43the student list is winning, that is, that students are winning,
00:07:47I believe that based on many
00:07:50surveys that we conducted and some others who conducted,
00:07:53I believe based on uh all that has happened since
00:07:57the day the elections were called and that
00:08:00referendum atmosphere that was created
00:08:03among the people of that uh
00:08:06huge optimism that we see on the streets, so
00:08:09from the moment the students said on May 5th last year that they wanted elections." without changing
00:08:12the conditions, we very quickly took note of that, when we realized that they didn't want to go to those elections with anyone else,
00:08:16but that they wanted to go independently, apart from everyone
00:08:19else, we took note of it, we publicly invited them a couple of times, we said
00:08:23maybe it's better if we are all, so all opposition actors on one
00:08:27list, it was said, as I say, on several occasions from their side that they don't
00:08:30want that, we take it seriously, I don't beg anyone if
00:08:33I hear three or five times that we will have nothing to do with politicians, which was their clear
00:08:37message, we take note of it, we made
00:08:39a decision, not only is it the correct decision, but... the only possible
00:08:43one.
00:08:57Savo Manojlović announced that the movement has just been

00:09:07the request they submitted with other opposition
00:09:19the Nova RS portal, as well as other media, journalist
00:09:22Radovan Seratlić told Novi Dan that
00:09:25trust is the most important thing we
00:09:27have.
00:09:30Banditry cannot be exactly welcomed with "Oh, we're so glad to see
00:09:33you." Colleagues from Nova RS reacted
00:09:37again in accordance with the measure of their skin, right, and
00:09:41said what they had to say. After that we
00:09:44had some reactions that whoever doesn't
00:09:48like it doesn't have to work, yes, that's true and that's
00:09:52the essence of everything and then I wonder, why doesn't someone who has power
00:09:55just say, now 30 of you no longer work
00:09:58here, we're bringing our 30, that's dangerous and risky because no one would watch
00:10:02something like that, we already have
00:10:05a whole lot of television stations that are edited from one highest
00:10:09place, recently it was Andrićev Venac.
00:10:15Residents of Kyiv rejected the call of US President
00:10:19Donald Trump for Ukraine to replace President
00:10:22Volodymyr Zelensky, saying
00:10:26that the country must choose its own political future while
00:10:29fighting the Russian
00:10:31invasion.
00:10:34The problem is not our president, the problem is the president who started the war
00:10:38against us. That's all, that's my opinion. Let them replace
00:10:41him. No matter how you look at it, we are still
00:10:45an independent state. And the United States cannot just replace any
00:10:48president. This is not Maduro, this is not Venezuela.
00:10:52The fact that our strong partner started to show.
00:11:02No one has the right to tell us what to do, especially since elections cannot be held during wartime, to put it politely, this
00:11:06is not just bad, this is treason, in my opinion, our partners
00:11:10have betrayed us.
00:11:14And what about the guys who are defending us now, how can they vote and elect
00:11:17a president, even if there was a better candidate. In the end, that's
00:11:21something we have to decide ourselves, not Trump.

00:17:36You are watching a new day, morning program of N1 Television, now it's time for
00:17:40our topic of the morning. On the eve of early parliamentary elections in
00:17:43the midst of a crisis in a polarized society. Domestic
00:17:46and international observation missions have already recorded numerous
00:17:49irregularities. How accurate are the data from the voter list and
00:17:53how close to 6.5 million Serbian citizens have the right to vote in the elections for
00:17:56national deputies. What message does the Republic Election Commission
00:18:00send with its decisions? What kind of elections await us,
00:18:03what kind of last two weeks of the campaign, if we take into
00:18:07account the tone of this campaign, but also the pressures, the prevention
00:18:11of voters in the diaspora from exercising their right
00:18:13to vote. The guest of our topic is Professor of the Faculty of Political Sciences Dušan
00:18:17Vučićević. Dušan, thank you for being in the N1 studio this morning, so
00:18:21I would first like you to share with us perhaps some impression
00:18:25of the current campaign which, well, is not long, but we don't
00:18:29have in the last period particularly long campaigns, but rather ones that are
00:18:33quite legally limited to the shortest possible, how does it
00:18:36seem to you, what would you highlight perhaps as
00:18:40something that has stood out the most until this moment, so let's remind you, two
00:18:44weeks until the elections. Good morning first of all, I have
00:18:47more impressions probably,
00:18:50what is most important is that for the first time after 14
00:18:54years we have a campaign in which two strong
00:18:57actors compete, who gather a large number of people and
00:19:01will not only have a large number of votes at polling stations
00:19:04but in this campaign they have many people
00:19:08who are active and in fact that is one of the main
00:19:12impressions, what we see in the previous two
00:19:15years that one expressed mobilization
00:19:18of citizens, not only those who were previously very
00:19:21active, but those who were dormant somewhere in the previous
00:19:24period who are now there, not only to go to elections and
00:19:28vote, but are active in
00:19:31terms of membership in the expanded composition of polling
00:19:34committees, in mobile teams, in call
00:19:37centers of the student list, so we have for the first
00:19:41time a strong ground campaign of someone who
00:19:45is not the Serbian Progressive Party and it seems
00:19:48to me that we see that very clearly in the previous two or three weeks, that we will
00:19:52see that in the next two, that we will see that, which is most important,
00:19:56on election day, there they have now somehow on the ground,
00:19:59let's say, equalized or it even seems to me that
00:20:02the student list is leading,
00:20:05uh SNS has... a campaign that is somewhat
00:20:08different from the previous ones, I assume because
00:20:12of what is happening on the ground, they are now trying in
00:20:16television studios to
00:20:19bring that fight with representatives of the student list to the ground
00:20:22that suits them better, after 14 years we have for the first
00:20:26time Mr. Vučić who insists on TV debates with candidates from the other
00:20:30side, and in fact we know that in the previous period
00:20:34he always very skillfully avoided that and then of course.
00:20:37now the clash of these two big campaigns, we have
00:20:40some mini campaigns of these other
00:20:43actors which are relatively
00:20:46visible, which are trying in part
00:20:49through social networks, in part through the media,
00:20:53to cross the election threshold and then
00:20:57join the distribution of mandates and influence how
00:21:00the future government will be formed, along with all of them, of course,
00:21:04and these minority parties who again have their own mini
00:21:07campaigns, some of which are interesting and where we
00:21:11might also have a situation that uh those 7,
00:21:148, 9, 10, however many there are in total of minority mandates
00:21:18will decide who will form the government, so we will have
00:21:22an interesting end to the campaign and probably also
00:21:25the days after the elections, when we take into account, you mentioned in one
00:21:29sentence, a lot of people who have applied to be
00:21:33observers, that is, to be in polling committees at
00:21:36the polling stations themselves and have been undergoing training for days, how much
00:21:40does that actually change the story in the context of the old story that the conditions are old
00:21:43and not good enough at best, how much
00:21:47does that actually change the story now that we actually have a significantly larger number
00:21:50of volunteers applying for something like that, it changes it to a large extent, I would
00:21:54say, it is true that the conditions for elections are
00:21:58never worse, it is true that we will not again have free and
00:22:01fair elections and that probably if we observe these different
00:22:05spheres, we call them
00:22:07auxiliary arenas of the electoral system, access to media, access to resources,
00:22:11access to law, SNS of course dominates
00:22:15there as the party that
00:22:18rules in this hybrid regime, but on the other hand
00:22:21at polling stations we can
00:22:24expect much better control than in
00:22:28the previous period, we can expect that
00:22:32votes will be counted fairly, that there will be very few
00:22:36irregularities at polling
00:22:38stations, whether all polling stations are covered
00:22:42by trained controllers, we will see in the coming days,
00:22:45the student list did propose for all polling stations that
00:22:49specified number of members of the expanded composition of polling committees
00:22:53and now it remains for the people who deal with it to ensure that
00:22:57the part of controllers who have not undergone training in the next ten
00:23:00days undergo that training and then they really try
00:23:04to make that counting at polling stations
00:23:07be as voters
00:23:11voted, we are of course not sure in the past how many
00:23:14polling stations were completely uncovered
00:23:18by controllers.
00:23:28in one polling station in Sjenica municipality
00:23:32where out of 702 752 voters
00:23:36751 voted and 749 voted for changing
00:23:40the constitution then you compare the elections of 2020 and
00:23:432023 at the same polling station and you see that 200 to
00:23:47300 people turned out, then we can assume that at that place
00:23:50in 2022 someone actually
00:23:53ballot papers with circled yes at the end
00:23:57put into that box so transparently that
00:24:00so transparently obvious by by those results that
00:24:04should really now not happen practically or that
00:24:08should be prevented
00:24:10so that in that way this uneven
00:24:14terrain on which the government and anti-regime actors compete is somewhat equalized. That is election
00:24:18day, so that is October 25th, but what do these
00:24:22data show us, at least these numbers concerning the concluded voter
00:24:26list, that is, voters in
00:24:29Serbia, if there is a chance for greater control at the polling stations themselves
00:24:32on the 25th, how much
00:24:35can that make the elections regular if we have
00:24:38an extremely large problem with the voter list and residents
00:24:42practically as well as voters with these
00:24:45current problems in the diaspora, yes, I think that the day when it is
00:24:49announced how many the total number of voters in the voter
00:24:52list is, is actually a Groundhog Day that
00:24:56has been repeating since 2020, when in
00:25:00fact a huge number of citizens are suddenly shocked at how
00:25:03many voters we have in the voter list. The voter list and the
00:25:06population census are two completely different records.
00:25:10It is true that in the population census there are a
00:25:13million fewer adults than there are
00:25:16in the voter list. Our voter list in that sense
00:25:20is relatively inaccurate. I
00:25:23of course cannot claim how many people who have died
00:25:27are on the voter list, there are probably
00:25:29such people, uh, the number of
00:25:33voters in the voter list is significantly higher because
00:25:36it includes our citizens who are 18 years old
00:25:40and who have legal capacity, for example, they live in
00:25:44Republika Srpska, Montenegro and all other
00:25:47countries where the diaspora is located. The census, especially
00:25:50those who moved 5, 10,
00:25:5315, 20 years ago, does not catch them and
00:25:57hence, well, at least a part of that, a good part of that
00:26:00difference, uh... "I often say that
00:26:04in our research and in all other things we deal with, we somehow
00:26:08calculate that the total number of adult residents who
00:26:11actually live in Serbia can come out to the polls
00:26:15here, around 5.1 million,
00:26:17it is possible that we are slightly wrong, it is possible that it is 5.2, it is possible that it is slightly less, but
00:26:21that is approximately that number, that is important from the point of view
00:26:24of turnout, previous turnout, for example
00:26:27in 2023 which we had of 3.8, 3.9
00:26:31million". are actually high, that is
00:26:35of course according to this formal voter list it was somewhere around 58,
00:26:3859%, but that is somewhere around 74,
00:26:4175% of what would be the real voter
00:26:44list, yes, so that is also important from the point of view
00:26:48of what is an important topic for the next elections
00:26:51increased turnout, it will of course be higher than
00:26:54in 2023, but it is practically impossible for it to be higher than
00:26:5870% in relation to what is the formal
00:27:01voter list. So this issue
00:27:04needs to be resolved, it will unfortunately only be resolved
00:27:07after a change of government, even then, the number of voters on the
00:27:11voter list will not return to those
00:27:145.2, 5.3 million people, because you cannot remove from the
00:27:18voter list those people that the census doesn't catch, who don't live in Serbia,
00:27:22so those entire families, which will be on the voter list
00:27:26even when it is thoroughly checked,
00:27:28and that is a topic we've been waiting for.
00:27:32six, seven years because it has been discussed at least since
00:27:352019. And what does the fact tell us, precisely
00:27:39when we talk about turnout, when we talk about the number of people, and when we talk about
00:27:42some kind of records, what does this
00:27:46data about the number of registered voters abroad tell us, so from
00:27:5039,000 in previous elections to over
00:27:52100,000 now, that's right, 111,000
00:27:56was the last information that reflects this
00:28:00mobilization that is happening. in Serbia, but also happened in
00:28:04the previous period in the diaspora,
00:28:07the student movement and students have established
00:28:10good connections in the past year or so with our
00:28:14diaspora, with the assembly in the diaspora, which
00:28:17has dealt a lot with this topic in the past year, year and a half
00:28:21and where the desire of citizens who left Serbia
00:28:24to participate in the elections
00:28:27has increased. And it also says that we can
00:28:31expect a higher turnout here in
00:28:34Serbia, and when we talk about overall turnout, it's hard to
00:28:38make an estimate now, of course, because of those 111,000,
00:28:42in the end we're not sure how many of them will actually vote, whether it will be
00:28:4550 or 90,000, but that will increase these
00:28:49numbers regarding turnout in Serbia, which
00:28:53we expect based on research data, I would say somewhere near 4.3
00:28:56million is my
00:28:59expectation with an increased. number of people
00:29:03who will vote, uh, at polling stations outside Serbia, we
00:29:06can go to 4.3, 4.4
00:29:10million, which in relation to these 5.1 I mentioned
00:29:13earlier, would be almost 90%, so about
00:29:1687, 88% mentioned in the newspapers
00:29:19as a threshold at which change can actually
00:29:23be expected, or the number that is necessary for us to have
00:29:25because expectations are more or less
00:29:28that the Serbian Progressive Party will bring out
00:29:32its 1.7,
00:29:351.8 million voters, they, of course, expect perhaps even higher
00:29:39numbers, because they also have their, uh,
00:29:41lists of sure votes we more or less know
00:29:44roughly the unofficial stories are how many people
00:29:48are on their lists, but that 1.7,
00:29:511.8 is something that is probably expected in these
00:29:54elections, with some numbers going
00:29:57to the SPS then, of course, when you set things up
00:30:01like that, the turnout must be around 4.2,
00:30:044.3 for you to be able to expect change, because we will
00:30:08have, I assume, around 2%
00:30:12invalid votes, that's what is standard more or less in all
00:30:16previous elections, because we can expect a certain number
00:30:19of votes to remain below the census, which are anti-regime,
00:30:23we'll see if there will be regime votes that will remain below
00:30:27the census, there probably will be, is Mr. Karić, I really don't think he can
00:30:31pass the census, and... "and anti-regime voters will not vote for him,
00:30:35or at least most of the people who
00:30:38will vote for Mr. Karić will not be anti-regime voters, it will be
00:30:42interesting what happens with the SPS in the next ten
00:30:45days and whether they pass or do not pass the census, whether it is
00:30:49a certain census or, well, it's very difficult for me to make that
00:30:53estimate, I would say it's not a certain census, although some data
00:30:56lately showed that they are above the census, but it also seems
00:31:00that
