00:00:17solution. Invisible on
00:00:20Almost three months without pay, professors and other employees at the
00:00:24Faculty of Philosophy in Niš go to work regularly, they have accepted new
00:00:28students, they hold lectures. and exercises today they are
00:00:31in front of the Ministry of Education which consciously and
00:00:34illegally withholds earnings, we are live at
00:00:37their protest in Belgrade, while we will ask MEP Vladimir
00:00:41Prebelič if the European Parliament will send
00:00:44an observation mission to the elections in Serbia, even though Mijana Brnabić
00:00:47sent the invitation only after the deadline expired. Stay with us, I
00:00:51am Ana Kaple and N1 Studio
00:00:53Live begins.
00:01:00Employees of the Faculty of Philosophy in Niš have not received their salaries for more than two months.
00:01:04The problem arose when the government decided to establish a faculty
00:01:08of Serbian studies and separate three departments from the Niš
00:01:11Faculty of Philosophy, to which the University of Niš does not agree. Because
00:01:15of all this, they decided to hold another protest this time in front of the Ministry
00:01:19of Education in Belgrade, where our Nada Živanović Nada, what is the plan
00:01:23for this protest, will any specific demands be submitted to the
00:01:26ministry?
00:01:29Ana. the protest officially started at 12 o'clock, so
00:01:33employees from the Faculty of Philosophy in Niš gathered here,
00:01:37but also numerous other colleagues from the academic community, or the academic
00:01:40community who are here to give them support, they
00:01:44pointed out that everything that happened at the Faculty of Philosophy in
00:01:48Niš was actually force, all the force that fell
00:01:51primarily from the state apparatus on that institution and that for that reason
00:01:55this is also an act of revenge, primarily the fact that
00:01:58for 80 days... almost 80 days they have not received their salaries, but activities
00:02:02at the faculty are regularly held, we are talking about the protest itself and
00:02:06the plan with Milan Videnović from the Faculty of Philosophy in
00:02:10Niš, good day and thank you for speaking to N1, here is
00:02:13another protest in a series, so with the same
00:02:17goal, the same demands, but now in front of the Ministry of Education as
00:02:21the competent institution, what are actually the demands
00:02:23of the Ministry? Unfortunately, our troubles
00:02:27continue, so do the protests. Well,
00:02:30the main demand is that the law be respected.
00:02:34This ministry has not been respecting the law for some time, ever since it
00:02:38started dismembering the Faculty of Philosophy
00:02:41in Niš, that was the first phase, now we have entered some terminal
00:02:45phase where salaries have not been paid to employees for over
00:02:4880 days and the demand is that
00:02:51if this ministry
00:02:54wants everything to function properly in
00:02:58the education system, it should first start respecting the law, i.e., specifically here we
00:03:02will hand over copies of the law with that article six,
00:03:05i.e., underlined principles that guarantee autonomy
00:03:09in certain matters, among other things
00:03:12point uh
00:03:14seven of that article speaks of independent
00:03:18financing, which means that the ministry
00:03:21with such actions directly violates
00:03:24the law on higher education, somewhere our message is first to
00:03:28respect the law and start paying salaries, that salaries
00:03:32should not be a measure by which
00:03:35employees at the Faculty of Philosophy will be conditioned to
00:03:38break the law, because now they are conditioning us with finances, i.e.,
00:03:42financial pressure, to break
00:03:44the law, and actually, during earlier
00:03:48protests, it was pointed out that there is no official
00:03:51decision to suspend funds, so all this somehow
00:03:54happens outside, as you point out, the law
00:03:58and what could be the solution, or what is the plan
00:04:01of today's protest, especially since there will be that walk to the government
00:04:05itself? Well, generally the law can be broken
00:04:08by action and inaction, this, in this case, it is obviously
00:04:12broken by inaction, i.e., by not paying those
00:04:15funds, our main goal is to
00:04:19symbolically first try to, although
00:04:22it seems impossible, to put them in a situation where they will be
00:04:26ashamed of what I am doing, that I really think that is no longer possible
00:04:29that they would be ashamed of anything they do, they do so many wrong things and that is why
00:04:33we put the box for solidarity aid right in front of the institution
00:04:37that withholds salaries from our employees and
00:04:40the idea is to, as I say, at this moment
00:04:44become a little more visible, to point out to them again
00:04:48the situation regarding the violation of the law in the hope that they will
00:04:51somehow realize their obvious mistake
00:04:55and that they will pay those funds because generally
00:04:58with this they are causing a humanitarian crisis,
00:05:01because it's not just employees as individuals, entire families
00:05:05are in question, so we had the beginning of the school year, people could
00:05:09not buy textbooks for their children, uh,
00:05:12health insurance is not paid and so on, material
00:05:16costs are not paid, all this puts those families
00:05:20on the brink of existence, that is really problematic
00:05:23and now you yourselves mentioned the beginning of the new
00:05:27academic year, new students have arrived and
00:05:30activities at the Faculty of Philosophy in Niš are taking place, let's say, in those
00:05:34normal circumstances when it comes to classes and exercises and lectures and so
00:05:37on, but how different is the atmosphere now,
00:05:41especially after the initiative to separate
00:05:45three departments from the Niš Faculty of Philosophy?
00:05:48The situation has changed in the sense
00:05:51that uncertainty is somehow greater, however, it seems that these
00:05:54generations are now a little braver than some previous ones and again some
00:05:58brave children decided to enroll in the Faculty of Philosophy, some
00:06:01brave generation decided to enroll in these three departments, despite
00:06:05the fact that maybe tomorrow they won't be able to finish those
00:06:09studies there, but we will fight to the last breath that
00:06:12all of them finish normally, that this story ends with a happy
00:06:16ending, and what do you expect from today's gathering after
00:06:20that arrival at the Government of Serbia, what kind of response
00:06:23from the ministry, do you even hope that there will be an answer? Well, this morning
00:06:27when we arrived, they informed us there in front when
00:06:31our first people arrived and set up the box that
00:06:34if we plan for the minister or someone from the ministry to receive us, it won't
00:06:38happen, so they told us in advance that they wouldn't receive us.
00:06:42in the ministry, so, well, maybe we'll call them to come out,
00:06:46to address us, to explain to us, we came to hear why
00:06:50employees at the Faculty of Philosophy are not receiving salaries, even though they are working normally, so
00:06:53from cleaners, porters and so on,
00:06:57the institution functions normally, but there are no salaries, thank you very much
00:07:00for speaking to N1, that was Milan Videnović from the Niš
00:07:04Faculty of Philosophy and the gathering officially
00:07:07started at 12, speeches will be held here in front of the Ministry
00:07:11of Education, then a protest walk will reach the Government of Serbia
00:07:14where a copy of the Law on Education will be submitted,
00:07:18especially the article concerning the payment of salaries
00:07:20to employees, and the main message is "we won't give up
00:07:24the Faculty of Philosophy in Niš", that's something that could be heard for months in numerous
00:07:28protests that employees actually held due to numerous irregularities.
00:07:32održavali.
00:07:35Thank you, Nada, Nada Živanović, N1 reporter, continues to cover
00:07:38the protest in front of the Ministry of Education.
00:07:47The exact total number of people from Kosovo who have the right to vote in the elections
00:07:51in Serbia has not been officially separated and published as a separate
00:07:54entity, as was the case for every election. In the unified voter
00:07:58list of the Republic of Serbia for the parliamentary elections 2023,
00:08:02there were about 250,000 voters
00:08:05registered in municipalities from the territory of Kosovo and Metohija. Nenad
00:08:08Božević brings details. Given
00:08:11that the Republic Election Commission announced that the total
00:08:15number of voters
00:08:16is 6,450,000,
00:08:19at this moment we do not know how many of
00:08:22that number are those who come from the area of Kosovo and Metohija,
00:08:26because that data does not exist as
00:08:29a separate entity and at this moment it cannot
00:08:33be precisely stated
00:08:35how many there are. 250,000
00:08:39people exist only in six municipalities in the territory
00:08:43of Kosovo and Metohija, where voting has not taken place for years,
00:08:46ballots are not printed and that
00:08:49data still stands in that unified voter list which
00:08:53is maintained by the Ministry of Public Administration and Local Self-Government and
00:08:56representatives of ODIHR and OSCE have pointed out the insufficient
00:09:00transparency of precisely voters coming from
00:09:03these areas, what we know is approximately how many
00:09:07people vote in those days when
00:09:10parliamentary elections are organized.
00:09:12And those from the area of Kosovo and Metohija can vote in four cities: Vranje,
00:09:16Kuršumlija, Raška, and Tutin.
00:09:19Last year there were, i.e., in 2023, there were 23,000
00:09:23of these voters. But Vladan Slavković from
00:09:26the Local Front will tell us more about that. You are
00:09:29someone who follows these
00:09:32events, i.e., the arrival of people from the area of Kosovo and Metohija
00:09:36who vote in these cities, primarily in the part of Central Serbia when it
00:09:40comes to Raška and Tutin.
00:09:43Tell us what you noticed in these
00:09:47last cycles of parliamentary elections?
00:09:50In the last four election cycles since 2017, the
00:09:54voting system for Serbs in Kosovo has been practically restricted
00:09:58by the Republic of Kosovo, meaning it does not
00:10:01approve their voting on the territory of Kosovo, but sends them to
00:10:05polling stations in Serbia. In total,
00:10:07103,000 ballots are printed for
00:10:11all members of the Serbian
00:10:14minority in Kosovo. About 26%
00:10:16exercise this right, as we noticed in 2017, already
00:10:20in 2022 it was a bit less, and now in
00:10:232023, they say there were about
00:10:2617,000 votes, which means that the overall
00:10:30percentage is falling, and that is a realistic number of Serbs who appear at
00:10:33the polls in the last 10 years, meaning between 17 and
00:10:3725,000 voters, and this time
00:10:40we expect that number, manipulation can start with
00:10:43double voting
00:10:45lists, i.e., with people who will vote in Ribariće, i.e., in
00:10:49Tutin, i.e., in Raška, then continue to some
00:10:53of the cities where they are still registered and try to duplicate those
00:10:57votes, that is one of the ways of manipulation, that is something we will
00:11:00try to prevent and now
00:11:03we are linking this to the fact that we actually don't know
00:11:06how many people are in that unified voter list from
00:11:09the area of Kosovo and Metohija. That is one of the biggest problems that
00:11:13everyone has really noticed, which is obvious, and
00:11:17that voter list is really catastrophic, over
00:11:20a million people compared to the census, meaning over a million
00:11:24more people. Compared to everything, we expect about
00:11:2760,000 voters only from Bosnia and
00:11:30Herzegovina who will be brought to our western border towns,
00:11:34we expect some voters who will be brought from Bulgaria to Bosilegrad,
00:11:37we expect voters from Macedonia who will vote in Vranje, in
00:11:41Preševo, people who will come from Kosovo from the Albanian minority
00:11:44to increase the number of votes, we don't know who they will vote for,
00:11:48i.e., the system itself is not transparent, how they were even
00:11:51entered into the voter list, and it is especially not transparent
00:11:55how they are given ID cards and how they will
00:11:58appear at the polls, what did you notice when you followed these
00:12:02cycles, how do they come organized
00:12:05by buses, what does that voting look like, for example,
00:12:08specifically voting, for example, in Ribarići is in one elementary school on
00:12:11the ground floor are polling stations Zubin Potok 1, 2 and 3
00:12:15where there are total and constant lines of voters who are
00:12:19brought by buses, that is really legitimate, you cannot
00:12:23forbid people from organizing themselves to come to vote, and upstairs
00:12:27on the upper floor are polling stations, Peć, Istok, Prizren,
00:12:30Gora, Šara, all those places for which we know there are no
00:12:34voters and for which we really know that they neither live
00:12:37there, nor are they registered in any way, but
00:12:41you see how ballots are inserted from time to time, we
00:12:45presented this to the MOSC and ODIHR mission
00:12:48on the spot at that moment, we showed them,
00:12:51but they simply said at that moment that
00:12:55irregularities are happening, theft is happening,
00:12:58but the appearance of a donkey, what is the role of observers or
00:13:02controllers here, observers at the polling station must not do
00:13:06anything, meaning they must not say anything, they must not influence the voter, they must not
00:13:09write anything down, hold any lists and they must
00:13:13be in their prescribed quiet and
00:13:16sidelined place and observe the entire voting process, at the very
00:13:20end they have the right to enter remarks
00:13:23of irregularities in their minutes, in the minutes themselves if they
00:13:27exist, this is a place that is often abused now in the last
00:13:31two or three election processes, SNS started to create
00:13:33fictitious observation missions to put their municipal
00:13:37workers and bots themselves at the polling
00:13:40stations so that they exert the pressure that used to
00:13:44happen in cars outside where we found people with
00:13:47lists, now the lists are inside, that needs to be
00:13:50stopped, given that these
00:13:53elections are one of the most uncertain in
00:13:57the last, well, 14 years, do you expect now that
00:14:00there will be more of those people than those 23,000
00:14:04that there were, for example, in 2023?
00:14:07Unfortunately, not that many Serbs live in Kosovo anymore, even in
00:14:10the literal, factual sense, they don't have
00:14:14anyone to bring, if we're being honest, to simply fill that up,
00:14:17which means they would have to falsify those numbers,
00:14:21just as they will falsify them in different cities and different
00:14:25ways. So they will probably approach the amendment of the voter list itself and
00:14:29try to include some people in the voter list, then
00:14:33through the municipal election commissions themselves to falsify the results of those
00:14:37votes, and the largest number of those people actually
00:14:40vote in these two cities in central Serbia, a much smaller
00:14:44percentage are those who are, for example, in Vranje and Kuršumlija, you noticed
00:14:47that, that's right, those are the numbers of voters that he can
00:14:50count on from the north of Kosovo, so to speak, and from those enclaves that are
00:14:54located in the southeast and in Kosovo itself, very few
00:14:58Serbs come, very few Serbs agree
00:15:01to be brought to that voting. Thank you for taking the time to speak
00:15:05to N1. Always, thank you. You heard Vladan Slavković from the Local
00:15:08Front, you heard how in some previous election
00:15:12cycles for the parliamentary elections in Serbia,
00:15:15the voting of people living in Kosovo and Metohija
00:15:18looked like in the cities where voting
00:15:21is organized for them.
00:15:25A round table is also underway on the topic of Kosovo and Metohija in the light of the upcoming
00:15:29parliamentary elections, why Kosovo-Metohian Serbs should
00:15:32vote for the student list. Momčilo Trajković
00:15:35says that the answer to that question is in the answer to the question why they must not
00:15:38vote for the list of Aleksandar Vučić at any cost,
00:15:41how suicidal it is to vote for the past in
00:15:45this historical moment and those who betrayed us, or
00:15:49to vote for youth, the future within whose
00:15:53political policy we should seek an answer to
00:15:56the catastrophic situation in which we
00:16:00are, in which the traitorous regime of Aleksandar
00:16:03Vučić has brought us, who would with our support,
00:16:07which you see, he
00:16:09is trying to get again by trickery, finish the
00:16:13largely completed process of betrayal. Before the upcoming
00:16:17elections, pressure and blackmail of voters in Kosovo and
00:16:20Metohija have increased, especially the government's preparation for unprecedented
00:16:24theft and falsification of voting results in the southern Serbian
00:16:28province. We must contribute to this regime leaving
00:16:32as soon as possible, because the evil it has done to Kosovo and
00:16:35Metohija and Serbs there is immeasurable
00:16:39with far-reaching consequences.
00:16:42It is a false premise that the student list, students
00:16:45win number three, will betray Kosovo
00:16:49and recognize independence, that thesis is corrupt
00:16:52and promoted by evil people and
00:16:55manipulators. What haven't these authorities
00:16:58betrayed, that it is left for the student list to allegedly
00:17:02do it? It will be enough that when Serbs from
00:17:05Kosovo and Metohija go to vote on October 25th, as before, in
00:17:09Raška, Kuršumlija, Tutin, Vranje, and see all
00:17:13the catastrophe that Aleksandar Vučić has brought upon them,
00:17:16they will realize that the sovereignty of Serbia ended up in
00:17:19containers at administrative crossings. In
00:17:23the past uh 14 years,
00:17:26the current government with its
00:17:30uh signed agreements
00:17:32from the first Brussels, second Brussels, from
00:17:36Washington. From Ohrid, from accepting
00:17:39the German-French plan,
00:17:41has effectively
00:17:43contributed to, unfortunately, the completion
00:17:46of Kosovo and Metohija's independence. Although
00:17:49this fact is not present to Serbs living in Kosovo and Metohija,
00:17:53then it is truly
00:17:56worrying that a part of our
00:17:59people will definitely
00:18:02condemn themselves, and they will condemn themselves by voting
00:18:05in these upcoming parliamentary elections for the current
00:18:09government, meaning voting for suicide,
00:18:12meaning not
00:18:15by forming some lists from Belgrade and suitable
00:18:19desirable Serbs who
00:18:23will nicely listen to the disastrous policy of Belgrade, but
00:18:27authentic
00:18:29representatives of the Serbian people, meaning the most respected,
00:18:32most prominent people who are in this
00:18:35hall, who for years have been burning themselves out,
00:18:39fighting for Kosovo and Metohija, principledly fighting for Kosovo and Metohija.

00:25:16our program. Tell us, to begin, how did the registration
00:25:20of voters in the Netherlands go? What difficulties did the diaspora encounter in that
00:25:23country?
00:25:25Good day, to begin with, we sent
00:25:29a request to the Ministry of Foreign Affairs for additional polling
00:25:33stations, with timely documentation
00:25:37that we have interested citizens in various
00:25:40cities in the Netherlands, so far we do not know on what basis that
00:25:44request was rejected and of course we are disappointed with the decisions
00:25:47of RIK regarding the time and
00:25:50place of voting, besides that, as for
00:25:54the registration process itself, we have had correct contacts with
00:25:57the embassy and requests were
00:26:00processed, however what was quite noticeable was
00:26:04a large dose of distrust in institutions in our
00:26:07community and what helped
00:26:10that was that we are a very well organized community in
00:26:13the Netherlands, we shared information among ourselves,
00:26:17we published a website with questions and answers,
00:26:20we organized support gatherings and even interpreted
00:26:23individual cases,
00:26:26behind us, therefore, is a very turbulent period
00:26:29of applications which was full of enthusiasm.
00:26:32hope, but at the same time full of uncertainty and
00:26:36impatience. Tatjana, what is the final outcome? How many
00:26:39voters will there be in the Netherlands and where will they vote
00:26:43in the end?
00:26:45The final choice according to the unified electoral roll is
00:26:481934 voters, which is almost
00:26:51four times more than in the previous elections of 2023.
00:26:55All our voters are distributed to one
00:26:59polling station, which is the embassy in The Hague.
00:27:02Which was the practice in previous elections, of course, despite all
00:27:06the disappointment, we are still in a relatively good position
00:27:10compared to other diasporas and above all we are very
00:27:13satisfied and proud of the record number of registered
00:27:16voters, so where does such interest come from, what are the expectations
00:27:20of the diaspora, how do these elections differ from all
00:27:23previous ones? I think that this record number of voters
00:27:27shows that the diaspora has recognized the importance of these elections, we all
00:27:30notice that this is unique. an opportunity for change, because
00:27:34for the first time in the election there is a real and
00:27:37healthy alternative for the ruling regime, the student movement
00:27:41has breathed new energy into us and definitely showed
00:27:45that there is high value in civic
00:27:48solidarity and self-organization
00:27:51as principles of healthy political action, that is what
00:27:55led to this high mobilization. I think that
00:27:58in the end it is in the interest of all citizens of Serbia, regardless of
00:28:02whether they live in Serbia or the diaspora,
00:28:05to establish a real legal order in Serbia
00:28:08after decades of its collapse.
00:28:12And when October 25th comes, what do you plan for election
00:28:16day, will there be organized
00:28:18travel to where it is possible
00:28:20to vote? Yes, of course, as I mentioned, our
00:28:24community is very organized, so we are already connecting and
00:28:28we will travel together, by public transport, by private
00:28:31transport. We call people who need transport or
00:28:35accommodation, we help each other as we can, what
00:28:38is uncertain is that there will be very large crowds
00:28:42and long waits because our embassy has very little space
00:28:46for voting, so at the same time we are organizing
00:28:49a festival of freedom, we want to
00:28:52celebrate that holiday of democracy on election day, but at the same
00:28:56time show solidarity with voters in Serbia and
00:29:00other diasporas, so some of our voters will appear in
00:29:03pajamas to show solidarity with voters
00:29:07in Australia and America, besides that we have organized
00:29:10activities - to
00:29:13animate voters as well as their families who come with
00:29:17them, because it is important for us to persevere in that
00:29:21long wait in the cold Dutch
00:29:23autumn.
00:29:26Thank you very much for this connection from the Netherlands.
00:29:30Thank you. A professor.
00:29:32Professor of the Faculty of Political Sciences Dušan Vučićević says for N1 that
00:29:36it is true that election conditions have never been worse, but that a much better control
00:29:40at polling stations can
00:29:42make a balance. What we have seen in the previous
00:29:46two years is the demanded mobilization
00:29:49of citizens, not only those who were previously very
00:29:53active, but also those who were dormant somewhere in the previous
00:29:56period, who are now there, not only to go to the polls
00:30:00to vote, but are... "more active in terms of membership
00:30:04in the extended composition of polling committees, in
00:30:08mobile teams, in call centers, student
00:30:11lists, so for the first time we have a strong field
00:30:15campaign of someone who is not the Serbian Progressive
00:30:18Party and it seems to me that we see that very
00:30:21clearly in the previous two or three weeks, that we will see that in the next two
00:30:25weeks, that we will see that, which is most important on election
00:30:28day, there we are now somewhere in the field, let's say..."
00:30:32I would say they have equalized, it even seems to me that the student list
00:30:35is ahead - SNS has
00:30:39a campaign that is somewhat different from the
00:30:42previous ones, I assume because it was caused by this in the field,
00:30:46they are now trying in television
00:30:49studios - to return that fight with
00:30:52representatives of the student list to the ground that suits them more, after
00:30:5614 years we have for the first time Mr. Vučić who insists.
