00:03:36sector, whether in transmission, Regarding electricity generation,
00:03:409% this is, of course, a number
00:03:43that many countries around us will
00:03:46not match, due to the importance of the sector and the establishment
00:03:50the increasing demand of several industrial
00:03:52for electricity, especially projects, as well as population
00:03:53with the expansion growth, and so on. Of course,
00:03:55we expect the sector to increase the proportion of renewable
00:03:59energy. Solar and wind power, and this, of course,
00:04:03comes with challenges in
00:04:05terms of maintaining grid reliability
00:04:09and also the continuous flow
00:04:13of electricity to consumers, whether in
00:04:16the residential sector or the industrial
00:04:18what was built in sector. This conference discusses today three main
00:04:22axes, primarily
00:04:24and ended at another point. It started from the issue of energy
00:04:26This supply, energy security, and energy-related technology.
00:04:31they are partners, In general, we talk about the challenges facing the sector, especially in some current
00:04:34geopolitical circumstances, securing energy
00:04:37supply chains and dealing
00:04:40with the way the electricity
00:04:44grid and its general transformations
00:04:46from technological or whether they are technological
00:04:49changes or changes in energy demand from
00:04:54to the standards different types of stakeholders.
00:04:56The conference and exhibition review
00:05:00energy transition paths and enhancing supply security and network
00:05:03flexibility and developing electricity markets, in addition to
00:05:07reviewing the latest technologies and solutions in the fields
00:05:10of generation, transmission, distribution, smart
00:05:12grids, and converting energy transformation goals
00:05:16into applicable projects. The participants
00:05:19in this conference in the Sultanate of Oman,
00:05:22innovative solutions that rely
00:05:25on the flexibility of the electricity grid. In general, with the development
00:05:29of electricity systems and the entry of renewable
00:05:31energy and the changing energy mix, the importance
00:05:35of grid flexibility has greatly increased. We present
00:05:38a research paper on the topic of quality and maintenance.
00:05:42It is important to showcase new products
00:05:45related to renewable energy
00:05:48such as battery protection systems
00:05:52and rectifier inverters, which
00:05:55are specialized for the green hydrogen project.
00:05:58On the sidelines of the conference and exhibition,
00:06:02hosted by Nama Electricity Distribution Company
00:06:04in cooperation with the Institute of Electrical
00:06:08and Electronics Engineers, four agreements were signed

00:08:26from all fields, regulators, and policymakers, as well as funders
00:08:29in the energy sector to discuss
00:08:33challenges, solutions, modern technologies, and energy
00:08:36security. Of course, Nama Electricity Distribution
00:08:39is hosting it for the second edition this year
00:08:43to share challenges in the electricity
00:08:49distribution, or generation, as well as finding technical solutions
00:08:52and forming partnerships with
00:08:56service providers and international experts.
00:08:59Yes. Well, in light of
00:09:05of developmental and industrial
00:09:08projects, what are the most prominent plans that
00:09:11Nama Electricity Distribution is working on to
00:09:14ensure the continuity of supplies and
00:09:17grid reliability, especially during
00:09:21peak hours? Of course, the electricity system in general
00:09:24has begun to undergo
00:09:27a radical transformation, while
00:09:31previous decades was that electricity started from one point
00:09:36generation and ended with the subscriber or consumer. Currently,
00:09:40the situation has changed.
00:09:42Now there is an urgent need to diversify
00:09:46energy production sources. There is clean energy that
00:09:50can be connected to all parts of the grid. Now,
00:09:53the flow of energy is no longer from one point to another. The flow of energy
00:09:57has become in all directions. Therefore, this necessitates building smart
00:10:01and flexible grids capable of controlling the flow
00:10:04of energy to and from consumers or
00:10:08subscribers. They used to only
00:10:11consume energy. Now they have become producers by installing
00:10:15solar panels, and also other renewable energies.
00:10:18Also, new technologies have appeared that were
00:10:21not previously available, including mining
00:10:25platforms, data centers, artificial intelligence. All these things
00:10:28or all
00:10:31these new developments consume more energy. Therefore,
00:10:34transmission and distribution
00:10:37The Sultanate of Oman has an ambitious vision, in fact, to reach
00:10:4130% of energy production from renewable energy by 2030
00:10:44and to reach 40% by 2040. Well, as you mentioned,
00:10:47the Sultanate of Oman aims for renewable energy to contribute
00:10:5130% by the year
00:10:552030. How will that be reflected
00:10:58in, perhaps, we can say,
00:11:01the transformation of the business
00:11:05sector here in the Sultanate? Exactly, this is a very important question. Among the things that were
00:11:10of the conference, is the change in
00:11:13the business
00:11:16models in the electricity sector in general, and energy and energy
00:11:20security in general. The old system
00:11:22is not compatible with
00:11:27legislators and policymakers are closely looking at this
00:11:31and drawing from international experiences and other
00:11:34countries to be able to adapt
00:11:38production and consumption
00:11:43with the new systems. Of course, as you mentioned,
00:11:47my brother Khalfan, previously that
00:11:50grid flexibility and reliance on big
00:11:53data and artificial intelligence in
00:11:57facilitating the flow of energy to and from and serving
00:12:00subscribers is inevitable.
00:12:03Companies in
00:12:06are working on renewing
00:12:10automation rapidly to align with
00:12:13Oman Vision 20 40 and net zero
00:12:172050. Yes. Well, the conference referred
00:12:21to the expansion of network digitalization and the deployment
00:12:25of smart meters. How will
00:12:28this reflect on the efficiency of
00:12:31operations? Also, we can say, reducing operating
00:12:34costs, improving the subscriber experience. What
00:12:37exactly will change after that? We have actually
00:12:40started to see the change now. Approximately 30%
00:12:44to 80% of traditional meters have been converted
00:12:49to reach more than 95% by the end of this
00:12:53year. The advantage of smart meters is not just for calculating
00:12:57consumption, but they calculate many things, including
00:13:01power quality, outages,
00:13:04any fluctuations in power or any problems inside the house.
00:13:08Of course, we at Nama Distribution have started to benefit from this data.
00:13:12We launched an outage management program
00:13:15in the middle of this year, which works to
00:13:19detect any fault
00:13:22the house or in a specific
00:13:25community and send it directly to
00:13:28the company's systems to respond quickly. Of course,
00:13:32this data links the meter in general. It is a type
00:13:36of important automation that links production and the end
00:13:39consumer to see the flow of energy to and from, and so
00:13:43on, and also power quality.
00:13:46So, the company's plan and Nama Electricity
00:13:49Distribution's plan is to build the infrastructure first, and then
00:13:52benefit from the big data that will be available, God willing. So,
00:13:56Khalfan bin Nasser Al-Burtamani, CEO for Commercial
00:14:00Affairs at Nama Electricity Distribution Company, thank
00:14:03you very much for being with us. Thank you for this
00:14:10signed 33 development and investment contracts
00:14:14to develop infrastructure and services and revitalize
00:14:18the local economy in its wilayats with a value of approximately
00:14:218 million Omani rials. The contracts include projects
00:14:25for roads and tourist, recreational, and commercial
00:14:28facilities aimed at developing local
00:14:32revenues and expanding private sector participation.
00:14:35Al Dakhiliyah Governorate is proceeding with the development
00:14:38of roads and services and expanding
00:14:40investment by signing 33
00:14:44contracts, including eight service
00:14:47and development contracts worth over 6
00:14:50million Omani rials. These include road maintenance
00:14:54in seven affected wilayats, the implementation
00:14:57of Al-Washihi road to Al-Tasawir in
00:15:00Izki, and the second phase of internal
00:15:04roads in Samail, the establishment of Al-Sumayrat
00:15:06Environmental Park in Adam, and the preparation
00:15:09of the general plan and identification of investment
00:15:12opportunities and service buildings for Harat
00:15:15Al-Bilad in Manah. All these projects come
00:15:18to serve Al Dakhiliyah Governorate and its people, and within
00:15:22the framework of the government's efforts to enhance infrastructure
00:15:26in many projects, and we also
00:15:29provide job opportunities for citizens, and at the same
00:15:33time, we also try to make our projects
00:15:36sustainable, meaning they are capable of sustainability, and suitable for investment.
00:15:40The package includes 25 investment
00:15:43contracts with expected revenues exceeding 1.8
00:15:46million Omani rials for the development
00:15:49and operation of tourist, recreational, and commercial
00:15:53facilities, including park facilities,
00:15:56mountain tourism projects, and the Sky
00:16:00Dome project, which includes an astronomical
00:16:03dome for observing stars and planets,
00:16:06in addition to industrial activities and charcoal
00:16:09production from tree waste, which expands
00:16:13private sector participation
00:16:16return from public assets. Investment in Al Dakhiliyah
00:16:19Governorate in general during 2026 achieved
00:16:23a growth rate of 6% in revenue
00:16:26growth compared to the number
00:16:29of contracts signed during this year, with a growth rate
00:16:33of 31%. Jebel Shams is one of the most
00:16:36desirable tourist destinations
00:16:40for tourists, especially those interested in adventure
00:16:43tourism. Our investment in Jebel
00:16:47Shams will not be just a hotel
00:16:50investment, but rather a fully integrated
00:16:53rest stop that provides services
00:16:57that help tourists in these areas
00:17:00to have a different
00:17:03environmental and mountainous
00:17:07experience that reaches
00:17:11the summit of Jebel Shams. The governorate places
00:17:14spending efficiency, quality of implementation,
00:17:17and adherence to timelines among the priorities
00:17:21of project management. In parallel, the process
00:17:24of tendering continues with an estimated cost of
00:17:28over 4.5 million Omani rials,
00:17:31including road maintenance and the development of public
00:17:34facilities, health walkways, and markets,
00:17:37as well as lighting and engineering
00:17:41consultations aimed at improving services
00:17:44in the wilayats of the governorate. These contracts lay
00:17:47the foundation for a new phase of service development
00:17:51and investment expansion that meets the needs
00:17:55of the local economy and develops development
00:17:58in the various wilayats of the governorate. Ali bin
00:18:02Juma Al-Riyami, Governor
00:18:05of Al Dakhiliyah. Viewers, for more
00:18:08details on these contracts and development
00:18:12projects, we are joined by Mr. Khalid bin Adeem
00:18:16Al-Salmi, Director of the Planning and Investment Department in Al
00:18:19Dakhiliyah Governorate. Welcome, Mr. Khalid. So,
00:18:23to begin with, what are the most prominent
00:18:26development priorities that Al Dakhiliyah
00:18:29Governorate focuses on through the signing of this
00:18:32package of contracts, which amounted to
00:18:3533 contracts?
00:18:39First of all, I would like to express my sincere thanks for this hosting. Of course, regarding
00:18:43the contracts that were signed today, they varied between investment contracts and also
00:18:47the tender contracts for development
00:18:49projects. Of course, through these contracts,
00:18:52the governorate is trying to achieve the goals
00:18:56of Oman Vision 2040,
00:18:59specifically the economy and development
00:19:01axis and the priority of developing provinces
00:19:04and sustainable cities. Of course, this comes in parallel with the decision to meet
00:19:08the needs of society. Of course, we have more than one way to read
00:19:11these aspirations, and perhaps the most prominent of these ways recently
00:19:15is the Tajawoob platform. Through reviewing this platform, it is clear that
00:19:19most of the requests or aspirations of society are related
00:19:22to the road sector. Therefore, we find that most of the tenders that were
00:19:25signed today are related to this sector. We aim through
00:19:29these projects to achieve two basic dimensions: the economic
00:19:33dimension and the social dimension, which directly affect the lives of citizens.
00:19:36As for the investment contracts that were signed
00:19:40this year, the total number of contracts signed is 25
00:19:42investment contracts. The growth rate
00:19:45of these investment contracts reached 31%,
00:19:49and the revenue rate reached 6%. Of course,
00:19:52the governorate has a philosophy related to the investment
00:19:55sector in the governorate. For example, we have a vision
00:19:59that investment is a leader for development in the coming
00:20:01period. As for the private sector
00:20:04and the investor,
00:20:08not just clients in the coming period. We aim
00:20:12for three main objectives through investment:
00:20:15investment is capable of achieving financial sustainability, and
00:20:19investment is also capable of achieving sustainable
00:20:22development, and investment is capable of changing the urban
00:20:25landscape. This is, of course, one of the priorities that we
00:20:29have set recently. The investment contracts that were signed today
00:20:32vary across several sectors. Some investment
00:20:36contracts target the tourism sector, as well as the public
00:20:39services sector and the entertainment sector.
00:20:42This year, we also signed an investment
00:20:45contract in the environmental sector, which is the waste
00:20:48recycling and charcoal production project. Yes,
00:20:51as we followed, and as you mentioned,
00:20:55road projects had the largest share of
00:20:59these contracts. How were the needs
00:21:02of the different wilayats
00:21:05of the governorate determined for these road-related
00:21:08contracts, and what is the expected added
00:21:12value from them to facilitate transportation
00:21:15and improve the quality of services
00:21:17provided to the residents?
00:21:20Of course, as you mentioned, we are monitoring the aspirations
00:21:24of society through several means, as I mentioned earlier. We also
00:21:27have a set of other criteria through which these roads
00:21:30are determined. The first criterion may be population
00:21:34density, as well as the expected
00:21:36road project. The economic return and the social
00:21:40return. Also, these projects will directly
00:21:43facilitate the movement of citizens to
00:21:46access services, for example, reaching from home to the hospital
00:21:50or to school or to work or even to recreational
00:21:53places, and vice versa, it facilitates
00:21:57the access of institutions to citizens and providing
00:22:00basic services to citizens. Also,
00:22:02this is for the economic
00:22:06dimension. Road projects are considered economic
00:22:09arteries, so when these projects target commercial
00:22:13or industrial areas, they are capable of bringing
00:22:16about a radical change in those areas, as they revitalize the economic
00:22:20movement in the various wilayats of the governorate. Yes,
00:22:23also moving to the investment
00:22:26aspect, Mr. Khalid, and as we
00:22:29followed, the contracts included diverse
00:22:31tourist and commercial facilities. To what
00:22:35extent do you rely on these projects
00:22:39to revitalize the local economy and also
00:22:42to enhance the governorate's
00:22:44revenues?
00:22:47Of course, first of all, one of the main goals
00:22:51of investment is to enhance the governorate's revenues. Thank
00:22:54God, we were able to, this year,
00:22:57reach 1.8 million
00:23:01rials, which is 1.8 million Omani rials. This
00:23:05is regarding financial revenues. As for the other benefits of these
00:23:08projects, for example, projects that target the tourism
00:23:12sector are expected to attract
00:23:16visitors. These projects, in one way or another,
00:23:19contribute to enhancing the role
00:23:21of small and medium-sized enterprises by assigning
00:23:25a set of projects or a set of investment
00:23:28contracts to these enterprises. This, in turn,
00:23:31will lead to enhancing economic
00:23:34activity in the governorate. Yes, I mean, when talking
00:23:37about small and medium-sized enterprises,
00:23:41what is the share of these projects,
00:23:45and also, what are the direct
00:23:48and indirect job opportunities that
00:23:51are expected to be provided to the residents
00:23:53of the governorate?
00:23:57Of course, in Al Dakhiliyah Governorate, regarding small
00:24:01and medium-sized enterprises, it is a priority, so
00:24:05these projects or these institutions are taken into account
00:24:08in these projects from the planning stages. Initially, when
00:24:12preparing any planning or vision for any
00:24:16project, some investment opportunities are allocated
00:24:18to small and medium-sized enterprises. After that, these institutions
00:24:22are assigned, and priority is given to small and medium-sized
00:24:25enterprises to obtain these investment opportunities. It is worth
00:24:29mentioning here that we are seeing through these
00:24:32contracts the role of Riyada, or the Authority for the Development of Small
00:24:36and Medium-sized Enterprises, as it has been able, during the past
00:24:39period, to create a generation of young entrepreneurs capable
00:24:43of managing their projects, and we are seeing this today through the projects
00:24:46that the governorate is implementing or assigning to these
00:24:54institutions. This leads us to ask
00:24:57about the timeline. When will the actual
00:25:00implementation of these projects
00:25:03begin, and what are your mechanisms
00:25:07for monitoring the quality of implementation and adherence
00:25:10to delivery
00:25:11dates?
00:25:15Of course, regarding the implementation stages, they may vary depending
00:25:18on the size of the project, but it is expected that by the beginning of
00:25:222027, these projects will enter the implementation
00:25:25phase. Regarding the monitoring of these projects,
00:25:28of course, we thank the Projects and Local Content Authority. Of course,
00:25:32they launched the Adaa platform. Through this platform,
00:25:36we monitor and manage projects directly and improve their
00:25:39quality, as well as adhere
00:25:44launched by the authority in the past. We also
00:25:47rely heavily on the work
00:25:50team in the governorate, that they are capable of monitoring
00:25:54the implementation of these projects in the coming period, God willing. Yes,
00:25:57finally, Mr. Khalid, you also tendered
00:26:00other projects exceeding
00:26:044.5 million Omani
00:26:06rials. What are the most prominent of these
00:26:10projects, and what are the development
00:26:13needs that they will
00:26:14meet in the future?
00:26:18Of course, these projects will
00:26:20be launched in the coming weeks,
00:26:24God willing. They have not been launched yet. These projects
00:26:28primarily target small and medium-sized
00:26:31enterprises, specifically
00:26:33productive families, as well as, as I mentioned, small and medium-sized enterprises.
00:26:37Also, these projects
00:26:40in the coming period. These projects will be distributed over three wilayats,
00:26:44which are Bidbid, Samail, and Adam. These
00:26:47projects will vary between recreational
00:26:50and health walkways, as well as specific
00:26:54places, let's call them, for gathering street
00:26:57vendors in a more organized way. Yes,
00:27:01Mr. Khalid bin Adeem Al-Salmi, Director of the Planning
00:27:04and Investment Department in Al Dakhiliyah Governorate, thank
00:27:08you very
00:27:09much.
00:27:13His Excellency Sayyid Faisal bin Hamoud
00:27:15Al-Busaidi, Governor of Musandam, met
00:27:19with the sheikhs and residents of the wilayats of Diba
00:27:21and Khasab. During the meeting, the progress of
00:27:25the ongoing development projects and the achieved completion
00:27:28rates were discussed, and views and suggestions
00:27:32regarding service development and enhancing the efficiency
00:27:35of government performance were heard. This meeting
00:27:38comes within the framework of keenness to involve the local community
00:27:42in determining development priorities and enhancing
00:27:45integration between relevant authorities, which contributes
00:27:49to meeting citizens' needs and improving the level
00:27:52of services and supporting comprehensive development
00:27:55in Musandam Governorate.
00:28:01With an investment volume of approximately 380,000
00:28:05Omani rials, Salalah Free Zone signed a usufruct
00:28:08agreement with Advanced Packing Company to establish
00:28:12an industrial project specializing in the production
00:28:15soft drinks, juices and energy drinks.
00:28:19The project will be established in the free zone
00:28:22in Salalah on a total area of approximately 25,500
00:28:25square meters, including
00:28:29the acquisition of an existing facility built on land
00:28:33with an area of more than 15,000 square
00:28:36meters, in addition to allocating an additional
00:28:391,000 square meters to support the project's
00:28:43operations and its future expansion plans. The project
00:28:47represents a new addition to the food and beverage industry
00:28:51sector in the Salalah Free Zone, and reflects
00:28:54the interest of Saudi investors in the industrial
00:28:57and logistical opportunities provided by the zone, and contributes
00:29:00to strengthening economic and investment cooperation between
00:29:04the Sultanate of Oman
00:29:06and the Kingdom of Saudi
00:29:11Arabia, with a cost of approximately 5,700
00:29:15thousand Omani riyals. The wilayat of Masirah
00:29:19celebrated the laying of the foundation stone
00:29:22for Al-Shamkhiyah project. The project represents an integrated investment,
00:29:26tourism, and commercial addition to the wilayat
00:29:29of Masirah, due to what it represents of developmental
00:29:33for the island
00:29:34with its
00:29:37diversity of tourism
00:29:40and economic components. The wilayat of Masirah
00:29:43celebrated the laying of the foundation stone for Al-Shamkhiyah project
00:29:47on one of its most important beaches. There is no doubt that the Sultanate today is
00:29:51an investment destination due to
00:29:55the encouragement and facilitation of matters
00:29:59and the speed of procedures. So we are truly grateful
00:30:03to them. There is no doubt that every investor who enters
00:30:06a stable market and, praise be to God, security
00:30:10and safety in the Sultanate, there is no doubt that it
00:30:13is the ideal destination for the flow of capital.
00:30:17The project provides added value to the island
00:30:20due to the facilities granted in an encouraging
00:30:24environment for investment and real estate development.
00:30:28integrated project will
00:30:31contribute to a new dimension
00:30:34for Masirah Island, in addition to its natural
00:30:37and environmental components that this wilayat
00:30:41enjoys. Therefore,
00:30:45this will certainly enhance
00:30:48the status of this wilayat as a promising tourist
00:30:51destination, and it will also
00:30:54enhance the experience of visitors
00:30:57and residents in this wilayat.
