00:02:12in
00:02:20welcome back now the news in detail. president Asif
00:02:23Ali Zaddari on the advice of prime minister Shivash Sharief has imposed emergency in khibar
00:02:27pakhtunkhah under article 232 and 34
00:02:30of the constitution of Pakistan, given the gravity
00:02:33of the situation. President signed the summary sent to him by Prime Minister
00:02:37Shaz Sharif on the
00:02:38in recommendation
00:02:39of the cabinet for exercising his constitutional authority and imposing
00:02:42emergency in khibar Pakhtunkwa under articles
00:02:45of 232 and 234
00:02:47of the constitution. Earlier the federal cabinet was briefed on the law and all
00:02:50situation and the provincial governments deliberate disengagement from the
00:02:54fight against terrorism and the deteriorating state of affairs regarding terrorism
00:02:58in Kaibar Pakhton Khan Proven. The cabinet conducted detailed review
00:03:02of the situation taking into account the worsening law and order conditions
00:03:06in khibar
00:03:06paktunkhah.
00:03:11of
00:03:16Now to talk more about this, we have been joined by Rana Ehsan Afzal Khan,
00:03:20coordinator to the Prime Minister on commerce to discuss the imposition of
00:03:23emergency in Pakhtunkhah. Mr. Khan, welcome to Pakistan TV,
00:03:36Sir, welcome to Pakistan TV,
00:03:38of diving right into the question, how do you assess the situation that led to the
00:03:42imposition
00:03:42of the emergency in Khair
00:03:44of Pakhtunkhah today, sir? Well,
00:03:46of this decision was not an easy one,
00:03:48of and it is quite unfortunate that the federal government
00:03:52of had to take this step, and the reason why the step was
00:03:55taken was that the KPK government,
00:03:59the... ti led government
00:04:01of is the chief minister instead of taking
00:04:05his responsibility seriously regarding
00:04:09law and order and we have seen we issued a white
00:04:12paper on the condition of CTD, the fact
00:04:16that they were not equipped enough and then his stance on
00:04:20foreign
00:04:21of policy, on the terrorism policy
00:04:23of the state
00:04:24to challenge it openly and to be
00:04:27of not be working in collab. operation and
00:04:30coordination with the center, which is his constitutional
00:04:34responsibility, so instead he was pitching
00:04:38something
00:04:38of else and he was focused on coming to
00:04:42Islamabad, shutting down Islamabad, so these steps had to
00:04:45be taken to ensure that the law and order situation
00:04:49in KPK is brought to normalty, is
00:04:53return there, and we can focus
00:04:57on the big issue
00:04:59of which is terrorism in KP, KPK and
00:05:03focusing on improving the law and order situation. Sir, how
00:05:06serious is the security situation in KP and how has the threat of
00:05:10terrorism evolved over the last two? years: well, the
00:05:14situation is in front of you, we have shut down the Afghanistan
00:05:18border, not an easy decision, obviously it impacts our
00:05:21trade as well, but we took it because we feel
00:05:25that Afghan Taliban should be held responsible
00:05:29for their land, for their area of control,
00:05:33and this is our only demand that terrorist activities which are stemming from
00:05:36Afghanistan, which are being sponsored by
00:05:40India and they are being used as proxy, they should
00:05:43not let any terrorist activity or planning
00:05:47take place on the land of Afghanistan, they should, they they are
00:05:51supposed to be, so this is our only art, because every each and
00:05:55every terrorist incident that takes place in Pakistan, be at
00:05:59KPK, it it the evidence, the trail
00:06:03goes back to Afghan Taliban and TTP, they go to
00:06:06TTP, so an Taliban have a direct responsibility to take
00:06:10action against. ments within their
00:06:13land who are planning against Pakistan, so this is we
00:06:17have very clear cut stance and we will not back down from it, number one,
00:06:21number two, the responsibility the
00:06:24province, according to the national action
00:06:27plan, nacta is they have major role to
00:06:31play, because once area is cleared by operations by the armed forces
00:06:35of Pakistan, it is up to the provincial government
00:06:39to take over the law and order situation, social
00:06:42development, the integration the society
00:06:46into into the overall framework that is defined by
00:06:50nacta, and if those responsibilities are not fulfilled, for
00:06:53example, if the CTT is not equipped enough to
00:06:57cater to the the terrorist activities, if there if
00:07:01the police pockets, which are the police check
00:07:05post, if they're not being equipped, if the police is not being equipped,
00:07:09they're not being supported in the way that they should be, 'if the
00:07:12mad being registered, if the illegal
00:07:16afghani citizens who are settled in Pakistan, if
00:07:20they are not being sent back to their home, and there is another
00:07:24political narrative built across that
00:07:27conversation, all of this does not support what
00:07:31the state wants to do, so these are all the responsibilities which are
00:07:35directly linked to the chief minister and and his
00:07:37government, so what practical changes could the
00:07:41emergency proclamation'? and bring to the provincial administration,
00:07:45you think? i think the focus is heavily going to
00:07:48be on the law and order situation, and
00:07:52now the biggest change i feel that is going to come is the
00:07:56coordination between KPK and the central
00:08:00government and the agencies which are dealing with terrorism a daily
00:08:04basis, so so that which was missing, so this
00:08:08is this is the area where I feel we will see a massive improvement coming
00:08:11along. and and hopefully this will result into terrorist
00:08:15incidents declining
00:08:17dramatically. Absolutely. Mr. Khan,
00:08:21thank you so much for your expert analysis and joining
00:08:23us. Well, moving on, earlier we were
00:08:27joined by Khuram Dastagir, political analyst to share his views on the PM
00:08:31advice to the president regarding emergency in Khabar
00:08:33Pakhtunkwah. Forces personnel, police
00:08:37personnel, civilians have been
00:08:41attacked by terror. and martered and we have seen
00:08:44as high as number as 47 suicide
00:08:48bombings in kp, and the need
00:08:51was, which is the reason principly for this
00:08:55emergency and governor rule, is for
00:08:59all the local, provincial law enforcement
00:09:03agencies, intelligence agencies to cooperate
00:09:06fully and to coordinate completely
00:09:09with the armed forces in order to ensure that the rate the
00:09:13government, provincial as well as federal is
00:09:17restored in the border
00:09:21districts which used to be called FATA but now are part
00:09:25of KP and to ensure that
00:09:28the territorial integrity and the
00:09:32life and property the Pakistani citizens
00:09:36is
00:09:36protected.
00:09:42Earlier. senior journalist from hasan khan spoke to Pakistan to discuss
00:09:46the situation in the province
00:09:50the current setup will go and I think in governor rule
00:09:54the governor the current set the assembly are the the
00:09:57parliament stay intact so in this
00:10:00time the current setup for my information is concerned
00:10:04about the this new arrangement the current setup will definitely go and I
00:10:08think if you leave the current setup it's a type of cancerous part the b
00:10:13if you have if you have malignant part in your body and instead of
00:10:17making a surgical procedures, going for a surgical procedure, you
00:10:21just keep on treating that through medicine, so i think again the whole body will become a mel
00:10:25so here as for my information is concerned, they are going for a surgical
00:10:29procedure, so the provincial setup will
00:10:32go.

00:24:04whatever you want, but don't hit the diesel fuel, because there's a big
00:24:08problem, and what does he do, he goes and hits the diesel
00:24:11fuel, he can do whatever he wants, but you can't do that,
