00:09:44backing the protest protests and the UN human rights
00:09:48office raising concerns over arbitrary
00:09:51detentions, the controversy presents a serious
00:09:55challenge to Modi's government. can a government
00:09:58claim democratic legitimacy while facing growing
00:10:02questions about electoral transparency, freedom
00:10:06of expression and the right to peaceful
00:10:09descent. tonight on perspective exam the Modi government's
00:10:13handling these protests, of course the controversy surrounding vote
00:10:17of registration and the widening debate over
00:10:20constitutional rights in India. We have with us Richard
00:10:24Levy. former bureau chief, the Washington Post joining us,
00:10:28a little later, a little later on we'll have other guests during the course the
00:10:32program. Thank you for joining us, Richard,
00:10:35as far as the TTP, Afghan Nexus is
00:10:39concerned, when we look at what's happening, of course, the
00:10:43TTP has expanded its operational capabilities, intensified
00:10:47attacks inside Pakistan, given your
00:10:50experience of covering the Afghan war and the
00:10:54TTP India. insurgency, how would you assess the
00:10:57relationship between tdk Taliban Pakistan
00:11:01and the Afghan Taliban today? Is it
00:11:05primarily an ideological alliance, a
00:11:08strategic partnership or has the TTP also become
00:11:12a source of regional pressure against
00:11:16Pakistan? first let me say,
00:11:20barrister hamid, I appreciate the opportunity to talk again
00:11:23on Pakistan TV. and your questions are
00:11:27right spot on, it may the answer may be all
00:11:31three. um, proxy wars have to be
00:11:35funded, supplied and
00:11:38maintained by an opposing
00:11:41force that wants to aly with the proxies. in this case, the
00:11:45proxies are the TTP, in this case, it's
00:11:49a pretty good bet that the supporters, the Afghan
00:11:53taliban um... "these wars
00:11:57are not unknown throughout the world, of course, and
00:12:00eliminated, eliminating and insurgency is
00:12:04tough work for a standing
00:12:07army, up until very recently, the
00:12:10TTP had no air air force, it does
00:12:14now, it has drones, called
00:12:17often the poorman's air force,
00:12:21which are able to hammer sites in..."
00:12:25Pakistan, it has clearly some
00:12:29sort of support network supplying the drones
00:12:32and it has
00:12:33purely not just
00:12:37purely ideological reason to support the
00:12:40TTP, but a political reason
00:12:44that extends, I think
00:12:47to a continuing
00:12:50conflict between the two, the two states.
00:12:55Afghanistan and Pakistan. When we look
00:12:58at, the evolution of TTP capabilities, of course
00:13:02it seems that they've moved beyond conventional ambushes,
00:13:06suicide bombings, bombings and improvised
00:13:09explosive devices to, of course, increasingly
00:13:13sophisticated attacks, including drone use,
00:13:16surveillance and coordinated attacks. What,
00:13:20what and who has driven this evolution in your
00:13:23opinion and... to what extent does it reflect the
00:13:27group's own adaptation uh in terms of of course their battle
00:13:31field experience, access to expertise from other militant
00:13:35networks, what what is this evolution about and what
00:13:39has given rise to it? well Pakistan
00:13:43right now is dealing with what I call feast of
00:13:45snakes, there are militant groups
00:13:49obviously out of Baluchistan, and there are other
00:13:53militant groups um... possibly supported by
00:13:57India, I don't want to go out on the lim uh
00:14:01and say they are, here's one the
00:14:03problems, Miss Hamine, the United States
00:14:07no longer has any eyes on Pakistan, I'm sorry eyes on
00:14:11Afghanistan, the um intelligence
00:14:15services have been withdrawn -
00:14:19before, as you know, the intelligence services of
00:14:22CIA and the US Air Force. in conjunction
00:14:26were able to uh have drone strikes their
00:14:30own against the terrorist networks in
00:14:33Pakistan and help diminish their role
00:14:37uh that air power isn't any
00:14:41longer available um
00:14:44and also the intelligence gathering, I
00:14:47believe the number of actual
00:14:51militants in Afghanistan is estimated to be nine.
00:14:55thous and obviously that's
00:14:58sizable force for to operate within
00:15:02a another country.
00:15:05the goal then of Pakistan, i
00:15:09think should be
00:15:12continuing to visiate or eliminate this
00:15:15force, easier said than done,
00:15:19however, especially when it appears
00:15:23the EU has some interest in engaging the Taliban
00:15:27regime, which I know has gotten coverage
00:15:30there, because to stop you right
00:15:34there, when we look at the drone warfare. and access to
00:15:38this kind of drone drone technology or Pakistan of course
00:15:42has reported militant
00:15:45um the the militant drone attacks, they've also reported you
00:15:49raised concerns about the use of commercially
00:15:52available quadcopters, I believe and and you know for
00:15:56surveillance, offensive operations,
00:16:00commercially available quadcopters, where might the
00:16:03TTB be obtaining this kind of...
00:16:07sophisticated technology and and obtaining its
00:16:11drones, components, technical
00:16:14expertise, because what is this development
00:16:17reveal about the accessibility of this
00:16:21kind of technology, you know to to militant groups,
00:16:24and of course then obviously the challenges it creates for
00:16:28Pakistan, well a
00:16:31quadcopter probably costs in the vicinity of
00:16:34$2,500 us. um,
00:16:38they can be assembled from kits, so
00:16:42they're available, and they're available
00:16:45reportedly, from Turkey and
00:16:49China. do I have
00:16:53confirmation of that? no, it's what I read in
00:16:56reports, the um,
00:16:59availability, availability becomes
00:17:02obvious because they're being
00:17:04used, perhaps being assembled.
00:17:08somewhere in the
00:17:12northwestern regions of Pakistan, perhaps being assembled in
00:17:16Afghanistan, it's a very difficult
00:17:19situation to assess, I'm not in the
00:17:23intelligence
00:17:24agency, and it's
00:17:28increasingly difficult because the
00:17:32United States has very little regard anymore for what's
00:17:35happening in Pakistan. in Afghanistan
00:17:39because the troops were withdrawn as you know five years ago
00:17:42um President Trump has essentially said you're
00:17:46on your own to uh
00:17:49Pakistan although it is still the uh
00:17:53most favored uh non-Nato ally the United
00:17:57States for good reason the incredible
00:18:00importance of Pakistan to the
00:18:03region.
00:18:05I don't want to uh... push the
00:18:08point, but insurgencies have a
00:18:12way of taking on their own life, they
00:18:14are asymmetric and they can gain momentum
00:18:18because the people want
00:18:22to cast off the state, that is true in
00:18:25Bolushistan, as I understand it, so they
00:18:29the, of course Richard with
00:18:32sustaining these operations of course
00:18:35require funding, equipment. reliable supply
00:18:39of it,
00:18:40you know, and of course the reliable supply channels also,
00:18:44how might the TTP finance and its activities, you
00:18:48know, procure drones and and explosives, other
00:18:51equipments a steady supply so to speak, and what
00:18:55role can informal financial systems, criminal
00:18:59networks, external facilitators play,
00:19:03you know, how can these channels be disrupted, and
00:19:06and of course to weaken this group's
00:19:09operational capacity in
00:19:11particular, the
00:19:15um answer to that is a again a bit
00:19:19blurry, um, the UN recently
00:19:23sanctioned any
00:19:26support for terrorism carried out against
00:19:29Pakistan, um, sanctions
00:19:32mean something, but there's
00:19:36no... let's put it
00:19:38regular uh effort or ability to
00:19:42enforce, except through um
00:19:45say the uh international police
00:19:49agencies uh interpol and
00:19:52that takes a lot of uh focus and
00:19:56commitment by the authorities, I'm
00:19:59certain the ISI is tracking where these are coming
00:20:03from, and that's
00:20:06something... that has to be sustained and and
00:20:10well focused. um, the
00:20:14because the uh inexpensiveness of
00:20:18drones um
00:20:19or the and the ability to assembly assemble them, the ability to
00:20:23get them up there. mean a 14-year-old kid
00:20:27in america could assemble
00:20:30a servicisable drone, not for warfare, but i hope you
00:20:34take my point. um, it's a
00:20:37large-scale problem, it's a problem for the
00:20:41United States. um, I, I want to mention that the United
00:20:45States lost two service members to a drone attack
00:20:48from Iran. uh against
00:20:52personnel in Jordan um
00:20:54and obviously drone
00:20:58warfare has now spread so so many places across the
00:21:02globe that it's it's being it used to be what was called a bteque
00:21:06weapon
00:21:07it is now a pervasive weapon and drone
00:21:10control arms control richard for for a country for a country
00:21:14like Afghanistan this is
00:21:17you know war ravaged land in terms of funding that's
00:21:20available, what we know about the funding in terms the
00:21:24aid that is accessible to the Afghan
00:21:27Taliban, you think that you think there are external
00:21:31source source of steady funding, and and
00:21:35what do they indicate and and the regions and the areas and the countries
00:21:39that they are coming from? well, as I said at the top
00:21:43the conversation, a proxy war
00:21:45requires weaponry shelt.
00:21:51um supplies, food
00:21:54for the army it's
00:21:57supporting, i believe it
00:22:01remains opaque to a certain degree to
00:22:05the United States, we we have no
00:22:08NATO, I'm sorry we, NATO has no
00:22:11presence, and it's, as
00:22:15I said before, kind of looking into a black box, I think you
00:22:19can..." assume that the Afghan
00:22:22Taliban government uh and military
00:22:26is providing some sort of
00:22:30protection uh and access
00:22:34to to the TTP and other radical
00:22:37groups um that that
00:22:41would explain why there's more of a
00:22:44proliferation these
00:22:46weapons the the role what
00:22:50about the nexus that we've seen as far as India is
00:22:52concerned, as I said
00:22:56um earlier, I don't want
00:22:58to go out on lim on India because I don't have
00:23:02the reporting that
00:23:05would be required, it's a little sketchy, um, yeah, I worked at the
00:23:09Washington Post for 30 years and one of our
00:23:13abiding principles was not to go beyond the reporting,
00:23:17um, stick with what you can determine.
00:23:20factually or through analysis,
00:23:23so that may be disappointing answer, but that's my answer, I
00:23:27just have, I don't have any first hand knowledge on
00:23:31that, but yeah, but of course there are
00:23:34dosiers, there's also Kulbushan Yadav, other
00:23:38cases in point that have
00:23:40you know been cases in point that have proven the
00:23:43role of infiltration, the role of cross border terrorism, the
00:23:47role of perpetration of... terrorism that comes through the Indian
00:23:51territory, but moving on, as far as the Afghan Taliban
00:23:54responsibility themselves is concerned, as far as cross border
00:23:58militancy is concerned. Of course, Pakistan has
00:24:01repeatedly raised this concern, as far as TTP
00:24:05sanctuaries are concerned, operational freedom inside Afghanistan, of course
00:24:09arguing repeatedly that these networks contribute
00:24:12arrevocably
00:24:15to the kind of terrorism that then seeps into the
00:24:19power. Pakistani territory, how would or how
00:24:23should the Afghan Taliban be held accountable for
00:24:26preventing this kind of cross border
00:24:29militancy, barring of course consequences that
00:24:32are then, that that are then of course lashed out
00:24:36on their people and their women and their children also, so how do you
00:24:40assess that situation? I would
00:24:44like to go back to the EU overshore,
00:24:48um, that is diplomatic
00:24:51path considering how
00:24:54much af taliban two
00:24:58looks like taliban one in terms of
00:25:02it's complete
00:25:06and utter devastation the
00:25:09rights of women and girls um and
00:25:13if the taliban is going
00:25:17to want any legitimacy it's going to have to deal with those concerns, and
00:25:21once it gains some legitimacy, I would say it can deal more
00:25:25effectively, and Pakistan can be be more effective in its
00:25:29diplomacy. It surgencies can't last
00:25:32forever, they have to have some sort of
00:25:36bridges to um, the the
00:25:39principal state that they're attacking, I
00:25:42think, um, and then you can get
00:25:46back to even playing field diplomatically.
00:25:51um
00:25:51the United States settled the Vietnam war uh
00:25:55and the um Iranian uh
00:25:59sorry the Iranian Iraq war was settled um
00:26:02"the point i'm making is war doesn't
00:26:06help anyone and that may sound like a
00:26:10complete piety, but i
00:26:13think governments eventually realize that there are track
00:26:17to overchores,
00:26:20and eventually people come to their
00:26:24senses, one would think, mean it doesn't always happen, human
00:26:27nature being what it is, and perhaps I'm overly
00:26:31optimistic." "you no,
00:26:35we would all like to
00:26:36be optimistic, but when we look at the Afghan Taliban and of course, the
00:26:40insertions that have contributed to Afghan Taliban,
00:26:43adding
00:26:44another dimension to the tensions between Islamabad
00:26:47and Kabul, when we look at you know Pakistan's security, when we
00:26:51look at you, of course the talks that were earlier held, even you
00:26:55know in Turkey, in terms of this, this
00:26:59confrontation, the cross border militant attacks, what?" " steps
00:27:03are essential in your opinion for for there to be
00:27:07some kind of background to credible diplomacy
00:27:11or successful diplomacy at this
00:27:13time? well
00:27:17certainly you have to have a mandate from the
00:27:21top. um, unfortunately, a
00:27:25mandate like that doesn't always work, as you
00:27:28know, because sometimes the civilian government is outranked.
00:27:33um, I just think that again,
00:27:37I'm not trying not trying to be too optimistic,
00:27:41but does either side really want another kinetic war,
00:27:45um, to the extent that it
00:27:48is not perhaps going to end anywhere, but
00:27:52a cease fire or truth, look
00:27:56at what happened with the United States and Iran, there's it's essentially
00:28:00sease firing and the... um pausing
00:28:03because both sides are realizing the the damage that it's
00:28:07done and so on the
00:28:11ground, journalism has no boots on the ground
00:28:14in in this conflict between backstand
00:28:18and always go by the
00:28:21maximum that the first casualty in war is the
00:28:25truth, so you don't
00:28:27have independent uh
00:28:31interlocutors. even in media to
00:28:34say this is really what's happening, we only know what both
00:28:38sides PR agencies said say in both sides
00:28:41armies, now technically the the
00:28:44taliban, tariki taliban does not
00:28:48have a PR
00:28:50apparatus,
00:28:54but always hunger for both sides, let's hear
00:28:58why they are doing this, let's hear whether truly and
00:29:02find out whether truly Afghanistan is supporting
00:29:05them, and you can tell i'm cautious, because again
00:29:09I say, having been a journalist a long time, I don't have dog in the
00:29:13fight, the United States, I mean, I'll be
00:29:17blunt, at this point doesn't care, Trump has
00:29:21talked about retaking Bagram
00:29:24airbase in Afghanistan, I
00:29:28don't think that's going to happen, so the US is very.
00:29:32stand offish and I'm not saying the US has to be
00:29:35involved or wants to be involved or should be
00:29:39involved, but without a US
00:29:42role, sometimes nothing gets settled.
00:29:45Forgive me for being focused on the US,
00:29:49but I covered uh four presidenties
00:29:52and and three
00:29:55wars, so I i come at it from from,
00:29:59yeah, I'm sorry, I come at it from, I want to move on, I know that
00:30:03you said that of course, as far as India's role is concerned,
00:30:07you know, in terms the proof that is available, when we
00:30:11look at India's role and balot
00:30:14separist groups, for example, Pakistan of course has
00:30:18repeatedly raised concerns, we've raised concerns about the Indian support for
00:30:22militant groups operating against it, including the
00:30:26BLA, Islamabad has also again, like I mentioned earlier
00:30:30cited the example of Kulbushan Yadav. uh and other
00:30:33incident presenting its position on external
00:30:37involvement in militancy, which is not only
00:30:41interestingly you know
00:30:44relegated to Pakistan only, we've seen
00:30:46what happened in Canada also, we've seen you, as far as Indian
00:30:49involvement is concerned in external territories, I mean just to quote
00:30:53examples, so when we look at for example army
00:30:56commander, when we look at the Boloach National Army Commander report.
