00:06:46chance when it comes to platform accountability and specifically
00:06:49protecting our children all right. the innocent people of Afghanistan
00:06:52are the biggest victim of this application. They do not
00:06:56exist. Let's be very frank, they do not exist in their mind,
00:07:00they do not exist in
00:07:12their policies.
00:07:49Welcome back, you're watching Pakistan TV live from Islamabad studios, I'm
00:07:53Fahim Bangashanna for the news in detail, deputy prime
00:07:56minister and foreign minister Saghdar said Pakistan has written story of
00:08:00everlasting sacrifices in the war on terror, offering more than
00:08:0390 thousand lives and suffering severe damage to its
00:08:07economy, addressing a conference on the changing landscape of counter
00:08:10terrorism in Islamabad the deputy. Prime Minister said Pakistan fates terrorism with
00:08:14courage, bravery and resilience.
00:08:18He said on the directive offield marshall sayid operations against
00:08:22terrorists are being conducted daily in every province has to
00:08:25play its due role. Speaking about Afghanistan dars that
00:08:29Pakistan is only one demand that on territory
00:08:32not be used for terrorism and that Pakistan has continued to press the
00:08:36Afghan regime and has visited Afghanistan for talks. The
00:08:40deputy prime minister said in a trilateral. meeting of Pakistan, China
00:08:43and Afghanistan which was held in kabable in August 25,
00:08:47the Afghan authorities did not fulfill their commitments. He
00:08:50also said presence of banned TTP and other terrorist groups in
00:08:54Afghanistan is a threat to regional peace and that terrorist
00:08:57infiltrate across the border to attack soldiers and
00:09:01citizens. The deputy prime minister said terrorism from the
00:09:04Afghan soil is not acceptable under any circumstances in that
00:09:08Afghan Taliban regime must immediately stop all support to
00:09:11terrorists. including weapons. He reaffirmed that
00:09:15Pakistan is committed to the complete elimination of terrorism.
00:09:29Federal minister for information and broadcasting has said
00:09:32Pakistan's facing the major challenge of terrorism and extremism
00:09:36addressing a conference and changing landscape of counter terrorism.
00:09:40He said Pakistan made the greatest sacrifice. in the war on terror
00:09:43and suffered economic losses of more than hundred billion
00:09:47dollars. the ministers of Pakistan made the world safer by
00:09:50fighting the war against terrorism and added that Pakistan played the role
00:09:54a mediator between the US and Iran and made a full contribution to
00:09:57establishing peace in the region. speaking about
00:10:00Afghanistan, thouters that a peaceful and stable Afghanistan is in the
00:10:04interest of both Pakistan and the wider region. Federal
00:10:07minister said Pakistan has repeatedly asked the Afhan regime
00:10:11on various fora. to play its due role in eliminating
00:10:15terrorism, said Pakistan hosted for million Afghans for
00:10:1840 years, adding that the world is a witness to the country's
00:10:22hospitality in love for Off on refugees. The minister
00:10:25claimed that more than 20,000 terrorists are present in Afghanistan,
00:10:29including over 6000 TTP militants who have taken
00:10:33refuge there, so these terrorists are living in safe havens in
00:10:36Afghan soil and receiving all kinds of training. That's that
00:10:40Pakistan wants an end to extremism and militancy in
00:10:42Afghanistan, also so the people of Khaibar are
00:10:46patriots.
00:11:01We're now joined by Zahir Shah Shirazi, senior analyst and Afghan
00:11:05affairs expert who's joining us to discuss the latest
00:11:09developments in Afghanistan and their regional
00:11:11implications. Walaikum and welcome to
00:11:14Pakistan
00:11:23while, even the minister he. voted
00:11:25figures, beat in the number of human lives
00:11:29or economic losses that Pakistan has had to incur,
00:11:33now my question to you is, what sort of
00:11:36influence can regional players like
00:11:39say China, Russia or the central Asian states or Iran for
00:11:43that matter, can they pressure Kabul into doing
00:11:47something about it, because Pakistan has been saying this not just
00:11:50directly to up on government, but also on
00:11:53multiple inter national fora that alfan soil must
00:11:57not be used for
00:11:59terrorism terrorism
00:12:01purposes.
00:12:04i believe, i think Pakistan has done a lot, it
00:12:07has you know taken up the issue on all
00:12:11forums, not only regional but with China, with
00:12:14Qatar, Saudi Arabia and the latest efforts
00:12:17by Turkey, they were like the last efforts
00:12:21which tried to persuade
00:12:24Afghan taliban authorities to stop terrorism and
00:12:28stop promoting rather patronizing terrorism, but I think there is
00:12:31no solution to that, we should be looking for
00:12:34regional solution, that is very important as you were mentioning,
00:12:38because the countries which are bordering Afghanistan, they are the one who are
00:12:41likely to suffer, if it's Pakistan, it's Iran, in the
00:12:45central Asian republics even Russia, but the
00:12:48recent statement by the Russian foreign
00:12:52minister Larof, I think it was bit condemnable
00:12:56because the way he was you
00:12:59know glorifying the afghan taliban efforts for
00:13:01countering the daesh or isk threat that
00:13:04was not based on the
00:13:07reality. we have number of those reports, the united nations
00:13:11security consel report, the FSB reports as well as the
00:13:14Afghan Taliban monitoring committee reports and the recent
00:13:17as and deputy prime minister Is was
00:13:21mentioning, these were all internationally acknowledged figures that... how
00:13:25Afghanistan has become a hub of terrorism, it is promoting
00:13:28patronizing and rather it's now the state
00:13:31terrorism against Pakistan which is being launched
00:13:35from a one soilt, that is a
00:13:37worrisome for not only for Pakistan but the regional
00:13:41players as well, we must have to go for a regional solution because
00:13:45Americans are their allies, they are not no more
00:13:48interested what is going on in Afghanistan and what is being done on Pakistan's western
00:13:52border, so I think China, Russia.
00:13:55as well as the central Asian republics and including Iran, I think these are the
00:13:59key countries which can pressurize the Afghan Taliban authorities that
00:14:03if they wanted to live like a peaceful neighbor, they wanted to have
00:14:06business, they wanted to have development, they wanted to
00:14:09benefit from the CPAC and the belt and road
00:14:12initiative, the only ways to stop terrorism,
00:14:16stop rather patronizing terrorism, supporting terrorist
00:14:19organizations and using these terrorist organization as
00:14:23leverage to blackmail.
00:14:25Pakistan and other neighboring countries, so that is the only message which
00:14:29today the deputy prime minister have given and the
00:14:33information minister has very clearly conved, the only
00:14:35ways we have to get rid of terrorism if really Afghanistan want
00:14:39to be developed and it wanted really to have trade and other
00:14:43ties with the Pakistan and other
00:14:51already ongoing and Pakistan is of course under.
00:14:55taking that we are seeing operations being conducted almost an
00:14:58everyday basis. now do you think that is enough or do you
00:15:02think some more needs to be done? say the inclusion of
00:15:06civilian policing, the civilian courts and
00:15:10something which is more closer to local governance for that
00:15:12matter. well, if you are speaking about Pakistan, I
00:15:16would say inside Pakistan has done a lot, I think
00:15:20kinetic operation, intelligence based operation as today
00:15:22mentioned, but obviously... the way things have changed
00:15:26in the KP now we would have an
00:15:29administrative setup which is likely to pursue the
00:15:33policy and toe the policy of the federation, earlier we were
00:15:36facing a bit of... challenge of narrative because the provincial
00:15:40government, which was more or less you know the PTI
00:15:43narrative, it was actually
00:15:47much in opposition to what the state
00:15:50was doing regarding terrorism,
00:15:53regarding one policy, so I believe I think there should
00:15:56be consensus on what the Pakistani state is doing, and
00:16:00that is we have to once for all get rid of this terrorist
00:16:03and extremist elements which are penetrating in...
00:16:07our society now we have to go for a multipl strategy,
00:16:11yes intelligent operations are important, yes kinetic
00:16:14operations are very important, we have to strengthen the law enforcement agencies,
00:16:18the active policing is very important, the governance
00:16:21mechanism is the most important of all, and the last
00:16:24thing i think the development of these areas in terms
00:16:27of governance, in terms of livelihood support, in terms of more
00:16:31jobs and business ventures, especially along the
00:16:35bordering areas which are mostly relying on the the border
00:16:38trade or maybe we can say legal or illegal both, but we have to find a
00:16:42mechanism that how we are going to engage the tribal young
00:16:45population in different forms of
00:16:49economic engagements, we have to go for vocational training, that has been done to some
00:16:53extent, but actually we need a proper plan to
00:16:56revive the total
00:16:59these people, so for that we have to revisit
00:17:02entirely what we had been promising in the national action plan
00:17:06that has to be met. realized the kinetic operation was done, but
00:17:10the the lagging that was the
00:17:13governance problem, the development and the
00:17:16livelihood support projects which could have drifted
00:17:19these youngsters from those extremist and terrorist
00:17:22tendencies and it would have also shrink the
00:17:25space which the militants and the terrorist elements as well as the the
00:17:29foreign elements, the foreign funding which was
00:17:32misusing our youth so that we have to go for an
00:17:36entire. radicalization as well as rehabilitation plan
00:17:40if we really wanted to get rid of this terrorism once for
00:17:51now, federal minister for information and
00:17:53broadcasting
00:17:56there was a breakdown of governance and terrorists for destroying people's
00:17:59livelihoods. talking exclusively to pakistan tv, the federal
00:18:03minister for information and broadcasting said federal government imposed emergency
00:18:06in the profit. under valid constitutional
00:18:17just said what happened in kp imposing the governor
00:18:20rule was not a political move, but there are other
00:18:24thoughts that you know there was a
00:18:28two-third majority of a party called BTI at was thrown
00:18:31out, how do you justify the governor rule
00:18:35being imposed there, the 1973? constitution of
00:18:38Pakistan has valid
00:18:40clauses with regard to imposition of emergency and
00:18:44imposition of governor's rule.
00:18:48the constitution intended the use of these clauses
00:18:51in dire circumstances,
00:18:54so constitutional provision exists, whenever there's a
00:18:58breakdown of governance, whenever there's a collapse,
00:19:02that is the time when such
00:19:04clauses are invoked, so I think with regards. to
00:19:08terrorism, there was a surge in terrorism for the past many
00:19:12years, PTI government has been
00:19:15there in KPK for the past 13 and a half years and they
00:19:18failed to take any credible steps to eradicate terrorism, in fact
00:19:22they were hand in glove with the terrorist, terrorist infrastructures
00:19:25were being promoted in and in the south districts in many
00:19:29areas terrorists had been given complete ingress,
00:19:32terrorists were manning police stations, they were there in the
00:19:36administration, after nightfall and I
00:19:39think there was a sympathy with the
00:19:42Taliban, with the TTP, with the prescribed
00:19:45organizations by the PTI government. now the National Finance
00:19:49Commission, yes since 2010 has given
00:19:521% of its year to the KPK government, which now amounts to,
00:19:55after so many years, amounts to 800 million, 800 billion
00:19:58rupees. now where has this so the setup which is in
00:20:02place right now, will they be looking into where the that
00:20:06money has gone? they absolutely should and it's not my place to tell them if
00:20:10they should or they should not. i think it's a very very competent setup,
00:20:13very as I must say non partisan
00:20:17setup, very professional people, with accuman,
00:20:21with skill, with integrity, with experience, with qualification, these
00:20:24people, their integrity and their competence
00:20:28is beyond any doubt, so i think there was a
00:20:31breakdown of governance, terrorists were roaming about the
00:20:34districts, killing people,
00:20:37destroying their livelihoods, so I think once these terrorists were
00:20:41gaining ingress with the help and support of the PTI government and
00:20:45the chief minister, that is when uh this emergency
00:20:49has been imposed. and it has been imposed through
00:20:52valid constitutional
00:20:55result we have seen that there have been no protest in
00:20:58the province of khibar pakhtunkhah the PTA used to
00:21:02claim that if there is such eventuality where
00:21:04emergencies imposed millions of people would come on the
00:21:07streets so we have not seen one credible protest
00:21:11in the entire province in fact people have welcome this step
00:21:14because they have seen that the new advisory council is based on
00:21:17professionals is based on non-partisan people. based on people
00:21:21who are from the soil oftunkwah and want the betterment of the people of
00:21:25so honorable minister, the federal
00:21:28government have associated the BTI with the
00:21:32TTP and the other terrorist organizations,
00:21:35so do you have any evidence? number one, there is
00:21:39one argument that they have been doing the long marches in
00:21:43the districts where the army and police
00:21:46cannot go and you know there are...
00:21:50they were they they requested the terrorist for safe passage, yes, we have lot
00:21:54of credible evidence on our hands which shows
00:21:57this unholy alliance, this collusion of the PTI, KPK
00:22:00government and the terrorists, in fact all political parties have
00:22:04given sacrifices and you know we wish safety for PTI,
00:22:08but they had asked the terrorists to give their marge, safe passage to
00:22:12the districts where ordinary citizens cannot pass, where other political parties
00:22:16representatives cannot pass, so I think
00:22:21the terrorists, they were in fact promoting these terrorists. you see, i
00:22:24went to kohart, i visited the home of a martered policeman and
00:22:28his father said to me that we are ready to fight this fight, but the government of KPK is not
00:22:32supporting us. i went to the hospital, i met the
00:22:35injured and their resolved and determination to fight against
00:22:38terrorism, it's it's stronger than ever, the people of khibar pakhtunkwah
00:22:42have given innumerable sacrifices, valuable
00:22:46sacrifices against this war, but we had a
00:22:49government, which was you know promoting terrorists
00:22:52and enabling them to carry out these attacks, they did not do any
00:22:56capacity building for the police, for the CTD, to install safe city
00:23:00cameras all across KPK, to make a forensic lab, to give equipment to the
00:23:03police, in fact whenever federal government tried to give any equipment, they returned it back, so I
00:23:07think it's it was very sorry state of affairs and I would say good, you had
00:23:11given negotiations a chance of
00:23:14course, if they hadn't opted for the long
00:23:18march would the federal government still
00:23:22had gone for so I think the imposing we
00:23:26we gave negotiations lot of room a lot of chance we had long
00:23:29police going on but they were never serious they used to agree to one thing and then they
00:23:33used to you know just turn back on their word we had only one agenda
00:23:37that was counter terrorism eradication of terrorism and serious efforts on part of the
00:23:41provincial government to counter terrorism had they carried on
00:23:44with the long march we don't care we had only one agenda that please
00:23:48fight against these terrorists and
00:24:20rejected it. For two days, we saw the security
00:24:23situation, the public did not respond
00:24:27as such, and also,
00:24:30rather, they celebrated the day of salvation. Sweets were distributed at various places,
00:24:34and even now, their container is abandoned.
00:24:37There is no owner for their container or truck to take it away. It's still standing,
00:24:41and we are waiting for someone to come and claim
00:24:44it and take it away. Otherwise, definitely,
00:24:47some TMA person or someone else will take it, because until now,
00:24:51and I myself am waiting, because I was waiting
00:24:54through your media, I saw that many people were supposed to come here to besiege
00:24:58the Governor's House, to attack it, to entertain them. We had made arrangements,
00:25:02but until today, I am still waiting that no one has climbed
00:25:06the wall, nor knocked on the door, nor come. Therefore, I thank the people
00:25:09of Khyber Pakhtunkhwa for rejecting this
00:25:1313-year-long ordeal,
00:25:16and Inshallah, we have started
00:25:20a new journey. With the start of a new
00:25:24journey, our first priority today in the Apex Committee
00:25:27was discussed. In yesterday's meetings, it was decided that our first priority
00:25:31is the war against terrorism. And we want to assure
00:25:34our army, our police, our FC,
00:25:38our security agencies, that this
00:25:41committee of ours
00:25:45or our government that has been formed
00:25:48is standing shoulder to shoulder with you. We will fully support you.
00:25:52Yesterday too, in our meeting, we decided
00:25:56that development will be our second priority.
00:25:59Our first priority is our police.
00:26:03We will provide the resources that our CTD needs.
00:26:06Today, I want to assure my police officers,
00:26:09my police constables, my police brothers
00:26:12and sisters, from this government,
00:26:15that we are standing shoulder to shoulder with you.
00:26:19We will own you. Whatever weapons you need, whatever
00:26:22your necessities are, we will provide them to you.
00:26:26You are fighting on the front lines against enemies, against terrorists.
00:26:30We will cut everything, but
00:26:33we will not compromise on our young police officers.
00:26:37We will equip them well. Along with them,
00:26:41yesterday, I gave orders to my IG and Chief Secretary
00:26:44that you should issue that Khyber Pakhtunkhwa police
00:26:48will provide free education. We will own them. Those children
00:26:52are not theirs, they are the children of our martyrs, and we will own them.
00:26:56And we hope that the police
00:26:59brothers, sisters, and officers will have their hopes fulfilled,
00:27:03Inshallah. We will stand shoulder to shoulder with them.
00:27:07Those days are gone when there was no coordination
00:27:10between the federation and the province. Those days are gone when we used to fight
00:27:14unnecessarily with another province. Those things are not there.
00:27:17We will have coordination with the federation. Our policies will come from Islamabad.
00:27:21Our policies will not come from Kabul, Jalalabad, or Kandahar.
00:27:25This is a clear statement. And the people
00:27:29of Khyber Pakhtunkhwa, Inshallah,
00:27:34just as they have rejected it, our security forces, our police are standing shoulder to shoulder.
00:27:38Inshallah, the tunnel we are passing through,
00:27:41after darkness comes light. The darkness has passed, and Inshallah, our journey
00:27:45is towards light. And I also want to tell you
00:27:48that wars are not fought by armies, wars
00:27:52are fought by nations. And our nation, our people, are
00:27:56standing shoulder to shoulder with our army, our police, and our FC, and Inshallah, they will continue to stand.
00:27:59Today also, you see, from the federation,
00:28:02Mohsin Naqvi Sahib came today and gave
00:28:0610 APC vehicles to our police. Before this, they used to come,
00:28:09but our people sometimes used to show off, sometimes they didn't show them.
00:28:13And today, in the Apex
00:28:17before that, in my meeting with Mohsin Naqvi Sahib,
00:28:20he assured me and our Apex Committee
00:28:24that our police, our security, will get all the money
00:28:27they need. Whatever shortfall there is with the province,
00:28:30the federation will cover it.
00:28:32We will not let any shortfall occur, Inshallah. Many projects
00:28:36that were shelved at that time, especially for the police,
00:28:40whether they were police lines, police stations, police checkpoints,
00:28:44or along with that, safe
00:28:47cities, we will work on all of them on a war footing, Inshallah. We will complete them,
00:28:51and whatever their requirements are,
00:28:54Inshallah, we will fulfill them. And
00:28:58our only goal, I have also told my council, is that
00:29:02our priority, our focus, is peace plus
00:29:05development. We have to work 24/7.
00:29:09We have to give people hope.
00:29:12We have to give hope to our youth. We
00:29:16have to give hope to the business class.
00:29:19that, Inshallah, even today I am telling them
00:29:22that this war is not yours anymore, it is our war.
00:29:25Our case
00:29:28Inshallah, we will all fight that case together.
00:29:32Whatever your case is, this war is now
00:29:36not for a specific class. This war is against terrorists.
00:29:40This is for the people of Khyber Pakhtunkhwa and Insha'Allah, we
00:29:44will fight with them. I want to give this message to
00:29:47our young doctors who were on strike that you
00:29:50should end your strike. Insha'Allah, your problems will be solved.
00:29:54The mafia that was imposed on you
00:29:58will not be imposed anymore and Insha'Allah, we
00:30:02will solve their problems. Insha'Allah, we
00:30:05will solve their problems. Along with this, I also
00:30:09want to tell the faculty of our universities that
00:30:12Insha'Allah, your strikes and protests for your
00:30:16livelihoods and salaries will not happen now, but I also
00:30:20want to give this message there that those days are gone
00:30:24when a political group or political party or political federation
00:30:27used to run the university. Whoever does not respect
00:30:31their faculty,
00:30:37no matter which party they belong to, whoever does not respect their elders, whoever
00:30:41does not respect the faculty, that will be their last day and I will give my faculty
