00:09:01on hes and Saudi Arabia has responded, this war is
00:09:04expanding beyond imagination, and this is exactly what we are going to be
00:09:07discussing in the second segment of our program. for details and analysis, we've been
00:09:11joined by fitafi online with us and major general retired Zahid
00:09:15Mahmoud, defense analyst in our studio. Thank you so much sir for joining
00:09:18in. Thank you. So starting with the
00:09:22Pakistan's war against terrorism, we see clear warning coming from the Pakistan
00:09:25side, specifically talking about the deputy prime minister and foreign minister. How do
00:09:29you look at that stance from Pakistan in the recent developments? Yeah,
00:09:33mine. Thank you very much for the invite. I think the biggest problem for
00:09:37Pakistan are the security challenge which Pakistan is facing, that is eminating
00:09:41from state of Afghanistan. and once we talk about
00:09:45Afghanistan, the biggest predicament of Afghanistan
00:09:48is that it is a state, it is i mean a place
00:09:52which is not in peace with itself, so this is the biggest
00:09:56question, a country are, i call them
00:09:59ungoverned spaces, they are being occupied by the authorities
00:10:03who are sitting in kabable, they are not governing cable for the people of Afghanistan, so this
00:10:07is serious structured challenge to Pakistan security, and
00:10:11then collaborating with the international proxy sponsors
00:10:14especially the way India has got them entangled into this
00:10:18war against Pakistan and using them as their lead instrument
00:10:22their policy this has made the situation more complex.
00:10:25Pakistan is interested in the stability in
00:10:29Afghanistan, Pakistan needs a stable Afghanistan because
00:10:33we have this is very well known conclusion that until unless there is a
00:10:37stability in Afghanistan, it is going to impact Pakistan stability, and
00:10:41now they're challenging Pakistans, I mean they've
00:10:44kind
00:10:45of they've created kind of a existential threat to Pakistan by
00:10:49collaborating with all those enemical forces who feel that Pakistan
00:10:53is the only hurdle. in front them as far
00:10:57as their expansion is policies are concerned, so this is huge challenge.
00:11:01Pakistan is trying to give them chance, but Pakistan has now
00:11:05clear political objectives, politics is very clear and
00:11:08with that the precise use the military that will
00:11:12continue until unless that there is behavior change inside
00:11:15Afghanistan. Right, if you could tell us
00:11:19about Pakistan's intensified counter terrorism operations, yet there's
00:11:23a spike that we see in. these terror attacks 13.1%
00:11:27increase in terrorism attacks 12 year high. what do you
00:11:31think about the current strategy that Pakistan have? I think Pakistan is
00:11:34addressing those weaknesses and
00:11:38the and the gaps which were there. I think I think yesterday's action
00:11:41of
00:11:42you know governor and emergency
00:11:46rule
00:11:46in in Chiber Pakhtunkhah is primarily to address that biggest the
00:11:50problem which Pakistan was facing and that
00:11:53was the political ownership. by the provincial government and then the
00:11:56governor issues, we all talk about the national action
00:12:00plan that it was not followed up well after the operations
00:12:042014-15 so and then then we suffered so
00:12:07Pakistan cannot afford, I think Pakistan is taking those steps
00:12:11within within within our own safiers and
00:12:15also Pakistan is trying to create regional approach because this issue
00:12:19between Afghanistan and Pakistan and the war between Taliban and
00:12:23Pakistan is not a bilateral issue, it should not be taken as a
00:12:27bilateral issue, it is regional issue because it has all
00:12:31the ingredients of expanding this terror in the
00:12:35into the region and beyond, so it's we need to have regionalized
00:12:39approach, so I think Pakistan should collaborate, should work
00:12:42on creating a collaboration the regional
00:12:46countries and as well as the international approach, because we may speak
00:12:50on this
00:12:51in the later part the program, I always feel that United
00:12:55it is still a big stakeholder because they have left 7.1 billion dollars
00:12:59weptary and military logistics in Afghanistan, so Afghanistan is an
00:13:03ad, there is diserade situation inside
00:13:06Afghanistan and we have to establish these
00:13:10collaborations and cooperations. Right, do you though the
00:13:14world is going to care enough specifically talking about the international community, right
00:13:18now we are seeing so much happening around the world, people are all over the
00:13:21world taking to streets and Let's not forget about
00:13:25the middle east crisis that is expanding and unfolding every single day, do you
00:13:29think the international community is going to pay head to the kind of regional
00:13:33challenges or specifically talking about pakistan, the challenges challenges that Pakistan is
00:13:37facing right now? mind the world has to
00:13:40understand and we should also look
00:13:44at this this whole terrorism and ecosystem
00:13:48is getting established you know so these non-state
00:13:51actors made be BLA,
00:13:55TTA, hosis, other non state actors, ISIS,
00:13:59ISKP, Alqida, ETM, so there are so
00:14:03many, so complete ecosystem is you know being generated and it is
00:14:07being established, unfortunately there are
00:14:09structured states which are providing that this
00:14:13opportunity and they are creating an environment to create this
00:14:16ecosystem, so what they will do that, this system will work against
00:14:20Pakistan in this part the world, if they are functioning here, they will be
00:14:24doing it in in. midddle east also, in the Africa also, in Europe
00:14:27also, so the whole world has to understand that the future war is
00:14:31either in going to be in the form the indirect
00:14:35contact,
00:14:35you know, non contact warfare, use of drones and misals and modern
00:14:39technologies are use of non-state actors on
00:14:43grounds, you have just seen, we have experienced that
00:14:46Americans they went to Iran, but they're not putting their own boots
00:14:50on ground, so the maybe they were also thinking that they might use cours
00:14:54or... some other elements, so there are states which has
00:14:58expansionist design, so they'll be using these elements on ground, so these
00:15:02are the soldiers, foot soldiers of those enemical forces, so this is if this is
00:15:06going to be the future warfare then we need to have a common strategy, we need
00:15:10to have a joint strategy, so this synergy has to be established,
00:15:14right? farafi, if you are with us, please go
00:15:21general sab, I have a question regarding the changes.
00:15:25in khibar partum for now it is fortutus that you
00:15:28spoke about you know national action
00:15:32plan, now that the government of Pakistan has the
00:15:35opportunity to set the... house right, what
00:15:39exactly can be done regarding the merged
00:15:43you districts which were expata and similarly what
00:15:47else can be done, we know that for past many
00:15:50many years the moral of police
00:15:54in has really been down, so how to actually
00:15:58b that bug them up and how to improve the
00:16:01personal you know mal in the
00:16:05province,
00:16:08Look, Pakistan's instabilities mostly they they grew
00:16:12up from the corridors the bad and poor governance rather absentia of
00:16:16governors and as you you
00:16:20we all are speaking about the national action plan, this was the biggest
00:16:23dilemma, militaries, they carry out actions in in
00:16:26various areas on the on the strategy of
00:16:30clear hold build and transfer, so clearing of
00:16:34area, holding of area, we have done it previously, we have done it. in
00:16:372003, we have done it in 2007-8, in 14,
00:16:4115, but and and held those areas as
00:16:45well, but as far as transfer and and
00:16:48build part was concerned, that was missing, so that is the prime responsibility
00:16:52the governing bodies, it is
00:16:56not that that through politics you get the power, but
00:17:00it is primarily the functionality of that power or execution of
00:17:04that power to administer these areas, so lot of gaps
00:17:08were left, i think the present change which has come up in khibar
00:17:11pakhtunkhah that the prime reason for this is this misgovernance, bad
00:17:15governance, ill focused approach and
00:17:19political dis ownership you know that that these were the prime
00:17:23reasons and this major act which has been taken which is although a constitutional
00:17:27act that is primarily it has been taken to improve upon
00:17:30these gaps so it is time to deliver so i
00:17:33think if these this leadership and this new
00:17:36team has been placed inside khiber Pakhtunkhah, they
00:17:40are aware the whole scenario, they are aware the threat, they are aware the
00:17:44challenges and now they have to synergize, they have to bring all the
00:17:48departments, all the people behind this, you
00:17:52know, we will have to create kind of a machine you know
00:17:55which is delivering to protect Pakistan, so that can only be done
00:17:59once the government, people of Pakistan and the military are
00:18:03the security forces, they all work together to establish that trinity.
00:18:07of war which is most important and i think this is a right step in the
00:18:11right direction with the everyone is hoping that this
00:18:15delivers and people are looking towards a better security environment
00:18:19right yeah you spoke about with your permission
00:18:23just a follow yes please yes please general sab you spoke
00:18:26about trinity of war we have been hearing about another trinity an
00:18:30unholy trinity the nexus between politicians
00:18:34especially who were ruling in the province and and then
00:18:38drug pedlers and their linkages with terrorism as
00:18:41well, so now how how to handle that as well,
00:18:45because there is lot of money involved in the province that
00:18:49might actually be bolstering the terror trist, and once
00:18:53again regarding police, it is not basically
00:18:57a query,
00:18:58it is a comment that the police is moral
00:19:01in the province is really really low, so how to
00:19:05improve that? i totally
00:19:09agree that this unholy trinity does exist and
00:19:13unfortunately we have suffered it even our urban terrorism which
00:19:16we were facing in karachi few years back if you remember
00:19:20and this this connection these politicians with illegal
00:19:24spectrum and terrorism why terrorism they use these terrorists to
00:19:27protect their interest so they want friction in those areas
00:19:31because the measures which Pakistani state has taken in last
00:19:35few years those are p them, they are, this is, I mean,
00:19:39hitting them, hitting their businesses, look
00:19:42at park Afghan border, as well as
00:19:45Bolochistan is concerned, there used to be more than 30,00 people crossing those
00:19:49borders, now with the strict measures that has been restricted to maybe 200 or
00:19:53300 persons per day, and they're seriously check, that's why they
00:19:57want to have kind of a mismanaged borders,
00:20:01so once we talk the managing of borders, it can only be done if there are two
00:20:05structured states across each other. so they both want to
00:20:08manage those borders, but here they want to mismanage these borders
00:20:12because of this spectrum which you have and this trinity which you have spoken
00:20:16about, to break this trinity, we will have to bring these people under
00:20:20the law fair. law fair is the most important aspect of
00:20:24response in the hybrid warfare, if you don't bring them under the lawfair,
00:20:28if you don't break this nexus, you are going to suffer. i think
00:20:32and this was a bigger feeling in the in
00:20:34the in the many departments and many organizations that this next... is not
00:20:38being broken and it is being protected by
00:20:41many, unfortunately with all my respect to our politicians, there are
00:20:45few who are bringing bad name to all them, so this is a great
00:20:49nexis, so we need to break it through law fair, through
00:20:52serious border managements, through implication application
00:20:56of all the strategies which we have made, may it
00:21:00be financial lines, may be
00:21:03it be may from the banking side, from all economic, social
00:21:06political dimensions, we have to make a check on
00:21:10these elements. right, general
00:21:14zahid mahmod, how can pakistan go about this road map that you just
00:21:18mentioned, because It's just not you know maintaining the
00:21:22pressure on Kabul, it's just not the kinetic warfare as
00:21:26well, it is the crossbarder engagement as well that we just saw,
00:21:29so it's kind of a multiimensional thing that you mentioned, so how do
00:21:33you suggest road map towards you know stepwise going
00:21:37towards that? I think
00:21:39consistency, consistency in the policy,
00:21:43let's confess that our policy in the past sometime it has been
00:21:47confusing to be very honest, there were elements. there was a
00:21:50government which wanted to have better relationship with them, they
00:21:54wanted to bring them back to Pakistan unfortunately, and
00:21:58there were elements in the establishment as well, those were very keen
00:22:01to bring them back, but this consistency of
00:22:05policy of having no negotiations with the terrorist, but
00:22:08negotiations with Afghanistan or diplomatic engagement of Afghanistan
00:22:12is is already there, I think Pakistan has been giving
00:22:16chances to all these elements, today foreign minister was very clear. once he was
00:22:20talking a seminar this morning that we want to give
00:22:24them chance, we want to support them in all their demands once they had
00:22:27negotiations in the past and Pakistan's only demand was that don't
00:22:31let these elements to destabilize Pakistan while using uh you
00:22:35know Afghani soil and it's not only using Afghani soil they are being
00:22:39patronized the patternage is being given to them so that is
00:22:43serious challenge so have consistency in your policies create
00:22:47regional alliances regional application. implement
00:22:51the mind change, so this this mindset of non-state
00:22:55actors required very special effort implement
00:22:58this mind changing theories, you know, so I
00:23:02think consistency and then bringing in the international players, I always say
00:23:06that United States left this Afghanistan a a
00:23:10diserade situation, it was not a normal
00:23:13withdrawal of some fighting groups, it was withdrawal of NATO, so
00:23:17it it was supposed to be very orderly. "they left 7.1
00:23:21billion weaponry night vision devices, so today's terrorist
00:23:25is not an ordinary terrorist which we were facing in 2014, 15 or
00:23:292007, so he is very well equipped, he is adapted to the tactice, he is
00:23:33using the modern technologies and then techniques as well, and then
00:23:37they have the sport the structured sponsor states who plan, provide
00:23:40them the logistics, who plan their attacks, give them the intelligence and then
00:23:44now this drone phenomena, this is new thing coming in, so I
00:23:48think we need to put pressure." on these proxy sponsor state
00:23:52also and we should bring this whatever is happening to Pakistan, we
00:23:55should internationalize this evidence as well,
00:23:58right? general Zahid, as you were mentioning the kind
00:24:02of support they have, they have the modern technology and all the equipment, and earlier you
00:24:06were also mentioning and I'd like to build up on my question, you said there is entire
00:24:10ecosystem, not just eliminating a terrorist or a network,
00:24:14so how can Pakistan actually shift to now dismentling the entire
00:24:18ecosystem no matter how much? intensified our
00:24:21intelligence based operations are, we are still facing the same threat?
00:24:25yes, as far as intelligence based operations are concern, my look, these are these are in
00:24:29the military domain, but nowadays when i talk the
00:24:32ecosystem, you know these are these terrorist threats are
00:24:36transitional threats, you raise terrorist organization
00:24:40in one country, you recruit people from another country, you
00:24:44finance them somewhere else, you plan their
00:24:48activities in some other part the... world and then use
00:24:51you it a specific target country, so this is this is that
00:24:55complete ecosystem, ecosystem,
00:24:56you know, so whatever the the the
00:25:00roots are available or you say the organizations which are there through the united
00:25:04nation, through our regional cooperation mechanism th
00:25:08through reds and all that, so we have to bring all these elements,
00:25:12first tell the people who all are involved in
00:25:15this, they should know about them, and then you have to bring them into
00:25:19the... sanctions regime if required then you have to fight on the legal
00:25:23grounds also, you have to do the politics also and through diplomacy
00:25:27also you have to put pressure on these states that they should refrain using these
00:25:31elements as the lead instrument their policy, so this whole
00:25:34then the financial lines, the financial sanctions and then the
00:25:38country which is playing the major role in that, they should be prepared to pay
00:25:42that cost, so you have to create such an environment and along with that you
00:25:46have to continue with the military actions also to... to
00:25:50create conditions for dialogue and diplomacy and politics to
00:25:53succeed because end game has to be achieved by the politics and
00:25:56diplomacy, war is the kinetics are just 30 or
00:26:0040% the strategy. Right, General Zahid,
00:26:04also we, if you look at the pattern the these attacks specifically in
00:26:08KP, they have mostly been on police stations, check post, security
00:26:11installations, does this uh indicate any kind of gap that is
00:26:15lying there in terms the community and the intelligence or the coordination between both
00:26:19them, what are the the the gaps that we normally see and the repeated
00:26:23pattern that keeps happening? look, initially it is eminating from
00:26:27the terrorist strategy, they would they always prefer to
00:26:30go for the software targets.
00:26:32and then they
00:26:33want to create a despondency among the people that their police are their you
00:26:37know mostly the police guys are from the local areas you
00:26:40know so that they want to create this environment also to create
00:26:44sorry despondency among the people so they start believing
00:26:48or they start trusting their armed forces or the security forces that they won't be able
00:26:52to protect them so they go for the software targets then they want to you know tell
00:26:56their proxy master sponsors also that we have the capability and
00:27:00capacity so they go for the easy targets. to to to
00:27:03you know put more to to increase the canvas
00:27:07their applications so they they want to show them their
00:27:10reach their extent of operations so they want to accrove
00:27:14maximum benefits the economic benefits which is which are which is
00:27:17related to the associated with the economy of this
00:27:21terrorism so that that is the prime reason that's why they
00:27:25prefer going behind this but again as as you said the
00:27:28gaps gaps were there in the governance we have to equip them we have to
00:27:33give them the at least matching calibers, matching
00:27:36equipment, matching weapons with which they can deal with the
00:27:39terroris, if your focus is not on them, you are not giving them
00:27:43the, you are not giving enhancing their capacity and capabilities, how you
00:27:47expect that they they're going to fight that, so you got to work in these
00:27:51domains as well,
00:27:55right, with your permission, general sab, you spoke about
00:27:58gaps, so let me talk about another gap which is very important
00:28:02"we are
00:28:03of course we are talking about duran line or Pakistan
00:28:07Afghanistan border, it is a long border, it is a
00:28:11poorest border, pakistan seems to have fenced up to
00:28:1498%, then it might be difficult, but is there a
00:28:18possibility to finish this gap, you were talking about
00:28:22the responsibility the US, so of course
00:28:26US might not be able to get its weapons back from
00:28:29Afghanistan, but is there possible?" " that they
00:28:33have cutting as technology, especially satellite, so
00:28:37they and then we have Chinese trends also, with the
00:28:41help them we could monitor the border so that if there is any
00:28:44incursion we can interdict immediately, and then of course
00:28:48AI can also help in that context, and
00:28:51secondly regarding governance gaps, one
00:28:54aspect that repeatedly national action plans have actually
00:28:58mentioned is intelligence sharing.
00:29:02among key intelligence organization in the country with
00:29:06the new you know changes at necta
00:29:10they think that we are heading towards
00:29:13the that direction also
00:29:17yes as far as US is concerned we understand there is not
00:29:21much of appetite about what is happening between Afghanistan and
00:29:24Pakistan but we need to tell them that we are
00:29:28going back to 9/11 we are rather we have reached to that once
00:29:31that's 11 happened and this will hunt them, this will hunt
00:29:35them, that's why I always call them as a stakeholders, of
00:29:39course, Russians are coming in,
00:29:42you know,
00:29:42so there for their technical needs to address ISIS,
00:29:46ISKP issues, but again they are, they are also
00:29:49responsible for this unstructured state, Americans are also
00:29:53responsible, 20 years of application, then the global
00:29:57application of bringing Talibans into it, which Pakistan was also a
00:30:01partner, yes we have also... been part of that, but primarily this was
00:30:04being led by the Americans and then fighting those Talibans and ending
00:30:08the war without achieving your political military objectives,
00:30:12so you you kind of a chaos you have
00:30:16left in Afghanistan, so I think Pakistan has to have
00:30:19to bring them in to address these issues. President
00:30:23Trump many of times he has said that it was most poorly crafted
00:30:27withdraw, as far as Chinese are concerned, the presence in Afghanistan of
00:30:31enemical forces. is also targeting Chinese, all the Chinese, you know,
00:30:35especially the CPEC has been the target, so this is not only
00:30:38application against Pakistan, this is application against the economic pursuits of China
00:30:42as well, so they have to announce the capacity and they have been trying
00:30:46Pakistan's foreign minister, Chinese foreign minister, they visited Kabul as well,
00:30:50they have been speaking to them, they have been trying hard because their own interest and every
00:30:54country work for their own interest, yes there can be a
00:30:57collaboration and this synergy has to be brought.
