00:05:18terrorists infiltrate across the border to attacks soldiers and citizens. The

00:07:48From the heart of South Asia to the cross roads of central Asia from the turbulent middle east and North Africa
00:07:52to the park corridos the west where narratives collide, perspectives matter and stories
00:07:55connect. This is beyond borders in Omar Khalid, but during the course the show as is the
00:07:59norm will take you into a world which we consider without borders or boundaries and discuss
00:08:03issues stories that are pertinent rather in this changing 21st century
00:08:07scenario. We'll begin with the top stories the day or as we call them region
00:08:11lines.
00:08:16We start from the middle east where Saudi Arabia is facing renewed hoothi attacks with deadly
00:08:20strikes targeting King Khalid international airport in Riyadh causing civilian
00:08:23casualties and injuring hundreds. The latest attack marks the second
00:08:27strike on the Saudi Capitals international airport in two days.
00:08:30Meanwhile, the R4 group comprising Pakistan, the Kingdom of Saudi Arabia,
00:08:34Egypt and Turkey strongly condemn Houti attacks on the kingdom of Saudi
00:08:38Arabia, including strikes on King Khalid International Airport that have caused civilian
00:08:42casuality. and has damaged
00:08:43infrastructure.
00:08:48Moving on, the United Nations's development programs that developing countries face a
00:08:52triple economic shock from sowering energy prices, extreme elnino weather
00:08:56and rising borrowing costs, which could push millions back into
00:08:59poverty. UNDP chief Alexander the crew urges
00:09:03urgent international support warning that mounting debt is leaving developing
00:09:07countries with fewer resources to protect a vulnerable
00:09:10people.
00:09:17and finally, security forces kill a terrorist in intelligence based operation in bannu under
00:09:21the azme istahkam vision. addressing a counter terrorism conference, deputy
00:09:25prime minister reiterates pakistan's commitment to eliminating terrorism,
00:09:29urging the afghan taliban regime to end support for
00:09:31terrorists.
00:09:39we begin with the middle east and north Africa. where Saudi
00:09:43Arabia is facing a dangerous escalation has repeated hoothi attacks,
00:09:47target civilian airports. Saturday strike on King Khalid international airport in
00:09:50Riyadh has killed at least 13 people and has injured more than
00:09:54300 others. Another attack on Sunday killed a Pakistani resident
00:09:58and wounded 11 others. Passengers including pilgrims have been caught
00:10:02in the violence while airport operations remain suspended.
00:10:06Pakistan, the kingdom of Saudi Arabia, Egypt and Turkey have all jointly
00:10:10condemned the attacks demanding the immediate hold. and have back the kingdom's right to
00:10:13protect its people and sovereinity. President Donald Trump is considering joining
00:10:17Saudi strikes against the hoothies while it's not show for the moment, but Britain
00:10:21is also examining additional support. Iran meanwhile has offered to facilitate
00:10:25dialogue with international flights disrupted and vital shipping routes
00:10:29under threat, how can Saudi Arabia and its partners stop these attacks, protect
00:10:33civilians and restore regional stability. to discuss that and
00:10:37more, we have been joined by Fatima Abulas
00:10:40rather who is a Yemani policy analyst and non-resident fellow at the Arab Gulf
00:10:44States institute. Thank you very much to have
00:10:48joined us Fatima Abu Asrar. I am
00:10:52really sorry I am having difficulty pronouncing your name.
00:10:55but thank you very much to have accepted our request to join the show because it was important to
00:10:59discuss this from yemini perspective. now by
00:11:03attacking riyadh and aba airports, killing civilians, not
00:11:06once but more than once and endangering pilgrims, what in your
00:11:10point of you, fatima are the hoot is trying to achieve and how in
00:11:14your point of view can they ever justify such
00:11:16attacks? once
00:11:20again, thanks for having me, um,
00:11:23howt is have pursued this? strategy for very long
00:11:26time, for over decade, whenever they feel
00:11:30that they want to have any type of gains on the ground in
00:11:34Yemen, they immediately turn to
00:11:37threatening Saudis because they back theiny
00:11:41government of Yemen, the international Yemen government of Yemen. Huty's
00:11:44ultimate objective is to dominate the entire country, but
00:11:48also to position themselves in Babel Mandab
00:11:52to secure that, because it gives... them leverage, it
00:11:56gives rather, it gives
00:11:59the Tehran leverage over another choke point, that
00:12:03way both hormos and Babelmandab would
00:12:06be under the direct control
00:12:10of Iran through the hoousies,
00:12:13so in in this instance
00:12:16because the government
00:12:19conducted a counter offensive with the backing of
00:12:23Saudi Arabia to take back.
00:12:24straight, which the
00:12:28his took over in
00:12:30September, that sort of was
00:12:34was one the catalysts to this issue, but I also think that there's
00:12:38a there's a broader argument also to be made in terms
00:12:42the regional level and escalation is
00:12:46that the the Islamic Republic regime
00:12:50in Iran doesn't doesn't want to
00:12:54suffer more... economic costs because the war that Washington
00:12:57has imposed
00:12:59on on Iran and it's it's lashing out in the same way that it
00:13:02lashed out at the beginning the conflict through imposing more costs
00:13:06on the region and the his are one way to impose these
00:13:10costs so I think that's that's sort of like the picture
00:13:14inside the picture so they launched the ballistic
00:13:17missiles to
00:13:21Saudi infrastructure through the His in order.
00:13:25to manufacture that kind of political leverage that you
00:13:28need. all right, fatima, also like to understand two more
00:13:32things. despite earlier military campaigns, huties do
00:13:36retain as per the reports long rage missiles as as well as drones that they have
00:13:40used as well. what immediate support in your point you you
00:13:44would help the kingdom of Saudi Arabia protects its airports and stop
00:13:48further attacks from the hootis also a fighting continuing
00:13:51around Mokha and Iran ' offering
00:13:55dialogue at the same time because you did talk about Iran and Iran has
00:13:59supposedly offered a dialogue to end this conflict, what
00:14:03would make diplomacy credible in order to move in the
00:14:07right direction, because we have seen in the previous times whenever there has been a
00:14:11negotiated settlement, it has not
00:14:13ended feasibly, let's say that with all
00:14:17the partners secure, how can secure and
00:14:20immediate hall to attacks happen while protecting civilians
00:14:24both? both in the kingdom of Saudi Arabia and in
00:14:26Yemen. So to answer
00:14:30your first question, in terms of how can the kingdom
00:14:34protect itself and what can be done, because
00:14:37intercept interceptors and and patriot batteries
00:14:41can handle incoming salvos, but they do not solve the
00:14:45problem at the source, and I think Saudi Arabia
00:14:49has had enough and it wants to solve the problem at the
00:14:53source, so this means means um three
00:14:56things, it means that you have to have real time
00:14:59intelligence um in order to be able to
00:15:03track the launchers that the his
00:15:06use, even to track
00:15:09the the assembly sites before they launch, and the second
00:15:13is to cut off the Iranian maritime
00:15:16supply and smuggling networks in the Gulf of
00:15:20Aiden and in the Red Sea, that's extremely
00:15:23important because supply missile
00:15:27guidance packages and and drone components, and we have seen
00:15:31interception for that by Yemani government and Sencom
00:15:34and there needs to be stricter. measures
00:15:38enforced as well, and the third is is direct support
00:15:42also for Yemen government forces that are
00:15:45working to roll back the hithi advances and
00:15:49ensure that they're not also terrorizing the people inside. A
00:15:53key component thehi strategy is
00:15:56ensuring that the people of Yemen themselves are
00:16:00encircled, are blocated, as we are seeing currently in the
00:16:04city of tas which sits across from Babel manda.
00:16:08and up in the highland of course,
00:16:11and it's still strategically very important, but it has three
00:16:15million people in the governorate and 1.5 million
00:16:18people inside the city who are
00:16:22resisting thehies, so that that's
00:16:26that's quite important on that front. um, your second
00:16:29question about diplomatic um
00:16:32initiative, you're right to point that they have
00:16:36been continuing. failing, they
00:16:39need to be conducted in good faith. can an agreement
00:16:43happen? of course an agreement can happen, but the question is, what is
00:16:47the price? in my opinion, any immediate agreement
00:16:51on the short term is going to be a
00:16:53compromise, the saudis
00:16:57might be able to give thehis and
00:16:59iran one or two
00:17:03of what they're asking, one, whatever they're asking for, but
00:17:08um ultimately the saudi kingdom ends up paying the price for this and then the
00:17:12region and the red sea security and global shipping,
00:17:16because the his in Iran have shown that they don't
00:17:19have the appetite
00:17:22for continuous deescalation, whatever
00:17:26seasfire you're going to have is going to be temporary, whatever deal you're going to have
00:17:30is going to be temporary, and we know this because
00:17:33the Beijing agreement that happened between Saudi Arabia,
00:17:37and Tehran and despite that
00:17:41facilitation, despite the years of dettant that
00:17:44that Saudis enjoyed as well
00:17:48as the taunt with the hoothies, because Houties ultimately
00:17:52stopped their cross border attacks into Saudi
00:17:54Arabia, um, things were going fine, in
00:17:58fact Saudi did not want to take part
00:18:01in operation, any the
00:18:05operations, whether it was Ruff Rider or the current.
00:18:08operation
00:18:09on on Iran with with operation Epic
00:18:13Fury, so it stayed out
00:18:15of out of it, but it still got punished by
00:18:19Tahran and it still got punished by the isis,
00:18:22so the
00:18:24the there's a lesson I think that the that the Saudi kingdom learned is that the
00:18:27threat is just growing bigger from the
00:18:30His and that there needs to be a will
00:18:34to stop it, and and this push that we... saw
00:18:38in terms the counter offensive in Babel Mandab
00:18:41demonstrated that because they backed the the
00:18:45southern giant brigades forces and they were
00:18:48able to push the huti ground forces
00:18:52from the ground, but honestly the the the Huthi
00:18:56problem is just not gonna go away easily because
00:19:00the asymmetric nature of this warfare, I agree with you on the fact that
00:19:04the Huti probably is not going to go away as very quickly because is a problem that has
00:19:08been remaining in the area since very long time, it is only
00:19:12exacerbated very recently, especially against the kingdom of Saudi Arabia, and
00:19:16you talk about will, I think the will is very important, the will to stop it and
00:19:20the will from the other side, also the Huti side to look
00:19:23for negotiated solution, we have been talking to Fatma Abu
00:19:27Alasrar and we have been discussing the deadly attacks on of Saudi Arabia, what
00:19:31is the condemnation and what are the regional implications, we've been talking about you
00:19:35know the different uh issues pertaining to it, the attack on Raad
00:19:39and Abha airports, the killing of civilians and endjuring of pilgrims
00:19:42and what the hethies are trying to achieve and how they can
00:19:46justify it, and of course also uh the long range missiles and drones
00:19:50that the hoothies are retaining, what is the support that could help this of Saudi
00:19:53Arabia prevent such attacks in the future as well, and of course
00:19:57the dialogue that Iran has offered, will it lead to some kind of a tangible
00:20:01solution as far as the whole issue is concerned, that is what we discussing,
00:20:05wel continue to discuss with Fatima as well. I'd like to understand
00:20:08now, Pakistan, the R4 group and other international
00:20:12partners have condemned these strikes, there have been statements that have
00:20:15come, what concrete action should follow to hold the
00:20:19hoothies accountable and defend the kingdom of Saudi
00:20:21Arabia? um,
00:20:25so condemnations and public
00:20:28diplomacy is is fine, and I think that's a good
00:20:32message to show that there is there
00:20:35is enough concern about actions and the
00:20:39consequences that are happening, but also real
00:20:42enforcement means turning these diplomatic statements
00:20:46into some type of an operation.
00:20:50so the first thing that comes to mind is maritime
00:20:53interdiction, because Pakistan has an active naval
00:20:57posture in the Arabian sea, so that capability could
00:21:01translate favorably into shared maritime
00:21:05tracking and and boarding operations against any
00:21:09type of illicit Iranian daws supplying the emini
00:21:13coast, so um this smuggling activity
00:21:17is the one that's allowing the Hithis. to continue
00:21:20having this aggressive posture without it they would
00:21:24be somewhat isolated and then of course
00:21:28financial logistic disruption is also
00:21:31important and supporting yemeny
00:21:35government forces and i don't mean by ground forces
00:21:39but arial support is
00:21:42important continuing to also defend the
00:21:46kingdom because with thehi strategy is is
00:21:50to impose costs on multiple fronts, so not
00:21:54only are they attacking internally in Yemen, but they're
00:21:57also attacking the Saudi kingdom in
00:22:01order to get it bogged down in in
00:22:05its own conflict, as opposed to just
00:22:09protecting the Yemani government
00:22:12and Yemeni land as well from
00:22:15thehi encrouchment and and
00:22:18conquest so... all of that is important,
00:22:21surveillance is important and united states is continuing
00:22:25to also provide intelligence, but surveillance along
00:22:29the Indian ocean is is, is is is
00:22:33important as well because it directly impacts
00:22:36gulf operations and smuggling
00:22:39networks, so that they are tracked before they
00:22:43actually reached their intended
00:22:46destination. all right, last question, I'd like to... answer,
00:22:50but of course the question is important. Donald Trump says he is
00:22:54considering joining the defensive
00:22:57action that the kingdom of Saudi Arabia is doing against the hoothies. The United
00:23:01Kingdom has also even its interest in helping the kingdom of Saudi
00:23:05Arabia, how important will this help be for the kingdom if and
00:23:09when this happens? Also flights are suspended and of course the
00:23:13shipping is threattened through both the Babel Mandab, the state of hormos and the
00:23:17Sweez canal. How serious are the risks to? Saudi investment to
00:23:21global energy prices and to food supplies, your
00:23:23take. Okay, I'm gonna try to be
00:23:27short, but the the first thing is that if the United
00:23:31States intends to enter the war as well as
00:23:35as the United Kingdom and support for the Saudi kingdom
00:23:38any way, that is a strong
00:23:42deterrant for the Hies, they are really concerned of
00:23:46widening the war, they can do low.
00:23:50symmetry type of warfare, but it also sends a
00:23:53message that Saudi Arabia is
00:23:56willing to to is not going to be
00:24:00be bullied by their blackmail, by their
00:24:03terrorism blackmail, so it's sense that message
00:24:07and it it makes his recalculate their
00:24:11position, it makes Tehran recalculate its position until things
00:24:15calm down somehow, but it nothing nothing
00:24:18really... concerns the hoothies and Tehran as much as a
00:24:22coalition to act, because with a coalition there's
00:24:26coordination, there is increasing pressure um
00:24:29and and more focus on how thehis
00:24:33and Tehran are conducting their
00:24:36strategy, now with with regards
00:24:39to the economic hits
00:24:43and and investment shocks that Saudi
00:24:47Arabia could be subjected to, that's definitely the... game the
00:24:50huties, the huties have nothing to lose,
00:24:54so part of how they force
00:24:57themselves on the international arena and how they want to
00:25:01force negotiations with the saudis is through economic
00:25:05coersion, they've done the same play with
00:25:09Israel as well, right? but
00:25:12the the the thing is um,
00:25:15the this this strategy ultimately ends up
00:25:18disrupting, of course Saudity investments,
00:25:22but also has the damage is multifaceted, Fatima, the damage is
00:25:26multifted, as you said, it's on the economy, it's on
00:25:30all the investments that the kingdom of Saudi Arabia is doing, and it had lot of
00:25:33investments as part of its vision 2030 as well,
00:25:37and
00:25:37you know the whole effect of it is tremendous and let's hope
00:25:41that some kind of solution comes sooner than later, fatima abu alas, thank
00:25:45you very much to have joined us, it was a pleasure talking to you and I hope wel meet each
00:25:49other. virtually very soon. Thank you again. Ladies and
00:25:53gentlemen, as you have seen my discussion with Fatima Abu Al
00:25:57Asrar, we have talked about shipping threaten through Babel Mandab and hormos, we
00:26:01have talked the risks of... to Saudi investment, global energy prices
00:26:04and food supplies, we've talked about how the US and the United
00:26:08Kingdom are interested in joining forces with the kingdom of
00:26:12Saudi Arabia and whether that will help or not, well lot of
00:26:16different subtects to this conflict as well and let's hope you
00:26:20know something good comes out of it sooner than later and you know
00:26:23this conflict also comes to an end. Let's now take you to our next
00:26:27segment.
00:26:36Now moving to the west, developing countries are facing three shocks at
00:26:40once, rising energy prices, extreme weather linked to Elnino
00:26:44and higher borrowing costs. The United Nations Development Program wants that
00:26:48governments are running out of money to protect struggling families.
00:26:51As the world financial leaders meet in Bangkok, what urgent help can prevent
00:26:55millions from falling into powerty is what we will ask our guest tonight,
00:26:59Dr. Samuel Risk, resident representative. DP
00:27:02Pakistan sam, thank you very much to have joined us, it's a pleasure talking to
00:27:06you officially after very long time. Now UNDP's
00:27:10report, no time to recover once that energy costs, climate shocks
00:27:14and expensive borrowing are hitting together with conditions
00:27:18possibly worsening into spring. Why is this combination so dangerous
00:27:22in your point of view and where is Pakistan most exposed among all
00:27:25countries? Hello, thank you very
00:27:29much for inviting me back to PTV, happy to be with.
00:27:33you, so I think it's a very, it's a very important and timely
00:27:36question as as the annual meetings are in
00:27:39Bangkok, our administrator, everybody else in the development world, the
00:27:43world bank, the IMF are there and they're discussing this this very
00:27:47issue, now if you recall two or three years ago we were talking about
00:27:51a combination of crises that all hovered around the
00:27:54seas, cost of living, covid, conflict,
00:27:58and climate change, and I think this was where a lot the language
00:28:01around
00:28:02the pol crisis started to to come out now, as
00:28:06of this spring, there's quite a lot of disruption that is happening obviously
00:28:10because the war in the middle east, and I think the three reports that came out
00:28:13successively since then, the first
00:28:16one focused on human development impacts, the
00:28:20second was was on cushioning the global shock, and then this this third
00:28:24one I think raises the biggest alarm which you outlined, which is
00:28:28there is no time to recover, when when multiple...
00:28:32shocks happen at the same time in developing countries, it becomes pretty
00:28:36clear that this no time to recover is really quite difficult and
00:28:40it exposes some fundamental issues around global
00:28:44development and climate financing that are, i think important. now
00:28:48let's take Pakistan for second, if you look at the report, it
00:28:52talks about
00:28:54energy, it talks about
00:28:57climate change and it talks about the cost of
00:29:00borrowing, all these things are actually critical as we
00:29:04speak now for Pakistan, the Pakistan
00:29:08imports most of its oil, it comes with the middle east, 80 plus
00:29:12percent of that, immediate shock, it didn't take two
00:29:15or three months or four months for that to materialize
00:29:19and for it to have an impact on on common people here.
00:29:23fuel prices went up 25%, where do people get this
00:29:27money, they stop spending on other things, probably education,
00:29:31probably health. etc. and and wages are
00:29:35not going up, so you asked the question, maybe I'll come to that, who
00:29:39is the most vulnerable when this combination of shocks actually
00:29:42takes place? low income households, I think that's really
00:29:46quite critical, you add climate change and elninho, then you
00:29:50put all the agriculture sector, too much water, too little
00:29:54water any given year, you know, one or two weeks late
00:29:58in in either planting or harvesting becomes a
00:30:01problem. energy vulnerable
00:30:05communities and then public finance as well and that maybe is
00:30:09the is the third part and we can talk some more about that is okay
00:30:13so if all these things happen people are not resilient and the
00:30:16system itself cannot afford to absorb these crisis
00:30:20and now scrambles for money where does that come from if
00:30:24countries like Pakistan have to pay half almost half their
00:30:28federal budget towards de servicing that is true
00:30:32I mean that and so much more and of course the crisis that the world is in gulf in and the
00:30:36region as well is of course affecting countries such as Pakistan. Samuel,
00:30:40with oil that is above 100 US dollars a barrel, the
00:30:43UNDP estimates that a government support has
00:30:47prevented around 130 million additional people
00:30:51from falling into the poverty circle. as that money is
00:30:54running out and will run out very quickly, how can countries
00:30:58protect the struggling?
