00:03:20stronger than steel, and sweeter than honey.
00:03:24Long live Pakistan-China friendship!
00:03:28Long live Pakistan-China friendship!
00:03:37So, if you look at e-challan
00:03:39naturally, you have residential areas,
00:04:00work is underway on a large
00:04:28closing time is,
00:05:07we do washing in many areas
00:08:12anti-littering campaigns, and the use of modern machinery to keep Lahore clean.
00:08:16In recent days, the new CEO of LWMC,
00:08:20Shehryar Arif Khan, has been the center of attention. His field visits
00:08:23are motivating the workers. According to the vision of the Chief Minister of Punjab,
00:08:26the cleanliness of Lahore is definitely much better than in the past. Today, we will discuss these priorities, problems, challenges,
00:08:30and future plans with Mr. Shehryar Arif Khan. Assalamualaikum.
00:08:33Wa alaikum assalam. Mr. Sher, first of all,
00:08:36please tell us that Lahore is the largest city in Punjab in terms of population.
00:08:39If the population is high, then definitely there will be many challenges.
00:08:43So, how are these challenges being dealt with?
00:08:46Look, since waste generation is a continuous process,
00:08:52you have commercial areas, you have industrial
00:08:55areas, you have markets. In all places,
00:08:59the garbage or waste is generated 24/7.
00:09:03There is no break in it. So, the biggest challenge
00:09:06for Sutra Punjab is to keep Lahore clean
00:09:10and tidy, and for this, all our areas
00:09:13from where waste is lifted
00:09:16and contained, all this waste
00:09:19should be lifted and sent to its main point,
00:09:23the landfill site.
00:09:26So, this is a continuous process that we have to face
00:09:3024 hours a day, seven days a week.
00:09:34Well, we have seen that an anti-littering
00:09:38squad has been formed, and for the first time in history,
00:09:41it has been seen in Pakistan
00:09:44and even in Punjab that
00:09:47people are first encouraged to correct their behavior.
00:09:51So, one of our actions is community awareness,
00:09:55and the second action is that if
00:09:58people litter
00:10:02they will be fined. This fine starts from one thousand rupees
00:10:05and can go up to five hundred thousand rupees in some cases
00:10:09where it creates public health issues.
00:10:25Well, the basic purpose of this
00:10:29is not to scare people. Its purpose
00:10:32is to tell people that you
00:10:38at its designated place, and if
00:10:41you are not throwing it at its designated place,
00:10:45then you are creating problems for society
00:10:47in general. Due to these problems, this action has been taken against you.
00:10:51See, we had three steps. Our first step was community
00:10:55awareness. After that,
00:10:58our second step was that during the month of September,
00:11:02we did not challan anyone. That is, we generated e-challans
00:11:06and digital challans for people and told them
00:11:10that you have committed this offense, but we are not fining you.
00:11:14That is, the fine amount was zero. The basic purpose of these two activities
00:11:17was to work on people's awareness. Now, the third stage that we have started
00:11:20from this month of October, in this, if you are littering
00:11:23anywhere in commercial areas, then our anti-littering squad
00:11:27will go to you. They will collect your name and
00:11:30details and enter them into the digital system
00:11:34and write your offense there. After writing the offense,
00:11:38the digital system will generate your challan.
00:11:42So, this will be digital, in which there will be no manual intervention.
00:11:45If you have to pay this fine, its payment will be made digitally,
00:11:49not by giving cash to someone on the spot, and its backup record and every
00:11:53thing will be available to you, and this work will continue digitally in the background.
00:11:57Well, Mr. Shahryar, like
00:12:00you will know digitally that all those people
00:12:04who are polluting the environment and causing littering,
00:12:07those people will be warned, and along with that,
00:12:11they will be fined an e-challan. Well, what do you think
00:12:14that this challan can bring a change
00:12:18in the permanent behavior of people? After the challan,
00:12:22perhaps people can understand that they should not
00:13:25throw garbage. Look, if we
00:13:28only talk about challan, then it cannot bring change.
00:13:32If we have to look at this thing overall,
00:13:36then one element of it is community awareness,
00:13:39and along with that, when continuous awareness
00:13:43will be given to people that something is wrong,
00:13:47when you do something wrong, and your neighbor,
00:13:50your colleague in the office considers
00:13:54that thing bad socially, then at that time, a social
00:13:57norm arises that this is a bad thing.
00:14:02in its totality, then it definitely
00:14:06has its effect, provided that society
00:14:10as a whole considers this thing as bad. So, I definitely understand
00:14:14that when you look at e-challan in this whole picture
00:14:18in which you have to try to change behaviors
00:14:21with awareness, then this is a useful tool
00:14:25that the government is implementing. Well, in your recent tours,
00:14:29we have seen that you regularly monitor the attendance
00:14:32and performance of workers on a daily basis.
00:14:36So, please tell us
00:14:39after this, they go out
00:14:43in their beat, in their area.
00:14:47They work there, and then whatever their
00:14:53their eight-hour shift,
00:15:25after that, at closing time, their facial
00:15:30and waste collection is being done completely,
00:15:33and that area is clean and tidy. So, these are all SOPs
00:16:09from attendance to HR
00:16:12management, there are many principles that we adopt.
00:16:16Well, I recently saw your video that was going viral on the internet
00:16:20that you were visiting sitting behind a worker's bike.
00:16:23So, such visits or such active involvement,
00:16:27like you wake up early in the morning and make visits,
00:16:31how many workers do you think become alert?
00:16:35no area of ours should be deprived of waste
00:18:37collection. So, our target and what we are working on
00:18:41is that we are taking it from almost 90% to 100%.
00:18:45Well, there are some areas in Lahore that you also mentioned,
00:18:49where the challenges are more. So, what strategy
00:18:52is being adopted to reduce these challenges?
00:18:56Look, the problems are of multiple types.
00:18:59For example, there are some areas, like our Gwali
00:19:03colonies, where you find cow dung
00:19:07and such
00:19:55because whenever you dump this thing near your house,
00:19:58it causes various diseases, it causes
00:20:02public health issues, and all those problems and
00:20:06diseases come back to you. So, I think there is a dire
00:20:09need to change people's attitudes
00:20:15Well, we have often seen
00:20:18a picture or video or if videos are uploaded by you people
00:20:22on some pages, then Google locations are also
00:20:26visible along with them. So, please tell us about
00:20:31and balance it maintains. Look, its basic purpose
00:20:35is that now, for example, Lahore, whose population you see
00:20:39is larger than many countries, is a city
00:20:43with multiple areas. It has nine towns, you see,
00:20:46it has very posh localities and also
00:20:50very rural localities.
00:20:53There are slum areas,
00:20:57So, here, if a complaint comes,
00:21:00it is very important to track it. So, we use
00:21:04Google location to track it. The Google coordinates
00:21:07of the place from where we receive the complaint tell us
00:21:10which particular area it is. When our supervisors
00:21:14go there and clear that place, they send back the Google location,
00:21:18and we monitor it in real-time that our thing
00:21:21has been tackled. Well, if a complaint comes, Mr. Sher,
00:21:25what is the redressal procedure, and what is the target
00:21:28number of hours for that complaint to be solved?
00:21:32Our one big mechanism is that citizens complain to us
00:21:36through 1139, and we have set a deadline of 24
00:21:39hours. That means we go
00:21:43on the same day. In some cases, it obviously
00:21:47takes up to 24 hours, but basically, we give a deadline of 24
00:21:51hours to our teams, and its purpose is that you clear
00:21:54it immediately. That is, if it is not cleared
00:21:58after 24 hours, then we hold our team accountable,
00:22:02and action can also be taken against them for inefficiency
00:22:06under discipline that why you did not do this work. Normally, if you complain
00:22:09about anything anywhere, we remove it within
00:22:13the next two to three hours, and the immediate one,
00:22:17we remove it within the next half an hour. Well, through your helpline
00:22:211139, complaints are made
00:22:24by the public, but how is this helpline monitored,
00:22:28and when the complaint
00:22:31is solved, do users also contact
00:22:35you for verification, or is there any such mechanism
00:22:38through which they can tell that their complaint has been resolved?
00:22:42Yes, yes, we have this whole action plan in place. First, we have outsourced the listening of complaints
00:22:46to a third party. So, it will not be that our people
00:22:50are listening to complaints. The third party conveys
00:22:53these complaints to our people, to us.
00:22:57Our people address it. And after that, that third party
00:23:01calls the citizen back and asks them if they are satisfied or not.
00:23:04Even if the complaint is resolved and the citizen gives negative feedback
00:23:08after that, then that complaint remains open
00:23:12in our system. Until the citizen is satisfied,
00:23:15that complaint will remain open in our system.
00:23:19Well, you have talked about converting Lahore into phased
00:23:23zero-waste zones. So, please tell us
00:23:26what changes this will bring, and under what strategy
00:23:30this policy has been made. Look, the concept worldwide
00:23:33is to go for zero waste, that is, to clear
00:23:37100% of the waste and after that,
00:23:40to dump that 100% waste in places
00:23:43that do not cause environmental pollution. So, when we talk about zero waste,
00:23:47its basic purpose is that all the waste
00:23:50of Sutra Punjab should be collected.
00:23:54Whatever waste is in the entire city, it should be collected at the collection
00:23:58points, and from those collection points, it should go to the landfill
00:24:04reaches the landfill site, there is still a need
00:24:07to utilize it properly, and that waste
00:24:11becomes the cause of immense energy sources,
00:24:15and if it is used properly environmentally, then it plays its role in reducing environmental pollution.

00:25:22and what is the situation of machinery regarding washing, as you are talking about,
00:25:26is the available machinery sufficient for LWMC?
00:25:30Look, there is always room for improvement in machinery.
00:25:34At present, we have quite a lot. We have about 50
00:25:37mechanical sweepers. Similarly, we have
00:25:41about 30 to 35 mechanical washers.
00:25:44In addition to that, we are introducing new washers
00:25:48in our fleet. Since you see, it is smog season,
00:25:51so in smog season, as a smog strategy,
00:25:57so that dust and dirt are reduced in those areas,
00:26:01and we will gradually
00:27:02stop them from manual sweeping in the main areas
00:27:05which creates dust and dirt, and along with that,
00:27:09we start using anti-smog guns. In this,
00:27:13we use anti-smog guns in all those areas
00:27:16where we are given reports that these are all the areas of the city
00:27:20where the air quality index is in bad condition.
00:27:23Those reports are provided to you through EPA.
00:27:27Through EPA, our digital system is set up,
00:27:31and it is shared with us on a daily basis. We also come to know that tomorrow
00:27:34morning, the air quality index will be worse on Multan Road
00:27:38or when.
00:27:40And then accordingly, in the morning and evening,
00:27:46Now let's go for a break, and viewers, after the break, we will continue the program.
00:28:32Where there is more population, there will be more challenges regarding cleanliness.
00:28:36Shehryar Arif, CEO of LWMC, is with us. We are talking to him
00:28:40and learning about the challenges he faces in Lahore
00:28:44and how the new changes and new developments under Sutra Punjab
00:28:48regarding cleanliness are being implemented. Mr. Sher, as there is talk
00:28:51of a waste-to-energy project in Lahore's dumping ground,
00:28:55please tell us about this project and
00:28:59its benefits. Look, let me elaborate a bit on
00:29:32this. This is our waste-to-value initiative. Wherever our waste reserves
00:29:36are, which in Lahore is the Lakhodair,
00:29:40an area spread over 200 acres where all our waste
00:29:43is dumped, this waste
00:29:47is a very big energy resource, and we have multiple
00:29:50projects through which we are running
00:29:54projects to use this waste as an alternative
00:29:58valuable energy source. Along with this,
00:30:02recycling park project in Lahore.
00:30:06This park will have the capacity to process five thousand tons of waste daily.
00:30:10Please tell us about the effectiveness of this project.
00:30:14Look, our waste in Lahore generates approximately 5500
00:30:17to six thousand metric tons of waste per day.
00:30:21So, we want that when our waste
00:30:25reaches its designated place, then that waste
00:30:28should be recycled in a proper way.
