00:01:27After the imposition of emergency in Khyber Pakhtunkhwa, Governor Faisal... .
00:02:14The Governor has the authority to exercise the powers of the provincial government. Incidents of terrorism in Khyber
00:02:18Pakhtunkhwa had become commonplace. The PTI provincial government in Khyber Pakhtunkhwa
00:02:21is not serious about ending terrorism.

00:02:28conference.
00:02:33In negotiations with the opposition, the war against terrorism was discussed. Despite four
00:02:36changes in the draft, the opposition backed out of negotiations.
00:02:40Every effort was made to resolve matters through dialogue. The situation in 12 districts of Khyber Pakhtunkhwa
00:02:44is very bad. The contact between the Khyber Pakhtunkhwa government and
00:02:48the Taliban is not a secret. Peace and order will be ensured in Khyber Pakhtunkhwa at all costs.

00:03:27with the government and negotiated
00:03:43they are of the same sect as the Taliban,
00:04:01Pakistan has a bilateral and diplomatic agreement with Saudi Arabia. We
00:04:05strongly condemn the attacks on Saudi Arabia. We will not tolerate
00:04:08any aggression against Saudi Arabia. There is no justification for aggression
00:04:12against Saudi Arabia. The entire Muslim Ummah is united for the sanctity
00:04:16and protection of Harmain Sharifain. Prime Minister Shahbaz

00:07:15The Governor's rule imposed in KP is the government of Pakistan.
00:07:19The people of Khyber Pakhtunkhwa, fed up with the incompetent PTI government
00:07:23in Khyber Pakhtunkhwa, declared the emergency a day
00:07:26of salvation. Khyber Pakhtunkhwa had been under the control
00:07:30of a corrupt group for the past decade,
00:07:34which had reached its peak. They spent all the money received from the federation
00:07:38on sit-ins, which left the province far behind. We support the decision of the federation.
00:07:42.
00:09:54Bismillah-ir-Rahman-ir-Rahim. Hello viewers of News Night program, I am your
00:09:57host Najam Wali Khan. Viewers, today's special transmission from Pakistan
00:10:01Television is being broadcast especially regarding the situation
00:10:04in Khyber Pakhtunkhwa. This special news
00:10:08segment is presented to you with
00:10:11experts, specialists, and all those people who
00:10:15better understand the constitutional, legal, and political position.
00:10:19And the first thing we need to talk about
00:10:22is the decision that was made by the Federal Cabinet
00:10:26today. The Federal Cabinet requested Prime Minister Muhammad Shehbaz
00:10:30Sharif to send this
00:10:33advice to the President that it has become absolutely impossible
00:10:37for the government to function according to the constitution
00:10:41and law in Khyber Pakhtunkhwa
00:10:44because when it comes to terrorism,
00:10:48this charge sheet has already been leveled against the government
00:10:53Insaaf and its Chief Minister
00:10:59of terrorists. Even if you say it in the softest
00:11:02and simplest words, they were silent
00:11:06against terrorism, and when the security forces
00:11:10demanded to establish peace
00:11:13in Khyber Pakhtunkhwa, the impression of the rule
00:11:17of Fitna-tul-Khwarij
00:11:20that impression had to be eliminated. We need
00:11:24to control drugs
00:11:40Whenever they were talked to, they would respond with a non-cooperation
00:11:44attitude, which is now recorded in history.
00:11:47Today we also have to talk about Pakistan Tehreek-e-Insaf from the Muslim
00:11:51League N and Pakistan People's .
00:12:04When it is said that terrorism
00:12:05must be eliminated
00:12:09and peace must be given to the people
00:12:13of Khyber Pakhtunkhwa, and that security
00:12:17forces and even police forces are attacked there,
00:12:20and that force must be used to end them,
00:12:24they would obstruct it. They would not only obstruct
00:12:28but their administration would follow the provincial
00:12:31government's policy, because of which the objections
00:12:35of the security forces, you could say,
00:12:39the reservations and resentments were growing.
00:12:42The damage was increasing to such an extent that according
00:12:46to the statistics I have and which were also presented
00:12:49in the cabinet today, terrorism in Khyber
00:12:52Pakhtunkhwa increased by 195%
00:12:55from March 1, 2024 to September
00:12:5923, 2026. Our sons were dying
00:13:02there, our brothers were dying there,
00:13:06and the government there was planning
00:13:09to attack the federation. The Chief Minister,
00:13:13who should have joined the funerals of the martyrs,
00:13:16was instead preparing to attack the federation.
00:13:20This was a terrible constitutional, political,
00:13:24and you could say a terrible situation
00:13:28regarding the constitution that was faced there,
00:13:32but despite this, the federal government made every
00:13:35possible effort, held negotiations. Maulana Fazlur Rehman
00:13:39was tried to the last extent, that is, until
00:13:42today's cabinet meeting, an attempt was made
00:13:46to find a way out, but the government of Pakistan
00:13:49Tehreek-e-Insaf remained stubborn that it would not allow
00:13:53peace and order to be established in the province. It would maintain
00:13:57its rule, its political power, and its political
00:14:01grip with the cooperation of terrorists. And all those places where Jamiat
00:14:05Ulema-e-Islam is talked about, that is,
00:14:08despite this, if we talk about Awami National Party,
00:14:12if we talk about Pakistan People's Party, if we talk about Pakistan Muslim
00:14:16League N, no political party could carry out
00:14:20its activities there. Only Pakistan
00:14:23Tehreek-e-Insaf (PTI)'s rule, with the cooperation
00:14:27of the TTP, was maintained there.
00:14:30This was unacceptable to the state. We want peace,
00:14:33we want the end of drug
00:14:36production and its sale there.
00:14:39We want an end to smuggling there. We want
00:14:43peace, education, health, and infrastructure
00:14:47to be built there, but they were obstructing all of these. That is why
00:14:50big talks were being made, big claims were being made
00:14:54that if Governor's rule was imposed in Pakhtunkhwa,
00:14:58the example of Turkey would be forgotten, and what happened is that
00:15:01today in the entire Khyber Pakhtunkhwa, you can go to any
00:15:05city, videos are coming from everywhere, sweets are being distributed
00:15:09there, prayers of gratitude are being offered
00:15:12there, small and big, women, all the people
00:15:16are currently releasing their video messages
00:15:20in which thanks are being expressed that Governor's rule was imposed
00:15:23in Khyber Pakhtunkhwa. And an advisory council has been formed
00:15:27there, which consists of experts in their respective fields.
00:15:31What is this situation, especially what is the entire
00:15:34position there, what is the constitutional position, and
00:15:38what is the political position? We will talk about it with our panelists.
00:15:41First of all, Javed Farooqi, analyst, is present
00:15:45with me in the studios. Thank you very much, Javed Sahab, for your time.
00:15:49Hassan Khan Sahab is joining us from Khyber Pakhtunkhwa.
00:15:52I also thank him. He is also
00:15:56with us. Brigadier Retired Babar Alauddin Sahab is also joining us
00:16:00shortly. Similarly, we are trying
00:16:03and other experts as well.
00:16:08Let's talk. First of all, Javed Farooqi Sahab, I was just
00:16:11seeing that Pakistan Tehreek-e-Insaf had given a reaction and said
00:16:15that this Governor's rule or the imposition of emergency
00:16:19is unconstitutional. It is in the articles of the Constitution,
00:16:23Section 232, 234 of the Constitution.
00:16:26It has been implemented, and it is being called unconstitutional.
00:16:29Thank you very much, Najam Wali Sahab.
00:16:33Look, they, PTI, have to say it's unconstitutional because
00:16:37they consider every action of theirs to be in accordance
00:16:41with the constitution and law, and their opponents
00:16:44are all undemocratic and unconstitutional.
00:16:47They shouldn't even exist. In fact, the tragedy of PTI
00:16:51has been from the very beginning that they are self-obsessed
00:16:54and don't accept anyone other than themselves.
00:16:58That is why today they are isolated and alone,
00:17:02and today it has reached its peak
00:17:06that the only refuge they had,
00:17:10the government of KP, which you could say was their
00:17:13pride, and their base
00:17:17camp, today they lost it due to their own mistakes,
00:17:21and after that,
00:17:24I think you can well imagine its future.
00:17:27Secondly, look, the President
00:17:31of Pakistan has imposed this emergency.
00:17:34He has imposed Governor's rule. And these steps have been taken
00:17:38under Articles 232 and 234 of the Constitution.
00:17:41Within the state, the President
00:17:45of Pakistan is such a personality
00:17:47that he is the constitutional head of the state, and
00:17:51within the state, you always have to keep
00:17:54such a person and such a position
00:17:58and such an office that has the ultimate power,
00:18:01and that exists in Pakistan and in any state.
00:18:05So it is
00:18:09a constitutional office, he is the Supreme Commander.
00:18:12If we take this to the Pakistan People's Party, we saw statements
00:18:16emerging earlier that the Pakistan People's Party
00:18:20would not favor Governor's rule and would not go into it.
00:18:23But then, when they themselves sat in negotiations,
00:18:27they saw the attitude of Pakistan Tehreek-e-Insaf, how
00:18:30after 8-10 hours of negotiations, the draft itself was rejected.
00:18:34So I think the People's Party also understood that this
00:18:53won't be resolved with words. But here the situation
00:18:56reached such a point that the President and the People's Party
00:19:00also delivered their ultimatum.
00:19:05with the PTI, and they
00:19:15saw the views of Mr. Naveed Qamar and all the other leadership of the People's Party
00:19:19with their own eyes, and after
00:19:23talking to them, they saw that there was no flexibility
00:19:27and they were continuing on the same path, so ultimately they also reached
00:19:31the conclusion that this path should be taken. What I was talking about the President
00:19:35was that whether at home or anywhere, you have to give
00:19:39an office such a status
00:19:42that it ultimately makes a decision about the situation.
00:19:46So this office exists in any state. So the notification
00:19:50they issued, the wording
00:19:53of that notification begins with the administrative
00:19:57breakdown in the province. Now the word breakdown,
00:20:01Najam Wali Sahab, is extraordinary.
00:20:04This word is not used in normal circumstances. And
00:20:08an administrative breakdown in a province means that there is
00:20:12what they call anarchy, chaos,
00:20:16and there is no caretaker of that province.
00:20:19In this situation, the federation has no other
00:20:22option. Then the role of the federation comes here. At this time,
00:20:26the rules and regulations of the federation that are made
00:20:29are for such situations. And under this, the federation
00:20:33intervened. .
00:21:20No, there will be a revolution there, there will be a storm there, people
00:21:23are so attached to Pakistan Tehreek-e-Insaf
00:21:27that they won't tolerate it, and who knows what will happen. Hasan Sahab
00:21:31is with me. Hasan Sahab, what is the position of Khyber Pakhtunkhwa, what is the
00:21:34situation right now, and what about those who were saying
00:21:38that they would completely shut down the province? Where are
00:21:42the members of the Pakistan Tehreek-e-Insaf assembly, ministers, chief minister, where are they all?
00:21:46? Thank you very much, Najam.
00:21:50Look, we were expecting that the long march that started
00:21:53and was supposed to arrive from Mardan today,
00:21:57Swat Mardan and Swabi, it's a maximum of 25
00:22:01to 30 minutes distance or at most an hour
00:22:05or an hour and a half. So when this
00:22:08situation arose, we thought that this long
00:22:11march would intensify, but we saw that within
00:22:15an hour, the container was parked on the side of the road,
00:22:18and I talked to some people a little while ago,
00:22:22they say the driver has also left. Nowhere in Khyber Pakhtunkhwa,
00:22:25especially from Pakistan Tehreek-e-Insaf, there was a small
00:22:29protest in Swabi. People came
00:22:32out, but the local police managed them
00:22:36and arrested some people, and they dispersed.
00:22:40Similarly, in different groups, somewhere 20,
00:22:44somewhere 25, somewhere 50, wherever there are workers,
00:22:47and obviously the party
00:22:50has a base, apart from them, no one was seen
00:22:54because the basic reason is that the leadership
00:22:58has a big firebrand speaker too, maybe Khatak Sahab. I
00:23:01was watching his post on X,
00:23:04he says, "People of Peshawar, come out, and when
00:23:08your numbers increase, then I will also be among you."
00:23:12This means that similarly, Khyber,
00:23:15which is the ancestral area of Sohail
00:23:18Afridi Sahab. His idea was, and Afridi Sahab
00:23:22had taken this long march from the mountain when it
00:23:26came to the outskirts of Peshawar, to Khyber
00:23:29because it was his ancestral area, and he thought that he would gain
00:23:33strength from there, but even when he was
00:23:36passing through Peshawar, you people knew
00:23:40there were 150-200 people during the day
00:23:43because their movement was not during the day, it was at night. So today this
00:23:47was expected, and the local MNA
00:23:50Iqbal Afridi also said that we are leaving from here
00:23:54towards Peshawar, and so many people will go to Peshawar
00:23:58that Peshawar will be jammed. But they got lost somewhere on the way
00:24:02and were not seen. Similarly, their entire
00:24:05leadership, MNAs, MPAs, and
00:24:08ministers, it seems
00:24:12they are waiting for people to come out on their own.
00:24:15And when people come out and that situation arises
00:24:19that you are talking about, referring to Turkey, then
00:24:23we will appear there and take control of the situation.
00:24:26But as you know, because
00:24:29workers have to be mobilized and arrangements have to be made
00:24:33for them, we were expecting
00:24:37that maybe now there is an emergency
00:24:40in Khyber Pakhtunkhwa, so Pakistan Tehreek-e-Insaf, which has a considerable
00:24:44presence in Punjab as well, I think there would be
00:24:47around 100 of their provincial assembly members,
00:24:51etc. So we thought maybe there, there is no
00:24:54emergency there. So if they can't do it in Khyber Pakhtunkhwa, then
00:24:58it will be more in Punjab. But from there too, Hasan Sahab, Hasan
00:25:02, let me tell you something very interesting. We are talking about today,
00:25:05let me tell you about the final call
00:25:08on November 26. Its date was November 24, which was given.
00:25:12I will tell you about the final call of November 26, 2024.
00:25:15Their central secretary general Salman Akram Raja came out on the streets
00:25:19of Lahore on that day. In the video he released, he was alone in his
00:25:23car making the video. The central
00:25:26secretary general was sitting alone. So you can imagine
00:25:30what this situation would be. So this means
00:25:33that now the long march, they were saying that Islamabad
00:25:37is filled with containers. We will reach there. The long march is over.
00:25:41Now no,
00:25:43the long march, I think, as soon as they found out
00:25:47that they left the container
00:25:50and went away. From morning, they didn't come to the container.
00:25:54They were in the same house. They
00:25:58had camped there. And they thought that perhaps
00:26:01they would not be arrested from the same house.
00:26:04And the long march, what happened last night
00:26:08happened. Today morning there was nothing. We were expecting
00:26:12that they would go to Swabi and then they had also given a plan
00:26:16that on the 12th, people from Peshawar Division, Hazara Division,
00:26:20and Bannu Division would come, and on the 13th,
00:26:24people from D.I. Khan Division, Kohat Division, and Mardan
00:26:27Division would come. That was the plan given,
00:26:30but we haven't seen anything today.
00:27:32What kind of patience is there in world politics
00:27:36when you know that they support terrorists?
00:27:39They support them. They are in government because of their corruption. And
00:27:43when federal government ministers talk, when security establishment
00:27:47people talk, they have solid evidence. If you and I talk,
00:27:51it will be a different context. If it were any other
00:27:55country, all of them should be banned, all of them should be arrested
00:27:58in terrorism cases. This is anti-state.
00:28:06A province that is at war and has been at war
00:28:10for many years, in that province, as you mentioned in your introduction,
00:28:14innocent people are being martyred, security forces personnel are being martyred
00:28:18there, and how much has the increase been in drone attacks
00:28:21and IED attacks, and
00:28:25similarly, other terrorist incidents in that
00:28:29province. The Chief Minister of that province should be getting
00:28:32a temporary salary that he should always be presiding over security meetings somewhere,
00:28:36visiting somewhere, empowering his police,
00:28:40building the capacity of his CTD and police.
00:28:43And on the other hand, the Chief Minister of the same province
00:28:46has time for everything else. He is roaming in other provinces,
00:28:50sometimes in Peshawar, sometimes in Islamabad, but has no time for his
00:28:54own province. So, look, the state is a functional
00:28:57state. Pakistan is a nuclear power in the world, such a strong
00:29:01country. Alhamdulillah, Pakistan has a name in the world today.
00:29:04The world appreciates Pakistan in good words everywhere these days.
00:29:08Pakistan is everywhere. To create such a situation
00:29:12in such a country, threaten the federal government
00:29:15on a daily basis and use such
00:29:19language, now tell me, for the last ten days,
00:29:22in the streets, alleys, markets, cities,
00:29:26and roads of KP, they are giving speeches
00:29:29and inciting people against the army.
00:29:33This is a very dangerous trend. You are brainwashing the youth
00:29:36and giving them such speeches.
00:29:40Using such abusive and unethical
00:29:43language. This doesn't happen in any country
00:29:47in the world. This should have happened much earlier.
00:29:50People say it should have happened much earlier, considering how much time they were given.
00:29:54And let me tell you one thing, when their negotiations
00:29:58happened last week, Najam Sahab,
00:30:01in those negotiations, the Interior Minister briefed their negotiating
00:30:05team for an hour and a half that
00:30:08these are the conditions in KP and these are your failures.
00:30:12So they were told that if your Chief Minister was in the negotiating
00:30:16team, at least he would answer why the situation is like this.
00:30:20So the negotiating team said that the Chief Minister would come in tomorrow's
00:30:25but when the Chief Minister didn't come, they were asked to call one of their ministers.
00:30:29The point is that this is their seriousness.
00:30:33Brother, if you have so many issues, why didn't you become part of the negotiating
00:30:37team? Why don't you call a meeting of the Apex Committee in KP,
00:30:40which you should? Call a meeting of the Apex Committee there,
00:30:44and people will brief you. So it's a very serious
00:30:47situation, and even now, to say that the federal government
00:30:51did something wrong, acted unconstitutionally,
00:30:54it is completely constitutional. Safeguards and safety walls
00:30:58.
