00:02:18us, policymakers, law
00:02:21enforcement, officials, child rights,
00:02:24experts, representatives of civil
00:02:27society, it's and honor to
00:02:31welcome you all here today. I
00:02:34in am grateful to the Ministry of Human Rights, UN
00:02:37FBA and UNICEF for their partnership and
00:02:41support in organizing this very important event
00:02:44today. Today we have
00:02:48gathered around a question that concerns
00:02:52every parent, every policy maker and every
00:02:55society. How do we
00:02:58of ensure that the digital world our children are growing
00:03:02up is a world that also protects
00:03:05them rather than putting them into
00:03:08danger. the internet offers
00:03:12extraordinary opportunities for
00:03:14of learning, creativity and connection, but we cannot
00:03:18ignore the other side of this reality which
00:03:21involves cyber bullying, which involves online
00:03:25harassment, sexual exploitation, the harmful content
00:03:29which is a... libal and the misuse of children's personal data
00:03:34of as per UNFPA's report on technology
00:03:37facilitated gender based
00:03:39violence, it occurs when
00:03:43digital technologies are used to facilitate
00:03:47abuse, harassment, threats or
00:03:50exploitation disproportionately affecting
00:03:54women and girls, we must ensure
00:03:57of together that our online spaces are safe,
00:04:01accountable and respectful of every child's
00:04:05rights. the
00:04:08of disrupting harm in Pakistan study conducted by
00:04:12of UNICEF
00:04:13of presents deeply concerning findings
00:04:16also. approp, it says that
00:04:20approximately one in 16 internet using
00:04:23children aged 12 to 17 in
00:04:26Pakistan, experienced
00:04:28of technology facilitated. sexual exploitation or
00:04:32abuse in the preceeding
00:04:34year. These are not just
00:04:37statistics, behind every number is a
00:04:40child whose
00:04:42of safety, dignity and future was
00:04:46of compromised. As chairperson
00:04:49of the child protection and welfare bureau, I believe that
00:04:52protecting children requires both
00:04:56in intervention of and a commitment to preventing harm before it.
00:05:01and I always say accountability comes later,
00:05:05it's
00:05:05me more important that we work towards prevention.
00:05:09Every year, as Nadia mentioned, the bureau rescue. use and
00:05:13rehabilitates thousands of vulnerable children while providing them
00:05:17with education, care and opportunities to rebuild their lives
00:05:20and become empowered, self-reliant
00:05:23individuals. Over the years,
00:05:27I've worked to strengthen the child protection framework in
00:05:31Punjab, so now Alhamdulillah, we have a child protection
00:05:34system operating with the support of honorable chief minister
00:05:38Punjab, Mariam navas. Also, we played.
00:05:42very integral role in the approval the child
00:05:46marriage restraint bill with the help of honorable speaker Malik Ahmed who is
00:05:50present here. These
00:05:54efforts reflect a simple but a fundamental
00:05:57belief that we must not wait for children to
00:06:00suffer before we act. We must build systems
00:06:04that prevent harm, protect their rights and safeguard their
00:06:08futures. Recently, I moved
00:06:11resolution. in the Punjab Assembly calling for effective
00:06:15safeguards on social media access for children under
00:06:1816, including a parental consent and
00:06:22reliable age verification. I am proud that the Punjab
00:06:26assembly passed this resolution unanimously on 1st
00:06:30September 2026 with the support the
00:06:34speaker the Punjab Assembly Malik Ahmed Khan and
00:06:37all my fellow colleagues and
00:06:39parliamentarians.
00:06:44but let me be clear, resolution is just beginning,
00:06:48not the destination. We must now translate
00:06:52this commitment into practical, enforceable and
00:06:55coordinated action, and that is why we've invited all
00:06:59relevant stakeholders today at this important
00:07:02dialogue. His excellency, the Australian High
00:07:05Commissioner, is specially welcome, as we learn from
00:07:09international experiences and explore how effective
00:07:13safeguards can be adapted to Pakistan's
00:07:16own legal, social and digital
00:07:19realities. Australia has very effectively
00:07:23implemented this regulation on social
00:07:26media for children in Australia, so it's a great
00:07:30opportunity for us to learn from their
00:07:33experience. Our intended outcome
00:07:37today from this dialogue would be the Islamabad
00:07:40recommendations. a political road
00:07:44map, bringing together proposals on
00:07:47legislation, age assurance, safer
00:07:50platforms, reporting and response, data
00:07:54protection, and very importantly, the federal
00:07:58provincial coordination, and only then can we move forward in
00:08:02the right direction. I would like to now conclude with
00:08:06one simple thought: children should not have to choose
00:08:10between participating in the... digital world
00:08:14and also being safe in it. It should not be an option for
00:08:18them. Let us work together to ensure that the
00:08:21digital future of Pakistan's children is not only
00:08:25connected, but it's also protected. Thank you
00:08:29all for joining me here today. Pakistan,
00:08:31Zindabad.
00:08:36Glad to have Australia's high commissioner to Pakistan with us. Please welcome
00:08:40his excellency Timathi Kane. Thank you, assalam
00:08:43alaikum, thank you very much for
00:08:47this invitation to be with you today, uh, the history
00:08:51of it really stemmed from my, from madam
00:08:55chairperson's uh visit to Australia to attend
00:08:59a conference on child protection, child
00:09:02welfare, and to go to Australia, as most folks
00:09:06know, you need a visa, and of course we were
00:09:09delighted to help facilitate that visa. and
00:09:13afterwards I had the pleasure of meeting madam
00:09:16chairperson uh to say hello to introduce
00:09:19ourselves and she invited me to come and have
00:09:23look at one the centers the child
00:09:26protection and welfare Bureau of
00:09:28Punjab and the only way we could
00:09:32make it work was to go and see the center in
00:09:35fiselabad and I have to
00:09:39tell you it was one the most impressive.
00:09:42things i have done in your country and i have
00:09:46been here year,
00:09:50madame chairperson, i
00:09:53think is also one the most dynamic and
00:09:56impressive pakistanis that i have met in this
00:10:00country. i encourage all of you,
00:10:04if you haven't to go and have look at one the
00:10:07centers. the immediate thing that
00:10:11strikes you. is despite the trauma that these
00:10:15children have so often experienced, they
00:10:19are happy, they are healthy, they are
00:10:23well cared for and you can see it in the
00:10:26relationship they have with their teachers and their
00:10:29carers, they are confident, and
00:10:33I can tell you I have not seen that anywhere
00:10:37else in the world, and I've been
00:10:39around, so madam
00:10:41chairperson, you do
00:10:45an outstanding job, and I'm quite
00:10:48confident that this would not have happened
00:10:52without you. Shukriya.
00:10:58so with that, thank you very much again for
00:11:02the invitation, honorable speaker for the Punjab Assembly, Mr.
00:11:06Malik Muhammad Ahmed Khan, whom I've also had the pleasure
00:11:10of meeting in Lahore. It's
00:11:14a great honor for me to join you
00:11:17today. Ministers excellencies, ladies
00:11:21and gentlemen, protecting children.
00:11:26online is a challenge, no country can address
00:11:29alone, so I'm therefore
00:11:32pleased to share Australia's
00:11:35experience as we work to make digital
00:11:39spaces safer for all
00:11:42children. The need to protect
00:11:45children has changed our digital
00:11:48culture and put the owners on social
00:11:52media platforms to ensure... online
00:11:55spaces are safer for
00:11:58children. Australia is
00:12:02and always has been, committed to the
00:12:06protection of children and children's
00:12:09rights. As our technological
00:12:12landscape rapidly evolves, protecting
00:12:15children online is more important than
00:12:19ever. As you are all aware, the
00:12:23challenges we face. are clear:
00:12:27research shows that social media can expose
00:12:31young users to pressure and
00:12:34risks, such as endless content
00:12:37feeds, new AI driven
00:12:41engagement and algorithms
00:12:45that amplify harmful or manipulative
00:12:48content. over time these
00:12:52features can lead to problematic use.
00:12:56social isolation, addiction and
00:12:59poor mental and physical health. in
00:13:03response, australia is leading the world in digital
00:13:07safety approaches, starting with the implementation
00:13:11of social media age restrictions in December
00:13:142025, to prevent online
00:13:17harm to children under 16 years of
00:13:21age. the aim the social media.
00:13:56This legislation is not a ban, it
00:14:00is delay to having a social media
00:14:03account to young people more
00:14:07time to develop as well as build their digital
00:14:11literacy, critical thinking skills and
00:14:15greater resilience to online
00:14:17harm. Under the changes,
00:14:21age restricted social media platforms must take...
00:14:25reasonable steps to prevent Australians under
00:14:2916 years of age from creating or
00:14:32keeping an account on their
00:14:35platforms. The duty of care
00:14:38falls on tech companies, not on
00:14:42individuals and goes beyond social media
00:14:45to ensure children are protected from
00:14:49harmful content and features, including on
00:14:53chatbots and gaming. platforms, apps
00:14:56and messaging platforms. these
00:15:00measures are not about banning children from online
00:15:03spaces. they are about
00:15:05upholding
00:15:08approach to the best interests the
00:15:12child. the ownus, as i say,
00:15:16is on the social media platform to uphold and
00:15:19respect these rights.
00:15:23importantly,
00:15:24there are.
00:15:24penalties placed on children
00:15:28or parents, only the social
00:15:31media platforms who fail
00:15:34implement restrictions.
00:15:38There are plenty of lessons to learn from
00:15:40the development of Australia's framework, including the
00:15:44publication of transparent guidelines, an
00:15:48open commitment to upholding child rights
00:15:51and broad consultation with relevant
00:15:54stakeholders, including children
00:15:58themselves. Australia's
00:16:01national online safety regulator, the
00:16:04e-safety commission,
00:17:07and the UNCRC General Comment number
00:17:1125 on children's rights in the digital
00:17:15environment. It is vitally important that
00:17:19legislation aimed at protecting children in
00:17:23digital spaces appropriately considers the
00:17:26impact on child's rights and
00:17:30freedom of expression. Additionally,
00:17:34the e-safety commission consulted a wid
00:17:37range of children under 16,
00:17:41during and after the legislation was
00:17:44passed, to hear directly how they
00:17:48had been impacted and to provide
00:17:51guidance. the commission met with over
00:17:54345 individuals and
00:17:57160 different civil society and other
00:18:01stakeholder organisations.
00:18:04it is important to restate. that the social
00:18:08media minimum age cannot operate a
00:18:12vacuum, it must be accompanied
00:18:16by a broader rights-based online
00:18:20safety framework in order to be truly
00:18:23effective in protecting children from digital
00:18:27harm. the discussion before you
00:18:30today is complex, but it is also
00:18:34extremely important.
00:19:08and children themselves are part the
00:19:11process, children deserve a
00:19:15future which balances their right to
00:19:18learn and connect with their right to be
00:19:22safe from online. i wish you
00:19:25well in your important work
00:19:29and for this honor today. thank you very
00:19:32much.
00:19:38I would like to welcome our one of our chief
00:19:42guest mohammed khan saab speaker the Punjab
00:19:46assembly. Thank you
00:19:47sir.
00:19:52Bismillahirrahmanirrahim,
00:19:56his excellency, the high commissioner for
00:19:59Australia, Timothy Kain, Mr.
00:20:03Abdul Khalik Sheikh, secretary human rights.
00:20:37available
00:20:40and then she sent a
00:20:43letter in which she gave the
00:20:47details that what she actually plans to do.
00:20:51At first, I never had a glimpse of what this conference
00:20:54would be, and that letter actually entailed the whole
00:20:58story that she is moving towards that
00:21:02direction which have been seriously thinking from ages
00:21:05now, and things are happening so fast that we are not
00:21:08even matching the pace that how to
00:21:12tackle this problem,
00:21:13it is happening at such rapid
00:21:16force and the... idea
00:21:20which struck me was that the resolution
00:21:24when Sarah brought it in the assembly, we were
00:21:28you know as very divided house, the political situation in the country you all
00:21:31know, there's nothing to hide about, it's the
00:21:35cleavage is so deepen that we don't agree, we don't even agree to
00:21:39disagree, so we don't even talk, it's a situation which
00:21:42is not very good, we are very concerned with
00:21:46it, but somehow this thing..."
00:21:50When Sara brought this resolution in the Punjab assembly,
00:21:54every single member voted for it and it was a
00:21:57unanimous document that resolution which we passed, we send it to the
00:22:01federal government and we all
00:22:05knew that what we are talking, we have
00:22:09some experience at our hands i a parent for three
00:22:12teenagers, I experienced
00:22:15that, I see it around, I see it from
00:22:21my constituency which is very rural part in very broken
00:22:24school which has no roof, i see boys and
00:22:28girls using these apps, those were not
00:22:32even rightly literate to do that, i come to
00:22:36very posh areas and i see it there it is happening the same
00:22:40way on the same pace and i just
00:22:43had a chance to go through a
00:22:46book nexus by the name of nexus by you will noah.
00:22:51and very interesting thesis in that, it was
00:22:55telling the story that we as human beings are in habit
00:22:59of creating such things which
00:23:03could be destructive for the human race. now this
00:23:07destruction could be seen and visualized at
00:23:09every single
00:23:12step. it is about children.
00:23:16we have just heard what his excellency.
00:23:21the australian high commissioner said and the rational
00:23:24behind Mr. Harry's theory was that
00:23:28historically we have been in habit of creating
00:23:31such in in Greek mythology we had certain gods
00:23:35for happiness and for wars in later times we
00:23:39made some avatars and we just kept on looking towards
00:23:43them and in recent times he gave the Narzi Germany's example
00:23:46that how this machinery can take away the human. and millions
00:23:50of people being instincted in in matter of days,
00:23:54that's that's the story which he told, and I was
00:23:58literally taken aback when I saw the news coming
00:24:02from United States that one the
00:24:05artificial scientist give an
00:24:09idea that this has ability to destroy the human
00:24:12race its own, so we need to
00:24:16sit and look into the problem more seriously.
00:24:20the governments needs to sit, the ia companies and the
00:24:24companies, those who are creating these platforms, they need to
00:24:27sit, is the regulation alone or few
00:24:31boundary lines to be created, and very good example was
00:24:34recently given an article again written
00:24:38by an American Dr. Kane,
00:24:42it was for this example being
00:24:46codified for one the US jurisdiction case.
00:24:50the hustler magazine case and this ingress
00:24:54of what we find it digitally wasn't
00:24:57that there on the paper first, so this is this was an interesting article
00:25:01which had to go through and i found one rational
00:25:05in that and that
00:25:09was
00:25:09that certain limitations provided as the australian
00:25:13jurisdiction has recently done, what UK has
00:25:17done
00:25:17is a step forward, it may not
00:25:19be the... solution to the total problem, but it is a step
00:25:23forward, we in Pakistan have even greater
00:25:27challenge, the countries which
00:25:31have passed these laws for regulating and controlling is
00:25:34UK, is Australia, is Spain, I believe,
00:25:38they have done it, their literacy
00:25:41rate is about 100%
00:25:45or any case, if there could be, unless I am not aware of that, but it is
00:25:49100%. literacy rate, so the people and the
00:25:52recipients of those regulations are actually aware
00:25:56of what they are being regulated for, and the challenge we
00:26:00have in Pakistan is humongous. It is
00:26:04probably inconceivable and interiority the
00:26:07matter tells us very clearly that this thing
00:26:11is a challenge not just for us, it is a
00:26:15challenge globally, it this thing has no
00:26:19limits, no boundaries, so learning from each other's
00:26:22experiences
00:26:23and
00:26:27moving forward in this regard in which I
00:26:30would be looking. for those people, those who would
00:26:34be giving some input that those
00:26:38AI scientists which created these
00:26:41machines would be giving
00:26:44some algorithm in it in which it
00:26:48can interrupted it itself, if it has the
00:26:51capacity, it's no rocket science, if it could be
00:26:55created, it could be stopped by the same
00:26:58technology, so ladies and gentlemen
00:27:01and sara specific basically, I thank you
00:27:04for taking this batton and leading the flag very high. You have
00:27:08been an advocate for the child protection,
00:27:12I've seen it, as his excellency, the worthy ambassador just
00:27:16spoke, as Nadi has been speaking for it. I've been to your
00:27:20institutions couple of times and I always
00:27:23see that happiness in those children's
00:27:27faces is something to value for. Thank you very much.
00:27:30Thanks.
