00:07:37for legal extraction, and our

00:09:12from the Islamic Republic of Iran, recently arrived
00:09:15in Kabul to participate
00:09:18in the exhibition of Imam Abu Hanifa (may God have mercy on him).
00:09:22The delegation
00:09:25included Mr.
00:09:28آقای
00:09:30Ali Abbas Abadi, Abbas Ali Abadi, sorry,
00:09:34Abbas Ali Abadi, who is the Minister
00:09:36of Energy of the Islamic Republic of Iran.
00:09:40Approximately more than 10 members
00:09:43of the parliament or the Islamic Council
00:09:47of Iran, who are included in this delegation,
00:09:50about 500 people, up to 500 people
00:09:54from different companies from Iran
00:09:57had come and participated in this exhibition.
00:10:00All these 500
00:10:04companies are investors, Iranian traders,
00:10:07Iranian economic activists
00:10:10who, as I mentioned earlier, were the Minister of Energy
00:10:14of the Islamic Republic.
00:10:17With the target that, or
00:10:21the goal that, the Ambassador
00:10:25of the Islamic Republic, Dr. Beygdeli, announced,
00:10:28that we plan to increase
00:10:32trade between the two brotherly and friendly countries
00:10:35to 10 billion dollars.
00:10:38And reaching this volume,
00:10:41which the Ambassador of the Islamic Republic announced in
00:10:44his speech, shows that such
00:10:48contracts were signed between the private sector and economic activists
00:10:52of the two neighboring countries.
00:10:56In the meeting on the first day,
00:10:59with Afghan and Iranian officials who attended,
00:11:03and in the B2B meeting between the Afghan private
00:11:07sector and the private sector of the Islamic Republic,
00:11:10approximately 500 million dollars
00:11:13worth of various contracts in different
00:11:16fields were signed. Long-term,
00:11:18continuous, and strategic cooperation
00:11:22between the two countries was taking
00:11:26shape and is still taking shape, and this
00:11:29relationship is expanding
00:11:32greatly.
00:11:38What are the economic opportunities
00:11:40for Afghanistan? Extraordinary,
00:11:44unprecedented, in the contemporary economic history
00:11:47of Afghanistan, when we take a brief look
00:11:50at the situation, especially the American
00:11:53situation. And to spite the American
00:11:57servants in the region who for 20 years in this country
00:12:01had caused such an uproar that it seemed as if
00:12:05Afghanistan was on the path of the world, American
00:12:08democracy. Everything shows
00:12:11that today, today when I review it, it shows
00:12:15that 20 years in this country were truly wasted. Truly,
00:12:19it was wasted. We did not witness it in 20 years
00:12:22with America's presence, while we
00:12:34should define a geography in one of the plains
00:12:37of South America and say this is Afghanistan. Well, our neighbors won't move
00:12:41from next to us. Therefore, I think
00:12:44that in 20 years we were very negligent, and the Americans
00:12:48also did not want Afghanistan's strategic relations
00:12:52with its neighbors to be established
00:12:55on a fundamental basis, so to speak.
00:12:58One of Mr. Zanganeh's statements, Mohsen Zanganeh,
00:13:02Chairman of the Production Committee
00:13:06of the Parliament or Islamic Council of the Islamic Republic of Iran, said that in
00:13:09Herat - of course, his speech was in Herat - he said
00:13:13that we are ready to pipe crude oil
00:13:17to Herat, and you in
00:13:19Herat should build a refinery,
00:13:23establish a refinery. Refine
00:13:26our crude oil into gasoline
00:13:30and diesel, and we will buy it back
00:13:33from Afghanistan. We will pay for it. We will give you crude
00:13:37oil through pipelines. You establish a refinery
00:13:40in Herat, refine it, and our biggest
00:13:44market is the Islamic Republic of Iran. We will buy it from you.
00:13:48This kind of interaction between the two countries in the region
00:13:52, culturally, civilizationally,
00:13:55linguistically, religiously, geopolitically,
00:13:58geographically, politically, religiously, and all
00:14:02the factors that I presented to you,
00:14:05lead us to the conclusion that such a political
00:14:09situation should exist between the two countries, and such economic
00:14:12interaction should take shape. Mr. Bashiri,
00:14:16the situation with Pakistan.
00:14:20سره
00:14:24in the conditions.
00:14:44If, after the cessation of our access
00:14:47to Karachi port,
00:14:50and after the limitation of Afghanistan's trade by ship
00:14:54and sea trade, if the Islamic
00:14:57Republic of Iran was not with us, and if we
00:15:00did not have sufficient access to Bandar Abbas,
00:15:03then in general, Afghanistan
00:15:06would lose its maritime trade. Today,
00:15:10you would be witnessing a significant increase
00:15:13in prices, especially for basic necessities
00:15:16and routine consumer goods. This is maritime
00:15:19trade, and this
00:15:23access and maritime trade allow countries
00:15:27to maintain prices at an ideal level
00:15:30and in a way that matches the purchasing power
00:15:34of their people. If , God forbid,
00:15:38we completely lose our maritime
00:15:42trade, meaning our access from Bandar Abbas is also stopped,
00:15:45and our access from Chabahar port is also stopped
00:15:49(where the Islamic Republic recently pledged 110
00:15:53hectares of land to Afghanistan in Chabahar),
00:15:56if this access is stopped, and Afghanistan
00:16:00is limited to land trade through Central Asia
00:16:03and trade via rail, you will only
00:16:07witness changes in prices in the market, because Afghanistan
00:16:11is a highly consumer-oriented and importing country,
00:16:14and in consumer-oriented and importing countries,
00:16:18transport and transit play the most crucial role
00:16:22in determining prices. That is, the higher
00:16:25the transport cost, the greater its impact
00:16:28on the consumer prices of goods
00:16:31in the market, and you can feel
00:16:34that. Therefore, Afghanistan's access
00:16:38was never so easy
00:16:41and convenient at Karachi
00:16:44port. In the past 20 years,
00:16:48when we did not have
00:16:52extensive economic relations with the Islamic
00:16:55Republic of Iran, the previous governments did not have
00:16:58access to Karachi port, meaning Afghanistan's
00:17:01maritime trade was conducted through Karachi port,
00:17:05which was almost a bottleneck for the economy.
00:18:25with Iran. Fortunately, in the past few weeks,
00:18:29yes, we are on the verge of holding
00:18:32the international Imam Abu Hanifa exhibition.
00:18:35Before that, the meeting
00:18:49on trade, economy, and transit with Iran.
00:18:52As you know, Iran is one of the powerful
00:18:56regional countries, and it is one of the countries
00:18:59that has the longest border lines and common
00:19:03borders with Afghanistan. The more Afghanistan can develop
00:19:06economic and foreign relations.
00:19:25Yes, but previously, Afghanistan's
00:19:27markets were mostly dependent on Pakistan's
00:19:31markets, as Mr. Bashiri said, and we often
00:19:35suffered from this, and Pakistan took advantage
00:19:38of the necessity of the Afghan people and Afghanistan's domestic
00:19:41markets. But today, the Afghan government is determined
00:19:45to diversify markets and find different
00:19:49markets for Afghanistan's domestic markets. This is commendable
00:19:52and worthy of support, but it is not
00:19:56enough. Here, we should focus our discussion on
00:19:59how these memoranda of understanding (MoUs) that are signed,
00:20:02approximately 28 MoUs worth over 450 million dollars,
00:20:06have been signed. How can these MoUs maintain
00:20:10Afghanistan's position? We can discuss this from three
00:20:14perspectives. First, Afghanistan as an
00:20:17importing country, meaning Afghanistan is a consumer market.
00:20:20Second, Afghanistan is an exporting country,
00:20:23and third, joint investments.
00:20:27Let's see which axis the MoUs focused
00:20:30on. Are we only a consumer country for Iran?
00:20:34Are we a consumer market? Is production happening in Iran?
00:20:38And is the volume of exchanges and the volume of trade
00:20:41between Afghanistan and Iran such that Iran produces and imports
00:20:44into Afghanistan, and Afghanistan only consumes? If this
00:20:48is the case, it is correct.
00:20:55The possibility of producing it, the possibility of being responsible for it, does not exist in Afghanistan or we welcome it less. For example, we can import machinery
00:20:59into Afghanistan, correct?
00:21:02We can bring technology into
00:21:06Afghanistan. We can use Iranian human capital
00:21:09and bring them into Afghanistan so that they can
00:21:12train specialized personnel in Afghanistan
00:21:15and serve the Afghan market.
00:21:19Secondly, if we can utilize existing capacities
00:21:22in Afghanistan, we should focus
00:21:26more on productive capacities in Afghanistan. We should make
00:21:29Afghanistan's companies and factories more self-sufficient.
00:21:33As Mr. Bashiri said, we should bring raw materials
00:21:37to Afghanistan. Refineries should be established here,
00:21:41processing companies should be established here. We should standardize
00:21:44and professionalize our packaging and then use
00:21:47that capacity and those investments.
00:22:25If these investments take place in Afghanistan
00:22:28and truly lead Afghanistan towards self-sufficiency,
00:22:32production, and industrialization, because Iran is an industrial
00:22:36and producing country, if we copy
00:22:40Iranian technology and bring it to Afghanistan,
00:22:43and can make Afghanistan's domestic markets self-sufficient,
00:22:47this would be commendable and in the long
00:22:51run, it would contribute to Afghanistan's economic development and prosperity. The third issue is joint investments
00:22:55between the Afghan and Iranian governments.
00:22:59We can make the situation more conducive
00:23:02for Iranian investors. Today, Iranian investors,
00:23:05even the Minister of Energy of Iran, are in Afghanistan.
00:23:09How much can we showcase our capabilities to
00:23:13them? The purpose of organizing
00:23:16exhibitions is to showcase
00:23:20the production capacities of each country. When Iranians come
00:23:24to Afghanistan, we should show them our capacities
00:23:27and say, "Brother, we have this much production
00:23:30capacity, this much capacity to establish large factories
00:23:34in Afghanistan." The Afghan government should provide industrial parks
00:23:37to them, ensure their security, regulate their money transfer
00:23:41system, and banking system, establish refineries here,
00:23:45establish processing centers and services in Afghanistan,
00:23:48and provide them with more legal guarantees
00:23:52so that they can invest in Afghanistan with peace of mind.
00:23:56If the Afghan government provides this
00:23:59package to Iranian investors and they work on these
00:24:02considerations so that we can make our markets
00:24:06self-sufficient, then this can be to our benefit.
00:24:09Also, the major ports in Iran, such as Bandar Abbas
00:24:13and Chabahar port, are two ports
00:24:16that truly connect Afghanistan to South Asia,
00:24:20South Asian countries. If we export our products,
00:24:23our agricultural products - look, Afghanistan has
00:24:27an absolute advantage in several things economically.
00:24:31We have the best saffron in the world. We have the best carpets.
00:24:34We have the best fruits. We have the best vegetables. If
00:24:38in season, these fruits, these agricultural products of Afghanistan
00:24:41are exported through Bandar Abbas, through Chabahar port, to Arab countries
00:24:45like Iraq, like Dubai, like Kuwait,
00:24:48this will be to Afghanistan's benefit.
00:25:54oil that happens in the world, the political challenges that Iran faces,
00:25:57that imbalance of prices
00:26:01in the markets.
00:26:08use Iran's investments in Afghanistan,
00:26:11and make Afghanistan self-sufficient
00:26:14in terms of electricity within the country, because
00:26:18we have the potential for hydropower,
00:26:21solar power, and wind power.
00:26:24If we make their investments jointly within
00:26:27Afghanistan, we can supply our
00:26:31own electricity from Afghan soil and the potential
00:26:35human resources here, and provide it to industrialists,
00:26:38companies, and factories. This can be beneficial
00:26:41to the Afghan government in terms of cost,
00:26:45consumption, quantity, and price,
00:26:49and it will be of higher quality and more stable.
00:26:52Thank you, Mr. Farzad, the development
00:26:55for Afghanistan's economic
