00:01:57Hello, this is the Fifth Studio program, my name is Yuri Bogdanov, today we will talk about
00:02:00the university admission campaign, our guest is the Minister of Science and Higher Education, Valery Falkov,
00:02:04Valery Nikolaevich, hello, good day, the admission campaign is
00:02:07in full swing, the first stage priority enrollment, as I understand it,
00:02:11ended on August 3rd, how can
00:02:13you comment on this stage? Well, 117,000
00:02:17people have already been admitted to Russian universities in
00:02:20accordance with the admission rules, these are as
00:02:23a rule our three main
00:02:26quotas, this is a separate quota, a special quota and...
00:02:30a targeted quota, and these
00:02:33categories of applicants are enrolled in a priority order, as
00:02:36for a separate quota, we are talking about participants of the special military operation, about children
00:02:40of participants of the special military operation, so this year we allocated
00:02:4256,684 places,
00:02:4541,811 people have already been enrolled
00:02:48at the moment, that is, the quota is filled a little more than
00:02:5273%. At the same time, we see that the enrollment process
00:02:55for the targeted quota is better, the targeted quota is when...
00:03:30That is, these will simply be state-funded places, well, I would put it this way, how it looks in
00:03:34practice, it means that a whole range of applicants will have
00:03:37an additional opportunity to get a state-funded place, because in accordance with
00:03:41the current admission rules, all places that are not
00:03:44occupied by the targeted quota are transferred to the main competition, well, and
00:03:47accordingly, the number of state-funded places to which applicants are admitted, and tomorrow
00:03:51orders will be issued, it will be more by
00:03:546200 places. There are many questions about priority enrollment, please tell me, are there any
00:03:58adjustments planned in this regard?
00:04:01Yes, of course, we always very carefully analyze the results of the admission campaign
00:04:05every year, each admission campaign in its own way
00:04:08has its own peculiarities, so to speak, it is unique in its own way,
00:04:12various proposals are already being voiced today, we analyze all this, we look, and
00:04:16following the results of admission in September, we traditionally
00:04:19hold a big discussion with students,
00:04:22applicants, with the professional community,
00:04:25parents, and somewhere no later than November 1st,
00:04:29our order on the admission rules for the next academic year will be published,
00:04:33of course, we will take into account all the peculiarities of this
00:04:37year, and rectors participate in this discussion, of course, they
00:04:40play one of the key roles. Tomorrow, you said, is the main
00:04:43stage of enrollment, what to prepare for, what to expect? Well,
00:04:46tomorrow, firstly, this year we
00:04:50have a novelty, this year there are so-called days of silence, that is,
00:04:53today, when it is no longer possible to change an application, today orders
00:04:57are being prepared, and I would like to note
00:05:12regarding paid admission, but I would like to say that
00:05:16this does not in any way apply to universities
00:05:20that provide quality education, because generally this whole measure with
00:05:23regulating paid admission is aimed at combating
00:05:26low-quality higher education, of which there is still
00:05:30quite a lot. In this regard, we have identified 40
00:05:33specialties, directions, taking into account market trends, employer
00:05:37requests, taking into account our
00:05:40discussion with employer associations,
00:05:43in a number of universities, as a rule, these are non-core
00:05:46universities in relation to certain specialties, I have repeatedly
00:05:50named them, these are management, and economics, and
00:05:53law, and so on down the list, we
00:05:56set a ceiling for paid admission, and in many such universities where there was
00:05:59not proper quality, they simply did not allow
00:06:03admission to paid places, so the number of state-funded places is
00:06:07quite large, but taking into
00:06:11account priority enrollment, additional state-funded places
00:06:14will appear, we are now waiting for the orders
00:06:17themselves, the admission campaign is always a difficult matter,
00:06:20therefore, even after enrollment, of course, there are still
00:06:23master's and postgraduate studies, and admission to paid
00:06:27places, so all this will be completed only by the end of the year.
00:06:31What will be the trend with paid places?
00:06:34We will again consider paid places taking into account this year's
00:06:37admission
00:06:40and make a decision taking into account the opinion of employers. of labor, but all
00:06:43this will be determined in September-October, and
00:06:46we also want to look at the effect following the results of this admission
00:06:49campaign. What popular specialties and directions would
00:06:53you highlight in this admission campaign?
00:06:55Overall, it should be noted that the trend
00:06:59of interest of applicants is long-term, we have been
00:07:02observing it for 3-4
00:07:05years to engineering specialties, specialties in the field
00:07:08of information technology, although they have been leading for more than 10 years.
00:07:12In recent years, engineering specialties have again come to the fore, as
00:07:16well as specialties related to mathematics and natural sciences, in
00:07:20this sense, although the
00:07:22socio-humanitarian profile still shows a decrease in the number of
00:07:26applications due to inertia,
00:07:29but nevertheless it is still in the top 10. We have such areas as
00:07:32law, economics, they are in the top ten most demanded
00:07:36by applicants, but what is important to note is the specificity
00:07:40of this year, and... and by the number of
00:07:44applications we see that a number of, and this makes us very happy, a
00:07:47number of unique specialties, new ones, they
00:07:50are leading in terms of the
00:07:53number of applications in terms of the growth dynamics of
00:07:56such applications from applicants. Which ones, for example? Well, I wanted to list them: this is fundamental
00:08:00and applied physics, an absolute leader, the number of
00:08:03applications has increased by 2.5 times, well,
00:08:07in particular, last year there were 3,380, this year
00:08:108,648, of course. The number of applications in
00:08:13itself is not yet the final determining
00:08:17factor that this will be the most
00:08:20popular specialty, but nevertheless it speaks to the interest or
00:08:23indicates the interest of applicants, which is very important,
00:08:27from this such long trends are formed, aircraft and
00:08:30helicopter engineering, the number of applications has doubled,
00:08:33therefore, and this is a signal for us to allocate
00:08:36more state-funded places in subsequent years, technologies for light
00:08:40industry products have almost doubled. increased, which is also
00:08:44good news, nuclear reactors and materials, I would like to specifically
00:08:47mention, I think this is largely connected with artificial intelligence, we have
00:08:51such a direction as intellectual systems in the humanitarian
00:08:54sphere, 1.8 times, well, and of course, the construction of railways,
00:08:58bridges, transport tunnels, also, the number of
00:09:02applications will increase by 1.8 times, and urban planning, in
00:09:05general, not bad, I would say, trend, that is, in the dispute
00:09:08between physicists and lyricists, physicists now prevail, I
00:09:11would say.
00:09:42How is the admissions campaign going in the universities of the pilot project for the transition to a new
00:09:46model of higher education? Yes, thank you for
00:09:49this question. We have a pilot project by presidential
00:09:52decision, today 11 more universities have been added to
00:09:55it, a total of 17 are participating. 6 universities that
00:09:59have been confident since 2003 have been admitting only under the new
00:10:03rules for all programs since this year. All these
00:10:05programs are new, for them this is not the first year,
00:10:09so they are no longer... but what is important to note is that for the
00:10:13first time we have a fairly large coverage, this is
00:10:17581 educational programs, more than 4000 state-funded
00:10:20places, and now we more clearly see the reaction of applicants and
00:10:24employers. to what we are doing, including to new programs,
00:10:28and well the competitions for new
00:10:31programs or for universities participating in pilots
00:10:34are off the charts, it is enough to cite the example of our legendary
00:10:38MIPT, where the number of applications increased by more than 50%,
00:10:41what happened, it would seem, but they abandoned
00:10:45old programs, such as short four-year bachelor's degrees, in
00:10:49new universities, in 11 universities of the pilot project
00:10:52this year they did not accept applications for bachelor's degrees at all. They accepted applications
00:10:55for new higher education programs, these are programs, as a rule, from five and above,
00:10:595, 5, 6 years, such programs allow for the training
00:11:03of full-fledged engineers, and they
00:11:06have a large practical component, a large
00:11:09fundamental component, well, and of course there were
00:11:12certain concerns about how applicants,
00:11:16employers, and their parents would receive you, well, by the number of
00:11:20applications, by the number of average scores, by the competitions, we
00:11:23now see that this applies not only to one university. This
00:11:26is a similar situation in Bauman, in the Far Eastern Federal
00:11:30University, in the Southern, in the Ural Federal
00:11:33University, which is huge in terms of admissions. The clearest
00:11:37situation, for example, in Bauman, we discussed the admissions
00:11:40situation thoroughly yesterday. They still have the old programs,
00:11:42four-year ones, and new six-year programs
00:11:46for training engineers in the same field, in the same specialty,
00:11:50so the competition is significantly different for the new
00:11:53programs, huh?
00:11:55The competition is much higher and there are more people willing to
00:11:58study in these programs, and of course, this is
00:12:02a signal for us and for universities that we are moving in
00:12:06the right direction, the number of such programs and the number of universities will
00:12:09gradually increase, but in the future, of course, we
00:12:12will cautiously move the entire higher education system, so to speak, onto new tracks. How does this fundamentally
00:12:16differ from specialist degrees?
00:12:19Well, there are quite a lot of differences, if you remember,
00:12:23there were also complaints about specialist degrees. The main thing I would say
00:12:27is that there is much more
00:12:29interaction with practice, with business, with industry, something that was always
00:12:33lacking, this balance between theoretical knowledge and
00:12:36practical skills. Remember, forget everything you were
00:12:40taught at university, now we will show you how to actually work. It is
00:12:43important that on the one hand, an applicant who comes to university,
00:12:47a student who leaves it, is broadly
00:12:50educated, higher education implies a certain level of
00:12:53culture, breadth of view.
00:12:55Not only their profession, but also these important aspects. On the other
00:12:59hand, they were well prepared, brilliantly, not only theoretically,
00:13:03but also ready to immediately join industrial
00:13:05activities and, of course, help the enterprise fulfill the most ambitious
00:13:09plans. You mentioned Bauman, I know among
00:13:12my acquaintances and relatives, there are those who want to
00:13:16enter there, everyone says that in some areas the competition is indeed very high, to the extent
00:13:20that people score a large number of points on the Unified State Exam, but nevertheless
00:13:23face the fact that they are not always able to get a state-funded
00:13:26place, how common is this
00:13:29situation? Well, it concerns approximately 10-12
00:13:33Russian universities annually, there is a fairly high competition,
00:13:37I draw attention to a number of areas, of course, this problem has
00:13:40a complex character, among other things, by the way, such
00:13:44competition for Bauman is also due to the fact that their material and technical
00:13:47base has significantly improved, a new campus,
00:13:51a separate long-term development
00:13:54program, new partners, and so on. There is no single unique
00:13:57measure, or solution. We, for our part,
00:14:01annually analyzing such cases, increase state-funded
00:14:05places for our leading universities in certain areas. On the other hand,
00:14:08universities themselves always work individually, and those students with high
00:14:11scores who, for a number of reasons, cannot get state-funded
00:14:15places, universities themselves massively provide them with grants, this applies
00:14:18to Bauman and Moscow State University,
00:14:22St. Petersburg State University, MIPT.
00:14:26Higher School of Economics, they have a whole program where they take
00:14:30talented applicants at their own expense and educate them, but
00:14:33of course, in the upcoming admission campaign, not only
00:14:37the admission rules, but also the number of state-funded places, we will adjust these circumstances,
00:14:41based on what the distribution of state-funded places occurs, and
00:14:45how this will happen in the future, in general it is a very complex and lengthy process, it
00:14:48stretches for almost a year, because the work on
00:14:52planning state-funded places begins long before... let's say autumn, when
00:14:55this will happen, but it is always based on
00:14:59the president's instructions in recent years, the distribution of state-funded
00:15:03places is based on a long-term and medium-term forecast for the
00:15:06labor market, which is prepared by the Ministry of Labor of the Russian
00:15:09Federation, and we, taking into account this forecast, taking into account trends,
00:15:13taking into account the requests of employer associations, the demographic
00:15:16situation, the capabilities of our universities, working closely with
00:15:20regions and relevant ministries, annually
00:15:23distribute state-funded places, not...
00:15:37annually requiring extreme concentration of attention, it is already
00:15:41underway and will be completed this year before the new year, including
00:15:45a careful analysis, study and consideration, taking into
00:15:48account the peculiarities of the current year, of the distribution
00:15:52of state-funded places not only by regions, but by specific universities. Do I understand correctly that
00:15:56the planning horizon is one year, and a more long-term forecast? No,
00:16:00we see the forecast until 2030, and what is happening
00:16:03today are forecasts of previous years, but you
00:16:06know how life does not stand still,
00:16:10new enterprises are opening, changes are occurring in the preferences
00:16:13of applicants, including what we observe,
00:16:17that in a number of regions today more applicants remain in their
00:16:20regions, due to the fact that universities are changing, they are becoming more attractive,
00:16:23consequently, there is more demand for state-funded places, because it is no
00:16:27secret that very often we encountered what, that in ten,
00:16:31in 10-12-15 universities located in Moscow and St. Petersburg
00:16:35there is an off-the-charts competition for certain areas. In regional
00:16:38universities there are not enough applications
00:16:41for state-funded places, this is not normal,
00:16:44this should not happen, and accordingly our
00:16:47task is not just to allocate state-funded places, but to work with
00:16:50universities so that applicants are interested in getting an education
00:16:54in their region, in fact, each region is interested
00:16:58in this, well, now, probably, there was also a tendency before that people came to
00:17:02large cities like Moscow, St. Petersburg, Novosibirsk,
00:17:04Yekaterinburg, but is there now an example? Maybe even
00:17:08a tendency for people from large cities to go to
00:17:11regional universities to study, you know, it
00:17:14has always been this way, and probably will be, large cities are always more attractive, about
00:17:18this, there with a
00:17:21long history and such a university complex or
00:17:25scientific and educational complex, but
00:17:27in recent years we see that
00:17:29the interregional
00:17:32situation with applicants moving from one region to another is
00:17:36changing. If earlier the main
00:17:39destination was two large agglomerations, then
00:17:43now, also using the capabilities of the SuperService "Apply to University
00:17:47Online," many applicants see
00:17:49the situation, see their chances, and choose
00:17:52other good Russian cities for higher
00:17:56education, Tomsk, Nizhny
00:17:59Novgorod, Khabarovsk,
00:18:02Vladivostok, Chelyabinsk,
00:18:05Samara, Saratov. and other cities where there are
00:18:09excellent universities, I could continue this list, we
00:18:12have quite a lot of good regional universities
00:18:15where they enroll, today,
00:18:19having looked and seen that there are state-funded places, the university is changing,
00:18:23of course, the place in the dormitory is very important, as we understand it, the atmosphere there,
00:18:27yes, interaction with employers, this is always a crucial life
00:18:31decision, entering a university, it determines the trajectory for many
00:18:34years to come, so of course it is a responsible decision. So this trend
00:18:38has been clearly manifesting itself in the last few years, that is, arrivals not only in Moscow
00:18:42and St. Petersburg, but in other large Russian regional
00:18:46centers, where there is good higher education. Valery Nikolaevich, thank you for this interview, thank you

00:26:02of vessels of different classes, from high-speed passenger ships to
00:26:06yachts. The structure was designed taking into account the peculiarities of the
00:26:09Amur River. Anna Leonova will continue.
00:26:13This is how the foundation of a future berth wall leaves the workshop
00:26:16at the Khabarovsk shipyard. The shipbuilders are moving
00:26:19to the main stage with project R-420. This
00:26:23is still the working name of the debarkation points. Models are designed
00:26:26for the complex hydrological situation on the Amur. Those
00:26:29places where these debarkation points are serviced,
00:26:33there is a very harsh wind and wave regime, strong
00:26:37winds, large waves, so these debarkation points are built with such a calculation
00:26:40that meteors can safely carry out passenger disembarkation, in
00:26:44the first order after a three-year downtime from the regional Ministry of Transport, two
00:26:47debarkation points, mooring facilities for mooring vessels of any type,
00:26:51from high-speed meteors to catamarans and yachts, and active assembly of structures
00:26:55at the factory, as an indicator, here we can already talk about a series, in
00:26:59the framework of the development of shipping on the Amur River and... about
00:27:0360 units are needed, it is clear that this program
00:27:06is quite long, but the most important thing is that the plant will receive
00:27:10serial production, which will allow
00:27:12to significantly reduce the cost of these products for the region. For now, the cost of one
00:27:16debarkation point is 80 million rubles. But the thicker the order book, the
00:27:20lower the costs for the customer's budget. The factory can simultaneously
00:27:24build at least eight such berths and subsequently move
00:27:28to models of floating stations. In the northern regions, simpler
00:27:31ones are needed, because the traffic will not be as
00:27:34active, and those debarkation points that are planned to be built further
00:27:38closer to Khabarovsk, accordingly they
00:27:41will be more seriously filled. Today, the debarkation points are named
00:27:45after two Khabarovsk heroes, SVO participant
00:27:48Igor Demin and well-known shipbuilder Vasily Zharov. And this is a new path to
00:27:52the revival of large shipbuilding in the Khabarovsk Territory, supported
00:27:55by President Vladimir Putin. The factory returned to the region. The development
00:27:59program until 2030, in addition to the berthing infrastructure, one.
00:28:08The plant, in addition to these facilities, also has a large program for
00:28:10catamarans and other passenger vessels,
00:28:14in addition to this we are working
00:28:17with the market, so to
00:28:20speak, environment, with market
00:28:23customers, in addition to this, as you know,
00:28:26the initiative to create a shipbuilding
00:28:30cluster based on the Khabarovsk
00:28:33Shipbuilding Plant and based on Khrepflot,
00:28:36has also been supported, so here we
00:28:40are starting this year, and next year the project for
00:28:43ship repair at the Khabarovsk Shipbuilding
00:28:46Plant will be actively implemented. And there is already an order from a large corporation, but its details
00:28:50not yet disclosed. The installation of berths is still being
00:28:53determined, they will definitely start with the lower Amur, most likely it will be
00:28:57Zimmermanovka and Mariinskaya, where there is either no mooring infrastructure
00:29:01at all, or it is 100% worn out. Anna Leonova, Konstantin
