00:00:07We continue the morning news broadcast, and next, a brief summary of the
00:00:10main points.
00:00:15The Ministry of Defense reported strikes on targets deep within the Ukrainian Armed Forces' rear.
00:00:19A vessel carrying military cargo to Odesa was hit in the Black Sea.
00:00:23In the Odesa and Dnipropetrovsk regions, four
00:00:26locomotives became targets. The enemy used them for their own purposes.
00:00:30Ukrainian media also report explosions at
00:00:33new post warehouses in Mykolaiv and at a test site in the city of
00:00:37Pesochnya, Kharkiv
00:00:38region.
00:00:41In Russia, the number of children who commit terrorist crimes has doubled in a year.
00:00:44This was reported by the Investigative Committee. They noted that
00:00:48the special services of the Kyiv regime find children in online games, closed
00:00:51groups, anonymous chats, promising easy income
00:00:55and the opportunity to escape
00:00:58punishment.
00:01:02One person died and more than ten were injured as a result of a new Houthi attack
00:01:06on the airport in Riyadh. This was reported by Reuters. The
00:01:09Yemeni movement stated that they also struck
00:01:12an oil refinery and a gas station in Saudi
00:01:15Arabia. The Houthis emphasized that Riyadh, in turn, carried out over 100 strikes
00:01:19on the territory of Yemen
00:01:21within 24 hours.
00:01:26Prices for diesel in the US fell by almost 5%.
00:01:34to 500 in November, a million in December, and in
00:01:38the future 3 million per month. Following the US,
00:01:41diesel fuel prices began to fall in
00:01:44Europe.
00:01:48A new series of explosions in Ukraine. The Ministry of Defense reported that a vessel
00:01:51with military cargo for the Ukrainian Armed Forces was hit in the Black Sea on its way to Odesa.
00:01:55In the Odesa and Dnipropetrovsk regions, four
00:01:58locomotives that the enemy used for their own purposes were hit.
00:02:02In addition, in the past hours it became known about an explosion at new
00:02:06post warehouses in Mykolaiv. According to available information, weapons
00:02:09were stored there. Local internet groups are publishing photos and videos from
00:02:13the scene. A fire broke out. In addition, explosions thundered in the
00:02:17Kharkiv region, Ukrainian publications stated that a test site was burning in the city of
00:02:20Pesochnya. And in Kyiv, this night for several districts passed in
00:02:24complete darkness due to emergency power
00:02:27outages.
00:02:30The Southern District Military Court passed a sentence on a father and daughter for
00:02:33treason, as reported by the FSB, they, on their own initiative, contacted
00:02:37a Ukrainian terrorist organization and began to transfer
00:02:41information about military personnel and Ministry of Defense facilities in the Krasnodar
00:02:44Territory. Both were detained in Sochi while attempting to leave the country.
00:02:48The father was sentenced to 18 years, the daughter was sentenced to seven years of
00:02:52imprisonment.
00:02:55As a result of the operational-search
00:02:57measures carried out by officers of the
00:03:01Russian FSB, it was established that the father and daughter
00:03:03voluntarily made contact via a messenger with a representative
00:03:07of a Ukrainian terrorist organization who was recruiting
00:03:09volunteers into the ranks of paramilitary units of the
00:03:12Ukrainian Armed Forces. Having received the necessary instructions from
00:03:15their handler, the criminals engaged in accomplice
00:03:19activities in the interests of the enemy, collecting
00:03:21and transmitting information to the Ukrainian side regarding
00:03:25active military personnel and facilities of the
00:03:28Armed Forces of the Russian Federation,
00:03:30and also planned to travel to Ukraine to participate in hostilities
00:03:33against
00:03:34Russia.
00:03:39The number of children in Russia who commit terrorist crimes
00:03:43has doubled. The Investigative Committee provided information for
00:03:46the first 6 months of this year, and at the same time revealed
00:03:50the methods by which the special services of the Kyiv regime recruit
00:03:53teenagers. The methods are largely similar to the actions of international
00:03:56terrorists. All the details are with Viktoria Talberg.
00:04:01In these frames, the detention of a Ukrainian agent in Dagestan, behind
00:04:05him are 15 crimes in ten regions of the country, recruitment,
00:04:08organization of terrorist attacks, creation of improvised explosive devices,
00:04:11a list like a hardened recidivist, only this entire
00:04:15criminal network was created by a minor with
00:04:18the help of, and at the direction of, Ukrainian special services. At the time of
00:04:22his arrest, the radical had an account with an audience of 200,000
00:04:25subscribers. He was supervised
00:04:29by agents. employees of the SBU, they
00:04:32helped us, allocated funds, this is already the detention of
00:04:36a group of teenagers who participated in the organization of a series of terrorist attacks to
00:04:39kill the leaders of Roskomnadzor. The room of one
00:04:42of the detainees is more like a militant's hideout,
00:04:46a grenade, a Makarov pistol, a kilogram of explosives,
00:04:49neo-Nazi symbols and symbols of Ukrainian
00:04:52paramilitary formations. In total, seven people
00:04:56from four regions of the country participated in the preparation, and the
00:04:59command and control center was located in Kyiv in March
00:05:022026, she joined a chat
00:05:06where she offered her help in making
00:05:08leaflets, I was made an administrator
00:05:13in a group where an attempt was being prepared on the deputy
00:05:15head of Roskomnadzor. Today, for Ukrainian special services,
00:05:19the information field is like a mirrored labyrinth, in which
00:05:22every reflection distorts reality, and algorithms
00:05:25subtly push towards the desired turns, in
00:05:28such a chaos of data it is very easy to get lost, even
00:05:32easier to believe that you have chosen the only correct
00:05:35path. Attacks on police officers, arson of gas stations and
00:05:39relay cabinets, blackmail, illegal possession of weapons, and
00:05:42cybercrimes, all this is committed by the hands of
00:05:46children. Statistics show that the number of
00:05:49minors aged 14 to 18
00:05:53years who committed crimes or became their
00:05:56accomplices, compared to the past eight
00:06:00months of last year, increased by
00:06:0212.3%.
00:06:05Crime map from St. Petersburg to Kuzbass, some Russian children
00:06:09have become weapons in the hands of Ukrainian special services, and cynically.
00:07:12Ukrainian special services actively use a triad of tactics: money, game, fear
00:07:16to recruit teenagers, most often in an attempt to earn
00:07:20quick money. I met a guy,
00:07:23he offered me a job, said, here is 150 a month, there is nothing
00:07:26difficult, you just need to sit here in the apartment,
00:07:30monitor the equipment,
00:07:32change the SIM cards. Manipulation
00:07:36works like a ladder, from a small step to a serious
00:07:40crime. The initial scheme
00:07:43includes giving
00:07:46some simple assignments: take a photo of something,
00:07:49deliver something, when they are convinced of his executive ability
00:07:52and that this person fully
00:07:56complies with those illegal instructions, among others,
00:07:59that the curator assigns to him, accordingly they give the specified
00:08:03person a task, for example,
00:08:06to set fire to a gas station, blow up a relay
00:08:10cabinet, this is already a crime for which one can receive
00:08:13serious sentences. What recruiters present as a children's
00:08:16quest or easy money, the criminal code interprets as
00:08:20sabotage, terrorism, or complicity, and
00:08:23one will have to answer as an adult. They
00:08:26explain that setting fire to a relay cabinet is a minor
00:08:30hooliganism, you won't even be held accountable or property damage,
00:08:34but this is not true. Arson of a relay cabinet
00:08:37can lead to a train derailing,
00:08:40death of people.
00:09:12cartoons, which, as I already said, tell you how not to become
00:09:16a victim of scammers, and for high school students we
00:09:19show specially filmed videos, they are based on
00:09:23real events, popular bloggers are invited to schools and
00:09:26colleges who, in a dialogue format, speak with children in their own
00:09:30language, the problem, well, it is covered in the media, but in
00:09:33some internet field, it seems to be only in the news, already
00:09:37happened, already a disaster, but not about prevention,
00:09:40now in Russia a large-scale ...
00:09:44students and parents are clearly explained how to recognize manipulation,
00:09:47blackmail and false promises, also in the regions the film by
00:09:51VGTRK journalist Andrey Medvedev "Betrayal" is shown, according to him, the fate
00:09:54of children primarily depends precisely on parental
00:09:58responsibility, it's not just about children, but also about
00:10:01adults,
00:10:03who
00:10:07somehow need to understand for themselves what
00:10:11information hygiene is. What is digital hygiene, after all,
00:10:14remember, yes, where they live, what kind of country, we are
00:10:18here, we are on the edge, no, guys, the house on the edge burns first, today
00:10:22raising children is also a line of defense, if parents.
00:10:39more than 40 organizations have already connected
00:10:42to the AI training service from the Ministry of Defense. They are necessary,
00:10:46among other things, for integration into combat unmanned systems. And
00:10:49we move on to other topics. In the Dobropolsky
00:10:52direction, Russian military personnel are hitting targets.
00:11:51with an increased charge goes towards the target.
00:11:55We detected enemy equipment, escorted
00:11:59it to the point, most likely there was an enemy point there too,
00:12:02we were given the command to use
00:12:05it, we took off and flew and used it successfully,
00:12:09aerial reconnaissance of the center controls all approaches to the defensive lines of
00:12:12Ukrainian Armed Forces militants, here on the road at high speed an enemy
00:12:16pickup truck with ammunition is moving, accordingly, FPV drones will fly there,
00:12:20the range of drones is large, we have supercams,
00:12:23we have KVO.
00:12:55we reach the target, the shell of our axe
00:12:59goes, here the cumulative shell
00:13:02hits armored vehicles, it can
00:13:05hit buildings,
00:13:07fortified strongholds, armored vehicles, drones of all
00:13:11types, entrenched
00:13:22so from October 15, mobile operators can start blocking
00:13:25mass calls from banks if they violate legislative requirements, Kommersant
00:13:29writes today.
00:13:32Ukraine has become a concentration camp led by Zelensky and a coalition of
00:13:36those willing, said State Duma Chairman Vyacheslav Volodin. In his
00:13:40Telegram channel, he wrote that the collective West does not
00:13:43need an independent Ukraine, its residents are just cannon
00:13:47fodder. Volodin emphasized that Europe is doing everything to maintain
00:13:51its influence, and it is for this reason that it supplies Kyiv with shells
00:13:55and weapons. Budapest is not going to provide
00:13:59military assistance to Kyiv and will not allow weapons to be transported to Ukraine
00:14:02through its territory. This was stated in an interview with a Finnish publication
00:14:06by the Prime Minister of Hungary. Péter Magyar also
00:14:09stressed that the Kyiv regime must respect the rights of the Hungarian
00:14:13minority in Transcarpathia. Already this week, the Prime Minister will be able to personally
00:14:17express his position to Zelensky at the EU summit in
00:14:20Brussels.
00:14:23The US threatens to cease.
00:14:33According to the publication, Washington officials are currently holding consultations with colleagues in
00:14:37Europe. Meanwhile, the central topic of world media remains
00:14:40President Trump's proposal to change the leader in Ukraine. What
00:14:44it says, Shamkhalova found out. Trump's statement
00:14:48that Ukraine should change its leader, who can finally
00:14:51bring the country to a peaceful agreement, caused a stir in Europe.
00:14:55In order to at least somewhat reduce the tension and panic in Kyiv, the head of
00:14:58the European Commission even promised additional aid.
00:15:02Ukraine will be a priority topic for the European Council this
00:15:05week. We will discuss its financing needs for the next year and
00:15:09how to mobilize new global support for Kyiv. This week,
00:15:12the EU will also provide further funding for the purchase of
00:15:15drones and missiles to strengthen Ukraine's defense and protect
00:15:19its skies. But some European politicians believe that
00:15:22Brussels is simply not interested in peace in Ukraine, and it is for this
00:15:26reason that they continue to whip up military hysteria there. Judging by
00:15:30the statements of European bureaucrats, they will continue to
00:15:33beat the drums of war, completely unable to
00:15:36satisfy the needs of peace, and not only in words, they
00:15:39will probably increase the supply of missiles and weapons to continue
00:15:43the killing, peace is not their goal, war has become their
00:15:46mission. Now this thesis that Ukraine needs a new
00:15:49president has already been picked up by all world media, the Chinese press briefly
00:15:52retold the essence of Trump's statements, that the current regime in
00:15:56Kyiv brings only problems to the Americans themselves, they write in Latin
00:16:00America. Trump stated that Zelensky wants to create problems for
00:16:04the whole world and for our farmers with his attacks. And here, as
00:16:08TASS writes, Trump is not just dissatisfied, but very angry at Zelensky because
00:16:11he always took US support for granted.
00:16:15And according to the Financial Times, the US
00:16:18president's administration even threatened to stop supplying weapons to
00:16:22Ukraine. The publication refers to unnamed European officials. According to them,
00:16:25American officials made a series of calls to the capitals of
00:16:29Europe, as well as Kyiv, on October 10 and 11.
00:16:33Sources of the publication said that Washington, in particular, allegedly
00:16:36threatened.
00:17:08Billionaire Elon Musk also agrees that the war has dragged on. In
00:17:11European media, he was immediately portrayed as pure
00:17:14evil.
00:17:18This video is distributed by the Austrian Social Democratic Party. Musk
00:17:21was portrayed as an associate of the United States and personally Trump in Europe.
00:17:25The billionaire allegedly helps Washington spread the desired agenda
00:17:29in the White House. At the same time, the Austrian media themselves are in
00:17:32decline against the backdrop of the economic crisis. The authorities cannot
00:17:35increase their
00:17:43were injured in a new Houthi attack on the airport in Riyadh. This was reported by
00:17:47Reuters. A projectile hit one of the terminals, where a fire
00:17:51broke out. The official representative of the Yemeni movement confirmed that
00:17:54the Houthis are striking with missiles and drones at
00:17:57airports and key energy facilities in Saudi Arabia. He
00:18:01added that Riyadh launched over 100 strikes on the territory of
00:18:04Yemen within 24 hours.
00:18:09Meanwhile, in the capital it's 10:17 and next, a brief summary of the
00:18:12main points.
00:18:20Russian troops launched strikes on a facility deep in the rear of the Ukrainian Armed Forces, a ship
00:18:23with military cargo was hit in the Black Sea. In the Odesa and Dnipropetrovsk regions,
00:18:27four locomotives were damaged. The enemy used them for their
00:18:31own purposes.
00:18:35In Russia, the number of children who commit
00:18:38terrorist crimes has doubled in a year, this was reported by the Investigative Committee,
00:18:42where they noted that the special services of the Kyiv regime find children in
00:18:45online games, in closed groups, anonymous
00:18:47chats.
00:18:52The US threatens to stop supplying weapons and intelligence data to Ukraine if
00:18:56Kyiv does not stop striking Russian energy facilities, the Financial Times
00:19:00writes. According to Trump, Zelensky wants to create problems for
00:19:04the whole world with his attacks, and for our farmers.
00:19:09Another tanker was blown up in the Strait of Hormuz, carrying 750 thousand
00:19:12barrels of Nefsi and attempting to pass along
00:19:15an unapproved route. In Tehran, they stated that all vessels without
00:19:19navigation are considered
00:19:20hostile.
00:19:26On world markets, diesel prices are falling, what caused it, we will tell you a little later,
00:19:30right after the
00:19:33commercial.

00:23:25On world markets, diesel prices are falling, they are reacting to
00:23:29the agreements between Vladimir Putin and US President Donald
00:23:33Trump on resuming Russian exports of this type of fuel.
00:23:36Kirill Khovrin
00:23:39collected the figures and expert opinions.
00:23:42300 thousand tons immediately to 500 in November, to millions in
00:23:45December and potentially up to 3 million per month. Russia, one of
00:23:49the key suppliers of diesel to the world market, is lifting the ban on the export of this type of
00:23:52fuel. This is in response to the US decision to remove its
00:23:56supplies from American sanctions. Steps aimed at
00:23:59stabilizing the global energy market made themselves known
00:24:02instantly. Diesel quotes on the Chicago Mercantile
00:24:06Exchange, after the agreements reached at the highest level, fell by almost
00:24:106%. As experts note, the agreement on
00:24:13exports allowed to curb speculative demand for fuel,
00:24:16the prices of which in the US have almost doubled over the past year.
00:24:20in Europe, where diesel fuel has also become a luxury item,
00:24:24and what else to call the price of 224 rubles per
00:24:27liter in our money, the cost of distillates also began to fall sharply
00:24:31from near record levels of 1,522 dollars per
00:24:34ton, by this morning quotes fell
00:24:38by more than 100 dollars. Historically, Russia
00:24:41produces more diesel than it consumes, in addition
00:24:45to that, the peak
00:24:47demand for one from the side has ended. So
00:24:51now seasonal factors rather allow
00:24:55Russia to increase supplies, including for export, I
00:24:58think that there will be
00:25:01no problems in the domestic diesel market,
00:25:04the situation is quite stable, so there will be enough diesel
00:25:08for export supplies, for supplies to the domestic
00:25:12market. Republican Congressman Brian Fitzpatrick
00:25:14opposed the decision, he announced the preparation of
00:25:18a bill that should... block the purchase of Russian
00:25:21oil products, parliamentarians believe that the law will be adopted by a majority
00:25:25vote, it turns out that they are in favor of
00:25:28maintaining high diesel prices in the domestic American
00:25:31market, and thus they may actually
00:25:34lose voters, rather than gain them, but they
00:25:38position themselves as some kind of fighters against Russia, saying that
00:25:42sanctions against Russia cannot be lifted and so on and so forth, but in
00:25:45practice Russian diesel would in any case go
00:25:49to export... only then it would be Brazil,
00:25:52Turkey, India and other states, not the United
00:25:56States, that is, the sanctions they are easing, for now it is simply
00:26:00permission to import diesel fuel from Russia into the territory of the United
00:26:03States. According to the US Energy Information Administration, the last
00:26:07time the states imported diesel fuel from Russia was in March
00:26:102022. According to a number of experts, the return of
00:26:13Russian fuel to Western markets could lead to a domino effect
00:26:17in the European Union. There, different countries will begin to look for ways to also
00:26:21purchase Russian energy, as the US does. Otherwise,
00:26:25as Slovak Prime Minister Robert Fico stated, Europe could face
00:26:28a situation where it would have to buy expensive American
00:26:32diesel, obtained from Russian oil. The EU itself cut its
00:26:35own production, following the ideas of the climate
00:26:38agenda.
00:26:41Europe paid much more attention to energy transition than
00:26:45to energy security. Oil refining capacity over
00:26:4920 years decreased by 25%. Back
00:26:52in 2006, Europe had the capacity to
00:26:56refine about 17 million barrels per day.
00:26:59Now we only have 12 million. According
00:27:03to experts, the world today lacks Russian diesel volumes to return to the
00:27:06balanced level of 2025, then precisely
00:27:10the drop in Russian volumes became critical after the failure in
00:27:13the work of Middle Eastern refineries. However, at the same time, analysts call for
00:27:17not falling into euphoria. The overall course of Washington to contain Russia is not
00:27:21changed by the current agreement. Strategically,
00:27:25the United States of America wants to
00:27:28displace Russia as a reliable supplier from world
00:27:31markets. and to be almost the
00:27:35sole seller
00:27:37of hydrocarbons, but tactically
00:27:40this decision
00:27:43is necessary for the United States themselves, therefore
00:27:46a political decision was made to lift
00:27:50sanctions and for the US Treasury to issue
00:27:53a corresponding license for the
00:27:56supply of Russian diesel fuel. The temporary
00:27:59easing of restrictions on the supply of Russian diesel was a pragmatic
00:28:03step by Washington amid rising prices and fuel shortages. Will this
00:28:06agreement be the beginning of a more large-scale review of sanctions?
00:28:09We shall see.
00:28:12Now we'll take a short commercial break, then on Russia 24,
00:28:16the program "Fifth Studio."
00:34:39name is Yuri Bogdanov, today we are discussing energy agreements
00:34:43between Moscow and Washington. My latest statements, Trump's
00:34:46position regarding events in Ukraine and Zelensky
00:34:50personally. We will start with energy. We have an expert from the Financial University,
00:34:54leading analyst of the National Energy Security Fund, Igor
00:34:57Yashkov, on the line. Igor Valerievich, hello!
00:34:59Hello! Let's start with these agreements, how do you assess them
00:35:03from a political and economic point of view? Well, we
00:35:07see that the United States is actually the initiator of these agreements,
00:35:10they need this before the elections to strengthen
00:35:14the Republicans' positions, and Trump needs to show
00:35:17that he is trying in every possible way to reduce diesel prices in the US,
00:35:21that's why, by the way, we're talking about diesel, because it was the
00:35:24cost of diesel fuel that broke historical records, over six
00:35:28dollars, 6.5 dollars per gallon. Before
00:35:31the elections, which will be held on November 3rd, Trump needs to
00:35:34show that he is doing everything to lower prices, he
00:35:37cares about voters, even went for some agreements with Russia and
00:35:41even softens anti-Russian sanctions. Russia, in any case,
00:35:45would have started exporting diesel fuel, our domestic market
00:35:48consumption is decreasing, because agricultural work is ending, and
00:35:52in winter we consume significantly less diesel and gasoline than
00:35:55in summer, so the question arose even before the phone conversation
00:35:59between Vladimir Putin and Donald Trump, that perhaps we shouldn't even wait until the end
00:36:03of October and allow the export of diesel fuel, and therefore we
00:36:06would export it anyway, it would just go to
00:36:10Brazil, Turkey, India and other countries, let's say,
00:36:14of the global South. Here we can also get certain preferences,
00:36:17and in general, Russia was betting on being able to, so to speak, entice the United
00:36:21States into negotiations, offering economic benefits,
00:36:25let's trade, in return you must... lift
00:36:28sanctions and put pressure on Ukraine, we see that
00:36:31so far this is how the situation is developing,
00:36:35Trump openly criticizes
00:36:37Zelensky, says that we need to change the president, and even information
00:36:41appears that the US may limit the provision of intelligence
00:36:44data and weapons to Ukraine, and in return
00:36:47we will increase our diesel
00:36:50exports. Igor Ivalievich, if we talk about volumes, how significant
00:36:53are they and how might they affect prices, in your opinion? We
00:36:57see that the very news that Russia will supply diesel fuel to
00:37:01the US leads to a decrease in diesel prices on the American
00:37:04stock exchange, but for now it's still
00:37:07small volumes, and globally our exports cannot change
00:37:10the situation on the world market today, because
00:37:14we will be increasing volumes more and more as
00:37:18domestic consumption decreases, and
00:37:21as NFZ
00:37:23recovers, we will be able to increase exports more and more, such
00:37:27that we reach one million tons of
00:37:31exports per month and more. I remind you that
00:37:33we were the second largest exporter
00:37:37in the world by volume, the United States is in first
00:37:41place, and their problem is not
00:37:44a physical shortage of diesel, their problem is that
00:37:47their domestic market prices are the same as global prices, minus
00:37:51delivery costs, that is an export netback situation,
00:37:55so it is important for them to generally saturate the global market.
00:38:05States, is it the US government, or are these some oil companies,
00:38:09refineries, and within what timeframe can these
00:38:12supplies actually be carried out? In
00:38:15the United States, Russian diesel will simply be bought by commercial
00:38:18companies. An interesting question is who from our side will sell it. I think
00:38:22this is also a certain window of opportunity for us to pose
00:38:25the question to the United
00:38:27States: that if you want us to sell you oil products, well,
00:38:31then you need to freeze sanctions against Russian companies as
00:38:34well. I remind you that four largest Russian companies are on
00:38:38the SDN list of the USA, that is, blocking, the toughest
00:38:41sanctions. These are Rosneft, Gazprom Neft, Neftegaz, and one can
00:38:45ask the question, well, how will we sell you diesel, essentially
00:38:48building that very workaround scheme through a bunch of intermediaries to
00:38:52deceive your own sanction regulators, but that would be strange.
00:38:56Therefore, here we can reach agreements on freezing
00:38:59sanctions against the largest Russian companies. And
00:39:03in terms of timing, there can be certain exchange operations to
00:39:06get the diesel to the American market physically faster,
00:39:10but nevertheless, it usually takes a couple of weeks for the main
00:39:14volumes to reach the US. And which tankers will carry it? Is there an understanding
00:39:17if it will require lifting any
00:39:20sanctions in this regard? Well, it's quite possible that we will be talking
00:39:24about lifting sanctions on tankers as well, but for now the
00:39:28general license that has been issued, these very exceptions from sanctions, it states that in
00:39:32principle, it is possible to buy Russian diesel and supply it to the territory
00:39:36of the United States. Now it is necessary to request clarification on this
00:39:39general license, it is quite possible that the clarification will state that any companies, even those
00:39:43on the SDN list, can sell diesel fuel and it can be transported
00:39:46on any tankers, even if they are on
00:39:50the US sanctions lists. So we'll see what the
00:39:53interpretation will be, and physically it could be the port of Novorossiysk
00:39:57or our ports on the Baltic
00:40:00Sea, and this again, by the way, could
00:40:03push, so to speak, the United States into conflict
00:40:07with Ukraine. If in the Black Sea Ukraine tries to attack the
00:40:11tankers that will be carrying diesel fuel to the US, then, in fact, there you go,
00:40:15one could say, we were ready to supply it, but
00:40:18your proteges are not allowing you to lower prices literally on the domestic
00:40:22market, they are preventing Republicans from winning elections to
00:40:25Congress, and thus, this
00:40:57will lower prices on the global market, so this will be their main
00:41:01profit. Will they resell to
00:41:04Europe? I think physically not, because Europe should ideally check
00:41:08itself, whether it's not carrying
00:41:12Russian oil products, even oil products made from Russian oil in
00:41:16third countries cannot be supplied to the EU from 26, and
00:41:19therefore the EU itself should ideally refuse this, but it is
00:41:22beneficial for it that Russia resumes diesel exports, saturates
00:41:26the market and prices decrease. Therefore, we see such an ambiguous reaction
00:41:29from Europeans, it seems that it is not profitable for them that the USA is negotiating with
00:41:33Russia, softening anti-Russian sanctions, on the other
00:41:36hand, you yourselves suffer from the fact that they are updating
00:41:40historical records in European countries also on diesel and
00:41:43gasoline prices, in the Netherlands, Great Britain, Switzerland, Germany,
00:41:47France, prices are very high everywhere, they themselves
00:41:50suffer from this. Igor Valerievich, doesn't it turn out that this
00:41:53very law on draconian sanctions
00:41:57by Trump's decision and Washington's current decision,
00:42:00that is, now the States themselves are buying Russian
00:42:02oil products? Well, here one can see a funny
00:42:06picture, that this package of sanctions was called
00:42:09something else. Hell, this is indeed a certain
00:42:12fuel hell that we are now seeing in the US market, and they
00:42:16are trying to eliminate it precisely by importing from Russia.
00:42:20Trump himself signed the law, but he did not apply it, because the market situation
00:42:24is extremely difficult, if he had tried to force our
00:42:27main trading partners, India and China, to abandon Russian oil and
00:42:30oil products, then the situation on the global market would have
00:42:34worsened, they would have gotten even higher prices, so Trump is not
00:42:37doing that. In this sense, yes, there is a law,
00:42:41but it is not necessary to apply it, mainly these are, by the way,
00:42:45sanctions, not even against Russia itself, but against
00:42:48our trading partners, India and China. Today
00:42:51there was a report that Canada will also supply diesel fuel to the US
00:42:55market. Is there any understanding of what the
00:42:57agreements are there? Well, with Canada, it's not really
00:43:01news, because they were already for decades the largest
00:43:05supplier of oil and oil products to the United States market. Here we can, by the way,
00:43:08remember that in 2021 we were in third place in terms of
00:43:12oil product supplies to the US, we then replaced
00:43:15Venezuela, but Canada was always in first place, with a huge lead. For
00:43:19second and third place, we competed with Mexico for second
00:43:22place monthly in 2021, we sometimes even overtook Mexico,
00:43:26so Canada has always been such a resource-rich backyard of the United
00:43:29States and remains so. In this regard, they already
00:43:33supply a lot, the other question is whether they can ship
00:43:37additional volumes or not. I think they are actually
00:43:40working at maximum, they are just trying to beat the political context, as it were,
00:43:43saying that no, you don't need to cooperate with Russia, lift sanctions from it, we will send you
00:43:47more, but in reality Canada is already supplying at maximum. If
00:43:51we talk about world prices in general, how might this all affect them, do you think
00:43:55we should expect a significant decrease? Well, probably
00:43:58a significant decrease is not to be expected, because the fundamental problem is still
00:44:01the lack of Middle Eastern supplies of oil products to the world market.
00:44:05Trump simply does not admit this, because he himself did it, it's
00:44:09his fault. Actually, that's why he says that all problems
00:44:13are actually in Ukraine, this Ukrainian case, it created a fuel
00:44:16shortage in the global market, because
00:44:20the SVO began under Biden,
00:44:23and Trump, in his worldview, blames everything on
00:44:26the Democrats. In this regard, it is very profitable for him
00:44:29to cooperate with Russia, implying that what the Democrats did
00:44:33wrong, that under them the conflict in Ukraine
00:44:36began, he is correcting it by returning Russian fuel to the
00:44:40market and thereby driving up prices in the United States market, that is,
00:44:43he is, as it were, correcting the Democrats' mistakes. That's why,
00:44:47probably, the situation with prices on the global market will not change radically
00:44:50when we start exporting, but of course
00:44:54the deficit will ease. Do you think this will help in the
00:44:56elections? I think it's probably too late
00:44:59for Americans, and maybe the price won't even
00:45:03have time to decrease by November 3rd, but
00:45:06it's important to hype this story, to show that I did everything to
00:45:10lower prices, that I care
00:45:13about voters, and so on and so forth. Therefore, they can play it up in the media
00:45:17and still gain some political points, but it's unlikely to radically
00:45:21affect the balance of power in the US elections. Igor Valerievich, you said a few words about the situation on
00:45:24the domestic market, could you tell us a little more
00:45:28about how this might affect the diesel fuel market in
00:45:32Russia? Yes, we see that now diesel is
00:45:35generally sufficient for us, and as a rule, even ordinary motorists
00:45:39can say that diesel is available
00:45:42everywhere at gas stations, and if there are any problems, they are usually with
00:45:45gasoline, and with rather high octane gasoline, like 95,
00:45:4998, 100, because historically we produce
00:45:52less gasoline than diesel. In a typical year,
00:45:55half of the diesel produced is enough for our domestic market, the other
00:45:59half is exported, and for gasoline, 90%
00:46:03goes to the domestic market, only 10% was exported. Now
00:46:06gradually our consumption of diesel fuel is decreasing...
00:46:17there was no need to extend the export ban, because there is already an oversupply, and some of our diesel
00:46:21is actually going to storage in various ports, to
00:46:25fuel depots, and so on, and the closer it gets to winter, the less
00:46:28diesel fuel we consume, and we will also be switching to winter diesel. In some
00:46:32regions, this transition is already happening, and summer
00:46:35diesel is being freed up anyway, and we must
00:46:38export it, but simply...
00:46:58energy cooperation with the States, what's next
00:47:01and can we
00:47:04expect that in some perspective a mechanism for gas supplies
00:47:07through Nord Stream will still be found? Well, we
00:47:11see that Russia, in general, is precisely promoting this strategy,
00:47:14let's cooperate economically, it's mutually beneficial and you too will be able to
00:47:18earn, but in return we ask for a few things.
00:47:45As for gas, the situation here is a bit more complicated, because the United States are not gas exporters,
00:47:48they themselves are trying to enter all global markets,
00:47:52etc., but our task is to show that yes, we are ready to cooperate
00:47:56on gas, this can be mutually beneficial
00:47:59cooperation, and therefore let's discuss, that is,
00:48:02the economic track must go in parallel with
00:48:05the political one, but here we also need to understand that the United States
00:48:09is on the contrary trying to push everyone out, not only Russia, by the way, from the global gas
00:48:12market, because they are producing more and more, and are trying
00:48:16to remove competitors from the global market using political instruments,
00:48:20so there is no special reason to expect that the United States will contribute to
00:48:24the return of Russian gas to the European market.
00:48:28Here, on the contrary, it is rather necessary to instill in the minds of
00:48:31European business, European opposition, that if you want
00:48:35to return to the previous level of life, and for your
00:48:38industry to work normally, then we must agree with you on
00:48:42the resumption of supplies. That is, Igor Valerievich, I will clarify, this
00:48:46mechanism with American mediation, which was discussed,
00:48:49at least in the information space, do you think it is not
00:48:52viable? I think there are a lot of problems there to
00:48:56implement the scheme that was proposed. American private business
00:48:59certainly wants to make money, it wants, it sees opportunities and
00:49:03tries to enter these projects, but
00:49:06strategically, Americans do not need Russian gas in Europe, they only need
00:49:10their own American LNG, well, plus they need to lobby for the lifting of American
00:49:14sanctions from this gas pipeline and remove European
00:49:17restrictions, plus Europe will introduce a ban on imports of Russian pipeline gas from November 2027. It's very risky
00:49:21to try to buy a share in a gas pipeline
00:49:25that will be unclaimed literally in six months.
00:49:28Therefore, I think that we need to solve a number of problems first, and
00:49:32only then will it be possible to discuss the real
00:49:35entry of American capital into
00:49:39the operator of Nord Stream 1 or 2. Igorich, one more question about possible
00:49:43cooperation, the sale of Lukoil's assets, how do you see it, how
00:49:47likely is it, and what is the main
00:49:50discussion about now? Well, we saw that
00:49:53at first there was a heated discussion that Lukoil urgently needed to sell its assets
00:49:57in Europe, primarily some refineries in Bulgaria and
00:50:00Romania, and a plant in the Netherlands, but
00:50:03then Lukoil itself probably realized that it was possible to continue
00:50:07obtaining general licenses for these plants to
00:50:10continue working, and the US issues such
00:50:13licenses, not to sell them, because initially
00:50:17there was a risk that if you didn't urgently sell them to another
00:50:21owner who is not under sanctions, then the authorities of those countries
00:50:24would nationalize the enterprises. But now we see that they are not nationalizing them,
00:50:28Americans allow these enterprises to work, yes, Russian oil is not
00:50:31going there, this vertical integrated chain is broken, but
00:50:34nevertheless Lukoil understands that maybe it shouldn't sell them at all, and maybe
00:50:38it just needs to buy time, and then the conflict will
00:50:42end and it will be possible to lift sanctions against them again and
00:50:45use them itself, so I don't think it's a given that Lukoil
00:50:49will sell these assets anytime soon. Thank
00:50:53you for your interesting comments, thank you for participating in our program, now we have a short break,
00:50:57then we will talk about the energy aspects of
00:51:00interaction with the United States and about political ones. Don't switch channels.
00:51:39We continue the Fifth Studio program, in this part we will again talk about
00:51:42cooperation between Moscow and Washington and the position of the Trump
00:51:45administration regarding Ukraine and Zelensky personally. We have the director of
00:51:49the Institute of World Economy and International Relations on the line.
00:52:14States, because President Trump tried
00:52:17to exert pressure on the Kyiv regime,
00:52:21and before that we saw that there were
00:52:23statements,
00:52:25he demanded an energy truce, as the
00:52:29Americans call it, that is, agreements between
00:52:33Moscow and Kyiv about
00:52:36not striking each other's energy
00:52:39infrastructure, and if Russia demonstrated
00:52:43readiness for dialogue, for negotiations, for discussing
00:52:46various options, then Kyiv took a very tough
00:52:50stance, moreover, we saw how many
00:52:52strikes, attempted strikes were
00:52:55carried out against Russian energy
00:52:58infrastructure, primarily against oil refineries.
00:53:01It is clear that despite the fact that...
00:53:06not, until recently, not
00:53:09a major exporter to the American
00:53:13market, not only in terms of diesel, but also in terms of other
00:53:16oil products, somehow strikes on Russian refineries
00:53:19put pressure on pricing
00:53:23on the world oil market, regional
00:53:26gas markets, on gasoline and
00:53:29diesel prices in other countries of the world, and the United States in
00:53:33the conditions of the ongoing...
00:54:05And I remind you that they reached
00:54:076.5 dollars per
00:54:10gallon, well, that's about 100 rubles per liter
00:54:14for diesel fuel at American gas stations, which is very high
00:54:18for the American domestic market,
00:54:21and, despite this, the United
00:54:24States needed to find some solution, because this affects
00:54:28the political situation, public discontent,
00:54:32and before the congressional elections, it's extremely
00:54:35unfavorable for Republicans that inflation is rising against this backdrop, because
00:54:39in America all cargo transportation is largely
00:54:43provided by road transport,
00:54:46by trucks, and trucks run on diesel. Well, naturally,
00:54:49this price, the rise in diesel
00:54:53price, exerted pressure on all
00:54:56consumer goods, on a significant part
00:55:00of services in the American market, fueled inflation,
00:55:03in general, it hit the pockets of American
00:55:06taxpayers, and it is absolutely clear
00:55:09that the American voter looks at the state
00:55:13of their wallet, at prices on the consumer market, at taxes and
00:55:17inflation, when making political decisions,
00:55:21voting, well, that is, if we talk about politics, in the person of Zelensky
00:55:25Trump found the culprits of this whole crisis.
00:55:27Now he is starting pressure, exactly so, how
00:55:31events can develop, in your opinion, will it remain? Well,
00:55:35some verbal attacks, or will Washington still take some action?
00:55:38There are versions that they will refuse to supply weapons even through Europe,
00:55:42stop providing intelligence data and so on. How likely do you think
00:55:45this is? Well, I wouldn't rush to make such
00:55:48decisions, with statements about the possibility of such
00:55:52decisions. I think the Americans
00:55:55have now got what they wanted to get, which is
00:55:59supplies of Russian diesel fuel. We know that
00:56:01the first tanker has already set off in the
00:56:05direction of the United States, a supply of
00:56:09300,000 tons was promised, then 500,000
00:56:13tons, then millions of tons, but this is what I hear from President
00:56:16Trump, but the American stock market has already
00:56:20reacted to these supplies, and if we look at
00:56:24the futures price for a gallon
00:56:27of diesel fuel, it is not 6 and
00:56:31a half dollars per gallon, which we see in the
00:56:35consumer market, but it is
00:56:374.6 dollars per gallon, this is the futures, meaning
00:56:41these are for sales that will be made. As
00:56:45for the Kyiv regime, I think
00:56:48Zelensky has annoyed everyone, he has annoyed
00:56:51Americans, for Europeans he is also a burden,
00:56:54because they observe this picture
00:56:58that is unfolding in relations between Russia and the US,
00:57:01and understand that they will lose their benefits. I
00:57:05remind you that Russia was the largest
00:57:08supplier of diesel fuel to the European market
00:57:11until twenty-two years ago,
00:57:14Russian supplies accounted for at different periods up to
00:57:18half of all diesel fuel consumed in
00:57:21the European Union, and not only in the European Union, but also in
00:57:24Great Britain, where it accounted for a rather significant share of over
00:57:2820%, and in
00:57:31many countries, such as France and Germany, 30-40%
00:57:34of the diesel fuel consumed was Russian. And then
00:57:37the Europeans, having intensified sanctions pressure on Russia,
00:57:41themselves refused both diesel fuel and the supply of
00:57:44Russian gas, as we know, and oil.
00:57:48Partially or completely they promise to refuse by the thirtieth
00:57:51year, and this hits the European consumer. If the Americans start
00:57:55negotiating with Moscow, then the Europeans will be in a big
00:57:58mess, because by supporting Zelensky, well, and
00:58:02by supporting his unwillingness to participate in
00:58:05the negotiation process with Russia, to accept Russian conditions, they
00:58:09are generally betting on a loser, on a known loser.
00:58:12Fyodorich, can we say now that for Trump in the current situation
00:58:15from a political point of view,
00:58:41and tomorrow it will be beneficial for Trump if his successor
00:58:44wins the presidential election.
00:59:17Ukrainian statehood, the preservation of Ukraine in the orbit
00:59:21of the Euro-Atlantic community,
00:59:24the North Atlantic Alliance, without joining, but
00:59:27maintaining it in the orbit of American and European
00:59:30influence. Yes, European allies, I was just talking about economic
00:59:34motives, they are very disappointed
00:59:37politically, many and not only Democrats,
00:59:41but Republicans are dissatisfied with the current decisions of the Trump
00:59:45administration and the dialogue with Russia.
00:59:47Yes, and they will, of course, put pressure on the Trump administration, but
00:59:51Trump is a pragmatist, he is solving the problem
00:59:54before him today, he needs to lower the price of diesel fuel in
00:59:58the American market, he needs to
01:00:01support Republicans in the elections, that's how he, as a tactician,
01:00:05solves this problem, but the United States will not refuse
01:00:08to supply intelligence information, Elon Musk also said something
01:00:12about Zelensky, that he went
01:00:15too far. Well, yes, yes, but the Starlink system
01:00:19continues to supply internet
01:00:22to be used for military purposes by the armed forces
01:00:26of Ukraine, and American intelligence information continues
01:00:30to be supplied, and the fact that weapons are supplied
01:00:33through Europe, Europe pays for it, it is beneficial for Americans,
01:00:36American companies of the military-industrial complex will also
01:00:39not refuse this. Strictly speaking,
01:00:43if the United States understands that
01:00:46the risks of a direct military confrontation in
01:00:49Europe, related to the conflict in Ukraine, are
01:00:52unacceptable to them, and indeed these risks are increasing, we
01:00:56feel it by the intensity of the dialogue
01:01:00between Russia and NATO, in the exchange of reproaches
01:01:04and...
